The move comes after consistent calls from a handful of Europe’s largest news publishers for the EU to rein in websites such as Google News, which they argue profit from their content without paying for it.

Media companies including Germany’s #Axel_Springer, which owns tabloid Bild, have long complained that services such as Google News are too dominant. The chief executive of News Corp, which owns the Wall Street Journal, accused Google of “egregious aggregation” last year.
