At approximately 14:45, Israeli forces stationed at Hawarah checkpoint, south of Nablus, shot dead a Palestinian child who had crossed the checkpoint and was present at the intersection in front of a settler bus stop. Israeli forces claimed that the child had attempted to stab 2 settlers at the bust stop. However, investigations conducted by PCHR refuted the Israeli story, as the child went out of the checkpoint in front of Israeli soldiers. He was not carrying anything and the bust stop was empty then. The child was identified later as Alaa Khalil Hashash (16) , from new Askar refugee camp, northeast of Nablus. The gunfire resulted also in wounding Samah Abed al-Mo’men Ahmed Abdullah (18), from Amoriya village, southeast of the city. She sustained a bullet wound to the head, while sitting in her father’s car as they were going home from Nablus. At approximately 20:50, the aforementioned girl was transported by a Palestinian ambulance from Rafidya Hospital to Hawarah checkpoint to be then transported by an Israeli ambulance to Tel HaShomer Hospital in Israel.

Abed al-Mo’men Ahmed Abdullah, Samah’s father, said to PCHR’s fieldworker:
"At approximately 14:45 on Monday, 23 November 2015, I was driving my car with my wife Hala Ibrahim Abdullah (36) next to me and my children in the back seat: Ahmed (16), Hanin (17) and Samah (18). Samah was inbetween Ahmed and Hanin. We went out of Nablus heading to Amoriya village, southeast of the city. While getting out of Hawarah checkpoint, I entered the intersection area and saw a boy in blue sport outfit. He was not carrying anything. I thought he was a settler, but after I drove 20 meters ahead, right in front of a settler bus stop that was empty then, Israeli forces opened fire at the boy. He fell down before he reached the bus stop. They then opened fire from a watchtower and soldiers on the ground towards my car, as my car was the last one to cross the checkpoint. I lowered my head and then heard my son screaming, “Samah got killed”. I froze and Israeli soldiers gathered around us. A Palestinian ambulance arrived and took us to Rafidya Hospital, where my daughter was admitted to the operations room. She sustained a bullet wound to the forehead."

    23 November 2015
Today, in a historic moment in Palestinian pursuit of accountability, four Palestinian human rights organisations delivered a confidential communication to Madam Prosecutor Bensouda of the International Criminal Court on behalf of themselves and Palestinian victims of Israel’s “Operation Protective Edge”. The communication, which was submitted by Al-Haq, Al-Mezan Center for Human Rights, Aldameer and the Palestinian Center for Human Rights pursuant to Article 15 of the Rome Statute, contains information on crimes jointly documented during Israel’s 2014 offensive against the Gaza Strip.

“We have become used to Israel killing and injuring Palestinians in the Gaza Strip. The 2014 offensive is the third war on our people in about six years. But nothing could have fully prepared me for the devastating loss of my sons, grandsons and granddaughters in an attack against our family home.” said Bouthaineh Al Louh, a Palestinian 57-year old grieving mother. “On 20 August 2014 at 04.45am, Israel attacked our home in Deir al Balah whilst my family was fast asleep. My son and two stepsons were killed in the attack, as well as my nine months pregnant daughter-in-law and her three children. Our family will never again be complete, and our house is in ruins. I hope that the ICC can acknowledge the crimes that we endured and punish those that deprived us of our loved ones”.

Speaking from The Hague, Mr. Shawan Jabarin (Al-Haq Director) said that, “We have provided the Office of the Prosecutor with enough information for it to determine that there is a reasonable basis to believe that senior Israeli military and civilian officials committed crimes against humanity and war crimes during the offensive against Gaza. We are confident that the information now at the disposal of the Office of the Prosecutor is sufficient to open an investigation, and urge her to act quickly to begin a formal investigation.”

BETHLEHEM (Ma’an) — A Palestinian was shot and killed near the illegal Israeli settlement of Kfar Adumim in the central occupied West Bank on Sunday, after the Palestinian, driving a taxi, ran into another car on a main road, an Israeli police spokesperson said.

Micky Rosenfeld said after the car incident, a Palestinian in a Palestinian taxi “walked out his vehicle with a knife in his hand and was shot dead.”

Rosenfeld said he was not aware whether the Palestinian was shot by a civilian or by Israeli forces. He added that the area had been cordoned off, without adding further detail.

It is unclear if the car crash was an attack or an accident, however following the incident, an Israeli settler said the Palestinian exited the car wielding a knife. Hebrew media reported an Israeli settler then shot the Palestinian dead at the scene.

Israeli sources identified the Palestinian as Shadi Hassib , 32, from al-Bireh city, near Ramallah. [ Updated: Nov. 22, 2015 12:53 P.M.]

Israeli news site Ynet reported that the Israeli settler “was lightly wounded, suffering a scratch to his hand,” adding that it was unclear whether the scratch came from the car crash or the alleged attempted stabbing attack.

BETHLEHEM (Ma’an) — Israeli forces shot and killed a young Palestinian man in the village of Beit Einun east of Hebron after an alleged stabbing attempt, Palestinian and Israeli sources said.

An Israeli army spokesperson told Ma’an that Israeli forces shot the Palestinian after he allegedly attempted to stab an Israeli soldier during a “violent riot” in the village. The spokesperson said no Israelis were injured.

A paramedic from the Red Crescent said Israeli forces would not allow their medics to examine the young man.

“Israeli soldiers forced us at gunpoint to leave the area,” the paramedic said. “From the amount of bleeding, the young man must have been shot several times.”

A Palestinian witness told Ma’an he saw Israeli troops firing several rounds at a “young man” who was “far” from the main street. The witness said the young man fell to the ground before Israeli soldiers surrounded him.

Israeli soldiers covered the body with black plastic before taking the body away in a military ambulance to unknown destination, witnesses said.

Witnesses added that Israeli forces also assaulted journalists who tried to come close to scene, forcing them to leave the area.

The death of the unidentified Palestinian brings the total number of Palestinians killed by Israeli forces since the start of last month to 70.

(...) At approximately 13:30 on Sunday, 25 October 2015, in a new cold-blooded crime, Israeli Border Guards officers stationed at the entrance of the Ibrahimi Mosque, south of Hebron’s Old City, killed Dania Jehad Ersheid (17) , from al-Hawooz area. They opened fire at her when she stopped to have her school bag searched. Ersheid’s corpse was taken to an unknown destination.

According to investigations conducted by PCHR and statement of an eyewitness, at approximately 13:30, Ersheid entered the Ibrahimi Mosque’s yard through a metal detector gate fixed between the aforementioned yard and the old market in the city. She obeyed the soldiers’ orders to be searched in the place where she was asked to stay. While one of the soldiers standing behind a desk was searching the girl’s school bag, a number of Border Guard officers gathered around her. Ersheid was standing behind an iron barrier erected by Israeli soldiers to allow persons subjected to searching pass through it. The soldier, who was searching the bag, asked the girl, “Where is the knife? Where is the knife?” The girl replied, “I do not have a knife,” and put her hands up. She was extremely frightened. An officer fired a bullet around Ersheid, whereas the bullet hit the wall behind her. She moved few steps backwards putting her hands up, but a number of bullets were fired at her. As a result, she fell to the ground and died. The girl did not pose any threat to the security and lives of Israeli soldiers. She was even putting her hands up when the soldier was talking to her and accused her of having a knife. Furthermore, the area, where the girl was killed, was reinforced and backed-up. The Israeli forces could have arrested her instead of killing her if she posed any threat to them.

JENIN (Ma’an) — A Palestinian youth was shot dead Saturday near al-Jalama military checkpoint north of Jenin in the occupied West Bank after he allegedly attempted to stab an Israeli security guard, eyewitnesses and the Israeli army said.

Eyewitnesses told Ma’an that “there were no stabbing attempts” at the time that Israeli forces opened fire at a 16-year-old Palestinian at the crossing.

The forces then dragged the injured youth inside of the checkpoint preventing Palestinian Red Crescent ambulances from reaching him for treatment, eyewitnesses added.

The teen was identified as Ahmad Muhammad Said Kamil from Jenin.

An Israeli army spokesperson told Ma’an that “an attempted stabbing was thwarted at the Gilboa crossing,” using an alternate name for the checkpoint, where “security personnel” shot and killed the suspect to prevent an attack.

The spokesperson was unable to confirm any injuries and said the Israeli military was currently investigating the incident. The crossing has since been closed.

The teen’s death at the northern border of the occupied West Bank marks at least 55 Palestinians killed since the beginning of the month.

On Friday, 23 October 2015, in another crime of excessive use of force, private security guards serving the interests of the Israeli forces killed a Palestinian child while running towards the first barrier at al-Jalama crossing, northeast of Jenin. According to PCHR’s investigations and statements of eyewitnesses, on the abovementioned day, Ahmed Mohammed Sa’id Kmail (17) was present along with other peddlers in the place where they used to stay. At approximately 11:00, Kmail suddenly ran towards the first barrier at al-Jalama crossing. The security guards noticed him, so some of them escaped but others opened fire at him. Kmail fell to the ground, however, the Israeli forces denied the Palestine Red Crescent Society’s (PRCS) paramedics access to the area. Soon after, Kmail’s corpse was pulled inside the crossing and the security guards stopped the traffic. It should be noted that the victim was present at the checkpoint in the early morning along with other peddlers, as a number of eyewitnesses said to PCHR’s fieldworker that they saw him selling chocolate-coated marshmallow treats.

  • Third Palestinian shot dead after alleged attacks in Hebron, Jerusalem
    Oct. 17, 2015 12:48 P.M. (Updated: Oct. 17, 2015 3:20 P.M.)

BETHLEHEM (Ma’an) — A Palestinian teen was shot dead Saturday by Israeli forces in the occupied West Bank city of Hebron after allegedly stabbing an Israeli border police officer in the third alleged attack of the day.

Palestinian locals said that Israeli forces opened fire at the woman close to the the Wadi al-Ghrus area near the illegal Kiryat Arba settlement.

The teen was identified as 17-year-old Bayan Ayman Abd al-Hadi al-Esseili .

Her family told Ma’an they were informed by Israeli authorities that their daughter had been killed after she stabbed a soldier.

A border police woman sustained light injuries to her hand, according to Israeli police spokesperson Micky Rosenfeld, who reported that a “female terrorist was shot at the scene.”

Fadil Qawasmi , 18, was shot dead by an Israeli settler earlier Saturday morning on Shuhada Street in Hebron’s Old City, hours before a 16-year-old Palestinian was shot dead in occupied East Jerusalem.

Both teens were shot dead for carrying out alleged attacks. No Israelis were injured in either incident.

As Palestinians may only access Shuhada Street by passing through an Israeli military checkpoint with a metal detector, suspicions are being raised as to whether Qawasmi could have been carrying a knife at the time of the alleged attack.

Local Palestinians are prevented from accessing the street in order to “secure” the area for around 600 Jewish settlers who have taken over homes and evicted residents in the area. The few Palestinian residents left living in the area must access homes from the back.

Saturday’s attacks have brought the total number of Palestinians killed since the beginning of the month to 40. Seven Israelis have been killed by Palestinians in the same time period.

Witnesses said Israeli forces stormed the compound through the Chain and Moroccan gates shortly after dawn prayer.

The forces then surrounded worshipers inside Al-Aqsa Mosque and closed its doors with “chains and bars” before they started to fire rubber-coated bullets inside the mosque, witnesses said.

According to information collected by PCHR from the city, at approximately 05:45 on Sunday, 13 September 2015, when worshipers finished performing the dawn (Fajr) prayer in al-Aqsa Mosque and started getting out of the mosque, large numbers of special Israeli forces stormed al-Aqsa Mosque firing sound bombs and rubber-coated metal bullets. Israeli forces immediately closed the Qibli (southern) mosque while dozens of Israeli soldiers topped the roof of the mosque. They surrounded the young men staying inside and sprayed pepper spray over them. Officers from the special forces evacuated all al-Aqsa Mosque’s yards. In the morning, Israeli forces smashed the windows of al-Qibli Mosque and fired sound bombs and tear gas canisters at young men trapped inside, due to which the carpets caught fire. Moreover, Lo’ai Abu al-Sa’ed, one of the mosque’s guards, sustained a bullet wound to the chest; Jad al-Ghoul, a civil defense officer in al-Aqsa Mosque, sustained a bullet wound to the left arm; Anas Siyam (14) sustained a bullet wound to the chest; and Lewa Abu Ermaila, a journalist at Palestine Today satellite channel, and Sabreen Ebeidat, a photojournalist at Quds news network, both were injured by shrapnel from a sound bomb. An eyewitness stated that Israeli forces attacked and pushed Arab members of the Israeli Knesset, who could entered al-Aqsa Mosque, namely Ahmed al-Tibi, Osama al-Sa’di and Talab Abu ’Arar.

This attack coincided with banning students of al-Aqsa Shari’a schools located inside the mosque (Riyadh al-Aqsa, al-Aqsa School for Boys and al-Aqsa School for Girls), who are about 500 female and male students, from entering the mosque and joining their schools. In addition, Israeli forces denied the administrative and educational employees entry by attacking and pushing them while being present by Hetta and al-Selsela gates. Israeli forces have also prevented worshipers below 45 years old from entering the mosque since the predawn.

Afterwards, groups of Israeli settlers led by the Minister of Agriculture, Uri Ariel, stormed the mosque through al-Maghareba gate. They performed biblical rituals in al-Hersh area near al-Rahma gate. It should be noted that the (Temple Groups) invited their supporters through media websites and social media to participate in the largest raid on al-Aqsa Mosque on Sunday, coinciding with the beginning of the Jewish holidays.

Israeli forces killed a Palestinian civilian at al-Hamra checkpoint in the Jordan Valley. Hammad Romanin, 23 ans
    Friday, 26 June 2015

In the morning, Israeli forces stationed at al-Hamrah checkpoint, south of Tubas, killed a Palestinian civilian from all-’Oja village, north of Jericho. They claimed that a Palestinian gunman opened fire from a passing vehicle at the Israeli soldiers stationed at the aforementioned checkpoint, but no injuries were reported. Therefore, the Israeli soldiers in response opened fire at him wounding him seriously, and he later died.

According to PCHR’s investigations and the father’s account, Jom’ah ’Atah Romanin, to a PCHR fieldworker, at approximately 09:00 on Friday, 26 June 2015, his son, Hammad (23), from al-’Oja village, north of Jericho, headed to Nablus via al-Hamrah checkpoint to bring some civilians as he works on his white Skoda car transporting passengers. At approximately 10:00 and while passing the checkpoint, his car approached the soldiers, who were searching Palestinian cars, and then an Israeli soldier stationed in an observation tower established at the checkpoint opened fire at him. As a result, Hammad was wounded with two bullets to the abdomen and left thigh. The Israeli soldiers forced the civilians who were in the area to stay meters away from the checkpoint and prevented them from approaching the wounded person. At approximately 11:20, an ambulance crew belonging to the ICRC from Tubas arrived at the scene, but the Israeli soldiers prevented them from approaching the wounded person and closed the checkpoint for more than two hours. Meanwhile, the Israeli soldiers brought a robot which pulled the corpse and took it to an unknown destination. At approximately 15:00, the corpse was given to his elder brother, Zuhair (33), from an Israeli camp I “Meswah” settlement established on the lands of al-Jaftalak, north of Jericho. It should be noted that the Israeli forces continued to keep the victim’s car.

At approximately 13:30, Israeli forces moved into al-’Oja village. They raided and searched the house of the victim’s family. A number of young men and boys gathered and threw stones at the Israeli vehicles, and the Israeli soldiers in response fired sound bombs and tear gas canisters at them. As a result, a number of civilians suffered tear gas inhalation, and 18-year-old Yousif Amatin sustained bruises in the left hand due to being beaten with by the Israeli soldiers using their gun butts. He was taken to Jericho Hospital to receive medical treatment. Israeli soldiers withdrew later and no further incidents were reported.

PCHR today called on the Director of Public Prosecutions, Alison Saunders, and the Attorney General, Jeremy Wright QC, to urgently liaise to ensure that immediate decisions are made regarding the arrest and (if the evidence permits) prosecution before the a Court in England and Wales of Shaul Mofaz with a war crimes offence contrary to the Geneva Conventions Act 1957 (GCA). It is essential the decisions are made today, 22 June 2015, before Mr Mofaz is able to leave the UK.

PCHR calls on the public and members of civil society to immediately contact the Attorney General’s office via email - correspondence@attorneygeneral.gsi.gov.uk - to ensure that he understands the strength of public feeling about the fair application of the rule of law to all those suspected of committing serious offences under international criminal law.

It is understood that Mr Mofaz, who left Israeli political life earlier this year, is in London on Monday, 22 June 2015, on a private visit and that the Foreign Secretary, Philip Hammond, has not accorded Mr Mofaz any form of immunity from the fair application of English criminal law. After learning of his visit to London, on 21 June, and acting on behalf of Gazan victims of alleged war crimes, PCHR sent the police and Crown Prosecution Service evidence relating to Mr Mofaz to enable the police to arrest him on suspicion of committing an offence contrary to the GCA.

  • Israeli forces shoot, kill Palestinian in Jenin camp
    http://www.maannews.com/Content.aspx?id=765876

JENIN (Ma’an) – Israeli forces shot dead a young Palestinian man in the Jenin refugee camp in the northern West Bank early Wednesday morning, Palestinian security sources say.

Izz al-Din Walid Bani Gharra , 21, was shot in the chest during clashes with Israeli forces who raided the camp at dawn. He was evacuated to the public hospital in Jenin where he died shortly after, sources told Ma’an.

An Israeli army spokesperson did not have information on the incident and an Israeli border police spokesperson did not immediately respond for comment.

Gharra is the twelfth Palestinian to be killed by Israeli forces in occupied East Jerusalem, West Bank, and Gaza since the start of 2015, according to UN Office for the Coordination of Humanitarian Affairs, with over 900 injured, not including injuries resulting from settler violence.

One Israeli has been killed in the same time period.

Search and arrest raids are regular practice by Israeli forces, who have conducted a weekly average of 86 raids this year, up from 75 a week in 2015, according to a May report by UN Special Coordinator (UNSCO).

Such raids often result in what rights groups argue is excessive use of force by Israeli forces against locals who often throw rocks and bottles at the forces.

When they were on their way out of the camp, they noticed a young Palestinian man trying to throw a bomb at them. According to investigations conducted by PCHR and eyewitnesses’ accounts, in the early morning, an Israeli force sneaked into Jenin refugee camp and stayed in an area separating between the square in the centre of the camp and al-Samran neighbourhood in the north of the camp, where the victim’s house is located. At approximately 03:00, a sound of one bullet was heard in the area hitting ’ Ezz al-Deen Walid Hasan Bani Ghorah (23) and killed him immediately. Meanwhile, a Palestinian civilian Subaru car was passing by the area, so the driver took the body of Bani Ghorah to Martyr Dr. Khalil Suleiman Hospital in Jenin. (...) Israeli authorities delivered his body to the family at the Jabal al-Mukabbir police station just after midnight, when the body was transferred via an ambulance to a nearby mosque.

Relatives and friends bid final farewell to Abu Dheim as mourners carried his body to the town’s cemetery after the funeral prayer.

The mourners waved Palestinian flags, chanting slogans condemning the killing.

Omran had left home at 8:30 a.m. Wednesday headed for Jabal al-Zaytoun (Mount of Olives), where he works as school bus supervisor at the neighborhood’s school, his wife said.

Omran’s brother Shafiq Abu Dheim said eyewitnesses told him that “Omran was trying to make a U-turn in the middle of the road, but was impeded by a truck which was unloading vegetables at a produce shop.”

At that point a heated argument broke between him and Israeli officers who were on both sides of the road, when the officers opened fire.

Shafiq told Ma’an that Israeli forces pulled his brother out of the car and “left him lying on the ground for half an hour without receiving any first aid, despite the fact that he was only a few meters away from Al-Maqasid and Augusta Victoria hospitals,” according to eyewitnesses.

The forces reportedly fired stun grenades at those who attempted to access the man after he was shot, head of a local follow-up committee of al-Tur, Mufid Abu Ghannam, told Ma’an Wednesday.

As soon as Shafiq discovered his brother’s death, he immediately headed to al-Tur, walking due to blocked roads.

“My brother had already been evacuated in an ambulance, and the soldiers were inspecting his car. I tried to access the car, which was riddled with bullets, but they pushed me back violently.”

Israeli police spokesman Micky Rosenfeld told Ma’an after the incident that the had man tried to run over two border police officers with his car, leaving them moderately injured.(...)
