L’épisode de l’avion israélien abattu survenu dernièrement est une victoire mineure mais symbolique pour l’armée syrienne, qui cherche à retrouver une partie de sa gloire d’avant-guerre au détriment des autres acteurs non étatiques.
Il est presque inconcevable que les Russes n’aient pas été préalablement au courant de l’attaque israélienne, dans la mesure où une ligne directe a été établie entre les deux parties pour s’assurer que les armées russe et israélienne n’entrent en contact direct ni dans les airs, ni au sol.
De fait, le champ de bataille syrien commence à ressembler à celui de la guerre civile libanaise qui, après le retrait américain en 1983, vit un échange de tirs direct entre la Syrie, l’Iran et Israël, alors que la Russie se rangeait fermement du côté de Damas.

An interactive map posted on the Internet that shows the whereabouts of people who use fitness devices such as Fitbit also reveals highly sensitive information about the locations and activities of soldiers at U.S. military bases, in what appears to be a major security oversight.
The Global Heat Map, published by the GPS tracking company Strava, uses satellite information to map the locations and movements of subscribers to the company’s fitness service over a two-year period, by illuminating areas of activity.

The map, released in November 2017, shows every single activity ever uploaded to Strava – more than 3 trillion individual GPS data points, according to the company. The app can be used on various devices including smartphones and fitness trackers like Fitbit to see popular running routes in major cities, or spot individuals in more remote areas who have unusual exercise patterns.
However, over the weekend military analysts noticed that the map is also detailed enough that it potentially gives away extremely sensitive information about a subset of Strava users: military personnel on active service.
Nathan Ruser, an analyst with the Institute for United Conflict Analysts, first noted the lapse. The heatmap “looks very pretty” he wrote, but is “not amazing for Op-Sec” – short for operational security. “US Bases are clearly identifiable and mappable.”
“If soldiers use the app like normal people do, by turning it on tracking when they go to do exercise, it could be especially dangerous,” Ruser added, highlighting one particular track that “looks like it logs a regular jogging route.”

Every day, a massive effort to help migrants here starts with complex choreography at a park in the heart of the city.
Toward evening, volunteers converge on Maximilian Park, a spot in an area of the city center that is home to office high-rises and that has become a hub for migrant traffic. The volunteers pass out steaming cups of Moroccan mint tea. Migrants, almost all of them men, many of them from sub-Saharan Africa, chat with each other in a mixture of Arabic, Swahili, English, French and Italian. Organizers divide the men into loose lines and then pair them with people offering rides, who in turn shuttle them to additional volunteers who have pledged beds and food.
In this way, Belgian citizens help more than 500 migrants find shelter each night, countering their government’s tough line on migration.
But Belgian authorities may make this outreach riskier.
Since the middle of last year, police forces have sometimes raided the Brussels park as volunteers were picking up migrants, leading to direct confrontations between the sides.
Now, Belgium’s state secretary for asylum policy and migration, Theo Francken, has proposed a law that would allow the police — under a judge’s order — to raid private homes to deport people whose asylum requests have been denied. The proposal has echoes of French efforts to prosecute French citizens for harboring migrants, although Belgian authorities say they are not targeting people offering assistance.
“It is a matter of public order and security,” Prime Minister Charles Michel told lawmakers recently. “In a lot of cases, persons harbored by citizens do not wish to apply for asylum. In other cases, it is people whose asylum request was rejected.”
So far, the volunteers have not deviated from their mission.
“We aim to create a model, a humanitarian hub that can be helpful for migrants,” said Medhi Kassou, 34, who quit his job in marketing to coordinate the volunteer effort, which recalls an ant hive in its nightly routine.
Collectively, the group has provided 55,000 nights of accommodation for migrants since last summer. More than 36,000 people have joined its coordination group on Facebook.
The volunteer coordinators have also partnered with local and international organizations to give medical and psychological care as well as legal advice, taking over a suite of offices connected to a nearby train station to offer services during the day.
Organizers say their efforts have spared migrants from having to sleep outdoors, and, if mirrored elsewhere, could help to prevent the rise of the grim tent cities seen in other countries that are contending with waves of people seeking better lives in Europe.
Most of the migrants helped by the volunteers hope to continue to Britain, where they think they can find better-paying jobs and a more welcoming community. For that reason, few of them apply for asylum in Belgium; applying would limit their ability to move on.
“I want to go to the U.K.,” said Ibrahim, a Libyan migrant who was waiting at Maximilian Park for a ride to a shelter one recent night and did not want to give his family name because he feared authorities might target him. He said that he had relatives in Britain and that he had passed through Italy and France on his northward journey.
Sometimes he stays a few days with the same family. Mostly, he has hopped from home to home. The main point is shelter, not socializing, he said, adding that without the volunteers’ efforts, he would have been on the street since arriving in Belgium in October.
Belgians “are very kind,” said Youssef, another Libyan migrant who also spoke on the condition that his family name not be published. He said he decided to leave home because of the violence in his country that started in 2011, the year the Arab Spring began.
One pair of volunteers said they appreciated how simple it was to become involved in the campaign to help migrants. They filled out an online form, waited for a phone call and sent off a Facebook message. “Easy and practical,” said Samuel Baylet, 28, who is an aide at the European Parliament. He and his girlfriend, Jane Weber, an architect, have been offering the living room futon and couch in their one-bedroom apartment about one night a week since November.
Baylet said their visitors’ needs are basic: a WiFi connection, a power socket to charge phones, and a shower. Sometimes, the migrants, who usually arrive at the apartment about 10 p.m., have a meal before heading to bed. Baylet and Weber cook vegetarian meals to steer clear of religion-based dietary restrictions.
“Compared to other volunteers, it is very little,” Baylet said, “but we feel good doing it.”

Une fois que Maurras à été condamné pour collaboration avec les nazis et incarcéré, son siège est resté vacant en hommage au #grand_homme jusqu’à sa mort. En 2018 l’académie française exprime toujours son mépris pour la république et son amour inconditionnel pour les antisémites et le nazisme.

L’émotion qui entoure l’inscription de Charles Maurras dans le Livre des commémorations nationales pour 2018 exige une explication simple et claire. La mission confiée au Haut Comité aux commémorations nationales est de contribuer, au hasard des anniversaires, à une meilleure prise de conscience des épisodes majeurs du passé. Il en propose une liste à la ministre, à qui il revient de les agréer si elle le souhaite.
Françoise Nyssen l’a fait d’abord, en l’occurrence, avant de changer d’avis. Sont concernés les personnalités et les événements dont notre pays peut s’honorer, mais pas eux seulement. Commémorer, ce n’est pas célébrer. C’est se souvenir ensemble d’un moment ou d’un destin. Distinction essentielle : on commémore la Saint-Barthélemy, on ne la célèbre pas. On commémore l’assassinat d’Henri IV par Ravaillac, on ne le célèbre pas. On commémore la Grande Guerre, on ne la célèbre pas.

C’est rigolo d’apprendre que la naissance de Maurras est une date importante au point d’être comparée à la Saint-Barthélémy. Si c’était pour se souvenir des méfaits de cet homme et de son parti, alors il faudrait choisir une commémoration du 28 janvier 1945 date de sa condamnation à la réclusion à perpétuité et de son indignité nationale ou 1947, date de l’interdiction d’Action Française (qui n’est pourtant plus interdite à ce qu’il me semble).
Commémorer la naissance de Maurras quel intérêt à part banaliser Action Française et faire un geste amical envers l’extrême droite catholique française de #sens_commun #manif_pour_tous et autres ami·es en marche de Blanquer ? Est-ce qu’on va commémoré la naissance de Laval et de Papon dans la foulée ?
On ne peut que se réjouir de la décision de Françoise Nyssen de retirer Charles Maurras de la liste des commémorations nationales de l’année 2018. On espère que la ministre de la Culture procédera également au retrait du nom de Jacques Chardonne, qui fut comme Maurras un antisémite forcené et un complice actif de la Collaboration. Mais on aimerait surtout que les raisons du retrait soient comprises, retenues — remémorées à l’avenir — et ne soient pas recouvertes par d’étranges sophismes qui circulent et sont repris par des esprits dont on ne l’attendait pas.
Il y a, bien sûr, ceux dont les réactions ne surprennent pas : les néo-maurrassiens. Jean-Christophe Buisson, directeur adjoint du Figaro Magazine, n’a pas eu peur d’écrire sur Twitter que ceux qui ont dénoncé la présence de Maurras sur la liste des commémorations nationales ne l’ont pas lu. On lui suggérera une autre possibilité : qu’ils l’aient lu plus à fond que lui et qu’ils aient pris au sérieux ce qu’il disait lui-même de sa pensée, à savoir qu’elle était strictement indissociable de la haine des juifs, des protestants, des « métèques » et des francs-maçons. Il est inutile ici de dresser un florilège des textes les plus abjects de Maurras. Rappelons simplement qu’il prôna, jusqu’à la fin de sa vie, un « antisémitisme d’État » qui ramènerait les juifs français au rang de simples « campeurs » sur le territoire. Et qu’il fut un des responsables de l’assassinat de Pierre Worms, cible en tant que juif de la milice de Vichy.
Il y a ceux qui, tel Yann Moix, oubliant toute décence en même temps que leurs amitiés anciennes, n’hésitent pas à qualifier le refus de commémorer la naissance de Maurras de « révisionnisme » (sic) qui trahirait une volonté d’effacer ou de dissimuler le passé. Comme si le refus d’une commémoration nationale de l’anniversaire d’un homme condamné en 1945 à la dégradation nationale était la même chose que la volonté de passer son importance sous silence.
« Commémorer, c’est se souvenir »
Il y a enfin les membres du Haut Comité aux Commémorations nationales qui s’obstinent à justifier leur choix, comme le font Jean-Noël Jeanneney et Pascal Ory dans une tribune publiée par Le Monde, en affirmant que « commémorer n’est pas célébrer ». Commémorer la Saint-Barthélemy ou l’assassinat d’Henri IV, nous disent-ils, ce n’est pas célébrer. C’est « se souvenir ». Cette dernière affirmation est juste et la distinction, pour le coup, n’est pas fallacieuse ; elle est parfaitement légitime en certains contextes. Mais, dans le contexte présent, elle est honteusement sophistique.
Tout d’abord, parce que « commémorer la naissance de Maurras » ne peut pas avoir le sens de « commémorer un massacre ». Il ne s’agit pas ici de commémorer la naissance de Maurras comme une tragédie, ni de commémorer sa dégradation nationale en 1945. Ce qu’on commémore, c’est quelqu’un qu’on tient pour une figure importante parce qu’on lui reconnaît, comme à Chardonne, des qualités d’écrivain ou d’intellectuel. « Commémorer » ici a inévitablement le sens d’une reconnaissance de grandeur qu’on met en balance avec des méfaits qui se trouvent ipso facto minimisés. La preuve : inscrirait-on Marcel Déat, Jacques Doriot, Pierre Laval, Philippe Henriot sur la liste des commémorations nationales ? Bien sûr que non. Pourtant ils ont la même importance historique que Maurras ou Chardonne. Mais leur nom choquerait davantage, parce qu’on ne peut pas voir en eux le « grand écrivain ». Il suffit de se reporter aux présentations euphémisantes du site des Commémorations nationales pour constater que Maurras et Chardonne y sont traités avec déférence.
On est loin de l’affirmation avancée par les membres du comité, de vouloir « évoquer officiellement les pages noires de [notre] Histoire ». Car en la matière, de pages noires il n’y a pas dans la brochure éditée. Rien, en ce qui concerne Chardonne, sur son œuvre collaborationniste et ses escapades en Allemagne à l’invitation de Joseph Goebbels. Chardonne qui écrivait en juin 1943 dans un livre hagiographique sur les SS : « Si l’on peut découvrir les secrets de la valeur et vraiment éduquer les êtres, les méthodes du national-socialisme sont incomparables », ou encore : « Quand Israël est roi, un pays est perdu » (Le Ciel de Nieflheim).
Quant à Charles Maurras, la « page noire » tient en à peine deux phrases. Ce qui fait bien peu concernant un homme dont la pensée a irrigué la « Révolution nationale » et qui dîna régulièrement avec Philippe Pétain, chef de l’État. En revanche, l’une de ces deux phrases nous apprend que Maurras fut « antinazi », rien de moins. De fait, il y aurait là toutes les raisons de commémorer Maurras, bombardé « antinazi ». Antinazi de type particulier certes, lui qui dans les années 1930 dénonçait le « bellicisme juif » face aux tensions croissantes avec l’Allemagne. Un « antinazi » dont le journal n’a cessé de paraître jusqu’à la Libération en ayant comme voisin d’immeuble la Milice française, fondée par des maurrassiens dont bon nombre prêtèrent serment d’allégeance à Adolf Hitler et rallièrent la SS. Curieusement, cette Milice, qui traqua sans relâche les Résistants, ne pensa jamais à inquiéter cet « antinazi ». Il est vrai qu’en matière d’antinazisme, on a connu à l’époque plus engagé, à commencer par De Gaulle, et quelques milliers d’autres qui en juin 1940 ralliaient Londres ou jetaient les bases de la Résistance intérieure.
Célébrer cette page noire ?
Sans doute est-ce pour commémorer cette « page noire » que le délégué aux Commémorations nationales et Conservateur général du patrimoine s’est également rendu sur Radio courtoisie afin d’évoquer le sujet, sur les ondes d’une radio qui se déclare ouvertement Action française et dont la présidente est la petite-nièce de Charles Maurras ? Car, contrairement à ce qui est désormais affirmé, il ne s’agit pas de commémorer pour rappeler les pages noires de notre histoire. Qu’on aille lire, sur le site des éditions du patrimoine, la présentation du livre des Commémorations nationales 2018. Celle-ci s’ouvre par cette phrase : « Chaque année, le Haut Comité des commémorations nationales sélectionne et propose à l’agrément du ministre de la Culture et de la Communication une centaine d’anniversaires susceptibles d’être célébrés au nom de la Nation. »
« Célébrer au nom de la Nation » : est-il possible d’être plus clair ? Les commémorations ne concernent pas seulement le passé, elles engagent aussi le présent. Aujourd’hui, ce serait Maurras et Chardonne qu’on pourrait célébrer avec les réserves d’usage, comme on apprécie un alcool avec modération. Il y a quelques semaines, de nombreuses voix, dont celles du Premier ministre, affirmaient qu’une réédition grand public des pamphlets racistes et antisémites de Céline ne posait aucun problème dès lors qu’elle était pourvue de notes de bas de page. Que la compréhension du présent exige la connaissance du passé, et que celle-ci puisse requérir l’édition scientifique de textes criminels ou répugnants, personne ne le conteste. Mais cela ne peut pas signifier qu’il faille encourager les éditeurs à faire de l’argent en commercialisant les crachats que lancèrent des écrivains célèbres sur ceux que les nazis s’apprêtaient à exterminer sous leurs applaudissements. L’étude historique n’a pas besoin que ces crachats sanglants, enrobés sous une couverture prestigieuse, soient vendus comme des pralines offertes à la dégustation de pseudo-esthètes.
Il n’y a pas un an, la victoire de l’extrême droite était une possibilité concrète dans ce pays, comme ailleurs en Europe où elle parvient par endroits au pouvoir. Prétendre la combattre en banalisant ses maîtres à penser les plus radicaux, ou en les célébrant officiellement, est une contradiction difficilement tenable pour ceux qui ont été élus contre cette menace.
Une réflexion de fond est désormais urgente quant à la définition de la mission du Haut Comité et quant aux possibles dysfonctionnements qui l’ont conduit à inviter à « célébrer au nom de la Nation » la naissance de deux de ses ennemis les plus féroces — ennemis non seulement de la République, mais de l’idée même d’une humanité commune.

Commémorer Mai-68, pourquoi pas, mais il y a d’autres anniversaires dans la vie. Le détail semble avoir pour l’instant échappé à 99,99% de nos compatriotes, mais 2018 pourrait bien être aussi l’année Charles Maurras (1868-1952). La preuve, le fameux théoricien du « nationalisme intégral » figure, en même temps que Paul Claudel et le philosophe Alain, dans le très officiel « Recueil des Commémorations nationales 2018 », dûment préfacé ici par notre ministre de la Culture :
"À vous qui aimez l’histoire de France, à vous qui aimez la voir reprendre vie, je conseille chaleureusement la lecture du Livre des Commémorations nationales de 2018. II vous apportera, j’en suis sûre, un grand plaisir et de belles émotions ! »"
Quand on se souvient un peu du barouf qu’avait déclenché l’inscription de Louis-Ferdinand Céline, en 2011, dans le même calendrier, il y a pourtant de quoi redouter que tout le monde ne partage pas ce joyeux enthousiasme ministériel. Et se demander si Françoise Nyssen avait vraiment en tête la liste des cent et quelques anniversaires répertoriés par ses services avant de signer son petit texte.

Hungary seeks to punish those who aid illegal migration
A new set of laws would tax and possibly sanction Hungarian groups assisting illegal migration which receive foreign funding, Hungary’s government said Wednesday.
Such groups would have to register with the courts and, if they get more than half of their funds from foreign sources, pay a 25-percent tax on the funds received from abroad, Interior Minister Sandor Pinter said. Groups failing to register, and which authorities consider to be adding illegal migrants, could be fined.
Pinter, without mentioning anyone by name, gave an example of someone providing a smartphone containing maps and other information “showing the way to Europe” to a migrant in Belgrade, the capital of Serbia, and part of the “Balkan route” migrants use to try to reach Germany and other destinations in Western Europe.
Also, restraining orders could be issued against Hungarian citizens considered to be “organizing illegal migration,” preventing them from going within eight kilometers (five miles) of Hungary’s Schengen borders, those with countries outside the European Union, like Serbia and Ukraine. Foreigners found to be aiding illegal migrants could be banned from Hungary, Pinter said.

Hungary plan to tax NGOs that ’help’ migration
The Hungarian government on Wednesday (17 January) said it would propose a set of new laws that would tax and possibly sanction Hungarian groups which “assist illegal migration” and receive foreign funding.
The package was named ’#Stop_Soros', referring to George Soros, the Hungarian-born US billionaire whose foundation partly helps groups that advocate for the rights of refugees.
According to the proposed measures, any organisation that aids illegal migration would have to register and provide their data to the courts.
Those organisations that receive more funding from outside of Hungary than from within Hungary would have to pay a tax of up to 25 percent on the funds received from abroad.

Amendments have been made to the draft law on "groups who support “illegal” immigration" so that the state can now prosecute civil society groups doing pretty much any sort of work with “migrants”... Annastiina Kallius summarises what will now become illegalised regarding migration politics, starting end of February if the law passes (which is most probable):
a) lobbying, campaigning;
b) affecting the way laws are applied (?);
c) monitoring the border;
d) preparing or contributing information material;
e) building a network or recruiting volunteers (!);
f) using foreign funds or assets;
g) giving donations in money or kind.

Hungary plans to paralyse NGOs dealing with migration
The bill says NGOs that “sponsor, organise or otherwise support a third-country national’s entry or stay in Hungary via a safe third country in order to ensure international protection” qualify as organisations that support migration.
The definition also includes organisations that do advocacy work, recruit volunteers, and produce and distribute information material.
Under the bill, these organisations would have to be approved by the Hungarian interior minister, who could deny permission if he saw a “national security risk”.

TOKYO — Three more empty boats were found along Japan’s west coast on Thursday, a day when the snow and the rain made sure the temperature never really rose above freezing. Two bodies reduced to skeletons were found near one, which was upturned on the shore near the city of Oga.
Another boat, much bigger, was found not far away. And the third, bearing Korean writing, was caught in fishing nets near Sado Island, just off the west coast.

NEW DELHI — In a blow to the Indian government’s efforts to roll out the world’s biggest biometric database on its billion citizens, India’s Supreme Court ruled Thursday that privacy was a fundamental right for people.
Over the past few years, the government has aggressively pushed to compile the database, known as Aadhar, by sending officials out to remote villages to take iris scans and fingerprints. To ensure complete enrollment, the government this year put out several notices restricting access to essential government services for those not part of the system.
The unanimous ruling by the nine-judge bench will have huge implications in a number of ongoing cases involving Aadhar, which means base or foundation in Hindi.
It could put an end to the government’s efforts of making enrollment mandatory. It also guarantees privacy for Indian citizens as an intrinsic right — removing it could have had far reaching implications beyond biometric IDs for the daily lives of Indians such as the possible decriminalization of homosexuality.
In recent months, government notices said that as part of the Aadhar program, Indians would have to use a 12-digit unique identification number (known as the UID) to participate in almost every aspect of civic life — filing income tax returns, applying for railway job s or opening bank accounts.
Government rules especially targeted the poorest and most vulnerable sections of society, Ramanathan said, by restricting access to services such as free midday meals and allowances for tuberculosis patients.
Unlike social security numbers, UIDs would be accessible to various government agencies and private organizations. In recent months, government websites have mistakenly leaked thousands of UIDs.
