GENEVA, Aug 27 (UNHCR) – With almost 60 million people forcibly displaced globally and boat crossings of the Mediterranean in the headlines almost daily, it is becoming increasingly common to see the terms ’refugee’ and ’migrant’ being used interchangeably in media and public discourse. But is there a difference between the two, and does it matter?

Let’s not do the “good migrants/bad migrants” thing

In the debate about immigration, there is a tendency amongst progressives and liberals to try to protect the reputation of refugees at the expense of (economic) migrants. One might understand a media outlet examining the difference between refugees and migrants, as Al Jazeera did in a pretty responsible way.

« Réfugiés » au lieu de « migrants » : une terminologie à revoir

Aujourd’hui, les personnes qui risquent leur vie sur le chemin de l’exil sont, jusqu’à preuve du contraire, des réfugiés. Selon l’OIM (1), elles viennent de Syrie, d’Erythrée, d’Afghanistan, d’Iraq, de Palestine, de Somalie mais aussi du Mali, du Nigeria, du Soudan. Elles fuient la guerre, la persécution politique ou économique. Forcées de quitter leur lieu d’origine pour une destination inconnue au risque de tout perdre, elles sont prêtes à trouver la mort en route. Elles voyagent souvent en famille avec de petits enfants et les aléas du voyage risqué entraîne des séparations déchirantes et longues. Comme les réfugiés syriens, érythréens, afghans, irakiens, somaliens, la plupart n’ont pas choisi de fuir leur pays, elles y ont été forcées. De fait et jusqu’à preuve du contraire, ces personne sont des réfugiés non des migrants, terminologie qui ne tient pas compte du besoin de protection durable de ces personnes.

Débat sémantique : une distraction dangereuse ?

Amman, 1 septembre 2015 (IRIN) - S’attaquer à un problème humanitaire urgent, comme l’actuel afflux de migrants et de réfugiés en Europe, nécessite de catégoriser et poser le problème correctement. En revanche, se focaliser sur des questions de vocabulaire risque d’occulter la nécessité d’apporter des réponses mieux coordonnées et de mieux comprendre les raisons qui conduisent des personnes à entreprendre ce périple.

Refugees are Also Migrants. And All Migrants Matter

The recent debate over word choice has taken turns that undermine humanitarian principles and cloud the view of how migration is unfolding. The Washington Post, the New York Times, the Guardian, the BBC, and others have examined the usage of ‘refugees’ versus ‘migrants’ over the past week. The general impression is that ‘migrants’ are being thrown to the wolves. The most insidious contribution, sadly, comes from the United Nations High Commissioner for Refugees (UNHCR).

Why all media outlets need to follow Al Jazeera’s example and start talking about Europe’s ‘refugee crisis’ right now

A couple of weeks back, Al Jazeera announced its new editorial policy to no longer use the word ‘migrant’ in the context of the European ‘migrant crisis’ and instead, use the term ‘refugee’. The justification for the decision, as stridently articulated by Al Jazeera’s online editor Barry Malone, is that: ‘The umbrella term migrant…has evolved from its dictionary definitions into a tool that dehumanises and distances, a blunt pejorative.’ Malone goes on to describe the responsibility of the media to accurately describe the crisis, explaining how in using the term ‘migrant’ the media risks becoming ‘the enablers of governments who have political reasons for not calling those drowning in the Mediterranean what the majority of them are: refugees.’
