      The literature on the Israeli attacks on the civilian population of Lebanon and on Palestinian residents and refugee camps in that country is extensive.

      On the 1993 Israeli attack, Shlaim writes that “the ruthless targeting” of the civilian population was designed to induce them to pressure the governments of Lebanon and Syria to end their support of the Hezbollah movement and militias, as well as to give Israel a free hand in southern Lebanon.
