    Barakat Building stands as a memory of 15 years of civil war. A scar in the heart of Beirut that stands to remind the population of the atrocities that were committed between 1975 and 1990.

    The building is now said to be transformed into a museum to keep the memory alive. A memory of a time that still haunts us decades after, and a memory of a dying architectural heritage.

    The building was first built by architect Youssif Aftimos, then Fouad Jozah added two stories onto the building in 1932. Its neo-Ottoman design is a rare sight, nowadays, in the new skyscraper setting of Beirut.

    Des bâtiments en ruine au Liban, ça ne manque pas. Celui-ci cependant est emblématique de la guerre à Beyrouth.

    Il me semble que la laideur générale de la reconstruction et le néolibéralisme de la spéculation immobilière, en achevant de détruire les sublimes maisons libanaises de Beyrouth, ont donné un sens supplémentaire à cet immeuble.

    The army statement said six other suspects were arrested in connection with a separate shooting that took place Thursday evening in the Boushrieh-Fanar area, east of Beirut.

    It said seven people were wounded in the exchange of fire that was the result of a dispute over a electricity generator.

    The army communique said a hunt was ongoing for the arrest of other suspects involved in the shootings. 

    The incidents came two days after six people were killed in a shootout near Baalbek in the Bekaa Valley in a long-standing dispute over land ownership between two families.

    Destruction of Submarine Cables in the Eastern Mediterranean

    The Plenipotentiary Conference of International Telecommunication Union (Malaga-Torremolinos, 1973),

    learning

    that two submarine cables, on from Beirut to Marseilles linking Lebanon with Europe and the American Continent and the other from Beirut to Alexandria linking Lebanon with Africa, were put out of action in Lebanese territorial waters during the night of 17 to 18 Octobre 1973;

    noting

    that all information and checks point to the fact that this grave act of sabotage was deliberately perpetrated by a country Member of the Union, namely the State of Israel;

    taking into account

    the International Telecommunication Convention (Montreux 1965), with is binding on all Members, and in particular the provisions of 1, 17, 18, 24, 282 and 286;

    realizing

    that putting these cables out of action gravely prejudices the political, economic and human interests of Lebanon and other user countries;

    believing

    that such acts are harmful to the progress and development of people;

    confirming

    that the destruction of means of telecommunication between peoples runs counter to one of the main purposes of the Union, which is to extend international corporation for the improvement and rational use of telecommunications of all kind;

    condemns without appeal

    such a policy of destruction and the author of that destruction, the State of Israel;

    resolves

    to envisage, in the event of any repetition of such acts contrary to the rules and practices governing international relations, all appropriate sanctions, including the suspension, and even the exclusion of the State of Israel.

    The men were arrested in Beirut last Friday, they said, adding that they have carried out more than 30 smuggling operations from Beirut to the Syrian city of Banias.

    • Un détail : ce genre d’information doit certainement rappeler aux libanais les ports contrôlés par les milices pendant la guerre « civile », dont les deux buts principaux étaient de permettre l’importation d’armes pour s’armer, et de prélever une taxe privée sur les produits légitimes qui étaient bien obligés de transiter par ces ports.

      Dans la première réaction du Hezbollah, sur la remise de l’acte d’accusation lié à l’assassinat de l’ancien Premier ministre Rafic Hariri, le secrétaire général du Hezbollah, sayyed Hassan Nasrallah, a exclu l’arrestation des quatre accusés cités dans les mandats d’arrêt.

      « Ce tribunal est pour nous un pur produit israélo-américain. Sur cette base-là, nous rejetons ce tribunal et tous les verdicts et les accusations nuls et non avenus qui en émanent ». « Aucune force ne pourra arrêter ceux qui sont mentionnés dans l’acte d’accusation (...). Il ne sera pas possible de les arrêter ni dans 30 jours, ni dans 30 ans ni dans 300 ans », a affirmé sayyed Nasrallah, dans un discours de plus d’une heure retransmis en direct par la télévision, Al-Manar.

      Sayyed Nasrallah a également mis en relief, documents et vidéos à l’appui, la corruption des enquêteurs et leurs liaisons avec des services de renseignements étrangers, notamment la CIA. Il a également révélé le transfert de 97 ordinateurs vers l’entité sioniste. Sayyed Nasrallah a enfin écarté toute possibilité de nouvelle guerre civile ou d’affrontements entre musulmans sunnites et chiites.

      Voici les principaux points de son discours :

      La raison de mon discours est la publication de l’acte d’accusation à l’encontre des résistants ayant un passé honorable dans la résistance contre l’occupation israélienne au Liban. Cet acte d’accusation fait partie d’un long trajet qui a commencé à paraitre après la défaite d’Israël en été 2006. Quelques jours après la victoire de la résistance, Le Figaro a publié un article dans lequel il annonce que des membres du Hezbollah seront accusés dans l’assassinat de Rafic Hariri. Ils ont commencé par la Syrie, puis les quatre généraux (libanais), et après ils nous ont accusé. L’objectif du Tribunal Spécial pour le Liban (TSL), est de ternir l’image de la résistance et a pour objectif de semer la division au Liban, et entre sunnites et chiites.

      L’Enquête et les enquêteurs

      Un de nos problématiques concernant l’enquête est qu’il se base sur une hypothèse, la Syrie, les généraux et le Hezbollah. Pourquoi ils ne prennent pas en en considération l’hypothèse de l’implication israélienne dans l’assassinat de l’ancien Premier ministre. J’avais présenté plusieurs preuves concernant la présence d’espions et d’avions israéliens au dessus du Saint-Georges (lieu de l’attentat).

      Mais le procureur général du tribunal les a ignorées, se contentant de demandant une copie de la conférence (tenue par sayyed Nasrallah). Au lieu de d’interroger les israéliens ils ont coopéré avec eux, c’est ce qu’a reconnu (le juge) Detlev Mehlis, dans une interview avec Le Figaro, il en est de même pour (son adjoint) Gerhard Lehman.

      Transfert de 97 ordinateurs vers Israël

      Après le début du travail du TSL, les enquêteurs et les équipements de la commission d’enquête ont été évacués du Liban. Le tribunal n’a plus qu’un bureau au Liban, tous ont quitté via l’aéroport de Beyrouth, à l’exception des 97 ordinateurs. Ces ordinateurs ont été transférés chez qui en Israël, surtout qu’il est l’un des pays les plus développés au niveau de la technologie.

      Preuves à l’appui

      Lors de son discours, la chaine AlManar diffuse un document signé par le secteur douanier israélien affirmant le transfert des 97 ordinateurs liés à l’enquête vers Israël.

      Liaisons des enquêteurs avec la CIA

      Pour la crédibilité de l’enquête le tribunal aurait dû adopter des enquêteurs neutres, or les experts, les officiers et les conseillers du tribunal ont des passés négatifs à l’encontre de la résistance et dans la collaboration avec la CIA.

      Un des grands officiers de la CIA a travaillé 15 ans contre le Hezbollah et a participé au massacre de Bir Abed en 1984, qui visait le défunt sayyed Mohammad Hussein Fadlallah, et a coûté la vie à près de cent personnes.

      Documents à l’appui

      Lors de son discours, la télévision Al-Manar a diffusé des informations sur Nick Kaldas, un des enquêteurs qui est un des officiers dans la police australienne, lié aux services de renseignements américains, il a travaillé pour les Américains en Irak en 2004.

      Michael Taylor, britannique, responsable de l’enquête du TSL depuis 2010, il est un ancien chef des services de renseignements britanniques, il est spécialisé dans la lutte contre contre le « terrorisme islamique ».

      Doreid Bouchrawi, conseiller juridique dans le TSL, un libano-français, connu pour ses positions hostiles au Hezbollah et son rôle dans les faux-témoins.

      Robert Baer, un des officiers de la CIA, expert dans les mouvements islamiques notamment le Hezbollah. En 1985, il a participé à l’assassinat de Sayyed Fadlallah tuant et blessant plus de 300 personnes. Une de ses missions consistait à traquer l’un des dirigeants de la résistance Imad Moghniyé. Il a avoué, dans une interview avec une chaine arabe, d’avoir travaillé près de 15 ans pour le kidnapper.

      Cette équipe est-elle compétente ? Certains d’entre eux sont des assassins ou espions et la plupart d’entre eux collaborent avec la CIA. Cette équipe pourrait accepter l’hypothèse de l’implication d’Israël ?

      La corruption des enquêteurs

      La corruption vient s’ajouter à l’agressivité des enquêteurs et à leur subjectivité. Nous allons parlé du vice-president de la commission d’enquête Gerhard Lehman. Pour des dizaines de milliers de dollars il vend des documents liés à l’enquête.

      Preuves à l’appui

      Une vidéo montrant Lehman en train de prendre l’argent en échange de la vente des documents.

      Comme vous l’avez vu il est content en prenant l’argent. Il a même retéléphoné pour demander l’argent en échange d’autres informations liées à l’enquête.

      Implication de la commission d’enquête dans les faux-témoins

      Bellemare a personnellement travaillé à la levée de la poursuite par l’Interpol de Zouheir Siddiq (fameux faux-témoin). Je promets de présenter des preuves là-dessus plus tard.

      Antonio Cassesse grand ami d’Israël

      Le président du Tribunal, Antonio Cassesse, est un grand ami d’Israël selon l’un de ses amis lors de la conférence Herziliya (institut sioniste d’études politiques et stratégiques).

      Vidéo à l’appui

      Le 3 fév. 2010, lors de la conférence Herzilya, le professeur américain George Fletcher, dit : Antonio Cassesse n’a pas pu venir participer à cette conférence, il est l’un des grands amis d’Israël et un de nos amis.

      En 2006, Cassesse envoie une lettre adressée aux autorités israéliennes dans laquelle il affirme qu’Israël est la seul pays démocratique dans la région, et qui respecte les droits de l’Homme. Dans cette lettre Cassesse reconnait qu’Israël a occupé Gaza mais considère que les gazaouis ont eu recours à la violence et au terrorisme.

      Sayyed commente les positions de Cassesse

      Les 11000 détenus par Israël, les massacres israéliens au Liban et ailleurs font partie du respect des droits de l’Homme. Comment un homme pareil serait-il compétent de trouver la vérité dans l’assassinat de Hariri ?

      Position du Hezbollah à l’égard de l’acte d’accusation

      Aux gens :

      Je dis aux gens ne prêtez pas l’oreille à ce que les Israéliens disent aujourd’hui du Liban. Il n’y aura pas de zizanie entre Libanais et entre les sunnites et chiites. Il n’y aura pas de guerre civile.

      Aux forces du 14 mars :

      Ne faites pas porter la responsabilité de ce dossier à Mikati.       Nasrallah’s speech yesterday was full of drama. As a TV show, it was quite effective. I polled my readers on Facebook and they were uniformly impressed (and most of those who contribute on my wall are rather secular). But make no mistake about it: it is doubtful that he won new converts inside Lebanon: minds are made, and nothing can change them in the sectarianly divided lousy homeland.

      There was a skillful use of images and music and short clips and texts. It was well-prepared, but not as well-prepared as it would have been. There were sections that had high drama of documentation, but there were other sections that had no documentation or evidence. So it was mixed.

      He was (unlike appearances from the last two years) relaxed and not agitated or angry. He came across as confident. So it worked well, for his own home front, and for those who support resistance against Israel. And even for the community of the Hariri camp: public opinion surveys do indicate that the credibility of the court has been declining among Sunnis and Christians. Suspicion of Israel is very common (and justified, of course). But I am not necessarily convinced that the Israel killed Hariri: Israel should be the most usual suspect for any and every crime in our region given its long consistent record of crimes, atrocities and murders. But I still believe that Hariri was good for Israel, and that Israel would have benefited from his reign, especially that his son is such an incompetent fool, literally really.

      Nasrallah began by revealing information about the military consultants to the court. This is information that we did not know at all. He basically said that those military men are linked to US intelligence, but here he failed to provide any evidence or documentation.

      He then dwelled on the case of Robert Baer: and he revealed (I never knew this before) that he is a consultant to the court. Now that in itself is damning. That this guy whose official job in Lebanon was to chase and hunt down key Hizbullah figures is assigned to advise the court on its work. Most incredible. Imagine if the UN team that investigated Israeli war crimes in Gaza hired Khalid Mish`al or his security adviser as a consultant to the UN team. Very damning indeed. (Personally, I think that Baer is an interesting writer but tends to exaggerate, and his list of languages that he claims he knows, makes me even more skeptical about his tall tales. But his first book is a good read: the one on Saudi Arabia has nothing new, although I appreciate his criticisms of US foreign policy toward Saudi Arabia. On Israel, I find Baer to be inconsistent: he speaks one way to Fox News, and another way to Arab media). But that section of the speech was revealing in terms of names but needed further documentation (like what is the evidence that the Egyptian-Australian military guy works closely with the Americans?).

      Then Nasrallah provided a most unusual document: a copy of a Israeli custom manifest that shows the transfer of 97 computers. Nasrallah claimed that the Hariri investigating team in Beirut, decided to transfer their computers through Israel, for no apparent reason. But An-Nahar today, claimed in response that this document talks about computers belonging to the Armistice committees and not to the Hariri investigating team. An-Nahar (the right-wing, sectarian Christian, racist anti-Syrian (people), anti-Palestinian (people), must have been tipped off by Israel. But still: what people will see in this section is the wide reach of Hizbullah intelligence. Living in the era of the failures of Arab intelligence against Israel, this ability to obtain a copy of Israeli custom document will impress the hell out of Arab audiences who were glued to the screen.

      Nasrallah then talked about the pro-Israeli biases of the president of the Hariri tribunal, Antonio Cassese. Here, the finding was due to pure diligence of Hizbullah researchers: through thorough google work, they stumbled upon a document in which Cassese advises the Israeli government and makes clear his admiration fo the terrorist state of Israel. He then showed a clip from a “security” conference in Israel, where the chair of one panel identified Cassesse as “great friend of Israel.” That, to me, and to any fair minded person, is damning enough to disqualify the guy. Imagine, again, if the UN appoints a judge to a panel investigating some Israeli crime, and puts a guy as president who was identified by a Hizbullah official as “great friend of Hizbullah.” This is rather absurd that the US/Israel (which in my mind run the affair of the Hariri tribunal) would appoint such a person, and not think that Arabs (who they view as dumb) would find out.

      And there was a Candid Camera moment in the show when a clip showed deputy to Mehlis, Gerhard Lehmann, taking a bribe for his sale of audio-tapes (they were subsequently sold to New TV in Beirut).

      There are so many holes dug into the case that, no matter who was guilty, the Justice Department would have dismissed the case if this was run here in the US. No evidence can now save the reputation of the court. Also, no one in the US media mentions, but so many people have resigned from the court in the last few years.

      PS. Nada Bakri (who is a fine and fair reporter on Lebanon) did not mention any of the content of Nasrallah speech in her piece today. She, like those articles in Saudi-funded Arabic press, merely mentioned that he rejected the indictment.

Murr anticipates trouble among army officers, especially the Sunnis, based on the Army’s performance in Beirut where they allowed Hizballah to take over Sunni-dominated West Beirut. Murr feels that Saudi Arabia and Egypt are the most important players to affect the current situation in Beirut, “if they are in the deal.” Murr has been under increasing criticism from Lebanese politicians about his relationship with the USG saying his alliance has been a “failure” because there has been no real assistance to help Lebanon against Syria and Iran.

    Walid Joumblatt rencontre la chargée d’affaire américaine Michele Sison le 8 avril 2008, un mois exactement avant le « coup du 6 mai », durant lequel le gouvernement Saniora décide d’interdire le réseau de communication du Hezbollah et de demander l’inculpation des responsables de ce réseau (réplique le lendemain du Hezbollah, qui désarme les forces de Saad Hariri à Beyrouth et remet ses positions à l’armée libanaise).

In his meeting with Jumblatt, Hassan admitted having knowledge that members of Saad’s Future Movement were being trained.     Voilà : Joumblatt lui-même, alors éminent membre fondateur du 14 Mars, s’inquiète de ce que Saad Hariri est en train de former une milice sunnite de 15.000 hommes, sur recommandation du chef des Forces de sécurité intérieure (Ashraf Rifi - le chef du renseignement des FSI, Wissam Hassan, s’y serait opposé).

    La révélation est énorme. Nous avons tous entendu les rumeurs à ce sujet, et quand nous en avons fait état, c’était avec des pincettes et en étant immédiatement accusés de conspirationnisme.

    On constate au passage que la chargée d’affaire américaine ne s’en émeut pas particulièrement, confirmant être déjà courant, suite au refus jordanien d’entraîner la « milice de Saad », même dans le cadre d’un programme financé par les américains.

    Il y a d’autres points intéressants dans ce câble.

According to fellow Druze and Telecom Minister Marwan Hamadeh, under whose auspices the report had been prepared, the report had not yet officially been presented to PM Siniora, because the “security apparatus” was hesitating to make it official. Jumblatt said that LAF G-2 Intelligence Director George Khoury and ISF General Rifi were talking about coordinating the report with Hizballah security chief Wafiq Safa, who reportedly warned that any action taken against the network would be considered an “act of war.” Jumblatt provided Charge with a copy of the map indicating the location of the network.

    On n’apprend pas grand chose de nouveau ici, ce point a été déjà largement couvert par la toute première série de câbles révélés par Al-Akhbar il y a quelques mois :
    – importance du rôle de Joumblatt et Hamadé dans cette affaire ;
    – carte révélant l’emplacement d’un réseau de communication vital pour la Résistance libanaise, livrée directement aux Américains.

    Il y a une série de considérations peu intéressantes, pour arriver au dernier point, particulièrement savoureux.

    Michele Sison demande comment le 14 Mars entend développer ses relations avec des « chiites indépendants ». Réponse franche : Saad a reçu de l’argent des séoudiens pour arroser à la fois les sunnites et les chiites, qu’il fait distribuer par deux députés du Courant du Futur, mais il n’est malheureusement pas possible d’« acheter » le soutien chiite.

    The Charge, noting that some independent Shia were frustrated with their lack of access to March 14 leaders, especially Saad Hariri, asked what March 14 was doing to develop this relationship. Jumblatt said Saad had received money from the Saudis for cultivating both Sunnis and Shia, which he was distributing through Future MPs Okab Saqr and Bassem Saba’. He agreed with the Charge, however, that it was not possible to “buy” Shia support and that more effort was needed. He encouraged the Charge to talk directly to Saad about it or to Saudi Ambassador Khoja, and said he would do the same. Some Shia might prefer to deal directly with the Saudis, he explained. But they also need to have their own independent identity, he added.

    Patriarch Nasrallah Sfeir, the highest authority in Lebanon’s Maronite Christian community, noted repeatedly in the meeting that he is troubled by the displaced Shi’a who are seeking refuge in Beirut and Mount Lebanon. He was clear that the Shia cannot remain in “this region” and must go back to “their areas.” He acknowledged that resettling people from Beirut’s southern suburb, where crowded ten-story apartment buildings are now flattened, would be the starkest challenge. He added that jobs and temporary housing in the south are essential to attract Shi’a out of the schools and churches where they are currently housed.

    La brutalité des bombardements est à son comble, l’un des massacres les plus emblématiques de cette guerre vient d’avoir lieu, et ce qui préoccupe avant tout le patriarche maronite, c’est la présence des réfugiés chiites à Beyrouth et au Mont Liban.

    Il ne propose d’ailleurs pas de les renvoyer « chez eux », mais dans la banlieue de Beyrouth. Charmant.

    La suite, c’est une série calculs bassement politiques typique des 14 Mars pendant cette période (typique aussi, pour ceux qui l’ignorent, de cette autorité morale et religieuse des maronites qu’est le Patriarche Sfeir) : les armes du Hezbollah, la Syrie, l’Iran, le méchant Émile Lahoud, le méchant Michel Aoun, tous deux mauvais chrétiens qui ne représentent pas la communauté (Aoun qui ne serait plus du tout populaire), etc.

    Et pas un mot contre Israël.

    New TV in Beirut just aired an audio tape with mini-Hariri and his chief of intelligence, Wisam Hasan, and German Hariri investigator, Gerhard Lehmann, and... the FAMOUS FALSE WITNESS, MUHAMMAD ZUHAYR AS-SIDDIQ (the most famous of the false witness who has woven so many fabrications about who was responsible for the Hariri investigation and who has been aided by French intelligence and Dubai intelligence). The significance of the audio tape can’t be overstated: this will officially put the last nail in the coffin of the Hariri tribunal. Hariri has officially denied any knowledge of the “false witnesses” and in this meeting he seems to be receiving orders from Siddiq himself. Now we know why the Hariri camp has been fiercely opposing the demand by the opposition to refer the “false witness” matter to the Justice Council in Lebanon. Of course, the testimony of Saddiq was the only reason why the “four generals” were incarcerated. Now you see why I never bothered to take the Hariri tribunal seriously. It was a joke before it was formed by an Israeli/US decision. This is the biggest gift to Hizbullah for the new year. Expect a press conference by Nasrallah this week.

      The TV station said the broadcast was intended to show a link between Hariri and Siddiq, whom March 8 forces describe as a false witness and the international tribunal does not recognize.

      Al-Jadid accused the caretaker premier of “hiding the truth and playing with the bloods of February 14 martyrs” in reference to the bombing that killed the former PM and 22 others.

      The meeting was also attended by former chief investigator Detlev Mehlis’ assistant Gerhard Lehmann and police intelligence chief Col. Wissam al-Hassan, according to the tape.

      In the audiotape, Siddiq told Hariri that the report of U.N. investigators probing his father’s assassination should name six Syrians and four Lebanese.

      Al-Jadid did not give details as to how it obtained the audiotape but said that the Special Tribunal for Lebanon had a copy of it.

      BEYROUTH - Concernant le rapport relatif à l’enregistrement de conversations ayant eu lieu dans le cadre de l’enquête sur l’attentat de Rafik Hariri et diffusé samedi soir par la chaîne de télévision Al-Jadid, le bureau d’information du Premier ministre sortant Saad Hariri a diffusé un communiqué indiquant ce qui suit :

      "La dernière conversation attribuée au président Saad Hariri et au colonel Wissam Hassan avec Mohammad Zouhair Siddiq en présence de l’adjoint du procureur général Gerhard Lehman a eu lieu à la demande de la commission d’enquête internationale qui a organisé cet entretien et chargé Lehman d’y assister. « La conversation a eu lieu mais la chaîne Al-Jadid a émis des paragraphes empreints de provocation médiatique afin de l’extraire de son contexte d’origine. Cette chaîne n’ajoute d’ailleurs aucun élément susceptible d’accélérer ou de retarder le cours de l’enquête », selon le bureau de Hariri.

      La contre-attaque est assez minable :

      « Cet enregistrement attribué à des témoins devant la commission d’enquête internationale est une affaire de renseignement par excellence qui nous pousse à nous poser des questions sur les visées de sa diffusion médiatique. »

    One of the founders of the Marxist Popular Front for the Liberation of Palestine (P.F.L.P.) Ahmad Yamani died in Beirut at the age of 86, it was announced Tuesday. Yamani, better known as Abu Maher Yamani, was one of the moderate figures of the P.F.L.P. A member of the Palestine Liberation Organization, the P.F.L.P. was launched by the late Palestinian leader George Habash in December 1967, and Yamani was considered one of the group’s moderate figures. Abu Maher played a key role in the reconciliation between the Lebanese government and Palestinian factions during Lebanon’s Civil War. He will be buried in Beirut Wednesday.

    Opening a discussion with S/I Satterfield focused largely on Iraq, Saud first turned to Lebanon and stated that the effort by “Hizballah and Iran” to take over Beirut was the first step in a process that would lead to the overthrow of the Siniora government and an “Iranian takeover of all Lebanon.” Such a victory, combined with Iranian actions in Iraq and on the Palestinian front, would be a disaster for the US and the entire region. Saud argued that the present situation in Beirut was “entirely military” and that the solution must be military as well. The Lebanese Armed Forces (LAF) were too fragile to bear more pressure; they needed urgent backing to secure Beirut from Hizballah’s assault. What was needed was an “Arab force” drawn from Arab “periphery” states to deploy to Beirut under the “cover of the UN” and with a significant presence drawn from UNIFIL in south Lebanon “which is sitting doing nothing.” The US and NATO would be asked to provide equipment for such a force as well as logistics, movement support, and “naval and air cover.”

    3. (S) Satterfield asked what support this concept had from Siniora and from other Arab states. Saud responded that “Siniora strongly supports,” but that only Jordan and Egypt “as well as Arab League SYG Moussa” were aware of the proposal, lest premature surfacing result in its demise. No contacts had been made with Syria on any Beirut developments, Saud said, adding, “what would be the use?”

    An “Easier Battle to Win”

    4. (S) Saud said that of all the regional fronts on which Iran was now advancing, the battle in Lebanon to secure peace would be an “easier battle to win” (than Iraq or on the Palestinian front). Satterfield said that the “political and military” feasibility of the undertaking Saud had outlined would appear very much open to question. In particular, attempting to establish a new mandate for UNIFIL would be very problematic. Satterfield said the US would carefully study any Arab decision on a way forward. Saud concluded by underscoring that a UN/Arab peace-keeping force coupled with US air and naval support would “keep out Hezbollah forever” in Lebanon.

    Saud prétend que ce « concept » est « fortement soutenu » par Sanioura. Ça ne prouve rien (ouï-dire), mais ça va encore tanguer pour les 14 Mars...

    Saud, représentant d’un des principaux acteurs arabes de la région, utilise l’expression « easy to win » pour désigner, avec les américains :
    – une guerre contre le Hezbollah (on s’en doutait),
    – mais aussi l’Iraq et « le front palestinien » !
    Ce passage est proprement scandaleux.

    • Une autre remarque : ce qui est sidérant dans ce câble, c’est la nullité absolue de la proposition séoudienne.
      – Qui peut imaginer qu’il soit possible de déployer une « force arabe » au Liban sans l’accord de la Syrie ?
      – Quels États arabes pourraient bien se permettre, face à l’opinion publique (notamment arabe), d’envoyer des troupes pour combattre le Hezbollah, la seule force arabe ayant réellement résisté efficacement à Israël ? Quel État arabe (même dictatorial) dispose de soldats réellement motivés pour aller combattre le Hezbollah ?
      – Par transitivité : les armées arabes n’ont pas vaincu Israël, Israël n’a pas vaincu le Hezbollah, donc il faut vivre sur une autre planète pour imaginer une force arabe vaincre le Hezbollah.

      Du coup, je ne vois que deux explications :
      – le ministre des affaires étangères séoudien, le Prince Saud Al-Faisal, est vraiment un simplet et un détraqué mental, ce qui n’est jamais à exclure ;
      – sinon, le véritable but de ces manœuvres n’est, une fois de plus, pas de détruire le Hezbollah, mais tout simplement de déstabiliser et faire éclater le Liban. Parce qu’une intervention militaire arabe au Liban n’aurait aucun autre effet que celui-là.

    Cette info pourrait confirmer celle sortie ce week-end dans #Al-Akhbar, selon laquelle la Comission d’enquête a demandé des images de reconnaissance (vols d’espionnage) aux israéliens, qui auraient répondu que leur système espion était tombé en panne deux jours avant l’attentat contre Hariri, et n’aurait été à nouveau opérationnel que deux jours après.

    La commission aurait alors demandé l’aide des américains, qui auraient fait la même réponse. Ce qui aurait surpris la commission d’enquête.

    Et le plus beau, la Commission aurait accepté de soutenir une proposition de remplacer les violations israéliennes quotidiennes de 1701 par... des violations quotidiennes effectuées par les Américains :
