In this documentary, the Grupo Popular Pesquisa em Ação explores the struggle for education, for housing, for indigenous rights, against capital development. This video narrates the events using testimonies of the protagonists and historical images. The main objective of this project is to analyze the resistance practices developed against the FIFA World Cup #2014, in Rio de Janeiro. This analysis is contextualized with the collection of crucial historical testimonies, reports of all the #violence and abuses that occur due to the FIFA World Cup 2014. The video is geographically centered around the area of the Maracanã stadium, one of the areas where the contradictions of the development model characterized by the state of exception came to light and where several resistance strategies have emerged.

56,800 migrant dead and missing : ’They are human beings’
One by one, five to a grave, the coffins are buried in the red earth of this ill-kept corner of a South African cemetery. The scrawl on the cheap wood attests to their anonymity: “Unknown B/Male.”
These men were migrants from elsewhere in Africa with next to nothing who sought a living in the thriving underground economy of Gauteng province, a name that roughly translates to “land of gold.” Instead of fortune, many found death, their bodies unnamed and unclaimed — more than 4,300 in Gauteng between 2014 and 2017 alone.
Some of those lives ended here at the Olifantsvlei cemetery, in silence, among tufts of grass growing over tiny placards that read: Pauper Block. There are coffins so tiny that they could belong only to children.
As migration worldwide soars to record highs, far less visible has been its toll: The tens of thousands of people who die or simply disappear during their journeys, never to be seen again. In most cases, nobody is keeping track: Barely counted in life, these people don’t register in death , as if they never lived at all.
An Associated Press tally has documented at least 56,800 migrants dead or missing worldwide since 2014 — almost double the number found in the world’s only official attempt to try to count them, by the U.N.’s International Organization for Migration. The IOM toll as of Oct. 1 was more than 28,500. The AP came up with almost 28,300 additional dead or missing migrants by compiling information from other international groups, requesting forensic records, missing persons reports and death records, and sifting through data from thousands of interviews with migrants.
The toll is the result of migration that is up 49 percent since the turn of the century, with more than 258 million international migrants in 2017, according to the United Nations. A growing number have drowned, died in deserts or fallen prey to traffickers, leaving their families to wonder what on earth happened to them. At the same time, anonymous bodies are filling cemeteries around the world, like the one in Gauteng.
The AP’s tally is still low. More bodies of migrants lie undiscovered in desert sands or at the bottom of the sea. And families don’t always report loved ones as missing because they migrated illegally, or because they left home without saying exactly where they were headed.
The official U.N. toll focuses mostly on Europe, but even there cases fall through the cracks. The political tide is turning against migrants in Europe just as in the United States, where the government is cracking down heavily on caravans of Central Americans trying to get in . One result is that money is drying up for projects to track migration and its costs.
For example, when more than 800 people died in an April 2015 shipwreck off the coast of Italy, Europe’s deadliest migrant sea disaster, Italian investigators pledged to identify them and find their families. More than three years later, under a new populist government, funding for this work is being cut off.
Beyond Europe, information is even more scarce. Little is known about the toll in South America, where the Venezuelan migration is among the world’s biggest today, and in Asia, the top region for numbers of migrants.
The result is that governments vastly underestimate the toll of migration, a major political and social issue in most of the world today.
“No matter where you stand on the whole migration management debate....these are still human beings on the move,” said Bram Frouws, the head of the Mixed Migration Centre , based in Geneva, which has done surveys of more than 20,000 migrants in its 4Mi project since 2014. “Whether it’s refugees or people moving for jobs, they are human beings.”
They leave behind families caught between hope and mourning, like that of Safi al-Bahri. Her son, Majdi Barhoumi, left their hometown of Ras Jebel, Tunisia, on May 7, 2011, headed for Europe in a small boat with a dozen other migrants. The boat sank and Barhoumi hasn’t been heard from since. In a sign of faith that he is still alive, his parents built an animal pen with a brood of hens, a few cows and a dog to stand watch until he returns.
“I just wait for him. I always imagine him behind me, at home, in the market, everywhere,” said al-Bahari. “When I hear a voice at night, I think he’s come back. When I hear the sound of a motorcycle, I think my son is back.”

EUROPE: BOATS THAT NEVER ARRIVE
Of the world’s migration crises, Europe’s has been the most cruelly visible. Images of the lifeless body of a Kurdish toddler on a beach, frozen tent camps in Eastern Europe, and a nearly numbing succession of deadly shipwrecks have been transmitted around the world, adding to the furor over migration.
In the Mediterranean, scores of tankers, cargo boats, cruise ships and military vessels tower over tiny, crowded rafts powered by an outboard motor for a one-way trip. Even larger boats carrying hundreds of migrants may go down when soft breezes turn into battering winds and thrashing waves further from shore.
Two shipwrecks and the deaths of at least 368 people off the coast of Italy in October 2013 prompted the IOM’s research into migrant deaths. The organization has focused on deaths in the Mediterranean, although its researchers plead for more data from elsewhere in the world. This year alone, the IOM has found more than 1,700 deaths in the waters that divide Africa and Europe.
Like the lost Tunisians of Ras Jebel, most of them set off to look for work. Barhoumi, his friends, cousins and other would-be migrants camped in the seaside brush the night before their departure, listening to the crash of the waves that ultimately would sink their raft.
Khalid Arfaoui had planned to be among them. When the group knocked at his door, it wasn’t fear that held him back, but a lack of cash. Everyone needed to chip in to pay for the boat, gas and supplies, and he was short about $100. So he sat inside and watched as they left for the beachside campsite where even today locals spend the night before embarking to Europe.
Propelled by a feeble outboard motor and overburdened with its passengers, the rubber raft flipped, possibly after grazing rocks below the surface on an uninhabited island just offshore. Two bodies were retrieved. The lone survivor was found clinging to debris eight hours later.
The Tunisian government has never tallied its missing, and the group never made it close enough to Europe to catch the attention of authorities there. So these migrants never have been counted among the dead and missing.
“If I had gone with them, I’d be lost like the others,” Arfaoui said recently, standing on the rocky shoreline with a group of friends, all of whom vaguely planned to leave for Europe. “If I get the chance, I’ll do it. Even if I fear the sea and I know I might die, I’ll do it.”
With him that day was 30-year-old Mounir Aguida, who had already made the trip once, drifting for 19 hours after the boat engine cut out. In late August this year, he crammed into another raft with seven friends, feeling the waves slam the flimsy bow. At the last minute he and another young man jumped out.
“It didn’t feel right,” Aguida said.
There has been no word from the other six — yet another group of Ras Jebel’s youth lost to the sea. With no shipwreck reported, no survivors to rescue and no bodies to identify, the six young men are not counted in any toll.
In addition to watching its own youth flee, Tunisia and to a lesser degree neighboring Algeria are transit points for other Africans north bound for Europe. Tunisia has its own cemetery for unidentified migrants, as do Greece, Italy and Turkey. The one at Tunisia’s southern coast is tended by an unemployed sailor named Chamseddin Marzouk.
Of around 400 bodies interred in the coastal graveyard since it opened in 2005, only one has ever been identified. As for the others who lie beneath piles of dirt, Marzouk couldn’t imagine how their families would ever learn their fate.
“Their families may think that the person is still alive, or that he’ll return one day to visit,” Marzouk said. “They don’t know that those they await are buried here, in Zarzis, Tunisia.”

AFRICA: VANISHING WITHOUT A TRACE
Despite talk of the ’waves’ of African migrants trying to cross the Mediterranean, as many migrate within Africa — 16 million — as leave for Europe. In all, since 2014, at least 18,400 African migrants have died traveling within Africa, according to the figures compiled from AP and IOM records. That includes more than 4,300 unidentified bodies in a single South African province, and 8,700 whose traveling companions reported their disappearance en route out of the Horn of Africa in interviews with 4Mi.
When people vanish while migrating in Africa, it is often without a trace. The IOM says the Sahara Desert may well have killed more migrants than the Mediterranean. But no one will ever know for sure in a region where borders are little more than lines drawn on maps and no government is searching an expanse as large as the continental United States. The harsh sun and swirling desert sands quickly decompose and bury bodies of migrants, so that even when they turn up, they are usually impossible to identify .
With a prosperous economy and stable government, South Africa draws more migrants than any other country in Africa. The government is a meticulous collector of fingerprints — nearly every legal resident and citizen has a file somewhere — so bodies without any records are assumed to have been living and working in the country illegally. The corpses are fingerprinted when possible, but there is no regular DNA collection.
South Africa also has one of the world’s highest rates of violent crime and police are more focused on solving domestic cases than identifying migrants.
“There’s logic to that, as sad as it is....You want to find the killer if you’re a policeman, because the killer could kill more people,” said Jeanine Vellema, the chief specialist of the province’s eight mortuaries. Migrant identification, meanwhile, is largely an issue for foreign families — and poor ones at that.
Vellema has tried to patch into the police missing persons system, to build a system of electronic mortuary records and to establish a protocol where a DNA sample is taken from every set of remains that arrive at the morgue. She sighs: “Resources.” It’s a word that comes up 10 times in a half-hour conversation.
So the bodies end up at Olifantsvlei or a cemetery like it, in unnamed graves. On a recent visit by AP, a series of open rectangles awaited the bodies of the unidentified and unclaimed. They did not wait long: a pickup truck drove up, piled with about 10 coffins, five per grave. There were at least 180 grave markers for the anonymous dead, with multiple bodies in each grave.
The International Committee of the Red Cross, which is working with Vellema, has started a pilot project with one Gauteng morgue to take detailed photos, fingerprints, dental information and DNA samples of unidentified bodies. That information goes to a database where, in theory, the bodies can be traced.
“Every person has a right to their dignity. And to their identity,” said Stephen Fonseca, the ICRC regional forensic manager.

THE UNITED STATES: “THAT’S HOW MY BROTHER USED TO SLEEP”
More than 6,000 miles (9,000 kilometers) away, in the deserts that straddle the U.S.-Mexico border, lie the bodies of migrants who perished trying to cross land as unforgiving as the waters of the Mediterranean. Many fled the violence and poverty of Guatemala, Honduras, El Salvador or Mexico. Some are found months or years later as mere skeletons. Others make a last, desperate phone call and are never heard from again.
In 2010 the Argentine Forensic Anthropology Team and the local morgue in Pima County, Ariz., began to organize efforts to put names to the anonymous bodies found on both sides of the border. The “Border Project” has since identified more than 183 people — a fraction of the total.
At least 3,861 migrants are dead and missing on the route from Mexico to the United States since 2014, according to the combined AP and IOM total. The tally includes missing person reports from the Colibri Center for Human Rights on the U.S. side as well as the Argentine group’s data from the Mexican side. The painstaking work of identification can take years, hampered by a lack of resources, official records and coordination between countries — and even between states.
For many families of the missing, it is their only hope, but for the families of Juan Lorenzo Luna and Armando Reyes, that hope is fading.
Luna, 27, and Reyes, 22, were brothers-in-law who left their small northern Mexico town of Gomez Palacio in August 2016. They had tried to cross to the U.S. four months earlier, but surrendered to border patrol agents in exhaustion and were deported.
They knew they were risking their lives — Reyes’ father died migrating in 1995, and an uncle went missing in 2004. But Luna, a quiet family man, wanted to make enough money to buy a pickup truck and then return to his wife and two children. Reyes wanted a job where he wouldn’t get his shoes dirty and could give his newborn daughter a better life.
Of the five who left Gomez Palacio together, two men made it to safety, and one man turned back. The only information he gave was that the brothers-in-law had stopped walking and planned to turn themselves in again. That is the last that is known of them.
Officials told their families that they had scoured prisons and detention centers, but there was no sign of the missing men. Cesaria Orona even consulted a fortune teller about her missing son, Armando, and was told he had died in the desert.
One weekend in June 2017, volunteers found eight bodies next to a military area of the Arizona desert and posted the images online in the hopes of finding family. Maria Elena Luna came across a Facebook photo of a decaying body found in an arid landscape dotted with cactus and shrubs, lying face-up with one leg bent outward. There was something horribly familiar about the pose.
“That’s how my brother used to sleep,” she whispered.
Along with the bodies, the volunteers found a credential of a boy from Guatemala, a photo and a piece of paper with a number written on it. The photo was of Juan Lorenzo Luna, and the number on the paper was for cousins of the family. But investigators warned that a wallet or credential could have been stolen, as migrants are frequently robbed.
“We all cried,” Luna recalled. “But I said, we cannot be sure until we have the DNA test. Let’s wait.”
Luna and Orona gave DNA samples to the Mexican government and the Argentine group. In November 2017, Orona received a letter from the Mexican government saying that there was the possibility of a match for Armando with some bone remains found in Nuevo Leon, a state that borders Texas. But the test was negative.
The women are still waiting for results from the Argentine pathologists. Until then, their relatives remain among the uncounted.
Orona holds out hope that the men may be locked up, or held by “bad people.” Every time Luna hears about clandestine graves or unidentified bodies in the news, the anguish is sharp.
“Suddenly all the memories come back,” she said. “I do not want to think.”

SOUTH AMERICA: “NO ONE WANTS TO ADMIT THIS IS A REALITY”
The toll of the dead and the missing has been all but ignored in one of the largest population movements in the world today — that of nearly 2 million Venezuelans fleeing from their country’s collapse. These migrants have hopped buses across the borders, boarded flimsy boats in the Caribbean, and — when all else failed — walked for days along scorching highways and freezing mountain trails. Vulnerable to violence from drug cartels, hunger and illness that lingers even after reaching their destination, they have disappeared or died by the hundreds.
“They can’t withstand a trip that hard, because the journey is very long,” said Carlos Valdes, director of neighboring Colombia’s national forensic institute. “And many times, they only eat once a day. They don’t eat. And they die.” Valdes said authorities don’t always recover the bodies of those who die, as some migrants who have entered the country illegally are afraid to seek help.
Valdes believes hypothermia has killed some as they trek through the mountain tundra region, but he had no idea how many. One migrant told the AP he saw a family burying someone wrapped in a white blanket with red flowers along the frigid journey.
Marta Duque, 55, has had a front seat to the Venezuela migration crisis from her home in Pamplona, Colombia. She opens her doors nightly to provide shelter for families with young children. Pamplona is one of the last cities migrants reach before venturing up a frigid mountain paramo, one of the most dangerous parts of the trip for migrants traveling by foot. Temperatures dip well below freezing.
She said inaction from authorities has forced citizens like her to step in.
“Everyone just seems to pass the ball,” she said. “No one wants to admit this is a reality.”
Those deaths are uncounted, as are dozens in the sea. Also uncounted are those reported missing in Colombia, Peru and Ecuador. In all at least 3,410 Venezuelans have been reported missing or dead in a migration within Latin America whose dangers have gone relatively unnoticed; many of the dead perished from illnesses on the rise in Venezuela that easily would have found treatment in better times.
Among the missing is Randy Javier Gutierrez, who was walking through Colombia with a cousin and his aunt in hopes of reaching Peru to reunite with his mother.
Gutierrez’s mother, Mariela Gamboa, said that a driver offered a ride to the two women, but refused to take her son. The women agreed to wait for him at the bus station in Cali, about 160 miles (257 kilometers) ahead, but he never arrived. Messages sent to his phone since that day four months ago have gone unread.
“I’m very worried,” his mother said. “I don’t even know what to do.”

ASIA: A VAST UNKNOWN
The region with the largest overall migration, Asia, also has the least information on the fate of those who disappear after leaving their homelands. Governments are unwilling or unable to account for citizens who leave for elsewhere in the region or in the Mideast, two of the most common destinations, although there’s a growing push to do so.
Asians make up 40 percent of the world’s migrants, and more than half of them never leave the region. The Associated Press was able to document more than 8,200 migrants who disappeared or died after leaving home in Asia and the Mideast, including thousands in the Philippines and Indonesia.
Thirteen of the top 20 migration pathways from Asia take place within the region. These include Indian workers heading to the United Arab Emirates, Bangladeshis heading to India, Rohingya Muslims escaping persecution in Myanmar, and Afghans crossing the nearest border to escape war. But with large-scale smuggling and trafficking of labor, and violent displacements, the low numbers of dead and missing indicate not safe travel but rather a vast unknown.
Almass was just 14 when his widowed mother reluctantly sent him and his 11-year-old brother from their home in Khost, Afghanistan, into that unknown. The payment for their trip was supposed to get them away from the Taliban and all the way to Germany via a chain of smugglers. The pair crammed first into a pickup with around 40 people, walked for a few days at the border, crammed into a car, waited a bit in Tehran, and walked a few more days.
His brother Murtaza was exhausted by the time they reached the Iran-Turkey border. But the smuggler said it wasn’t the time to rest — there were at least two border posts nearby and the risk that children far younger travelling with them would make noise.
Almass was carrying a baby in his arms and holding his brother’s hand when they heard the shout of Iranian guards. Bullets whistled past as he tumbled head over heels into a ravine and lost consciousness.
Alone all that day and the next, Almass stumbled upon three other boys in the ravine who had also become separated from the group, then another four. No one had seen his brother. And although the younger boy had his ID, it had been up to Almass to memorize the crucial contact information for the smuggler.
When Almass eventually called home, from Turkey, he couldn’t bear to tell his mother what had happened. He said Murtaza couldn’t come to the phone but sent his love.
That was in early 2014. Almass, who is now 18, hasn’t spoken to his family since.
Almass said he searched for his brother among the 2,773 children reported to the Red Cross as missing en route to Europe. He also looked for himself among the 2,097 adults reported missing by children. They weren’t on the list.
With one of the world’s longest-running exoduses, Afghans face particular dangers in bordering countries that are neither safe nor welcoming. Over a period of 10 months from June 2017 to April 2018, 4Mi carried out a total of 962 interviews with Afghan migrants and refugees in their native languages around the world, systematically asking a series of questions about the specific dangers they had faced and what they had witnessed.
A total of 247 migrant deaths were witnessed by the interviewed migrants, who reported seeing people killed in violence from security forces or starving to death. The effort is the first time any organization has successfully captured the perils facing Afghans in transit to destinations in Asia and Europe.
Almass made it from Asia to Europe and speaks halting French now to the woman who has given him a home in a drafty 400-year-old farmhouse in France’s Limousin region. But his family is lost to him. Their phone number in Afghanistan no longer works, their village is overrun with Taliban, and he has no idea how to find them — or the child whose hand slipped from his grasp four years ago.
“I don’t know now where they are,” he said, his face anguished, as he sat on a sun-dappled bench. “They also don’t know where I am.”

Over 200 Migrants Drown in Three Days in Mediterranean — Death Toll for 2018 Passes 1,000
This weekend, some 204 migrants have died at sea off Libya, pushing the total number of migrant drownings in the entire Mediterranean so far this year to over 1,000 people.
Today (1/07), a small rubber boat packed with migrants capsized off AlKhums, east of Tripoli, with an estimated 41 people surviving after rescue. On Friday (28/06), three babies were among the 103, who died in a shipwreck similar to Sunday’s incident, also caused by smugglers taking migrants to sea in completely unsafe vessels.
So far this year, the Libyan Coast Guard has returned some 10,000 people to shore from small vessels.
“I am traveling to Tripoli once again this week and will see firsthand the conditions of migrants who have been rescued as well as those returned to shore by the Libya Coast Guard,” said William Lacy Swing, IOM Director General. “IOM is determined to ensure that the human rights of all migrants are respected as together we all make efforts to stop the people smuggling trade, which is so exploitative of migrants,” said Swing.
IOM staff were deployed to provide support and first aid to the the 41 migrants who survived the capsize of their small rubber vessel that capsized off AlKhums. This is the second major shipwreck in as many few days. On Friday, a rubber dinghy capsized north of Tripoli and the 16 survivors (young men from Gambia, Sudan, Yemen, Niger and Guinea) were rescued by the Libyan Cost Guard. However, an estimated 103 people lost their lives.
Adding to grim and tragic scene, the bodies of three babies were taken from the sea by the Libyan Coast Guard. IOM provided assistance at the disembarkation point, including provision of food and water and health assistance. IOM is also in the process of providing psychosocial aid at Tajoura detention centre where the survivors have been transferred. The need for physcosocial support is high as the survivors spent traumatizing time in the water as their engine broke only 30 minutes after departing Garaboli. The survivors have received psychosocial first aid at the detention centre and IOM continues to monitor their condition.
From Friday to Sunday, close to 1,000 migrants were returned to Libyan shore by the Libyan Coast Guard, who intercepted small crafts as they made their way towards the open sea. Upon disembarkation to shore, migrants have received emergency direct assistance, including food and water, health assistance and IOM protection staff has provided vulnerability interviews. Those rescued and returned by the Libyan Coast Guard are transferred by the Libyan authorities to the detention centres where IOM continues humanitarian assistance.
“There is an alarming increase in deaths at sea off Libya Coast,” said IOM Libya Chief of Mission Othman Belbeisi, adding: “Smugglers are exploiting the desperation of migrants to leave before there are further crackdowns on Mediterranean crossings by Europe.”
“Migrants returned by the coast guard should not automatically be transferred to detention and we are deeply concerned that the detention centres will yet again be overcrowded and that living conditions will deteriorate with the recent influx of migrants,” added Belbeisi.

The phenomenon peaked in 2015, when more than one million people arrived in Europe, a large proportion of them having travelled along the eastern route through Turkey, Greece, and the Balkans. The number of arrivals has fallen significantly since 2016, albeit with more than 160,000 people reaching Europe through Mediterranean routes annually.

Oups, les commentat/aire/eur/s internation/ales/aux sont unanimes : on est au bord de la troisième guerre mondiale y compris l’ « échange » de tir de missiles atomiques entre Moscou, Washington, Londres et Paris. Ceci est d’autant plus énervant qu’ils le disent sans égard de leur préférences politiques de droite ou de gauche. Il reste pourtant simple d’identifier un journalistes de droite et de gauche. Pour ceux de droite c’est l’agressivité des méchants Assad et Poutine qui crée le danger d’escalation, pour la gauche c’est le capitalisme. Je trouve plus vraisemblable la deuxième explication, mais elle n’dit pas tout.

Das „neue“ Fordistische Akkumulationsregime (Massenmotorisierung), das dem Kapitalismus in den 1950ern und 1960ern sein „Goldenes Zeitalter“ (Hobsbawn) verschaffte, erfuhr gerade in der totalen Mobilisierung während des Zweiten Weltkrieges seinen Durchbruch. Die kapitalistische „Nachkriegsprosperität“ fußte auf den Leichenbergen des Zweiten Weltkriegs, nach dessen Ende es de facto keine Demobilisierung gab: Die massenhafte Kriegsproduktion von Panzern ging in die Massenproduktion von Autos über.
Dieser massenmörderische Krisenausweg ist dem Kapitalismus diesmal durch das akkumulierte Vernichtungspotenzial (Atomwaffen) und das allgemein hohe Produktivitätsniveau versperrt. Dennoch steigt die Kriegsgefahr. Konfrontiert mit kriegsbedingt zunehmenden inneren Widersprüchen und Verwerfungen, gehen die spätkapitalistischen Staatsapparate dazu über, in der zunehmenden geopolitischen Konkurrenz die Krisenfolgen auf andere abzuwälzen.
Die inneren Widersprüche sollen durch äußere Expansion kompensiert werden. Die geopolitische Lage ist somit gefährlicher als auf dem Höhepunkt des Kalten Krieges, da die Crisis allen neoimperialen Akteuren im Nacken sitzt und sie in eine letztendlich irrationale imperialistische Aggression treibt.

Cet article est particulièrement chiant parce qu’il nous rappelle dans sa partie analytique à quel point Merkel, Schäuble et les autres acteurs politiques d’Allemagne se comportent en humbles serviteurs de notre grand ami d’outre-mer.
Allein schon ihre - fast kindlich wirkende - Formulierung „der Präsident Barack Obama sagt immer zu mir“ irritiert. Die Kanzlerin äußert sich nicht etwa über „den US-Präsidenten“, also das Oberhaupt eines fremden Staates, sondern schlicht über „den Präsidenten“, was fast klingt, als sehe sie ihn, zumindest in diesen Fragen, als ihren persönlichen Chef an.
Der nächste auffällige Aspekt der Rede ist Merkels völliges Ausblenden der Gründe für die unterschiedlich hohen Militärausgaben der USA und Deutschlands. Dass das extrem aufgeblähte amerikanische Budget etwas mit den zahlreichen Kriegen, Besatzungstruppen bzw. Stützpunkten der USA in Übersee zu tun hat, ist Merkel keine weitere Erwähnung wert, ganz so, als sei dieser Umstand die banalste und womöglich nachahmenswerteste Selbstverständlichkeit.
Des Weiteren wirkt ihre Unterstellung, die USA würden mit ihrem Militärbudget „Verteidigungsleistungen für uns tragen“, geradezu bizarr. Im Irak oder in Syrien wird Deutschland so wenig verteidigt wie seinerzeit am Hindukusch. Im Gegenteil stellt die Bundeswehr, ähnlich wie die nationalen Armeen der anderen Nato-Partner, in wechselndem Umfang Hilfstruppen für die Durchsetzung der Interessen des amerikanischen Imperiums zur Verfügung.

Rappellons que le président allemand, le pasteur Gauck, a annoncé un changement de paradigme dans la politique militaire allemande dans un discours du 31. janvier 2014. Quand on sait que ce discours est le résultat de la collaboration entre les partenaires de l’association Atlantikbrücke et qu’il a été préalablement tenu par un autre politicien, on comprend que l’hasard joue un rôle généralement surestimé pour le cour des choses.

„Deutschlands Rolle in der Welt: Anmerkungen zu Verantwortung, Normen und Bündnissen“
Fünf Jahrzehnte Münchner Sicherheitskonferenz spiegeln ein gutes Stück Geschichte der Bundesrepublik Deutschland: von der Verteidigung des Westens hin zur globalen Ordnungspolitik und von der Wehrkunde zu einem umfassenden Sicherheitsbegriff. Was für ein Bogen! Als die Tagung erstmals hier in München stattfand, waren Deutschland und seine Hauptstadt geteilt und sie standen unter atomarer Bedrohung. Heute treiben uns neue Spannungen und neue Kriege um: zwischen Staaten und innerhalb von Staaten, in der Nähe und in der Ferne.
Deshalb ändert sich das Grundmotiv der Münchner Tagung nicht. Sicherheit bleibt eine Existenzfrage, für Menschen und für Nationen. Es gehört zu den Stärken offener Gesellschaften, schwierige und komplexe Themen auch öffentlich zu debattieren – so wie es traditionell auf der Münchner Sicherheitskonferenz geschieht. Denn mit allen ihren Kontroversen trägt sie dazu bei, Sicherheit und Frieden durch Dialog zu festigen.
Sehr geehrter Herr Ischinger,
Sie haben – gemeinsam mit Ihrem Vorgänger Horst Teltschik und dem Gründer Ewald von Kleist – die Sicherheitskonferenz zu einem herausragenden Forum gemacht, das wir nicht mehr wegdenken mögen aus dem Jahresplan der Außen- und Sicherheitspolitiker. Deshalb bin ich gern gekommen, um diese 50. Konferenz zu eröffnen.
Der runde Geburtstag gibt Anlass zur Rückschau, aber natürlich vor allem zum Blick nach vorn. Deshalb möchte ich heute über den Weg der Bundesrepublik sprechen – und darüber, wo er in Zukunft hinführen kann. Denn wir Deutschen sind auf dem Weg zu einer Form von Verantwortung, die wir noch wenig eingeübt haben.
Kurzum: Ich möchte sprechen über die Rolle Deutschlands in der Welt.
Eines gleich vorweg: Dies ist ein gutes Deutschland, das beste, das wir jemals hatten. Das auszusprechen, ist keine Schönfärberei. Als ich geboren wurde, herrschten die Nationalsozialisten, die die Welt mit Leid und Krieg überzogen haben. Als der Zweite Weltkrieg endete, war ich fünf Jahre alt. Unser Land war zerstört, materiell und moralisch. Schauen wir uns an, wo Deutschland heute steht: Es ist eine stabile Demokratie, frei und friedliebend, wohlhabend und offen. Es tritt ein für Menschenrechte. Es ist ein verlässlicher Partner in Europa und in der Welt, gleich berechtigt und gleich verpflichtet. Das alles erfüllt mich mit tiefer Dankbarkeit und Freude.
Aber gerade weil dies gute Zeiten für Deutschland sind, müssen wir überlegen, was wir heute zu verändern haben, damit morgen bleibt, was uns wesentlich ist. Manche in Deutschland fragen, was es denn da eigentlich zu ändern gebe. Unser Land sei von Freunden umgeben, und weit und breit schicke sich kein Staat an, sich mit uns zu verfeinden. Sie glauben, dass die deutsche Außenpolitik ihre bekömmliche Rezeptur längst gefunden habe. Da gebe es wenig zu justieren, schon gar nichts zu ändern. Warum reparieren, was nicht kaputt ist?
Ohne Zweifel stimmt an diesem Argument, dass die deutsche Außenpolitik solide verwurzelt ist. Ihre wichtigste Errungenschaft ist, dass Deutschland mit Hilfe seiner Partner auf eine Vergangenheit aus Krieg und Dominanz eine Gegenwart von Frieden und Kooperation gebaut hat. Dazu zählen die Aussöhnung mit unseren Nachbarn, das Staatsziel der europäischen Einigung sowie das Bündnis mit den Vereinigten Staaten als Grundpfeiler der Nordatlantischen Verteidigungsallianz. Deutschland tritt ein für einen Sicherheitsbegriff, der wertebasiert ist und die Achtung der Menschenrechte umfasst. Im außenpolitischen Vokabular reimt sich Freihandel auf Frieden und Warenaustausch auf Wohlstand.
Deutschland ist überdurchschnittlich globalisiert und es profitiert deshalb überdurchschnittlich von einer offenen Weltordnung – einer Weltordnung, die Deutschland erlaubt, Interessen mit grundlegenden Werten zu verbinden. Aus all dem leitet sich Deutschlands wichtigstes außenpolitisches Interesse im 21. Jahrhundert ab: dieses Ordnungsgefüge, dieses System zu erhalten und zukunftsfähig zu machen.
Deutschlands so definiertes Kerninteresse zu verfolgen, während sich die Welt rundherum tiefgreifend verändert, das ist die große Herausforderung unserer Zeit. Wenn es in den vergangenen Jahren eine Konstante gab, so ist es die Beobachtung, dass die Geschwindigkeit des Wandels permanent unterschätzt wurde. Regelmäßig wundern sich Zukunftsforscher, dass Veränderungen in der Welt deutlich schneller Wirklichkeit werden als von ihnen prognostiziert. Dies hat auch Konsequenzen für unsere Sicherheit: Unvermutet schnell geraten wir hinein in eine Welt, in der sich Einzelne so viel Vernichtungskraft kaufen können wie früher nur Staaten. Eine Welt, in der ökonomische und politische Macht wandert oder ganze Regionen aufrüstet. Im Nahen Osten drohen sich einzelne Feuer zu einem Flächenbrand zu verbinden. Just in dem Moment überdenkt die einzige Supermacht Ausmaß und Form ihres globalen Engagements. Ihr Partner Europa ist mit sich selbst beschäftigt. Im Zuge dieser Entwicklung zu glauben, man könne in Deutschland einfach so weitermachen wie bisher – das überzeugt mich nicht.
Wie der Wandel allmählich an bundesdeutschen Gewissheiten nagt, ist seit einiger Zeit nicht mehr zu übersehen. An der europäischen Idee halten wir fest. Aber Europas Krise verunsichert uns. Auch an der NATO halten wir fest. Aber über die Ausrichtung der Allianz debattieren wir seit Jahren, und ihrer finanziellen Auszehrung werfen wir uns nicht entgegen. Das Bündnis mit den Vereinigten Staaten stellen wir nicht in Frage. Aber Stresssymptome und Zukunftsungewissheit beobachten wir durchaus. Die regelbasierte Welt der Vereinten Nationen halten wir in hohen Ehren. Aber die Krise des Multilateralismus können wir nicht ignorieren. Die neuen Weltmächte, wir sähen sie gerne als Teilhaber einer Weltordnung. Aber einige suchen ihren Platz nicht in der Mitte des Systems, sondern eher am Rande. Wir fühlen uns von Freunden umgeben, wissen aber kaum, wie wir umgehen sollen mit diffusen Sicherheitsrisiken wie der Privatisierung von Macht durch Terroristen oder Cyberkriminelle. Wir beschweren uns, zu Recht, wenn Verbündete bei der elektronischen Gefahrenabwehr über das Ziel hinausschießen. Und doch ziehen wir es vor, auf sie angewiesen zu bleiben, und zögern, eigene Fähigkeiten zur Gefahrenabwehr zu verbessern.
Aus all dem folgt: Die Beschwörung des Altbekannten wird künftig nicht ausreichen! Die Kernfrage lautet doch: Hat Deutschland die neuen Gefahren und die Veränderung im Gefüge der internationalen Ordnung schon angemessen wahrgenommen? Reagiert es seinem Gewicht entsprechend? Ergreift die Bundesrepublik genügend Initiative, um jenes Geflecht aus Normen, Freunden und Allianzen zukunftsfähig zu machen, das uns doch Frieden in Freiheit und Wohlstand in Demokratie gebracht hat?
Manche im Inland und Ausland haben eine schnelle und etwas grobschlächtige Antwort parat: Sie sehen Deutschland schlicht als Drückeberger in der Weltgemeinschaft. Bei schwierigen Fragen ducke sich Deutschland allzu oft weg. Dieser Kritik sind zunächst Fakten und dann ein wenig historische Perspektive entgegenzustellen.
Nach dem Zweiten Weltkrieg hatte zunächst niemand, nicht im Ausland und nicht im Inland, Interesse an einer starken internationalen Rolle Deutschlands. Es gab zudem zwei deutsche Staaten, beide in unterschiedlichem Maße teilsouverän. Seit der Wiedervereinigung hat sich Deutschland auf den Weg gemacht. Schritt um Schritt wird die Bundesrepublik von einem Nutznießer zu einem Garanten internationaler Ordnung und Sicherheit: Ich nenne erstens die Entwicklungszusammenarbeit. Deutschland investiert hier auch deshalb große Summen, weil es helfen möchte, stabile und eben sichere Gesellschaften aufzubauen. Deutschland tut zweitens viel dafür, die Welt in eine ressourcenschonende Zukunft zu bringen. Und drittens fördert kaum ein Land die internationalen Institutionen engagierter. Viertens hat sich Deutschland auch an Militäreinsätzen so manches Mal beteiligt. Was die Bundesrepublik fünftens für das Zusammenwachsen Europas und die Überwindung der jüngsten Krise getan hat, das kann sich durchaus sehen lassen.
Soweit die Fakten. Und doch sind nicht alle Kritiker der deutschen Politik einfach nur ungerecht. Einige differenzieren und nuancieren, und in solcher Kritik steckt wohl oft ein wahrer Kern. Auf dem Weg zu einem Garanten internationaler Ordnung und Sicherheit bewegt sich Deutschland nun schon im 24. Jahr. Es ist eine mühsame Wanderung auf gewundenem Pfad. Wer aber die kleinsten Schritte für die besten hält, wird kaum mithalten können mit dem rasanten Wandel der Bedrohungen und wird auch den Umwälzungen im strategischen Umfeld nicht gerecht werden können.
Lassen Sie mich ein paar Beispiele in Fragen kleiden: Tun wir, was wir tun könnten, um unsere Nachbarschaft zu stabilisieren, im Osten wie in Afrika? Tun wir, was wir tun müssten, um den Gefahren des Terrorismus zu begegnen? Und wenn wir überzeugende Gründe dafür gefunden haben, uns zusammen mit unseren Verbündeten auch militärisch zu engagieren, sind wir dann bereit, die Risiken fair mit ihnen zu teilen? Tun wir, was wir sollten, um neue oder wiedererstarkte Großmächte für die gerechte Fortentwicklung der internationalen Ordnung zu gewinnen? Ja, interessieren wir uns überhaupt für manche Weltgegenden so, wie es die Bedeutung dieser Länder verlangt? Welche Rolle wollen wir in den Krisen ferner Weltregionen spielen? Engagieren wir uns schon ausreichend dort, wo die Bundesrepublik eigene und eigens Kompetenz entwickelt hat – nämlich bei der Prävention von Konflikten? Ich meine: Die Bundesrepublik sollte sich als guter Partner früher, entschiedener und substantieller einbringen.
Deutschland zeigt zwar seit langem, dass es international verantwortlich handelt. Aber es könnte – gestützt auf seine Erfahrungen bei der Sicherung von Menschenrechten und Rechtsstaatlichkeit – entschlossener weitergehen, um den Ordnungsrahmen aus Europäischer Union, NATO und den Vereinten Nationen aufrechtzuerhalten und zu formen. Die Bundesrepublik muss dabei auch bereit sein, mehr zu tun für jene Sicherheit, die ihr von anderen seit Jahrzehnten gewährt wurde.
Nun vermuten manche in meinem Land im Begriff der ""internationalen Verantwortung"" ein Codewort. Es verschleiere, worum es in Wahrheit gehe. Deutschland solle mehr zahlen, so meinen die einen, Deutschland solle mehr schießen, so sagen die anderen. Und die einen wie die anderen sind davon überzeugt, dass ""mehr Verantwortung"" vor allem mehr Ärger bedeute. Es wird Sie nicht überraschen: Ich sehe das anders.
Politiker müssen immer verantworten, was sie tun. Sie müssen aber auch die Folgen dessen tragen, was sie unterlassen. Auch wer nicht handelt, übernimmt doch Verantwortung. Es ist trügerisch sich vorzustellen, Deutschland sei geschützt vor den Verwerfungen unserer Zeit – wie eine Insel. Denn Deutschland ist so tief verwoben mit der Welt wie wenige andere Staaten. Somit profitiert Deutschland von der offenen Ordnung der Welt. Und es ist anfällig für Störungen im System. Eben deshalb können die Folgen des Unterlassens ebenso gravierend wie die Folgen des Eingreifens sein – manchmal sogar gravierender.
So möchte ich erinnern an das, was ich an unserem Nationalfeiertag am 3. Oktober gesagt habe: Wir können nicht hoffen, verschont zu bleiben von den Konflikten der Welt. Aber wenn wir uns an deren Lösung beteiligen, können wir die Zukunft zumindest mitgestalten. Deshalb lohnt es sich für die Bundesrepublik, in die europäische Zusammenarbeit und in die internationale Ordnung angemessen zu investieren.
Es ist schon richtig: Probleme zu lösen, kann Geld kosten, manchmal viel Geld. Aber nicht nur in der europäischen Krise haben wir bewiesen, dass wir bereit sind, weit zu gehen, Bündnisverpflichtungen einzuhalten und Unterstützung zu leisten, weil dies letztlich auch in unserem eigenen Interesse liegt.
Manchmal kann auch der Einsatz von Soldaten erforderlich sein. Eines haben wir gerade in Afghanistan gelernt: Der Einsatz der Bundeswehr war notwendig, konnte aber nur ein Element einer Gesamtstrategie sein. Deutschland wird nie rein militärische Lösungen unterstützen, es wird politisch besonnen vorgehen und alle diplomatischen Möglichkeiten ausschöpfen. Aber wenn schließlich der äußerste Fall diskutiert wird – der Einsatz der Bundeswehr –, dann gilt: Deutschland darf weder aus Prinzip ""nein"" noch reflexhaft ""ja"" sagen.
Ich muss wohl sehen, dass es bei uns – neben aufrichtigen Pazifisten – jene gibt, die Deutschlands historische Schuld benutzen, um dahinter Weltabgewandtheit oder Bequemlichkeit zu verstecken. In den Worten des deutschen Historikers Heinrich August Winkler ist das eine Haltung, die Deutschland ein fragwürdiges ""Recht auf Wegsehen"" bescheinigt, ""das andere westliche Demokratien nicht für sich in Anspruch nehmen"" können. So kann dann aus Zurückhaltung so etwas wie Selbstprivilegierung entstehen, und wenn das so ist, werde ich es immer kritisieren. Denn für mich ist ganz klar: Wir brauchen das NATO-Bündnis. Und gerade wenn die Vereinigten Staaten nicht ständig mehr leisten können, müssen Deutschland und seine europäischen Partner für ihre Sicherheit zunehmend selbst verantwortlich sein.
Zudem sollte es heute für Deutschland und seine Verbündeten selbstverständlich sein, Hilfe anderen nicht einfach zu versagen, wenn Menschenrechtsverletzungen in Völkermord, Kriegsverbrechen, ethnischen Säuberungen oder Verbrechen gegen die Menschlichkeit münden. Die Achtung der Menschenrechte ist nicht nur der Kern des Selbstverständnisses westlicher Demokratien. Sie ist eine ganz grundsätzliche Bedingung für die Garantie von Sicherheit, ja, für eine friedliche und kooperative Weltordnung.
Das Prinzip der staatlichen Souveränität und der Grundsatz der Nichteinmischung dürfen gewalttätige Regime nicht unantastbar machen. Hier setzt das ""Konzept der Schutzverantwortung"" an: Es überträgt der internationalen Gemeinschaft den Schutz der Bevölkerung vor Massenverbrechen, wenn der eigene Staat diese Verantwortung nicht übernimmt. Als äußerstes Mittel ist dann der Einsatz von Militär möglich, und zwar nach sorgfältiger Prüfung und nach Folgenabwägung sowie Ermächtigung durch den Sicherheitsrat der Vereinten Nationen.
Ich weiß, und ich leide wie viele Menschenrechtsverteidiger in der ganzen Welt daran, dass nicht überall dort eingegriffen wird, wo es ethisch, zum Schutz von Leib und Leben bedrohter Menschen, geboten wäre. Im Fall Syrien hat sich dieses Dilemma jüngst wieder gezeigt. Und ich weiß auch um das Spannungsverhältnis zwischen Legalität und Legitimität, das fortbestehen wird, solange der Sicherheitsrat in diesen Fragen so oft gespalten ist.
Es wird viele Gründe geben, warum das Konzept der Schutzverantwortung selten in eine Intervention münden wird. Oft sind die Folgen schwer zu kalkulieren, vielleicht auch gar nicht. Vielleicht ist nicht exakt genug zu klären, ob nach dem Militäreinsatz die Verhältnisse in einem Krisengebiet besser sein werden. Manchmal mögen auch innenpolitische Erwägungen dem Handeln entgegenstehen. In jedem Fall aber stellt die Entscheidung zwischen Eingriff und dem Verzicht darauf eine große moralische Herausforderung dar.
Die Generalversammlung der Vereinten Nationen hat das Konzept der Schutzverantwortung im Grundsatz anerkannt. Trotzdem bleibt es umstritten und, wir wissen es alle, die internationale Diskussion darüber geht weiter. Das ist gut so, denn es gilt, den potentiellen Missbrauch des Schutzkonzepts zu expansionistischen oder gar imperialen Zwecken auszuschließen. Ich begrüße deshalb, dass die Bundesregierung an der Fortentwicklung des Konzepts beteiligt ist und dabei besonders auf Prävention, auf internationale Zusammenarbeit sowie auf die Entwicklung von Frühwarnsystemen gegen Massenverbrechen setzt.
Wird Deutschland also ""mehr Ärger bekommen"", wenn es sich einmischt? Es gibt ja durchaus manche, die meinen, deutsche Initiativkraft erzeuge notwendigerweise Friktionen mit Freunden und Nachbarn. Aber ich glaube: Hier liegt ein Missverständnis vor. ""Mehr Verantwortung"" bedeutet eben nicht: ""mehr Kraftmeierei""! Und auch nicht: ""mehr Alleingänge""! Ganz im Gegenteil: Durch die Zusammenarbeit mit anderen Staaten, besonders in der Europäischen Union, gewinnt die Bundesrepublik Deutschland Gestaltungskraft hinzu. Deutschland tut sogar noch mehr Zusammenarbeit gut. In Zukunft kann daraus sogar eine gemeinsame europäische Verteidigung wachsen. In unserer vernetzten Welt gibt es Probleme, die kein Staat alleine lösen kann, und sei er noch so mächtig. Die Fähigkeit also und die Bereitschaft zur Zusammenarbeit werden zum entscheidenden Signum internationaler Politik. In diesem Sinne ist Verantwortung stets Mitverantwortung.
Als global vernetzte Volkswirtschaft kann Deutschland gar nicht anders, als Partner zu finden, Rücksicht zu nehmen und Kompromisse zu schließen. Vor Sonderpfaden – das weiß Deutschland seit langem – sollte es sich hüten. Ein demokratisches Gemeinwesen muss zwar sehr wohl das Recht haben, einmal abseits zu stehen. Aber dieser Schritt sollte gut überlegt sein und nicht zur Regel werden. Alleingänge haben ihren Preis.
Natürlich gilt: Wer handelt, erntet Kritik. Wir haben das während der europäischen Krise erlebt. Da hat Deutschland die Initiative ergriffen. Und schnell wurden hie und da alte Ressentiments wach, außerhalb wie innerhalb Deutschlands. Aber ich mag mir andererseits den Sturm der Entrüstung gar nicht vorstellen, wäre Deutschland im Augenblick der europäischen Not nicht aktiv geworden.
Ich bin zutiefst davon überzeugt: Deutschland, der Welt stärker zugewandt, wird ein noch besserer Freund und ein noch besserer Alliierter sein – und übrigens ganz besonders in Europa.
Um seinen Weg in schwierigen Zeiten zu finden, braucht Deutschland Ressourcen, vor allem geistige Ressourcen – Köpfe, Institutionen, Foren. Jedes Jahr eine Sicherheitskonferenz in München – das ist gut, aber nicht genug. Ich frage mich: Ist es nicht an der Zeit, dass die Universitäten mehr anbieten als nur eine Handvoll Lehrstühle für die Analyse deutscher Außenpolitik? Muss nicht auch die Sicherheitsforschung gestärkt werden, einschließlich der Abwehr von Cyberangriffen durch Kriminelle oder durch Nachrichtendienste?
Es ist auch kein gutes Zeichen, wenn jüngere Mitglieder des Bundestages das Gefühl haben, die Beschäftigung mit Außen- und Sicherheitspolitik sei für ihre Karriere nicht förderlich. Übrigens hat der Deutsche Bundestag seit 1994 ungefähr 240 Mal über Mandate für Auslandseinsätze der Bundeswehr beraten, und zwar in einer Weise, die durchaus Respekt gebietet. Allerdings hat das Parlament im selben Zeitraum weniger als zehn Mal grundsätzlich über deutsche Außen- und Sicherheitspolitik debattiert. Dabei brauchen wir solche Debatten – im Bundestag wie übrigens überall: in Kirchen und Gewerkschaften, bei der Bundeswehr, in den Parteien, in den Verbänden.
Denn Außenpolitik soll doch nicht eine Sache von Experten oder Eliten sein – und Sicherheitspolitik schon gar nicht. Das Nachdenken über Existenzfragen gehört in die Mitte der Gesellschaft. Was alle angeht, das soll von allen beraten werden. Dazu drängt uns immer wieder die Weltlage – in diesen Tagen die Ereignisse in Mali und in der Zentralafrikanischen Republik. Zum Anspruch, die Debatte zu öffnen, passt gut, wie Deutschlands neuer Außenminister die Politik seines Ministeriums auf den Prüfstand – und zur Diskussion – stellen möchte. Frank-Walter Steinmeier will den Dialog mit Wissenschaft und Zivilgesellschaft suchen. Das wäre ein Schritt auf dem Weg zu einer neuen gesellschaftlichen Selbstverständigung. Das Gespräch darüber, wo, wie und wann wir unsere Werte und unsere Sicherheit verteidigen wollen, führt uns zu mehr Klarheit über Maß und Ziel von Deutschlands internationalem Engagement.
An dieser Stelle möchte ich den ausländischen Gästen der Münchner Sicherheitskonferenz dafür danken, dass ihre Staaten dem westlichen Deutschland schon Vertrauen entgegengebracht haben, als das vielen Zeitgenossen noch als Wagnis galt.
Ganz zum Schluss aber, da möchte ich eine Bitte an uns Deutsche richten: dass auch wir diesem grundsätzlich gebesserten Land zuallererst in der Erhaltung des Vertrauens begegnen. Es gab für die Nachkriegsgenerationen gute Gründe, misstrauisch zu sein – gegenüber der deutschen Staatlichkeit wie gegenüber der deutschen Gesellschaft. Aber die Zeit dieses ganz grundsätzlichen Misstrauens, sie ist vorüber. Lassen Sie mich zurückkommen auf den Anfang, auf meinen Ausgangspunkt: Seit mehr als sechs Jahrzehnten lebt die Bundesrepublik mit allen Nachbarn im Frieden. Seit sechs Jahrzehnten gelten Bürger- und Menschenrechte. Seit sechs Jahrzehnten existiert die Herrschaft des Rechts. Auch Wohlstand und Sicherheit prägen dieses Land. Es ist eine lebendige Zivilgesellschaft, die Fehler erkennt und helfen kann, sie zu korrigieren.
Niemals in der Geschichte unserer Nation gab es eine solche Zeit, niemals. Das ist auch der Grund, warum wir Zutrauen und Vertrauen zu uns selber haben dürfen. Denn wir wissen doch: Nur wer sich selbst vertraut, gewinnt die Kraft, sich der Welt zuzuwenden. Wer sich selbst vertraut, ist verlässlich für die Partner.
Als Deutsche einst ihr Land „“über alles"" stellten, da entwickelte sich ein Nationalismus, der von forciertem Selbstbewusstsein über Selbstblendung bis zur Hybris alle Stadien eines unaufgeklärten Nationalbewusstseins durchlief. Unser heutiges ""ja"" zur eigenen Nation gründet in dem, was dieses Land glaubwürdig und vertrauenswürdig macht – einschließlich des Bekenntnisses zur Zusammenarbeit mit unseren europäischen und nordatlantischen Freunden. Nicht weil wir die deutsche Nation sind, dürfen wir vertrauen, sondern weil wir diese deutsche Nation sind.
Lassen Sie uns also nicht die Augen verschließen, vor Bedrohungen nicht fliehen, sondern standhalten, universelle Werte weder vergessen noch verlassen oder gar verraten, sondern gemeinsam mit Freunden und Partnern zu ihnen stehen, sie glaubwürdig vorleben und sie verteidigen.

Fasciné par le titre que je connais, de je ne sais pas d’où, je suis heureux qu’Agniès nous le propose.
L’histoire comme dans un livre (ce que ça m’inspire et ce que j’en dis mais sans m’occuper de questions de cinéma)
Comment une révolution révolutionne beaucoup plus largement qu’une simple ville. Ici, interroger l’intime est vraiment très pratique parce que, malgré les réticences conservatrices logiques, les gens, qui représentent ici le peuple vont très loin dans leurs témoignages.
Le film, minute par minute, émotion par émotion
Adoré la première séquence suffisamment énigmatique et qui fait vivre pleinement la réflexivité propre au documentaire.
Et puis après je comprend, juste comme il faut la manière dont le dispositif va se mettre en place. Ca prend du temps mais une révolution aussi...
Heureux de constater aussi que le départ de Moubarak passait avec la réalisatrice coincée en France.
Et puis sa famille... Ses voisins... Un cercle intime qui va être filmé mais ce cercle est tellement large que l’intime n’est pas vécu par moi comme un territoire clos.
Enfin, super ravis de trouver la manière de clore le film. Une panne d’électricité ça dit beaucoup.
L’image. La couleur, le grain, les formes, les visages, les paysages (c’est pareil)
Les cadrages m’ont beaucoup plus. Les personnages sont isolés mais pleins d’un hors champs qui grouille de vie, de parole, et d’imagination.
Celles qui m’ont le plus plues
Cette petite fille toute mignonne qui nous parle sans problème de la nécessité d’exécuter Moubarak.
Le paysan qui plante à la main plié en deux et qui dit que rien n’a changé.
Le père (je crois) qui se conscientise petit à petit et qui fini par lutter contre celui pour lequel il était à fond plusieurs minutes avant.

J’ai retrouvé des jolis slogans que j’essayais d’apprendre il y a 5 ans.

Un résumé du moment passé à voir ce film
C’est le premier des quatre cours que j’ai vu. Je ne sais plus très bien quand mais c’était un peu avant le 27 avril.
A quels films il m’a fait penser
J’ai pensé à la phrase du critique Jean Roy qui était venu nous faire un cours quand je faisais mon cursus Art du spectacle : « si un jour vous devez critiquer un film qui vient du continent africain, saluez la beauté des paysages et l’ascétisme de ces peuples si joyeux, n’oubliez pas de déplorer la petitesse des moyens » j’ai adoré le sarcasme de sa phrase.
Pour ce film ce n’est pas vraiment le cas, en particulier sur la qualité de la prise de son (je n’ai pas un méga matos mais il m’a semblé.)
Quelles images dans ce film m’ont le plus étonnées
Au moment où l’héroïne chante la nostalgie, on la voit toute entière. C’est ici que ce film touche à l’universel.

Le jeu auquel jouent les enfants est filmé entièrement. Une attention est portée au détail du jeu en lui-même. Et ça c’est cool.
A qui j’aimerai montrer ce film
Surtout pas à une classe de primaire... Je me rappelle des films qu’on nous emmenait voir jusqu’au collège. Des films iraniens de 2h. Des fables africaines. Ces films étaient merveilleux, mais moi je n’avais qu’une seule envie : aller voir Mission impossible et me mettre juste à côté d’Ingrid qui commençait à avoir des reliefs très attirants sous sa chemise. Il n’y a rien de mieux pour couper l’envie du vrai cinéma que de forcer des gosses à aller voir des trucs qu’ils jugeront mondialement chiants.

Mercredi 27 avril juste après avoir vu Armand à New York. Plus fatigué mais encore faim.
A quels films il m’a fait penser
Des films de S-F un peu glauque. J’ai pensé aux premiers films de Caro et Jeunet. Et puis je me suis rappelé que dans le premier film auquel j’ai participé on suivait une jeune fille en fauteuil obligé de passer dans les catacombes de son université pour rejoindre l’ascenseur qui menait à son amphithéâtre.
Quelles images dans ce film m’ont le plus étonnées
La première séquence m’a énormément plu. L’héroïne essaye de rejoindre sa chambre qui est au deuxième sous-sol. Il y a métaphore dans cette séquence, j’ai pensé à l’infini, à la puissance terrible de l’écrasement total. A l’être humain réduit et étouffé.
Un peu plus tard, l’héroïne regarde la télé. Il y a un champs – contre champs entre elle et son double qui a quelques années de plus qu’elle. On voit en même temps l’horreur de la fascination des jeunes chinois pour la télévision (un peu la même que peuvent avoir n’importe quel public moyen pour la télé) et en même temps on voit son espoir, sa route, celle qui lui permet de survivre avec ces conditions de vie là, vers son futur idéal.
Quels propos m’ont le plus touché
La parole du narrateur homme m’a sur-énervé. Il se tente à une écriture poétique alors que tout est déjà là. Idem : pas besoin de dire « la Chine que l’on ne montre pas d’habitude », on le sait déjà. Et vers la fin, ce qui faisait métaphore est complètement aplati vers du concret un peu niaiseux.
Est-ce vraiment nécessaire de parler du dernier plan qui casse tout ? Pourquoi dehors ? Pourquoi la nuit ?
A qui j’aimerai montrer ce film
Au réalisateur lui-même, il faut qu’on parle.
Ce que je dois absolument dire au groupe
Bon. Il est clair, pour moi, que ce qui est une erreur manifeste à la fin de ce film, ne veut absolument pas dire qu’il ne doit pas être montré. Toute la première moitié à quelque chose d’incontestable. Je disais il y a une semaine à Agnès que c’est surtout les films qui lui semblaient mauvais qu’il fallait nous montrer. S’il y a des désaccords entre nous, raison de plus pour en faire profiter le public.

Samedi 30 avril ; 20h30 ; je commence à en avoir marre de me taper des docs qui en plus me plaisent assez moyennement. Je prends le plus long et bim ! Dans ta gueule.
A quels films il m’a fait penser
Il y a quelque chose dans celui-ci de Dancer in the dark, la situation horrible des personnages, et le salut du héros (ou de l’héroine pour le film de Lars Von Trier) dans la musique et la danse. C’est un oiseau mazouté qui s’envole au contact de son art.
Quelles images dans ce film m’ont le plus étonnées
Chaque image dans ce film m’a plu. La distance de la caméra, la justesse, la pudeur et en même temps la confiance. Je me suis vraiment demandé quelle place avait le réalisateur par rapport à cette famille. Je veux dire, dans la vraie vie.
Et puis savoir que HBO qui est une chaine de télé américaine (je crois) avait participé au film. Je ne savais pas qu’HBO aimait les docs de création. Alala moi et mes préjugés à la con.
Quels propos m’ont le plus touchés
J’ai aimé la violence de ce film. J’ai aimé qu’il ne nous épargne rien. J’ai aimé qu’il se confronte au gentil petit spectateur et à la gentille petite spectatrice de doc pour lui dire « voilà, le réel c’est ça. ». Et tout ça sans images impudiques et racolleuses.
La séquence où le médecin annonce à la sœur la plus agée qu’elle est porteuse du VIH m’a posé question. Me gêne-t-elle ? Le réal aurait-il du zapper cette séquence sous prétexte que « ça va on a compris ». J’ai réfléchi et je me dis que dramaturgiquement ça va tout à fait. On est dans le mélo et aucune raison de ne pas y aller jusqu’au bout. Il n’y a rien de surfait finalement dans cette séquence.
Et puis toujours Toto qui semble réussir à se construire malgré tout. Il flotte au dessus de tout ça et vit ça “malgré” et “grâce à”.

BANDE DE FILLES, Céline Sciamma, 2014
En voyant l’affiche je m’étais dit « ouille ouille ouille » ça va sentir bon l’ode à « l’issue de l’immigration ». Et en fait c’était con parce que j’avais pas compris que c’était la même réalisatrice que Tomboy. En voyant ce film, je suis stupéfait, sur le cul. L’actrice principale déchire sa mère. Le scénario est ciselé à mort, éminemment politique. Sciamma a une thèse et ça c’est hyper dur à sortir dans un film. C’est que justement un film, c’est pas une thèse. C’est pour ça que je dis « ciselé ». Ca jongle à merveille entre un réel (le visage de l’actrice suffit à dire le documentaire qu’il y a dans tous films) et un objectif clair et implacable incarné par la mécanique du scénario et de la mise en scène. C’est beau et merveilleux.
Un seul problème : le titre. Ca ne tiens pas. La bande de filles s’arrête au premier tiers du film. Je veux dire qu’on sent bien qu’elle parle des femmes de cité. Parler de l’héroine aurait suffit à la hisser très très haut.

Two charts showing that ’deterring’ migrant boats is failing
Late last year the Italian government scrapped its Mediterranean search and rescue operation the #Mare_Nostrum after funding shortages. The project was partially replaced by Operation #Triton - but the service is far more restricted than its predecessor, both in geography (the patrols only go up to 30 miles off the Italian coast) and budget (roughly a third of Mare Nostrum). Critics have said it could leave tens of thousands of migrants at far greater risk.
The most common argument for the shift was deterrence. Previously, proponents argued, the migrants in the boats and their smugglers could be fairly certain that they would be rescued by one of Mare Nostrum’s ships.
Baroness Anelay, British Foreign Office minister, argued at the time that such rescue missions only encouraged more people to make the treacherous journey.
Yet if the ending of Mare Nostrum was intended to be a deterrent, so far it has failed. There has been a spike in the numbers of migrants attempting to cross the Mediterranean; to around 7,000 so far in 2015 from 3,338 in the same period in 2014, according to the UN’s refugee agency UNHCR (see chart below).

C’est pas loin de dix mille photographies que j’aurais prises cet été à intervalles réguliers, le ciel s’y prêtant sans doute au-delà même de mes espérances. Naturellement quand on se lance dans ce genre de choses on fait semblant de ne pas savoir que par la suite, il n’y aura dix mille photographies à trier, à équilibrer, tailler aux bonnes dimensions, répartir dans des répertoires, un par séquence, renommer en masse les fichiers, vérifier qu’il n’y a pas d’images manquantes dans les séquences, puis animer les séquences en question — ce qui n’est pas le plus long ni le plus difficile à faire, et ce qui se fait avec un certain soulagement, oui, cela a l’air de fonctionner — pour, enfin, pouvoir, se lancer dans le montage, ce qui est l’occasion de vérifier une intuition première, oui, ces images animées fonctionnent bien quand elles sont accompagnées par la musique extraite du disque dit des maisons de mon ami Jean-Luc Guionnet, qui doit être ici remercié pour si souvent se prêter, et d’aussi bonne grâce, à mes intuitions.
Et pourtant, comme l’indique le titre du film, c’est un peu comme si tout cela s’était fait en mon absence.
