  • The Death Zone – The Making of a Lethal Pushback Regime Across the Polish–Belarusian Borderlands

    In the summer of 2021, amid rising geopolitical tensions, the government of Belarus facilitated the crossing of its borders with neighbouring European Union (EU) countries by illegalised migrants from the Global South. Considering the way EU countries have framed migrants as threats and criminalised their mobility, the Belarus government aimed for these crossings to have a destabilising effect on the EU. In response, Poland, Latvia, and Lithuania denounced this practice as a form of “hybrid warfare” enacted through the “instrumentalisation” of migrants. In the aim of preventing migrants from arriving on their territories and seeking protection, the governments of these countries swiftly instituted exceptional legislation, erected exclusionary border infrastructure, and deployed large numbers of law enforcement agents to their borders. Their policies, which received the full backing of the EU, have constituted a pushback regime that has been consolidated over the last five years. As a result, migrants seeking to cross the borders between Belarus and EU countries have been subjected to widespread violations of their rights and recurring acts of violence by law enforcement agents. This investigation focuses on the vast space of the Polish–Belarusian borderlands which has seen the starkest developments. In particular 102 migrant deaths have been documented since 2021 and many more disappearances reported.

    This investigation mobilises a broad range of methods and fact-based analysis to answer the following key questions: How has this lethal pushback regime emerged? How has it been consolidated over the last five years? How have border policies, practices, infrastructure, and the environment converged to structurally generate violence, deaths, and disappearances? Who should be held accountable for the different forms of harm experienced by migrants?

    To answer these questions, we have led an investigation over two years. The research has been led by the researchers and fellows of the Circumference of Violence and Infrastructuring Nature research projects and the investigative agency Border Forensics. We have further collaborated with a number of Polish researchers and civil society actors, in particular We Are Monitoring, Podlasie Volunteer Humanitarian Emergency Service, Egala Association, Médecins Sans Frontières, Helsinki Foundation for Human Rights, Border Deaths Monitoring Group and Piotr Czaban — investigative journalist and creator of the Czaban Robi Raban channel.

    Our research has combined the analysis of a broad range of data types—that have been generated by civil society actors over the last five years or specifically for this investigation—with an equally wide range of methods—from ethnographic research to discourse analysis, from forensic reconstruction to geostatistical analysis. We offer a unique evidence-based account of the emergence and functioning of this lethal pushback regime, with a focus on the combined and cumulative forms of violence that structurally culminate in migrants’ deaths and disappearances. By analysing the specific causal chains and recurring mechanisms leading to these human tragedies, and confronting these findings with geostatistical analysis, we demonstrate that the Polish and Belarusian state policies, infrastructure, and law enforcement practices have knowingly exposed migrants to environmental conditions—forests, rivers, and the cold in particular—that have proven lethal. The report further accounts for the discursive, legal, and political processes, both at the national and European levels, that have allowed this lethal pushback regime to be consolidated over the last five years. This consolidation has occurred despite the 2023 change in government from the right-wing PiS government to the centrist coalition government led by Donald Tusk —who had included in his campaign the aim of ending violations of migrants rights and deaths. In fact, over time the pushback regime has become more entrenched at the national level—as exemplified by the 2025 law suspending asylum—and become a model for the Crisis Regulation included in the EU’s new Pact on Migration.

    The main outcomes of this investigation are an extensive report in which we account for the emergence, functioning, harmful effects, and consolidation of the lethal pushback regime across the Polish–Belarusian borderlands over the last five years, as well as an interactive online mapping platform which brings together the multiple sources of data we relied on for our analysis. By drawing on the data and knowledge gathered by Polish civil society actors and researchers over the years, and supplementing them with new data and methods, our aim is for this report and platform to offer a comprehensive account of the dynamics generating border violence across the Polish–Belarusian borderlands and to constitute a robust evidentiary base that may support demands for accountability and advocacy.

    Ab in die Berlinidche Galerie, Alte Jakonstraße. Es lohnt sich.

    28.8.2026 von Thekla Neuß - Die Berlinische Galerie widmet sich in einer Ausstellung dem Architekten Josef Kaiser und dem Thema »Bauen für die DDR«.

    Hell und elegant sind sie, die Gebäude von Josef Kaiser (1910–1991) auf dem zweiten Bauabschnitt der Karl-Marx-Allee. Ein luftiger, doch klar konturierter Gegenpol zu den neoklassizistischen, dem Programm der »Nationalen Tradition« verpflichteten »Stalinbauten« der 50er Jahre, die das Antlitz des ersten Bauabschnitts der repräsentativen Straße prägen: Die Mokka-Milch-Eisbar, das Restaurant (heute: Café) Moskau und das Kino International, das im Februar 2026 nach umfangreicher Sanierung wiedereröffnet wurde, sind Landmarken der Berliner Architektur. In den frühen 60er Jahren wurde dem Wohnviertel, dessen funktionalen Mittelpunkt sie bilden, eine neue, moderne Ära in der Architektur und im Repräsentationsstil der DDR eröffnet.

    Die sehenswerte Ausstellung »Josef Kaiser. Bauen für die DDR« widmet sich nun dem Werk ihres für das baukulturelle Erbe so wichtigen, heute nurmehr Expert*innen bekannten Architekten. Anlass ist die Übergabe von Kaisers Nachlass an die Architektursammlung der Berlinischen Galerie und das Leibniz-Institut für Raumbezogene Sozialforschung im vergangenen Jahr.

    Die Ausstellung verfolgt die Arbeitsbiografie ihres Protagonisten durch die politischen Systeme in drei Abschnitten. Nach einem Architekturstudium an der Deutschen Technischen Hochschule in Prag erfuhr Kaiser seine erste berufliche Prägung in NS-nahen Architekturbüros in Weimar und Berlin. Hier war er bereits mit repräsentativen Bauaufgaben betraut, etwa der Gestaltung des »Kreishauses« für die NSDAP-Kreisleitung, heute in baulich unverändertem Zustand Sitz der Weimarer Stadtverwaltung. Nach Kriegsende blieb Kaiser im Osten und wurde zu einem seiner wichtigen Architekten. Mit einer wegweisenden Umsetzung der damals neuen Bauaufgabe des Kulturhauses im thüringischen Unterwellenborn empfahl sich Kaiser als Chefarchitekt von Stalinstadt, der ersten sozialistischen Planstadt auf deutschem Gebiet. Seine NS-Vergangenheit spielte bis auf Weiteres keine Rolle.

    Der materialreichste Teil der Ausstellung widmet sich Kaisers Hauptschaffensphase in den 60ern. Mit dem Ruf nach schnellerem, weniger ressourcenintensivem Bauen wurde nicht nur eine Veränderung in der Bauweise nötig, auch die Formen sollten eine andere Sprache sprechen: weg vom Schweren, Monumentalen, hin zum Seriellen, Rationalisierten. Die Bauten sollten zwar eigenständig, doch international anschlussfähig sein. International Style, aber für den Sozialismus.

    Kaiser verstand es, die neuen Anforderungen effektiv umzusetzen, ein gleichermaßen elegantes wie funktionales Raumprogramm mit einer kostengünstigen Produktion zu verbinden. Von seiner ästhetischen und planerischen Souveränität zeugen die mit ihrer leichten Eleganz bestechenden Funktionsgebäude und Wohneinheiten auf der Karl-Marx-Allee.

    Neben realisierten Bauten und Projekten werden auch Entwürfe gezeigt. So können Aushandlungsprozesse zwischen Partei und Architekt beziehungsweise Architektenkollektiv erahnt werden, auch Diskrepanzen zwischen geplantem Ideal und materiellen Kapazitäten. Deutlich wird ebenfalls, wie weitreichend Kaisers architektonisches Denken war. In einem dritten Abschnitt zeigt die Ausstellung Entwürfe für die »Sozialistische Stadt als Modellfall«, die auf den ersten Blick wahnwitzig anmuten, gleichwohl eine ambitionierte und dem damaligen internationalen Diskurs zu urbanen Megastrukturen entsprechende stadtplanerische Vision darstellten. In »Großhügelhäusern« sollte Wohnen, Arbeiten und öffentliches Leben differenziert, aber räumlich komprimiert Platz finden. Auf Dieter Urbachs dazugehörigen Collagen erscheint das Leben im Sozialismus als ein einziger sonniger Urlaubstag.

    Die Ausstellung versucht nicht, eine abstrakte Geschichte der Ostmoderne zu konstruieren, und auch nicht, die Architekturgeschichte der DDR nachträglich in Narrative einer westlich dominierten Nachkriegsmoderne einzuordnen. Mit kritischer Aufmerksamkeit fokussiert sie vielmehr die von lokalen wie internationalen Faktoren geprägte Bautätigkeit eines, wie der Architekturhistoriker Jörn Düwel in seinem Katalogbeitrag bemerkt, »im besten Wortsinn durchschnittliche[n] Architekt[en] seiner Zeit«.

    Der parallel bei Spector Books erschienene Katalog nimmt die Ästhetik der Kaiser-Bauten geschickt auf: die DDR für den Coffeetable. Aber die Publikation ist nicht nur schön anzusehen. Hier kommen mehrere vertiefende Beiträge zusammen; eine Vielzahl an Baubeschreibungen bietet eine kenntnisreiche Einführung in die Arbeit des Architekten. Fotos des Duos Schnepp Renou zeigen die Bauten Josef Kaisers aus den 50er und 60er Jahren zwar menschenleer, jedoch nicht in kühler Abstraktion, sondern aus dem Blickwinkel von Fußgänger*innen, als Teil alltäglicher Passagen.

    Die Verbindung mit zeitgenössischen Perspektiven auf die Architektur Kaisers gelingt im Katalog besser als in den Räumen der Berlinischen Galerie, in denen für sich genommen sehr interessante, ältere und neuere Arbeiten etwas stiefmütterlich herumstehen. Tracey Snelling hat das Modell eines Großhügelhauses mit in den Fenstern flackernden Filmen belebt, Veronika Kellndorfer hat sich installativ mit dem Restaurant »Moskau« beschäftigt. Insbesondere an Karsten Konrads »D(Draußen)« bleibt man hängen: Eine scheinbar getreue Nachbildung des Ministeriums für Auswärtige Angelegenheiten der DDR – Josef Kaiser hatte die Leitung des verantwortlichen Architektenkollektivs inne –, das 1995 im Zuge der umstrittenen Rekonstruktion der historischen Mitte Berlins gegen weiten Protest abgerissen wurde.

    Dass die Berlinische Galerie zwar ein Grußwort der Ostbeauftragten bekam, aber darüber hinaus im Jahr 2026 keine Mittel aus dem Bundeshaushalt akquiriert werden konnten, um eine kritische Beschäftigung mit einem bedeutenden DDR-Architekten zu finanzieren, lässt Konrads Arbeit aus dem Jahr 2005 unangenehm aktuell erscheinen.

    Aber was heißt nun eigentlich »Bauen für die DDR«? Sicherlich waren die Bauaufgaben in der sozialistischen Republik noch ein wenig staatstragender als anderswo. Aber Kaiser baute auch für den nationalsozialistischen Staat, ästhetische und konzeptuelle Prägungen dieser Zeit sind, so wird angedeutet, mindestens noch in seinen Arbeiten der 50er Jahre zu erkennen. Typisierung und Normierung von Wohnbauten beschäftigten Kaiser sowohl bei seiner Tätigkeit an der Akademie für Wohnungswesen der Deutschen Arbeitsfront als auch in seinen Gedankenexperimenten der 70er Jahre. Baute Kaiser aus Überzeugung für den Sozialismus? War er ein Ästhet, ein begabter Technokrat, der seine Möglichkeiten zu nutzen wusste? Wo sonst ließen sich ganze Städte und Viertel am Reißbrett entwerfen? Anhand seiner Biografie wird deutlich, dass es vielleicht nicht ausreicht, Kaiser als bedeutenden Architekten einer Moderne nach dem Krieg zu begegnen.

    Einige Fragen müssen also (noch) offenbleiben. Ein Symposium in der Berlinischen Galerie, das im Januar 2027 in Kooperation mit dem Institut für Raumbezogene Sozialforschung ausgerichtet wird, mag vielleicht manche zu beantworten.

    Thomas Sauvin’s archive of discarded family negatives captures an era when 36 photos could document years of birthdays, travel, and everyday life.

    Of the many consumer goods that entered #China in the #1980s, one small item transformed how millions of families recorded their lives: #35mm color negative film.

    In 1984, #Fujifilm established its #Beijing office, as Chinese photographers were beginning to embrace the company’s color film, known for its green packaging and the distinctive greenish cast of its prints. #Kodak, Fujifilm’s main rival at the time, soon followed, expanding its presence and introducing a network of express color photo stores across China in the 1990s.

    These developments, together with the arrival of point-and-shoot cameras that required little skill to achieve proper exposure and sharp focus, enabled ordinary Chinese people to record their lives in color. The film was developed to produce negatives, which were then printed as photographs for family albums.

    Not everyone kept the negatives. Many ended up at recycling plants, which is where French artist Thomas Sauvin’s work began. In 2009, Sauvin met Xiaoma, a Beijinger who recovered silver nitrate from X-rays, CDs, and negatives. The two struck a deal, and Sauvin received his first batch of negatives to digitize. Their partnership would eventually help create one of China’s largest private archives of photographic negatives: the Beijing Silvermine.

    Il faut arrêter de faire les surpris.

    J’ai eu une réunion avec un bailleur pour un problème de surchauffe sur une résidence senior livrée en… 2025.

    Il fallait que je vous en parle.

    L’objectif de la réunion était d’imaginer des stratégies passives de rafraîchissement pour essayer de résoudre un énorme problème de #surchauffe.

    Juste en regardant la parcelle et sans même connaître le bâtiment neuf, j’ai posé deux questions à mon interlocuteur.


    Est-ce que les #logements sont mono-orientés ?

    Réponse : oui.

    Est-ce que les appartements sont orientés plein ouest et sans masques ?

    Oui.

    En deux minutes, le diagnostic était posé et les principales causes de la surchauffe étaient manifestes.

    Faire du logement senior mono-orienté plein ouest en 2025, c’est fabriquer des pièges à chaleur.

    Ne pas prévoir de brasseur d’air, de climatisation ou tout autre système de refroidissement dans cette configuration, c’est amplifier la vulnérabilité des occupants les plus fragiles.

    Et s’imaginer rafraîchir passivement un tel bâtiment après coup relève de l’illusion.

    Cela fait plus de 100 ans qu’on sait que l’orientation plein ouest génère une surchauffe en été et ne possède qu’un faible bénéfice thermique pour l’hiver en comparaison de l’orientation sud.

    La géométrie solaire est intraitable.

    C’est un fait connu depuis 1883 et cela a été démontré par l’ingénieur Félix Marboutin et l’architecte Alfred Henry dès les années 1940 !

    Les orientations est et ouest captent le maximum d’ensoleillement au pire des moments.

    Aujourd’hui, on sait qu’une façade plein ouest (courbe rouge) reçoit plus de 700 W/m² de puissance solaire entre 15h et 18h, aux pires heures de la journée, avec un rayonnement perpendiculaire à la façade.

    C’est aussi le cas pour l’est (jaune), mais pendant la matinée.

    Pareil pour les cumuls reçues par une façade verticale.

    L’est et l’ouest reçoivent 4,5 kWh/m² dans le Sud de la France le 21 juillet, contre seulement 1,5 kWh/m² le 21 janvier (3x plus).

    Le sud ne reçoit que 2,5 kWh le 21 juillet contre 5 kWh/m² le 21 janvier (2x moins).

    J’entends souvent sur ce réseau et ailleurs que l’orientation sud pose des problèmes de surchauffe, mais c’est objectivement celle qui présente le meilleur compromis hiver/été.

    D’autant plus qu’il est très facile d’ombrager au sud avec un débord.

    Pour en revenir à la résidence senior, j’ai bien évidemment décliné ce projet et renvoyé le bailleur vers un bureau d’étude pour dimensionner un système de refroidissement.

    J’ai juste perdu 30 minutes à expliquer les bases de l’orientation et de la géométrie solaire.

    Nous sommes en 2026 et des bâtiments mono-orientés plein ouest sans système de rafraîchissement sortent encore de terre, peut-être même sans protections solaires correctement conçues.

    L’orientation d’un bâtiment à l’ouest demande une énorme vigilance.

    Ne pas y faire attention est d’autant plus dommageable que la surchauffe est parfaitement anticipable même en l’absence d’étude thermique.

    Qui peut encore être surpris qu’un tel bâtiment devienne une bouilloire à la première #canicule ?

    (exactement ça chez moi, ouvertures est et ouest, donc rayons du soleil perpendiculaires à ces fenêtres, avec la cerise du toit en zinc)

Alle undici di sera il termometro in cucina segna trentaquattro gradi e il soffitto continua a restituire il calore che ha accumulato per tutto il giorno. La famiglia che ci abita non compare in nessuna statistica sulla povertà. Si dorme a turno nella stanza che dà sul cortile, dove entra un filo d’aria. Nessuna politica climatica degli ultimi dieci anni ha mai incrociato questa famiglia. L’adattamento individuale funziona a condizione di restare minoritario, e quindi definisce in anticipo una popolazione esclusa.

L’unità esterna andrebbe fissata alla facciata, servono il consenso del proprietario e il passaggio in assemblea, e il contatore da tre chilowatt non reggerebbe il carico serale. Si dorme a turno nella stanza che dà sul cortile, dove entra un filo d’aria.

    Nessuna politica climatica degli ultimi dieci anni ha mai incrociato questa famiglia: non ha un tetto su cui installare, non ha capienza fiscale da scontare, non ha la liquidità da anticipare e recuperare in dieci anni di detrazioni. Rispetto alla transizione energetica, questi cittadini semplicemente non esistono.

    Trenta chilometri più a nord, una casa indipendente con giardino. Cappotto termico, infissi sostituiti, pompa di calore aria-acqua, nove chilowatt di fotovoltaico in copertura, una batteria di accumulo in garage, la colonnina per l’auto, l’adesione a una comunità energetica. Tutto realizzato negli ultimi anni, tutto legittimo, tutto incentivato. D’estate la casa resta sotto i ventisei gradi consumando l’energia che il tetto produce, e la bolletta annuale si avvicina allo zero. Questa famiglia ha fatto esattamente ciò che le è stato chiesto: ha ridotto le proprie emissioni, ha anticipato la transizione, ha usato strumenti pubblici previsti per legge. Non c’è nulla da rimproverarle, anzi. Ed è questo il punto.

    Il problema non è dato dalle sue scelte, è l’architettura del dispositivo che ha reso quelle scelte possibili a lei e impossibili all’altra.

    Le due scene non stanno agli antipodi per accidente. Sono il prodotto dello stesso pacchetto di politiche. Un incentivo che opera per detrazione seleziona chi ha imposte da detrarre. Un contributo erogato a lavori conclusi seleziona chi può anticipare la spesa. Un meccanismo che premia l’autoproduzione seleziona chi possiede una superficie su cui produrre. Il risultato è una transizione a doppia velocità, nella quale il denaro pubblico mette ulteriormente al riparo chi era già relativamente al riparo, mentre chi è più esposto resta dove si trovava, con l’unica differenza che nel frattempo il caldo è aumentato.

    Questa asimmetria ha un nome poco frequentato fuori dai rapporti scientifici: maladattamento. L’Ipcc definisce così le risposte al cambiamento climatico che, invece di ridurre il rischio, lo aumentano: perché accrescono le emissioni, perché spostano la vulnerabilità su altri, perché ipotecano le opzioni future. Sono l’esito prevedibile di una forma sociale precisa, l’adattamento organizzato come consumo privato.

    Chi è rimasto fuori, intanto, non sta fermo: si adatta anche lui, con gli strumenti che il mercato gli offre al prezzo che riesce a pagare. Il caso di scuola è il condizionatore. Raffredda l’interno riscaldando l’esterno e alimenta l’isola di calore urbana che rende la città più torrida per tutti, in particolare per chi in strada ci lavora. Fa impennare i picchi estivi della domanda elettrica, con costi di sistema che ricadono su chiunque abbia un contatore. E protegge solo chi può permetterselo, mentre la mortalità da caldo continua a concentrarsi sugli anziani soli, poveri, negli appartamenti mal isolati degli ultimi piani. Il risultato netto non è meno rischio: è lo stesso rischio, spinto verso il basso.

    Lo schema si ripete ovunque. Nelle campagne del bacino del Po in sofferenza idrica, chi ha capitale scava un pozzo più profondo e continua a irrigare: si adatta, e intanto abbassa la falda di tutti. Lungo i fiumi e sulle coste, argini e barriere mettono in sicurezza un tratto scaricando l’acqua su quello successivo. In montagna l’innevamento artificiale prolunga di qualche stagione un modello turistico insostenibile, consumando l’acqua che servirà a valle. E le compagnie assicurative ridefiniscono premi e coperture in funzione dell’esposizione: il mercato non protegge i territori, li seleziona.

    In tutti questi casi l’adattamento è una macchina di stratificazione sociale alimentata dal clima.

    Il limite di questa forma di protezione non è soltanto morale, è fisico. Non esiste una versione universalizzabile del riparo privato. Se tutti accendessero il condizionatore nella stessa ora la rete non reggerebbe. Se tutti scavassero un pozzo più profondo la falda si esaurirebbe. Se ogni comune innalzasse i propri argini, l’acqua non sparirebbe: cambierebbe soltanto indirizzo. L’adattamento individuale funziona a condizione di restare minoritario, e quindi definisce in anticipo una popolazione esclusa. Non è una soluzione parziale in attesa di diventare generale. È una soluzione che smette di funzionare nel momento esatto in cui diventa generale.

    A questo si aggiunge un effetto politico che agisce più lentamente ma più in profondità. Più la protezione diventa privata, più diventa difficile costruire quella collettiva, perché chi si è già messo al riparo perde interesse a finanziarla. È la dinamica che conosciamo dalla sanità e dalla scuola: quando i ceti medi escono dal servizio pubblico, il servizio pubblico non si limita a perdere utenti, perde i suoi difensori. Con il clima il meccanismo è più brutale, perché la fuga non è verso un servizio alternativo, ma verso il proprio appartamento. Ogni impianto installato è anche un voto sottratto all’idea che dal caldo ci si possa difendere insieme.

    L’alternativa non è rinunciare all’adattamento, ma il contrario. È cambiarne la velocità, la scala e il titolare. Un albero non ripara una famiglia, ripara una strada. Una scuola riqualificata non protegge un proprietario, protegge una coorte intera di bambini per trent’anni. Un piano di prevenzione idrogeologica non mette in salvo una casa, mette in salvo un bacino. L’adattamento collettivo ha una proprietà che quello individuale non può avere: i suoi benefici crescono quando il numero delle persone protette aumenta, invece di diminuire.

    È da qui che occorre ripartire. Il rischio climatico ha esattamente le caratteristiche che un secolo fa giustificarono la nascita dello Stato sociale: è prodotto collettivamente, ricade individualmente, ed è di dimensioni tali che nessuna famiglia può assorbirlo con le proprie forze. Infortunio, malattia, vecchiaia, disoccupazione: il Welfare novecentesco nasce quando diventa evidente che i rischi generati dall’industrializzazione non possono essere lasciati alla responsabilità dei singoli. Caldo, siccità e alluvione appartengono oggi alla stessa famiglia. Sono i nuovi rischi sociali, e per ora li trattiamo come sfortune personali.

    Welfare climatico significa allora una cosa precisa: trasformare l’adattamento da bene di consumo a infrastruttura pubblica. Significa riqualificare l’edilizia pubblica e popolare trattandola come politica per la salute, perché una casa isolata salva vite d’estate e d’inverno. Significa il raffrescamento come servizio: alberi, ombra, acqua pubblica, spazi climatizzati nei quartieri e nei paesi, scuole e centri civici accessibili nelle ore critiche. Significa portare la protezione dentro le case di chi non può uscirne, con servizi di prossimità che nelle ondate di calore raggiungano gli anziani soli prima che sia il pronto soccorso a farlo.

    Significa comunità energetiche progettate per redistribuire, e non per far risparmiare chi già risparmia. Significa manutenzione del territorio come politica del lavoro nelle aree fragili, dove la prevenzione è l’unica protezione disponibile. E significa una soglia minima di accesso all’energia e all’acqua sottratta al mercato, perché oltre una certa temperatura interna non si tratta più di comfort ma di sopravvivenza.

    Significa anche riscrivere gli incentivi che abbiamo. Se non abolirli, invertirne il verso: contributi diretti al posto delle detrazioni, priorità di accesso in base alla vulnerabilità e non alla capacità di spesa, misure pensate per chi vive in affitto e non solo per chi possiede. Una politica climatica che raggiunge prima di tutto la casa più fredda d’inverno e più rovente d’estate non è assistenzialismo: è la sola versione efficiente di quella politica, perché è lì che ogni euro speso evita il maggior numero di ricoveri e di morti.

    Ha un costo, e dobbiamo capire come sostenerlo e come distribuire il contributo al problema. Ma il confronto corretto non è tra spendere e non spendere. È tra spesa programmata e spesa d’emergenza, quella che già paghiamo ogni anno a disastro avvenuto e a prezzo maggiorato.

    Resta la posta politica. La domanda di protezione che il clima genera non rimane inevasa: se non la organizza una politica pubblica, la intercetta qualcun altro. L’offerta alternativa circola già: seconde case in montagna come rifugi climatici individuali, assicurazioni private, autosufficienza energetica domestica, la promessa di salvarsi separatamente. È un’illusione tecnicamente fondata per pochi e politicamente efficacissima, perché converte una questione di giustizia in una questione di sicurezza privata. E ha un vantaggio competitivo enorme sulla risposta pubblica: è disponibile subito, si compra in un pomeriggio, non richiede di fidarsi di nessuno.

    Poiché l’adattamento è ormai urgente e necessario, la scelta che abbiamo di fronte è tra un adattamento che moltiplica le disuguaglianze e uno che le riduce; tra una società che si protegge insieme e una che si frammenta in ripari singoli. Il Welfare climatico è il modo in cui decidiamo se l’adattamento diventerà un bene pubblico condiviso o resterà un privilegio.

      Professor Simon Mckeown undertakes research and teaches at the School of Arts and Creative Industries at Teesside University, Middlesbrough, UK in the fields of fine art, digital creativity and disability. He is a disabled practicing artist as well as a disability heritage specialist. In the first of a two-part blog, he explores a historic collection of images and representations of disability first assembled by Hans Würtz (1875–1958) against the backdrop of rising National Socialism in Germany.

      In 2013, the exhibition Disabled by Normality was presented at Prague’s DOX Centre for Contemporary Art. Curated by Jaroslav Anděl and Kateřina Kolářová, with curatorial support from Leoš Válka and Michaela Šilpochová (DOX), it was organised in collaboration with the Jedlička Institute and Schools and the National Medical Library both in Prague. Critically, it marked the first public unveiling since 1932 of a long-lost collection of artworks representing disabled people—resurrecting not just art, but forgotten history.

      At the turn of the twentieth century, German pedagogue Hans Würtz (1875–1958) assembled a vast collection of disability-related artworks. Active between 1910 and 1932, his work unfolded against the backdrop of rising National Socialism. In 1932, as director of the Oskar Helene Heim disability institute, he curated an exhibition featuring figurative depictions of disabled people. This bold move led to his arrest and the eventual loss of most of his Collection to the Czech Republic, where it has since remained largely unknown.

      More than a cabinet of curiosities, Würtz’s “Collection” offers a rare cultural perspective on disability. He was a pioneer who challenged the dominant medical view of impairment, shifting the lens toward cultural expression. His work remains both socially and artistically significant—particularly in spaces where representations of disabled people are scarce or fraught, such as museums and the media.

      Originally comprising over 7,000 items, the Würtz Collection today includes 3,142 pictures, 14 oil paintings, 175 sculptures, and 1,221 glass plate negatives. Loss, theft, and redistribution have significantly reduced its size. It remains unclear how much of the core material is now dispersed across European institutions—and whether restitution claims might be warranted.

      Remarkably, the Collection survived WWII, bombing, flooding, and sweeping political upheavals including Nazism, Communism, and the 1989 Velvet Revolution. In the 1970s, it was divided in Prague: the largest portion resides in the Historical Archive of the Jedlička Institute; a smaller part, including all sculptures, was transferred during the Communist era to the National Medical Library in Prague. A third, much smaller portion is held at the Special Education Archive at Humboldt University in Berlin. After WWII, boxes containing thousands of glass negatives were discovered in the basement of the Oskar Helene Heim in Berlin—capturing visual records of the institute and elements of the Collection. Alongside manuscripts, letters, and a few additional images gathered by Würtz’s widow Rosa, this material formed the “Hans Würtz Archive” held at Humboldt University in Berlin.

      Spanning centuries and encompassing diverse materials and media, the Würtz Collection powerfully illustrates the ubiquity of portraits and visualisations of disabled people throughout art history. To our knowledge, no museum has matched the depth of insight it offers. As scholarship like Beyond the Footnotes[1] and initiatives such as Curating for Change[2], increasingly call for greater disabled representation, the Würtz archive emerges as a vital exemplar—one that deserves a central place in museological discourse and practice.

      Würtz envisioned this Collection as a foundation for an interdisciplinary cultural approach to disability. As a pedagogue, he also sought to demonstrate that disabled people need not be cast solely as recipients of charity but as individuals capable of work and success. Nearly a century later, disability remains underrepresented and often misrepresented in museums—frequently filtered through outdated or voyeuristic perspectives.

      What stands out in our analysis is the rare opportunity for disabled people to see and enjoy ourselves represented in art history through the Collection. It reflects the lived experience of disability—whether fanciful, faithful, or cruel—in both two and three dimensions. I know of no other location that does this. Here, disability is explored with depth and complexity, not relegated to a passing mention or a footnote in a broader narrative.

      What remains unclear—due to the Collection’s lack of provenance—is how and why many of these objects were created. Were disabled people the makers, the artists, the designers? Or were they simply the subjects? And how does this shape the way we interpret the Collection? I hope, and suspect, that in some cases disabled artisans and craftspeople carefully depicted both disabled and non-disabled figures for an appreciative (buying and collecting) audience.

      In conclusion, the Collection holds immense cultural value and offers rich, largely unexplored material for analysing historical images and cultural conceptions of impairment and disability. At the time, progressive sections of the Berlin press described the Collection as ’unique’ and called for its inclusion in a museum. Würtz himself recognised this, stating that his collection should serve as an inspiration for historians, artists, philosophers, psychologists, educators, and writers (Würtz 1932, 73)[3].

      I feel immensely proud to have helped Würtz’s aims and to have jointly led the Collection back to Berlin.

  • Les refuges climatiques seront utiles s’ils n’oublient pas de faire de la chaleur un objet politique

    Alors que la France a déjà connu trois vagues de chaleur en quelques semaines à peine, le concept de refuge climatique, qui s’institutionnalise dans un certain nombre de pays, cristallise les espoirs des citoyens en surchauffe. Il peut s’agir d’une réponse prometteuse, mais uniquement à certaines conditions, notamment de les concevoir et de les déployer en gardant en tête des critères d’accessibilité, d’hospitalité et de justice socioécologique. En bref, d’en faire des objets politiques.
    Notre maison brûle et nous la regardons (enfin) en face. Alors que la France vient de connaître deux séquences caniculaires précoces et intenses, la chaleur semble s’imposer comme un problème public majeur. Le mois de juin 2026 a été le plus chaud jamais enregistré par Météo France et une nouvelle vague de chaleur touche désormais une grande partie du pays.

    Le traitement médiatique immédiat de la canicule s’est largement détourné des enjeux de fond, privilégiant des réponses à court terme et individuelles au détriment d’une réflexion collective sur l’atténuation et l’adaptation au changement climatique. Plan massif de climatisation, mise en cause des scientifiques, légitimation de la débrouille au sein des foyers…

    Ce cadrage tend à occulter une réalité bien documentée : celle des inégalités socioécologiques. L’exposition aux fortes chaleurs, la vulnérabilité face à leurs conséquences et les capacités d’adaptation varient selon les conditions de logement, l’état de santé, les ressources économiques, l’âge ou encore l’accès aux espaces publics. Les enquêtes sociologiques, à commencer par celle d’Eric Klinenberg sur la canicule de Chicago en 1995, montrent aussi que l’isolement social constitue un facteur majeur de surmortalité.

    Contre toute solution hâtive qui pourrait participer d’une maladaptation, les sciences sociales nous invitent à politiser la chaleur, en saisissant la canicule comme un problème social collectif permettant d’articuler les enjeux d’adaptation et ceux d’atténuation.

    Ainsi, ouvrir des refuges climatiques ne suffit pas : encore faut-il que ceux qui en ont besoin les connaissent, puissent s’y sentir à l’aise et s’en saisissent pour construire collectivement les conditions d’un « bien-vivre » dans un monde plus chaud.

    Refuges climatiques : de quoi parle-t-on ?

    Le concept de refuge climatique s’institutionnalise. De Buenos Aires à Bologne, en passant par Porto et Londres, de nombreuses villes l’adoptent pour adapter leur tissu urbain à la crise climatique et protéger leurs habitants de la chaleur.

    Barcelone fait figure de référence, avec un réseau de plusieurs centaines de refuges : écoles, bibliothèques, musées, parcs et jardins, répondant à des critères de confort thermique, d’accessibilité, de repos et d’accès à l’eau.

    Le contour des refuges climatiques varie pourtant d’une ville à l’autre. Certains réseaux privilégient les parcs et jardins, d’autres des équipements climatisés. En réaction, une définition minimale s’esquisse peu à peu dans la littérature scientifique : le refuge climatique conjugue rafraîchissement et hospitalité afin d’offrir un « réconfort thermique » limitant la vulnérabilité face aux aléas climatiques pour tenter de se protéger de l’aléa météorologique.

    Mais faire du confort thermique un enjeu politique suppose de mesurer le stress thermique vécu par les habitants, en tenant compte non seulement de l’îlot de chaleur urbain, mais aussi de l’ombre, de la ventilation, de la morphologie des rues et de la qualité des logements.

    Parce qu’il résulte des interactions entre expériences de chaleur, conditions de logement, ressources socio-économiques et accès aux refuges climatiques, le confort thermique appelle des politiques d’universalisme proportionné, bénéficiant à tous, tout en accordant une attention prioritaire aux plus vulnérables.

    Comment configurer les refuges climatiques ?

    Les villes font face à plusieurs défis. Le premier porte sur les infrastructures : faut-il créer de nouveaux espaces refuges ou bien adapter les services existants ?

    Le choix des techniques de rafraîchissement soulève en outre des enjeux environnementaux et politiques. La climatisation en est l’exemple emblématique : si son rôle dans l’accentuation de l’îlot de chaleur urbain est bien documenté, un usage ciblé reste indispensable pour les publics les plus vulnérables (seniors, enfants, SDF…).

    La recherche souligne aussi la nécessité d’adopter des pratiques architecturales favorisant le confort d’été : matériaux biosourcés, protections solaires (volets, stores) et solutions passives de rafraîchissement, comme les réseaux de froid urbain. Autant de leviers pour concevoir des refuges climatiques et adapter les villes.

    Ainsi, un réseau de refuges climatiques ne se réduit pas à des lieux frais. Ceux-ci doivent aussi proposer des services (eau, wifi, etc.) et être pensés, dès leur conception, comme des espaces d’hospitalité, ce qui suppose une animation et des personnels formés à ces nouveaux usages.

    L’enjeu de l’accessibilité

    La question de l’accessibilité du refuge est un élément clé à intégrer dans une perspective de justice socioécologique.

    - Cette accessibilité est d’abord temporelle : fréquemment, les équipements publics sont fermés lors des pics de chaleurs, et les espaces verts restent inaccessibles aux heures nocturnes les plus fraîches.

    - Elle est également spatiale : ignorer les frontières physiques ou symboliques limitant l’accès à ces infrastructures revient à renforcer les inégalités socioécologiques.

    - Elle est, enfin, territoriale : l’exemple de Bologne, en Italie, montre que les refuges climatiques gagnent à être pensés comme un réseau, relié par des cheminements rafraîchis. En Émilie-Romagne, le projet « Green Cells » s’appuie ainsi sur les coursives historiques ombragées pour rendre ce maillage praticable.

    Une question également culturelle

    Mais le défi à relever est également culturel. Concevoir des refuges climatiques suppose d’abord de les penser comme des lieux d’hospitalité et d’entraide.

    Les recherches montrent que leur conception mérite d’être pensée à partir des quartiers et des communautés concernées afin d’identifier les besoins des habitants et de favoriser leur appropriation. Dès leur conception, l’implication des réseaux de proximité est essentielle, comme à Porto, où le design et localisation des refuges climatiques s’inscrivent dans une méthodologie participative qui tient compte de la connaissance préexistante des lieux par les habitants.

    Autre changement culturel complémentaire : la diffusion d’une culture de rafraîchissement des corps. Au Japon, la démarche « Cool Biz » adapte les normes vestimentaires en été ; à Genève, l’interdiction du travail en extérieur l’après-midi en période de canicule s’accompagne de pédagogie quant aux gestes de rafraîchissement.

    Veut-on vraiment parler de « refuges » climatiques ?

    Le terme de « refuges climatiques » mérite qu’on s’y arrête : il est très largement associé à des représentations liées à la catastrophe, en lien avec les notions de « refuges » et de « réfugiés ». Or, si l’on veut penser ces lieux comme des espaces de solidarité, d’entraide et de soutien, il importe de dépasser cet imaginaire.

    Ils comportent aussi un potentiel effet repoussoir, lié à l’imaginaire néolibéral d’un individu autonome et puissant, peinant à se reconnaître comme vulnérable et interdépendant. Qui souhaite se dire « réfugié » climatique ? Et comment désigner ceux qui le sont réellement ? Les enquêtes montrent que les plus vulnérables, notamment les personnes âgées ou malades, sous-estiment leur propre vulnérabilité tout en l’identifiant plus facilement chez les autres. Faut-il y voir le signe du refus d’un potentiel stigmate associé à cette vulnérabilité ?

    Le choix des mots n’a rien de neutre au moment de concevoir des dispositifs d’action publique : faut-il parler de « haltes fraîcheurs », se limiter à la chaleur, intégrer aussi la protection contre le froid en hiver, ou viser plus largement des « lieux du bien vivre » ?

    La qualification retenue oriente les usages auxquels ces espaces sont destinés : simples réponses à une crise ou lieux de solidarité, de convivialité et de délibération sur nos manières d’habiter un monde où de nombreux seuils socioécologiques ont déjà été franchis. Plus qu’un changement de vocabulaire, elle engage un projet politique : faire de ces lieux des espaces où se renforcent les liens socioécologiques et où se construit, à partir des réalités locales, une conception partagée du bien vivre.

    Ainsi, les refuges climatiques ne seront à la hauteur du problème qu’à condition d’être plus que des points frais sur une carte : des lieux accessibles, intégrés aux pratiques habitantes, capables d’accueillir des publics vulnérables sans les stigmatiser, et de soutenir des apprentissages collectifs face à la crise socioécologique.
