    A week before Germany, France and Britain formally accused Iran of breaching the 2015 nuclear deal, the Trump administration issued a private threat to the Europeans that shocked officials in all three countries.

    If they refused to call out Tehran and initiate an arcane dispute mechanism in the deal, the United States would impose a 25 percent tariff on European automobiles, the Trump officials warned, according to European officials familiar with the conversations.

    Within days, the three countries would formally accuse Iran of violating the deal, triggering a recourse provision that could reimpose United Nations sanctions on Iran and unravel the last remaining vestiges of the Obama-era agreement.

    The U.S. effort to coerce European foreign policy through tariffs, a move one European official equated to “extortion,” represents a new level of hardball tactics with the United States’ oldest allies, underscoring the extraordinary tumult in the transatlantic relationship.

      L’administration Trump a menacé de taxer les importations de voitures européennes à hauteur de 25 % si la France, la Grande-Bretagne et l’Allemagne n’accusaient pas formellement l’Iran d’enfreindre l’accord nucléaire de 2015, rapporte mercredi le Washington Post, citant des responsables européens.

      Les trois signataires européens de l’accord ont annoncé mardi leur intention de recourir au mécanisme de résolution des différends de l’accord de Vienne, ce qui pourrait mener à terme au rétablissement des sanctions internationales.

      C’est la première fois selon le Post que Washington se sert de cette menace à des fins de politique étrangère.

    JERUSALEM — A forthcoming trip to Israel and the Palestinian territories by Reps. Ilhan Omar (D-Minn.) and Rashida Tlaib (D-Mich.) will possibly be blocked by Israel in its current proposed format, a senior Israeli government official told The Washington Post on Thursday.

    Speaking on condition of anonymity because of the sensitivity of the matter, the official said that if Tlaib, an American of Palestinian heritage, made a special humanitarian request to visit her family in the occupied West Bank, then “it would be considered favorably.”

    Omar and Tlaib, who have both been outspoken critics of Israel and support a boycott movement against the country, are slated to arrive Sunday. Their trip is being planned by Miftah, a nonprofit organization headed by Palestinian lawmaker and longtime peace negotiator Hanan Ashrawi.

    Denying entry for Omar and Tlaib would likely deepen the divide between the government of Prime Minister Benjamin Netanyahu and Democrats, who have privately said such moves are not emblematic of a country that prides itself as a democracy tolerant of political expression.

    Prime Minister Benjamin Netanyahu may decide to bar Democratic congresswomen Ilhan Omar and Rashida Tlaib from entering the country for a visit they are expected to begin on Saturday, Israeli officials told Haaretz.

    The officials said that Prime Minister Benjamin Netanyahu held consultations on Wednesday with the country’s foreign minister, interior minister, National Security Council chief and attorney general, but has yet to decide.

    A senior Israeli official familiar with the deliberations said that at the moment, Netanyahu is weighing denying a political visit by the two, but may allow Tlaib — who has family in the West Bank – enter in order to see her relatives there.

    The Washington Post reported Thursday that Netanyahu’s government informed congressional leaders, who are currently in Israel, that it would formally announce the two would be denied entry due to their support for the boycott, divestment and sanctions movement.

    Exclusive: In secret recording, Pompeo opens up about Venezuelan opposition, says keeping it united ‘has proven devilishly difficult’

    Secretary of State Mike Pompeo offered a candid assessment of Venezuela’s opposition during a closed-door meeting in New York last week, saying that the opponents of President Nicolás Maduro are highly fractious and that U.S. efforts to keep them together have been more difficult than is publicly known.

    “Our conundrum, which is to keep the opposition united, has proven devilishly difficult,” Pompeo said in an audio recording obtained by The Washington Post. “The moment Maduro leaves, everybody’s going to raise their hands and [say], ‘Take me, I’m the next president of Venezuela.’ It would be forty-plus people who believe they’re the rightful heir to Maduro.”

      Trump plan would force asylum seekers to wait in Mexico as cases are processed, a major break with current policy

      Central Americans who arrive at U.S. border crossings seeking asylum in the United States will have to wait in Mexico while their claims are processed under sweeping new measures the Trump administration is preparing to implement, according to internal planning documents and three Department of Homeland Security officials familiar with the initiative.

      According to DHS memos obtained by The Washington Post on Wednesday, Central American asylum seekers who cannot establish a “reasonable fear” of persecution in Mexico will not be allowed to enter the United States and would be turned around at the border.

      The plan, called “Remain in Mexico,” amounts to a major break with current screening procedures, which generally allow those who establish a fear of return to their home countries to avoid immediate deportation and remain in the United States until they can get a hearing with an immigration judge. Trump despises this system, which he calls “catch and release,” and has vowed to end it.

      Among the thousands of Central American migrants traveling by caravan across Mexico, many hope to apply for asylum due to threats of gang violence or other persecution in their home countries. They had expected to be able to stay in the United States while their claims move through immigration court. The new rules would disrupt those plans, and the hopes of other Central Americans who seek asylum in the United States each year.

      Trump remains furious about the caravan and the legal setbacks his administration has suffered in federal court, demanding hard-line policy ideas from aides. Senior adviser Stephen Miller has pushed to implement the Remain in Mexico plan immediately, though other senior officials have expressed concern about implementing it amid sensitive negotiations with the Mexican government, according to two DHS officials and a White House adviser with knowledge of the plan, which was discussed at the White House on Tuesday, people familiar with the matter said.
      The White House did not immediately respond to a request for comment.

      According to the administration’s new plan, if a migrant does not specifically fear persecution in Mexico, that is where they will stay. U.S. Citizenship and Immigration Services is sending teams of asylum officers from field offices in San Francisco, Washington, and Los Angeles to the ports of entry in the San Diego area to implement the new screening procedures, according to a USCIS official.

      To cross into the United States, asylum seekers would have to meet a relatively higher bar in the screening procedure to establish that their fears of being in Mexico are enough to require immediate admission, the documents say.

      “If you are determined to have a reasonable fear of remaining in Mexico, you will be permitted to remain in the United States while you await your hearing before an immigration judge,” the asylum officers will now tell those who arrive seeking humanitarian refuge, according to the DHS memos. “If you are not determined to have a reasonable fear of remaining in Mexico, you will remain in Mexico.”

      Mexican border cities are among the most violent in the country, as drug cartels battle over access to smuggling routes into the United States. In the state of Baja California, which includes Tijuana, the State Department warns that “criminal activity and violence, including homicide, remain a primary concern throughout the state.”

      The new rules will take effect as soon as Friday, according to two DHS officials familiar with the plans.

      Katie Waldman, a spokeswoman for DHS, issued a statement late Wednesday saying there are no immediate plans to implement these new measures.

      “The President has made clear — every single legal option is on the table to secure our nation and to deal with the flood of illegal immigrants at our borders,” the statement says. “DHS is not implementing such a new enforcement program this week. Reporting on policies that do not exist creates uncertainty and confusion along our borders and has a negative real world impact. We will ensure — as always — that any new program or policy will comply with humanitarian obligations, uphold our national security and sovereignty, and is implemented with notice to the public and well coordinated with partners.”

      A Mexican official, speaking on the condition of anonymity, said that current Mexican immigration law does not allow those seeking asylum in another country to stay in Mexico.

      On Dec. 1, a new Mexican president, Andrés Manuel López Obrador, will be sworn in, and it’s also unclear whether his transition team was consulted on the new asylum screening procedures.

      The possibility that thousands of U.S.-bound asylum seekers would have to wait in Mexico for months, even years, could produce a significant financial burden for the government there, especially if the migrants remain in camps and shelters on a long-term basis.

      There are currently 6,000 migrants in the Tijuana area, many of them camped at a baseball field along the border, seeking to enter the United States. Several thousand more are en route to the city as part of caravan groups, according to Homeland Security estimates.

      U.S. border officials have allowed about 60 to 100 asylum seekers to approach the San Ysidro port of entry each day for processing.
      Last week, BuzzFeed News reported that U.S. and Mexican officials were discussing such a plan.

      Mexico also appears to be taking a less-permissive attitude toward the new migrant caravans now entering the country.

      Authorities detained more than 200 people, or nearly all of the latest caravan, who recently crossed Mexico’s southern border on their way to the United States. This is at least the fourth large group of migrants to cross into Mexico and attempt to walk to the U.S. border. They were picked up not long after crossing. The vast majority of the migrants were from El Salvador, according to Mexico’s National Immigration Institute.

      After the first caravan this fall entered Mexico, President Enrique Peña Nieto’s administration offered migrants the chance to live and work in Mexico as long as they stayed in the southern states of Chiapas and Oaxaca. Most chose not to accept this deal, because they wanted to travel to the United States.

      Plan “#Quédate_en_México” sería aceptado por López Obrador

      WASHINGTON (apro) – El gobierno del próximo presidente mexicano, Andrés Manuel López Obrador, estaría aceptando el plan “Quédate en México”, diseñado por el mandatario estadunidense Donald Trump, para que los centroamericanos solicitantes de asilo en Estados Unidos se queden en territorio mexicano mientras está en procedimiento su caso, reveló a Apro una fuente gubernamental.
      “Va a pasar… el gobierno de Trump lo está negociando con el equipo del presidente electo”, indicó el funcionario que habló con el reportero sobre el plan Quédate en México, dado a conocer este jueves por el diario estadunidense The Washington Post.
      De acuerdo con la fuente que dio a conocer detalles del asunto y de las negociaciones bajo la estricta condición de que se mantuviera en reserva su nombre y puesto en el gobierno mexicano, las negociaciones del plan “Quédate en México” están siendo directamente revisadas y orquestadas por Mike Pompeo, secretario de Estado en el gobierno de Trump, y por Marcelo Ebrard, próximo secretario de Relaciones Exteriores en el de López Obrador.
      “Lo que está por definirse son los parámetros del plan, los tiempos (de estancia en México de los centroamericanos), los costos y financiamiento de su deportación en caso de que no se acepte su solicitud en los Estados Unidos y otros aspectos en ese sentido”, apuntó el funcionario en entrevista telefónica.
      De acuerdo con la información obtenida por Apro, Ebrard y Pompeo se reunieron la semana pasada en Houston, Texas, para darle seguimiento a las negociaciones del plan “Quédate en México”.
      La nueva medida migratoria de Trump tiene como objetivo evitar que los miles de migrantes centroamericanos integrantes de la caravana que está en Tijuana, y las otras que están en tránsito hacia el norte por el territorio mexicano, no puedan ingresar a Estados Unidos.

      “Quédate en México” es un plan alternativo del gobierno de Trump al cumplimiento de las leyes de asilo de los Estados Unidos.
      Por medio del mecanismo que estaría aceptando el próximo presidente de México, los centroamericanos a quienes las autoridades migratorias estadunidenses les acepte analizar su caso de petición de asilo, deberían quedarse en el territorio mexicano hasta que las cortes de inmigración de Estados Unidos emitan un fallo.
      Con la adopción del plan por parte del gobierno de López Obrador, los centroamericanos solicitantes de asilo a quienes el gobierno de Estados Unidos les reciba su caso, podrían permanecer en México meses o hasta años; es decir el tiempo que tome a un juez migratorio estadunidense determinar si es válida o inválida la petición.
      El pasado 8 de noviembre, Trump firmó una proclama con la cual cambio las leyes de asilo en su país. La decisión de Trump establecía que, se aceptarían peticiones de asilo de centroamericanos, sólo si estos entraban por los puestos de inmigración en la frontera con México y tuvieran una causa probable en su petición.
      La media definía que contrario a lo que dictan las leyes de asilo, no se aceptarían peticiones de extranjeros que ingresaran como inmigrantes indocumentados a los Estados Unidos.
      Otro aspecto de la proclama de Trump es que a los peticionarios que entraran “legalmente” a pedir asilo, no se les liberaría en Estados Unidos como dictan las leyes; sino que se les enviaría a un albergue temporal donde estarían encerrados el tiempo que durase el procedimiento en las cortes de su caso. Este martes, la Corte Federal de Apelaciones del Noveno Distrito en San Francisco, California, emitió la orden de anular la implementación de la proclama firmada por Trump.

      Trump quiere que solicitantes de asilo se queden en México durante el trámite: TWP

      WASHINGTON (apro) – El presidente Donald Trump, pretende implementar un plan al que llamarán “Quédate en México”, bajo el cual los migrantes centroamericanos que soliciten asilo en Estados Unidos deberían permanecer en territorio mexicano y no en el estadunidense, mientras se procesa su caso y se determina la validez de su petición.
      De acuerdo con el periódico estadunidense The Washington Post, que reveló el nuevo proyecto de Trump para contener al flujo de migrantes centroamericanos que llegaron a Tijuana como parte de las caravanas que viajan por el territorio mexicano, el nuevo plan de la Casa Blanca podría iniciar a implementarse este viernes 23.
      “De acuerdo con memorandos del Departamento de Seguridad Interior”, que obtuvo el Washington Post, “los centroamericanos que no puedan demostrar una causa razonable de miedo o persecución en México no se les permitirá entrar a los Estados Unidos y se serán regresados a la frontera”, destaca el despacho del diario capitalino y uno de los más importantes e influyentes de Estados Unidos.
      El nuevo proyecto de Trump, es otra de las estrategias que pretende implementar su gobierno luego del revés que sufrió tras la orden de la Corte Federal de Apelaciones del Noveno Circuito en San Francisco, California, que anuló la instrumentación de la proclama que firmó el mandatario el pasado 8 de noviembre y que congelaba la aceptación de peticiones de asilo de parte de los migrantes centroamericanos.
      “El plan llamado ‘Quédate en México’ representa un quiebre mayor con los actuales procedimientos de escrutinio que, generalmente permiten a todos aquellos que establecen una causa creíble de miedo para regresar a sus países de origen; eviten la deportación inmediata y permanecer en los Estados Unidos”, matiza el Washington Post.
      Desde que Trump ha magnificado la situación y realidad da la peregrinación de caravanas centroamericanas que viajan a la frontera sur de Estados Unidos por México, el mandatario ha buscado métodos de contención y disuasión a través de acciones anticonstitucionales y militares, como la proclama con la que buscaba anular los procesos de solicitudes de asilo y el despliegue de unos cinco mil 800 elementos del Pentágono en la zona limítrofe.
      El Washington Post, que además consiguió documentos internos del Departamento de Seguridad Interior sobre el plan “Quédate en México” y habló con funcionarios familiarizados con el tema, apuntó que no se sabe si la Casa Blanca ha consultado con el próximo presidente mexicano, Andrés Manuel López Obrador, o su equipo, la intención de mantener en el territorio mexicano a los peticionarios de asilo.
      Bajo las leyes estadunidenses de asilo, todo peticionario tendría que quedarse en Estados Unidos mientras su analiza y determina su caso.
      La proclama que firmó Trump el pasado 8 de noviembre definía que, sólo aceptarían solicitudes de asilo de peticionarios que ingresaran “legalmente” a los Estados Unidos por los puertos de ingreso migratorios en la frontera con México y que estos se quedarían en centros de detención y no serían liberados todo el tiempo que tomará el procedimiento de su caso ante las cortes de inmigración.
      La proclama determinaba que serían deportados a México todos los solicitantes de asilo que ingresaran como inmigrantes indocumentados a Estados Unidos, sin embargo, la intervención de la Corte Federal de San Francisco congeló la orden ejecutiva de Trump.
      El rotativo capitalino apunta en su despacho publicado en la primera plana de su edición impresa de este jueves que es Stephen Miller, el principal asesor de Trump, el patrocinador del plan “Quédate en México”.
      La nota de primera plana acota que hay cierto desasosiego en la Casa Blanca, debido a la problemática para implementar el proyecto por la sensibilidad de las negociaciones con el gobierno mexicano.
      El gobierno de Trump no ha cesado en insistir en concretar con México un acuerdo para delegar en las autoridades mexicanas el proceso de peticionarios centroamericanos de asilo en Estados Unidos y su deportación.
      En un principio Trump quería concretar con el gobierno saliente de Enrique Peña Nieto, el acuerdo de convertir a México en un Tercer País Seguro.
      Bajo este compromiso, rechazado por la intervención directa de Marcelo Ebrard, próximo canciller mexicano en el gobierno de López Obrador, Trump pretendía que todos los centroamericanos o ciudadanos de otros países que pidieran asilo e Estados Unidos, primero lo hicieran en México y que, bajo la determinación tomada en ese país de su caso, posteriormente se canalizara a Estados Unidos.
      Sobre la deportación de los migrantes centroamericanos a quienes se les rechazará la aceptación de su petición o el asilo, el gobierno de Trump asignó 20 millones de dólares a la llamada Iniciativa Mérida, para que el gobierno mexicano cubriera con ello el costo del regreso a sus países de origen de las personas rechazadas por el sistema de inmigración de los Estados Unidos, sin embargo, nuevamente por la intervención de López Obrador y su equipo, se rechazó la medida unilateral.
      Katie Waldman, la vocera del Departamento de Seguridad Interior, y luego de que se diera a conocer el despacho del Washington Post, emitió la noche del miércoles un comunicado de prensa para indicar que no hay planes inmediatos para instrumentar el proyecto “Quédate en México”.
      “El Departamento de Seguridad Interior no implementará esta semana dicho programa”, indica el comunicado de prensa de Waldman.

    Un avion furtif F-35 s’est écrasé vendredi au cours d’un exercice en Caroline du Sud, sans faire de victime, dans le premier crash de ce nouvel avion de l’armée américaine, le plus cher de l’histoire.

    Selon un communiqué du corps des Marines, le F-35B s’est écrasé vers 11H45 locales (15H45 GMT) près d’une base du corps des Marines dans le comté de Beaufort, sur la côte atlantique.

    Il n’y a eu aucune victime civile, le pilote s’est éjecté et a été retrouvé vivant, précise le communiqué. Son état de santé était en cours d’examen en milieu d’après-midi.

    Le corps des Marines ajoute qu’il « coopère avec les autorités locales (...) pour sécuriser le site du crash et assurer la sécurité de tout le personnel aux alentours » et qu’une enquête a été ouverte pour déterminer la cause de l’accident.

    L’appareil a été « totalement détruit », a précisé un responsable militaire ayant requis l’anonymat.

    Three aboard the destroyer had been medically evacuated, including the ship’s commanding officer, Cmdr. Bryce Benson, who was reportedly in stable condition after being airlifted to the U.S. Naval Hospital on the Yokosuka base, the Navy said.

    The other two injured were transferred to the hospital to treat lacerations and bruises, it said. The Fitzgerald, the Japanese Coast Guard and Maritime Self-Defense Force were searching for the seven missing sailors.

      As a ship captain along with years working with the U.S. Navy both aboard ships and ashore – here are the reasons why I believe they are correct. The USS Fitzerald was at fault.

      Despite recent advancements in electronic collision avoidance tools like automatic identification systems (AIS), the three most important tools for avoiding a collision are a Captain’s eyes, tongue and ears.

      • Eyes, looking out the windows of his ship, are important because they can process information – like erratic course changes – faster and more accurately than electronic RADAR and charting systems that take time to aggregate data.
      • A tongue because the quickest and most effective way to predict how a ship is going to maneuver in the minutes before a collision is to call the Captain of the other ship on the VHF radio and ask.
      • Ears are important because language barriers and cultural differences are prominent at sea and you must listen intently to the other ship’s reply if you want any chance of understanding her intentions.

      It is likely that USS Fitzgerald’s Captain used only one, or possibly none, of these tools when communicating with the ACX Crystal.

      Meanwhile, when Crystal’s port bow hit Fitzgerald, the warship was performing a normal transit off the coast of Japan, USNI News understands. Above the waterline, the flared bow of Crystal caved in several spaces in the superstructure, including the stateroom of commanding officer Cmdr. Bryce Benson.

      The impact not only ripped a hole in the steel superstructure in the stateroom but also shifted the contents and shape of the steel so Benson was “squeezed out the hull and was outside the skin of the ship,” a sailor familiar with the damage to the ship told USNI News.

      He’s lucky to be alive.

      Fitzgerald sailors had to bend back the door of the stateroom to pluck Benson from the side of the ship and bring him inside. He and two other sailors were later evacuated from the ship via a Japanese helicopter to a Navy hospital at Yokosuka.

      Naval destroyers have never been, and never will be, the first American ships to be attacked during times of war… that distinction has always been, and will always be held by the US merchant fleet.

      The Navy flew me literally half way around the world last year to advise them on why gCaptain gets some on scene information before Naval Intelligence does. And the reason is that merchant mariners and offshore workers are the eyes and ears of the ocean and gCaptain simply gives them a platform to share that information. If the navy wants civilian mariners to send them the information before posting it to gCaptain, then they must start by acknowledging the fact that the US Navy does not have the market cornered on the subject of naval war, combat and national defense because THE US MERCHANT MARINE also plays a vital role in both.

    • Je n’ai que les éléments qui émergent dans la presse (et que je rassemble ici) une expérience (lointaine…) d’officier de quart en passerelle pendant mon service national sur un bateau qui naviguait beaucoup et, indirectement, celle de mon père, commandant dans la marine marchande. Je penche assez pour l’analyse de gCaptain : responsabilités partagées avec un gros bout pour le philippin.

      Il est probable que la veille en passerelle de l’ACX Crystal (20 hommes d’équipage) était défaillante, c’est un reproche récurrent – ils dorment –, certains évoquent même l’idée qu’il aurait été en pilotage automatique. Cela expliquerait l’étrange tiroir de la trajectoire : ils ont continué, ont mis un certain temps à se rendre compte du problème, envoyer quelqu’un à l’avant du bateau et constater que le choc ressenti ne pouvait en aucun cas être causé par la rencontre d’un conteneur flottant à la dérive mais par un abordage. Ils ont fait demi-tour pour s’enquérir du navire abordé, réflexe normal de marin, et quand ils ont découvert l’USS Fitzgerald qu’ils ont donné l’alerte. Le Crystal a ensuite repris une route vers Tokyo ce qu’il n’a pu envisager qu’après avoir constaté que le Fitzgerald pouvait se passer d’assistance (ou s’être fait intimer l’ordre de s’éloigner…)

      Sur l’USS Fitzgerald il y a vraiment un GROS problème. On peut à peu près supposer qu’il était en conditions de route normales puisque le commandant se reposait dans sa cabine. Et là, en passerelle, on a du monde ! y compris une veille optique sur chaque côté et un des boulots de l’officier de quart, c’est de veiller aux veilleurs… Alors se faire aborder en plein travers, c’est assez difficilement concevable.

      Le problème c’est qu’il n’y a aucune information sur l’USS Fitzgerald. Est-il possible qu’il ait perdu toute source d’énergie lors de la collision (plusieurs compartiments inondés par la brèche provoquée par le bulbe du porte-conteneurs) ? La Navy dit que le bâtiment a failli couler, ce qui laisse entendre que ses moyens d’assèchement (les pompes) soit ne suffisaient pas à étaler la voie d’eau, soit étaient hors d’état de fonctionner. En tout état de cause, il a certainement prévenu de l’abordage dès qu’il a été en l’état de le faire. Quand ? ça, il faut le demander à l’US Navy

      Regardless of how much vessel traffic exists, or how many background lights exist, or state of visibility, etc, a deck watch officer should be trained to successfully stand a watch. Most of us who have been at sea have sailed through fog, night, storms, high-density traffic, currents, rain, sandstorms, etc and done so successfully. That is what we do, that is what we are bound to do. If you call yourself a mariner, then you don’t have collisions with other vessels. Period. You cannot make excuses. If you cannot stand a competent watch, then don’t assume the watch.

Sean Babbitt; and Master Chief Petty Officer Brice Baldwin, who as the ship’s command master chief is its most senior enlisted sailor.

      The collision was avoidable, and both ships demonstrated poor seamanship,” the Navy’s 7th Fleet said in a statement, noting that “flawed” teamwork among those assigned to keep watch contributed to the collision.

      The actions are being taken by Rear Adm. Joseph Aucoin, commander of the 7th Fleet, based at Yokosuka, Japan, because he lost confidence in the three, Moran said.

      The Navy said the three had shown “inadequate leadership.” Separately, seven junior officers were relieved of their duties because they had shown “poor seamanship” and bad teamwork, 7th Fleet spokesman Cmdr. Clay Doss said Friday.

      Administrative penalties were handed out to seven others that were members of the watch teams, he said, without giving details. All 14 remain in the Navy, but they will be assigned to other jobs, he said.

      Il a fallu une demi-heure pour que le bâtiment informe son commandement de l’abordage. Mais le commandant était très perturbé (son état est censuré) il est vrai qu’il vient de rester 10 minutes accroché à l’extérieur de la coque de son navire.

      Et on notera l’incohérence entre l’heure de l’entrée dans le déroulement et celle mentionnée dans le texte.

      The question is… why was this document released and to what benefit? The answer is that this document was written and released for one primary purpose: Public Relations.

      Decades ago each major media outlet had dock reporters; journalists who wrote exclusively on maritime affairs and had an extensive list of high level maritime contacts as well as a working knowledge of ships. Today I only know of one journalist with this background, Carl Nolte of the San Francisco Chronicle. All the rest are generalists who are too easily confused by complicated facts and too susceptible to emotional triggers. As Ryan Holiday, author of “Trust Me, I’m Lying: Confessions of a Media Manipulator” says in this bestselling book… “today’s most effective public relations firms oversimplify facts and compensate by giving the public what it craves: an emotionally compelling story.

      The US Navy’s “Deaths of Seven Sailors Aboard The USS Fitzgerald” is just that, the vapid telling of a story about a few brave and honorable sailors fighting floods, destruction and death itself with a cursory acknowledgement of fault. It does nothing to prevent future collisions at sea and everything to send the message to the fleet that mistakes will not be tolerated and junior officers will be punished.

      As a work of fiction it would be praised for pitting man against machine and for well painted characters – with strong wills and moral courage – placed in extraordinary circumstances to save the lives of shipmates and friends. But this is not a work of fiction or, at least, it is not supposed to be. It is supposed to be a preliminary investigation report filled with hard facts and harder questions that remain unanswered. This report contains very little of either.

      It is maritime tradition which states the Captain is the primary party at fault for all failures aboard ship and for good reason. But maritime tradition does not extend blame down the ranks and not to non-commissioned officers like the USS Fitzgerald’s master chief petty officer who has been removed by Admiral Moran.

      Those who are responsible for the events leading up to the collision, not just those involved in the collision, are those who steered the naval fleet towards these errors. The U.S. Navy has experienced four major failures in navigation this year alone. The men who are cumulatively responsible for these incidents are the same men who are responsible for other troublesome oversights, like the widespread and pervading ignorance of US Naval Officers as to how merchant ships operate at sea. These men have not been called to face “administrative punishment”. At the very least they include Adm. John Richardson, Adm. Bill Moran, Admiral Scott Swift and, the author of the Damage Control Inquiry, Rear Adm. Charles Williams.

      With four collisions in under ten months, when is the Navy going to “lose confidence” in it’s own ability to decide who should be in command?

      This is a poor excuse. If this document has nothing to do with the collision itself then why release it alongside statements conceding “poor seamanship” and a loss of faith in leadership ability of the ship’s officers?

      If the document is supposed to provide a focused look at “the crew’s damage control activities” then why is it so lacking in information about the challenges and failures the crew experienced after the incident?

      Numerous problems of significant scope and size where barely mentioned in the report. Major problems, such as number 16: “The collision resulted in a loss of external communication and a loss of power in the forward portion of the ship”, are not explained at all. The most basic of commercial ships are required to have redundant emergency power systems. How then does half of the complex ship loose power completely? More importantly, why is this not explained? What lessons learned about this power loss could have been transmitted to the USS McCain? And how, in 2017, when any civilian can purchase a handheld Iridium satellite phone for less than the price of the latest iPhone and a portable EPIRB for much less, could the communications system of a US Naval warship be so damaged and the ship’s leadership so shaken, that it takes the ship a full thirty minutes to transmit a Mayday (via Cell Phone no less)?

      Another important question that goes unanswered is… did the damage control efforts result in a reduced situational awareness after the collision? If not then why did it take two and a half hours to identify the name of the ship they collided with? What would have happened to damage control efforts if this had been a terrorist attack or enemy combatant?

      Those facts are not even the most troubling. Both the civilian and military continue to fail to consider the design and construction of the ship itself. No experts from the vessel’s builder, Bath Iron Works, or the architect or the Admirals in charge of approving the Arleigh Burke-class destroyer design were mentioned. The report completely fails to mention the damage control done aboard the ACX Crystal because that ship suffered relatively minor damage. What design and construction tradeoffs were made that resulted in a the hull of a billion dollar warship having much less intrinsic strength than a Korean built containership that was delivered for a fraction of the cost?

      Because, one thing we have learned during the past few centuries is this: no organization can work alone, no ship owner – not Olympic Steamship, not Tote and certainly not the US Navy – can be 100% objective when investigating itself. Any attempt to do so is the result of ignorance or corruption or both.

    • De sérieuses questions sur la survivabilité des destroyers et donc sur leur conception. En revanche, la comparaison avec celle des navires marchands abordeurs, il exagère un peu :
      • dans les deux cas, c’est le bulbe d’étrave qui a percuté. Même s’ils avaient été détruits, ce qui n’est absolument pas le cas, les dégâts n’auraient absolument pas mis en danger les navires
      • à l’inverse les navires de guerre ont été abordé de plein flanc, apparemment, et heureusement pour eux, sous des angles assez fermés (ce que montre le rapport pour le Fitzgerald et qu’on devine assez nettement vu la forme de la brèche du McCain)
      • structurellement, un navire marchand n’a pas à prévoir de circulation entre ses compartiments

    • Sur l’incompétence des commentateurs, je remarque qu’aucun n’a fait la remarque que le navire de guerre coupe la route d’un bâtiment de commerce dans un rail…

      L’hypothèse d’une cyberattaque relève du délire. Mais peut-être que les hackers russes ou chinois dont déjà capables aujourd’hui de liquéfier les cervelles d’une équipe de quart en passerelle, après tout de quoi ne sont-ils pas capables ?

      Si le GPS est tombé en rade ou a été piraté, on dispose d’autres moyens de navigation, mille sabords, notamment en vue de terre. Bon sang, l’abordage a eu lieu à 5 miles du principal phare de la région et à 10 miles de la côte ! Si la passerelle a besoin du GPS pour naviguer, il y a lieu de s’interroger sur les compétences requises pour être officier de quart dans l’US Navy.

      Mais, de fait, on en est bien là : couper la route d’un navire dans le rail (je sais je me répète, mais ça ne passe pas !…)
