  • About the So-Called “Revitalization” of Algiers’ Casbah: An Open Letter to Jean Nouvel - THE FUNAMBULIST MAGAZINE

    Today, we came to learn that you collaborate with Valérie Pécresse, President of the Region of Île-de-France. In this sense, do we need to remind you that the decisions of the latter weigh every day a little more on the lives of the most precarious Paris inhabitants who, for many, are people who (directly or through their family history) suffered from french colonialism, especially the one at work during 132 years in Algeria? The same one who, in addition to her unequal policies, did not hesitate to join an Islamophobic crowd who pushed around Muslim devots in Clichy when they were praying in the street so as to protest against the transformation of their library prayer room by the municipality (in November 2017). The same person who also did not hesitate to declare that she would be in favor of a law aimed at doubling the prison sentences for acts committed in certain neighborhoods, in contempt of all constitutionality (October 2018). We let you evaluate the link that such actions and speeches can have with the French colonial history and its continuation through other forms.

    The decision of the Wilaya of Algiers to “revitalize” the Casbah is its own decision, and we leave it to our friends in Algeria to fight it they feel the urge for it; that is not our role ourselves. However, we, architects, historians, electricians, cleaners, academics, artists and other activists, for whom the Casbah continues to represent one of the strongest symbols of revolutionary architecture, appeal to your political conscience to give up this project. Do not accept to be complicit in a fourth wave of brutal French transformation of the Casbah. All architects must be fully responsible for the political conditions and consequences of the projects they accept; any position that would make them only an executant constitutes an insult to their function and their ability to act. Sometimes this ability to act politically lies within the design of the project itself; at other times, it is rather in the refusal or the renunciation to this same project. This is the case here and you have the power to do that.

But commentators also have doubts about reports of torture and unfair trials. Whether the Chancellor will receive promises from Bouteflika and his Prime Minister Ahmed Ouyahia could be seen as reassuring. SPD and Greens are sceptical; this Friday the plans of the federal government on safe countries of origin will be discussed in the Bundesrat.

      According to a report, the number of deportations to Algeria has increased significantly in recent years. In 2015 only 57 people from Germany were brought into the country, in 2017 then 504, reported the “Rheinische Post” on Monday with reference to figures of the Federal Ministry of the Interior. In the current year, the trend has continued: by July, about 350 people had already been deported to Algeria.
      Only a few asylum seekers from Algeria are recognized in Germany. Last year, the rate was two percent.

      Algeria will welcome back all its nationals in an irregular situation in Germany, regardless of their number, Prime Minister Ahmed Ouyahia assured on Monday 17 September, at the occasion of Chancellor Angela Merkel’s official visit.
      "I confirm that Algeria will take its children back, whether they are 3,000 or 5,000, provided that they can “identify” their nationality, Mr. Ouyahia said at a joint press conference in Algiers with Ms. Merkel.

      According to the Algerian Prime Minister, his country “is itself taking action against illegal migrants [and] can only agree with the German government on this subject”. Ahmed Ouyahia also recalled that Algiers and Berlin have been bound by a readmission agreement since 1997.
      “Algeria fights for the rest of the international community” by preventing “annually 20,000 to 30,000 people from illegally entering[its territory] and often from Algeria to continue their way” to Europe, he said.

    Why do studies like this exist anyway? The people who actually live in Harare, Karachi and Algiers are still living there, no matter how “unliveable” the Economist Intelligence Unit judges their cities. In the report summary, the compilers state that their findings will help in “assigning a hardship allowance as part of expatriate relocation packages”. I’d just like to say that Lagos has enough expats. We see them, overpaid and overfed, establishing little colonies, disparaging the local culture, food and customs, and earning three times what they would at home.

    Throughout the nineteenth century, European powers were fighting insurgencies within the urban and rural fringes of their colonial empires while protecting their expanding capital cities from home-grown rebellions and revolutions nourished by class struggles.

    In 1840, a French army of 100,000 troops lead by Marshal Thomas Bugeaud was sent to Algiers to subdue Abdel Kader’s Berber and Arab tribal army of 10,000 men, after the latter had surprisingly managed to destroy much of the standing French colonial army. In one of the first examples of counter-guerrilla tactics, Bugeaud dispensed with large and heavy military formations in favor of small, fast-moving task forces that he called flying columns. These flying columns terrorized the population with razzias1 in which massacres of the civilian population and the burning of whole villages and crops would routinely occur.

    Bugeaud managed to regain control over Algiers’s dense Kasbahs only after destroying entire neighborhoods, in reprisals for guerrilla attacks, and breaking the resistance by cutting routes through the neighborhoods where insurgents were hiding. In the process Bugeaud reshaped the city, making it more manoeuvrable for the military. This was among the first instances in which demolition was used as a means of military urban planning. Kader’s resistance was broken, but the European project in Africa sought to further civilize the local population by upgrading their primitive habitat according to the rules of modern design. Through a system that would later be perfected in General Galliéni’s method of progressive occupation, markets and roads were built as a means of convincing the local tribes of the benefits of modern French rule.

    Bugeaud further imagined Roman style colonization, with large estates handed out to demobilized officers that would double as military bases and as an outpost of civilization where modern services could be provided to the surrounding rural areas. But most often the population of these early colonial settlements consisted of poor European peasants and, after 1848, of urban deportees referred to as workers’ battalions.

Geo Sipp regrette que la Révolution algérienne, l’une des plus importantes révolutions et ayant marqué d’une façon significative le XXe siècle, ne soit pas enseignée dans les écoles américaines. « En Amérique, la guerre d’Algérie n’est pas enseignée dans les écoles mais seulement dans les académies militaires ». La question qui se pose est de savoir pourquoi les militaires américains portent un intérêt si insistant à la Révolution algérienne. Ce n’est sûrement pas par curiosité historique ou pour un apprentissage pédagogique que les officiers américains prêtent une attention particulière à la guerre d’indépendance et, surtout, à l’un des épisodes de la révolution, à savoir « la bataille d’Alger ». Cette guerre urbaine qui a donné un autre tournant – l’un des tournants décisifs – au cours de la révolution, allait permettre à l’armée américaine, une fois étudiée, de faire face à la guérilla urbaine à laquelle elle s’est trouvée confrontée lorsqu’elle a envahi l’Irak en 2003.     • A Alger, les nouveaux migrants fragilisés par le départ des anciens

      Alors que de nombreux Subsahariens ont rallié l’Italie via la Libye, les derniers arrivés se retrouvent sans réseau.

      Sur la photo, elles posent près d’une belle fontaine au cœur d’un jardin. Désirée, Hélène et Grace sont en Italie et elles le font savoir sur les réseaux sociaux. Ces Camerounaises ont vécu entre deux et six ans en Algérie, dans le même quartier. « Presque tous ceux qu’on connaissait dans le quartier sont en Europe désormais », affirme Josiane, une de leurs amies, Camerounaise elle aussi (à sa demande, son prénom a été changé).

      Depuis deux ans, la route de la Libye « passe ». Les migrants installés en Algérie qui souhaitaient aller en Europe ont, en très large majorité, réussi à le faire. Ceux qui hésitaient ont fini par être convaincus par les photos publiées par leurs amis. Résultat : en Algérie, les nouveaux arrivants se retrouvent seuls ou presque, sans réseau communautaire pour les soutenir ou les conseiller, et ce, alors même que l’attitude des autorités à leur égard s’est durcie.

      « Les anciens sont partis »

      Alger, périphérie ouest. Dans son logement, Luc, Camerounais, a fait de la place. Une cousine de sa compagne doit arriver dans la journée avec son fils de 10 ans. « Elle a de la famille en France qui est passée l’année dernière », explique le jeune homme.

      Assis sur le bord d’un matelas, un adolescent regarde des vidéos des manifestations au Cameroun anglophone sur son téléphone portable. « Je suis venu pour prendre la mer, dit-il. Là-bas, ce sera mieux pour moi, l’école est meilleure. » Son père, installé en Europe depuis un an après plusieurs années passées en Algérie, a payé le voyage pour qu’il quitte Douala. L’adolescent, arrivé seul il y a six mois, devait prendre la route de la Libye, mais les combats à Sabratha ont suspendu les départs. Luc résume : « Les anciens sont partis. Et de petits jeunes arrivent. Comme on ne peut plus partir, ils attendent là. »

      Alger toujours, mais banlieue sud. Le long des trottoirs d’une série d’immeubles en construction, des matelas jonchent le sol. De jeunes hommes sont en train de se teindre les cheveux. Ils viennent de Guinée. « Je suis arrivé il y a trois mois », explique le premier.

      Ce jour-là, aucun d’entre eux n’a trouvé de travail, alors ils patientent. « Je ne savais pas que ce serait difficile de travailler en Algérie », regrette Mohamed, 17 ans. Chaque matin, ils sont des dizaines, comme lui, postés sur le bord de la route en espérant qu’un particulier vienne leur proposer une tâche à la journée. Mais, sans réseau ni connaissance de quelques mots d’arabe, ces migrants sont dans une situation précaire. Mohamed et ses amis dorment dans la rue. « Est-ce qu’il y a des associations qui peuvent nous aider ? », interroge l’un. « Vous savez comment je peux retourner chez moi ? Je suis fatigué », ajoute un autre.

      « Les Guinéens sont de plus en plus nombreux à Alger, explique Kader, un Ivoirien installé en Algérie depuis six ans. Ils ne connaissent pas le pays et réagissent très mal dès qu’un Algérien leur parle mal ou les insulte. Ça finit en bagarre et il y a des blessés. »

      « J’ai peur des arrestations »

      La précarité touche aussi les femmes. Dans la ville d’Oran, à 400 km à l’ouest d’Alger, Adamo, un Camerounais, a rendez-vous à l’hôpital. Il fait les cent pas devant le mur d’enceinte en tentant d’expliquer où il se trouve. Une jeune femme, fine, le ventre arrondi, finit par le rejoindre. « Elle est arrivée de Tamanrasset [dans le sud du pays] il y a quelques jours. Elle est enceinte de cinq mois, elle n’a pas vu de médecin depuis le début de sa grossesse », explique Adamo.

      La jeune femme était hébergée par un autre migrant. Elle partageait quelques mètres carrés, sous un toit de tôle, avec trois autres personnes, sans sortir. « Il faut du temps aux femmes pour connaître la ville, apprendre à se déplacer. Celles qui viennent d’arriver sont très vulnérables face aux plus anciens, qui tentent de les effrayer sur le contexte algérien pour mieux les contrôler », soupire Adamo.

      Dans la ville, les quelques acteurs associatifs qui travaillent avec les migrants savent qu’ils risquent d’avoir moins d’impact s’ils ne reprennent pas le travail de sensibilisation qu’ils pensaient acquis. « On travaillait avec une quinzaine de femmes, elles sont toutes parties », explique une militante qui demande à rester anonyme.

      Parallèlement, la présence de migrants nigériens organisés en filière de mendicité dans les grandes villes du pays a sensibilisé une partie de l’opinion publique. Un collectif de jeunes étudiants a organisé un repas de solidarité pendant le mois de ramadan, le chanteur Sadek Bouzinou a réalisé un clip pour appeler à la tolérance.

      Mais ces initiatives, limitées, ont peu d’impact sur le quotidien des migrants. Et, depuis quelques semaines, l’opération d’arrestation lancée à Alger a tendu l’atmosphère. « Je connais un migrant qui s’est fait arrêter dans le bus, en allant au travail le matin. Ma voisine a été arrêtée en sortant de l’hôpital avec son nouveau-né. J’ai peur des arrestations, alors je dis à ma femme de ne pas sortir », raconte Amara, un Libérien qui vit en Algérie depuis deux ans.

      Selon Amnesty International, les forces de l’ordre ont arrêté plus de 2 000 migrants subsahariens depuis le 22 septembre. Une fois interpellés, ils ont été envoyés à Tamanrasset puis expulsés au Niger ou au Mali. Deux amis d’Amara ont été arrêtés alors qu’ils étaient en train de travailler sur un chantier. Il soupire : « J’ai choisi l’Algérie pour pouvoir travailler. Ici, je gagne mieux ma vie comme manœuvre que si j’étais employé dans mon pays. Alors je serre les dents et j’attends que ça passe. »

      Several hundred people of sub-Saharan origin were arbitrarily arrested in Algiers between late September and early October 2017 by the police and the National Gendarmerie. Without any regard for procedural safeguards and their fundamental rights, these people were arbitrarily detained at the centre in #Zeralda (a western suburb of Algiers) and forcibly collectively transported to #Tamanrasset where they were confined to a detention centre.

    • “They put us on a truck and left us there, in the middle of nowhere. We were in the desert for the next 45 days.”

      “I left Sierra Leone because I wanted to go to Italy. My friend told me to pass through Algeria first so we could make some money. On the way there, the driver sold us to some Arab men and took all of our valuables, including phones and personal documents.

      As soon as we reached Tamanrasset in Algeria, they put us in some sort of prison. The worst thing was that the prison was managed by fellow Africans who had bought us from Arabs. I was there for 15 days with no food or water, and there were more than 70 other people in the same room. The captors gave me a phone and wanted me to call my family, but my mother lives in a very small village - she doesn’t even own a phone.

      One day, they brought in another group of migrants and among them was a man from Sierra Leone so we became friends. He had a friend that had been helped by IOM to go back to Sierra Leone, so he suggested we got in touch with them.

      It was the youth vigilantes in Algeria that rescued us. They had heard about the human trafficking situation in the region; they found us and set us free. They took us to the police station and told us to call our families so they could help us get back home. At the police station, there was a huge group of migrants, including plenty of women and children.

      We asked the police to call IOM, but they said we should do that once in Niger. We asked for a human rights volunteer to assist us, but the police officers said there was no such thing. They put us in a truck, took us past Assamaka, Niger and left us in the middle of nowhere. There were more than 200 people there from all over West Africa. A big group of Nigerians decided to head back to Assamaka, but we stayed. We were in the desert for the next 45 days.

      While there, I asked a soldier to let me make a phone call so I managed to get in touch with IOM. However, soon after, the authorities moved us to another area so we feared that IOM staff wouldn’t be able to find us anymore. We walked and walked for days until we reached #Assamaka again but once we got there, we saw the IOM staff. They had come to assist us. We told them everything that had happened and they took us to their centre in #Arlit. After a week there, we came here, to the centre in #Agadez. There are now more than 50 migrants here from that group. We couldn’t be more grateful for the help.”

A lawyer, he died of an aneurysm but had spent 34 years on crutches or in a wheelchair after being stabbed in the spine in 1978, during exile in Algiers, by two hitmen sent by the Spanish secret services.

      J’ai beaucoup parlé d’Hitler. C’est qu’il le mérite : il permet de voir gros et de saisir que la société capitaliste, à son stade actuel, est incapable de fonder un droit des gens, comme elle s’avère impuissante à fonder une morale individuelle. Qu’on le veuille ou non : au bout du cul-de-sac Europe, je veux dire l’Europe d’Adenauer, de Schuman, Bidault et quelques autres, il y a Hitler. Au bout du capitalisme, désireux de se survivre, il y a Hitler. Au bout de l’humanisme formel et du renoncement philosophique, il y a Hitler.

Que ce soit tiré d’un livre intitulé : La Réforme intellectuelle et morale, qu’il ait été écrit en France, au lendemain d’une guerre que la France avait voulu du droit contre la force, cela en dit long sur les mœurs bourgeoises.       ‘Saphir’ consists of a two-screen video projection, and a series of photographs, by the London-based French/Algerian artist Zineb Sedira, shot in and around the port of Algiers. The exhibition contrasts Sedira’s re-encounter with the sights and sounds of Algiers with an awareness that while she, like many other people from France, is enjoying her return to the city, some of its other residents, disenchanted young men in particular, often dream of escape across the water to Europe. The title ‘Saphir’ (French for sapphire) is reflective of this, evoking not only the pure maritime light that is typical of Algiers, but also those flickering glimmers on the horizon that symbolise people’s dreams and aspirations. In Arabic, the word ‘safir’ also means ambassador, a person who travels between different places, but who is also the representative of one country on the soil of another. 



      This play of meaning is extended through two central characters. The first of these is an Algerian man who walks across town, with no apparent purpose, and silently watches the daily ferries arrive and depart from the port. His image is counterposed by that of an older woman, a daughter of the pieds noirs (a term for European settlers who left Algeria after its Independence). She inhabits the Safir Hotel, one of the grand landmarks of French colonial Algiers whose imposing architecture is a powerful and resonant reminder of a past that still casts its light, and its shadow, over the city. Gazing out to sea from its balconies, before withdrawing to the faded grandeur of its lobbies and halls, the woman not only echoes the man’s restless movement but reinforces a wider sense of languor, inertia and enclosure. Although both characters circle within their own separate but parallel worlds, their paths often appear to intersect but without any denouement or conclusion.

      Confronting the contemporary life of the city with an older and more ambivalent legacy, ‘Saphir’ presents a portrait of Algiers at a transitional moment, its local character gradually becoming absorbed into the current of increasing globalisation.

    A 5.6 magnitude #earthquake shook Algiers early on Friday, with 20 people slightly injured when panic gripped areas of the Algerian capital. “There were no deaths but we had 20 people slightly injured in the panic, 12 of them in Algiers and eight at Boumerdes,” to the east, said civil defense official Colonel Farouk Ashur.
