    The third wave of sectarian jihad is different from its predecessors for it may bring about serious shifts in the geopolitics of the Arab region. No matter how global jihadists are, they are determined to anchor their globalization in a local territory — without which violence reaches a dead end. Their quest for the Islamic state or emirate of such and such region will remain virtual until it finds a real niche on the ground. If this territory is endowed with natural resources or has strategic significance, jihadists will be in a better position. Yet these territories will have to be carved off existing countries and may well be peripheral regions with small towns rather than big capitals. Jihadists survive in such marginal areas away from the established urban centers. In such areas, they can raise their flag, administer justice and coerce the population to submit to their agenda. These are the forgotten and marginalized rural areas that had been neglected in the past.
