Putin’s Grand Vision : A New Eurasian Bloc with Old Soviet Neighbors

After announcing he would return to the presidency next year, Vladmir Putin proposed the formation of a supranational “Eurasian union,” based on shared economic interests. Putin claims he is not attempting to recreate the USSR, but rather to use the legacy of the Soviet Union for regional development. In 2009 Russia formed a customs union with Belarus and Kazakhstan which is due to become a “unified economic zone” next year, bringing down barriers to the movement of labor and capital. These efforts at regional integration may also demonstrate frustration with Russia’s 18-year-long effort to join the World Trade Organization (WTO).
