    The U.S. National Security Agency failed to install the most up-to-date anti-leak software at a site in Hawaii before contractor Edward Snowden went to work there and downloaded tens of thousands of highly classified documents, current and former U.S. officials told Reuters.

    Well before Snowden joined Booz Allen Hamilton last spring and was assigned to the NSA site as a systems administrator, other U.S. government facilities had begun to install software designed to spot attempts by unauthorized people to access or download data.

    The purpose of the software, which in the NSA’s case is made by a division of Raytheon Co, is to block so-called “insider threats” - a response to an order by President Barack Obama to tighten up access controls for classified information in the wake of the leak of hundreds of thousands of Pentagon and State Department documents by an Army private to WikiLeaks website in 2010.

    A similar labeling measure narrowly failed in the 2012 election in California by a vote of 51.4 percent against to 48.6 percent in favor.

    Unless the people who run Saudi Arabia know something nobody else does, it’s difficult to see what they hope to achieve by turning down a seat on the United Nations Security Council that the kingdom had worked assiduously to gain. It appears to be the kind of theatrical but pointless gesture the Saudis have always avoided — not on a par with shutting down the U.S. government for no gain, perhaps, but absurd in its own way. The world might have expected this from the late, unlamented Muammar Qadhafi, but not from Saudi Arabia.

    Do the Saudis actually believe that the Security Council, chastened by Riyadh’s disapproval, will now force Israel to pull out of the West Bank, or unite to drive Bashar al-Assad out of power in Syria, or head off a possible rapprochement between the United States and Iran? Surely they know better. If they harbor such strong resentment against the Security Council, would they not have more influence over the group’s performance from the inside? And why seek the seat in the first place if they thought the elite group they were trying to join was impotent and feckless, as the statement from the Saudi Foreign Ministry announcing the decision said it was? It is hard to dispute the New York Times’s characterization of the decision as “a self-destructive temper tantrum.”

    Saudi Arabia has traditionally pursued its international objectives through quiet diplomacy rather than open confrontation or grand gestures. It may well be that the Saudis would have been uncomfortable on the Security Council, where they might have been forced to take public positions on issues outside their relatively narrow range of interests — on territorial disputes in the Pacific, for example, or peacekeeping deployments in Africa. Did no one in Riyadh think that during the two years the kingdom campaigned for the election to one of the prized non-permanent seats? Apparently not, because the kingdom’s diplomats in Riyadh and New York were celebrating the election as a great success until they were sandbagged on Friday by the Foreign Ministry statement.

      DOHA, 22 octobre (Reuters) - Le chef des services de renseignement saoudiens a déclaré que son pays allait « prendre ses distances » avec les Etats-Unis en raison de leur passivité à l’égard de la situation en Syrie et de leur détente apparente avec l’Iran, a-t-on appris mardi de source proche du pouvoir saoudien.

      Le prince Bandar bin Sultan a tenu ces propos devant des diplomates européens, selon cette source.

      Cette source a laissé entendre que cette évolution aurait des conséquences importantes sur les relations entre les deux alliés, notamment dans les domaines des ventes d’armes et du commerce du pétrole.

      Le prince Bandar a aussi dit aux diplomates européens que les Etats-Unis restaient impuissants face au conflit israélo-palestinien et qu’ils auraient du soutenir l’Arabie saoudite lorsque cette dernière est intervenue à Bahreïn pour y réprimer des manifestations antigouvernementales en 2011, a-t-on ajouté de même source.

      Cette « prise de distance vis-à-vis des Etats-Unis est importante », a poursuivi cette source. "L’Arabie ne veut plus se trouver dans une situation de dépendance.

      « Le prince Bandar a dit aux diplomates qu’il prévoyait de limiter les échanges avec les Etats-Unis », a dit la source. "Cela après que les Etats-Unis se sont montrés incapables de mener une action efficace sur la Syrie et sur la Palestine.

      « Les relations avec les Etats-Unis se détériorent depuis un moment car les Saoudiens ont le sentiment que les Etats-Unis se rapprochent de l’Iran et aussi parce que les Etats-Unis n’ont pas soutenu l’Arabie saoudite durant le soulèvement à Bahreïn. »

      Cette source a refusé de fournir de plus amples détails sur cette rencontre entre le prince Bandar et des diplomates européens, qui a eu lieu ces derniers jours.

    Une technique plus classique des services consiste à fourrer des stupéfiants dans la poche des opposants un peu trop critiques. Leurs mises en garde ne sont guère entendues, si ce n’est le vote, en janvier, d’une résolution à la PACE (assemblée parlementaire du Conseil de l’Europe), exprimant sa « préoccupation ».

    Impossible de se fâcher avec l’#Azerbaïdjan, pièce importante du grand jeu régional. Le pays musulman chiite, riche en hydrocarbures exploités par les grandes multinationales, est aussi une route-clé pour l’acheminement logistique des forces de la coalition à l’œuvre en Afghanistan et le restera au moins jusqu’en 2014.

      Azerbaijani First Lady Mehriban Aliyeva has been designated an officer of the Legion of Honor, France’s most prestigious national award.

      Azerbaijani President Ilham Aliyev received the news in a letter from French President Nicolas Sarkozy, who said the honor was granted in acknowledgement of Aliyeva’s “outstanding service and loyalty to France.

      Probably more to do with the fact that the Heydar Aliyev Foundation, which Aliyeva heads, has donated 40,000 euros ($55,000) to the cost of renovating Strasbourg Cathedral’s stained-glass windows and financed some renovations at the Palace of Versailles.

      The Azerbaijani government also recently donated 1 million euro ($1.4 million) to the Louvre Museum.

    Israel has occasionally held posts as vice president of the U.N. General Assembly but it has never been a member of the Security Council, the most powerful and prestigious body at the United Nations with the authority to impose sanctions or authorize the use of military force to enforce its decisions.

    Securing a council seat will not be easy, U.N. diplomats say. Most members of the 120 non-aligned bloc of developing nations are either cool or openly hostile towards Israel. General Assembly votes on issues related to Israel and the Palestinians are usually unfavorable for the Israelis.

    (Reuters) - Iran’s parliament strongly endorsed President Hassan Rouhani’s diplomatic bid to dispel mistrust at the United Nations last week during a visit which ended with an historic phone call with President Barack Obama, Iranian media said.

    The backing from the assembly, controlled by political factions deeply loyal to Supreme leader Ayatollah Ali Khamenei, is a further sign that Rouhani has the support of the Iranian establishment, though there are some rumblings from hardliners.

    Khamenei, the most powerful figure in Iran, has yet to publicly comment on Rouhani’s trip.

    Rouhani briefed parliamentarians on his trip, including discussions on Iran’s nuclear dispute with the West and regional relations, the student news agency ISNA said late on Tuesday.

    A group of 230 parliamentarians, out of the total of 290, signed a statement expressing their support of Rouhani for presenting the image of a “powerful and peace-seeking Iran which seeks talks and interaction for the settlement of regional and international issues”, Fars news agency said.

    While Rouhani’s visit to New York has boosted hopes of a diplomatic breakthrough in talks to resolve the 10-year-old dispute over Iran’s nuclear program, Israeli Prime Minister Benjamin Netanyahu dismissed it on Tuesday as a ruse concocted by a “wolf in sheep’s clothing”.

    The United States, Israel and other countries accuse Iran of using its nuclear program as a veil for efforts to try to develop the capability to produce weapons. Iran says the program is for peaceful energy purposes only.

    Iranian Foreign Minister Mohammad Javad Zarif said Netanyahu and “the Zionist lobby” were trying to hinder negotiations.

    “We will not let Netanyahu determine the future of our talks,” Zarif wrote on his Facebook page.

    The next round of nuclear talks between Iran and six world powers is set to take place in Geneva in two weeks.

    Rouhani told the U.N. General Assembly last week that Iran was willing to engage immediately in “time-bound” talks on the nuclear issue.

    HARDLINE RUMBLINGS

    Inside Iran, even as conservatives fall in line behind Rouhani who secured a landslide election win in June with promises of moderation in foreign policy, there were signs that some feared the president was going too fast, too soon.

    Parliamentary speaker Ali Larijani praised Rouhani’s address to the U.N. General Assembly, ISNA said. But Larijani, a champion of the conservative establishment, made no specific mention of Rouhani’s phone call with Obama.

    The head of the powerful Revolutionary Guards said on Monday the call had been premature, a signal of unease and the possible beginning of resistance to the relative moderate Rouhani from Iranian hardliners.

    The Guards chief and other hardliners have argued the United States must now take concrete steps such as easing the stringent sanctions that have driven inflation above 40 percent and led to a sharp fall in the value of the Iranian rial.

    “Either America takes a big step by breaking up sanctions, and that is the result of the success of the heroic flexibility of the supreme leader, or it continues with its unreasonable and illogical claims which will make apparent American lies,” Fars quoted hardline member of parliament Alireza Zakani as saying.

    Others have presented Obama’s statement that the United States was not seeking ’regime change’ in Iran as a sign of the strength of the Islamic Republic.

    “They have understood this truth that the Islamic Republic is unbreakable and it is better to accept interaction based on appropriate and just rules, instead of confrontation,” Fars quoted deputy Revolutionary Guards commander Hossein Salami as saying.

      Rebel and diplomatic sources said it was Saudi Arabia which nudged rebel brigades operating in and around Damascus to announce this week that they have united under a single command comprising 50 groups and numbering some thousands of fighters.

      The formation of the Army of Islam in the capital’s eastern fringe under Zahran Alloush, leader of the group Liwa al-Islam, strengthens Salafist jihadis owing allegiance to Riyadh against the Islamic State of Iraq and the Levant (ISIL), an al Qaeda branch which has in recent weeks taken control of territory from other Islamist forces in parts of northern and eastern Syria.

      The establishment of the Army of Islam follows last week’s joint declaration by groups, mainly in the northeast but also including Liwa al-Islam, who agreed to fight for Islamic rule and also rejected the authority of the Western- and Saudi-backed opposition in exile, the Syrian National Coalition (SNC).

      That accord was notably not signed by ISIL.

      Saudi Arabia appears to be central to the merger of rebel groups
      around Damascus. Liwa al-Islam chief Zahran Alloush is backed by Riyadh, while both Ahrar al-Sham, which is supported by Qatar, and Jabhat al-Nusra have been excluded from the new grouping. Although Liwa al-Islam had been part of the Saudi-backed FSA, the spokesman of the new grouping told an Arabic television channel that the Army of Islam is not part of the FSA. This is likely because the FSA has lost the trust of many rebel groups, and adopting a religious language will be more effective in countering the appeal of radical groups — which is what happened after the announcement of the merger, as various Islamists and moderate groups welcomed the move.
