The premise is that 10% of the public remains undecided and many of them come specifically from the religious-Zionist sector. The fact that Golan does not envision permanent apartheid could prevent them from winning. There is a dilemma, he says. On one hand, a government without the ultra-Orthodox is appealing to undecided voters. On the other hand, Golan wants to actively pursue Palestinian statehood and separation measures.
