    Lisa Tetai warned her son not to take a sick day when he picked her up from Auckland airport. “I thought there might be media there,” she explains.She wasn’t wrong.As she stepped into the arrivals hall on Monday afternoon, Tetai, like hundreds of others who travelled to New Zealand on the first day of what has been dubbed the trans-Tasman travel “bubble” with Australia, was swamped; a flash of cameras, journalists buzzing with anticipation, then, pushing through the crowd, the people she had actually come to see. Cue tears.
    “I was supposed to be here for a funeral,” she said. “My uncle was admitted to hospital and I booked the earliest ticket I could get. He didn’t make it. They had the funeral last week, but I wanted to see my son and my grandson.
    “I’ve got family all over the North Island and before the pandemic I came back four or five times a year. It has been really, really hard.”
    It happened over and over again. Steph Wood was already crying when she walked into the cacophony. So too was her mother, Narelle. Wood had hoped to be back for Christmas last year, but a Covid outbreak in her home city of Sydney delayed the beginning of the long-mooted quarantine exemption for Australian arrivals.

    When it was finally announced two weeks ago, she didn’t waste time.

    “It was just like, I need to be here as soon as I possibly can,” she said. “I haven’t been back since 2019, I have been counting down the days.”

    Narelle was mostly speechless: “It’s just too good to have her back.”

    So it went all afternoon. A never-ending stream of emotional airport scenes, as though someone had organised a mass re-enactment of Love Actually’s opening montage. It was hard not to be moved. Not only by the reunions but also by the deep link these two island nations share
    Both Auckland airport and the airlines supplying the flights had put a lot of work into manufacturing this media moment – an acoustic band played the same Dave Dobbyn song on repeat all afternoon (Welcome home / I bid you welcome / I bid you welcome) and Jetstar served champagne in the departures lounge – possibly a budget airline world-first – before the first flight to leave Sydney.And for good reason. Monday might have been a day for reunions but there is a lot riding on the bubble. The pandemic has decimated both airlines and the tourism industry. According to Tourism Australia, 8,000 international visitors came in January – a 99% decrease from the year before.For both countries, pulling visitors from across the ditch is a crucial lifeline, particularly as lagging vaccine rollouts have forced politicians to warn other international travel may be some time off.
    While the New Zealand prime minister, Jacinda Ardern, said on Monday that her government was exploring options for travel bubbles with other Covid-free nations in the Pacific, it would not look further afield. Similarly, the Australian prime minister, Scott Morrison said on Sunday that Australia was “in no hurry to open those borders” to other countries.
    The questions is whether, after the initial flurry of reunions, the bubble between these two countries will offer a genuine economic boon for devastated tourism industries.Pre-Covid, Australians made up about 40% of the international visitors to New Zealand and spent $2.7bn in 2019. New Zealanders spent almost the same amount – $2.6bn in 2019, although Australia’s larger tourism market meant they only made up about 15% of visitors there. Perhaps aware of the political risks to welcoming Australians if there were to be an outbreak – a new poll by Research New Zealand for RNZ found 22% of New Zealanders were on the fence about the bubble and 28% were against an opening – Ardern has warned the high probability of fresh Covid-19 outbreaks meant the travel bubble could be burst at any moment.
    Indeed, new arrivals on Monday were warned they could be forced into quarantine in the event of an outbreak. But despite the tough stance, Ardern also seemed to get swept up in the enthusiasm on Monday, saying she was personally experiencing some of the excitement that had greeted the travel bubble. “I, like many New Zealanders, have friends and family in Australia,” she said, including some who were “desperate to return to New Zealand”.
    “I know how enthusiastically this has been greeted and I’m really pleased about that,” she said. “It is truly exciting to be able to welcome our Tasman cousins quarantine-free to Aotearoa.”Still, that level of uncertainty could mean that many holiday-makers will delay trips while they wait to see how it unfolds. Tourism NZ acknowledges this, saying its scenario modelling showed it could take until January 2022 for Australia to reach 80% recovery to pre-Covid 19 levels.

    Travel agents, consumers and health authorities have blamed the high cost of the tours and the Taiwanese government’s strict rules for returning travellers.The “sterile corridor” of bilateral tourism guaranteed travel between the two archipelagos, which are both otherwise closed to all tourists, on strictly managed, twice-weekly package tours.
    The inaugural flight, packed with nearly 100 passengers including Palauan president Surangel Whipps Jr, boded well, but this week China Airlines announced it had cancelled an upcoming flight from Taipei after just two people booked tickets. The airline told the Guardian it was constantly assessing the situation but it couldn’t guarantee further cancellations.
    Trans-Tasman travel bubble between New Zealand and Australia to start on 19 AprilTo go on the Palau holiday from Taiwan, tourists must make several health declarations, pay for Covid tests, and not have left Taiwan in the last six months. Upon return they had to complete 14 days of “self-health management”, including five “enhanced” management days banned from public transport and spaces. On Wednesday health authorities announced it was dropping the enhanced requirement, and agencies are hoping it’s enough to restore interest.
    One of the six agencies contracted to run the tours, Phoenix travel, told the Guardian they’d had “sporadic” individual bookings and inquiries about future tours, “but the momentum is not as good as expected”.“The fare is higher than normal, plus the cost of two PCR tests, and the inconvenience of health management after returning home are the reasons why most travellers maintain a wait-and-see attitude,” the spokesperson said.Gibsen Lin, marketing manager of Lifetour travel, said they had received many more inquiries for the upcoming summer holiday period from May to July, and that uncertainty about the process had also discouraged early take-up.
    “Many details were not determined at the beginning. They changed the rules of the game … and then gave consumers less time to react in the market,” Lin said.Taiwanese passengers pay between $2,100 and $2,800 plus associated costs for the group tour which runs for fewer than eight days, keeps the tourists away from crowded locations and local people, and doesn’t allow for autonomous activity.
    On Wednesday evening Whipps welcomed the easing and said returnees who didn’t show signs of fever and hadn’t been in the presence of anyone who did, could “go about their daily lives as usual”.Whipps also said costs had also been decreased, but did not detail by how much. He claimed the presence of Tropical Storm Surigae had also affected bookings, but that the two governments were working closely together to improve the bubble.
    He said his office had been “assured” that the next scheduled flight on 21 April would have more passengers. The Guardian has contacted the Taiwan government for confirmation of the changes and comment.Palau has recorded zero cases of Covid, and is on track to have 80% of its population vaccinated by the summer, while about 90% of Taiwan’s 1,062 cases were recently arrived people in quarantine, and there is no community transmission.The travel bubble was hailed as a lifeline for Palau’s tourism industry, which contributes almost half of its GDP, but had been completely stalled by the pandemic. Taiwanese made up the third-largest proportion of tourists in pre-Covid times, behind people from China and Japan.
    “We seek everyone’s support and patience as we continue to address challenges and improve the sterile corridor. Challenges help us improve customer experience and increase demand,” said Whipps.

      Le documentaire « La face cachée des énergies vertes » est passé fin novembre sur Arte. Truffé d’erreurs et d’arguments partisans, allant jusqu’à comparer le problème des pales d’éoliennes, soit disant non recyclables, à celui posé par les déchets nucléaires !

      Autre exemple : ce documentaire assène que les énergies vertes et que les batteries nécessitent obligatoirement l’utilisation de terres rares. Ce n’est pourtant pas du tout l’avis de l’Ademe. D’autre part, le photovoltaïque n’utilise jamais de terres rares. Et pour l’éolien et les voitures électriques, leur utilisation dans les moteurs à aimants permanents permet de gagner en performances, mais cet usage n’est ni systématique, ni indispensable.

      Cet article présente :

      – La quinzaine d’erreurs grossières parmi les très nombreuses qui émaillent ce documentaire.
      – Le cercle vertueux du photovoltaïque et de l’éolien : plus on en installe, plus on réduit les émissions de gaz carbonique.
      – Que nos voitures contiennent davantage de terres rares que les voitures électriques sans moteurs à aimants permanents.
      – Pour qui roule le journaliste Guillaume Pitron, à l’origine de ce documentaire.

      En se fondant sur les avis qui se colportent, principalement sur la production des terres rares utilisées dans les énergies vertes, Guillaume Pitron, qui a enquêté dans une douzaine de pays, nous fait visiter quelques sites d’exploitation qui portent atteinte à l’environnement et à la santé des travailleurs.

      Hélas ce documentaire est gâché autant par sa partialité, que par de très nombreuses erreurs grossières.

    • Geologic and anthropogenic sources of contamination in settled dust of a historic mining port city in northern Chile: health risk implications

      Chile is the leading producer of copper worldwide and its richest mineral deposits are found in the Antofagasta Region of northern Chile. Mining activities have significantly increased income and employment in the region; however, there has been little assessment of the resulting environmental impacts to residents. The port of Antofagasta, located 1,430 km north of Santiago, the capital of Chile, functioned as mineral stockpile until 1998 and has served as a copper concentrate stockpile since 2014. Samples were collected in 2014 and 2016 that show elevated concentrations of As, Cu, Pb, and Zn in street dust and in residents’ blood (Pb) and urine (As) samples. To interpret and analyze the spatial variability and likely sources of contamination, existent data of basement rocks and soil geochemistry in the city as well as public-domain airborne dust were studied. Additionally, a bioaccessibility assay of airborne dust was conducted and the chemical daily intake and hazard index were calculated to provide a preliminary health risk assessment in the vicinity of the port. The main conclusions indicate that the concentrations of Ba, Co, Cr, Mn, Ni, and V recorded from Antofagasta dust likely originate from intrusive, volcanic, metamorphic rocks, dikes, or soil within the city. However, the elevated concentrations of As, Cd, Cu, Mo, Pb, and Zn do not originate from these geologic outcrops, and are thus considered anthropogenic contaminants. The average concentrations of As, Cu, and Zn are possibly the highest in recorded street dust worldwide at 239, 10,821, and 11,869 mg kg−1, respectively. Furthermore, the contaminants As, Pb, and Cu exhibit the highest bioaccessibilities and preliminary health risk indices show that As and Cu contribute to elevated health risks in exposed children and adults chronically exposed to dust in Antofagasta, whereas Pb is considered harmful at any concentration. Therefore, an increased environmental awareness and greater protective measures are necessary in Antofagasta and possibly other similar mining port cities in developing countries.

      En nous émancipant des énergies fossiles, nous sombrons en réalité dans une nouvelle dépendance : celle aux métaux rares. Graphite, cobalt, indium, platinoïdes, tungstène, terres rares… ces ressources sont devenues indispensables à notre nouvelle société écologique (voitures électriques, éoliennes, panneaux solaires) et numérique (elles se nichent dans nos smartphones, nos ordinateurs, tablettes et autre objets connectés de notre quotidien). Or les coûts environnementaux, économiques et géopolitiques de cette dépendance pourraient se révéler encore plus dramatiques que ceux qui nous lient au pétrole.

      Dès lors, c’est une contre-histoire de la transition énergétique que ce livre raconte – le récit clandestin d’une odyssée technologique qui a tant promis, et les coulisses d’une quête généreuse, ambitieuse, qui a jusqu’à maintenant charrié des périls aussi colossaux que ceux qu’elle s’était donné pour mission de résoudre.

    But it’s been reviewing its border settings as more people with infections arrive in New Zealand, the majority from India.Ardern said the rolling average of positive cases has been steadily rising and hit 7 cases on Wednesday, the highest since last October.New Zealand on Thursday also reported one new locally infected case in a worker who was employed at a coronavirus managed isolation facility. The 24-year-old was yet to be vaccinated.The travel suspension came just two days after New Zealand announced it would be launching a trans-Tasman travel bubble with Australia on 19 April.

    Prime Minister Jacinda Ardern of New Zealand announced on Tuesday that her nation would establish a travel bubble with Australia, allowing travelers to move between the countries without needing to quarantine for the first time since the pandemic began.The bubble, which will open just before midnight on April 19, is expected to deliver a boost to tourism and to families that have been separated since both countries enacted strict border closures and lockdown measures that have all but eliminated local transmission of the coronavirus.The announcement came after months of negotiations and setbacks, as Australia battled small outbreaks and officials in both countries weighed testing requirements and other safety protocols.
    “The director general of health considers the risk of transmission of Covid-19 from Australia to New Zealand is low and that quarantine-free travel is safe to commence,” Ms. Ardern said at a news conference.
    Since last year, Australia has permitted travelers from New Zealand to bypass its hotel quarantine requirements. New Zealand’s decision to reciprocate makes the two countries among the first places in the world to set up such a bubble, following a similar announcement last week by Taiwan and the Pacific island nation of Palau.Australians flying to New Zealand will be required to have spent the previous 14 days in Australia, to wear a mask on the plane and, if possible, to use New Zealand’s Covid-19 contact tracing app. In the event of an outbreak in Australia, New Zealand could impose additional restrictions, including shutting down travel to a particular Australian state or imposing quarantine requirements, Ms. Ardern said.
    She warned that the new requirements would not necessarily free up many spaces in New Zealand’s overwhelmed hotel quarantine system, which has a weekslong backlog for New Zealanders wishing to book a space to return home. Of the roughly 1,000 slots that would now become available every two weeks, around half would be set aside as a contingency measure, while most of the others would not be appropriate for travelers from higher-risk countries, Ms. Ardern said.Before New Zealand closed its borders to international visitors in March 2020, its tourism industry employed nearly 230,000 people and contributed 41.9 billion New Zealand dollars ($30.2 billion) to economic output, according to the country’s tourism board.     “Whenever I come home, the first thing that always hits me is the light and the sunshine,” David Mack says. “New York has brilliant blue skies, but there’s something about Australian light. It sounds ridiculous, but you get hit with that sunshine and it’s just restorative.”Mack has been living in the United States for seven years, but now, in the midst of the pandemic, he misses Australia more than ever. “When Qantas stops flying … you realise very quickly Australia is an island and you have only one way easily to get in,” he says. “When everything stopped, I definitely felt cut off.”
    Home can be an amorphous concept. Often we associate it with our friends and loved ones, or perhaps the more abstract notion of national identity. But equally home is in the landscapes we have grown to know and love.
    “Landscape has exerted a kind of force on me that is every bit as geological as family,” Tim Winton wrote in his nonfiction book Island Home in 2017. “Like many Australians, I feel this tectonic grind – call it familial ache – most keenly when abroad.”But what happens when our connection to the place we consider home is suddenly severed? When it becomes a location we can’t reach? Or when we feel that the government of our home country has abandoned us?Australia’s international border shut on 20 March 2020. A week later, 14 days of hotel quarantine was mandated for returned travellers. While citizens and permanent residents have been allowed to return, the prohibitive cost (and risk) of flights and hotel quarantine combined with two weeks of isolation makes the prospect unappealing, if not unachievable, for many.
    “That Australia’s very physically far away is not comfortable for me,” Rachel Maher says. Maher works for the United Nations on its European migration response and has been based between Athens, Afghanistan and Geneva since 2016.“I miss the sunsets and the desert [areas] I grew up in [around the] wheatbelt, the silhouettes of eucalyptus trees – and the birds. The birds … The minute you call somebody in Australia, there’s some kind of bird in the background of the call, and that makes me very nostalgic.”
    Sary Zananiri, an Australian academic living in the Dutch city of Leiden, says he really longs for the sense of physical space in Australia, “which you just don’t get in Europe”.“The Netherlands is a beautiful and green country, but it’s small and it really is impossible to get away from human beings,” he says. “And there’s no wilderness, it’s all reclaimed land. It’s really a very different sort of a space. “I think the Australian psyche is very much linked to its landscape, you know … There’s something about that smell of gum trees and pine trees, and that damp of the [family] farm in the morning that I really do miss.”For many expats, the ability to dip in back home to reconnect at regular intervals made them feel at ease living so far away. Now the pandemic has put that on hold, anxiety has begun to creep in.
    “I guess I’d already made peace that I was probably going to be in the States for a while and the thing that allowed me to mentally accept that was the ability to get home relatively easily,” Mack says. “Having that ease of travel [taken away] really does force you to confront the tyranny of distance.”
    Elizabeth, who asked that only her first name be used, still calls Australia home despite working as teacher in Hong Kong for 23 years. Pre-pandemic, she would return at least once a year, usually for two weeks at lunar new year. Now the combined quarantine requirements – two weeks on arrival in Sydney and three weeks on return to Hong Kong – have made such a trip impossible.“That’s a total of five weeks’ quarantine and I get 16 days [of leave]. So I couldn’t even meet the demands of one quarantine, let alone to quarantine and then still have time to see family,” she says. “So pragmatically, any travel is out of the question.For Zananiri, who is fifth generation Australian on his mother’s side and Palestinian on his father’s side, the pandemic has strained his relationship with his home country.“My dad, being Palestinian, was made stateless so I think I always grew up with this idea that my Australian passport was my protection in the world, you know, and seeing how Australians abroad are being treated – the lack of consular assistance, the border measures that are in place – I do feel like [we’ve] been completely cut off.”Currently in Athens, where he is not a citizen and has no right to healthcare, Zananiri wonders how he will get vaccinated and, if he can’t, whether that will affect his chances of returning.
    Australia’s deputy chief medical officer, Prof Michael Kidd, says the federal government has no plan to vaccinate its citizens abroad. Rather it will vaccinate everyone in Australia regardless of citizenship, and “we hope that other countries will be doing the same”. For a country where almost a third of the population was born overseas, that policy feels like rejection to some.
    “Many of us have very multi-centred lives … a lot of us have multiple homes and multiple identifications with different places by virtue of the multiculturalism of Australia,” Zananiri says. “And I don’t think that’s really been recognised very much in government policy. There’s a projection of a very particular type of Australian in this that’s going on.”
    ‘A state of suspension’As Australian universities struggled with the absence of international students, the pandemic accelerated the shift in Zananiri’s mindset towards cultivating roots elsewhere.
    “Watching what happened in Australia in the context of Covid, particularly around higher education and this complete destruction of university systems, there’s something depressing about watching that from afar – especially given that I left Australia precisely because I was struggling to find funding in Australia, struggling to get a permanent job.
    “I recently bought an apartment in Athens and I think part of that is realising that I don’t have a lot of security in being Australian any more.”
    Maher says she makes new homes wherever she goes, but she tries to maintain small connections to Australia within them. (...)Maher says it’s a “privilege” and “heart-bursting experience” to be connected to different communities, in different geographies and cities and cultures, but she worries about the long-term impacts of the “state of suspension” the pandemic has created.“I think I was fine when it was periods of short-term departure for work and I always knew I was coming back. Suspending that semi-permanently is a whole different state of mind.”

    « Restez dans vos provinces, restez dans vos villages, restez dans vos districts, a exhorté, mardi, James Marape. [Le virus] est hors de contrôle (…), nous devons le contenir. » Jeudi, son gouvernement a annoncé qu’il allait limiter les déplacements non essentiels, rendre le port du masque obligatoire et fermer les écoles. Des confinements locaux sont également prévus, notamment dans la capitale, où la population devra rester chez elle, sauf « pour raisons médicales, professionnelles ou commerciales ».
    Dans ce pays pauvre du Pacifique, tous les observateurs craignent un effondrement du système de santé. « Les capacités hospitalières sont très limitées, avec des infrastructures usées voire délabrées et peu de personnel médical », souligne Alexandre Dayant, spécialiste de la région Pacifique au Lowy Institute. L’ensemble de l’archipel ne compte que 500 médecins et 4 000 infirmiers. Dans la capitale, il n’y a que six lits équipés de respirateurs.
    « Cela fait à peine quelques semaines que la courbe connaît une progression exponentielle et les hôpitaux sont déjà au bord de la saturation. Les gens ont peur », ajoute Matt Cannon, responsable de l’organisation St John Ambulance en PNG. La situation est d’autant plus inquiétante que de nombreux rassemblements, avec un respect très relatif des gestes barrières, ont eu lieu ces derniers jours pour rendre hommage à Michael Somare, l’ancien premier ministre considéré comme le « père de l’indépendance », décédé le 26 février.
    Si le nombre de cas continue à augmenter, où seront soignés les malades ? La forte proportion du personnel médical infecté a déjà contraint plusieurs établissements à fermer leurs portes ou à réduire leurs services. Dans un pays où la violence est endémique, des médecins disent craindre des émeutes.Pour soutenir son voisin, l’Australie a annoncé, mercredi, l’envoi de matériel, d’une équipe d’experts et de 8 000 doses de vaccin destinées au corps médical. Elle a également renforcé ses patrouilles maritimes dans le détroit de Torrès où seulement une poignée de kilomètres séparent la PNG de l’île australienne la plus proche. « Pour Canberra, la priorité est d’éviter que le virus ne se répande sur son territoire, mais aussi dans le Pacifique, où l’Australie reste un partenaire privilégié. Si les pays de la région, qui jusqu’à présent ont réussi à contenir l’épidémie, étaient confrontés à une flambée des cas, cela pourrait avoir des conséquences sur l’équilibre des pouvoirs dans la zone en renforçant la position de la Chine qui pourrait utiliser les vaccins comme une arme diplomatique », explique Alexandre Dayant.
    Depuis un an, l’île-continent a multiplié les mesures d’aides financières et matérielles dans son pré carré. Samedi 13 mars, avec les Etats-Unis, le Japon et l’Inde (ses alliés du Dialogue quadrilatéral pour la sécurité), elle s’est également engagée à doper sa production de vaccins à destination de la région indo-pacifique. Face à la dégradation de la situation sanitaire au PNG, elle vient aussi de faire appel à l’Union européenne en lui demandant un accès urgent à un million de doses du vaccin AstraZeneca, qu’elle a déjà commandées et payées pour elle-même, afin de pouvoir les expédier vers l’archipel. Pékin a proposé, à plusieurs reprises, ses vaccins à la PNG mais ils n’ont pas été acceptés dans l’attente d’une homologation par l’Organisation mondiale de la santé.

Des réformes du système économique chinois étaient donc attendues. L’heure a sonné, et le pays réclame ce changement. Quels sont les enjeux derrière cette évolution ? »

    « Un refus d’accorder le fameux Graal impliquerait obligatoirement des représailles de la part de l’Empire du Milieu. Celles-ci concerneraient sa participation au plan de financement, mais toucheraient également les exportations vers la Chine et les entreprises européennes installées dans le pays. Certains observateurs parlent même de guerre économique ! Ce qui n’est toutefois pas prêt d’arriver, la Chine étant encore dépendante de la demande extérieure et des investissements étrangers dans certains domaines (luxe, biens de consommations, agroalimentaires, nouvelles technologies…).

    D’un autre côté, une acceptation privilégierait surtout les grands groupes européens qui renforceraient leurs liens commerciaux avec la Chine, dont les débouchés sont incontournables. Les petits industriels seraient les grands perdants, même si le pays a promis de diminuer ses exportations d’acier. »

    Pour la première fois en #France, une ville de plus de 500 000 habitants va mettre en place un #budget_sensible_au_genre. La ville de Lyon, sous l’impulsion d’#Audrey_Henocque, première adjointe en charge des #finances, et #Florence_Delaunay, adjointe à l’égalité femmes-hommes, va en effet évaluer son budget selon la répartition de la #dépense_publique envers les bénéficiaires hommes et femmes.

    En 2021, les #lignes_budgétaires de cinq directions seront analysées : une mairie d’arrondissement, le musée des beaux-arts pour la culture, la direction des sports, la direction des espaces verts et la direction de la commande publique. En 2022, ce seront l’ensemble des lignes budgétaires qui seront étudiées.

    L’objectif est de prendre conscience des #déséquilibres éventuels, et d’y répondre par des #actions_correctives.

    Dès 2021, pour répondre aux déséquilibres déjà criants, la ville de Lyon met également en place des actions pour renforcer l’égalité entre les femmes et les hommes, notamment en accordant autant de #subvention à l’OL féminin qu’à l’équipe masculine, et en travaillant sur les #cours_d’écoles à la fois pour les végétaliser, mais aussi les rendre plus adaptées à la #mixité des jeux. Pour que chacun et chacune ait sa place dans l’#espace_public, et dans la société. Pour passer d’une égalité de droits, à une #égalité_réelle entre les femmes et les hommes.

    Recommandé par l’ONU Femmes et le Conseil de l’Europe, le budget sensible au genre est déjà en place à #Vienne, capitale de l’Autriche, depuis plus de 15 ans, mais aussi au #Canada, #Mexique, #Australie, #Japon, #Islande. Marlène Schiappa avait d’ailleurs promis sa mise en place au niveau du budget de l’État. En matière d’environnement comme en matière d’égalité femmes-hommes, il y a ceux qui parlent, et les écologistes qui font.

    Le tourisme international, qui représentait 30 milliards d’euros par an pour l’économie australienne, a été réduit à néant par la crise sanitaire.
    L’Australie « travaille avec Singapour » à l’établissement d’une « bulle de voyage » entre les deux pays pour le mois de juillet, afin de relancer le secteur du tourisme, anéanti par l’épidémie de Covid-19. Le vice-premier ministre australien, Michael McCormack, a annoncé ce plan dimanche 14 mars à la télévision publique ABC : « Au fur et à mesure que le vaccin sera déployé, non seulement en Australie mais dans d’autres pays, nous rouvrirons davantage de bulles », a-t-il assuré.L’Australie avait fermé ses frontières dès le début de la pandémie afin d’empêcher toute flambée épidémique sur son territoire. Les personnes ne détenant pas la citoyenneté australienne ne pouvaient entrer dans le pays, sauf exception.
    L’accord devrait permettre aux Australiens et aux Singapouriens qui ont été vaccinés contre le Covid-19 de voyager entre les deux pays sans avoir à observer de quarantaine, selon The Sydney Morning Herald. Canberra espère que des visiteurs de pays tiers, voyageant pour les études ou les affaires, et des citoyens rentrant au pays puissent passer leurs deux semaines de quarantaine à Singapour avant de s’envoler vers l’Australie.
    De son côté, Singapour, qui a déjà ouvert sa frontière à quelques pays qui ont maîtrisé l’épidémie, y compris l’Australie, a confirmé être en « pourparlers avec l’Australie » à ce sujet ; la cité-Etat a tenu à préciser qu’elle n’était « pas en discussion [pour devenir] un centre de quarantaine ou un centre de vaccination ».L’Australie a déjà mis en place une « bulle de voyage » à sens unique avec la Nouvelle-Zélande, permettant aux Néo-Zélandais de se rendre en Australie sans quarantaine, même si ce programme a été suspendu à plusieurs reprises lors des résurgences épidémiques. Avant la pandémie, le tourisme international représentait environ 45 milliards de dollars australiens (30 milliards d’euros) par an pour l’économie australienne.

    On March 1, 2020, the coronavirus was barely making headlines in the United States and Israel. Both countries had more pressing matters. In Israel, which counted just 10 confirmed cases, the media was focused on the next day’s general election. In Washington, D.C. it was the Super Tuesday primary, not America’s 65 confirmed COVID-19 cases, that dominated the headlines. The virus was far away and the American capital felt safe – safe enough to host a gathering of more than 18,000 people, including dozens of members of Congress, in the largest annual Jewish event in the United States. But it would be two other, unheralded guests who would prove the most influential.

    Every year, supporters of Israel locally and globally gather for three days in Washington’s main convention center for the AIPAC Policy Conference – a display of political force just a stone’s throw away from Capitol Hill. The 2020 conference featured speeches by then-Vice President Mike Pence, House Majority Leader Steny Hoyer and a video address from Prime Minister Benjamin Netanyahu, who stayed home because of the election.

    Two anonymous participants from a suburb of New York, attending the event as part of a small synagogue delegation, managed to dramatically change the agenda of the American Jewish community within days. It wasn’t what they did at the event, but what they unknowingly brought with them: the virus.

However the nation’s quarantine regime has been progressively tightened in response to instances of the virus leaking out of hotels since the mandatory order was introduced for international arrivals from all countries in March last year. After the country’s initial lockdown largely suppressed the virus and new community cases dwindled, instances of new hotel quarantine breaches were noticeable, and often had the full attention of local health authorities.     Viser un taux d’incidence faible de l’ordre de 10 cas pour 100 000 habitants, très peu pour la Nouvelle-Zélande et l’Australie. Les deux pays océaniens estiment que, pour garder le contrôle sur l’épidémie, il faut tendre vers un objectif zéro. Wellington suit une politique « d’élimination » du Covid-19. Canberra de « neutralisation agressive ». Sous ces différences sémantiques se cache une même stratégie : empêcher toute circulation du virus sur le territoire national en écrasant la moindre flambée épidémique. Fin janvier, l’Institut Lowy de Sydney, qui a évalué la qualité de la gestion de la pandémie par une centaine de pays sur la base de six critères, a classé la Nouvelle-Zélande première, l’Australie huitième et la France soixante-treizième.
    Pierre angulaire de ce succès des antipodes : la fermeture des frontières aux étrangers non résidents et la mise en quatorzaine obligatoire de toute personne entrant dans le pays. Un système instauré précocement, dès le mois de mars 2020, et particulièrement étanche. Les voyageurs, qui pendant les premières semaines avaient été autorisés à s’auto-isoler, ont rapidement été envoyés dans des « hôtels de quarantaine » surveillés par la police et l’armée. « C’est un élément fondamental de notre politique de neutralisation, explique l’infectiologue australien Paul Griffin. Ces établissements agissent comme des barrières de protection vis-à-vis de notre population. Evidemment, le système n’est pas parfait. Il y a parfois des fuites. Mais, dès lors qu’elles sont rares, nos services sanitaires peuvent déployer efficacement nos autres outils de défense comme les technologies de traçage. »
    Pendant leur quatorzaine, les voyageurs sont testés à deux reprises. Depuis l’apparition des nouveaux variants, les fonctionnaires et salariés en contact avec ces personnes doivent se plier à des tests quotidiens. Grâce à ce cordon sanitaire frontalier, la plupart des habitants de ces pays n’ont subi qu’un confinement de quelques semaines depuis le début de la pandémie.
    « Coupe-circuits » En Nouvelle-Zélande, c’est le 23 mars que la première ministre, Jacinda Ardern, a donné quarante-huit heures à ses concitoyens pour se préparer à la fermeture de tous les magasins non essentiels et des écoles. L’archipel n’enregistre alors pourtant que quelques dizaines de cas quotidiens. Il faut « frapper vite et fort », martèle l’élue travailliste, qui vient de faire le pari de l’élimination, à contre-courant des autres pays occidentaux, qui misent soit sur un « contrôle de la courbe », soit sur l’immunité collective. Ce confinement strict durera un peu plus d’un mois avant d’être levé à pas comptés. Entre-temps, le virus a effectivement été éradiqué du sol « kiwi ». De l’autre côté de la mer de Tasman, Canberra a opté pour un confinement plus souple, mais a atteint pratiquement le même résultat. En mai, le Covid-19 a quasiment disparu sur l’île-continent. Depuis, les cas d’infection acquise localement sont rares et ils proviennent systématiquement de brèches dans le dispositif frontalier.

  • Antiracist History, Crisis Theory, and University Workers’ Struggles. Interview With #Rick_Kuhn

    The struggle against #oppression is an intrinsic feature of #Marx and #Engels’ politics, along with the conviction that the capitalist tiger can’t be skinned claw by claw. The second volume of #Henryk_Grossman’s Works, edited and introduced by Rick Kuhn, was published recently in the Historical Materialism book series. Grossman is best known for his recovery and development of Marx’s theory of capitalist breakdown. But this latest book contains political writings by him that focus on Jewish workers’ organization and mobilization in eastern Europe before the First World War, as well as the revolutionary politics of the early Communist International. Spectre’s Charles Post recently talked with Rick about Grossman’s relevance today, as well as some major, ongoing struggles by university workers in Australia.

    Rick has been a union militant and a member of the largest Marxist organization in Australia, Socialist Alternative (and its predecessors) since 1977. He’s been a campaign and solidarity activist and organizer for even longer than that. His biography Henryk Grossman and the Recovery of Marxism (University of Illinois Press, 2006) won the Deutscher Prize in 2007. He also wrote Labor’s Conflict: Big Business, Workers and the Politics of Class (Cambridge University Press, 2011) with Tom Bramble about the Australian Labor Party, and he edited the collection Class and Class Conflict in Australia (Addison Wesley Longman, 1996).

    Late last year, in the middle of jobs carnage at the Australian National University, management there refused to renew Dr. Kuhn’s (unpaid) status as an honorary associate professor. In solidarity with Rick, the editors of Spectre urge our readers to sign and share the petition calling for his reinstatement.

    What led to you to work on Grossman?

    I became a Marxist and experienced the end of the long, post-World War II boom as a young adult while participating in struggles for a more radical and relevant economics curriculum at Sydney Uni in the mid 1970s. Crisis theory has interested me since then. The origins of my Grossmania lie in a great 1978 essay “An Introduction to the History of Crisis Theories” by Anwar Shaikh. The political current to which I belonged and still belong, like Grossman, identified the tendency for the rate of profit to fall as the most important element in Marx’s theory of economic crises. There was little information available about Grossman or his work at that time. Australia and much of the world went into another recession in 1991.

    Mainly prompted by the fall of the Berlin Wall, I studied German seriously, having heard the language spoken with my grandparents when I was a child and suffered a very poor education in it for 3 years in junior high school. That study equipped me to embark on the biography of Grossman.

    Finding out about Grossman’s dramatic experiences, revolutionary politics, and growing knowledge of his economic ideas maintained commitment to the project. So did a feeling of affinity, not only because we shared a commitment to working class self-emancipation but also because we both became atheistic Jews, and because of my mother’s family’s background in Galicia during the period when Grossman lived there. I only discovered my own connection with Galicia by using skills developed for the Grossman project. That discovery also came as news and even a shock to my Mum. For me, and hopefully readers of the biography, Grossman’s life is a window onto the important radical movements and struggles during the first half of the twentieth century.

    Over a decade ago, after the biography was published, Sebastian Budgen suggested that the next logical step was to work on a collection of his works. It seemed like a good idea at the time. And that venture has helped me deal with having multiple myeloma (a kind of blood cancer). Family, friends, and comrades have been extremely indulgent and supportive of my Grossmania. Socialist Alternative’s perspectives have influenced its specific inflection.
    Why should we pay any attention to the writings of Grossman on politics? He was primarily an economist, wasn’t he? And his account of capitalist crises has long been characterized as a mechanical theory of capitalism’s breakdown.

    Yes, Grossman is best known as an economist. In fact, he was the most important Marxist economist of the twentieth century. But he was also politically engaged and active from an early age and wrote works with important political content. The theory of breakdown is what Grossman is famous for. Of course Rosa Luxemburg also insisted that capitalism’s tendency to breakdown is a core feature of Marxist theory. But her explanation of the tendency was underconsumptionist, focused on the ultimate lack of markets for capitalist commodities.

    Marx located capitalism’s fundamental economic contradiction in the heart of its process of production. The very mechanism that has led to the repeated and dramatic increases in the productivity of human labour under capitalism, through greater application of improved technologies, machinery and equipment than deployment of more workers (that is, an increasing organic composition of capital), gives rise to the tendency for the rate of profit to fall and hence crises. This is at the root of capitalism’s tendency to break down.

    Grossman was the first person to systematically develop Marx’s discussion of both the tendency for the rate of profit to fall and its countertendencies, in his The Law of Accumulation and Breakdown of the Capitalist System, Being also a Theory of Crisis. The first full translation of that book, which Jairus Banaji and I translated, is the third volume of Grossman’s Works and should be published soon. I’m impatiently waiting for the page proofs.

    When it was first published in 1929, The Law of Accumulation attracted more attention than any other work by a member of the Institute for Social Research, which gave rise to the Frankfurt School, until the late 1940s. Most of that attention was hostile. Social democrats, Communists, and some council communists dismissed it as a theory of capitalism’s automatic breakdown, without the need for class struggle.

    Paul Sweezy conveyed this complete distortion to an English reading audience in his judgement that Grossman was guilty of “mechanistic thinking.” Anyone who bothered to read not only that book carefully, but also essays published by Grossman both before and after it appeared, would find that he expressed his view that revolutionary action was necessary to overturn capitalism, with reference to Lenin, quite explicitly.

    For example, check out his essay Fifty Years of Struggle over Marxism, a penetrating history of Marxist ideas from Marx’s death until the early 1930s. It concludes with a summary of Grossman’s recovery of Marx’s breakdown theory. The translation, by Einde O’Callaghan and me, is in the first volume of Grossman’s Works but has also been issued as a short, very cheap ebook that I strongly recommend.
    So his main contribution to Marxist economics was in the area of crisis theory, the tendency for the organic composition of capital rise and the rate of profit to fall?

    Yes, but not only that. In The Law of Accumulation and other publications, which are collected in the first volume of his Works, he made other important contributions too. He identified the logic of the structure of the 3 volumes of Marx’s Capital as a journey from the abstract, the core of the analysis, identified by temporarily setting aside less important aspects of capitalism, to the concrete, as those aspects were successively incorporated into the discussion. So there was no contradiction between the first and third volumes of Capital as various critics argued.

    On this issue and other questions, Grossman demolished Marx’s critics and developed Marx’s analyses which were accurate when Marx wrote, when Grossman wrote, and remain accurate today, contrary to those bourgeois ideologues as well as self-identified Marxists who have distorted or attempted to refute them.

    Some genuinely Marxist critics of the economic ideas of Marx himself or Grossman, notably Rosa Luxemburg but also John Bellamy Foster, have made important contributions to other areas of Marxist theory. Rosa Luxemburg provided us with brilliant accounts, for example, of reformism as an essentially capitalist ideology and the dynamics of working class struggle. But she mistakenly held that Marx’s presentation of the reproduction schemes in volume 2 of Capital was flawed.

    Grossman dispatched that criticism, which underpinned her unsatisfactory theory of breakdown and imperialism. In economics, Foster is an epigone of Sweezy’s underconsumptionism but his (and Paul Burkett’s) recovery of Marx’s ecological thinking is tremendously valuable. His The Return of Nature deservedly won the Deutscher Prize last year.

    In explaining the tendency to break down, Grossman also highlighted that a satisfactory analysis of capitalism has to take into account both the value and use value aspects of production and accumulation. This was one of the foundations of his devastating refutation of marginalist theory which underpins the bourgeois ideology called “economics” taught at universities, sometimes alongside its underconsumptionist half-brother, Keynesianism, which is supposedly and misleadingly regarded as the basis of government policies (as opposed to naked capitalist self-interest).

    In 3 major studies and a shorter article, Grossman traced the historical origins of some of Marx’s key concepts in the work of earlier French, Swiss, and English writers, as well as the way in which Marx transformed these ideas. They’re in Works volume 1. In the area of economic history, Grossman wrote an essay refuting Max Weber’s The Protestant Ethic and the Spirit of Capitalism and undertook a major project on the origins of capitalism in Galicia. They will be published in Works volume 4. Then there are his contributions to the history of the modern scientific worldview that are in The Social and Economic Roots of the Scientific Revolution, edited by Gideon Freudenthal and Peter McLaughlin (Springer, 2009).
    But he also had interesting things to say about the fight against oppression?

    That’s right. The second volume of his Works primarily contains Grossman’s political writings. The hardback is horrendously expensive, but Haymarket has published it in paperback. Since Marx and Engels, Marxists have been fighting racism and the oppression of women, as well as exploitation, although you wouldn’t know it from some discussions among socialists.

    In his early 20s just after the start of the twentieth century, Grossman was a leader of Jewish workers, in Galicia, the Austrian occupied province of partitioned Poland, in their struggles against exploitation and antisemitism. Having helped organize them into socialist unions and associations, he was the founding theoretician and secretary of the Jewish Social Democratic Party of Galicia. At the outset this Party had 2000 members and intervened in Jewish workers’ and wider industrial and political struggles, on the basis of revolutionary Marxist politics.

    Grossman’s first writings, collected at the start of the second volume of his Works, provide the justifications for the JSDP’s existence and outline its activities and perspectives. He argued that Jewish workers themselves were the crucial “subjective” factor in the struggles to achieve equal rights for Jews, in accord with the Marxist principle that “the emancipation of the working class must be the act of the working class itself.” The Bund, the General Union of Jewish Workers of Poland, Lithuania, and Russia was the prime, contemporary, political inspiration for Grossman and his Party. Until 1906, the Bund was the largest Marxist organization in the Russian Empire.
    So he was essentially a Bundist? How is that relevant today?

    He was a Bundist but against some of his inclinations. He was initially a member of the Polish Social Democratic Party of Galicia (PPSD), the main socialist organization in the province. It was also a Polish nationalist party, aligned with the Polish Socialist Party (PPS) on Russian territory, rather than with Rosa Luxemburg’s Social Democracy of the Kingdom of Poland and Lithuania. Grossman helped smuggle material for Luxemburg’s party into the Russian Empire.

    For a while he was also the editor of a journal hostile to the PPS but open to other socialist currents. The PPSD neglected Jewish workers. The immediate trigger for the formation of the JPSD was the PPSD’s decision to abolish the Jewish workers’ unions and associations. Grossman and his comrades were faced with the choice of giving up on the Jewish working class or splitting from the PPSD. The new Party immediately sought affiliation to the general Austrian Social Democratic Party, which was a federation. Its application was turned down.

    Grossman abandoned Bundism under the impact of the Bolshevik revolution, if not before. When he moved to Warsaw, in 1919, he joined the Communist Workers Party of Poland, an illegal organization. As a consequence, he was arrested on several occasions, and he was an organizer of at least 1 of the Party’s above ground fronts. He wrote an introduction, on the earliest reception of Marxism in Poland, to his translation of Marx’s Critique of the Gotha Program and related documents. The introduction drew attention to the continued opportunist current in German social democracy and was issued by a publishing house which was a Communist front.

    So Grossman embraced the revolutionary Marxist perspective of organizing all those committed to the working class’s overthrow of capitalism in a single party because the struggle against all oppressions is in the interests of the working class as a whole and is therefore a responsibility of a revolutionary organization if it is to be effective. The idea, peddled by proponents of identity politics, that the oppressed must always organize separately is an obstacle to successful resistance to capitalism. That idea reinforces oppression because it implicitly or explicitly asserts that oppressed people are politically homogenous.

    The strategies and tactics for the campaigns around the issues that affect oppressed groups are often highly contested within those groups. Revolutionary organizations have to take up and intervene into the struggles of the oppressed, to both enhance their chances of success and so that they contribute to the fight against the capitalist system as a whole.
    Where did Grossman express his revised views about political organization?

    I’m glad you asked, because it was in a peculiar place.

    Grossman’s old friend and boss at the Institute for Social Research in Frankfurt, where he went in qualified exile from Poland, was Carl Grünberg. When a stroke incapacitated Grünberg, Grossman took over his job of updating old and writing new entries on socialists and socialist movements for the fourth edition of Ludwig Elster’s Dictionary of Economics. It was really an encyclopedia, in 3 thick volumes issued between 1931 and 1933. Heavy too, as I experienced in schlepping them around. Some of the entries were just a couple of paragraphs, others were very long. Grossman, for example, wrote over 21,000 words for the entry that was also published separately as Fifty Years of Struggle over Marxism. Apart from that one, all his other entries are translated in the second volume of his Works.

    The most substantial of his biographical entries was on Lenin. It outlined and endorsed Lenin’s role in the Bolshevik Party, Russian Communist Party, and Communist International. It contains much to learn and apply today, concerning questions of organization, orientation, and practical politics. His longer entries on Bolshevism and the Communist International express the same perspective. And that perspective is apparent in his very substantial contributions to the Dictionary on anarchism, Christian socialism, social democratic and Communist parties, and the Second International, as well as various socialists prominent in the history of the movement.
    Sounds like you’re a bit of a Grossman fanboy…

    I am. But not an uncritical one, as anyone who reads my introduction to the Works volumes will see.

    My survey and evaluation of criticisms of The Law of Accumulation, just out in Marxist Left Review, identifies some which are valid, although they do not invalidate his theoretical framework or main conclusions.

    And, whatever the circumstances that explain his Bundist politics, they had their limitations. The notion that the achievement of the Bundist demand for “national cultural autonomy” could itself contain and neutralize national divisions inside the working class is an illusion.

    Of particular significance, he was not immune from Stalinism. Grossman’s assessments of developments in Russia in the late 1920s, notably the first 5 Year Plan, were wrong. Like many members and sympathizers of Communist parties around the world, he did not recognize that by the end of that decade the revolution had been definitively defeated. But the passivity of the KPD in the face of the Nazis’ accession to power, with the support of the bulk of the German bourgeoisie, did shake him up.

    For a while, he had a more critical assessment of the role of the Communist International under Russian leadership. But apparently influenced by Russian support for the Republican side in the Spanish Civil War, he again became sympathetic to the official Communist movement from the mid 1930s.

    That’s clear in his correspondence. But even though The Law of Accumulation attracted the ire of Stalin’s lieutenant in economic matters, Jenö/Eugen Varga, and were criticized in Communist publications, Grossman never repudiated its arguments. And he continued to make them, even as he made further important contributions to Marxist economic theory. That’s why none of his works were ever republished in East Germany, even though he took up a professorial chair and joined the Socialist Unity (that is, Communist) Party there in 1949, the year before he died.

    So there were some slip-ups in his book on capitalist crises and breakdown; there were shortcomings in some of Grossman’s early treatment of the Jewish question; and his assessments of the Soviet Union’s foreign policies after the early 1920s and the 5 Year Plans were profoundly false.

    On the other hand, if you want insights into the situation of Jewish workers in early twentieth century eastern Europe, into capitalism’s economic trajectory that arise from Marx’s theoretical breakthroughs and what those innovations were, into the inadequacies of bourgeois economics, into the role of a revolutionary party, or into the relationship between production and early modern scientific thought, then he’s your guy.
    You’ve recently been putting some of the ideas you write about into practice?

    That’s right. Despite and because of the COVID crisis, there was the biggest ever mobilisation by university unionists in Australia last year. I have been more involved in actual class struggles than for ages. The crisis has seen managements across Australia attacking the pay and conditions of university workers. Unfortunately, the initial response of the leadership of the National Tertiary Education Union, which represents most of the academic and non-academic workforce, was complicity with the attacks. So we have had to campaign against the vice chancellors (university presidents), the federal government, and policies of our union’s leaders.
    But didn’t you retire years ago?

    I did, at the end of 2013, after working at the Australian National University for 27 years. At that point, having been active in the union and its predecessor since my first academic job, I was made a life member. The Australian National University also made me an honorary associate professor. Despite differences with the NTEU’s leadership, my life membership has continued. ANU bosses, on the other hand, decided not to renew my honorary status last November without any official reason explanation. After a petition protesting this started, they did concede me access to the university library for a few more years.
    Can you tell me a bit more about the struggles in the universities?

    First some background. The COVID crisis hit Australian universities particularly hard because they have been very reliant on very high fees from international students. Over 1/5 of all university enrollments were international students in 2019. They have been treated as cash cows by university managements. Meanwhile, both Conservative and Labor federal governments have been underfunding universities for many years.

    The pandemic led to a collapse in revenue from international students. The Conservative government, which provided support for employment in all other industries, refused to do so for universities. Then last October, it cut universities’ per student funding, so that public money will be less than half of their income for the first time.

    University bosses responded to the onset of the crisis by sacking casual workers, some of whom had been working without even fixed term contracts let alone as continuing employees for years. The first response of the NTEU leadership was not to organize resistance, but to offer the vice chancellors reductions in members’ pay (of up to 15 percent!) and in conditions of employment, in return for flimsy undertakings about minimising job cuts. Negotiations over a national deal along these lines went on behind members’ backs.
    How did unionists respond?

    There was outrage. That was promoted and provided with ammunition – in the form of evidence, arguments, advice about how to resist, and effective practical interventions in the most unionized universities in the country – by NTEU Fightback. That is a rank and file organizing center in the union, initiated by Socialist Alternative. I’ve been active in NTEU Fightback from the start. There’s a very good article that goes into more detail.

    One of the first signs of resistance to the NTEU leader’s proposed deal was at Sydney University, the best organised and the most industrially militant campus in the country. A motion to oppose such a deal was carried at a union meeting by 117 to 2. It was moved by Alma Torlakovic, a member of NTEU Fightback and Socialist Alternative.

    We argue that a concessionary approach is disastrous. It not only results in worse wages and conditions; it also undermines members’ self-confidence and weakens the union’s capacity to fight. The alternative is to devote resources to resisting employers’ attacks. Much of the time that may mean using “proper channels” but in ways that mobilize members in collective action, to build solidarity and the union – like organizing protests alongside formal appeals or consultations with management. That’s the path to recruitment and more militant and effective mass action, that is strikes, in the future.
    What’s the explanation for the behavior of your union’s officials?

    Very briefly: union officials are bargaining agents. They are not exploited by bosses. Their job is to do deals over the terms under which their members’ ability to work is sold. They are under pressure from their members below, who want to defend and improve wages and conditions, and from employers and governments above, who want to maximise profits and the economic growth it generates. Their prime interest is in maintaining their role as intermediaries. So union officials are essential for unions, but they don’t have the same interests as workers. I wrote a newspaper article that develops this argument in relation to our union.

    Recognizing the weakness of the NTEU, its leaders decided that it would be easier for them to stay relevant by offering concessions than leading a serious fight. A comrade put it this way: they are desperate to get their shiny black shoes (though, in some cases, it may be their natural leather Birkenstocks) under the bargaining table, even if that means being involved in implementing wage cuts and the erosion of conditions.

    There are a few differences between what university workers and metal workers do on the job. But NTEU Fightback’s perspective is summed up by the stance of the Clyde Workers Committee, which led the struggles of metal workers in Scotland during World War I:

    We will support the officials just so long as they rightly represent the workers, but we will act independently immediately [if] they misrepresent them.

    How did the campaign develop?

    We started a petition against the deal to spread the arguments against it and encourage local organizing. We built an email list of over 1500 university workers, to which we send out bulletins. During the height of the campaigns against the deal and the vice chancellors’ attacks, NTEU Fightback was issuing almost daily emails and Facebook posts. We set up a website, which now includes extensive resources about the situation in the universities and the union, the history of rank and file struggles, and the practicalities of organizing. We provided support for our members and others who were fighting the attacks at their unis. And we also convened public meetings about the current and past rank and file struggles in Australia and abroad. The transformation of the Chicago Teachers Union has been a reference point for us.

    Resistance built, and there were record-breaking union mass meetings at many universities. All this happened in the unfamiliar world of Zoom.

    Eventually, faced with this unprecedented rank and file revolt, the NTEU’s officials gave up on their proposed national deal. But they still pushed local sellouts along similar lines. NTEU Fightback has backed resistance to accepting these deals. Where they were adopted, none of them prevented widespread job cuts. Rather, they ensured that job cuts were accompanied by cuts in the pay and conditions set out in enterprise agreements (union contracts).
    So what’s next?

    University managements are using the crisis and union officials’ display of weakness, to impose their previous wishlist of increased workloads, increased casualization of work, course and job cuts, restructures, outsourcing, and reducing the research time of academics who are both teachers and researchers. So the struggle goes on, sometimes alongside the officials, sometimes despite them.

    Many contracts expire this year. We are pushing in workplaces and the union’s structures for the NTEU to adopt demands, especially around job security, workloads, and pay, that can inspire members and, crucially, to organize around these towards sustained industrial action. Today, mere threats or Duke of York tactics (marching the troops to the top of the hill and back down again) – that is, token work stoppages – won’t cut it. Determined, disruptive strikes with mass support are currently the only way to effectively defend and improve workers’ lives. That’s what he have to build towards.

    Grossman’s contributions to Marxism are highly relevant here. Because, while building towards that kind of action, as socialists we also point out to militants that the underlying problem is the crisis-prone system of capitalism and that the working class won’t succeed in overturning it in the absence of a revolutionary party which supports all struggles against oppression and exploitation.

      Restoration of Dr Rick Kuhn’s honorary status at the Australian National University

      Please sign this petition, calling for the restoration of Dr Rick Kuhn’s honorary status at the Australian National University. As a life member of the National Tertiary Education Union, he has, most recently, been outspokenly involved in campaigns against the attacks on university workers’ pay, conditions and job security across the Australian higher education sector.
      We the undersigned call on the Australian National University to restore the honorary status of Dr Rick Kuhn and therefore his full access to the University’s library resources. This will enhance his ability to continue his research and publishing activity, and to contribute to the international scholarly and ANU communities.
      Unique skills and expertise are the basis of Rick’s international reputation. One of the most prominent scholars working on Marxist theory in Australia, he won the international Deutscher Prize in 2007. He is currently the editor and co-translator of the 2,500 page, four volume, project of Henryk Grossman’s works, for each of which he has written substantial introductions. The first two volumes have been written and manuscripts of the last two have been prepared.
      Rick has published extensively on the history, policies and sociology of the Australian Labor Party, ALP governments, the broader Australian labour moment and Australia’s political economy, as well as writing about Marxist theory, German and Austrian politics. Recent articles, entries in reference works and introductions to other books have evaluated aspects of Grossman’s life and work. He has also contributed articles and commentary – on fascism, Israel/Palestine, antisemitism, union issues, the ALP and health policy – to the daily and specialist press and other mass media.
      Over 33 years, the ANU has benefitted from Rick’s paid and, since retirement, unpaid labour in research and publishing, teaching and public commentary. This labour has been sustained despite a period of chemotherapy and during his current condition of partial remission from Multiple Myeloma, which has significantly reduced his life expectancy.
      Rick also has decades of experience as an activist and unpaid organiser in a wide range of social movements and campaigns, including the union movement, campaigns for LGBTIQ and women’s rights, in solidarity with the struggles of Aborigines and the Palestinians, as well as the anti-war and peace movements. This involvement has provided many insights of academic relevance.
      The trivial sum saved by not renewing Dr Kuhn’s honorary status cannot justify the harm it has done to the ANU’s and international scholarly enterprise.

      Shortly after this petition was initiated, ANU management condescended to grant Rick access to the university library for a few years. It still does not acknowledge his continuing scholarly achievement over decades or provided access to other university facilities associated with honorary status, which would aid his research.

L’homme était affecté à l’étage où séjournait un malade porteur du variant britannique.Ce nouveau variant, plus contagieux, inquiète les autorités australiennes et néo-zélandaises qui ont réussi à limiter la propagation du coronavirus sur leur territoire en fermant leurs frontières aux étrangers non-résidents et en instaurant un système de quatorzaine obligatoire dans des hôtels. Si le virus ne semble pas s’être propagé dans la population, l’incident a provoqué une onde de choc dans ce pays qui n’a connu que deux flambées épidémiques très rapidement éradiquées grâce à des confinements stricts (l’un national, l’autre local) : fermeture des magasins non essentiels et des établissements scolaires.     Pour s’assurer de leur étanchéité, la Nouvelle-Zélande et l’Australie ont multiplié les mesures de précaution : les confinés sont surveillés par la police ou l’armée, toute interaction avec les employés leur est interdite – les plateaux-repas sont livrés devant les portes et le ménage n’est pas fait – et ils ne doivent pas sortir de leurs chambres, sauf en Nouvelle-Zélande pour prendre brièvement l’air. Après l’émergence du variant britannique, les deux pays ont renforcé leur dispositif, exigeant des voyageurs qu’ils fournissent un test négatif avant même de monter dans l’avion. Canberra a également imposé au personnel navigant de se faire tester à l’arrivée sur l’île-continent et a provisoirement réduit, de 6 000 à moins de 4 000, le nombre de personnes autorisées à entrer dans le pays chaque semaine.

    Mon cher Piero, je reprends cette lettre abandonnée depuis plus de deux mois car le naufrage a pris une tournure grandiose après ce torpillage viral inattendu, loin de la légèreté de mes derniers propos. On s’abstiendra du « je vous l’avais bien dit » si courant, puisque tant de voix l’avaient clamé de diverses manières et depuis si longtemps. Et l’on s’évitera ainsi l’odieux de la vanité prémonitoire devant les immenses souffrances qui ne font que commencer.

    Laissons aussi de côté ce que tout le monde croit savoir maintenant sur la responsabilité systémique d’un mode de production invasif dans l’origine et la diffusion fulgurante de ce virus ou sur l’incapacité générale des États à faire face à leurs Frankenstein, échappés d’une forêt ou d’un laboratoire : si vous avez aimé les virus tropicaux, vous adorerez ceux de la fonte du permafrost.

    Et c’est désormais tout un chacun sur cette planète qui vit ou meurt au croisement d’insondables mystères. Les insinuations simultanées des États-Unis, de la Grande-Bretagne et de la France au début avril sur la dissimulation chinoise quant à l’origine du virus peuvent très bien être un leurre servant à les dédouaner de leur propre gestion catastrophique de l’épidémie.     Google a menacé, vendredi 22 janvier, d’interdire aux internautes australiens l’utilisation de son moteur de recherche, si Canberra ne modifie pas son projet qui vise à contraindre le géant de l’Internet à rémunérer les médias pour leurs contenus.

    Le gouvernement australien travaille sur un « code de conduite contraignant » censé régir les relations entre des médias en grandes difficultés financières et les géants qui dominent l’Internet, au premier rang desquels Google et Facebook, qui captent une part importante des revenus publicitaires.

    Ce projet, l’un des plus contraignants au monde, prévoit des pénalités de plusieurs millions d’euros en cas d’infraction et vise le « fil d’actualité » de Facebook et les recherches sur Google.

    Mais la directrice générale de Google Australia, Mel Silva, a déclaré vendredi devant une commission du Sénat que le « scénario du pire » serait que le projet de code passe tel quel. Le cas échéant, son groupe se verrait dans l’obligation de suspendre ses services de recherche en Australie. « Si cette version du code devenait une loi, cela ne nous laisserait pas d’autre choix véritable que de suspendre Google Search en Australie », a déclaré Mme Silva.
    « Nous ne plions pas devant les menaces »

    Une menace à laquelle le premier ministre australien, Scott Morrison, a sèchement répondu. « C’est l’Australie qui fait les règles quant à ce qui peut être fait en Australie. C’est notre Parlement qui en décide, a-t-il déclaré. Les gens qui sont prêts à travailler dans ce cadre en Australie sont les bienvenus. Mais nous ne plions pas devant les menaces. »

    L’initiative australienne est suivie de près à travers le monde à un moment où les médias souffrent dans une économie numérique où les revenus publicitaires sont de plus en plus captés par Facebook, Google et d’autres grandes firmes de la tech. La crise des médias a été aggravée par l’effondrement économique provoqué par le coronavirus. En Australie, des dizaines de journaux ont été fermés et des centaines de journalistes licenciés.

    Le projet de code prévoit que Google et Facebook rémunèrent les médias australiens, qu’il s’agisse du groupe public ABC ou des titres du groupe News Corp, de Rupert Murdoch, pour la reprise de leurs contenus. Le gouvernement a cependant décidé de ne cibler que Facebook et Google, mais pas d’autres plates-formes très populaires, comme Instagram ou YouTube.

    Mme Silva a insisté sur le fait que Google souhaitait soutenir les médias, et suggéré des modifications au projet de code qui doit entrer en vigueur cette année. « Il y a un chemin clair vers l’élaboration d’un code juste avec lequel on peut travailler, si on y apporte simplement de légers amendements », a-t-elle dit.
