    #Liban, un pays dans la tourmente

    Comment le Liban, « la Suisse de l’Orient », a-t-il sombré dans le chaos ? Alors que la double explosion du 4 août dernier dans le port de Beyrouth a remis au jour la gabegie et la corruption de la classe politique qui gangrènent cet Etat d’Asie occidentale, ce documentaire remonte le cours tourmenté de l’histoire de cette jeune nation à l’identité forgée par 18 communautés religieuses. En donnant la parole à des membres des services de renseignement, à des journalistes et à des artistes, il montre comment ce pays, au cœur des enjeux géopolitiques depuis sa création, s’est retrouvé piégé dans la poudrière du Moyen-Orient.

    A History of ‘#Price-Tag’ Violence

    On 10 May, #Amos_Oz criticised the so-called ‘price-tag attacks’ carried out by Israeli settlers. The label is used by the culprits themselves to describe retaliatory violence against Palestinians: beatings and arson as well as racist graffiti sprayed on the walls of churches and mosques. Oz described the perpetrators as ‘Hebrew neo-Nazi groups’. (...)

    Oz’s sentiments are shared by Israeli liberals and conservatives, who together condemn the attacks as repugnant. The Jerusalem Post said that ‘price-tag attacks fit the definition of terror no less than [suicide] bus bombings’.

    But the equation with suicide bombers, like Oz’s provocative comparison with European neo-Nazism, does more to conceal than to reveal the violence perpetrated against Palestinians, above all the #violence of the Israeli state.

    When Meir #Har-Zion died two months ago, there were obituaries in all the major news outlets celebrating the legendary hero.

    Har-Zion was best known for his price-tag practices. He was one of the founding members (along with #Ariel_Sharon) of #Unit_101, which in October 1953 carried out a retributive massacre in the Jordanian village of #Qibya. ‘Bullet-riddled bodies near the doorways,’ UN observers said, ‘and multiple bullet hits on the doors of the demolished houses indicated that the inhabitants had been forced to remain inside until their homes were blown up over them.’ According to Ben-Gurion’s biographer, ‘seventy corpses were found in the rubble, including dozens of women and children.’

    In February 1955 Har-Zion’s sister was murdered in the Judean desert, which was then part of Jordan. The following month Har-Zion went to the desert with three friends to seek revenge. They captured six Palestinians, killed five of them and sent the sixth home to tell his village what had happened.

    Israeli children are named after Har-Zion. For decades soldiers swore they would try to follow in his footsteps. He is not an outlier, but a paradigmatic example of Israel’s policies of punitive violence. House demolitions, curfews during the First Intifada, infantry offences during the Second Intifada and the more recent aerial bombing of Gaza have all been justified as retribution for a previous Palestinian act. ‘Price-tag’ is the justification that has informed both government policy and military practice since the country was established. Which raises the question: why do the recent price-tag attacks scandalise Amos Oz and several Israeli politicians?

    For something to be scandalous it has to (appear to) be exceptional. By making the recent price-tag violence into a scandal, Oz – and the Israeli media more generally – transform it into an exception and in this way help conceal the fact that this kind of violence has structured Israel’s relations with Palestinians for more than 65 years. The only difference is that one is carried out by vigilantes and the other by the state. In other words, to depict the price-tag violence perpetrated by vigilantes as an outrageous exception helps to legitimise the price-tag violence perpetrated by the state, which has shaped the daily experiences of many Palestinians for decades.

    This rhetorical trick allows liberals and conservatives alike to displace responsibility. The violence is measured in relation to the Other, the Israeli extremist who is more closely aligned to the European neo-Nazi or the Palestinian suicide bomber than to the state of Israel.

      Incroyablement, dans une réponse faite en 1978 face à des critiques israéliennes contre de récentes attaques au Liban, le général Mordechai Gur, alors chef d’état-major d’Israël et plus tard politicien de premier plan du Parti travailliste, a ouvertement reconnu ce qui ne peut être décrit que comme le #terrorisme_d’état israélien :

      « je suis dans l’armée depuis trente ans. Pensez-vous que je ne suis pas au courant de ce que nous avons fait toutes ces années ? Qu’avons-nous fait le long de tout le Canal de Suez ? Un million et demi de réfugiés.... Depuis quand la population du Sud Liban est-t-elle sacrée ? Ils savaient très bien ce que les terroristes faisaient .... j’ai eu quatre villages dans le Sud Liban bombardé [sous mon commandement] ... [comme, a-t-il dit, cela a été fait en Jordanie]. »

      Le journaliste israélien fait alors remarquer, « Vous maintenez que la population civile doit être punie ? » Gur répond, « Et comment ... je n’en ai jamais douté.... Depuis trente ans ... Nous agissons contre une population qui vit dans des villages et des villes. » Entretien avec Gur dans « Al Hamishar » [journal israélien], le 10 mai 1978.

      Plusieurs jours après les déclarations de Gur, Zeev Schiff, principal correspondant militaire du Haaretz pendant de nombreuses années, a commenté, « Au Sud Liban nous avons frappé la population civile consciencieusement, parce qu’ils l’ont mérité.... » L’importance des remarques de Gur réside dans l’admission du fait que l’Armée israélienne frappait toujours les populations civiles, sciemment et consciencieusement…. Même quand les colonies israéliennes n’étaient pas ciblées". Schiff, Haaretz, 15 Mai 1978.

      Israeli government officials say Palestinian militants are considered heroes by their communities, which shower them and their families with money and other forms of financial support. Such encouragement helps perpetuate a cycle of militancy, the officials say.

      Punishing Palestinians for existing has a long history. It was Israel’s policy before Hamas and its rudimentary rockets were Israel’s boogeyman of the moment, and before Israel turned Gaza into an open-air prison, punching bag, and weapons laboratory. In 1948, Israel killed thousands of innocents, and terrorized and displaced hundreds of thousands more, in the name of creating a Jewish-majority state in a land that was then sixty-five per cent Arab. In 1967, it displaced hundreds of thousands of Palestinians again, occupying territory that it still largely controls, forty-seven years later.

    In his article, “Ariel Sharon, former Israeli Prime Minister, dead at 85”, Duke appeared to be confronting Sharon’s past head on. In reality, he cleverly whitewashed the man’s horrendous crimes, while finding every opportunity to recount his fictional virtue. “Many in the Arab world called Sharon ‘the Butcher of Beirut’ after he oversaw Israel’s 1982 invasion of Lebanon while serving as defense minister,” Duke wrote.

    Nevertheless, Sharon was not called the ‘The Bulldozer’ for being ‘a fearless leader’ nor do Arabs call him ‘the Butcher of Beirut’ for simply ‘overseeing’ the invasion of Lebanon. Duke is either ignorant or oblivious to the facts, but the blame is not his alone, since references to Sharon’s heroism was a staple in CNN’s coverage.

    The eulogies for Ariel Sharon in the Western press are comparable to their eulogies of Nelson Mandela. In the US, people on the left and on the right competed to shower praise on the symbol of #Israel’s terrorist right. Israeli terrorism and brutality is portrayed as “strength” and “might,” and CNN invited the Israeli ambassador in the US to write an ostensibly objective eulogy for the man. Ethan Bronner, the former bureau chief of the New York Times in Israel and a former foreign editor of the paper, wrote a long eulogy that can easily be classified within the genre of “love poetry.”
