Et qu’il puisse même, au fil des années, devenir le récit qui est celui de la vérité de ce qui s’est passé à Sainte-Soline ».

    • question « un peu de vérité », il y avait aussi des parlementaires en écharpe, sur place, gazé.es et menacé.es par les quads-à-LBD comme le reste du troupeau alors qu’ils protégeaient les blessés étendus au sol ; personne n’a fait de rapport ?

    Le vol de la délivrance : dans l’avion qui évacue des jeunes Gazaouis, malades et blessés, vers Abou Dhabi

    Alors que le soleil se couche sur l’aéroport international d’El-Arich, dans la péninsule égyptienne du Sinaï, une dizaine d’ambulances et quelques bus sont garés côte à côte. Ce mardi 20 février, dans le hangar de la base aérienne, quelque deux cents Palestiniens, évacués de Gaza, terminent des démarches administratives avant de monter dans un Boeing 777 de la compagnie aérienne émiratie Etihad, à destination d’Abou Dhabi. Parmi eux : des enfants blessés, accompagnés d’au moins un proche, des malades atteints du cancer et des résidents des Emirats arabes unis (EAU).
    Depuis mi-novembre 2023, environ cinq cents Palestiniens de Gaza ont été accueillis et pris en charge dans la pétromonarchie du Golfe. Une goutte dans un océan de besoins, alors que selon les autorités de santé de l’enclave, la guerre a fait près de 30 000 morts et 70 000 blessés, côté palestinien. A la mi-février, seuls onze des trente-six hôpitaux de la bande de Gaza était encore en service.
    De plus en plus de rapports font état de familles qui luttent pour nourrir leurs enfants et d’un risque croissant de morts dues à la faim, notamment dans le nord de Gaza, quasiment hors d’atteinte des convois de ravitaillement. « La faim et la maladie forment une combinaison mortelle », a prévenu Mike Ryan, directeur exécutif du programme d’urgence sanitaire de l’Organisation mondiale de la santé (OMS), le 19 février.
    Le vol de ce 20 février entre El-Arich et Abou Dhabi est le douzième affrété par les Emirats depuis le début de la guerre, le 7 octobre 2023. (...) Quelques semaines après le début de la guerre à Gaza, les Emirats ont annoncé leur intention de recevoir mille enfants blessés de Gaza et autant de malades du cancer, de tous les âges. Les candidats à l’évacuation sont proposés par les équipes médicales dans la bande côtière, puis les noms sont soumis aux autorités israélienne et égyptienne pour validation. « Le plus grand défi est ensuite pour ces gens d’arriver au poste-frontière de Rafah, côté Gaza. Parfois, les patients sont beaucoup trop malades pour pouvoir l’atteindre. Souvent, les ambulances transportant les patients sont bloquées sur la route à cause des combats », explique Maha Barakat, la vice-ministre d’Etat au ministère des affaires étrangères émirati, qui chapeaute ces évacuations en personne.
    Certains jours, la frontière reste fermée, comme ce 20 février. Ceux qui sont évacués ce jour-là avaient quitté Gaza il y a quelques jours. « Parmi les patients, beaucoup souffrent de complications secondaires, par exemple une infection des os après une première amputation, qui, parfois, demande une amputation supplémentaire du membre affecté », regrette Maha Barakat. Dans ces vols affrétés par les Emiratis, des Gazaouis, évacués plus tôt aux Emirats, font parfois le chemin inverse et retournent à Gaza. Le 20 février, c’est le cas d’une mère de famille d’une cinquantaine d’années, souffrant de leucémie, qui, pendant deux mois, a pu être traitée à Abou Dhabi. « Contrairement aux conseils des médecins, elle a décidé de revenir auprès de ses enfants restés à Gaza, alors qu’il lui restait encore six mois de traitements », explique Maha Barakat. Elle se souvient d’une autre mère de famille qui a accompagné aux Emirats son fils, atteint de leucémie, pour qu’il y suive une chimiothérapie. Sa maladie étant trop avancée, l’enfant est mort. La mère est retournée à Gaza pour l’y enterrer. A côté de ces évacuations, les Emirats ont mis en place un hôpital de campagne de deux cents lits dans la bande de Gaza et ont construit une unité de désalinisation de l’eau de mer à la frontière entre Gaza et l’Egypte, fournissant de l’eau potable à 600 000 habitants de la bande côtière.
    Ces opérations humanitaires ne vont pas sans arrière-pensées politiques. Le massacre des Palestiniens de Gaza, retransmis en quasi direct sur la chaîne Al-Jazira et sur les réseaux sociaux, bouleverse l’opinion publique arabe. De l’Atlantique au golfe Persique, les populations exigent de leurs dirigeants qu’ils se mobilisent pour leurs frères palestiniens. L’attitude des EAU est particulièrement scrutée, en raison de l’accord de normalisation diplomatique qu’ils ont signé avec Israël, à l’été 2020. Une décision vue comme une trahison dans une large partie du monde arabe, où la Palestine constitue une cause identitaire, quasi sacrée. D’où les efforts déployés par Abou Dhabi pour venir en aide à la population de Gaza et pour le faire savoir.
    (...) Lorsque les bombardements israéliens ont commencé, les deux filles ont été privées de tout traitement. Finalement, début décembre 2023, accompagnées de leur mère et de leur sœur aînée, elles ont pu franchir le terminal de Rafah et pénétrer en Egypte. Leurs trois frères sont restés avec leur père dans le sud de Gaza. Fin janvier, dans un hôpital d’El-Arich, un médecin émirati s’intéresse au cas de May. (...) Il y a quelques jours, elle a demandé au médecin supervisant les soins de May ce qui adviendra d’elle après la guerre. Le praticien lui a dit : « Tant que la guerre se poursuit, vous restez ici et May reçoit son médicament. » Et après ? Le médecin a été franc : « Désolé ! Je n’ai pas de réponse pour vous. » Même pour les Palestiniens sortis de Gaza, l’avenir ressemble à un gigantesque point d’interrogation.

  • Palestinians desperate to flee Gaza pay thousands in bribes to ‘brokers’

    Fixers with alleged links to Egyptian intelligence are making a fortune in ‘fees’ from people hoping to exit through the Rafah crossing

    Palestinians desperate to leave Gaza are paying bribes to brokers of up to $10,000 (£7,850) to help them exit the territory through Egypt, according to a Guardian investigation.

    Very few Palestinians have been able to leave Gaza through the #Rafah border crossing but those trying to get their names on the list of people permitted to exit daily say they are being asked to pay large “coordination fees” by a network of brokers and couriers with alleged links to the Egyptian intelligence services.

    One Palestinian man in the US said he paid $9,000 three weeks ago to get his wife and children on the list. The family have been sheltering in schools since the 7 October attacks. On the day of travel, he was told his children’s names were not listed and he would have to pay an extra $3,000. He said the brokers were “trying to trade in the blood of Gazans”.

    “It’s very frustrating and saddening,” he said. “They are trying to exploit people who are suffering, who are trying to get out of the hell in Gaza.” His family have yet to leave.

    According to the UN, 85% of Gaza’s population is now displaced. Most people are packed into the southern city of Rafah as Israeli air and ground assaults push them out of central and northern parts of the territory.

    Egypt, a key regional player in negotiations on Gaza, has long resisted opening the Rafah crossing, fearing that millions of people would flee into the neighbouring Sinai peninsula. The influx, Cairo claimed, could pose a security threat. Egypt’s president, Abdel Fattah al-Sisi, also said a mass influx of refugees from Gaza would set a precedent for displacing Palestinians from the West Bank into Jordan.

    A network of brokers, based in Cairo, helping Palestinians leave Gaza has operated around the Rafah border for years. But prices have surged since the start of the war, from $500 for each person.

    The Guardian has spoken to a number of people who have been told they would have to pay between $5,000 and $10,000 each to leave the strip, with some launching crowdfunding campaigns to raise the money. Others were told they could leave sooner if they paid more.

    Facebook pages that offer news from the Rafah crossing are filled with posts from Palestinians asking for help to get on the list.

    Everyone interviewed said they had been put in touch with brokers through contacts in Gaza. Payments are made in cash, sometimes through middlemen based in Europe and the US.

    Belal, a US citizen from Gaza, was told he would need to raise $85,000 to get 11 family members out of the territory, including five children under three.

    “I’m only considering this option because the US government is not responding to me. If I had any hope about my father’s case, I wouldn’t be,” said Belal, who has spent the past three months appealing to the US state department taskforce to put his diabetic father on the exit list.

    “I’m in this situation because the US doesn’t want to help its own citizens,” he said.

    Belal’s 70-year-old father was briefly detained in December by Israeli forces. He was one of a group of men who were stripped to their underwear, had their hands zip-tied and were taken to a secret location.

    Even before his father’s detention, Belal had spent weeks seeking help, spending hours on the phone to Washington or the US embassy in Jerusalem and emailing reams of information to the state department.

    US state department policy initially specified that it would only assist immediate family of US citizens to exit Gaza but it subsequently said it would expand its assistance to include parents of US citizens and siblings.

    “Since mid-December I’ve received no email from them, and I followed up six times – they can only communicate by email,” he said. “By contrast, I see other people who pay money to leave, and they’re able to exit within a day or two.”

    The state department said it was unable to comment on individual cases, with a spokesperson adding it was unaware of the broker system that some are using to pay to exit Gaza. “We have assisted over 1,300 US citizens, US lawful permanent residents and family members in departing Gaza,” the spokesperson added.

    Mohannad Sabry, an expert on the Sinai peninsula and author of Sinai: Egypt’s Linchpin, Gaza’s Lifeline, Israel’s Nightmare, said the brokers “target the most vulnerable people”.

    “If a family has a member who is injured or sick so they can’t wait, those are the perfect victims; they can squeeze any amount and the family has to come up with the money. It’s a complete racket.”

    Sabry described the Egyptian authorities’ public justifications for not opening the borders as “cover for the corruption happening on the ground”. The head of Egypt’s State Information Service declined to comment when contacted by the Guardian.

    Sabry added: “This is not low-level corruption – this is state-enabled corruption.”

    With very few ways to get out of Gaza, especially for those without citizenship of another country, Palestinians in the territory and their relatives abroad said they had little choice but to put their trust in the broker network.

    One Palestinian living in the UK, who has lost members of their family in Israeli airstrikes, said: “People are making money off the misery of others. They’re desperate to get out to save their lives and instead of helping they’re trying to make money. If there’s a way to get people out, then why not just help?”

    The Palestinian said they were told it would cost $4,000 to help each of the family’s nine young male members to leave in early December. They are now being quoted between $6,000 and $10,000.

    The family turned to the brokers after failing to get help from the British government or humanitarian organisations.

    “I’m not sure why no schemes have been introduced, nothing to evacuate people. I don’t even hear humanitarians talk about this any more,” the Palestinian said.

    “It’s like they’re saying: ‘We’re not going to protect you or give you safety, we’re just going to give you some food and water while you are bombed.’”

    The UK Foreign Office said it had evacuated 300 British nationals and their dependants – defined as children and parents – who were its priority.

    Not all people are willing to pay, however, even if they have the resources. “Every moment threatens their lives and my life,” said one Palestinian in Gaza trying to get out with their family. But they added: “I won’t pay a penny in bribes.”

    • Bande de Gaza : 100 jours de désespoir au cœur d’une guerre trop longue

      À Rafah, aux portes de l’Égypte, un million de personnes campent jusque sur la #plage. Youssef, Asma et tant d’autres sont prisonniers de la bande de Gaza, où, d’#évacuation en évacuation, ils survivent avec leurs familles, des enfants aux personnes âgées. Témoignages.

      « Je suis encore en vie, et tu sais quoi ? Je vais aller habiter sous une tente à Rafah. » Après plusieurs jours sans connexion Internet, Youssef* envoie ce premier message vocal sur Facebook. Une note qu’il termine par un ricanement cynique et nerveux à la fois. C’est donc une tente collée à la frontière égyptienne qui sera le dernier refuge pour Youssef, sa femme enceinte de cinq mois et leurs deux enfants.

      Cent jours après le début du conflit entre Israël et la bande de Gaza, 23 968 personnes, principalement des enfants et des femmes, ont été tuées dans des frappes aériennes, selon le ministère de la santé du Hamas. Des milliers d’autres sont encore portées disparues sous les décombres. Les personnes blessées, pour la plupart privées de soins, se comptent aussi par milliers. Plus de la moitié des hôpitaux de l’enclave palestinienne ne fonctionnent plus, selon l’ONU. Au tableau de ce désastre humanitaire, il faut ajouter les 136 otages israéliens dont on ignore le sort exact.

      Pris au piège du siège total imposé par Israël et de la fermeture du point de passage vers l’Égypte, Youssef et sa famille, dont ce n’est pas le premier déplacement, ne pourront aller plus loin. Déjà, en octobre, ils avaient rejoint le camp de réfugié·es de Nuseirat, dans le centre de la bande de Gaza. Une frappe aérienne avait anéanti en quelques secondes l’appartement où elle vivait à Gaza City. Youssef avait juste eu le temps de récupérer quelques affaires et de sauver sa voiture, dans laquelle il avait fait monter tout le monde.

      Direction donc Nuseirat, une des #safe_places (« #lieux_sûrs ») établies par l’armée israélienne. Mais début janvier, ce camp de réfugié·es est à son tour pris pour cible par cette même armée. Elle demande aux milliers de personnes installées là de quitter au plus vite leurs habitations, assurant que des combattants du Hamas s’y cachent.

      « Ils ont jeté des tracts sur le quartier où on était en disant qu’on devait évacuer, alors on est tous partis. » Mais cette fois, plus de carburant dans la voiture. La fuite de Youssef et de sa famille se fait dans une petite carriole. « Je ne pouvais plus acheter de fuel. Avant, c’était 7 shekels [1,70 euros] le litre, maintenant c’est 120 shekels [30 euros] », explique le père de famille gazaoui.

      Sur Facebook, les messages audio se succèdent, noyés dans un brouhaha immense en arrière-fond. Les cris, les pleurs d’enfants se mêlent aux voix de femmes et d’hommes. « Pour le moment, on est dans une école de l’ONU à Rafah. On partage une salle de classe avec 25 autres personnes mais je pense qu’une tente, ça sera plus sain pour ma femme enceinte et les enfants », poursuit Youssef.

      Tout au sud de l’enclave palestinienne, des centaines de milliers de familles s’entassent désormais derrière les barbelés qui marquent la frontière avec l’Égypte. La bande de Gaza était avant la guerre une prison à ciel ouvert. Rafah en est désormais la dernière cellule.

      Un million de personnes arrivées à Rafah

      « Les gens sont partout ! Il y a trop de monde dans la ville. Les déplacés vivent dans les mosquées, sous des tentes, voire dans la rue. Mais il pleut, et il fait froid », raconte Asma dans un français parfait. La Palestinienne, enseignante de 42 ans, s’était promis de ne pas quitter son appartement de Khan Younès, mais le 21 décembre, elle a dû se résoudre à tout abandonner. « Les soldats israéliens nous ont demandé d’évacuer en lançant des tracts. »

      Asma est donc partie avec son père, âgé de 90 ans, et sa mère, 77 ans. « On a mis presque une heure pour leur faire descendre les trois étages de notre immeuble. On a juste pu prendre avec nous des choses essentielles : de la farine, du sel, des boîtes de sardines, des couvertures. Je ne voulais pas partir, j’ai tellement pleuré. »

      Selon le maire de Rafah, un million de personnes sont arrivées dans sa ville depuis le 7 octobre, et l’afflux se poursuit. Rafah est désormais un immense camp. Les tentes s’alignent partout, même sur le bord de la mer. Sur les images transmises par des journalistes palestiniens sur place, partout des enfants. Des petites filles et des petits garçons qui jouent dans la boue et au milieu des déchets.

      La ville n’est pas à l’abri des frappes aériennes israéliennes. Ces dernières semaines, des familles entières ont été décimées dans le bombardement de leur immeuble. La guerre du ciel n’a jamais épargné personne dans la bande de Gaza. Le 12 janvier, devant le Conseil de sécurité de l’ONU, le secrétaire général adjoint aux affaires humanitaires, Martin Griffiths, l’a répété : « Il n’y a pas d’endroit sûr à Gaza, où une vie humaine digne est quasi impossible. »

      Le 13 janvier, après une semaine de silence, Asma reprend contact et envoie une série de messages audio sur WhatsApp. Sa voix est fatiguée, son souffle coupé. Elle suffoque presque, comme étouffée par l’angoisse. « Les nouvelles sont mauvaises, dit-elle. L’armée israélienne est proche de ma maison. J’ai peur. » Asma marque une pause, puis reprend. « J’ai perdu l’école où je travaillais, je ne veux pas qu’on me prenne aussi ma maison. Je ne peux pas tout perdre. Cet appartement, c’était mon lieu de paix. C’est trop, je n’ai plus d’espoir. »

      Dans un dernier message audio, la Palestinienne se souvient que ce mois de janvier aurait dû se dérouler autrement. Loin de la violence et de la terreur. « On devait venir en France avec d’autres professeurs gazaouis. Cet été, je voulais aussi aller en Égypte pour y passer quelques jours. J’avais un amoureux et maintenant... je ne sais plus où j’en suis. Lui aussi n’a plus de maison. Tout cela s’est fini. Il n’y a aucun avenir pour moi. »

      L’Égypte, juste derrière les barbelés

      Début janvier, plusieurs responsables israéliens ont évoqué un possible déplacement de la population de la bande de Gaza vers d’autres pays. Une option portée par Bezalel Smotrich et Itamar Ben-Gvir, deux ministres ultranationalistes du gouvernement Nétanyahou. Parmi les pays évoqués, l’Égypte mais aussi le Congo. Un plan rejeté en bloc par la communauté internationale.

      Au cœur de l’enclave, de nombreux Palestiniens cherchent à partir à tout prix. Depuis le début de la guerre, Youssef le répète quasiment dans chaque discussion : « Trop c’est trop. » Il espère pouvoir rejoindre l’Europe et offrir une vie stable à ses enfants. Mais comment sortir de ce siège, de ce piège qui se referme chaque jour un peu plus sur lui ?

      Il faut imaginer que pour les familles qui sont à Rafah, l’Égypte est toute proche. Leur sécurité est à portée de vue, juste derrière des barbelés. Mais le poste-frontière entre l’enclave palestinienne et le territoire égyptien est ouvert seulement aux camions humanitaires autorisés à entrer dans la bande de Gaza. Depuis le début du conflit, Le Caire s’oppose fermement à tout déplacement massif de population vers le désert du Sinaï.

      En temps normal, un Palestinien peut traverser ce point de passage après avoir payé 450 euros. Désormais, en faisant appel à des réseaux de trafic d’êtres humains, il faut débourser 4 000 à 5 000 dollars par personne, selon une source palestinienne locale. C’est la seule solution pour être inscrit sur la liste des personnes qui ont un permis pour sortir.

      « Je ne veux pas quitter la bande de Gaza comme cela et aller dans n’importe quel pays. Je veux que l’on me donne une autre nationalité, un travail. Le droit d’avoir une autre vie », explique Asma. Depuis la création de l’État d’Israël en 1948, des centaines de milliers de Palestiniens et Palestiniennes ont été contraint·es à l’exil au Liban, en Jordanie ou en Syrie, où pour la majorité elles et ils vivent encore dans des conditions très précaires.

      Sa terre, Rami Abou Jamus s’y accroche avec conviction. « On se retrouve sur la plage à Gaza. » C’est l’une de ses phrases préférées. Chaque jour, le journaliste palestinien partage son quotidien à Rafah. C’est là qu’il survit avec sa femme et son fils, âgé de deux ans et demi. Il s’appelle Walid. Son père le filme régulièrement. À chaque nouvelle vidéo, les traits du petit garçon se creusent un peu plus. Son visage d’enfant porte l’empreinte d’une guerre qui dure depuis cent jours. Une guerre déjà trop longue.

    Dans un rapport publié jeudi, le collectif inter-associatifs « Accès au droit » documente la récurrence des violences verbales et physiques commises à l’encontre des migrants lors des démantèlements de campements informels par les forces de l’ordre, en Île-de-France. Une stratégie qui viserait à décourager définitivement les exilés de s’installer dans la rue, à l’approche des Jeux olympiques 2024.
    Des évacuations de campements toujours plus violentes. C’est le constat qui ressort du rapport publié jeudi 23 novembre par le collectif inter-associatif Accès au droit (CAD) sur les violences « policières et institutionnelles » à l’encontre des migrants, à Paris et sa région.Créé en 2023, ce collectif, qui rassemble des bénévoles d’associations, des juristes et chercheurs spécialisés, a documenté les violences verbales ou physiques associées aux évacuations de campements de migrants en Île-de-France depuis 2015. Selon ses travaux sur les principaux lieux de vie informels parisiens, le constat est sans appel : sur les 93 exilés interrogés, 81% déclarent avoir été victimes de violences policières, à plusieurs reprises dans 66% des cas.
    Le collectif a recensé 448 témoignages de violences policières en huit ans, dont 88 % résultent de « situations d’évictions, de dispersions dans l’espace public ». Un tiers des témoignages (30 %) rassemblés concernent des violences physiques, du simple coup de pied au passage à tabac, et un autre tiers (33 %) des confiscations ou destructions de biens. Cela va du « coup de pied » ou « de matraque » à un exilé prié de rassembler ses affaires plus vite, jusqu’à de rares cas de « passages à tabac bien documentés », indique à l’AFP un responsable de l’observatoire, requérant l’anonymat en raison de ses fonctions dans une institution publique.
    Le rapport précise que « l’immense majorité de ces violences s’est déroulée dans le nord-est de Paris, dans le 18, 19, 20e arrondissement et les communes limitrophes du 93 ». Ces violences restent « très largement sous-documentées car elles se produisent dans des lieux isolés, à des heures ’invisibles’, rendant difficile le recueil de preuves pour envisager d’entreprendre un recours. »
    Par ailleurs, les exilés vont rarement porter plainte après avoir été victimes de violences, « considérant tout recours inutile notamment à cause d’un faible niveau de confiance envers les forces de l’ordre ».
    « Cette violence policière constitue une troisième violence après celle du départ et du parcours migratoire » Les membres du projet ont décidé de lancer ce travail de documentation après l’évacuation violente du campement informel place de la République (10e arrondissement de Paris) où dormaient près de 500 migrants, en grande majorité afghans, le 24 novembre 2020. Face à la violence des images, et au tollé politique, le ministre de l’Intérieur Gérald Darmanin avait même évoqué des « faits inacceptables » et annoncé l’ouverture de deux enquêtes pour « violences par personne dépositaire de l’autorité publique ». De son côté, le président de la République Emmanuel Macron avait promis « des sanctions » à l’encontre des policiers fautifs. Mais d’après le collectif Accès au droit, les violences policières sur les campements de migrants n’ont fait que s’amplifier depuis cet épisode. « Cette violence policière constitue une troisième violence après celle du départ et du parcours migratoire », rappelle le collectif qui estime que l’imminence des Jeux olympiques 2024 (26 juillet-11 août 2024) motive les autorités à repousser les migrants hors de Paris pour faire place nette.
    Début mars, une vidéo rendue publique par l’association Utopia 56, membre du collectif, montre un CRS diffuser plusieurs jets de gaz lacrymogène sur un matelas dans un campement de fortune sous le métro aérien. L’affaire avait provoqué l’ouverture d’une enquête administrative des CRS et fait l’objet d’un signalement à l’IGPN.
    « Si le système est pensé pour disperser, il est très efficace »
    Depuis le début de l’année 2023, la préfecture d’Île-de-France a procédé à 33 opérations de « mises à l’abri », selon l’AFP. « On constate qu’il y a quasiment une ’mise à l’abri’ par semaine, explique Paul Alauzy, coordinateur à Médecins du monde et bénévole du CAD, joint par InfoMigrants. Il y a trois SAS régionaux qui libèrent 50 places par semaine, donc la cadence des évacuations augmente. Dès qu’un campement atteint 100 ou 200 personnes, on le démantèle. »
    Sur les huit dernières années, le CAD estime que la préfecture d’Île-de-France a procédé à 369 opérations d’évacuation de campement impliquant 80 000 migrants. Une cadence infernale qui n’est pas sans conséquences sur la santé mentale des exilés : « Il peut y avoir un épuisement psychique énorme, un sentiment d’insécurité constant parce qu’ils sont toujours en état d’alerte. Concrètement, cela provoque des insomnies, des cauchemars, et un comportement d’évitement vis-à-vis des forces de police », témoigne à InfoMigrants Leticia Bertuzzi, psychologue et coordinatrice santé mentale chez Médecins sans frontières (MSF).Ces dernières années, lorsqu’un campement était démantelé, les migrants éligibles à un hébergement provisoire (comme les demandeurs d’asile) étaient mis à l’abri en région parisienne, tandis que les autres étaient contraints de reformer un plus petit campement ailleurs. Mais la donne a changé depuis la création des SAS régionaux en 2023 : « Si le système est pensé pour disperser il est très efficace, s’il est pensé pour loger et accueillir dans de bonnes conditions, il fonctionne mal », résume Paul Alauzy. Sollicités par InfoMigrants au sujet du rapport, la préfecture d’Île-de-France et le ministère de l’Intérieur n’ont, pour l’instant, pas répondu à nos sollicitations.

  • Leaked document fuels concern Israel plans to push Palestinians from Gaza into Egypt

    Israel says ‘concept paper’ isn’t policy, but Palestinians fear ethnic cleansing.

    An Israeli government document suggesting the mass relocation of Gaza’s 2.3 million people to Egypt’s Sinai Peninsula is fuelling concerns about the possible ethnic cleansing of Palestinians.

    The leaked document, first reported in Israeli media, was compiled by an Israeli government research agency known as the Intelligence Ministry and was dated Oct. 13 — six days after Hamas led deadly attacks on Israel and the Israeli government declared war against the Palestinian militant group, which controls Gaza.

    Although not a binding policy, it has deepened long-standing Egyptian fears that Israel wants to make Gaza into Egypt’s problem and revived Palestinians’ memories of the displacement of hundreds of thousands of people who fled or were forced from their homes during the fighting surrounding Israel’s creation in 1948, which Palestinians refer to as the Nakba, the Arabic word for catastrophe.

    “What happened in 1948 will not be allowed to happen again,” Nabil Abu Rudeineh, spokesperson for Palestinian President Mahmoud Abbas, told The Associated Press in reaction to the paper.

    He said a mass displacement of Palestinians would be “tantamount to declaring a new war.”

    A long-term plan

    A Hebrew-English translation of the document, published by the Israeli website +972 Magazine, outlined three options regarding the civilian population of Gaza.

    One would see the civilians remain in Gaza under the rule of the Palestinian Authority — which was ejected from Gaza after a weeklong 2007 war that put Hamas in power — while the second suggested an attempt to establish “a local Arab non-Islamist political leadership” to govern the population.

    Neither of these options were considered feasible strategies to create ideological change and deter future militancy against Israel.

    The third option, the evacuation of civilians in Gaza to Sinai, would “yield positive, long-term strategic outcomes for Israel,” the document stated.

    The proposal does not indicate this would be a temporary relocation.

    “In the first stage, tent cities will be established in the area of Sinai,” it reads. “The next stage includes the establishment of a humanitarian zone to assist the civilian population of Gaza and the construction of cities in a resettled area in northern Sinai.”

    Growing sentiment about Gaza

    Israeli Prime Minister Benjamin Netanyahu’s office played down the report as a hypothetical exercise, saying it was a “concept paper, the likes of which are prepared at all levels of the government and its security agencies.”

    But the paper does not exist in isolation.

    An Israeli think-tank, the Misgav Institute for National Security and Zionist Strategy, released a paper inferring the situation presented “a unique and rare opportunity to evacuate the whole Gaza Strip in co-ordination with the Egyptian government.”

    “At the moment, these conditions exist, and it is unclear when such an opportunity will arise again, if at all,” reads a Hebrew-English translation published by the website Mondoweiss.

    Israeli officials and other political figures have openly expressed similar sentiments, according to an article from the Carnegie Endowment for International Peace.

    The question of ethnic cleansing

    Pushing Palestinians out of Gaza into Sinai would be “ethnic cleansing,” said Dr. Mustafa Barghouti, a Palestinian physician and politician.

    He believes there is no chance they would ever be allowed to return and that it would set “a very dangerous precedent” for all Palestinians.

    “The ultimate goal will not only be ethnic cleansing of Gaza, but also of the West Bank,” he told CBC News. “We already see terrorist settlers’ attacks on Palestinian communities in the West Bank.”

    Ethnic cleansing is a term that emerged during the war in the former Yugoslavia in the 1990s.

    The United Nations describes it as “a purposeful policy designed by one ethnic or religious group to remove by violent and terror-inspiring means the civilian population of another ethnic or religious group from certain geographic areas.”

    It is not recognized as an independent crime under international law. Attributes of ethnic cleansing — including murder, extermination, enslavement, deportation, imprisonment, torture and rape, among others — can, however, constitute other crimes under international law, such as crimes against humanity or genocide.

    Israeli-American historian Gil Troy, a history professor at McGill University in Montreal, cautions against the suggestion that Israel plans to “transfer” Palestinians out of Gaza, saying the concept paper is “not even a plan that is being actioned, but simply it’s a thought.”

    But Troy said he thinks a loss of some territory in Gaza isn’t out of the question.

    “I think in the wake of the savagery of Oct. 7, Israel has to create a much bigger buffer zone between the Gazans and the Israelis on the Gaza corridor,” he said.

    “That’s not about ethnic cleansing, that’s about creating territorial defence.”

    The Israeli government says Hamas-led militants killed more than 1,400 civilians and soldiers in the surprise assault on Israeli communities more than three weeks ago, and took 240 people hostage. More than 8,700 Palestinians have been killed, and nearly 2,000 more have been reported missing, since Israel began attacking the Gaza Strip, according to the territory’s Hamas-run Health Ministry.

    Under Article 51 of the United Nations Charter, Israel has the “inherent right” to defend itself against an armed attack, but several human rights groups have alleged that violations of international humanitarian law, and possibly war crimes, have been committed on both sides.

    On Wednesday, Prime Minister Justin Trudeau reiterated that right of self-defence and “unequivocally” condemned Hamas, but he expressed strong concerns.

    “The price of justice cannot be the continued suffering of all Palestinian civilians,” he said.
    Marketing mass displacement

    Whether or not Israel can or will carry out such a plan, the leaked document argued there would be a need to win over international support for a relocation of Palestinians.

    It suggests relying on “large advertising agencies” to promote messaging to Western nations “in a way that does not incite or vilify Israel” but instead focuses on “assisting the Palestinian brothers and rehabilitating them, even at the price of a tone that rebukes or even harms Israel.”

    At the same time, campaigns would be needed to “motivate” Gaza residents to accept the plan by pinning the loss of land on Hamas and “making it clear that there is no hope of returning to the territories Israel will soon occupy, whether or not that is true.”

    As for Egypt and other regional countries that may have to bear the brunt of a mass deportation of Palestinians, the document proposes incentives, including financial assistance for Egypt, specifically, to aid its current economic crisis.

    Egypt’s president, Abdel Fattah el-Sisi, has said a mass influx of refugees from Gaza would eliminate the Palestinian nationalist cause. It would also risk bringing militants into Sinai, where they might launch attacks on Israel, he said.

    Egypt has long feared that Israel wants to force a permanent expulsion of Palestinians into its territory, as happened during the war surrounding Israel’s independence. Egypt ruled Gaza between 1948 and 1967, when Israel captured the territory, along with the West Bank and east Jerusalem.

      L’État hébreu et l’Autorité palestinienne ont repris leurs discussions sur l’exploitation du camp #Gaza_Marine, situé au large des côtés de l’enclave palestinienne, dont les Palestiniens pourraient profiter. L’Égypte pourrait jouer un rôle pivot.

      Israël et l’Autorité palestinienne (AP) mènent des “discussions secrètes” autour de l’exploitation du champ gazier baptisé Gaza Marine, situé à 30 kilomètres de la côte de l’enclave palestinienne de la bande de Gaza, a révélé, jeudi 4 mai, le site Internet de la chaîne de télévision israélienne Channel 13.

      Ce sujet s’intègre dans les pourparlers, plus larges, politiques et sécuritaires entre les deux parties. Ces dernières ont repris langue ces dernières semaines, sous la pression des États-Unis, lors de récents sommets en février à Aqaba, en Jordanie, et en mars à Charm El-Cheikh, en Égypte.

      Découvert en 1999 dans les eaux territoriales palestiniennes, le gisement de Gaza Marine contiendrait plus de 30 milliards de m3 de gaz naturel. Pour l’Autorité palestinienne, il pourrait représenter “un revenu annuel compris entre 700 et 800 millions de dollars”, écrit le site Middle East Eye, qui rapporte l’information.

      Les choses pourraient donc changer.
      L’Égypte en médiatrice ?

      En réalité, les “discussions secrètes” révélées par Channel 13 autour du champ gazier au large de Gaza ne sont pas nouvelles. L’année dernière, Israël, l’Autorité palestinienne et l’Égypte, habituel médiateur entre les deux parties, avaient échoué à se mettre d’accord. Parmi les questions en suspens, celle du positionnement du Hamas palestinien, rival d’Israël et du Fatah, qui contrôle l’AP, explique la chaîne israélienne.

      Comme Israël considère que l’AP n’a pas les moyens d’exploiter ce champ, il était question qu’une société égyptienne chapeaute le projet en distribuant 55 % des bénéfices à l’Autorité palestinienne et 45 % à la compagnie égyptienne. C’est sans doute autour d’une solution similaire que les discussions ont repris.

      Ces dernières années, d’importants #gisements_de_gaz et de #pétrole ont été repérés dans les eaux territoriales des pays bordant la Méditerranée orientale, de la Turquie à Israël, en passant par le Liban et Chypre, qui espèrent pouvoir exploiter pleinement cette ressource. La Palestine aimerait bien rejoindre ce club.

      Le champ Gaza Marine sera développé en coopération avec l’Egypte et l’Autorité palestinienne, affirme le gouvernement israélien

      Le Premier ministre israélien Benjamin Netanyahu a déclaré, dimanche, que son gouvernement allait accélérer l’exploitation d’un gisement de gaz naturel au large de la Bande de Gaza.

      « Dans le cadre des accords existants entre Israël, l’Egypte et l’Autorité palestinienne (AP), le gouvernement [israélien] va accélérer le projet de développement du champ gazier de Gaza Marine, au large de la Bande de Gaza », a déclaré le bureau de Netanyahu, dans un communiqué.

      Le Premier ministre israélien a déclaré qu’un comité ministériel, chapeauté par le Conseil de sécurité nationale, devait être formé pour préserver la sécurité et les intérêts politiques d’Israël dans ce dossier.

      Cette décision est « soumise à la coordination entre les services de sécurité [israéliens] et au dialogue direct avec l’Égypte, en coordination avec l’Autorité palestinienne », précise le communiqué.

      L’Autorité palestinienne, basée à Ramallah, et le Hamas, qui gouverne la Bande de Gaza, n’ont pas encore commenté l’initiative israélienne.

      Dans un communiqué publié le mois dernier, le Hamas avait déclaré qu’il ne permettrait pas à l’occupant israélien d’utiliser la question du champ gazier de Gaza comme instrument pour conclure des accords politiques et de sécurité avec d’autres parties.

      L’Égypte n’a pas encore commenté les déclarations de Netanyahu.

      En octobre 2022, le Fonds d’investissement palestinien a déclaré qu’il était sur le point de conclure un accord technique avec l’Egyptian Natural Gas Holding Company (EGAS) en vue de l’extraction du gaz du champ de Gaza Marine au large de la Bande de Gaza.

      Le champ Marine 1, premier champ gazier de Gaza, a été découvert dans les années 1990 dans les eaux territoriales de l’enclave. Il est situé à 36 kilomètres à l’ouest de la Bande de Gaza, dans les eaux méditerranéennes, et a été exploité en 2000 par la société British Gas.

      Le champ Marine 2 est situé dans la zone frontalière entre Gaza et Israël. Les Palestiniens ne peuvent cependant pas exploiter les deux champs gaziers en raison de l’opposition d’Israël.

      La Bande de Gaza, qui compte 2,3 millions d’habitants, est soumise depuis 2007 à un blocus israélien permanent qui pèse lourdement sur les conditions de vie de la population du territoire.

  • Dans les #lagons polynésiens, les #déchets invisibles du temps du nucléaire

    En trente ans de présence sur le territoire polynésien puis à la suite de son démantèlement, le #Centre_d’expérimentation_du_Pacifique a produit de très nombreux déchets. Si certains ont été enterrés, d’autres ont été jetés dans le lagon. Les #risques que représentent ces déchets contaminés restent difficile à établir.

    Combien de tonnes de déchets gisent au fond des lagons polynésiens ? Difficile à dire. Il existe bien des #chiffres de l’Agence nationale pour la gestion des déchets radioactifs (Andra) : « 3 200 tonnes de déchets radioactifs ont ainsi été immergées dans les eaux territoriales françaises en Polynésie. » Mais prennent-ils réellement en compte l’ensemble des déchets jetés dans l’océan à l’époque des #essais_nucléaires ? Rien n’est moins sûr. Une partie de ces déchets n’ont sans doute pas été comptabilisés car ils n’ont simplement pas été inventoriés.

    Entre 1966 et 1996, 193 essais nucléaires ont été menés en #Polynésie, sur les #atolls de #Moruroa et #Fangataufa, dans l’#archipel_des_Tuamotu. Ces tirs aériens dans un premier temps, puis souterrains à partir de 1975, ont généré une très grande quantité de déchets plus ou moins radioactifs, c’est-à-dire qui ont la particularité d’émettre des rayonnements pouvant présenter un risque pour l’homme et l’environnement. Ces déchets sont très hétérogènes, ce sont à la fois les avions qui récupéraient les #poussières_radioactives dans les nuages, des moteurs d’engins, des matières plastiques, des tenues et des chaussures, des déchets inertes (gravats, terre…).

    Jeter dans le #lagon : une solution rapide et peu coûteuse

    L’immersion des déchets, soit le dépôt sur les #fonds_marins, est, à l’époque, une pratique commune. On parle « d’#océanisation » des déchets. En Polynésie, ces derniers sont ainsi stockés sur plusieurs sites entre les atolls d’#Hao et Moruroa, à partir de 1967. Une fosse de 2 500 mètres de profondeur est d’abord creusée à 8 km de Hao. Selon les chiffres de l’Andra, 310 tonnes de déchets radioactifs conditionnés en fûts de béton et 222 tonnes de #déchets_radioactifs en vrac ont été immergées sur le site nommé #Hôtel. Deux sites (#November et #Oscar) sont utilisés à Moruroa, pour procéder à des immersions de plusieurs tonnes déchets à partir d’hélicoptères et de bateaux.

    Mais pourquoi avoir pollué les eaux polynésiennes ? Selon l’Andra, « l’#évacuation en mer a été un moyen de gestion de tout type de déchets. Les déchets radioactifs n’ont pas fait exception à cette règle. Cette solution était considérée à l’époque comme sûre par la communauté scientifique car la dilution et la durée présumée d’isolement apportées par le milieu marin étaient suffisantes ».

    En l’absence de filière de gestion, l’océanisation apparaît comme la seule solution. L’éloignement des sites explique aussi ce choix, selon Jean-Marie Collin, directeur de la Campagne ICAN en France (Campagne Internationale pour Abolir les Armes Nucléaires) : « Ramener les déchets jusque dans l’Hexagone était une solution plus coûteuse et plus complexe. Creuser un trou dans le désert en Algérie ou jeter par-dessus bord en Polynésie étaient une alternative bien plus simple », regrette-t-il.

    Dans le livre Des bombes en Polynésie, l’historien Renaud Meltz détaille la pratique : « Les militaires tiennent l’inventaire à la Prévert, mois après mois, des quelques tonnes de petits matériels (900 paires de gants, 272 kg ; 883 combinaisons, 618 kg, 200 paires de pataugas 200 kg, etc.) et des milliers de tonnes de gros matériel sont livrés à l’océan. »

    En 1972, la Convention de Londres sur la prévention de la pollution des mers interdit l’immersion de déchets fortement radioactifs. Elle entre en vigueur en août 1975. Mais les Français font fie des réglementations internationales. Alors que l’immersion au large des côtes métropolitaines s’arrête en 1969, elle continue en Polynésie jusqu’en 1986.

    Des conditionnements sommaires

    Mais si ces déchets posent problème c’est aussi parce que leur #conditionnement a souvent été négligé. Pourtant, une procédure impose que « tous les déchets radioactifs doivent être déposés dans des sacs en vinyles soudés ou fermés hermétiquement par bandes adhésives. Ces sacs sont ensuite placés dans des fûts ou autres récipients lestés (ciment ferrailles). »

    En théorie, les déchets doivent donc être conditionnés selon leur #radioactivité. Dans les faits, tous ne le sont pas. « Seuls ceux dont la taille permet d’être entreposé dans des fûts profitent d’un conditionnement, les autres restent en vrac. Aussi, une partie des résidus, produits au fond des puits ou les bombes détonnaient n’ont jamais été remontés », écrit le chercheur spécialiste du nucléaire Teva Meyer dans l’ouvrage Des bombes en Polynésie.

    En 1970, huit fûts provenant des laboratoires de Mahina sont immergés sans conditionnement, après avoir été percés pour éviter l’éclatement. À partir de mars 1975, cinq avions Vautour utilisées pour traverser les nuages des explosions pour récupérer les poussières radioactives, sont coulés.

    En 1982, le rapport de la #mission_Haroun_Tazieff pointe les problèmes liés aux déchets dans le lagon, entraînés par la tempête en mars 1981. En 1988, la #mission_Calypso, dirigé par le commandant Cousteau, indique que Moruroa n’est pas un bon site de #stockage de déchets radioactifs. Ils considèrent qu’« il n’y a aucune raison de croire que si certains critères de confinement semblent nécessaires au stockage des déchets des centrales nucléaires civiles, ils ne soient plus nécessaires pour stocker les déchets des essais nucléaires militaires. » Trop tard, les immersions ont été faites, trop souvent sans protection.

    Quels #risques pour la population ?

    Aujourd’hui, les déchets datant de l’époque du nucléaire n’ont pas disparu des eaux polynésiennes. Représentent-ils un risque pour les populations ? Selon l’Andra, ces 3 200 tonnes de déchets radioactifs immergés représentent une activité totale inférieure à 0,1 TBq (térabecquerel).

    Le département de suivi des centres d’expérimentations nucléaires (DSCEN) en lien avec le Commissariat à l’énergie atomique et aux énergies alternatives (CEA) effectue une surveillance radiologique de Moruroa et Fangataufa depuis 1998. « Les #radionucléides d’origine artificielle mesurés dans les échantillons sont présents à des niveaux très faibles et souvent inférieurs ou voisins de la limite de détection des appareils de mesure de la radioactivité. Les concentrations mesurées dans le milieu terrestre et les sédiments marins gardent la trace des essais atmosphériques effectués sur les atolls de Moruroa et Fangataufa. Les niveaux d’activité dans ces compartiments restent stables, voire en légère diminution », note le rapport de 2021 du Ministère des Armées.

    « Mais qu’est-ce qu’un faible taux ? », s’interroge Patrice Bouveret, directeur de l’Observatoire des armements. « Un taux est acceptable lorsqu’il est socialement accepté par la population ? Toute radioactivité a un impact sanitaire sur l’humain, le végétal, l’animal, sur la vie en général ».

    Selon Patrick Bouisset, directeur du laboratoire d’étude et de suivi de l’environnement à l’IRSN (Institut de radioprotection de sûreté nucléaire), les déchets immergés ne représentent pas de risque particulier puisque la radioactivité s’est « diluée dans l’océan ». Quant aux déchets contenus dans des fûts, même « s’ils vont fuir avec le temps car rien n’est hermétique à l’échelle de quelques siècles », ces pollutions ne seront « pas visibles » considère ce physicien, chargé d’évaluer l’exposition radiologique en Polynésie hors des sites de Moruroa et Fangataufa.

    L’#imperméabilité des conditionnements inquiète aussi Bruno Chareyron, ingénieur et directeur du laboratoire de la CRIIRAD (Commission de recherche et d’information indépendantes sur la radioactivité) : « Il est difficile d’anticiper les conséquences de l’immersion des déchets. Ce qui est certain, c’est qu’on aurait dû les conditionner sur des sites capables de garantir le confinement pendant des dizaines et des milliers d’années. Balancer des déchets en mer, sans emballage particulier, comme pour les avions Vautour, ou même en considérant une enveloppe en vinyle, c’est dérisoire pour des éléments à très longue période physique. »

    Une étude indépendante pour confirmer l’absence de danger

    « Le problème c’est qu’on ne connaît pas la quantité exacte de déchets immergés », pointe Jean-Marie Collin qui regrette que les études concernant la radioactivité soient menées par « des instituts qui appartiennent à l’État ». « D’après les études réalisées, il semblerait qu’il n’y a pas de danger concernant ces déchets immergés. Je suppose donc qu’il n’y a pas de danger. Mais il serait intéressant que des études indépendantes soient menées pour corroborer les études existantes et ainsi assurer la sécurité et rétablir la confiance des Polynésiens ».

    Les impacts sanitaires et environnementaux découlant des déchets immergés sont ainsi difficiles à établir. Reste que, Moruroa et Fangataufa demeurent des atolls contaminés, où le plutonium subsiste dans les sols comme en surface. Hao, longtemps considéré comme« la poubelle du CEP » subit aussi d’importantes pollutions aux hydrocarbures.

    Durant plus de trente ans, si une partie des déchets ont été océaniser, les autres ont été enterrés ou abandonnés. Radioactifs ou pas, ces déchets portent « la charge symbolique des essais », estime Teva Meyer. « Ils demeurent souillés, voire ‘nucléaires’ pour certains, qui demandent qu’ils soient traités comme tels ».

      Les massacres commis par le Hamas dans le sud d’#Israël semblent avoir fait basculer les opinions publiques occidentales dans un soutien indéfectible à Tel-Aviv, estime ce journaliste israélien. Mais, à mesure que la situation des Palestiniens s’aggravera à #Gaza et en #Cisjordanie, ce soutien pourrait s’amenuiser.

      Le massacre de plus de 1 000 civils israéliens et l’enlèvement de dizaines d’autres servent désormais de base efficace à la diplomatie israélienne. Des pans importants des opinions publiques occidentales ont été révulsés par les tueries du 7 octobre et ont basculé. Mais pour combien de temps ?
      Pour le journaliste Amos Harel, du quotidien israélien de gauche Ha’Aretz, “il est peu probable que l’Occident donne indéfiniment un blanc-seing à Israël. L’État juif sait que la fenêtre d’action qui s’offre à lui n’est pas illimitée. Comme par le passé, il est difficile de synchroniser horloge militaire et horloge politique.”

      Pis, estime Amos Harel, deux États parmi les plus vieux pays arabes signataires d’un traité de paix avec Israël, l’#Égypte en 1979 et la #Jordanie en 1994, craignent de faire les frais de la contre-offensive israélienne, d’autant plus que la population du royaume hachémite est majoritairement d’origine palestinienne.
      “Jusqu’ici, cette dernière s’est montrée loyale envers Amman. Mais est-ce que cela durera indéfiniment ?”

      Enfin, la couverture médiatique de l’opération du #Hamas et de ses suites a relégué au second plan un autre problème : la Cisjordanie est également en proie aux violences. Près de 50 Palestiniens ont été tués la semaine dernière par des soldats israéliens et des colons juifs d’extrême droite.
      “La vraie menace réside en Cisjordanie, et il n’est pas certain que, malgré les slogans lancés par l’#extrême_droite présente au gouvernement, les #diplomaties_occidentales y soutiennent une répression israélienne d’une ampleur de Bouclier défensif [lancée par Ariel Sharon en avril 2002], qui avait vu Tsahal écraser et réoccuper les zones administrées par l’Autorité palestinienne”, soit 39 % des territoires autonomes #palestiniens de Cisjordanie.

  • A Textbook Case of Genocide

    Israel has been explicit about what it’s carrying out in Gaza. Why isn’t the world listening?

    On Friday, Israel ordered the besieged population in the northern half of the Gaza Strip to evacuate to the south, warning that it would soon intensify its attack on the Strip’s upper half. The order has left more than a million people, half of whom are children, frantically attempting to flee amid continuing airstrikes, in a walled enclave where no destination is safe. As Palestinian journalist Ruwaida Kamal Amer wrote today from Gaza, “refugees from the north are already arriving in Khan Younis, where the missiles never stop and we’re running out of food, water, and power.” The UN has warned that the flight of people from the northern part of Gaza to the south will create “devastating humanitarian consequences” and will “transform what is already a tragedy into a calamitous situation.” Over the last week, Israel’s violence against Gaza has killed more than 1,800 Palestinians, injured thousands, and displaced more than 400,000 within the strip. And yet Israeli Prime Minister Benjamin Netanyahu promised today that what we have seen is “only the beginning.”

    Israel’s campaign to displace Gazans—and potentially expel them altogether into Egypt—is yet another chapter in the Nakba, in which an estimated 750,000 Palestinians were driven from their homes during the 1948 war that led to the creation of the State of Israel. But the assault on Gaza can also be understood in other terms: as a textbook case of genocide unfolding in front of our eyes. I say this as a scholar of genocide, who has spent many years writing about Israeli mass violence against Palestinians. I have written about settler colonialism and Jewish supremacy in Israel, the distortion of the Holocaust to boost the Israeli arms industry, the weaponization of antisemitism accusations to justify Israeli violence against Palestinians, and the racist regime of Israeli apartheid. Now, following Hamas’s attack on Saturday and the mass murder of more than 1,000 Israeli civilians, the worst of the worst is happening.

    Under international law, the crime of genocide is defined by “the intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such,” as noted in the December 1948 UN Convention on the Prevention and Punishment of the Crime of Genocide. In its murderous attack on Gaza, Israel has loudly proclaimed this intent. Israeli Minister of Defense Yoav Gallant declared it in no uncertain terms on October 9th: “We are imposing a complete siege on Gaza. No electricity, no food, no water, no fuel. Everything is closed. We are fighting human animals, and we will act accordingly.” Leaders in the West reinforced this racist rhetoric by describing Hamas’s mass murder of Israeli civilians—a war crime under international law that rightly provoked horror and shock in Israel and around the world—as “an act of sheer evil,” in the words of US President Joe Biden, or as a move that reflected an “ancient evil,” in the terminology of President of the European Commission Ursula von der Leyen. This dehumanizing language is clearly calculated to justify the wide scale destruction of Palestinian lives; the assertion of “evil,” in its absolutism, elides distinctions between Hamas militants and Gazan civilians, and occludes the broader context of colonization and occupation.

    The UN Genocide Convention lists five acts that fall under its definition. Israel is currently perpetrating three of these in Gaza: “1. Killing members of the group. 2. Causing serious bodily or mental harm to members of the group. 3. Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part.” The Israeli Air Force, by its own account, has so far dropped more than 6,000 bombs on Gaza, which is one of the most densely populated areas in the world—almost as many bombs as the US dropped on all of Afghanistan during record-breaking years of its war there. Human Rights Watch has confirmed that the weapons used included phosphorous bombs, which set fire to bodies and buildings, creating flames that aren’t extinguished on contact with water. This demonstrates clearly what Gallant means by “act accordingly”: not targeting individual Hamas militants, as Israel claims, but unleashing deadly violence against Palestinians in Gaza “as such,” in the language of the UN Genocide Convention. Israel has also intensified its 16-year siege of Gaza—the longest in modern history, in clear violation of international humanitarian law—to a “complete siege,” in Gallant’s words. This turn of phrase that explicitly indexes a plan to bring the siege to its final destination of systematic destruction of Palestinians and Palestinian society in Gaza, by killing them, starving them, cutting off their water supplies, and bombing their hospitals.

    It’s not only Israel’s leaders who are using such language. An interviewee on the pro-Netanyahu Channel 14 called for Israel to “turn Gaza to Dresden.” Channel 12, Israel’s most-watched news station, published a report about left-leaning Israelis calling to “dance on what used to be Gaza.” Meanwhile, genocidal verbs—calls to “erase” and “flatten” Gaza—have become omnipresent on Israeli social media. In Tel Aviv, a banner reading “Zero Gazans” was seen hanging from a bridge.

    Indeed, Israel’s genocidal assault on Gaza is quite explicit, open, and unashamed. Perpetrators of genocide usually do not express their intentions so clearly, though there are exceptions. In the early 20th century, for example, German colonial occupiers perpetrated a genocide in response to an uprising by the Indigenous Herero and Nama populations in southwest Africa. In 1904, General Lothar von Trotha, the German military commander, issued an “extermination order,” justified by the rationale of a “race war.” By 1908, the German authorities had murdered 10,000 Nama, and had achieved their stated goal of “destroying the Herero,” killing 65,000 Herero, 80% of the population. Gallant’s orders on October 9th were no less explicit. Israel’s goal is to destroy the Palestinians of Gaza. And those of us watching around the world are derelict in our responsibility to prevent them from doing so.

  • #Gaza : le #droit_international comme seule boussole

    Le 7 octobre, le #Hamas a lancé une attaque sans précédent sur le sud d’Israël, semant la terreur et perpétrant de nombreux #crimes_de_guerre contre des #civils israéliens. En réponse à cette attaque, Israël a lancé une #opération_militaire d’une violence inédite sur la #bande_de_Gaza, alliant déplacements forcés de population et frappes indiscriminées, également constitutifs de crimes de guerre. Si rien ne peut justifier les crimes de guerre, quel que soit le camp, cette séquence s’inscrit cependant dans un contexte qu’il est indispensable de prendre en compte pour comprendre ce qu’elle représente et les conséquences dévastatrices qu’elle peut avoir.

    La bande de Gaza est, avec la Cisjordanie, l’une des deux composantes du #Territoire_palestinien_occupé. Après la Guerre des Six Jours, elle a, comme la Cisjordanie, fait l’objet d’une colonisation par Israël, avant que ce dernier ne l’évacue unilatéralement en 2005. L’année suivante, le Hamas gagnait les élections législatives à Gaza. L’UE exclut tout contact avec le Hamas compliquant la formation d’un gouvernement palestinien. S’en suit une guerre intra palestinienne entre Fatah et Hamas dans la bande de Gaza, qui se termine en 2007 par la prise de contrôle du territoire par le Hamas. Depuis cette date, un blocus est exercé par Israël sur Gaza, imposant ainsi une punition collective à 2,3 millions de Palestiniens et de Palestiniennes, à laquelle s’ajoutent depuis 2009 des bombardements réguliers et indiscriminés, qu’ils ne peuvent fuir. En conséquence de ces sévères restrictions à la liberté de mouvement des personnes et des biens, 97% de l’eau courante à Gaza est impropre à la consommation, le taux de chômage est de 47%, et 80% de la population dépend de l’aide internationale (données Oxfam).

    Ce #blocus est l’un des aspects du régime d’#apartheid qu’Israël impose à l’ensemble du peuple palestinien, c’est-à-dire un régime institutionnalisé d’#oppression et de #domination systématiques, établi dans l’intention de maintenir la #domination d’un groupe racial sur un autre, l’intention de le maintenir et qui comprend l’existence d’actes inhumains commis comme partie intégrante de ce régime, tels que l’ont récemment qualifiés de nombreux rapports Amnesty, Human Rights Watch et des Rapporteurs spéciaux de l’ONU.

    En décembre dernier, un gouvernement d’#extrême_droite a pris le pouvoir en Israël, renforçant ce régime d’apartheid et intensifiant la colonisation israélienne en Cisjordanie et à Jérusalem-Est. Au cours de l’année 2023, avant le 7 octobre, plus de 200 Palestiniens et Palestiniennes avaient déjà été tués par l’#armée_israélienne ou les colons, surtout en Cisjordanie mais aussi à Gaza. La #violence des colons a augmenté, autorisée et alimentée par le gouvernement israélien, menant à de nombreuses attaques sur des villages palestiniens. Sous les jougs conjugués d’ordres d’#expulsion et de la violence exercée par les colons, des communautés palestiniennes entières de la #zone_C ont été déplacées de force. Au sein de la société israélienne, mais aussi parmi les responsables politiques israéliens, les appels à la haine et au meurtre des Arabes palestiniens sont de plus en plus fréquents.

    Face à cette exacerbation de la violence, la communauté internationale, et l’UE en particulier, n’a réussi qu’à condamner, par des formules creuses et répétitives les multiples violations du droit international commises par Israël, sans jamais prendre de #sanctions.

    Tout cela, c’était avant le 7 octobre et l’attaque meurtrière du Hamas, qui tue plus de 1000 #victimes_civiles israéliennes et prend en #otages entre 120 et 200 personnes. Dans plusieurs lieux, des #meurtres_collectifs ont lieu, sans aucun doute constitutifs de crimes de guerre. Ces faits choquent l’opinion publique internationale et entraînent de nombreux messages de soutien à Israël de la part des responsables politiques, entre autres européens. Certains, tel le Secrétaire général de l’OTAN, Jens Stoltenberg, prennent la peine d’appeler à une réponse « proportionnée ». D’autres, comme la Présidente de la Commission européenne, se contentent d’apporter leur soutien sans faille à Israël, sans même rappeler les obligations qui lui incombent au regard du droit international.

    Depuis le début de la réponse militaire israélienne, les officiels israéliens multiplient les déclarations déshumanisant les Palestiniens, punissant collectivement la population de Gaza pour les crimes commis par le Hamas :

    Lundi 9 octobre, #Yoav_Gallant, le Ministre israélien de la Défense a déclaré : « J’ai ordonné un siège complet de la bande de Gaza. Il n’y aura pas d’électricité, pas de nourriture, pas de carburant, tout est fermé. Nous combattons des animaux humains et nous agissons en conséquence ».

    Mardi 10 octobre, le chef de la Coordination de l’administration civile dans les territoires (COGAT), le général #Ghassan_Alian a annoncé opérer un #blocus_complet sur la bande de Gaza, coupant le territoire en #électricité et en #eau, ne lui promettant que des dommages, et déclarant à l’adresse du Hamas : « Vous avez voulu l’enfer, vous aurez l’enfer ! ».

    Jeudi 12 octobre, le ministre israélien de l’Energie #Israël_Katz a déclaré : « Aucun interrupteur électrique ne sera allumé, aucune pompe à eau ne sera mise en route et aucun camion de carburant n’entrera tant que les Israéliens enlevés ne seront pas rentrés chez eux (…). Et personne ne peut nous faire la morale ».

    Vendredi 13 octobre, le gouvernement israélien a ordonné une #évacuation de toute la population du nord de la Bande de Gaza, soit 1,1 million de Palestiniens, vers le sud de la Bande de Gaza. Il s’agit d’un #déplacement_forcé de la moitié de la population de Gaza, déjà coupée d’électricité, d’eau et de carburant. Les organisations humanitaires ont tout de suite dénoncé l’impossibilité que cela puisse se passer sans conséquences catastrophiques. Depuis vendredi, plusieurs organes et responsables de l’ONU, l’UNRWA, l’OMS, le chef de l’aide humanitaire de l’ONU sont sortis de leur réserve habituelle et tirent la sonnette d’alarme. MSF multiplie également les déclarations pour dénoncer l’insoutenabilité de la situation sanitaire. Les témoignages qui nous viennent de Gaza sont glaçants : rationnement en eau des enfants, un boulanger qui ne peut plus faire de pain faute d’électricité, les cadavres qui ne trouvent plus de place dans les morgues, ou qui pourrissent sous les décombres.

    Depuis le début de l’attaque militaire israélienne contre Gaza, quelques 2778 Palestiniens sont morts, 9 938 personnes sont blessées, dans un système de santé qui s’est totalement effondré
    (données du 16 octobre).

    Pour rappel, 70% de la population de Gaza sont des #réfugiés, c’est-à-dire que leurs familles ont été chassées de leurs maisons par les Israéliens lors de la #Nakba (mot arabe qui signifie la « catastrophe » et qui désigne, pour les Palestiniens, l’exil forcé de 700 000 d’entre eux, lors de la proclamation de l’État d’Israël en 1948). Ils attendent depuis de pouvoir exercer leur #droit_au_retour, consacré par la Résolution 194 de l’Assemblée générale des Nations Unies. Même si un #corridor_humanitaire était mis en place, nombreux sont celles et ceux qui refuseraient de partir, estimant que quitter la Palestine signifierait ne jamais y revenir. C’est en effet le sort subi par tous les populations palestiniennes déplacées depuis la Nakba de 1948.
    Ce qui se risque de se passer à Gaza est qualifié par de nombreuses voix palestiniennes, dont PNGO, le réseau des ONG palestiniennes mais aussi la Rapporteuse spéciale des Nations Unies Francesca Albanese, comme du #nettoyage_ethnique, comme une nouvelle Nakba. Par ailleurs, pour les principales organisations palestiniennes de défense des droits humains (Al Haq, Al Mezan, PCHR), il devient évident « qu’Israël impose délibérément au peuple palestinien des conditions de vie susceptibles d’entraîner sa destruction physique totale ou partielle ». Ces organisations « appellent les États tiers à intervenir de toute urgence pour protéger le peuple palestinien contre le #génocide ». Ce constat rencontre celui de la Fédération internationale des droits humains (FIDH) qui qualifie l’#ordre_d’évacuation des 1,1 million de Palestiniens du nord de la bande de Gaza de « tentative de déplacement forcé et illégal de civil⋅es pouvant refléter une intention génocidaire ». Cette qualification est également appuyée par un historien spécialisé dans l’étude de l’Holocauste et du génocide, Raz Segal. Selon lui, « l’assaut contre Gaza peut également être compris en d’autres termes : comme un cas d’école de génocide se déroulant sous nos yeux ».

    Pendant ce temps, la situation en Cisjordanie et à #Jérusalem-Est se détériore aussi. Comme le fait remarquer Yehuda Shaul, le fondateur de l’ONG Breaking the Silence, et directeur du think tank israélien Ofek, « les crimes de guerre du Hamas sont l’occasion pour la droite israélienne de faire avancer son programme messianique au-delà de la réponse de l’armée israélienne à Gaza. De la reconstruction des colonies à Gaza à l’intensification de la prise de contrôle du Haram al Sharif [l’Esplanade des mosquées]-Montagne du Temple, en passant par les pogroms en Cisjordanie ». En Cisjordanie, 55 Palestiniens ont été tués par les colons et par l’armée en une semaine.

    En Israël même, la situation de la population palestinienne et de celles et ceux qui défendent leurs #droits devient très difficile. Suite à l’attaque du Hamas et les appels à la #revanche partout dans la société israélienne, les Palestiniens d’Israël (18% de la population) craignent de sortir de chez eux. Les Israéliens et Israéliennes du « camp de la paix » vivent aussi des moments compliqués, d’une part parce que de nombreuses victimes du Hamas étaient des militants et militantes pour la paix, d’autre part parce que la défense de la population civile palestinienne de Gaza et la nécessité d’une réponse israélienne mesurée n’est même plus audible dans l’opinion publique actuelle en Israël.

    "En refusant systématiquement d’obliger Israël à respecter le droit international et en laissant les violations impunies, la communauté internationale porte une responsabilité écrasante dans la situation désespérée que nous connaissons aujourd’hui."

    Face au drame qui se déroule sous nos yeux, la boussole de la Belgique et de l’Union européenne doit plus que jamais rester le droit international et la protection de la vie, de la dignité et des droits humains. Pour l’UE et la Belgique, la priorité doit aujourd’hui être de mettre tout en œuvre pour obtenir un cessez-le-feu, la protection de toutes les populations civiles, et un accès à l’aide internationale pour la population gazaouie actuellement en urgence humanitaire absolue. Elles doivent également appeler à la libération de tous celles et ceux qui ont été illégalement privés de leur liberté, les otages retenus par le Hamas, comme les prisonniers politiques palestiniens arrêtés dans le cadre de la répression de la résistance à l’occupation. L’UE et la Belgique doivent en outre exiger d’Israël la levée du siège de la bande de Gaza, et cela dans une perspective de levée du blocus et d’une reconnexion du territoire avec le reste du territoire palestinien occupé. Elles doivent également s’attaquer aux causes structurelles du présent conflit en adoptant des mesures contraignantes contre Israël afin qu’il mette fin à l’occupation, à la colonisation et à l’apartheid contre le peuple palestinien, à commencer par la fin du commerce avec les colonies israéliennes. Enfin, la Belgique, pionnière historique de la lutte contre l’impunité en matière de crimes de guerre, doit apporter un soutien politique et financier à l’enquête en cours à la Cour pénale internationale sur la situation en Palestine et encourager le procureur de la Cour pénale à en faire une priorité afin que tous les criminels de guerre soient rapidement tenus responsables.

    L’armée israélienne a ordonné à tous les habitants du nord du territoire, y compris les malades et les blessés, de se rendre dans le sud en vue d’une intervention terrestre. Dans un communiqué, l’Organisation mondiale de la santé (OMS) « condamne fermement les ordres israéliens réitérés d’évacuer 22 hôpitaux traitant plus de 2 000 patients dans le nord de Gaza ». Elle souligne qu’en raison de l’état de saturation des structures du sud de Gaza ce « serait l’équivalent d’une peine de mort ».

    « L’évacuation forcée de patients et de travailleurs de santé aggravera davantage la catastrophe humanitaire et de santé publique actuelle », note l’OMS. Les patients gravement malades, en soins intensifs ou sous dialyse, les nouveau-nés en couveuses, les femmes enceintes souffrant de complications « risquent tous une détérioration immédiate de leur état ou la mort s’ils sont obligés de se déplacer et sont privés de soins vitaux pendant leur évacuation ».

    Un squat d’habitation à durée indéterminée a ouvert à Briançon ce lundi 7 août 2023 : le #Pado, pour répondre à un besoin d’hébergement dans le Briançonnais ; les structures d’accueil institutionnelles et associatives étant actuellement plus que pleines.
    Nous avons l’idée et l’espoir de pouvoir proposer un nouveau lieu d’habitation pour les personnes sans-pap, dans des conditions plus vivables, car le bâtiment est grand et fait pour accueillir beaucoup de monde.
    Pour l’instant nous n’avons ni l’eau ni l’élec car elles ont été coupées illégalement pendant une intervention coûteuse menée par la mairie, la police nationale et la société d’électricité EDSB, visant à détruire l’infrastructure électrique en amont du bâtiment. Ils ont choisi de rendre invivable le bât plutôt que de nous expulser, en nous forçant à vivre dans des conditions précaires pour qu’on abandonne cet endroit.
    Nous réaffirmons la pertinence d’initiatives en dehors du cadre institutionnel ou associatif, ceux-ci étant trop étroits pour répondre à l’ampleur et la complexité de la situation.

      Lundi 11 décembre, Mr. le Maire de Briançon signifiait aux occupants du bâtiment les Jeunes Pousses (dénommé le Pado), un arrêté relatif à l’évacuation du bâtiment dans les 36 heures, afin de soi-disant prévenir « un péril grave et imminent » que les occupants feraient courir au voisinage. Cette évacuation s’est opérée ce matin.

      Certes, les conditions d’habitation de ce bâtiment étaient très précaires, sans eau ni électricité dont la coupure en alimentation n’avait en réalité pour seul but que de rendre le lieu invivable pour ses habitants.

      Mais depuis 4 mois, l’occupation du bâtiment des Jeunes Pousses a permis d’accueillir les personnes exilées, en particulier après la fermeture temporaire du bâtiment accueillant le refuge solidaire pour cause de sur-occupation. Jusqu’à plus de 300 personnes ont pu y être hébergées alors que les autorités restaient sourdes à toute demande d’aide pour l’hébergement d’urgence de la part des associations gérant et soutenant le refuge solidaire.

      Il y a urgence à remettre la responsabilité de la situation sur les pouvoirs publics et à cesser de criminaliser la solidarité.

      Si le gouvernement et les pouvoirs publics locaux respectaient la dignité et les droits des personnes, ce squat n’aurait jamais existé, ni le refuge solidaire, ni les maraudes que nous menons avec Médecins du Monde et bien d’autres personnes dans nos montagnes, pour mettre d’autres personnes à l’abri et en sécurité.

      Notre Association Tous Migrants dénonce depuis 7 ans la politique dangereuse, illégale et barbare des gouvernements français et européens.

      Dangereuse, parce que cette politique est responsable de la mort de milliers de personnes en Méditerranée, de centaines de personnes à la frontière franco-britannique, d’une cinquantaine de personnes dans les Alpes dont 10 dans nos montagnes frontalières. Les 3 personnes qui ont perdu la vie depuis cet été sont mortes sur le territoire de la commune de Briançon : Moussa le 7 août, Mohamed le 14 octobre, Mahadi le 29 octobre.

      Cette politique est illégale, parce que les Briançonnais doivent savoir que dans les cas où les personnes exilées parviennent à contester en justice les refus d’entrée ou les obligations de quitter le territoire français, le tribunal administratif annule les décisions des préfectures et souligne que « la situation à la frontière franco-italienne ne peut justifier que les droits des personnes soient bafoués ».

      Cette politique anti migratoire est également barbare et lourde de conséquences pour nos sociétés.

      Parce que tendre des guets-apens et traquer les personnes exilées dans la montagne comme des bêtes sauvages et dangereuses, c’est de la barbarie.

      S’il n’y avait pas les maraudes, Refuges Solidaires et le Pado, les personnes exilées seraient contraintes comme à Calais, à Paris et dans bien d’autres villes de survivre dans la rue et dans les terrains vagues dans le dénuement le plus complet. Leur refuser l’accès à un toit et même à l’eau potable, comme c’était le cas à Briançon au Pado, c’est aussi de la barbarie.

      Refouler systématiquement les personnes à la frontière, parfois en les humiliant, déchirer leurs papiers et leurs maigres affaires, démanteler les campements de fortune en permanence à Calais et Paris et ailleurs, expulser des squats en plein hiver sans solution alternative, c’est de la barbarie.

      Ces politiques qui tentent de déshumaniser les personnes exilées alimentent et légitiment la xénophobie et le racisme, et constituent, comme l’histoire l’a trop souvent montré, un préalable aux pires exactions.

      Comme le disent nos amis de la Cimade, « il n’y a pas d’étrangers sur cette terre ». À l’heure des périls planétaires qui menacent, il est encore temps de choisir l’entraide et la coopération, plutôt que la domination et l’exploitation, de choisir l’humanité plutôt que la barbarie. C’est notre choix et celui d’une grande partie des habitants du Briançonnais et cela contribue à la fierté et à la renommée des Hautes-Alpes dans le monde entier.

      Désormais, ce n’est pas seulement pour son climat, son patrimoine et ses montagnes que les touristes viennent toujours plus nombreux dans notre région, mais aussi pour l’engagement concret de ses habitants en faveur d’un accueil digne des personnes exilées qui frappent à nos portes.

    The Home Office is planning to use disused cruise ships to house asylum seekers amid growing anger from Conservative backbenchers over the use of hotels in their constituencies.

    Ministers are looking at possible vessels including a former cruise ship from Indonesia, which would be moored in south-west England, the Guardian understands.

    During the Conservative leadership campaign last summer, Rishi Sunak proposed putting illegal immigrants on cruise ships moored around the country but was warned it could be illegal under the Human Rights Act and the European convention on human rights.

    Downing Street confirmed he had dropped the idea to use the ships to house asylum seekers, which critics said would amount to arbitrary detention, once he became prime minister last October.

    Sources suggested, however, that the cruise ships could be registered as hotels rather than detention centres to get around possible legal challenges.

    The immigration minister, Robert Jenrick, is due to make an announcement on Wednesday regarding asylum accommodation amid speculation that it will include the use of boats and military barracks. It could also disclose plans to make use of a clause in the levelling up bill to force councils to accept large-scale accommodation for those seeking asylum.

    Multiple reports on Tuesday night suggested a plan to house asylum seekers on giant barges normally used for offshore construction projects could also be announced.

    The barges are built to house hundreds of people, although a government source told the Times that plans were at an “early stage” and had significant practical issues that needed to be addressed.

    The disclosure comes as the Home Office admitted nearly 400 hotels across the country were being used to accommodate more than 51,000 people at a reported cost of more than £6m a day.

    Sunak is under pressure to come up with alternatives as Conservative MPs, including members of his own cabinet, object to plans to move some people from hotels into former military bases.

    Suella Braverman, the home secretary, is expected to announce alternatives to hotel accommodation as soon as this week. They are expected to be used for new arrivals initially, rather than to rehouse people who are in hotels.

    The prime minister managed to face down a potentially big rebellion on Monday as up to 60 Tory MPs attempted to amend the new illegal migration bill by giving UK courts the power to ignore rulings by Strasbourg judges.

    Whitehall sources confirmed that the government had “in recent months” examined plans including using cruise ships from across the world, which could be brought to the UK and then used to house asylum seekers.

    The ships would be moored off the coast, emulating an approach by the Scottish government, which housed Ukrainian refugees in two 700-cabin ships. They were docked in Glasgow and Edinburgh and could hold 1,750 people each.

    Braverman said she would not rule out the use of former cruise ships when questioned in December by a House of Lords committee. “We will bring forward a range of alternative sites, they will include disused holiday parks, former student halls – I should say we are looking at those sites – I wouldn’t say anything is confirmed yet.

    “But we need to bring forward thousands of places, and when you talk about vessels all I can say is – because we are in discussion with a wide variety of providers – that everything is still on the table and nothing is excluded,” she said.

    It comes amid a Tory backlash over hotels in constituencies being used to house asylum seekers.

    Ministers had also drawn up plans to use two military bases that were identified to house asylum seekers earlier this year – RAF Scampton, the Dambusters’ base in Lincolnshire, and MDP Wethersfield in Braintree, Essex. But they are facing opposition from local Conservative politicians. Council leaders in Braintree are taking legal action to stop up to 5,000 people being moved to the site over the space of a year.

    James Cleverly, the foreign secretary, who is the local MP, wrote on his Facebook page that Wethersfield was inappropriate as an asylum camp because of “the remote nature of the site, limited transport infrastructure and narrow road network”.

    The local council in Scampton is seeking listed status for the Lincolnshire base, while historians and RAF veterans have written to the government asking for the plans to be halted.

    One government source, asked about the possible use of cruise ships, said ministers were working to end the use of hotels and bring forward a range of alternative sites for longer-term accommodation. But they would not discuss details of individual sites or proposals that could be used for bridging or asylum accommodation.

    A government spokesperson said: “We have always been upfront about the unprecedented pressure being placed on our asylum system, brought about by a significant increase in dangerous and illegal journeys into the country.

    “We continue to work across government and with local authorities to identify a range of accommodation options. The government remains committed to engaging with local authorities and key stakeholders as part of this process.”

      Migrants will be housed at two air force bases in a bid to cut down on the use of hotels and deter people from crossing the Channel on small boats, the immigration minister is expected to announce on Wednesday.

      #RAF_Scampton in Lincolnshire, the former home of the Dambusters and Red Arrows, and #RAF_Wethersfield in Essex are expected to be among the accommodation sites for asylum seekers confirmed by Robert Jenrick, despite local opposition.

      The announcement is being made with the aim of ending the use of hotels for migrants – a pledge the Prime Minister, Rishi Sunak, has made. More than 51,000 people are being housed in 395 hotels, according to the BBC, at an estimated cost of £5.6m a day. Holiday parks and student halls are not expected to be included on the initial list of new sites.

      The Foreign Secretary, James Cleverly, has found himself at odds with his own government over plans to house asylum seekers at RAF Wethersfield, which is in his constituency.

      Braintree District Council is taking legal action against the Home Office in an attempt to secure an injunction against plans to house 1,500 migrants at RAF #Wethersfield.

      Veteran Tory MP Sir Edward Leigh has meanwhile raised concerns that using RAF Scampton to house asylum seekers could put at risk a £300 million investment plan for the site.

      A plan to turn a former RAF base in Linton-on-Ouse, in the constituency of Mr Sunak’s close ally Kevin Hollinrake, into a processing centre for asylum seekers, was meanwhile ditched under Liz Truss.

      During the Tory leadership contest last summer, the Prime Minister pledged to use “cruise ships” as part of efforts to “end the farce of millions of pounds of taxpayers’ money being spent every day on housing illegal migrants in hotels”.

      Downing Street did not respond to a question on whether that meant the prospect of using cruise ships has now been shelved.

      The Guardian reports that the Government was considering a former cruise ship from Indonesia, which would be moored in south-west England, as a possible site.

      According to The Sun, an announcement on nautical accommodation will be made in the coming days.

      There are reports ministers are said to be considering obtaining accommodation barges – typically used for offshore construction projects with only basic facilities – which could house hundreds of migrants who are currently in hotels.

      The plan is at an “early stage”, The Times reported, with ministers not yet decided on where the barge or barges will be stationed, though they are expected to be stationed at port, rather than at sea.

      A source told The Times the Government was aware of “significant practical issues” with these vessels, and it was not clear how safety would be dealt with, though a source told the newspaper: “It’s a row we’re prepared to have.”

      The Government is said to be keen on the idea as a way to discourage people from crossing the Channel and is pointing to countries like France housing refugees in floating vessels.

      Meanwhile, right-wing Tory rebel Jonathan Gullis said it would be “perfectly acceptable” to house asylum seekers in tents while they await for deportation, amid concerns about the cost of hotels.

      During a debate on the Illegal Migration Bill, ministers were also urged to give “serious assurances” they will not return to the “barbaric days” of detaining children in immigration centres.

      Conservative former minister Tim Loughton led calls for the Government to confirm it would not place migrant children in indefinite detention if they come to the UK by unauthorised means.

      Centrist Tories were joined by MPs from across the political spectrum who are worried that a coalition government-era policy not to detain children could be overturned.

      The announcement comes after months of pressure from Tory MPs over the use of hotels for asylum seekers, at a cost of £5.6m a day.

      But it will also be a test of the Government’s ability to override local opposition to build new asylum sites.

      Plans for alternative sites have however triggered a backlash from some Tory MPs over now-abandoned plans to house asylum seekers in Pontins holiday parks in Southport and Camber Sands.

    • Au Royaume-Uni, des #barges pour parquer les réfugiés qui traversent la Manche

      Le gouvernement britannique multiplie les annonces censées dissuader les migrants de traverser. La dernière innovation prévoit d’installer les demandeurs d’asile sur d’anciennes embarcations, dans les ports, le temps de leur procédure. Le premier ministre se targue d’avoir déjà fait baisser le nombre de passages depuis la France.

      LeLe feuilleton au Royaume-Uni se poursuit. Les exilé·es, qui en sont les actrices et acteurs principaux, ne sont pour autant jamais consulté·es. On parle d’elles et d’eux comme des « indésirables » qu’il faudrait éloigner, tantôt en usant de machines capables de générer des vagues en mer, tantôt en les parquant sur des ferrys hors d’usage en mer.

      Il y a eu ensuite l’accord non officiel signé entre le Royaume-Uni et le Rwanda, visant à acter le projet de sous-traitance des demandes d’asile à un pays tiers. Un accord décrié et vivement critiqué par les membres de la société civile, mais aussi des chercheurs et chercheuses, qui soulignaient combien cette externalisation venait saboter le droit d’asile.

      Faute de pouvoir encore les envoyer au Rwanda – l’accord a fait l’objet d’un recours devant la Cour européenne des droits de l’homme (CEDH), puis devant la justice britannique fin 2022 –, le gouvernement a décidé plus récemment d’installer une barge au sud-ouest du pays pour y parquer les demandeurs et demandeuses d’asile qui parviendraient à rejoindre le Royaume-Uni de manière irrégulière.

      L’objectif ? Dissuader les personnes exilées de tenter la traversée de la Manche, alors que le nombre de traversées n’a jamais été aussi élevé en 2022, et qu’un terrible naufrage survenu le 24 novembre 2021 ayant coûté la vie à au moins 27 migrant·es est venu souligner les défaillances du secours en mer.

      Satisfait des résultats de son « plan », le premier ministre britannique, Rishi Sunak, a annoncé l’installation de deux nouvelles barges pour l’accueil de demandeurs et demandeuses d’asile, d’une capacité de 500 personnes chacune, d’ici cet été. Le gouvernement entend ainsi réduire de moitié la facture correspondant à l’hébergement des migrant·es dans les hôtels du pays, qui s’élèverait à 6 millions de livres (soit environ 7 millions d’euros) par jour.
      Un « plan » qui fonctionnerait déjà

      La toute première barge, baptisée Bibby Stockholm, a fait l’objet d’une rénovation à Falmouth et sera installée au port de Portland, une petite île située au sud-ouest de Londres. Elle devrait accueillir 500 personnes pour un total de 200 chambres, et sera surveillée en permanence dans l’objectif de préserver la population locale, avancent les autorités.

      La barge aurait coûté, selon le journal The Times, près de 20 000 livres (soit 23 000 euros), et le dispositif coûterait « nettement moins cher que les hôtels », a affirmé Rishi Sunak. La ministre de l’intérieur britannique, Suella Braverman, avait déjà affirmé le souhait de freiner l’hébergement des demandeurs et demandeuses d’asile dans les hôtels, compte tenu du coût que cela engendrait « pour le contribuable ».

      Le 5 juin, le premier ministre a tenu un discours particulièrement dur à leur endroit, renvoyant dos à dos les difficultés économiques rencontrées par les Britanniques dans un contexte d’inflation et le coût de l’accueil des migrant·es.

      « Notre plan commence à fonctionner. Avant que l’on ne le mette en place en décembre, le nombre de personnes ayant traversé illégalement la Manche avait quadruplé en deux ans. Mais en cinq mois, les traversées ont baissé de 20 % par rapport à l’an dernier », a-t-il rassuré. Ce serait la première fois, insiste Rishi Sunak, qu’une baisse des arrivées serait observée sur la période de janvier à mai.

      « Je ne me reposerai pas tant que les bateaux ne sont pas stoppés », a-t-il poursuivi, indiquant utiliser « tous les outils à disposition » ; à commencer par la diplomatie, puisque le partenariat avec la France aurait permis d’empêcher 33 000 traversées en 2022, soit une hausse de 40 % des interceptions.

      L’accord signé avec l’Albanie en décembre dernier, pour réduire les migrations depuis « un pays sûr, européen », aurait lui aussi porté ses fruits. Alors que les Albanais·es représentaient un tiers des arrivées en small boats (lire nos reportages ici et là), Rishi Sunak se vante d’avoir ainsi fait baisser ce chiffre de près de 90 %, et d’avoir expulsé 1 800 ressortissant·es albanais·es en l’espace de six mois.

      « C’est bien la preuve que notre stratégie de détermination peut fonctionner. Quand les gens savent qu’en venant ici illégalement, ils ne pourront pas rester, ils ne viennent plus. »

      Pour « sortir » les demandeurs et demandeuses d’asile du schéma classique d’hébergement dans les hôtels, le gouvernement compte par ailleurs se servir de lieux « alternatifs », comme des bases militaires situées à Wethersfield et à Scampton, où des centaines de personnes devraient être transférées d’ici à cet été, et 3 000 d’ici à l’automne. Celles et ceux restant dans les hôtels pourront être amenés à partager une même chambre avec plusieurs personnes, « lorsque c’est approprié ».
      L’externalisation toujours d’actualité

      « Et je dis à ces migrants qui protestent : ceci est plus que juste. Si vous venez ici illégalement, en quête d’une protection après avoir fui la mort, la torture ou la persécution, alors vous devriez pouvoir partager une chambre d’hôtel, payée par le contribuable, dans le centre de Londres. »

      À l’avenir, le gouvernement britannique mise aussi sur la réforme de la loi sur l’immigration et espère, une fois tous les recours en justice « terminés », pouvoir mettre en pratique la nouvelle loi sur la migration, qui permettrait de placer en détention toute personne arrivée illégalement sur le territoire, avant de l’expulser, soit vers son pays d’origine, soit vers un pays tiers comme le Rwanda, avec lequel un accord a été signé en ce sens.

      « Nous voulons que les choses soient claires, a martelé Rishi Sunak lors de son discours empli de fermeté. Je sais que ce sont des mesures difficiles. Et je ne m’en excuserai pas. »

      Dans un rapport rendu public le 11 juin, le comité mixte des droits de l’homme du Parlement britannique a exhorté le gouvernement à « ne pas enfreindre ses obligations légales envers les réfugiés, les enfants et les victimes de l’esclavage moderne », et à « jouer son rôle dans le système international de protection des réfugiés ». Invitée à répondre aux questions des membres de ce comité, la ministre de l’intérieur n’a pas donné suite.

      Le rapport final, qui contient une liste de recommandations telles que le respect effectif du droit d’asile ou du droit européen (comme les mesures de la CEDH), le non-recours à la détention des migrant·es et la protection des mineur·es non accompagné·es et autres publics vulnérables, appelle le gouvernement à répondre dans les deux mois.

      Celui-ci n’y répondra sans doute pas, considérant que la lutte contre la « migration illégale » est une priorité urgente pour laquelle tous les moyens sont permis.
      La société civile ne cesse de dire son inquiétude

      « Nous sommes profondément inquiets de voir que le gouvernement prévoit d’héberger un nombre grandissant de demandeurs d’asile dans des lieux totalement inadaptés à leurs besoins », avait dénoncé dans un tweet le Refugee Council, une organisation venant en aide aux personnes migrantes et réfugiées en Angleterre, réagissant à l’annonce de l’installation de la première barge.

      Sans compter la portée symbolique associée au fait de loger des personnes ayant traversé la Manche – et potentiellement d’autres eaux – à bord d’une embarcation qui, bien qu’elle soit à quai, ne peut que raviver le souvenir d’un parcours migratoire souvent dangereux et des vies que la mer emporte régulièrement, quand elle ne renforce pas le sentiment d’insécurité lié à une potentielle expulsion.

      Le Royaume-Uni a finalement réinventé le concept de « zone d’attente », mais pour les demandeurs et demandeuses d’asile. Reste à savoir dans quelle mesure leur liberté de circulation sera respectée ou non.

      Si le gouvernement britannique assure que la portée dissuasive de son discours et de ses mesures « fonctionne », il serait bon de se pencher sur les résultats concrets d’une telle politique, qui pousse les personnes exilées à davantage de précarité : celles qui n’osent effectivement plus tenter la traversée n’ont que la perspective des camps et de la rue pour horizon, à l’heure où l’État maintient une politique « zéro point de fixation » pour éviter que la jungle de Calais ne se reforme et où l’accueil des migrant·es est toujours plus décousu.

      Celles qui tentent toutefois de rejoindre le Royaume-Uni en small boat prennent de plus en plus de risques, partant désormais de communes plus éloignées des côtes anglaises pour éviter les contrôles et patrouilles des forces de l’ordre, dont les effectifs sont particulièrement présents aux abords des plages servant de points de départ.

      L’association Utopia 56, très présente sur le littoral pour venir en aide aux exilé·es, n’a d’ailleurs pas tardé à réagir aux annonces de Rishi Sunak. « Pourtant, ces quatre derniers jours, 1 519 personnes ont traversé la Manche et nos équipes ont reçu douze appels d’embarcations en détresse. Rishi Sunak, Gérald Darmanin, malgré les effets d’annonce, vos politiques violentes ne mènent à rien, sinon à pousser les personnes à risquer leur vie », a tweeté l’organisation le 14 juin.

    • Government quietly awards travel firm £1.6bn contract for asylum barges and accommodation

      Fury over astonishing sum to operate barges and run services to house asylum seekers in Britain

      An Australian travel firm previously slammed for its handling of Covid quarantine hotels has been quietly handed a £1.6bn contract covering the UK’s new asylum accommodation ships, The Independent can reveal.

      #Corporate_Travel_Management (#CTM) was put in charge of the lucrative two-year arrangement in February, weeks before the government revealed it would use a barge as its first offshore accommodation for asylum seekers.

      The contract was awarded directly to CTM without competition, and a lawyer with knowledge of the system said the government had pushed a wider deal originally drawn up for official travel “beyond what it was intended to be used for”.

      Ministers have repeatedly refused to detail the projected cost of Rishi Sunak’s controversial asylum vessels, while insisting they will be cheaper than using hotels that are currently costing £6m a day.

      This week, Suella Braverman told parliament’s Home Affairs Committee she could not predict the cost of the new Illegal Migration Bill, because there are “many unknown factors”.

      Three vessels so far have been announced, with a barge named the “Bibby Stockholm” due to arrive in Portland, Dorset later this month and a further two ships set for undisclosed locations.

      Richard Drax, the Conservative MP for South Dorset, said the public “should know how much is being paid” on the barge set-up and said the spending he was aware of so far was “alarmingly high”.

      “The point is this is taxpayers’ money,” he told The Independent. “This contract might actually be separate to what the ports are being paid.

      “Then on top of that, the police want money, the health authority wants money, of course the council wants money, and yet the government continues to insist that this is cheaper than hotels. The overall figure will be alarmingly high.”

      Yvette Cooper, Labour’s shadow home secretary, said the Home Office has “serious questions to answer”.

      “The Tories are spending more and more taxpayers’ money on their total failure to fix the asylum backlog they have created,” she added.

      “This is an incredibly expensive contract with no clarity on whether proper procedures have been followed, and the barges come on top of costly hotels, not instead of them, because of the government failure to take asylum decisions or get any grip.”

      The CTM contract, published under the title “provision of bridging accommodation and travel services”, states that it has an estimated value of £1,593,535,200 over two years and could be extended beyond 2025.

      The Home Office refused to answer The Independent’s questions on what portion of the contract covers barges, and parts of official documents headed “pricing details” have been redacted in full because of “commercial interests”.

      John O’Connell, chief executive of the Taxpayers’ Alliance, said: “This murky contract leaves taxpayers in the dark. The migrant crisis may require an urgent response, but bungled procurement has cost a fortune in recent years.

      “Ministers must ensure transparency and value for money when tendering services.”

      Answering a parliamentary question on the Bibby Stockholm in May, immigration minister Robert Jenrick said it would be managed “by a specialist and experienced provider, which has a strong track record of providing this kind of accommodation”. He added that the provider had “managed two vessels [housing Ukrainian refugees] in Scottish ports for the past year”.

      On its website, CTM describes itself as “a global provider of innovative and cost-effective travel solutions spanning corporate, events, leisure, loyalty and wholesale travel”.

      The firm says it was established in Brisbane in 1994 and has since grown from a “two-person start-up into one of the world’s most successful travel management companies”, operating across Australasia, Asia, the Americas, Europe, the Middle East and Africa. It has two UK offices in London and Manchester.

      The firm’s most recent financial report hailed record profits, having taken A$292m (£160m) in revenue over the last six months of 2022.

      A notice to its shareholders celebrated the new contract’s “significant impact” on financial growth, adding: “This work involves highly complex services and logistic support… CTM has both the experience and specialised knowledge to support this work.”

      The government placed the new barges under a pre-existing agreement with CTM for “travel and venue solutions”, which previously covered official bookings for conferences, flights, train tickets, hotels and vehicle hire for ministers and civil servants.

      A source familiar with the drawing up of the overarching framework accused the government of “pushing the scope beyond what it was intended to be used for”.

      “If products and services are outside scope there’s a procurement failure and the contract has been awarded without following the rules,” they told The Independent. “It doesn’t look like the right vehicle for this kind of contract and it looks like they’ve done it to minimise visibility.”

      The remit of CTM’s government work was widened during the pandemic and its general manager for northern England, Michael Healy, was made an OBE in the 2021 New Year honours list over the repatriation of British nationals stranded abroad during the Covid pandemic.

      A report by parliament’s Foreign Affairs Committee found that the operation was “too slow and placed too much reliance on commercial providers”, but CTM was then handed a contract for operating quarantine hotels and mandatory testing.

      In a series of angry Google reviews that dragged the company’s rating down to 1.4 stars, one person called CTM “incompetent”, while another wrote: “Shame on the Tory government UK, on whoever decided to give them this contract.”

      Several MPs raised their constituents’ poor experiences in parliament, with one presenting a formal petition demanding compensation and saying the way the contract was awarded “avoided due process or competition”.

      CTM was later involved in operations to transport Afghans and Ukrainians to the UK, and operated two cruise ships used to temporarily house Ukrainian refugees in Scotland.

      That contract, which was also awarded without competition under the same framework as the new barges, covered two ships and hotels, and had an estimated value of £100m.

      CTM declined to comment and did not answer The Independent’s request for details of what the contract covered.

      A Home Office spokesperson said: “The pressure on the asylum system has continued to grow and requires us to look at a range of accommodation options, which offer better value for money for taxpayers than hotels. It is right that we explore all available options.

      “CTM was awarded the contract to deliver accommodation for the Home Office after an extensive procurement process and has a strong track record of providing this kind of accommodation.

      “We are pleased that they will be providing management for Bibby Stockholm, the two additional vessels announced by the prime minister, as well as bridging accommodation and travel services.”

      Fanno discutere in UK, e non solo, le “prigioni galleggianti” volute fortemente dal primo ministro britannico Rishi Sunak e il ministro dell’Interno Suella Braverman. Una misura per risparmiare sul costo della prima accoglienza che ora prevede la sistemazione in albergo dei richiedenti asilo.

      “Bibby Stockholm” è il nome della chiatta marittima che per i prossimi 18 mesi sarà utilizzata dal governo britannico per “ospitare” fino a 506 richiedenti asilo uomini, tra i 18 e i 56 anni, in attesa che si concluda l’iter della domanda di accoglienza nel Paese.

L’attivista il 18 luglio scorso è stata arrestata «per essermi fermata in strada davanti al Ministero degli Interni con un cartello che diceva ‘Refugees Welcome’ e ‘No all’Immigration Bill, No Floating Prisons‘», ha dichiarato Tigs Louis-Puttick 1.

      Nello stesso giorno la “Bibby Stockholm” attraccava nel porto di Portland.

      Il nuovo piano del governo britannico prevede la prima accoglienza di 500 persone richiedenti asilo in una gigantesca chiatta-alloggio ancorata in un porto nel Canale della Manica, violando la libertà di movimento e il diritto alla privacy.

      Il 5 aprile 2023 l’Ufficio degli Interni britannico (Home Office) ha annunciato l’avvio di un piano per “accogliere” le persone migranti su una gigantesca chiatta-alloggio (la Bibby Stockhom), che giacerà all’interno del porto dell’isola di Portland, nel Canale della Manica. Secondo quanto dichiarato, la decisione è stata presa per “(…) ridurre l’insostenibile pressione sul sistema d’asilo britannico e ridurre l’onere economico che pesa sui contribuenti, causato dall’aumento significativo degli attraversamenti del Canale della Manica” 2. Da quanto emerge dalle dichiarazioni ufficiali dell’Home Office, la Bibby Stockholm diventerà operativa da luglio per un periodo iniziale di 18 mesi, e ospiterà fino a 500 richiedenti asilo uomini, tra i 18 e i 65 anni. La chiatta giacerà in un’area cosiddetta “protetta” del porto, da dove sarà possibile uscire e accedere al centro abitato solamente tramite un servizio autobus dedicato. A bordo, sarà presente un servizio di lavanderia, un catering per i pasti e degli spazi comuni. Sebbene sarà permesso scendere e accedere terra ferma, al momento, per gli ospiti, non è prevista l’erogazione di alcun servizio relativo all’accoglienza al di fuori del porto 3.

      È più che evidente come, l’Home Office miri alla limitazione della libertà di movimento delle persone migranti, riducendola ai minimi termini. Secondo quanto stimato da The Independent lo spazio che ogni persona avrà a disposizione sulla chiatta sarà di appena 15 metri quadri, “la misura di un posto auto”.

      Richard Drax, esponente del partito Conservatore britannico, l’ha definita una “quasi-prigione”, dove le persone saranno lasciate “sedute a girarsi i pollici”. Secondo James Wilson, direttore dell’organizzazione Detention Action (che fornisce supporto all’interno dei centri di detenzione per l’immigrazione illegale), non è che “(…) una chiatta angusta e simile ad una prigione” 4. E, a ragion del vero, è lo stesso Home Office, in diverse dichiarazioni ufficiali, a dichiarare esplicitamente la propria intenzione di “minimizzare l’impatto sulle comunità locali”, come dichiarato nel comunicato stampa del 5 aprile 2023, e ribadito, a più riprese nella Scheda Informativa disponibile sul proprio sito ufficiale.

      Di fronte all’ennesimo scenario di un sistema d’accoglienza sempre più restrittivo e non curante dei diritti delle persone richiedenti asilo, c’è chi non è rimasto indifferente e, anzi, ha dato il via ad una vera e propria lotta per i diritti delle persone migranti. In un’intervista per Melting Pot, parla Tigs Louis-Puttick, fondatrice dell’ONG Reclaim The Sea, che, fornendo lezioni di nuoto e surf alle persone migranti, ha l’obiettivo di accrescere la loro qualità di vita, e aiutarle trasformare il mare da un evento traumatico a uno spazio di libertà e guarigione. A maggio, Reclaimthesea ha redatto una lettera aperta a Suella Braverman, Segretaria di Stato per gli Affari Interni, domandando l’abbandono del progetto, firmata da 706 individui e 91 organizzazioni e collettivi, tra cui Medici Senza Frontiere UK e Sea-Watch. Lo scorso 21 maggio, insieme all’ONG Europe Must Act, Reclaimthesea ha guidato una protesta di fronte all’Home Office, e dato il via alla campagna “No floating prisons” (No alle prigioni galleggianti), che comprende una serie attività ed eventi di protesta e sensibilizzazione.

      «Abbiamo deciso di chiamare la campagna di protesta No floating prisons per l’approccio generale che ne rispecchia il carattere di questi luoghi. L’attuale processo di ristrutturazione della chiatta prevede l’aumento dei posti da 220 a 500, il che vorrà dire stipare le persone in pochissimo spazio, violando la loro privacy e il diritto allo spazio personale. Il piano è che, direttamente al loro arrivo, le persone saranno sistemate sulla chiatta, che pare non sarà nemmeno attraccata alla terraferma. Inoltre, Portland è un porto chiuso, recintato, non si può entrare ed uscire liberamente. Le autorità potrebbero arbitrariamente decidere di negare il permesso a lasciare il porto e, siccome è un porto privato, non abbiamo controllo sulle decisioni delle autorità, ne possiamo essere certi che daranno informazioni».

      Sui rischi delle prigioni galleggianti, Tigs dice: «La quasi totalità delle persone migranti presenti nel Regno Unito, hanno dovuto affrontare un attraversamento in mare, che sia dalla Libia all’Italia, dalla Turchia alla Grecia o il Canale della Manica. Molti di loro, hanno vissuto qualche tipo di trauma legato al mare. Per ciò, l’idea di farli stare ancora in una barca equivale letteralmente a relegarli nel reale, fisico luogo del trauma. Inoltre, solo il 25% degli uomini e il 18% delle donne provenienti dall’Africa Orientale (area di provenienza di molti dei richiedenti asilo nel Regno Unito) sa nuotare. Dunque, se per qualsiasi motivo qualcuno dovesse cadere in acqua dalla barca o dal molo, rischierebbe seriamente la morte, anche per via delle temperature gelide. Infine, molti hanno vissuto momenti di prigionia nei loro paesi d’origine o nei paesi transito. Arrivano qui e ciò che li aspetta è praticamente un’altra prigione».

      La preoccupazione delle prigioni galleggianti è anche legata all’accordo tra Regno Unito e Rwanda, che prevede la ricollocazione permanente dei richiedenti asilo arrivati irregolarmente nel Regno Unito al Rwanda, affinché la loro domanda d’asilo venga esaminata lì 5. «E’ sostanzialmente una sala d’attesa per chi sarà portato in Rwanda, che non è un paese sicuro, poiché ci sono già tantissimi rifugiati e poche risorse. Come si può pensare di portare qualcuno, che per esempio viene dall’Afghanistan, in Rwanda? Cosa faranno lì? Tutto ciò è solo un’esternalizzazione in stile coloniale delle responsabilità del Regno Unito verso il diritto all’ asilo. Ci preoccupa davvero il fatto che queste persone, possano essere spinte al suicidio, perché capiranno che stanno aspettando solo di essere deportate».

      Infine, secondo Tigs «ciò che sta facendo il Regno Unito fa parte di una tendenza più ampia che sta nascendo in Europa, copiata da Grecia e Italia, quando tenevano le persone in quarantena su una nave durante la pandemia. Nel 2021 ho preso parte ad una missione di soccorso con Sea Watch, siamo arrivati al porto di Trapani con 200 persone a bordo, dopo 12 giorni di navigazione, e un’enorme nave ci stava aspettando, per trasferire le persone dalla nostra imbarcazione. Le persone non volevano andare. Volevano scendere a terra. Avevano paura di cosa avrebbero trovato, di restare in acqua, di sentirsi male».

      In conclusione, sebbene sia la prima volta che il Regno Unito decida di adottare un sistema del genere, tenere le persone migranti il più possibile segregate rispetto alla popolazione locale, riducendo il loro spazio vitale al minimo, operare a risparmio sull’accoglienza ed esternalizzare le frontiere non rappresenta alcuna novità. Al contrario, è solo l’ennesimo triste passo verso una tendenza consolidata, dei democraticissimi stati europei, di lavarsi le mani dal dovere di salvare vite umane, accogliere, e rispettare il diritto all’asilo.

    • ‘Cabins slightly larger than a prison cell’: life aboard the UK’s barge for asylum seekers

      Home Office tour of asylum seeker Bibby Stockholm barge emphasises no-frills features including TVs that don’t work

      Each two-person cabin in the Bibby Stockholm barge, which is set to start accommodating asylum seekers imminently, has a small flat-screen television screwed to the wall opposite the bunk beds. Residents will not, however, be able to watch them because they have not been wired to anything.

      The timeline for the arrival of the first group of 50 asylum seekers has slipped from next week to “the coming weeks”, with the Home Office aiming to increase the number of occupants (or “service users”, as barge staff term them) to 500 by the autumn.

      Organising tours for journalists on Friday of the 222-cabin barge moored in Portland Port, Dorset, presented government officials with a PR conundrum.

      To underline that reliance on expensive hotel accommodation was being reduced, conditions needed to be shown to be less luxurious than hotels but not so austere that the barge could be classified as a floating prison.

      Officials have refused to provide any detail about the figures behind their assertion that the barge accommodation will be considerably cheaper than hotel rooms.

      When the facility finally opens, arrivals will make their way on to the barge via a gangplank, and through airport-style security. In line with the Home Office’s prevailing dislike of friendly murals and pictures, asylum seekers will be greeted by plain, undecorated walls, though a simple laminated A4 sheet stating “welcome” has been stuck on the wall of the reception room.

      Windowless corridors, narrow enough to trail your fingers along both walls as you walk through them, circle the perimeter of the barge, with about 50 rooms on the long edges. Empty of inhabitants, the very confined space feels clean and cool, with an atmosphere vaguely reminiscent of a faded cross-Channel ferry.

      Single-person cabins have been refitted with bunk beds to double the potential capacity of the vessel. Each cabin is slightly larger in size than a prison cell, a bit smaller than the most basic university accommodation, and is fitted with a shower and toilet, a cupboard, mirror, desk and (staff are keen to point this out as a positive feature) a window.

      There was a subtle difference in approach taken by the Home Office employees giving tours to journalists and the representatives of the firm subcontracted to manage the barge.

      Government officials were keen to emphasise the barge’s low-cost appeal, but staff working for the Miami-based Landry & Kling, which has been subcontracted by the Australian firm Corporate Travel Management (CTM) to run the vessel on behalf of the Home Office, wanted to highlight the “dignified” treatment that would be provided: a 24-hour snack bar, planned visits to local allotments, proposed walks and cycle trips for residents.

      Joyce Landry, the firm’s cofounder, valiantly described the Bibby Stockholm in an interview earlier this week with the Herald as “actually quite lovely”.

      In the centre of the barge there are two smallish outdoor areas where nets are soon to be installed to allow people to play volleyball or netball and possibly a very contracted form of football. There is a small gym with two running machines, and an education room with just eight seats.

      “The thing that puts this vessel above many others is that every room has a window. You won’t feel claustrophobic. The windows open, unlike in some hotels. There’s enough public space to have a sense of freedom and openness,” said a Landry & Kling staff member.

      The windows offer views of high metal fencing and naval works units. Whether or not residents, single men aged 18-65, who will be held here for up to nine months, will agree that there is a sense of freedom and openness is a moot point. Security staff are being trained to manage conflict on board.

      In the street by the port’s entrance local protesters have been displaying their anger about the barge all week, with some furious at the arrival of large numbers of asylum seekers so close to the small tourist town, and others protesting that asylum seekers should not be held on barges at all.

      Landry has spent the past three nights sleeping on the barge to experience conditions. A windy night prompted staff to request extra tethering to fix the barge to the shore.

      Landry & Kling staff said the Home Office had requested that the TVs (previously used by construction workers recently accommodated on the barge) should not be wired up.

      The Home Office staff said they wanted “to promote socialisation” by forcing people out of their rooms to watch television together in the two communal TV rooms.

      But the presence of non-functioning TVs may also signal a determination by the Home Office to show that its latest solution for housing asylum seekers is merely “basic and functional” and will offer no frills to residents.

      Before it housed oil and construction workers, the Bibby Stockholm was used in the 2000s by the Netherlands to house asylum seekers. An Amnesty report from 2008 documented the psychological trauma experienced by residents.

      The rare Home Office tour of facilities was designed to showcase progress away from housing 51,000 asylum seekers in hotels at a cost of £6m a day to a cheaper alternative.

      However, plans have only been laid out for alternative accommodation for 3,000 people who they now hope will be moved to new, ex-military facilities and the barge by the autumn.

    • ‘No timeframe’ on delayed opening of Bibby Stockholm asylum barge

      Transport minister says barge in Portland going through final checks amid row over safety concerns

      A UK government minister has said he “cannot put a timeframe” on when the Home Office will open a controversial giant barge meant to house asylum seekers, which has been further delayed for checks.

      The initial plan had been to move people on to the Bibby Stockholm in Portland, Dorset, from this week, with numbers due to rise over the coming months until the vessel held about 500 men.

      Asked on Sky News when the barge would be available, the transport minister Richard Holden said: “It’s going through its final checks at the moment. It’s right that … whatever accommodation we provide is safe and secure as well. I can’t put a timeframe on it.”

      Asked if safety concerns were delaying the opening, he said: “It’s going through final checks at the moment. With anything you would want them to be properly checked out.”

      The Guardian reported on Monday that the first asylum seekers were due to be moved onboard the vessel on Wednesday but that seems to have been delayed further with the minister now unwilling to put a timeframe on the move.

      Asked if it would be delayed as long as the Rwanda policy had taken to implement, Holden added: “I can’t comment on the ongoing process of checks and things that have to take place but it is my understanding (it is) in its final checks.”

      Fears had been expressed that the barge could become a “floating Grenfell” and endanger the lives of vulnerable people who have fled hardship and war as it has not received the relevant safety signoff.

      About 40 claimants staying in other Home Office accommodation had received transfer letters saying they would be moved to the 222-cabin vessel in Dorset, Whitehall sources said.

      More than 50 national organisations and campaigners, including the Refugee Council, Asylum Matters and Refugee Action, have called the government’s plan “cruel and inhumane”. They said the vessel was “entirely inappropriate” and would house traumatised migrants in “detention-like conditions”.

      People are meanwhile expected to be moved this week on to another site that has become a focus for protest, the disused RAF base in Wethersfield, Essex.

      Local people who attended an event convened by the Home Office in the village complained on Monday night of coming away even more frustrated because of what they said was a lack of answers.

      “It was actually embarrassing. They didn’t pass a microphone around and it seemed to be really badly organised so people just ended up shouting to be heard,” said Michelle Chapman, of the Fields Association, a residents group involved in a campaign against the centre.

      “It ended up being quite heated and people just came away feeling frustrated. If there was one answer it was a pledge that they would not bring in any more than 50 people in one go, but there is still confusion here and genuine anxiety.”

      The meeting, held in the village hall, was addressed by senior police officers as well as Home Office officials. Local council officials were also present at the meeting, where Chapman said there was standing room only.

      A Home Office spokesperson said that delivering accommodation on surplus military sites and vessels would provide cheaper and more suitable accommodation for those arriving in the UK in small boats.

      They added: “The first asylum seekers have now been accommodated at Wethersfield and we are working with stakeholders on a carefully structured plan to increase the number staying there in a phased approach.”

    • Transfer of asylum seekers to ‘floating coffin’ Bibby Stockholm postponed

      Nicola David of campaign group One Life to Live documents the reasons why Bibby Stockholm is being recognised as a potential death trap

      With the first asylum seekers due to step aboard Bibby Stockholm this week, the controversy surrounding the Home Office’s decision to contain people on the barge has further escalated. Serious safety questions are being raised about the barge’s setting, a berth at the Langham Industries-run Portland Port. As a direct consequence, the initial transfer of 40 vulnerable adults to Bibby Stockholm has been postponed. I calculate that delays to date have already cost the taxpayer over £3mn.

      This is the first time that asylum seekers are to be contained on a barge in the UK, and the scheme is already mired in misery. There were significant delays in dry dock, where rotten sections of the hull needed replacing. And my report found that keeping people on the barge won’t cost less than in hotels, which is the crux of the Home Office’s strategy.

      Now, I have found that the 47-year-old vessel has not yet passed fire safety checks, and there are grave concerns over serious and unresolved (and potentially unresolvable) safety and fire risks. There also appears to be confusion over which safety regulations will apply, given that the site straddles the sea and land and the engine-less vessel is effectively a hotel.

      Clear evidence is emerging that the decision to transfer vulnerable adults onto Bibby Stockholm was premature at best – and potentially negligent at worst. And politically, if safety concerns require the Home Office to significantly reduce the number of people on board, the cost per head would be a humiliating blow to the prime minister and home secretary, who are counting on large-scale containment sites such as this to put an end to the daily asylum seeker hotel bill.
      Bibby Stockholm: a disaster waiting to happen

      Bibby Stockholm was designed to hold 222 people in single cabins, but was recently reconfigured to hold 506 asylum seekers in multiple-occupancy rooms along with 40 resident staff. A further 20 staff will live off the barge; with some of these on duty, around 550 people could be on board at any time.

      This is 248% of the intended capacity – and more than the previous maximum of 472 asylum seekers held when the same vessel was used as an immigration detention centre in Rotterdam in 2005. I am also left wondering whether the barge’s insurers can have extended its cover to this permit this level of overcrowding, and whether they would refuse public liability claims for injury, death or damage from asylum seekers, staff or the port.

      Asylum seekers sharing small cabins will have “less living space than an average parking bay”, according to the Independent. The mayor of Portland, Carralyn Parkes, measured the cabins and found that those for two people averaged “about 10ft by 12ft”. This could lead to serious problems with exiting rooms, using corridors, and accessing fire exits – and it is not clear whether there are sufficient fire exits for the new, higher population.

      The width of the corridors on board is not publicly known, but following a tour of the barge the Guardian reported that they are “narrow enough to trail your fingers along both walls as you walk”. Given the excess numbers of people, this could result in deadly delays, bottlenecks, and trampling of fallen people.

      Bibby Stockholm has three floors and all of the corridors are configured in the same way. There are no external windows in the corridors, and in an emergency – particularly if smoke and/or dim lighting affect visibility – it is easy to imagine that people might become disoriented or be unable to locate the bow, stern, port or starboard sides. This could cause delays and increase panic.

      Factors that would impede escape

      Asylum seekers may have prior injuries relating to war, conflict or persecution, or may sustain injuries as direct result of an incident on the barge. In 2005, when a fire broke out at a Dutch detention centre in which 11 people died and 15 were injured, one man “suffered injuries to his neck, shoulders and chest when he fell from his bed … in panic after realising that the detention centre was on fire”. Either type of injury could impede escape in a major incident. Additionally, those suffering from the mental trauma of war, conflict or persecution may be less able to process evacuation and safety instructions.

      Local councillors who visited the barge on 27 July reported that there were also no lifejackets on the vessel. The windows on board can be opened, but it is understood that this is restricted and would not allow a person to escape in an emergency. Barge operator Landry & Kling also told journalists that there would be no fire drills on Bibby Stockholm.

      Any emergency would be further compounded by the presence of asylum seekers whose first language is not English, or who speak no English, and may struggle to understand verbal evacuation and safety instructions, especially in a state of panic.
      Access for emergency vehicles

      I am very concerned about the capacity of the small quayside compound, which could not possibly hold 550 people in an evacuation. To prevent asylum seekers leaving the site or walking around on the port, this compound is surrounded by a fence at least 15 feet high and is accessible only via two sets of locked gates. In a crush, people simply couldn’t get out. There is significant potential for a Hillsborough-like crush situation.

      The only way for emergency vehicles to access the vessel would be via this compound. Locked gates could be a problem; even with access, how would first-responders and ambulances get through large numbers of panicked people crowding into the enclosed area?

      Physical condition of Bibby Stockholm

      Bibby Stockholm was built in 1976. According to a recent FT article:

      “The hull was rotten … in places the steel hull had decayed to the point where it was dangerously thin, necessitating the replacement of entire sections … Bibby Stockholm was late out of Falmouth for good reasons, mostly age-related.”

      The repair work done at Falmouth may have fixed the localised problems, and the barge may (as the FT found) have passed its Lloyd’s inspections, but the rot and repairs may have undermined the overall structural integrity of the hull.

      This could leave the barge open to being adversely affected by extreme weather, including being knocked against the berth, or by the weight of the additional residents plus the commensurate additional furniture and stores.
      Complexity around safety

      The barge scheme straddles both water and land, rendering safety inspections and certification more complex and potentially confusing. At least five agencies are involved:

      Lloyd’s Register of Shipping
      The Maritime and Coastguard Agency
      Dorset Council, which regulates the safety of the barge
      The Health and Safety Executive (HSE), which regulates the surrounding quayside
      Dorset & Wiltshire Fire and Rescue Service.

      Health and safety concerns

      In the week commencing 24 July, the HSE visited the berth at Portland Port. It found that “a lot” of work was still required to be done by both Bibby Marine and Landry & Kling, the US-based subcontractor for operations.

      Landry & Kling co-founder Joyce Landry has claimed in an interview in The Herald that “fears about the conditions on board have been caused by a lack of accurate information,” and that Bibby Stockholm is “actually quite lovely”.

      Mark Davies, head of communications and campaigns at the Refugee Council, expressed concern, saying:

      “Like most people in the UK, we believe people seeking asylum – the vast majority of whom are refugees fleeing unimaginable horrors – should be treated with decency, respect and humanity. These are values people in Britain hold dear.”

      A 27 July report in the Guardian, highlighting some of these safety concerns, includes a statement from Dorset & Wiltshire Fire and Rescue Service which indicates that they are not yet satisfied with arrangements at the barge. They said they had “conducted visits to review fire safety arrangements on the Bibby Stockholm” and were continuing to liaise with other authorities “to ensure that appropriate fire safety measures under relevant legislation are in place”.
      Questions for the home secretary

      On 18 July it was reported that Chris Loder, MP for West Dorset, has said:

      “For months, I have been asking for sight of the safety risk assessments that should have been done to allow the Bibby Stockholm to be used in Portland Harbour … But visibility or assurances that adequate safety risk assessments have been completed have not been received.”

      Loder has written to the home secretary Suella Braverman and transport minister Baroness Vere to ask that they either stop the scheme or provide the necessary safety risk assessments confirming that the vessel can cope with double the weight that it was designed to bear.

      In May 2023, a caller named Mark told David Lammy MP on LBC Radio: “What they are effectively doing here is they are creating a potential Grenfell on water, a floating coffin … If there is a fire, people will die. In this case, people won’t die from the smoke or the flames, they will die from the stampede.”
      A failure both of competence and humanity

      The Home Office announced its intention to create a series of asylum seeker containment sites last year, but failed at the first hurdle with the cancelled plans for Linton-on-Ouse. The RAF Scampton and RAF Wethersfield sites now have permission to push ahead with a judicial review. Regardless, Scampton has been delayed until October, since the Home Office has failed for five months to survey the accommodation buildings and to engage tradespeople.

      At Wethersfield (the only large-scale site to have received any asylum seekers so far) there are cases of tuberculosis, scurvy and scabies. Legal action on human rights grounds is certain to follow at all sites, involving misery for individuals and a burden for the public purse.

      The Home Office appears to be embarrassingly unable to set up and manage these sites, or to show any humanity towards deeply vulnerable people. It certainly cannot deliver value for money. It is time for the Home Office to hire more asylum caseworkers to process the shameful backlog, and to put an end to large-scale containment – before we start to see them shifting into concentration-like detention centres.

      Fire Bridges Union (FBU) have brand Bibby Stockholm a ’potential deathtrap,’ while leaked health document warns of a potential diphtheria outbreak.

      The first 50 asylum seekers will board the controversial Bibby Stockholm barge “imminently," the British government told the BBC’s Radio 4 Today programme.

      The announcement comes just days after the Fire Bridges Union (FBU) raised concerns about overcrowding and fire exit access in a letter to the Home Secretary.

      The Bibby Stockholm, a 222-cabin barge moored off Portland port in Dorset, is anticipated to accommodate double its original capacity, with bunkbeds squeezed into single cabins.

      Narrow corridors, a lack of life jackets, and locked gates could create a “Hillsborough-type crush” and make it a “potential deathtrap,” the FBU warned.

      The evacuation point, a compound on the quayside, has been described by Dorset councillors as “completely inappropriate".

      “Firefighting operations on vessels such as the Bibby Stockholm provide significant challenges and require specialist training and safe systems of work. The diminished safety provisions only exacerbate our operational concerns,” Ben Selby, the assistant general Secretary of the FBU wrote.

      A leaked internal health document has also warned of the potential for “a significant outbreak” of diphtheria aboard the boat.

      It also highlighted the risk of the spread of a number of other infectious diseases including TB, Legionnaires’ disease, norovirus, salmonella, and scabies.

      The first group of asylum seekers was initially intended to arrive last Tuesday, but the date was pushed to this week amid health and safety concerns.

      The Home Office had already been forced to delay the first arrivals onto the vessel in order to carry out last-minute fire safety checks, after an intervention by health and safety officials.

      On Sunday, Shadow Immigration Minister Stephen Kinnock said the opposition Labour Party would have “no choice” but to continue housing asylum seekers on barges if it forms the next government.

      The news comes amid a raft of new anti-migration measures including a huge increase in fines for landlords and employers who house or employ undocumented migrants, and the revival of plans to fly asylum seekers to Ascension Island.
      Floating prisons

      The move to house asylum seekers on the barge in “detention-like conditions” has been condemned by over 50 national organisations and campaigners for being “cruel and inhumane".

      “(This) floating prison is very quickly going to turn into an overcrowded camp like Manston,” a member of Action Against Detention and Deportations (ADD) told MEE, referring to the short-term facility in Kent that was dangerously overcrowded.

      “There’s also a concern about how this might affect deportation,” they said.

      “We know that the Home Office cuts a lot of different admin procedures where they can, any route they can go through to detain people easily, they will do so… having that number of people in unsafe conditions… is a big concern.”

      It is the first time a large floating structure has been used as long-term housing for asylum seekers in the UK. In 2008, Algerian national Rachid Abdelsalam died from heart failure aboard the Bibby Stockholm when it was deployed in the Netherlands.

      Reportedly, guards were warned of his deteriorating condition and treated his heart irregularities with cough syrup.

      In 2022, also in the Netherlands, a major typhoid outbreak aboard an ageing cruise liner infected 52 asylum seekers and saw 20 staff members hospitalised after raw sewage contaminated the drinking water.
      No basic protections

      In the same letter, the FBU also expressed concerns about the government’s plans to exempt asylum seeker accommodation from requirements for a Houses in Multiple Occupation (HMO) license.

      In May this year, the Guardian reported the government plans to exempt asylum seeker accommodation from basic protections that govern HMOs in order to empty hotels of thousands of asylum seekers and transfer them to the private rented sector.

      The proposed changes would lift restrictions on electrical safety and minimum room sizes, and exempt landlords renting to multiple asylum seekers from requiring an HMO license for two years.

      “To strip away the very basic protections currently in place is appalling, allowing rogue landlords to house vulnerable men, women, and children in dangerous accommodation," a Refugee Council spokesperson told MEE.

      Care4Calais CEO Steve Smith told MEE that the plans treated asylum seekers as “second-class citizens.”

      “HMO licences exist for a reason,” Smith said.

      “Without them, people’s lives would be placed in the hands of unscrupulous landlords who are driven by money rather than providing safe and secure housing for tenants.”

      First asylum seekers to be housed on floating accommodation in Portland, Dorset, have arrived

      The first group of asylum seekers due to be housed on the Bibby Stockholm barge in Portland, Dorset, have been taken onboard.

      Buses were seen arriving at Portland on Monday morning as activists gathered at the entrance with “welcome” signs. About 50 asylum seekers are expected on Monday.

      The UK government wants to use barges and former military bases to accommodate some asylum seekers after the cost of housing them in hotels soared to £1.9bn pounds last year.

      Their arrival came amid confusion over the government’s immigration policies at the start of Rishi Sunak’s “small boats week”, during which the government is planning a series of eye-catching announcements.

      A Home Office minister indicated that up to 500 asylum seekers could be onboard by the end of the week. But No 10 appeared to suggest that the minister had misspoken. The same minister indicated that the Home Office was examining proposals to send asylum seekers to a UK territory in the south Atlantic. However, Whitehall sources said the proposal was not being pursued.

      The Bibby Stockholm was docked off the Dorset coast nearly three weeks ago and had been empty since due to health and safety concerns.

      The minister for safeguarding, Sarah Dines, told BBC Radio 4’s Today programme that while only a small number of asylum seekers were expected to be housed on the barge at first, it could increase rapidly to its capacity of about 500.

      Pressed on whether all of them could be onboard by the end of the week, Dines said: “Yes, quite possibly it will be 500. We are hoping.”

      She said the increase in the number of people on the ship would be gradual, despite concerns from the Fire Brigades Union that the vessel “is a deathtrap”.

      Later, the prime minister’s official spokesperson said: “Numbers will increase over time as you would expect for any new asylum facility. My understanding is that the Bibby Stockholm has an upward capacity of 500. We are looking to [reach] that number over time – I don’t think we are aiming to do it by the weekend.”

      Dines also claimed that ministers were “looking at everything” when asked about headlines in national newspapers claiming the government was looking again at sending asylum seekers to Ascension Island.

      Whitehall sources have indicated the plans are not being pursued. The prime minister’s official spokesperson would not comment on “speculation”.

      Ministers have repeatedly said the barge will be better value for British taxpayers and more manageable for local communities – a claim challenged by refugee charities. There has been local opposition to the plan because of concerns about the asylum seekers’ welfare, as well as the potential impact on local services.

      The refugee charity Care4Calais said it had stopped 20 people from being forced to board the barge so far, with referrals coming in from hotels by the hour.

      “None of the asylum seekers we are supporting have gone to the Bibby Stockholm today as legal representatives have had their transfers cancelled,” Steve Smith, the charity’s CEO, said.

      “Among our clients are people who are disabled, who have survived torture and modern slavery and who have had traumatic experiences at sea. To house any human being in a ‘quasi floating prison’ like the Bibby Stockholm is inhumane. To try and do so to this group of people is unbelievably cruel.”

      More than 15,000 asylum seekers have arrived in the UK so far this year after crossing the Channel, official figures show.

      On Friday and Saturday 339 people made the journey after an eight-day hiatus amid poor weather conditions at sea, taking the provisional total for 2023 to date to 15,071.

      Amnesty International UK condemned using the barge to house asylum seekers. Steve Valdez-Symonds, the charity’s refugee and migrant rights director, said: “It seems there’s nothing this government won’t do to make people seeking asylum feel unwelcome and unsafe in this country.

      “Reminiscent of the prison hulks from the Victorian era, the Bibby Stockholm is an utterly shameful way to house people who’ve fled terror, conflict and persecution. Housing people on a floating barge is likely to be re-traumatising and there should be major concerns about confining each person to living quarters the typical size of a car parking space.”

      The government hopes the use of the barge and former military bases to house asylum seekers will reduce the cost of hotel bills.

      Some of the first group of men to board the Bibby Stockholm have described their first 24 hours on the barge.

      One asylum seeker told the BBC it was like a prison and felt there wasn’t enough room to accommodate up to 500 people onboard, as the government plans.

      The Home Office says the barge will provide better value for the taxpayer as pressure on the asylum system from small boats arrivals continues to grow.

      Moored in Portland Port, Dorset, it is the first barge secured under the government’s plans to reduce the cost of asylum accommodation.

      Monday saw the first 15 asylum seekers board the Bibby Stockholm after a series of delays over safety concerns. It will house men aged 18 to 65 while they await the outcome of their asylum applications.

      An Afghan asylum seeker, whom the BBC is not identifying, said: "The sound of locks and security checks gives me the feeling of entering Alcatraz prison.

      “My roommate panicked in the middle of the night and felt like he was drowning. There are people among us who have been given heavy drugs for depression by the doctor here.”

      He said he had been given a small room, and the dining hall had capacity for fewer than 150 people.

      “Like a prison, it [the barge] has entrance and exit gates, and at some specific hours, we have to take a bus, and after driving a long distance, we go to a place where we can walk. We feel very bad,” the man added.

      There is 24/7 security in place on board the Bibby Stockholm and asylum seekers are issued with ID swipe cards and have to pass through airport-style security scans to get on and off.

      Asylum seekers are expected to take a shuttle bus to the port exit for security reasons. There is no curfew, but if they aren’t back there will be a “welfare call”.

      The Home Office has said it would support their welfare by providing basic healthcare, organised activities and recreation.

      The first group of men arrived on Monday. The Care4Calais charity said it was providing legal support to a further 20 asylum seekers who refused to move to Portland and are challenging the decision.

      On Tuesday, Economic Secretary to the Treasury, Andrew Griffiths, said that moving to the barge was “not a choice” and if people choose not to comply “they will be taken outside of the asylum support system”.

      “Many of us entered Britain nine to 11 months ago, by airplane. Some of us applied for asylum at the airport. We did not come by boat,” the Afghan man said.

      "It has been two weeks since we received a letter in which they threatened that if we do not agree to go, our aid and NHS will be cut off.

      “There are people among us who take medicine. We accepted. We waited for two weeks and didn’t even have time to bring clean clothes.”

      Another man who boarded the vessel on Monday told the BBC he had arrived in the UK on an aircraft, had a wife still in Iran and had been in Britain for six months.

      The man - whom the BBC is not identifying - said he had eaten a “good” breakfast which included “eggs, cheese, jam and butter”.

      The government says it is spending £6m per day housing more than 50,000 migrants in hotels.

      A Home Office spokesperson said: “This marks a further step forward in the government’s work to bring forward alternative accommodation options as part of its pledge to reduce the use of expensive hotels and move to a more orderly, sustainable system which is more manageable for local communities.”

      “This is a tried-and-tested approach that mirrors that taken by our European neighbours, the Scottish government and offers better value for the British taxpayer,” they added.

      The Home Office says that by the autumn, they aim to house about 3,000 asylum seekers in places that aren’t hotels - such as the barge, and former military sites Wethersfield, in Essex, and Scampton, in Lincolnshire.

      This the moment asylum seekers were driven away from the Bibby Stockholm after deadly legionella bacteria was found in the migrant barge’s water system.

      All 39 migrants onboard the controversial vessel were evacuated today - just four days after the first 15 men stepped onto it in Portland, Dorset - and are being moved to the same hotel, according to The Independent.

      A 40-seater coach, which had been shuttling migrants to and from Weymouth, was seen leaving today. Inside were two men sat in the middle who turned their faces away from onlookers at the port.

      Other footage of the Bibby Stockholm showed people arriving and leaving this afternoon - with ten people seen walking up a ramp and entering while others left.

      Routine tests of the barge’s water supply were reportedly carried out on July 25 but the results only came back when asylum seekers began boarding the barge on Monday, according to Sky News. The results showed levels of legionella bacteria ’which require further investigation’.

      Home Office sources say they were not made aware of the results until Wednesday, with further tests being carried out on Thursday.

      The UK Health Security Agency (UKHSA) advised the Government on Thursday evening to remove all six people that arrived on the Bibby Stockholm that day, but the Home Office decided to evacuate all 39 as a precaution.

      The harmful bacteria can cause a serious lung infection called Legionnaires’ disease, which can happen when breathing in tiny droplets of water containing the bacteria.

      Although nobody onboard had shown symptoms of the disease, officials insisted that all migrants be disembarked while further assessments are carried out.

      A letter from the Home Office that was leaked to the Guardian has reportedly informed asylum seekers that they will be tested for Legionnaires diseases if they do begin to show symptoms.

      The migrants will be taken to hotels which are said to be far from Weymouth, where few rooms are available during the height of the school summer holidays.

      One Syrian migrant onboard the barge told MailOnline this afternoon that he had not been given any information and had not been told to leave. He said: ’The place is very empty but no one has said anything to us. We will have to wait and see, but it is worrying.’

      But the migrants were later told they would be evacuated. It comes after health officials ordered six new arrivals to be removed yesterday.

      Immigration Minister Robert Jenrick is said to be holding meetings to discuss the barge, which the Government hoped would house up to 500 migrants. Local councillors have vowed not to see the boat back in use.

      With a capacity of up to 506, the Government is still hoping that use of the Bibby Stockholm, together with former military bases, will help reduce the £6million a day it is spending on hotel bills for asylum seekers.

      But opponents have claimed the barge is unsafe and a ’floating prison’, while lawyers of some migrants due to board this week have successfully argued to allow them to stay in hotels.

      It was only four days ago that the first 15 men were taken onboard the vessel.

      Support workers, who have spoken to some on board, claimed the asylum seekers were not being kept informed about what was happening.

      Heather Jones, of the Portland Friendship Group which is supporting the migrants, said: ’I have had texts and phone conversations from some of them and they are still on board, they haven’t been evacuated yet.

      ’Nobody has told them anything. They have had to ask me what the problem is. One of them was really concerned because he had just drunk a glass of water and he was asking me if he was going to be OK.

      ’I told him it is probably a precautionary measure but they shouldn’t be hearing it from me.

      ’They don’t know where they are being taken to. Hopefully it will be back to the hotels where they have come from.’

      There was a small group of campaigners from Stand Up To Racism at the port entrance holding placards saying ’Legionella death trap’ and ’human rights’.

      Lynne Hubbard, from the group, said: ’The Home Office have admitted they carried on admitting asylum seekers on the barge even though they found out about legionella on Monday.

      ’They would have been drinking the water and showering in it. That shows pretty clearly what the Government thinks of asylum seekers and how much they value their lives. They are heartless.

      ’An asylum seeker in there we are in contact with told us to get in touch with his family in case he dies of Legionella. That’s how frightened they are.’

      A local Portland councillor slammed the health crisis as a ’farce’ this afternoon.

      Paul Kimbdr, an independent councillor, said he thought the outbreak would mean the end of the barge being used to house asylum seekers.

      ’I just can’t see it being back in use. It’s all been a bit of a farce really,’ he told MailOnline.

      A Home Office spokesman told MailOnline today: ’The health and welfare of individuals on the vessel is our utmost priority.

      ’Environmental samples from the water system on the Bibby Stockholm have shown levels of legionella bacteria which require further investigation.

      ’Following these results, the Home Office has been working closely with UKHSA (the UK Health Security Agency) and following its advice in line with long established public health processes, and ensuring all protocol from Dorset Council’s Environmental Health team and Dorset NHS is adhered to.

      ’As a precautionary measure, all 39 asylum seekers who arrived on the vessel this week are being disembarked while further assessments are undertaken.

      ’No individuals on board have presented with symptoms of Legionnaires’, and asylum seekers are being provided with appropriate advice and support.

      ’The samples taken relate only to the water system on the vessel itself and therefore carry no direct risk indication for the wider community of Portland nor do they relate to fresh water entering the vessel. Legionnaires’ disease does not spread from person to person.’

      Mr Jenrick has previously described the barge as ’perfectly decent accommodation’, but asylum seekers who have spent four nights onboard have contrasting views.

      While one Afghan compared it to the former US maximum security prison Alcatraz, others have said it was ’cramped but comfortable’ with lots of facilities.

      MailOnline understands that the legionella bacteria is believed to have come from the pipes on the vessel – with tests of the water at point of entry coming back with no indication of legionella.

      Six asylum seekers arrived on the barge yesterday, and the UK Health Security Agency last night advised the Home Office to remove this group.

      Home Office sources have insisted that the removal of everyone was a ’further temporary precaution’ aimed to ’reduce the health risk as much as possible’.

      The Home Office is now awaiting the results of follow-up tests which have been carried out on the water system by Dorset Council environmental health officers.

      The UK Health Security Agency will then provide additional advice.

      Sources added that it was not unusual to identify legionella bacteria in warm water systems, which is why they are often subject to regular testing in buildings.

      A Dorset Council spokesman said: ’Dorset Council’s environmental health team and Public Health Dorset are advising the Home Office and its contractors, alongside the UK Health Security Agency and NHS Dorset, following notification of positive samples of Legionella bacteria in the water system on the Bibby Stockholm barge.

      ’No individuals have presented symptoms of Legionnaires’ disease, and there is no health risk to the wider community of Portland.’

      It is understood that the Home Office is managing the search for alternative accommodation for the asylum seekers.

      Dr Laurence Buckman, former chairman of the British Medical Association’s GP Committee, told GB News today: ’If you’re unlucky and your immunity isn’t really tip-top, there is a risk that you will get legionella pneumonia and die from it.

      ’It’s potentially treatable but of course you have to diagnose it first. It lives in water supplies. It lives in sink traps, so a U-bend of a sink will be a problem, and it lives in air conditioning units.

      ’That’s why we have what are called ’scrubbers’ in air conditioning units to wipe out the legionella before the air gets blown onto other people, and why hospitals that get legionella in their sinks have a really big problem. At worst, they have to take the sinks out and replace them and the pipework that goes with them.’

      Steve Smith, chief executive of the charity Care4Calais, said: ’We have always known our concerns over the health and safety of the barge are justified, and this latest mismanagement proves our point.

      ’The Bibby Stockholm is a visual illustration of this Government’s hostile environment against refugees, but it has also fast become a symbol for the shambolic incompetence which has broken Britain’s asylum system.

      ’The Government should now realise warehousing refugees in this manner is completely untenable, and should focus on the real job at hand - processing the asylum claims swiftly, so refugees may become contributing members of our communities as they so strongly wish.’

      Meanwhile Fire Brigades Union general secretary Ben Selby said the outbreak suggested it was ’only a matter of time before either lives are lost or there is serious harm to a detainee.’

      He said: ’The Fire Brigades Union warned the Home Secretary that forcibly holding migrants on this barge was a huge health and safety risk.

      ’This outbreak of Legionella suggests that it’s only a matter of time before either lives are lost or there is serious harm to a detainee.’

      And Alex Bailey, a spokesman for the No To The Barge campaign group, told MailOnline: ’This has become Fawlty Towers at sea.

      ’This was inevitable because of the poor advance planning and preparation, the rush and people in power with little knowledge and pushing the experts to break the rules.

      ’This is just another example of the incompetent way our Government has approached this scheme from start to finish. Robert Jenrick promised the country Bibbly Stockholm was safe. That is not the case.’

      Shadow home secretary Yvette Cooper said: ’Across the country, most people want strong border security and a properly managed and controlled asylum system so the UK does its bit alongside other countries to help those who have fled persecution and conflict, while those who have no right to be here are swiftly returned.

      ’Under this Government, we have neither as gangs are undermining our border security and the asylum system is in chaos.’

      And Kolbassia Haoussou, director of survivor empowerment at Freedom from Torture, said: ’The presence of life-threatening bacteria onboard the Bibby Stockholm is just another shocking revelation that we’ve seen unfold over the past few weeks. This Government’s punitive policies and deliberate neglect of the asylum system is not just cruel, it’s dangerous.’

      Yesterday the Home Office denied the barge was a ’floating prison’ and insisted that those onboard would be ’free to come and go as they want’.

      Gardening in nearby allotments and hiking tours of the area are among the activities which could be offered to those onboard.

      Security measures include 18 guards trained to military standard who work around the clock.

      In total, about 60 staff including cooks and cleaners will be on board the barge run by Landry and Kling, a sub-contractor of Corporate Travel Management (CTM) which also managed vessels in Scotland housing Ukrainians.

      Spaghetti with meatballs, roast turkey, Irish stew and beef pie are on the sample menu to be served in the canteen by Dubai-headquartered offshore firm Connect Catering Services, alongside breakfast and a selection of snacks available 24 hours a day.

      The gym, equipped with treadmills and weights, is still awaiting delivery of rowing machines and exercise bikes. Volleyball, basketball, netball and football can all be played in one of two outside courtyards.

      Most of the 222 bedrooms have twin bunk beds, with cupboard space, a desk, en-suite bathroom, heating and windows which open. But there are also 20 larger rooms which would sleep four people, and two rooms housing six people.

      The bedrooms all have televisions which the operator was told to disconnect but were too costly to remove so can be used only as monitors.

      Instead, residents will be encouraged to socialise or watch programmes and films in one of four communal TV rooms, and can also learn English in a classroom and worship in a dedicated space. A small number of laptops are also available and there is Wi-Fi throughout the barge.

    • Asylum seekers say Bibby Stockholm conditions caused suicide attempt

      Thirty-nine people who were briefly onboard write to Suella Braverman describing their fear and despair

      Thirty-nine asylum seekers who were briefly accommodated on the Home Office’s controversial Bibby Stockholm barge in Dorset have said conditions onboard were so bad that one was driven to attempt suicide.

      A three-page letter sent to the home secretary, Suella Braverman, also sets out the asylum seekers’ fear and despair at being trapped on the barge and appeals to her to help them in their search for safety and freedom in the UK.

      They describe the barge as “an unsafe, frightening and isolated place” but said that as law-abiding people they were fearful of not obeying Home Office instructions. The asylum seekers described the barge as “a place of exile” and said the conditions were “small rooms and a terrifying residence”.

      Some of the asylum seekers have told the Guardian they are too traumatised to return to the barge in Portland.

      According to the letter some people fell ill on the barge.

      The letter says: “Also in a tragic incident one of the asylum seekers attempted suicide but we acted promptly and prevented this unfortunate event. Considering the ongoing difficulties it’s not unexpected that we might face a repeat of such situations in the future.

      “Some friends said they even wished they had courage to commit suicide. Our personal belief is that many of these individuals might resort to this foolishness to escape problems in the future.”

      They said they were the last people to be informed about the legionella bacteria found on the barge and announced by the Home Office on 11 August.

      They said their brief stay on the barge had led to a deterioration in their mental health. “Currently we are staying in an old and abandoned hotel. The sense of isolation and loneliness has taken over us and psychological and emotional pressures have increased significantly.”

      The letter to Braverman concludes with a plea to consider their situation as a priority. “We are individuals who are tired of the challenges that have arisen and no longer have the strength to face them.”

      An Iranian asylum seeker among the 39 has vowed never to return there. He said many of the other men who spent a few days onboard felt the same way.

      “If I had had to stay even one more day on the barge I would have had suicidal thoughts. When I got on to the barge the smell and the stench of seawater was overwhelming,” he said.

      “I developed stomach pains and felt dizzy but I was too scared to refuse to get on. Being on the barge made us feel like criminals and second-class citizens.”

      He added that nobody from the Home Office properly explained the legionella situation to them. “I had to search on Google to find out what it is. Everyone who was on the barge are now all together in one hotel. A few people are coughing and everybody is afraid. When I was having a shower on the barge the water was burning my eyes.

      “Being on that barge will always be a horrific memory in my brain. It’s a completely unfit place. We’re all feeling very upset but are even more upset that the Home Office want to return us to this horror show.

      “I want to ask a question of the people who made the decision to put us on the barge. ‘Would you put a member of your family there even for one day?’ We came to the UK to escape persecution but are facing more persecution here.”

      In response to the letter the Home Office said: “We are following all protocol and advice from Dorset council’s environmental health team, UK Health Security Agency and Dorset NHS, who we continue to work closely with.

      “Further tests are being conducted and we intend to re-embark asylum seekers only when there is confirmation that the water system meets relevant safety standards. The safety of those onboard remains the priority.”
      Bibby Stockholm timeline

      Monday 7 August: The first group of asylum seekers, all men, are taken to the barge by the Home Office. Some lawyers successfully challenged their clients being put onboard. New arrivals said they were shocked by the high walls of the barge, which felt like a ‘floating prison’ and the overwhelming stench of seawater onboard.

      Tuesday 8 August : The reality of life onboard the barge starts to be understood by the men. “My feeling about this ship is negative,” said one. “Right now my strongest feeling is of being humiliated and captured. The government takes revenge on every useful brain and heart. What I mean by revenge is that the British government intends to cover up its political and economic failures by using asylum seekers as an excuse.”

      Thursday 10 August: By this time all the agencies involved with the barge were aware that tests had confirmed legionella onboard the barge on Monday. Dorset council said its officials informed barge contractors the same day they received the test results and that a meeting was held on Tuesday with officials including one from the Home Office. The men continued to shower and use water taps onboard, oblivious to any potential risks to their health.

      Friday 11 August: At 1.54pm the men started seeing messages on social media “that there is a disease problem on the barge and we will need to evacuate”. At about 2pm a text was received that the asylum seekers believed to be from staff onboard the barge telling them not to use the showers for two hours as the shower heads needed to be replaced. At 5pm, a copied text was received from the Home Office describing the bacteria found on the barge and informing the men that they would be leaving the barge at 7pm by bus.

      Saturday 12 August: Relocation to a “disused” hotel. The men begin to process the despair their experience on the barge had left them with. Some said previously they had put their trust in the Home Office to provide them with safety after fleeing danger in their home countries but their time on the barge has destroyed that. “All our hopes are gone. We think now the Home Office is not there to help us. It abandons us to uncertain destiny. The barge has sabotaged hope, trust. Morale among us is at zero.”

    • Home Office Faces Legal Challenge Against ‘Appalling’ Use of Bibby Stockholm Barge to House Refugees

      “Human beings do not belong in barges or camps. The correct way to house people is to house them in communities.”

      A Labour mayor has launched a legal challenge to Home Secretary Suella Braverman’s use of the Bibby Stockholm barge to accommodate around 500 male asylum-seekers at Portland Port in Dorset, without obtaining planning permission.

      Carralyn Parkes is a Portland Town Councillor and Mayor of Portland, bit is acting in a personal capacity as a local resident. Dorset Council and Portland Port Limited have backed the claim as “interested parties”, meaning that they will have the opportunity to make submissions, file evidence and participate in the case.

      It comes after a deadly legionella strain was found onboard the Bibby Stockholm. It was detected on the first day people boarded on 7 August, with officials evacuating all 39 people onboard that day, the Guardian reported.

      Parkes is asking the Court to declare that the Home Office’s use of the barge as asylum accommodation is capable of constituting ‘development’ under the Town and Country Planning Act 1990, and therefore that it may amount to a breach of planning control and possible enforcement action by Dorset Council.

      Her claim argues that the Home Office is attempting the ‘technical wheeze’ of using a boat as asylum accommodation in order to circumvent normal planning rules, which would apply if the barge was instead installed on land.

      As a result, local residents’ ability to raise objections to the barge and its use in Portland, via their local authority, is “severely hampered”, her legal team says. It also places the barge outside the reach of “important” legal protections such as limits on overcrowding.

      Carralyn Parkes told Byline Times: “In the 21st century, it’s appalling to think that we’ve even considered housing the most vulnerable people in the world on a barge. The accommodation is wholly unsuitable.

      “If the government had put this through a planning procedure, I’m convinced it would have been denied, as the port is a closed area.”

      She added that infrastructure in Portland is “stretched to breaking point” while the barge was originally produced for 220 people. “Now they’re talking about 500 people. It’s completely overcrowded and there’s no fire safety certificate,” Parkes said.

      “It’s just terrible to think that our country would do something like this to vulnerable people, and to ride roughshod over communities…Human beings do not belong in barges or camps. The correct way to house people is to house them in communities.”

      “Portland is not averse to housing asylum seekers. It’s the actual conditions of housing asylum seekers on the barge that is appalling.”

      Asked if she thought the legal challenge stood a strong chance, she said: “I wouldn’t be doing this if I didn’t think it’s a chance of being successful. I’m a private individual taking this on board. It’s a huge and daunting task to take on the whole mechanism of the state, the Home Secretary and the Home Office.”

      While she is launching the legal challenge as a private individual rather than a Labour mayor, she added she had support from Labour colleagues locally.

      Parkes also argues that the Home Office has not complied with its environmental impact assessment duties. An appraisal branded “inadequate” by campaigners was only conducted after asylum seekers had been moved onto the barge, and several months after the Home Office had declared its intention of using the barge for that purpose.

      The claim also argues that the Home Office has not complied with its Public Sector Equality Duty under the Equality Act 2010, which includes prohibition on discrimination on the basis of race, and a duty to foster good relations between those who share a protected characteristic (such as race), and those who do not.

      Parkes and her team argue that the Equality Impact Assessment, conducted only days before the barge came into use, is “woefully inadequate” as it fails to consider the impact of the barge’s operation in radicalising far-right extremism, or the equality impact of segregating rather than integrating asylum seekers into communities.

      A spokesperson for Deighton Pierce Glynn Solicitors said: “Our client is taking a brave stand against the Home Office’s attempts to circumvent important planning rules and protections to use the Bibby Stockholm barge to accommodate vulnerable asylum seekers.

      “She is asking the Court to rule that proper procedures should be followed and that local people and authorities should be given the opportunity to have their say.”

      Carralyn Parkes is represented by Deighton Pierce Glynn Solicitors. She is continuing to crowdfund to cover her legal costs and to cover the risk that costs are awarded against her. So far Parkes has raised more than £20,000.

      The next step is for the defendant, the Home Office, and the Interested Parties (Dorset Council and Portland Port Limited) to respond. If they wish to do so, the deadline is 4 October. After that the Court will make a decision on whether Parkes has permission for her judicial review.

    • Bibby Stockholm gets ‘satisfactory’ test results for legionella

      Results revealed in FoI data follow other tests that found unsatisfactory levels of the bacteria on barge

      The Bibby Stockholm barge has had “satisfactory” test results for legionella, after tests initially found the presence of the potentially deadly bacteria, the Guardian has learned.

      The Home Office, which hopes to hold hundreds of people seeking asylum on the barge in Portland, received the most recent legionella results on 4 September and government sources said they were not planning to make the results public. The Guardian obtained the results in freedom of information data from Dorset council.

      In these most recent results, all the water samples tested for legionella were deemed “satisfactory”, although some of the bacteria were identified in two of the samples. In three previous sets of tests, at least some of the samples tested were found to be “unsatisfactory” for legionella.

      The worst results related to samples from 9 August, two days after asylum seekers were briefly put on the barge. They were removed after just four and a half days. In these results, eight of the 11 samples taken were unsatisfactory and three were borderline. Some of the bacteria found was the deadliest strain, legionella pneumophila serogroup 1.

      A second freedom of information request, to Cornwall council, revealed that the barge was not inspected for legionella while in Falmouth for checks and repairs before it was moved to Portland.

      A third freedom of information request revealed that the Home Office has used water safety risk assessments for the Bibby Stockholm that are more than six years out of date. The Home Office said a more up-to-date risk assessment had subsequently been signed off.

      Apart from the legionella bacteria found on the barge, concerns have been raised about planning, fire safety and plumbing breaches. Legal actions are under way relating to these issues.

      A spokesperson for the Home Office barge contractor CTM confirmed that repairs to the plumbing were under way after an inspection by Wessex Water found failings.

      In media interviews on Wednesday, the home secretary, Suella Braverman, said “various procedures” needed to be completed before people could return to the Bibby Stockholm but that government had done “really well” with its work on the barge.

      Beyond Borders Totnes & District, an organisation that is supporting some of the men taken off the barge, said none wanted to return there. “They found the barge intolerable and claustrophobic. It is utterly prison-like,” a spokesperson said.

      The Home Office said: “We are pleased to confirm that the latest tests have shown that there are no health risks from legionella on the Bibby Stockholm, with individuals set to return to the barge in due course.

      “The welfare of asylum seekers is of paramount importance. It is right we went above and beyond UK Health Security Agency advice and disembarked asylum seekers as a precautionary measure whilst the issue was investigated.”

      Home Office sources added that an agreed programme of work including a complete flush and chlorination of the water had been undertaken and that a water control plan was in place with regular water testing to continue.

    Le HCR, l’Agence des Nations Unies pour les réfugiés, a évacué 172 demandeurs d’asile vulnérables de Libye vers le Niger dans la soirée du 4 novembre. Il s’agissait du premier vol d’évacuation vers le Niger depuis plus d’un an, suite à la levée par les autorités libyennes d’une interdiction des #vols_humanitaires.

    « Le HCR est soulagé de voir la reprise de ces #vols_d’évacuation vitaux », a déclaré le chef de mission du HCR en Libye, Jean-Paul Cavalieri. « Cependant, compte tenu du nombre limité de places, l’évacuation ne peut être une solution que pour des personnes extrêmement vulnérables, ayant un besoin urgent de #sécurité et de #protection ».

    Nombre des personnes évacuées ont été détenues dans des conditions extrêmement difficiles, ont été victimes de traite ou ont subi des violences en Libye. Le groupe comprend des #familles, des #enfants voyageant seuls et un bébé né il y a seulement quelques semaines. Les personnes évacuées ont déclaré qu’elles étaient soulagées de quitter la Libye.

    Le HCR salue l’intervention du Conseil présidentiel libyen, du bureau du Premier ministre, du ministère des Affaires étrangères et du bureau du procureur général, qui ont œuvré pour mettre fin à la suspension des vols humanitaires destinés à sauver des vies.

    Cette évacuation a eu lieu grâce au #mécanisme_de_transit_d’urgence (#Emergency_Transit_Mechanism, #ETM) mis en place en 2017 grâce au gouvernement du Niger. Ce dernier a généreusement accepté d’accueillir temporairement sur son territoire des réfugiés confrontés à des situations de danger de mort en Libye afin que le HCR puisse travailler à l’identification de solutions durables pour chacun d’entre eux.

    Au Niger, le HCR apporte un soutien en matière de soins de santé mentale à ceux qui ont été confrontés à des traumatismes pendant leur séjour en Libye, ainsi qu’un accès à des possibilités de formation professionnelle. A ce jour, 3361 réfugiés et demandeurs d’asile ont été évacués de Libye vers le Niger. Parmi eux, 3213 ont quitté le Niger vers des pays tiers dans le cadre du mécanisme de #réinstallation et de #voies_complémentaires.

  • The Temporary Hosting of Evacuated Afghans in Third Countries : Responsibility Sharing or Externalisation ?

    In the days after the Taliban took over Kabul, tens of thousands of people tried to escape Afghanistan through emergency airlift evacuations. Many sought passage to the United States (US), having been associated with the American presence in the country. Between the fall of the Afghan government on 15 August and the end of the US withdrawal on 31 August, tens of thousands of Afghans were able to flee the country among the nearly 130,000 people evacuated on US aircraft.

    However, not all of the Afghans landed on US soil. Instead, a range of other countries, with various levels of experience hosting refugees and some with no ties to the conflict in Afghanistan, announced that they would temporarily host evacuated Afghans on behalf of the US. As reported by the US State Department, this list now includes Albania, Bahrain, Canada, Colombia, Costa Rica, Chile, Ecuador, Guyana, India, Kuwait, Mexico, Netherlands, North Macedonia, Poland, Portugal, Qatar, Rwanda, Singapore, Uganda, and the United Arab Emirates. In addition, thousands of other Afghans transited or are still in one of the US military bases in the Middle East or in Europe. Altogether, these agreements represent an novel form of international cooperation: the provision of temporary protection in third states at US request, in the context of the largest emergency evacuation since the Kosovo crisis.

    While the Biden administration has not made explicit why it asked third countries to provide temporary refuge to evacuees, three main factors can explain this decision. First, these deals have bought the US government some time to run security screenings in these countries, before moving evacuees to US soil. While a number of the evacuated Afghans already applied for the Special Immigrant Visa (SIV) or Priority 2 (P-2) programs,[1] the Biden administration initially needed more time to decide on the legal channels for all those who have not completed their application, as well as the at-risk Afghans who are not SIV or P-2 applicants. Lastly, some analysts have pointed that these arrangements with third countries were partly driven by political concerns, with the Administration worried about a public backlash if tens of thousands of Afghans landed on US soil simultaneously and without a thorough security vetting.

    This post sets out what we know about the situation of the Afghans who were evacuated to a third country (outside of a US military base), specifically looking at what living conditions, protection, and legal pathways to the US the evacuees have access to. The post finally discuss whether these agreements between the US and third countries should be understood as a form of responsibility sharing or externalisation of international protection.

    Temporary hosts

    So far, the group of states that have offered temporary protection to evacuated Afghans announced pledges ranging from 450 in Northern Macedonia, 2,000 in Uganda and 5,000 evacuees in Ecuador. But while governments have publicised these targets, there is limited information as to how many Afghans each country has received so far, and how many more people, including family members of evacuees, could be evacuated in the future.

    The nature of the agreements between the US and third countries has also been informal so far, mainly publicised through government press releases or media coverage. There are presently no signs of more detailed arrangements, suggesting they were negotiated hastily, with operational details being worked out after public announcement.

    At operational level, reception conditions for Afghans upon arrival vary from country to country, with evacuees being hosted in reception centres or ad hoc accommodation, including student housing and hotels. In Albania, for instance, the reception capacity for asylum seekers is limited overall but the government decided to open a separate mechanism to host the rescued Afghans.

    The budget and funding for these arrangements are yet to be made public, but the US government is presumably bearing the costs of reception and processing. However, in high-income countries like Canada or where the government is directly coordinating the operation, it remains unclear which state bears the costs for these arrangements.

    Finally, and critically, the duration of the arrangements remains unclear. The agreements for the purpose of transit through US military bases made clear that Afghan evacuees should not spend over 10 days in the third countries, including the United Arab Emirates or Germany. In contrast, the information available on the temporary hosting arrangements with third countries shows that these governments have not set a time limit, simply calling it a temporary mechanism. The Albanian government, for example, already shared that it expected the evacuees to stay for at least one year.

    Unanswered questions and emerging answers

    The procedure for Afghans in these third countries is yet to be clearly outlined, starting with the question of who was (and could be) sent there in the first place. Due to the chaotic situation at Kabul airport before 31 August, it is possible that evacuated Afghans were sent to US bases abroad or third countries more-or-less at random. But it is also likely that people who had already launched a SIV or P-2 application were sent to US military bases to be processed more quickly. Some anecdotal evidence also suggests that the distribution may be based on the occupation of the evacuees in Afghanistan. For instance, the North Macedonian government reported they would host people who previously worked with US-led international forces while the Albanian Prime Minister said they were focusing on Afghans who previously worked for the North Atlantic Treaty Organization.

    Second, it remains to be seen what status Afghans will enjoy in these third countries, and the implications for their rights, including reception conditions and freedom of movement. Albania, for instance, reported that it would grant evacuees temporary protection status, Kosovo announced they would get a one-year residence permit and North Macedonia provided them with a three-month visa.

    Third, there is limited information as to what will happen to evacuees after screenings in these third countries and how this procedure differs in nature and duration from a screening in the US or at a US military base abroad. It remains unclear, for example, how many of the evacuees in these third countries could benefit from the humanitarian parole scheme announced for 50,000 Afghans on 23 August, that allows access to the US on a temporary humanitarian residence permit. Other legal pathways to the US could be offered to these groups, but it remains to be seen what they would be and how long it would take for these options to materialize.

    The third country agreements seem to leave open the possibility that some Afghans could be granted a form of local integration in the host state as refugees or beneficiaries of other forms of international protection. While there has been little indication of such development in the third countries so far, 90 Afghans staying in a US base in Germany have applied for asylum there in the past week.

    Ultimately, one of the most pressing questions is what will happen to those evacuees who are ‘screened out’ by the US. The government insists that Afghans who do not pass the security vetting will not be allowed into the US, or may be deported if security concerns arise after their arrival on US soil. However, officials have not specified where these people will be sent.

    Of course, the US and third states are bound by the principle of non-refoulement, which prohibits the return of any person to a real risk of torture or other ill treatment at the hands of the Taliban. Some Afghans in third states may receive offers of local integration or an alternative resettlement country, though where they are rejected by the US on security grounds, it is difficult to imagine that any other country would want to assume this responsibility.

    Responsibility sharing or externalisation?

    The rapid emergence of these temporary protection agreements could be a sign of a new responsibility sharing mechanism for refugees, but it could also constitute another form of externalisation designed to prevent Afghan refugees from accessing US territory and protection. Given that these arrangements grew out of an emergency situation and were primarily agreed upon broad principles, their operationalization in the next few weeks should provide a definitive answer to this question.

    Responsibility sharing, on the one hand, is a principle of international refugee law emerging from the preamble to the 1951 Refugee Convention, which provides in part:

    the grant of asylum may place unduly heavy burdens on certain countries, and that a satisfactory solution of a problem of which the United Nations has recognized the international scope and nature cannot therefore be achieved without international co-operation

    The principle does not form part of the substantive obligations of the Convention, though a UNHCR expert roundtable on the principle recommends that cooperation must ‘enhance refugee protection and prospects for durable solutions’ and ‘must be in line with international refugee and human rights law’. The Global Compact on Refugees, a non-binding agreement passed by the United Nations General Assembly in 2018, has ‘more equitable sharing of the burden and responsibility for hosting and supporting the world’s refugees’ as its primary objective.

    Thus, one reading of the third country arrangements for Afghan refugees is as a new form of responsibility sharing, with a varied range of states, often with no prior links to Afghanistan, stepping up to host evacuees as a sign of international solidarity. This might neatly fit into what Durieux labels the ‘rescue paradigm’ as the provision of a safe haven by a collective of states. Many of these countries are from the Global South, with some like Colombia and Uganda already hosting very large refugee populations despite widely underfunded humanitarian and development responses. But even though these arrangements were born to a sense of global responsibility, it remains to be seen how the US will have to show its appreciation and payback.

    On the other hand, externalisation describes migration control policies carried out by high-income states outside their borders. Crisp previously defined externalisation as ‘measures taken by states in locations beyond their territorial borders to obstruct, deter or otherwise avert the arrival of refugees.’ UNHCR recently referred to ‘measures preventing asylum-seekers from entering safe territory and claiming international protection, or transfers of asylum-seekers and refugees to other countries without sufficient safeguards.’ While the term ‘externalisation’ does not appear in international refugee law, it has developed into an umbrella concept encompassing migration control measures intended to deter asylum seekers and refugees either extraterritorially or with extraterritorial effects.

    Another reading of these arrangements could then place them alongside existing externalisation efforts. Thus, rather than providing evacuees admission into its territory, the US government is using its diplomatic clout to delegate responsibility for Afghans to partner states. This is likely to raise serious challenges as without guarantees that evacuated Afghans will receive protection in the US, they could enter a form of legal limbo, with no status in the third country nor the US, and no possibility to return home.

    Conclusions

    It is too early to say whether the current US-led temporary protection arrangements for Afghan evacuees in third countries should be considered responsibility sharing, externalisation or even a third policy approach. What is clear is that the US government is still figuring out how these arrangements will be implemented. Ultimately, they will be assessed based on their impact on the rights of Afghans in need of protection, including their reception conditions and freedom of movement in third countries, the duration of their temporary hosting, the scale of admission to the US, and the provision of solutions for those who are not granted passage to the US.

    Britain plans to establish offshore asylum centres for Afghan refugees in countries such as Pakistan and Turkey, as ministers admit that the UK will not be able to rescue those eligible for resettlement before troops leave Kabul.

    The defence secretary, Ben Wallace, said in a newspaper article on Sunday that the UK planned to establish a series of #processing_hubs across the region outside Afghanistan, for Afghans it had “an obligation to”.

    At least 1,429 Afghans have been evacuated from Kabul since last Friday, as part of the #Arap_relocation_scheme designed to help interpreters and others who have helped the British during their 20 years in Afghanistan.

    But it is estimated that a similar number – or more – remain in the country. The emergency airlift was continuing on Sunday, with RAF flights operating despite a crush at the airport gates as desperate Afghans try to flee.

    Nato believes 20 people have died around the airport in the last week, but Britain’s armed forces minister, James Heappey, said the flow outside the airport had improved because the Taliban were “marshalling people into separate queues for the US evacuation and the UK evacuation”.

    A total of 1,721 people – Britons, Afghans and people from allied countries – had been evacuated from Kabul on eight flights in the past 24 hours, Heappey said, with the RAF receiving help from its Australian counterpart in getting people to safety.

    But British officials already acknowledge that it is virtually impossible to evacuate people coming from outside Kabul, although Afghans with a claim have told charity workers they would risk crossing the country if they knew they had a flight.

    The new proposal was born out of the emergency, Wallace said, in an article in the Mail on Sunday. “The [Arap] scheme is not time-limited. We shall stand by our obligations and are investigating now how to process people from third countries and refugee camps,” he wrote.

    However, there were signs that the asylum plan had not been very far developed on Sunday night, when Turkey said it had not been approached and would reject any approach that was made.

    The names of countries had been briefed out by UK officials as examples of where processing centres might be established.

    It was controversial because the intention was to allow the UK to send people to a third country to allow their claims to be processed. Officials had begun talks with Denmark about creating a processing centre in Africa – but how it will link together to the emergency centres is unclear.

    Britain has also agreed to take 20,000 Afghan refugees in a separate scheme announced on Tuesday, 5,000 of which will be in the first year. Priority will be given to groups who are most at risk of human rights abuses, such as women, girls and those from religious minorities.

    Ministers are also debating how to respond to the Taliban, with the home secretary, Priti Patel, understood to be exploring with security officials whether they should be proscribed as a terrorist organisation alongside the likes of Isis.

    But the prime minister, Boris Johnson, and other government departments have been holding out the possibility of recognising the Taliban government in Kabul, arguing the regime should be judged by “actions not words”.

    Tous volontaires, jeunes pour la plupart, parfois prévenus à la dernière minute, plus de 400 professionnels de santé se sont envolés vendredi 20 août pour les Antilles pour prêter main-forte aux hôpitaux martiniquais et guadeloupéens, débordés par le Covid-19. Ils répondent à l’appel lancé le 8 août par le ministre de la santé, Olivier Véran, pour soulager les hôpitaux sous très haute tension. A l’aéroport parisien d’Orly, 270 soignants ont pris place à bord d’un vol Air France à destination de Point-à-Pitre, venus de toutes les régions métropolitaines « qui ne sont pas en tension » hospitalière. S’y ajoutaient 60 pompiers de Paris et une cinquantaine de passagers rentrant ou se rendant à la Guadeloupe malgré le confinement.
    Un autre vol, affrété par Corsair, est parti dans l’après-midi à destination de la Martinique, avec environ 150 soignants, dépêchés en renfort ou pour relever les premiers volontaires déjà sur place. En effet, 240 professionnels sont partis le 10 août, puis environ 120 mardi. Des tonnes de matériel médical, notamment des extracteurs d’oxygène permettant à certains malades d’être traités chez eux plutôt qu’à l’hôpital, sont convoyées aux Antilles et des évacuations sanitaires opérées vers la métropole. Pour désengorger les hôpitaux, certains patients non atteints du Covid sont également acheminés en métropole sur des vols réguliers : quatre de Pointe-à-Pitre et trois de Fort-de-France depuis le début de la semaine, selon un porte-parole d’Air France. Le variant Delta, combiné à une couverture vaccinale limitée (20 % de la population complètement vaccinée, contre 60 % au niveau national), a plongé les deux départements antillais dans une situation critique. Plus de 40 % des morts français du Covid-19 ces dernières vingt-quatre heures, soit 53 décès sur 127, provenaient de Guadeloupe ou de Martinique.

Les soignants viendront « en soutien » des équipes « déjà sur place », selon un communiqué du ministère de la santé. Ils doivent assurer « la relève » des 240 médecins, infirmiers et aides-soignants arrivés la semaine dernière.
    Au Centre hospitalier universitaire de Guadeloupe, 40 % des lits sont désormais occupés par des patients Covid-19, et la morgue est saturée, a expliqué mercredi Gérard Cotellon, le directeur général du CHU à l’AFP. Les 46 lits de réanimation ouverts sont occupés et les urgences enregistrent jusqu’à 80 passages par jour, pour le Covid uniquement. « Tout le monde fait du Covid, même ceux dont la spécialité est loin de ce type de pathologie », a insisté M. Cotellon. De nouvelles évacuations sanitaires vers la métropole sont « en cours d’organisation pour la fin de semaine ou le tout début de semaine prochaine », afin de désengorger les services de réanimation de Pointe-à-Pitre et Fort-de-France. Le ministère envisage le transfert de huit malades par gros-porteur dans le cadre de l’opération « Hippocampe », ainsi que de trois autres patients en jet Falcon, dont « les dates et îles de départ sont en cours de calage ». Entre le 9 et le 15 août, la Guadeloupe a enregistré 7 276 nouveaux cas. Côté vaccination, 32 % des Guadeloupéens de plus de 18 ans ont reçu une première injection, quand seulement 20,9 % ont un parcours vaccinal complet.

    Le variant Delta, très contagieux, est à l’origine de la hausse importante des contaminations au coronavirus en Afrique du Sud, avaient annoncé samedi des scientifiques. Apparu pour la première fois en Inde, ce variant « semble désormais dominer les infections en Afrique du Sud », avait indiqué Tulio de Oliveira, l’un des principaux experts en virologie du pays, lors d’une conférence de presse.Avec près de 60 % du nombre total d’infections, le Gauteng, poumon économique du pays et province la plus peuplée, qui abrite notamment la capitale administrative Pretoria et le centre financier de Johannesburg, est l’épicentre actuel de la pandémie.
    Les voyages à partir ou à destination de la province, pour des motifs de loisirs, sont désormais interdits. Les hôpitaux y sont dans une situation difficile et les autorités sanitaires ont commencé à évacuer des patients vers des zones moins touchées. Les commerces resteront ouverts pour soutenir au maximum l’activité économique du pays, dont le PIB s’était effondré de 7 % en 2020.L’Afrique du Sud, dont l’économie était déjà en récession avant la pandémie, avait mis en place dès mars 2020 l’un des confinements les plus stricts du monde. La campagne de vaccination a démarré avec difficulté en février, et seuls 2,7 millions de personnes sont jusqu’à présent intégralement vaccinées. Identifié pour la première fois en Inde, le variant Delta est désormais présent dans au moins 85 pays, selon l’OMS.

L’opposant avait été testé positif au Covid-19 vendredi après-midi, et n’avait pu animer son dernier meeting de campagne à Brazzaville.Opposant historique, M. Kolelas, 60 ans, est apparu cette année comme le seul vrai rival du président sortant, Sassou Nguesso, 77 ans dont trente-six au pouvoir. Il avait été investi par l’Union des démocrates humanistes-YUK et était le principal rival de Denis Sassou Nguesso à la présidentielle qui s’est tenue dimanche 21 mars au Congo-Brazzaville : l’opposant congolais Guy-Brice Parfait Kolelas, 60 ans, est mort des suites du Covid-19 lors de son évacuation sanitaire vers la France.
    « Il est décédé dans l’avion médicalisé qui était venu le chercher à Brazzaville dimanche après-midi », a déclaré Christian Cyr Rodrigue Mayanda, son directeur de campagne, ajoutant : « On va continuer à compter les bulletins. Il était en tête dans un certain nombre de localités. »
    L’opposant avait été testé positif au Covid-19 vendredi après-midi, et n’avait pu animer son dernier meeting de campagne à Brazzaville. A quelques heures du scrutin, il avait publié une vidéo dans laquelle il affirmait « se battre contre la mort ».« Mes chers compatriotes, je me bats contre la mort, mais cependant, je vous demande de vous lever. Allez voter pour le changement. Je ne me serais pas battu pour rien », affirme dans cette vidéo M. Kolelas, alité, affaibli, juste après avoir retiré un masque d’assistance respiratoire.« Levez-vous comme un seul homme. Faites-moi plaisir. Je me bats sur mon lit de mort. Vous aussi, battez-vous, pour votre changement. Il en va de l’avenir de vos enfants », avait-il ajouté avant de remettre son masque.

  • #Rwanda : un document prouve l’ordre de la France de laisser s’enfuir les génocidaires

    Juillet 1994. Les principaux membres du gouvernement responsable du #génocide des #Tutsis sont dans une zone contrôlée par l’#armée_française. Leur arrestation est possible et même réclamée. Un document inédit, émanant du cabinet du ministre des affaires étrangères de l’époque, #Alain_Juppé, prouve aujourd’hui que la #France a préféré les laisser partir. Il est signé de l’actuel patron de la DGSE.

    L’#ordre_politique de laisser s’enfuir à l’été #1994 les principaux membres du gouvernement responsable du génocide des Tutsis au Rwanda, alors que leur arrestation était possible et même demandée, a été directement pris par le #gouvernement_français, selon un document inédit émanant du ministère des affaires étrangères.

    Le massacre des Tutsis du Rwanda, dernier génocide du XXe siècle, a fait près d’un million de morts en cent jours, entre avril et juillet 1994.

    Le document, dont Mediapart a pu prendre connaissance, apparaît vingt-cinq ans après les faits comme la pièce manquante de l’un des épisodes les plus sombres de la #responsabilité française dans la tragédie rwandaise.

    Il a été obtenu par le chercheur François Graner, auteur de plusieurs livres sur le Rwanda et membre de l’association Survie, qui a récemment pu accéder à des #archives inexplorées de la présidence Mitterrand grâce à une décision du Conseil d’État. La plus haute juridiction administrative a mis fin, en juin dernier, à des années d’entraves orchestrées par les gardiens de la mémoire de l’ancien chef de l’État et de la politique de la France durant le génocide des Tutsis.

    Le document en question est un télégramme « confidentiel diplomatie » émis le 15 juillet 1994 par le cabinet du ministre des affaires étrangères de l’époque, Alain Juppé, aujourd’hui membre du Conseil constitutionnel, et adressé à l’ambassadeur #Yannick_Gérard, alors représentant du Quai d’Orsay auprès des militaires français envoyés au Rwanda dans le cadre de l’#opération_Turquoise.

    L’ambassadeur Gérard avait réclamé le jour même des « instructions claires » du gouvernement (pour lui et pour l’armée française) afin de procéder sur place à l’#arrestation des autorités qui, écrivait-il dans un télégramme, « portent une lourde responsabilité dans le génocide ». Le fait est que les principaux membres du gouvernement génocidaire, au premier rang desquels son président, #Théodore_Sindikubwabo, se trouvaient alors dans une zone intégralement contrôlée par l’armée française, à proximité du Zaïre (aujourd’hui République démocratique du Congo), pays frontalier du Rwanda.

    « Nous n’avons pas d’autre choix, quelles que soient les difficultés, que de les arrêter ou de les mettre immédiatement en résidence surveillée en attendant que les instances judiciaires internationales compétentes se prononcent sur leur cas », soulignait le haut fonctionnaire, conscient d’avoir des génocidaires identifiés à portée de main.

    La réponse du gouvernement français fut pourtant à l’exact opposé de la requête de l’ambassadeur Gérard. Dans le télégramme du 15 juillet, rédigé à 18 h 22 et adressé à « Yannick Gérard seul », le cabinet du ministre Juppé donne ainsi pour instruction de transmettre aux autorités génocidaires « notre souhait qu’elles quittent » la #zone_contrôlée par les forces armées françaises.

    Le message à transmettre semble si délicat que le cabinet Juppé demande à son ambassadeur de ne pas s’entremettre personnellement avec les génocidaires. « Vous pouvez en revanche utiliser tous les canaux indirects et notamment vos contacts africains, en ne vous exposant pas directement », peut-on lire dans le télégramme, qui a d’ailleurs pour titre : « Le département vous autorise à passer notre message de manière indirecte ».

    « Vous soulignerez que la communauté internationale et en particulier les Nations unies devraient très prochainement déterminer la conduite à suivre à l’égard de ces soi-disantes autorités », précise encore le télégramme, qui, insistant de la sorte sur une décision à venir de la communauté internationale, offre un #sauf-conduit au gouvernement génocidaire pour quitter sans la moindre anicroche le territoire sous contrôle français. Et passer au #Zaïre.

    Le document porte la signature « #EMIE ». Il s’agit de #Bernard_Émié, l’actuel directeur de la Direction générale de la sécurité extérieure (DGSE), l’un des principaux #services_secrets français, qui était à l’époque conseiller d’Alain Juppé au ministère des affaires étrangères, avant de rejoindre l’Élysée sous la présidence de Jacques Chirac.

    Sollicité par Mediapart, Alain Juppé a fait savoir qu’il ne souhaitait pas répondre à nos questions. Également sollicité, Bernard Émié n’a, pour sa part, pas donné suite.

    Un quart de siècle après la tragédie rwandaise, il n’y a aujourd’hui pas de doute sur le fait que la France savait qui étaient les organisateurs et commanditaires du génocide, et où ils se trouvaient. C’est donc en toute connaissance de cause que le gouvernement et l’Élysée les ont laissés filer.

    D’innombrables documents et témoignages, obtenus depuis des années par des historiens, des journalistes ou des juges, ont déjà largement permis de documenter que la France avait connaissance d’un génocide en préparation avant que celui-ci n’ait lieu et qu’elle a maintenu un soutien indéfectible aux autorités en cause quand le pire a commencé.

    Cela est si vrai que le gouvernement génocidaire, constitué au lendemain d’un attentat ayant tué le président #Habyarimana, jugé trop modéré par la frange la plus radicale du pouvoir hutu, a été formé, le 8 avril 1994, dans les locaux mêmes de l’#ambassade de France à Kigali, sous le nom de « #gouvernement_intérimaire_du_Rwanda » (#GIR).

    C’est un certain Théodore #Sindikubwabo, ancien président de l’Assemblée nationale, qui sera choisi pour diriger le pays avant que celui-ci ne s’enfonce dans les ténèbres. Pédiatre de formation, Sindikubwabo est considéré comme l’un des commanditaires du génocide, soupçonné d’avoir personnellement incité aux #massacres – notamment à l’occasion d’un discours retransmis le 19 avril sur Radio Rwanda – et d’avoir démis de leurs fonctions les préfets et autorités qui ne tuaient pas assez.

    Sindikubwabo fait partie des responsables politiques du génocide qui ont pu rallier le Zaïre en juillet 1994 avec l’aval du gouvernement français. Il est mort en 1998 dans des circonstances mal connues et sans jamais avoir été inquiété pour ses crimes.

    L’ordre de Juppé, l’ombre de Védrine

    Il existe dans les archives disponibles la trace d’un contact, en mai 1994, entre Sindikubwabo et le général #Christian_Quesnot, le chef d’état-major particulier du président de la République. Dans une note du 6 mai écrite à l’attention de #François_Mitterrand, après son échange avec le nouveau chef de l’État génocidaire – les massacres ont débuté un mois plus tôt –, le militaire indique que le dignitaire rwandais le « remercie » pour tout ce qu’il a « fait pour le Rwanda ».

    Dans ses commentaires personnels à la fin du document, le général Quesnot préconise alors d’appuyer, même au prix d’une « #stratégie_indirecte », le pouvoir rwandais face aux forces armées tutsies. Le général Quesnot dit, en effet, craindre l’établissement d’un « #Tutsiland » (sic), le tout « avec l’aide anglo-saxonne et la complicité objective de nos faux intellectuels remarquables relais d’un lobby tutsi auquel est également sensible une partie de notre appareil d’État ». Le document est annoté de la main du secrétaire général de la présidence de la République, #Hubert_Védrine, d’un mot : « Signalé ».

    Pourtant, sur le terrain, la diplomatie et les services de renseignements français ne cessent d’accumuler des éléments sur la responsabilité du gouvernement intérimaire dans le génocide.

    Un télégramme « confidentiel diplomatie » daté du 10 juillet 1994 de l’ambassadeur Gérard, également découvert par le chercheur François Graner grâce à la décision du Conseil d’État de juin dernier, évoque même « un témoignage digne de foi qui confirme la responsabilité collective et personnelle des autorités de #Gisenyi [le gouvernement génocidaire – ndlr] dans les massacres ». Le diplomate ajoute que, selon d’autres témoignages « directs et concordants », le président Sindikubwabo a personnellement appelé à plusieurs reprises à « l’élimination totale des Tutsis » et que l’une de ses ministres a, en particulier, réclamé le massacre « des femmes et des enfants ».

    Cinq jours plus tard, c’est donc en parfaite connaissance de cause que l’ambassadeur Gérard demande des « instructions claires » au gouvernement pour pouvoir mettre aux arrêts ou, au moins, en résidence surveillée les génocidaires.

    En vain.

    À Paris, la question de l’arrestation des membres du gouvernement génocidaire a pourtant été source de confusion au sommet de l’État, comme le prouvent plusieurs autres documents.

    Dans les archives de l’Élysée figure notamment la copie d’une dépêche émise depuis Paris, le 15 juillet en fin de matinée, par l’agence de presse Reuters sous un titre éloquent : « Paris prêt à arrêter les membres du gouvernement ». « Les membres du gouvernement intérimaire rwandais […] seront mis aux arrêts s’ils tombent aux mains de soldats de français dans la #zone_humanitaire_protégée par l’opération Turquoise », indiquait l’agence de presse internationale, qui disait tenir ses informations d’une « source autorisée à Paris ».

    Seulement voilà : une annotation manuscrite, inscrite par Hubert Védrine dans la marge de la dépêche imprimée par les services de l’Élysée, montre qu’il n’en était, en réalité, rien. « Lecture du Président : ce n’est pas ce qui a été dit chez le Premier ministre », peut-on lire sous la plume du secrétaire général de l’Élysée.

    Le document du cabinet Juppé sur l’ordre de laisser filer les génocidaires, daté lui aussi du 15 juillet, vient aujourd’hui conforter le soupçon d’un ministre des affaires étrangères, Alain #Juppé, en accord avec la politique élyséenne, bien qu’appartenant à un gouvernement de cohabitation dirigé par #Édouard_Balladur. Ce dernier fera d’ailleurs savoir à ce sujet, en 1998, qu’il « n’était pas question » aux yeux de Mitterrand « de châtier les auteurs hutus du génocide ». « Et il n’était pas question aux miens, ajoutait-il, de permettre à ceux-ci d’aller se mettre à l’abri au Zaïre ».

    C’est pourtant exactement ce qui s’est passé, et ce, sur ordre de son propre ministre Alain Juppé. Sur le terrain, l’#exfiltration est pilotée par le lieutenant-colonel #Jacques_Hogard, qui commande le groupement Sud-Turquoise au Rwanda, formé de troupes de la #Légion_étrangère.

    Dans un supplément spécial consacré aux opérations au Rwanda, la revue militaire Képi blanc a résumé des années plus tard la situation dans un style d’une raideur militaire qui ne fait guère dans la contorsion : « L’#EMT [#état-major_tactique] provoque et organise l’#évacuation du gouvernement de transition rwandais vers le Zaïre. »

    Le lieutenant-colonel #Hogard confirmera lui-même à plusieurs occasions les faits, notamment au journaliste David Servenay et à l’universitaire Gabriel Périès, auteurs du livre Une guerre noire (La Découverte). Dans cet ouvrage, le militaire raconte être allé voir en ces termes son homologue zaïrois pour lui parler des génocidaires qu’il s’apprêtait à laisser partir : « Vous ne fermez pas les #frontières, vous les laissez poreuses, je ne veux pas que vous empêchiez ces gens-là de partir, le Zaïre est grand, ils n’ont que ça pour partir. »

    Dès le 16 juillet, c’est-à-dire au lendemain du télégramme envoyé par le cabinet Juppé, le lieutenant-colonel Hogard rencontre le chef de l’État du Rwanda pour lui faire savoir que lui et ses hommes doivent – et peuvent – partir dans les vingt-quatre heures. Et c’est ainsi que la France escorte du Rwanda à la frontière zaïroise parmi les principaux responsables politiques du génocide.

    Un militaire de l’opération Turquoise, Guillaume Ancel, a raconté des années plus tard dans un livre (Rwanda, la fin du silence, éditions Belles Lettres) avoir vu le lieutenant-colonel Hogard quelque temps après cette scène. « Certes, il est convaincu que ce n’est pas notre rôle de rendre justice, mais escorter poliment des décideurs qui ont de terribles responsabilités dans les massacres et “du sang jusqu’au cou” le tourmente. Il aurait pu les arrêter, il aurait même pu les neutraliser, mais ses ordres ne lui laissaient pas le choix », a-t-il témoigné.

    Un document déclassifié de l’état-major de l’armée française confirme que les membres du gouvernement génocidaire « ont franchi la frontière rwando-zaïroise » le 17 juillet en fin de journée, « l’option clairement avouée étant de replier également le reste des #FAR [#forces_armées_du_gouvernement – ndlr] avec leur armement au Zaïre, afin de poursuivre la #résistance depuis ce pays ».

    En un mot : que les génocidaires soient à l’abri pour que le sang, lui, continue de couler.

      Au printemps 1994, au Rwanda, près d’un million de personnes ont été exterminées en quelques semaines. À un rythme trois fois plus élevé que le génocide des juifs d’Europe. Comment un tel crime de masse a-t-il été rendu possible ? Quelle est la responsabilité des grandes puissances occidentales et de la France, surtout, si proche des génocidaires ? Et ce n’est pas le fruit du hasard si l’un des meilleurs élèves africains de la « guerre révolutionnaire » perpétra, plus de trois décennies plus tard, le dernier génocide du XXe siècle : hiérarchies politico-militaires parallèles, gardes présidentielles transformées en escadrons de la mort, action psychologique, quadrillage administratif et militaire des populations formèrent un système efficace susceptible de mobiliser toute une société au service du projet exterminateur de ses dirigeants. Cette histoire inconnue éclaire d’un jour nouveau la responsabilité de l’État français dans le génocide rwandais.

      Au lourd secret qui entoure le véritable rôle de la France et de son armée lors du génocide des Tutsi au Rwanda, #Guillaume_Ancel oppose la vérité de ses carnets de terrain, témoignage des missions auxquelles il a participé durant l’opération Turquoise. La fin du silence est aussi le récit du combat mené par cet ancien officier pour faire savoir ce qui s’est réellement passé durant cet été 1994 et « rendre hommage, dignement, aux centaines de milliers de victimes rwandaises que nous n’avons pas su empêcher. »
      Officier de la Force d’action rapide, détaché au sein d’une unité de la Légion étrangère, le capitaine Ancel mène avec ses hommes des opérations d’extraction de personnes menacées. Sous couvert d’une opération humanitaire destinée à mettre fin aux massacres, cet officier comprend vite que la France soutient le gouvernement génocidaire rwandais dont elle a formé l’armée. Il décrit les errements de l’armée française, ballotée au gré de décisions politiques dont les motivations sont toujours tenues secrètes, les archives officielles restant inaccessibles. Ce témoignage dévoile également certains épisodes méconnus de cette opération « #humanitaire » durant laquelle l’armée française a tué. Parfois pour défendre, parfois pour des raisons moins avouables.

    Le gouvernement a demandé, vendredi 22 janvier, aux préfets de faciliter et d’accélérer les « évacuations forcées » de logements squattés, qu’il s’agisse de résidence principale ou secondaire, y compris pendant la trêve hivernale des expulsions. Coproduite par les ministères du logement, de l’intérieur et de la justice, l’instruction envoyée aux préfets fait suite à l’adoption en décembre de la loi d’accélération et de simplification de l’action publique, dite loi ASAP, qui a renforcé le dispositif antisquat après plusieurs affaires fortement médiatisées (Théoule-sur-Mer, Petit Cambodge à Paris…).

    Selon le communiqué résumant ce texte, « l’occupation effective du logement au moment où les squatteurs s’y introduisent n’est pas un critère nécessaire pour engager la procédure d’évacuation forcée », qui s’applique à tous les types de résidence (principale, secondaire, occasionnelle). Ces évacuations par la force publique ne sont pas « concernées par la suspension » des expulsions locatives décrétée chaque année au titre de la trêve hivernale pour protéger les foyers les plus fragiles, ajoute-t-il. Dans ce cas de figure, le préfet devra toutefois « s’attacher à rechercher des solutions de relogement pour les personnes évacuées » , souligne le communiqué des trois ministères.

    Quarante-huit heures pour examiner la demande d’évacuation

    Cette procédure d’évacuation n’est par ailleurs pas réservée au propriétaire du logement mais pourra être enclenchée par « toute personne agissant dans l’intérêt et pour le compte » de ce dernier. L’usufruitier d’un logement ou les enfants d’un propriétaire âgé pourront ainsi y avoir recours. Enfin, le gouvernement somme les préfets d’agir rapidement : les demandes d’évacuation devront être examinées dans les quarante-huit heures suivant leur réception. « Une fois notifiée, la décision d’évacuation forcée peut intervenir, au plus tôt, vingt-quatre heures après mise en demeure de quitter le logement » , ajoute le communiqué.

    « Le gouvernement est déterminé à mettre fin aux occupations illicites », résume le communiqué, qui assure par ailleurs que les personnes précaires qui ne sont pas « en situation de squat » ont pu bénéficier de dispositifs d’aide pendant la crise sanitaire, notamment la prolongation de la trêve hivernale en 2020. Cette instruction est envoyée trois jours après le vote au Sénat d’une proposition de loi émanant des Républicains renforçant la lutte contre les squats ; la gauche a largement critiqué ce texte, mettant en avant « la réalité du mal-logement » en France.

    "Certaines images de l’#évacuation m’ont choquée, comme le ministre de l’intérieur et je trouve bien qu’il y a eu une enquête de l’IGPN qui permette de regarder ce qui s’est vraiment passé pendant cette évacuation. Ces images ne montrent pas ce qu’on fait par ailleurs pour héberger les mêmes personnes, pour héberger les 3000 personnes qui venaient du #campement de Saint-Denis et qui ont été mises à l’abri et j’espère pouvoir trouver des solutions dans les jours qui viennent aux 300 qui étaient #Place_de_la_République. D’ailleurs, hier soir j’ai annoncé qu’on avait trouvé 103 places, il en manque encore donc nous sommes toujours en train de chercher des places.
    Journaliste : Je voulais revenir sur le communiqué que vous avez fait hier avec Marlène Schiappa, vous parlez d’une opération d’évacuation, pourquoi il n’y a pas un mot sur les #violences_policières ?

    EW : La question posée n’est pas seulement la manière dont s’est déroulée l’évacuation, c’est : qu’est-ce qu’on fait pour ces personnes... Et c’est à cette question que nous avons voulu répondre, en disant que tous les jours nous ouvrons des places, nous cherchons à héberger ces personnes qui sont sans solution et qui finissent à la rue.

    Journaliste : On a là des gens à qui on interdit, que ça soit à Paris ou ailleurs, de faire des choses basiques : de manger, de boire, de dormir dans des conditions normales. Est-ce que ça vous choque ?

    EW : Mais un campement, que ça soit sous l’autoroute, sur le parvis de l’hôtel de ville ou sur la Place de la République, ça n’est pas une solution. Quand les campements sont évacués, après beaucoup de temps... En fait, on laisse s’installer une situation qui est une situation en général indigne... On a ouvert 185’000 places d’hébergement, c’est les chiffres, c’est hyper abstrait, personne ne sait si c’est beaucoup ou pas. Il y en avait 155’000 y a 4 ans à la fin du quinquennat Hollande, donc ça fait 30’000 de plus, c’est beaucoup. Le sujet pour moi c’est de trouver une solution à chaque personne, et c’est difficile, et on n’a pas de solution en claquant des doigts, mais c’est ce qu’on essaie de faire.

    « On a parlé avec les représentants de la mairie, ils ont dit ’On a beaucoup beaucoup de places et c’est la préfecture qui bloque.     EW : "ça c’est trop facile, parce que c’est pas la mairie qui a des solutions et il suffirait de suivre la mairie et l’Etat qui ne veut pas. La mairie a fini pour nous dire : ’Il y a deux centres de congrès possibles’. J’ai d’ailleurs reçu un courrier des deux maires d’arrondissement concernés pour me dire qu’ils n’avaient pas été concertés, que ce n’était pas avec leur accord et que c’était plus compliqué que ça. On va étudier ces deux centres, on en a trouvé un troisième, qui est Porte de la Villette, que nous avions déjà identifié et qui est en train d’être équipé. Moi, je prends toutes les solutions, mais il faut aussi financer ces places et c’est pas la mairie qui les finance.

    Journaliste : L’Etat a refusé les deux propositions...

    EW : Pas du tout ! L’Etat n’a pas du tout refusé, on est en train d’instruire...

    Journaliste : On a toujours l’impression qu’il faut faire disparaître ces gens... Qu’il ne faut pas qu’ils restent...

    EW : Franchement vous vous plaquez un modèle de vision, vous plaquez un schéma de vision sur la réalité. Moi, je me bats...

    Journaliste : Le préfet les fait partir de Paris pour pas qu’ils soient visibles dans Paris...

    EW : C’est pas ce qui se passe. On les héberge dans des hôtels dans Paris, dans des centres d’hébergement dans Paris. On ne peut pas dire que l’action du gouvernement c’est une action qui leur tourne le dos et qui s’en désintéresse. Ce n’est juste pas vrai. C’est pas ce qu’on fait tous les jours. Il y a une attention. Il n’y a jamais eu autant d’argent sur l’aide alimentaire, il n’y a jamais eu autant d’argent sur l’hébergement d’urgence, il n’y a jamais eu autant de personnes accueillies. On a ouvert avec la ville de Paris un centre de plus au Carreau du Temple, c’est en plein centre-ville, donc ça n’est juste pas vrai de dire que le gouvernement veut les faire disparaître. Je ne peux pas vous laisser dire cela.

Mais vous savez très bien qu’il y a aussi des résistances des populations locales, je pense à certains arrondissements de Paris, ou les riverains, ils n’ont pas envie... et ils font pression sur leurs maires, justement, parce qu’ils ne veulent pas avoir de migrants »

    Journaliste : « C’est donc une histoire de rapport de force »

    CR : "A un certain moment il faut aussi que nous, nous sortons aussi les biscotto... le gouvernement et aussi les services préfectoraux, parce que ce sont souvent les préfets qui doivent mener des bras de fer avec certains maires pour faire en sorte que ces migrants soient hébergés dignement.
