    Promoters of privatizing the U.S. Social Security system have never tired of holding up Chile’s privatized program as an example of how this can make workers rich. The trick is that they never ask ordinary Chilean workers and retirees how they feel about it.

    Santiago, Antofagasta, Valparaiso... C’est dans plusieurs grandes villes du Chili que se sont rassemblés, mercredi soir, des milliers de personnes pour dénoncer le système privé de retraite de leur pays. Tambourinant sur des poêles et des casseroles - un type de manifestation appelé « cacerolazo », assez répandu en Amérique du Sud - les Chiliens ont demandé, une fois de plus, la suppression des AFP, les « Administratrices de #fonds_de_pension ». Ce système, hérité de la dictature de Pinochet (1974-1990) fonctionne sur le principe de la capitalisation individuelle. Six grands fonds d’investissement gèrent ainsi les pensions des Chiliens.

    « Quelque 90 % des retraités touchent moins de 156.000 pesos (215 euros) par mois, leur situation est très précaire », explique Recaredo Galvez, chercheur à la Fundación Sol, un institut d’études en sciences sociales. Les entreprises qui gèrent ces fonds , de leur côté, font partie des plus riches du Chili, leur rentabilité atteint selon lui en moyenne 26 % chaque année. Au total, les fonds de pension gèrent 150 milliards d’euros, ce qui représente 70 % du PIB du pays. « Il y a un certain ras-le-bol au sein de la population devant tant d’inégalités », poursuit le chercheur.

    Le mouvement social, qui a pris pour nom « No más AFP » (nous ne voulons plus des AFP), a été au départ assez peu relayé par la #presse chilienne. C’est à travers les réseaux sociaux qu’il a gagné en ampleur.

    Le mois dernier, près de 1 million de personnes a défilé à travers tout le pays pour réclamer un changement de système. Le Chili n’avait pas connu de mobilisation aussi importante depuis les grandes manifestations étudiantes de 2011.

    Pilot Study in Oakland

    We want to run a large, long-term study to answer a few key questions: how people’s happiness, well-being, and financial health are affected by basic income, as well as how people might spend their time.

    But before we do that, we’re going to start with a short-term pilot in Oakland. Our goal will be to prepare for the longer-term study by working on our methods—how to pay people, how to collect data, how to randomly choose a sample, etc.

    In our pilot, the income will be unconditional; we’re going to give it to participants for the duration of the study, no matter what. People will be able to volunteer, work, not work, move to another country—anything. We hope basic income promotes freedom, and we want to see how people experience that freedom.

    If the pilot goes well, we plan to follow up with the main study. If the pilot doesn’t go well, we’ll consider different approaches.

    50 years from now, I think it will seem ridiculous that we used fear of not being able to eat as a way to motivate people. I also think that it’s impossible to truly have equality of opportunity without some version of guaranteed income. And I think that, combined with innovation driving down the cost of having a great life, by doing something like this we could eventually make real progress towards eliminating poverty.

    Je n’ai pas lu l’article - il est derrière un paywall, mais je constate que Les Echos osent opposer liberté et sécurité. Je croyais cette idiote mise en opposition largement éventée de nos jours, mais non - elle est toujours là et en gros titres...

      Après le meurtre en début de semaine, le niveau d’alerte du pays était passé de bas à moyen. Avec cette nouvelle attaque, de nouvelles mesures sont envisagées. D’ores et déjà, l’armée a conseillé à ses soldats de ne pas porter leur uniforme en dehors de leur base. Mais les Canadiens ne veulent pas céder à la panique, trop conscients que « plus de sécurité signifie moins de liberté » affirme le « Globe and Mail ». Alors pour l’instant, le journal préfère parler d’une « triste et difficile semaine ».

      In light of this week, Canada may have to change. But whatever changes we choose to make should be done carefully and calmly, with an understanding of the limited scale of the threat, and the nature of the tradeoffs between freedom and safety. Any changes made, from security at public buildings to a long-standing system of laws that criminalize action but not thought, should be done only for the benefit of millions of law-abiding Canadians – and not as a panicky reaction to a very small number of men who, unlike some dangers that Canada has faced before, pose no threat whatsoever to the survival of Canada. They are murderers, but their delusions are shared by few. They are not an existential threat to the Canada we cherish. They cannot destroy our society. Let us take the true measure of the danger and respond appropriately.
