  • Il y a quelques jours, l’organisation Wikileaks a publié d’un seul coup 134000 câbles, sur le 250000 câbles qu’elle détient. Elle a ainsi, en quelques heures, plus que multiplié par sept le nombre de câbles rendus publics, dont la mise en ligne avait commencé il y a neuf mois.

    Si l’on cherche « Wikileaks » dans Google News, on découvre que rigoureusement aucun média francophone n’a couvert l’événement (qui a pourtant déjà livré, via le crowdsourcing des internautes, de nombreuses informations intéressantes). Ah si : un paragraphe dans une dépêche sur le site de TF1 :

    Une personne en contact avec la garde rapprochée de Julian Assange a déclaré à Reuters que cette initiative était motivée par la frustration éprouvée au sein de WikiLeaks face à la perte d’intérêt suscité par ces télégrammes au sein des médias qui en ont connaissance.

    I have received various reports indicating that at least 10 persons, namely Mr. Faiz Hratt Khalaf, (aged 28), his wife Sumay’ya Abdul Razzaq Khuther (aged 24), their three children Hawra’a (aged 5) Aisha ( aged 3) and Husam (5 months old), Faiz’s mother Ms. Turkiya Majeed Ali (aged 74), Faiz’s sister (name unknown), Faiz’s nieces Asma’a Yousif Ma’arouf (aged 5 years old), and Usama Yousif Ma’arouf (aged 3 years), and a visiting relative Ms. Iqtisad Hameed Mehdi (aged 23) were killed during the raid.

    According to the information received, American troops approached Mr. Faiz’s home in the early hours of 15 March ¶2006. It would appear that when the MNF approached the house, shots were fired from it and a confrontation ensued for some 25 minutes. The MNF troops entered the house, handcuffed all residents and executed all of them. After the initial MNF intervention, a US air raid ensued that destroyed the house.

    The US administration of President Barack Obama was even more actively involved than previously known in enforcing the siege of Gaza along Egypt’s border with the territory. And the Pentagon provided direct assistance and technology for these efforts, a newly released official document reveals.

    The US Embassy cable dated 8 April 2009 and released yesterday by Wikileaks is a briefing document for US Representative Nita Lowey (D-NY) – a hardline supporter of Israel – who was in Egypt to meet with officials. At the time, Lowey chaired an important congressional committee that oversees aid to Egypt, Israel and the Palestinian Authority.

    Moreover, the cable shows that the Americans coordinated Egypt’s efforts to keep Gaza sealed from the outside world directly with Egyptian Army chief Field Marshal Muhammad Tantawi – who is currently Egypt’s military ruler. Tantawi heads the Supreme Council of the Armed Forces (SCAF) that has ruled Egypt since the overthrow of President Hosni Mubarak last February.

    This may help explain why, despite high hopes, Egypt has reneged on repeated commitments to lift the Gaza siege.

    The embassy document dating back from 2007 further revealed that Raimundas Voishka, director of the Pfizer branch office in Vilnius, was contacted by the owner of Respublika, who offered to “kill” the pharmaceutical giant’s competitors in Lithuania. The price for the favour was set at one LTL 1 million (slightly over EUR 300,000), and the director was given two weeks’ time to respond. When Respublika approached him again, he rejected the offer.

    The newspaper then started running articles accusing Pfizer of overcharging for its products and taking advantage of needy hospital patients and sick people.

    Later, Respublika published an article claiming that Voishka had beaten up a child - he had, in fact, had an altercation with a neighbour boy - and sent the article to Pfizers headquarters in New York.

    The Prosecutor’s office and internal investigations by Pfizer however cleared the director of any misconduct in the incident.

    The Ministry of Telecommunications announced it had found an illegal telecom network established and operated by Hizballah in the parts of Lebanon Hizballah controls. Minister of Telecom Marwan Hamadeh initially said the GOL would react “fiercely” to what he portrayed as a surprising discovery. Embassy contacts indicate privately, however, that the existence of the alternate system was well known. An ad hoc government committee of four ministries was investigating, but two weeks after the announcement of the discovery, there was no decision on what action, if any the GOL would take. The system links villages in the south to the southern suburbs of Beirut, and may also link the Biqaa’ and even downtown Beirut. Hamadeh says that he will not take action without full GOL support.

    Ce câble, révélé il y a quelques jours par Al-Akhbar, est très important. Il démontre que Marwan Hamadeh a fait mine de « découvrir » (même les américains mettent des guillemets) en... août 2007. Quasiment un an avant de recommencer à monter l’affaire en mayonnaise, ce qui aboutira aux événements de mai 2008.

    Cet aspect est souvent sous-estimé : les câbles concernant le Liban ont une puissance incomparable, car ils démontrent que les thèmes « chauds » de l’actualité libanaise, que le 14 Mars parvient à mettre en avant pour arriver à des points de conflit avec la Résistance, sont en réalité connus et discuté, quasiment un an auparavant, avec l’ambassade américaine.

Murr expressed an unwavering commitment to the government saying they (Hizbullah) would have to enter his house and kill him before he gives up on the two cabinet decisions that led to Hizbullah’s actions on the streets of Beirut. Murr anticipates trouble among army officers, especially the Sunnis, based on the Army’s performance in Beirut where they allowed Hizballah to take over Sunni-dominated West Beirut. Murr feels that Saudi Arabia and Egypt are the most important players to affect the current situation in Beirut, “if they are in the deal.” Murr has been under increasing criticism from Lebanese politicians about his relationship with the USG saying his alliance has been a “failure” because there has been no real assistance to help Lebanon against Syria and Iran.

    If the regime were to fall in Syria, who would be there to fill in the vacuum? Perplexed that the Alawites, who make up only 7-8 per cent of Syria, could rule so exclusively as “a family business” over a vast Sunni majority, Saad suggested that the Syrian Muslim Brotherhood, in partnership with ex-regime figures like Abdel Halim Khaddam and Hikmet Shehabi ("though he’s still close to the regime"), could step into the void. Saad claimed that the Syrian Brotherhood is similar in character to Turkey’s moderate Islamists. “They would accept a Christian or a woman as President. They accept civil government. It’s like Turkey in Syria. They even support peace with Israel.” Saying that he maintains close contact with Khaddam (in Paris) and Syrian Muslim Brotherhood leader-in-exile Ali Bayanuni (in London), Saad urged us to “talk to Bayanuni. See what he’s like. You will see wonders.”

    Le scandale semble largement porter sur le fait que Saad souhaite un changement de régime en Syrie, son soutien à une opposition syrienne contestable. « Ça tombe bien », dirait l’autre, puisque le régime syrien, aujourd’hui, accuse le clan Hariri d’organiser la contestation en Syrie. Je dois dire que cette approche ne m’intéresse pas du tout, et elle me semble passer à côté du sujet.

    – D’abord, la date n’est pas innocente. L’entretien a lieu à peine dix jours après la fin de la guerre israélienne de 2006, qui a détruit une bonne partie du Liban, et massacré sa population civile. Ce qu’on voit là, c’est un Saad Hariri qui se focalise sur la dénonciation de l’ennemi syrien, plutôt que d’Israël. Pendant un mois, tous les jours, les libanais ont scruté le ciel, écouté le bruit des bombardiers, risqué leur vie sur les routes, dans la crainte des bombardements... israéliens, mais Saad Hariri n’a pas de mots assez durs contre... les syriens.

    – Le fait qu’il n’aime pas Bashar Assad n’est ni nouveau ni original. En revanche, ce qui est intéressant, c’est qu’il fasse ici ouvertement, encore en 2006, la promotion d’Abdel Halim Khaddam.

    Khaddam, qui fut celui qui contrôla la présence syrienne au Liban, très proche de Rafiq Hariri (présent à ses obsèques) et, surtout, organisa le pillage de l’économie libanaise avec le clan Hariri.

Ghazi Kanaan, the Alawite chief of Syrian military intelligence in Lebanon, specialized in intimidating Lebanese elites into obeying Damascus, Khaddam excelled at persuading them to accept Syrian hegemony. Whereas Kanaan worked behind the scenes (most Lebanese had never even heard his voice until he gave an interview last year with a Beirut radio station), Khaddam was often in the spotlight.

    In a sense, Syria’s “high commissioner for Lebanon” went native, reveling in high rent Beirut social life and forming lucrative business partnerships with Lebanese elites, especially Rafiq Hariri, a billionaire construction tycoon who served as prime minister from 1992-1998 and 2000-2005. Hariri bought Khaddam a lavish mansion (previously owned by daughter of Aristotle Onassis) on the fashionable Avenue Foch in Paris and made him a silent partner in a range of rapacious business schemes in Lebanon, most notably telecommunications.[1] Hariri also brought Khaddam’s sons into legitimate joint business ventures in Saudi Arabia. In return for his largesse, Khaddam granted the prime minister political preeminence over his rivals. On one occasion, he famously chided ministers who were pressing for the premier’s resignation, telling them Hariri was “here to stay until 2010.”[2]

    That was not to be. The fact that Khaddam (along with Kanaan and former Syrian Army Chief-of-Staff Hikmat Shihabi) was effectively in Hariri’s pocket made him a threat to Bashar Assad, who began assuming control of the Syrian regime in the last two years of his father’s life. In 1998, Shihabi was ousted, while Bashar took control of the “Lebanon file” from Khaddam, forced Hariri out of office, and shifted power to a newly “elected” president, Gen. Emile Lahoud. Khaddam retained his position as vice-president, but was reduced to mostly ceremonial diplomatic functions.

    En 2006, donc, Saad Hariri, après ses discours sur l’indépendance du Liban, sa dénonciation de l’occupation syrienne, apporte à nouveau tout son soutien à l’ancien haut commissaire syrien pour le Liban, qui était à la fois le principal soutien politique de son père, et un partenaire de choix dans ses affaires libanaises. (Les 14 Mars adoraient se répandre en analogies approximatives dans les médias français à base de dénonciation des « Quisling » pro-syriens, plus rarement contre les « Reichskommissar », rôle qui serait revenu, dans la logique de cette analogie, à Khaddam, allié de Hariri.)

    – Évidemment, la présentation des « frères musulmans » syriens est grotesque et particulièrement scandaleuse :

    Ils accepteraient un chrétien ou une femme comme président, ils acceptent un gouvernement civil. C’est comme la Turquie en Syrie. Ils soutiennent même la paix avec Israël.

    Soutenir la paix avec Israël ? Qu’est-ce que c’est que cet argument pour un (futur) Premier ministre libanais dont le pays a été, le mois précédent, lourdement bombardé par Israël ?

    Out of the 250,000 secret U.S. documents that Haaretz has obtained, 10,000 are particularly important vis-à-vis Israel. While their contents do not constitute any serious security threat per se, they do reveal some startling attitudes – on the part of both local leaders and their interlocutors.

    Haaretz fait la même « erreur » que le New York Times : prétendre publier des « Wikileaks Exclusive » en ne publiant aucun des documents originaux qu’il détient.

    Ça n’a donc grosso modo aucun intérêt, l’absence des documents originaux réduit la pertinence du truc et désamorce totalement la force subversive du cablegate.

  • Liban 2009 : l’invraisemblable affaire des MIG-29 russes.

    C’est incroyable : les révélations des câbles (#cablegate #liban) publiés par Al-Akhbar sont chaque jour plus, hum, incroyables. J’attends à nouveau la livraison de ce soir, parce que le compte-rendu qu’en fait le quotidien aujourd’hui est... incroyable (oui, je sais : répétition).

    En début d’année 2009, grosse nouvelle : les Russes ont promis de donner 10 avions de chasse MIG 29 à l’armée libanaise. Pas « vendre » : « donner ». Immédiatement, les Libanais lancent une série de rumeurs : un tiers des avions seraient « trop rouillés » pour pouvoir voler et de toute façon le Liban n’a pas les moyens d’entretenir de tels avions.

    C’est hallucinant (et très très drôle) : les Russes ont proposé d’offrir à l’armée libanaise des armes, détaillés dans un document de six pages, le 16 décembre 2008 : notamment 77 chars T-72, des mortiers de 130mm, et une quantité énorme d’obus pour les chars et les canons. Une offre qu’on n’imagine pas refuser sans réfléchir.

    Le ministre de la défense, Elias Murr, s’empresse de refuser cette offre immédiatement, au motif que l’armée libanaise n’a pas besoin de cela. Les Russes, pas contents, lui demandent donc d’expliciter de quoi l’armée libanaise a besoin. Histoire de continuer à rejeter l’aide russe tout en évitant de les vexer complètement, il fait une demande qui lui semble absolument impossible à obtenir : il leur dit donc qu’il a besoin d’avions MIG. On imagine Elias Murr, pendant les 25 minutes qui suivent, bien contents de son tour.

    Mais 25 minutes plus tard, les Russes donnent leur accord : ils offriront 10 Mig-29 à l’armée libanaise. Embarras de Murr, qui explique lui-même aux Américains que, s’il avait refusé l’offre de but en blanc, il serait passé pour un « traître contre son pays et à la solde des Américains » (il est notable qu’ici, Elias Murr se qualifie lui-même, implicitement, de traître à la solde des Américains – puisque faire capoter l’offre est bel et bien ce qu’il va s’arranger à réaliser).

    Dès le lendemain, la décision est prise par les Américains : l’armée libanaise devra annoncer qu’elle n’a pas besoin de MIG et qu’elle n’a pas les moyens de leur maintenance, ce qui permettra au gouvernement libanais de rejeter honorablement l’offre russe :

    «سنستمر بالعمل خلف الكواليس لضمان أن تقويم الجيش اللبناني سيخلص إلى أنه لا يحتاج إلى طائرات الميغ–29، كما أنه لا يستطيع تحمل تكاليف الصيانة، ما يمنح الحكومة اللبنانية سبيلاً مشرّفاً لرفض العرض الروسي».

    Murr explique qu’il va nommer quelqu’un pour étudier la faisabilité économique et finira par conclure que le Liban ne peut accepter les avions :

    Explaining that accepting the MiGs offer was part of a larger strategy, Murr claimed to the Ambassador that he planned to nominate an LAF Air Force Brigadier General (also ??? the spring 2009 elections (and, ideally, coinciding with his next trip to Washington, he proposed), that would ultimately conclude that the offer is not financially feasible for Lebanon. He argued that he had many pretexts to delay, adding that even the manuals and equipment were written in Russian. “Be sure that I will not consider anything before the end of 2009,” Murr declared, “I will dilute this.”

    Toute la rhétorique sur le rôle de l’armée libanaise et son monopole sur les armes, face aux « armes illégales » du Hezbollah, on sait maintenant ce qu’elle signifie en réalité.

    La Russie va offrir au Liban six hélicoptères Mi-24, 31 chars d’assaut T-72, 36 canons ainsi que des munition et des obus, a annoncé lundi soir dans un communiqué le Premier ministre libanais Saad Hariri, en visite officielle à Moscou.
