    L’effondrement du système agricole syrien résulte d’un jeu complexe de facteurs dont le changement climatique, une mauvaise gestion des ressources naturelles et la dynamique démographique. Cette « combinaison de changements économiques, sociaux, climatiques et environnementaux a érodé le contrat social entre les citoyens et le gouvernement, catalysé les mouvements d’opposition et irréversiblement dégradé la légitimité du pouvoir d’Assad », estiment Francesco Femia et Caitlin Werrell, du Centre pour le climat et la sécurité (3). Selon eux, l’émergence de l’Organisation de l’Etat islamique (#OEI) et son expansion en #Syrie et en Irak résultent en partie de la sécheresse. Et celle-ci ne relève pas seulement de la variabilité naturelle du #climat. Il s’agit d’une anomalie : « Le changement du régime des précipitations en Syrie est lié à la hausse moyenne du niveau de la mer dans l’est de la Méditerranée, cumulée avec la chute de l’humidité du sol. Aucune cause naturelle n’apparaît dans ces tendances, alors que la sécheresse et le réchauffement corroborent les modèles de réponse à la hausse des gaz à effet de serre », estime la revue de l’Académie des sciences américaine (4).

      The image simply evidences, without need for any words, that the Syrian steppe ecosystem is perfectly adapted to cope with droughts - yes, even with extreme droughts exacerbated by climate change. However, this landscape can succumb easily to human irrationality and indifference.

    About 100 Ukrainian National Guard troops and soldiers from the Kherson Battalion have beaten a group of activists enforcing an unofficial blockade of Ukraine’s Russian-occupied territory of Crimea, Ukrainian media reported on Nov. 21.

    The troops were reported to have surrounded a group of activists near the town of Chaplynka, at the site of some high-voltage power line pylons reported to have been damaged by explosions in the early hours of Nov. 20.

    According to Shevket Namatullaev, a journalist of the Crimean Tatar television channel ATR, the armed troops were beating the activists away from the area with their rifle butts. He said several Crimean Tatar activists had been injured.

    Alors que ce qui se passe en Turquie depuis longtemps, après la répression de Gezi en 2013, avant les élections de juin, les massacres de Diyarbakir, de Suruç et d’Ankara, les élections du 1er novembre, c’est l’écrasement d’un mouvement démocratique, présent dans tout le pays et dans toutes les couches de la société, et où le HDP joue maintenant un rôle majeur. Avec la bénédiction de l’UE.     • Réfugiés : l’UE cherche à se coordonner avec la Turquie

      L’Union européenne cherche à mieux se coordonner avec ses voisins pour répondre à la crise migratoire, en premier lieu avec la Turquie, dont le président est en visite lundi à Bruxelles pour des négociations qui s’annoncent serrées.

      Pour l’UE, où quelque 630.000 migrants sont entrés illégalement depuis le début de l’année, l’objectif est de faire d’Ankara un partenaire pour maîtriser, à défaut de l’arrêter, un flux de demandeurs d’asile sans précédent depuis 1945.

      Dirigeants européens et turcs travaillent sur un « plan d’action » commun - qualifié de « contrat de confiance mutuelle » par la Commission -, qui sera au coeur des discussions prévues lundi avec le président Recep Tayyip Erdogan.

      Selon le Frankfurter Allgemeine Zeitung, un accord stipulerait notamment que la Turquie participe à des patrouilles conjointes avec les garde-côtes grecs dans l’est de la mer Egée, dans le cadre d’une action coordonnée par l’agence européenne de surveillance des frontières Frontex.

      Toujours d’après le journal allemand, les migrants tentant de rallier l’Europe qui seraient arrêtés seraient ramenés en Turquie, tandis que l’UE accepterait d’accueillir jusqu’à 500.000 personnes afin de leur permettre de gagner l’Europe en toute sécurité, sans avoir recours aux passeurs.

      « Les discussions s’annoncent très difficiles », et il y a peu de chance pour qu’un accord sur un plan d’action soit conclu lundi à Bruxelles, a toutefois tempéré un responsable européen. Des membres de la Commission se rendront « cette semaine » en Turquie afin de poursuivre ces discussions.

      – Incidents aériens entre Turcs et Russes -

      Avant sa rencontre avec Jean-Claude Juncker, le président de la Commission européenne, M. Erdogan doit s’entretenir en début d’après-midi avec les présidents du Parlement européen, Martin Schulz, et du Conseil, Donald Tusk.

      Fin septembre, le Premier ministre turc Ahmet Davutoglu avait clairement rejeté l’idée d’installer sur son sol des camps d’accueil et d’enregistrement des migrants supervisés par l’UE.

      La Turquie a accueilli officiellement 2,2 millions de Syriens depuis le début de la guerre civile meurtrière qui déchire son voisin. L’UE se propose de lui fournir une aide massive, notamment financière, pour l’aider à faire face à ce défi, mais elle veut poser des conditions qu’Ankara rechigne à accepter.

      M. Erdogan vient aussi chercher à Bruxelles l’appui de ses alliés de l’Otan et des hauts responsables européens dans le bras de fer qui se dessine à la frontière syrienne entre les aviations turque et russe. Moscou a lancé depuis mercredi des frappes en soutien au président syrien Bachar al-Assad.

      Plusieurs incidents ont opposé des avions de chasse turcs et russes, alors que les deux pays ont des visions diamétralement opposées sur l’avenir d’Assad, l’ennemi juré d’Ankara qui réclame depuis des années son départ.

      « Cette visite intervient aussi dans une période très troublée en Turquie, avec des élections parlementaires le 1er novembre sur fond de spirale de violence et de détérioration de l’Etat de droit » en raison de raids et d’attaques contre des partis et médias prokurdes, souligne Marc Pierini, chercheur à l’institut Carnegie Europe et ex-ambassadeur de l’UE en Turquie.

      Si la Turquie est un partenaire essentiel, l’UE veut plus largement mettre sur pied une coordination avec tous les pays se trouvant sur la « Route des Balkans », qu’ont emprunté cette année plus de 400.000 demandeur d’asile en Europe, depuis la Syrie jusqu’aux frontières extérieures de l’Europe, selon l’ONU.

      – ’Pression migratoire’ -

      Une réunion de haut niveau doit avoir lieu jeudi à Luxembourg entre les ministres de l’Intérieur et des Affaires étrangères de l’UE, de la Turquie, du Liban et de la Jordanie, ainsi que de ceux de l’Albanie, de la Bosnie-Herégovine, de la Macédoine, du Monéténégro, de la Serbie et du Kosovo.

      Tandis que s’ébauchent ces coopérations, le flux de migrants se poursuit vers l’Europe, avec son cortège de drames.

      Les corps en décomposition de deux jeunes garçons noyés dans la mer Egée, dont l’un aurait moins d’un an, ont été découverts dimanche sur le rivage de l’île grecque de Kos, ont annoncé les garde-côtes.

      Près de 3.000 personnes ont perdu la vie ou ont été portées disparues en Méditerranée depuis janvier en tentant de gagner l’UE, selon des chiffres du Haut-commissariat de l’ONU pour les réfugiés.

      En Croatie, plus de 4.500 migrants ont franchi la frontière ce week-end, avant d’être transportés en bus et en train vers la Hongrie, selon des statistiques officiels.

      Pour « gérer la pression migratoire », Frontex a exhorté les pays membres de l’UE à mettre à sa disposition 775 garde-frontières supplémentaires.

      Ils « doivent renforcer en priorité les équipes en Grèce et en Sicile chargées d’enregistrer les nouveaux arrivants, mais une partie d’entre eux sera postée aux frontières terrestres de l’UE », a expliqué lundi à l’AFP Eva Moncure, porte-parole de Frontex.

      La Turquie pourrait apporter une aide décisive à l’UE pour régler la crise des réfugiés qui fuient massivement le conflit syrien, mais une meilleure coopération entre Bruxelles et Ankara, aux relations difficiles, reste à échafauder, selon des analystes.

      L’accélération de la crise syrienne, où la Russie effectue des frappes aériennes depuis mercredi, risque de jeter davantage de réfugiés sur les routes, et c’est dans ce contexte que le président turc Recep Tayyip Erdogan est reçu lundi à Bruxelles par le chef de la Commission européenne, Jean-Claude Juncker, et Donald Tusk, le président du Conseil européen.

      La Turquie joue un rôle pivot : chaque jour, depuis ses côtes, embarquent des milliers de personnes pour les îles grecques de la mer Egée. Une fois arrivées sur le continent, elles poursuivent leur route par les Balkans jusqu’en Hongrie ou Croatie, d’où elles tentent de gagner le nord de l’Europe, en particulier l’Allemagne, dans l’espoir d’y trouver l’asile.

      « Dans cette catastrophe migratoire, dans cet exode massif provoqué par la Syrie et maintenant en partie par l’implantation militaire russe qui donne aux gens le sentiment que ça va s’aggraver, la Turquie et l’Union sont dans le même bateau (...) C’est déstabilisant pour eux comme c’est déstabilisant pour l’UE », souligne Marc Pierini, chercheur à l’institut Carnegie Europe.

      La Turquie a dit jeudi sa « grave préoccupation » après les premières frappes russes en Syrie. Et le président Erdogan a répété sa volonté d’amener son pays à une adhésion à l’UE, à la peine depuis 2005, y voyant une « stratégie gagnant-gagnant ».

      Main tendue

      « La Turquie fait partie de la solution », a assuré cette semaine Simon Mordue, haut fonctionnaire de la Commission européenne.

      « La Turquie accueille actuellement plus de deux millions de réfugiés syriens, dont 260.000 sont dans des camps et 1,75 million sont en dehors de camps. La Turquie a investi plus de huit milliards de dollars pour les loger », a-t-il expliqué. « Nous voyons donc la Turquie comme un partenaire dans cette crise, de nombreux défis auxquels la Turquie fait face sont similaires à ceux que nous affrontons ».

      Cette main tendue cache mal le malaise des Européens, dont les relations avec Erdogan se sont refroidies depuis quelques années.

      Droits de l’homme, liberté d’expression, indépendance de la justice... La liste des griefs adressés ces dernières années par Bruxelles à Ankara est longue. Les Européens, même s’ils reconnaissent à Ankara le droit de lutter contre « le terrorisme », s’inquiètent en privé de l’offensive contre la rébellion kurde du PKK lancée fin juillet et ils regrettent son peu d’empressement à combattre les jihadistes de l’Etat islamique.

      En face, le gouvernement islamo-conservateur et M. Erdogan ont fustigé Bruxelles pour son inaction face au problème des réfugiés syriens. Ankara réclame sans cesse une zone de sécurité le long de la frontière turco-syrienne, que l’UE ne voit pas d’un bon oeil.

      Elections

      Les Européens ont proposé la semaine dernière des aides financières massives à la Turquie et via l’ONU.

      Mais la coopération souhaitée par Bruxelles va bien plus loin. Elle porte sur la lutte contre les passeurs sur les côtes turques —alors que le « business » du passage de demandeurs d’asile en Europe devrait au moins rapporter un à deux milliards d’euros cette année, selon M. Pierini— et sur le démantèlement de filières de faux passeports.

      Surtout, les Européens aimeraient que la Turquie accepte la mise sur pied de procédures d’enregistrement de demandeurs d’asile, qui pourront ensuite être en partie accueillis en Europe, pour éviter qu’ils ne se lancent dans le voyage périlleux sur des embarcations de fortune. Cette idée a été jugée « inacceptable » par le Premier ministre turc Ahmet Davutoglu.

      Gerald Knaus, directeur du think thank Initiative européenne pour la stabilité (ESI), propose lui une « mesure exceptionnelle » pour soulager à la fois le fardeau turc et assécher la route meurtrière de la mer Egée : « Berlin devrait s’engager à prendre 500.000 réfugiés syriens directement depuis la Turquie dans les douze mois à venir ».

      En même temps, pour les décourager, l’UE devra systématiquement renvoyer en Turquie les migrants arrivés illégalement en Europe, selon lui.

Si l’UE et la Turquie entérinent cette feuille de route lundi, le plan serait soumis aux dirigeants européens lors de leur prochain sommet à la mi-octobre.

      En quoi consiste ce plan ? La Turquie devrait accepter d’intensifier ses efforts pour sécuriser ses frontières avec l’UE en participant à des patrouilles conjointes avec les garde-côtes grecs dans l’Est de la mer Egée, coordonnées par l’agence européenne de surveillance des frontières Frontex. Les migrants tentant de joindre l’Europe qui seraient arrêtés seraient ramenés en Turquie, où six nouveaux camps pouvant héberger jusqu’à deux millions de personnes seront construits et cofinancés par l’UE, selon le journal.

      Pour leur part, les pays de l’UE devraient accepter d’accueillir jusqu’à 500.000 personnes afin de leur permettre de gagner l’Europe depuis la mer en toute sécurité, sans avoir recours aux passeurs, toujours selon le journal qui cite des sources de la Commission européenne et allemandes. Mais seules les personnes considérées comme des réfugiés pourraient en bénéficier, et non les migrants. L’UE a par ailleurs appelé de façon répétée la Turquie à faire plus pour tenter de contenir le flux de migrants qui font la traversée vers la Grèce au péril de leur vie. Plus de 500.000 migrants ont traversé cette année la Méditerranée pour gagner l’Europe.

      Turkish President Tayyip Erdogan appeared to mock European Union overtures for help with its migration crisis as he arrived for a long-awaited state visit to Brussels and a string of meetings with EU leaders set to start on Monday.

      Erdogan, preparing for Nov. 1 parliamentary elections, boasted of Turkey’s record in taking 2 million refugees from neighboring Syria and Iraq, and contrasted it with the numbers passing through the bloc, in speeches to supporters.

      « Europe is uncomfortable with even the smallest refugee flow, » he told a mass rally in Strasbourg, before flying on to Brussels late on Sunday and addressing another crowd from an open-top bus outside his hotel.

      « What do they say to us ? ... ’Oh my, don’t open your doors, don’t let them reach us. They should stay with you,’ » Erdogan added in Strasbourg, according to Hurriyet newspaper.

      The typically bullish speeches will concern European Union officials who are hoping to convince Erdogan to shelter more Syrian refugees in return for aid.

      Erdogan’s trip, officially a state visit to Belgium, has been repeatedly postponed amid tensions over Turkey’s stalled bid to join the EU.

      The bloc, long critical of what it sees as Erdogan’s growing authoritarianism, is now looking to Turkey’s most popular politician to help solve its worst migration crisis since the break-up of former Yugoslavia.

      Diplomats say the focus is how to better manage the flows of migrants fleeing fighting and the brutality of Islamic State militants in Syria and Iraq, which will be at the center of a major meeting in Luxembourg on Thursday of EU, Western Balkan and East Mediterranean countries.

      The EU, which pledged at least 1 billion euros ($1.1 billion) for Syrian refugees in Turkey, Jordan, Lebanon and other countries last month, says it wants to help Turkey absorb and integrate more migrants on its own soil and cooperate closely with Greece in preventing mass migrant flows.

      A German newspaper on Sunday said that the European Commission, the EU executive, had already agreed a plan with Ankara to stem the flow of refugees to Europe by patrolling Turkey’s frontier with Greece and setting up new camps.

      But a senior EU official involved in negotiations with Turkey said the Frankfurter Allgemeine Sonntagszeitung report, which detailed six new refugee camps for two million people, was « not in line with what we have been discussing ».

      The EUropean Commission has worked out an action plan with Turkey to stem the flow of refugees to Europe, a German newspaper cited sources in the Commission and the German government as saying on Sunday.

      Frankfurter Allgemeine Sonntagszeitung said that according to the plan, Turkey would be obliged to better protect its border with Greece — a frontier that many migrants have crossed on perilous boat journeys.

      It said the Turkish and Greek coastguards would work together to patrol the eastern Aegean, coordinated by Frontex, the European Union’s border control agency, and send all refugees back to Turkey.

      In Turkey, six new refugee camps for up to 2 million people would be set up, partly financed by the EU, the newspaper said.

      The EU states would commit to taking some of the refugees so that up to half-a-million people could be relocated to Europe without having to use traffickers or take the dangerous journey across the Mediterranean, the newspaper said.

      It said the Commission and representatives had agreed on this plan last week and that European Commission President Jean-Claude Juncker also coordinated on this with German Chancellor Angela Merkel and French President Francois Hollande.

      Turkish President Recep Tayyip Erdoğan is due to meet with Juncker on Monday.

      A spokesman for the European Commission said the meeting was « precisely about seeing how to step up cooperation to jointly tackle the refugee crisis » and said any new announcements would be made at a news conference on Monday.

      Asked about the newspaper report, a spokeswoman for the German government said Merkel, Juncker and Austrian Chancellor Werner Faymann had held a phone call on Wednesday but she declined to comment on the content of their discussion.

  • TalkTalk suffers DDoS, data breach, and ransom demand

    On October 22, 2015, UK Telecom group TalkTalk disclosed it had experienced a DDoS attack on its websites. This was probably to draw attention away from the true attack, during which personal and banking details of up to 4 million customers is thought to have been accessed. Former customers may also be affected and it was not known whether the information seized by the hackers was encrypted or not.
    The stolen, unencrypted data[1] includes:
    • Names and addresses
    • Dates of birth
    • Email addresses
    • Telephone numbers
    • TalkTalk account information
    • Credit card and bank details

    Russia has run large scale experiments to test the feasibility of cutting the country off the World Wide Web, a senior industry executive has claimed.
    The tests, which come amid mounting concern about a Kremlin campaign to clamp down on internet freedoms, have been described by experts as preparations for an information blackout in the event of a domestic political crisis.
    Andrei Semerikov, general director of a Russian service provider called Er Telecom, said Russia’s ministry of communications and Roskomnadzor, the national internet regulator, ordered communications hubs run by the main Russian internet providers to block traffic to foreign communications channels by using a traffic control system called UPI.
    The objective was to see whether the Runet – the informal name for the Russian internet – could continue to function in isolation from the global internet.
    The experiment, which took place in spring this year, failed because thousands of smaller service providers, which Roskomnadzor has little control over, continued to pass information out of the country, Mr Semerikov said.
    Smaller providers account for over 50 per cent of the market in some Russian regions, generally lack the DPI technology used by the larger companies to implement the blocking orders, and often use satellite connections that cannot be easily blocked.

    Jyoti Shah, a consultant urological surgeon at Burton Hospitals NHS Foundation Trust, says her colleagues face sexism everyday in operating theatres by their male counterparts.
    She says there is a “gang culture” and sexism in operating theatres which puts women off becoming surgeons and is calling for a “cultural change”.

    In a blog she has revealed that colleagues have been referred to as “young girls”, “nurses” and told not to have more babies and describes operating theatres as a “hostile environment for women”.
    It comes as the latest figures for the number of female surgical consultants in England represent just 11 per cent of the total.

    The top six remarks encountered by her female colleagues are:
    1• Being mistaken for a nurse or secretary: Examples include “say thank you to the nurse”.
    2• Male collegaues asking them to make tea for the team - “I used to be excused before the end of the ward round to be sent to make the tea and toast,” said one junior doctor.
    3• Patronising remarks such as “women aren’t creative enough to be in medicine”, “you must be very clever” and being referred to as the “young girl”.
    4• Being asked about your husband. One doctor was asked “what does your husband do? Apart from you?”.
    5• Being accused of menstruating if you speak firmly. “Is it the time of the month?
    6• Given advice not to have children or about having time off during maternity leave. “You would be well advised to have no more babies,” one doctor was told.

    The dispute over elections in Donbass in eastern Ukraine has threatened to undermine the Minsk agreement signed between Ukraine and pro-Moscow rebels. As the leaders of France, Germany, Russia and Ukraine meet in Paris, veteran French diplomat Pierre Morel has presented a plan which could allow the elections to take place.
    Until now, the government in Kyiv has insisted that local elections due to be held on October 25 should be held according to Ukrainian law in Donbass.
    But the self-proclaimed “People’s Republic of Donetsk and Luhansk” has set a different date, and does not intend to consult Kyiv on the vote.

    Morel is chairman of the working group on political affairs of the Trilateral Contact Group (TCG), consisting of representatives from Ukraine, the Russian Federation and the Organization for Security and Co-operation in Europe (OSCE). It is engaged in finding a peaceful solution to the conflict in Donbass.
    Morel’s plan proposes that elections would be held in compliance with Ukrainian law, as Kyiv wishes, but that the “People’s Republic” would have the possibility of staging them according to their own rules. The diplomat believes this would free the way to implementation of hte Minsk Protocol. It stipulates that Donbass remain part of Ukraine and that Kyiv restores its sovereignty over the region.

    Kyiv is not enthusiastic about Morel’s plan. Ukrainian President Petro Poroshenko said that he considers it to be nothing more than “Morel’s personal opinion.
    Oleksiy Makeyev from the Ukrainian foreign office was less dismissive when he told Deutsche Welle that Ukraine does not reject the “Morel Plan” out of hand, and that it could consider it as one among several proposals. Nevertheless, he went on to emphasize, that for Kyiv, the Minsk Protocol remains the guiding document.
    But other participants in the “Normandy format,” a diplomatic group consisting of senior representatives from Germany, the Russian Federation, Ukraine and France, view things differently.
    The German foreign office stated that Berlin considers the “Morel Plan” to be the basis for a further step towards a solution to the Donbass conflict. That statement reflects the sentiments that German Foreign Minister Frank-Walter Steinmeier expressed after talks with the foreign ministers of the “Normandy format” in Berlin, on September 12.

    Russian Foreign Minister Sergey Lavrov also proposed supporting Morel’s idea. In a statement to DW and the French foreign office indicated their approval of the plan as well.

    In Ukraine the “Morel Plan” is seen as an ultimatum. Maria Solkina of the “Democratic Initiatives Foundation,” a Kyiv based research center, told DW that Western partners were forcing Kyiv into a compromise and using the leverage of economic and political dependency on the West to that end.
    Solkina warned that if the Ukrainian leadership were to go along with the “Morel Plan” the “quasi republic” would automatically be recognized. “Ultimately, we would have to support the region economically, but would have no say there politically,” she said.

      Iran was on Thursday night moving up its ground forces in Syria in preparation for an attack to reclaim rebel-held territory under the cover of Russian air strikes, according to sources close to Damascus.

      Hizbollah, the Lebanese Shia militia which has come to the Assad regime’s rescue in battle-fronts across the country in the past two years, is being prepared to capitalise on the strikes, a Syrian figure close to the regime told The Telegraph

      Sources in Lebanon told Reuters that Iran, which is the main sponsor and tactical adviser to Hizbollah, was sending in hundreds of its own troops to reinforce them.

      Iran made no comment on the claims but Josh Earnest, the White House spokesman, said the move would be an “apt and powerful illustration” that Russia’s military actions had worsened the conflict.

      A Hizbollah-backed advance would fit the pattern of Russian air-strikes, which have predominantly targeted those rebels not aligned to the Islamic State of Iraq and the Levant who currently present the gravest threat on the ground to core regime territory.

      The long-term aim would be to defeat or demoralise the non-Isil opposition, so that Isil became the regime’s only enemy. That would force the West to back President Bashar al-Assad against it.

      “They want to clean the country of non-Isil rebels, and then the US will work with them as Isil will be the only enemy," the Damascus source said.

      In the first instance, an attack in north-western Homs province, the apparent chosen battle-front, would help distract the rebel alliance from attacking Latakia, the stronghold of the Alawite minority from which much of the regime is drawn.

The group of British health officials visiting earlier this month were offered expensive champagne, dinner at an exclusive restaurant and even Jacuzzis in many of their rooms.

    However, while other visitors to the town were there purely for leisure, this particular party were being hosted by a pharmaceutical company hoping to increase sales of its products.

    The trip was organised by Paul Jerram, an NHS health official who, as well as being involved in choosing the drugs prescribed on the Isle of Wight, also makes money arranging “advisory boards”, made up of NHS employees, for pharmaceutical companies.
