    Russia ready to discuss gas discount with Kyiv after debt repaid

    Russia is ready to accommodate Ukraine and discuss the reinstating its gas discount, but only after debts for gas supplied in the past when the discount applied are settled, Russian President Vladimir Putin said at a meeting with media bosses in St. Petersburg.

    We’ve told the new authorities [in Kyiv], okay, we understand your difficulties, we’re ready to met you half way, we’re ready to discuss possible discounts with you, but pay us at least the debt that was accrued during that period when these discounts applied, until April 1 this year,” Putin said.

    Russia is “open to a constructive dialogue” on natural gas issues with Ukraine, Russian President Vladimir Putin said on Saturday.

    We are open to a constructive dialogue, bit it must be based not on demands or ultimatums with unclear motivations but on civilized market work,” Putin said at a meeting in St. Petersburg with the heads of principal global news agencies.

      Europe’s Energy Commissioner said on Tuesday he was optimistic that all sides in the talks between Ukraine and Russia over a gas price dispute can overcome differences in the next few days.

      I am quite optimistic we can solve all open questions and problems in the next few days,” Guenther Oettinger, who is mediating the talks, told reporters on a visit to Prague.

      After talks in Berlin on Monday, Oettinger had said Ukraine and Russia had made further progress in the dispute and his proposal that Ukraine to pay $2 billion of back debt by Thursday could pave the way for further talks on Friday.

      Ukraine said on Tuesday Russian state-controlled company Gazprom owed Kiev natural gas worth around $1 billion which it had “stolen” when Moscow annexed Crimea.

      Ukraine is prepared to pay arrears to Russia for gas once it has a contract with Moscow and will take the country to court if it refuses to sign, Ukrainian Prime Minister Arseny Yatseniuk was quoted as saying by a German newspaper on Saturday.

      Ukraine told Russia on Friday a $786 million partial payment on a bill that Russia says could exceed $5 billion by next week was on its way to Moscow. That averted an immediate threat that Russia would stop supplying the former Soviet republic with gas if it fails to make advance payments.
