  • Tunisie : le mouvement BDS appelle au boycott d’un navire israélien

    TACBI, mouvement tunisien de boycott d’Israël, appelle la Tunisie à empêcher l’arrivée d’un bateau que le mouvement considère comme israélien et demande au syndicat des travailleurs tunisiens UGTT d’« empêcher le déchargement de ce bateau au cas où il serait autorisé à entrer dans le port ».

    « La compagnie maritime israélienne ZIM fera une escale au port de Radès (Tunisie) le 4 ou 5 août avec un bateau battant pavillon turc nommé Cornelius A », affirme le mouvement TACBI (Tunisian Campaign for the Academic and Cultural Boycott of Israel). Radès est le port spécialisé dans les conteneurs du complexe portuaire de Tunis-La Goulette.

    « Il serait extrêmement scandaleux de permettre à ce bateau d’accoster à Radès, d’autant plus que dimanche dernier, la marine israélienne a intercepté la Flottille de la Liberté en eaux internationales et s’est pris à son équipage. L’Awda, le navire amiral de la flottille partie cette année de Suède et de Norvège, a été intercepté par la marine israélienne, et détourné vers le port israélien d’Ashdod. Son équipage et ses passagers ont été arrêtés et sont actuellement détenus en Israël. L’Awda apportait une cargaison de médicaments dont la Bande de Gaza manque cruellement, et devait elle-même être remise en cadeau aux pêcheurs palestiniens de Gaza », estime TACBI sur son site.

    • Le transporteur israélien ZIM ne franchira pas les eaux territoriales tunisiennes

      Le bateau, nommé Cornelius A, appartenant à l’armateur turc Arkas avec lequel ZIM a conclu un accord de partage de navires (Vessel Sharing Agreement) a finalement été déprogrammé alors qu’il aurait dû accoster au port de Radès (Tunisie) le 5 août, d’après le site web de ZIM.

      Le site VesselFinder qui suit la navigation des bateaux par GPS montre que Cornelius A est actuellement à l’arrêt depuis samedi soir jusqu’à l’heure de publication de ce communiqué (dimanche 5/8/2018 à 18h).

      TACBI se réjouit de cette victoire sur la normalisation avec les entreprises du régime sioniste.

      Nous tenons à cette occasion à remercier particulièrement l’UGTT, principale fédération de travailleurs de Tunisie, qui avait qualifié de « grave » la nouvelle de l’arrivée à Radès du bateau lié à Israël et incité les autorités officielles à réagir, et ce dans un communiqué publié sur sa page Facebook. Nos remerciements s’adressent de même aux médias nationaux et internationaux qui ont relayé notre appel, nous saluons vivement la mobilisation qui s’est développée à travers les différents réseaux sociaux ainsi que la solidarité adressée par des organisations arabes et internationales.

    • Le silence assourdissant du gouvernement tunisien sur l’affaire du Cornelius A

      Tunis le 8 août 2018 — Alors que le gouvernement garde obstinément le silence sur un dossier politique sur lequel il a été interpellé par l’UGTT, à la suite de l’initiative de TACBI, ce n’est qu’une réponse « technique » et, qui plus est inexacte, qui a été donnée par le responsable communication auprès de l’Office de la marine marchande et des ports dans les colonnes du journal la Presse.

      1- Sur la réponse technique : la question n’est pas celle de savoir si le Cornelius A continue à fréquenter les ports de l’occupation. Ce que les documents établissent c’est que le Cornelius A est intégré à la logistique mise en place par la ZIM au service du projet politique sioniste d’enfoncer la porte de la normalisation – violant la souveraineté de la Tunisie et l’esprit même de la Constitution.

      2 - Quelle est la réponse politique à la preuve irréfutable apportée par TACBI de l’existence même d’une ligne maritime régulière de l’entreprise de transport maritime israélienne ZIM entre les ports de Haifa et de Rades via le port de Valence depuis plusieurs années ? La réponse est d’autant plus nécessaire que l’existence même de ce programme démontre que des marchandises israéliennes arrivent par la mer en Tunisie, contrairement aux dénégations officielles.       L’UGTT a informé ce matin TACBI que le bateau Cornelius A, affrété par le transporteur maritime israélien ZIM et qui cherchait à accoster au port de Radés avait finalement rebroussé chemin. Selon le site de tracking de navigation VesselFinder, à 10h45 (heure de Tunis), le Cornelius A s’éloigne désormais des côtes tunisiennes ; il est au large de Bijaea (Algérie).
      Le syndicat des dockers du port de Radès, affilié à l’UGTT, avait en effet menacé de bloquer le port de Radès si le navire cherchait à y accoster, menace visiblement très efficace.

      Nous remercions particulièrement l’UGTT et plus largement toute la société civile tunisienne de s’être mobilisée pour faire respecter la loi tunisienne en faisant échouer cette tentative d’infiltration sioniste.

      De leur côté, les autorités tunisiennes avaient auparavant déclaré qu’elles « se réservaient le droit d’empêcher l’accostage du navire si le manifeste (détail de la cargaison) contenait une quelconque marchandise en provenance d’Israël et destinée à la Tunisie » et que « l’autorité maritime procéderait exceptionnellement à un "Port State Control", qui permet à des inspecteurs de monter à bord du bateau avant l’accostage, afin de vérifier la cargaison et les documents. »

    An F-35, most probably one of the Adir jets recently delivered to the Israeli Air Force, appears on Flightradar24.com: deliberate action or just a case of bad OPSEC?
    On Jul. 23, an F-35 went fully visible on popular flight tracking website Flightradar24.com as it performed a mission out of Nevatim airbase. The aircraft could be monitored for about 1 hour as it went “feet wet” (over the sea) north of Gaza then flew northbound to operate near Haifa.

    As for the reasons why the aircraft could be tracked online, there are various theories. The first one is that it was a deliberate action: considered the F-35 went “live” few hours Israel made first operational use of David’s Sling missile defense system against two SS-21 Syrian ballistic missiles, there is someone who believes the mission was part of a PSYOPS aimed at threatening Israel’s enemies (Syria in particular). Our readers will probably remember the weird, most probably bogus claim of an IAF F-35 mission into the Iranian airspace originally reported by the Al-Jarida newspaper, a Kuwaiti outlet often used to deliver Israeli propaganda/PSYOPS messages.

    However the Israeli Air Force has already made public the fact that the F-35 has been used in air strikes in the Middle East (Syria and another unspecified “front”) lately. On May 23, the Israeli Air Force Commander, Maj. Gen. Amikam Norkin said during a IAF conference attended by 20 commander of air forces from around the world: “The Adir planes are already operational and flying in operational missions. We are the first in the world to use the F-35 in operational activity”. He also showed a photograph of an “Adir” flying at high altitude off Beirut (with radar reflectors, hence not in “stealthy mode”). In other words, there’s probably no need to remind Syria or Iran that the Israeli Air Force has the F-35 since they are already using it in combat.

    For this reason, there is also someone who believes that the first appearance of an Israeli Adir on Flightradar24 may have been a simple mistake: the Mode-S transponder was not turned off. A case of OPSEC fail in one of the most secretive air arms in the world.

    Indeed, transponders are usually turned off during real operations as well as when conducting missions that need to remain invisible (at least to public flight tracking websites and commercial off the shelf receivers). Unless the transponder is turned on for a specific purpose: to let the world know they are there. In fact, as reported several times here, it’s difficult to say whether some aircraft that can be tracked online broadcast their position for everyone to see by accident or on purpose: increasingly, RC-135s and other strategic ISR platforms, including the Global Hawks, operate over highly sensitive regions, such as Ukraine or the Korean Peninsula, with the ADS-B and Mode-S turned on, so that even commercial off the shelf receivers (or public tracking websites) can monitor them. Is it a way to show the flag? Or just a mistake?

Deux corvettes israéliennes ont participé à cet exercice aux cotés de la frégate La Fayette, d’avions et d’un hélicoptère de la marine française, a précisé le lieutenant de vaisseau Daniel Amoyal. Les bâtiments israéliens sont restés une semaine à Toulon, important port militaire français, les exercices eux-mêmes ayant duré deux jours. Une source militaire française a confirmé à l’AFP qu’"il n’y avait pas eu d’escale de bâtiment israélien à Toulon depuis plus de 50 ans", sans autre précision sur le sujet.

    Ces exercices d’entraînement ont porté sur une « attaque asymétrique de petits navires visant un grand vaisseau (israélien ou français) et les manœuvres à effectuer pour assurer la défense de ce genre de bâtiment dans une telle situation », a indiqué l’officier israélien. « Nous avons également testé nos communications en vue d’une attaque commune ». Il a précisé que le chef de la marine israélienne, l’amiral Eli Shavit, s’était rendu à Toulon pour assister à cet exercice. « Nous espérons que ces manœuvres vont (...) se renouveler à l’avenir dans les ports français », a affirmé l’officier.

    La marine française effectue de fréquentes escales à Haïfa, grand port militaire dans le nord d’Israël. Dimanche, deux bâtiments de guerre français, le Dixmude et le Surcouf, sont arrivés dans ce port. Avant l’accession à la présidence de Charles de Gaulle en 1958, la France était le principal pourvoyeur d’armes à Israël et participait à la construction du réacteur nucléaire de Dimona, dans le sud du pays. Mais le général de Gaulle avait donné un sérieux coup de frein à la coopération militaire entre les deux pays. Après la guerre israélo-arabe de juin 1967, la France avait imposé un embargo sur les ventes d’armes à Israël. L’armée israélienne n’a pas précisé pour quelle raison elle avait attendu pour communiquer sur cet exercice conjoint. Les pays ne communiquent pas systématiquement sur leurs exercices militaires.

  • 1938 : le monde ferme ses portes aux réfugiés

    Des réfugiés qui fuient en masse le nazisme, des gouvernements qui leur barrent l’accès à leur territoire, des exilés contraints d’embarquer clandestinement sur des bateaux de fortune, une diplomatie prête à donner des gages aux pires dictatures et néanmoins impuissante, comme l’atteste l’échec prévisible de la conférence d’Évian en 1938 : les analogies sont décidément troublantes entre l’attitude des États à l’égard des Juifs dans les années 1930 et celle qu’ils adoptent aujourd’hui à l’égard des réfugiés.

    Les États européens, obsédés par le « risque migratoire », mettent depuis de longues années toute leur énergie à tenir à distance les flux de migrants, demandeurs d’asile inclus, et à leur interdire l’accès à leurs territoires. Cette tendance a été poussée à son paroxysme au moment de la « crise migratoire » de 2015, face à l’afflux de réfugiés venus de Syrie, d’Irak, d’Afghanistan ou d’Érythrée. Au point que plusieurs observateurs n’ont pu s’empêcher de faire le parallèle avec l’attitude qui fut celle des États, dans les années précédant la Seconde Guerre mondiale, à l’égard des Juifs fuyant le nazisme [1].

    Ce parallèle non seulement n’a rien de scabreux, mais il s’impose. Il n’a rien de scabreux car si les Juifs, à l’époque, sont persécutés, spoliés, humiliés, pourchassés, physiquement agressés, personne ne peut alors anticiper la « solution finale ». Il s’impose tant les analogies sont frappantes : la fermeture de plus en plus hermétique des frontières à mesure que la persécution s’aggrave et que les flux d’exilés augmentent ; des réfugiés contraints à embarquer clandestinement sur des bateaux de fortune avec l’espoir, souvent déçu, qu’on les laissera débarquer quelque part ; en guise de justification, la situation économique et le chômage, d’un côté, l’état de l’opinion dont il ne faut pas attiser les tendances xénophobes et antisémites, de l’autre ; le fantasme, hier, de la « cinquième colonne » – agitateurs communistes, espions nazis –, aujourd’hui de la menace terroriste ; et finalement une diplomatie qui n’hésite pas à pactiser avec les pires dictatures, hier pour tenter de sauver la paix (on sait ce qu’il en est advenu), aujourd’hui pour tenter d’endiguer les flux de réfugiés.

    L’évocation du passé donne, hélas, le sentiment que l’histoire bégaie : car la Realpolitik qui prenait hier le pas sur les préoccupations humanitaires continue aujourd’hui à dicter l’attitude des États, alors même qu’ils ont collectivement décidé d’accorder au droit d’asile une place éminente parmi les droits de l’Homme et se sont engagés à le respecter.

    Au lendemain de la Première Guerre mondiale, la communauté internationale, inquiète des risques de déstabilisation engendrés par les masses de réfugiés qui, par centaines de milliers, fuient les guerres civiles, les dictatures, les persécutions, décide de se saisir du problème.

    Mais l’action diplomatique en faveur des réfugiés reste subordonnée à la défense par les États de leurs intérêts propres et de leurs prérogatives souveraines. Entre 1922 et 1928, une multitude d’« arrangements » sont passés sous l’égide de la Société des Nations, visant à accorder un minimum de protection aux réfugiés. C’est notamment le fameux « passeport Nansen » qui leur confère, à eux qui ne sont plus reconnus ni protégés par leur pays d’origine, un minimum d’existence juridique. Mais la portée de ces textes, applicables au départ aux réfugiés russes, puis aux Arméniens, puis aux Assyro-Chaldéens, est très limitée, tant par la faiblesse des garanties qu’ils confèrent que par leur absence de caractère obligatoire. Avec l’aggravation de la situation économique consécutive à la crise de 1929, les États n’hésitent pas à refouler ou expulser les réfugiés, considérés comme un fardeau. À l’approche de la guerre, viendront s’ajouter à ces considérations économiques des considérations de police et de sécurité.

    Des arrangements sans contrainte

    C’est dans ce contexte que les États vont être confrontés à la question des réfugiés provenant d’Allemagne puis, après l’Anschluss, d’Autriche. La diplomatie s’active timidement : un « arrangement provisoire intergouvernemental concernant le statut des réfugiés venant d’Allemagne » est signé le 4 juillet 1936, dont les dispositions sont reprises dans la convention du 10 février 1938 : les États s’engagent à délivrer aux réfugiés un titre de voyage ou un document tenant lieu de passeport ; lorsqu’ils les ont autorisés à séjourner, ils ne peuvent les expulser ou les refouler qu’en cas de risque pour la sécurité nationale ou l’ordre public, et, en aucun cas, vers l’Allemagne sauf « s’ils ont de mauvaise foi refusé de prendre les dispositions nécessaires pour se rendre dans un autre territoire ». Mais la convention n’est signée que par sept pays : la Belgique, la Grande-Bretagne, le Danemark, l’Espagne, la France, la Norvège et les Pays-Bas, et elle n’aura guère le temps, de toute façon, de produire des effets avant le déclenchement de la guerre.

    Ayant juridiquement toute latitude pour agir à leur guise, les États n’ont aucun scrupule à fermer leurs frontières. Les États-Unis s’en tiennent à la politique adoptée depuis l’Immigration Act de 1924 et à un quota annuel de 27 370 immigrants pour l’Allemagne et l’Autriche. Après l’Anschluss, le ministre de l’intérieur britannique, s’adressant à la Chambre de communes, affirme que le pays maintient sa tradition d’asile, mais qu’il faut « éviter de donner l’impression que la porte est ouverte aux immigrants de toutes sortes. Car alors de prétendus émigrants se présenteraient dans les ports en si grand nombre qu’il serait impossible de les admettre tous ; les services d’immigration auraient de grandes difficultés à décider qui devrait être admis et d’inutiles épreuves seraient imposées à ceux qui effectueraient un infructueux périple à travers l’Europe [2] ». Pour les Britanniques, au demeurant, la question centrale reste celle de la Palestine : depuis l’arrivée de Hitler au pouvoir, l’immigration est passée de 9 500 personnes par an à 30 000 en 1933 et à près de 62 000 en 1935. Alors que ce territoire apparaît comme le seul lieu de refuge potentiel pour les Juifs, la Grande-Bretagne, confrontée à l’hostilité des Arabes, remet en question son engagement en faveur de l’établissement d’un Foyer national juif : le Livre blanc du printemps 1939 limite le quota annuel d’immigrants vers la Palestine à 10 000 personnes par an pour les cinq années suivantes. Des navires de la Royal Navy patrouillent pour empêcher les réfugiés d’accoster. S’ils n’ont pas de certificat ils sont refoulés ou bien internés à Chypre, sur l’île Maurice ou en Palestine même.

    En France, en 1933, les premiers réfugiés passent facilement la frontière. Mais, très vite, les pouvoirs publics s’inquiètent de cet afflux des exilés et, dès la fin de l’année, l’attitude change : nombre de candidats à l’entrée sont refoulés et ceux qui, ayant réussi à entrer, ne sont pas en règle sont expulsés. L’arrivée au pouvoir du Front populaire marque une accalmie temporaire, mais la situation des réfugiés, considérés comme une menace pour la sécurité, voire comme une porte d’entrée pour les espions et les agitateurs, se dégrade à nouveau sous le gouvernement Daladier. En aucun cas, dit le ministre de l’intérieur de l’époque ,« la France ne saurait consentir à ouvrir ses frontières inconditionnellement et sans limitation à des individus par le fait seul qu’ils se prévaudraient de leur qualité de réfugiés. En effet l’état de saturation auquel nous sommes arrivés en matière d’immigration étrangère ne nous permet plus d’adopter une politique aussi libérale [3] ».

    La Suisse entrouvre sa porte aux réfugiés allemands en 1933 – mais ne peuvent se revendiquer de cette qualité que les personnes menacées pour leurs activités politiques. Une directive du Département fédéral de justice et police dit très explicitement que seuls les « hauts fonctionnaires, les dirigeants des partis de gauche et les écrivains célèbres » doivent être considérés comme réfugiés [4]. Les Juifs, eux, sont considérés comme de simples étrangers en transit et se voient reconnaître au mieux un droit de résidence temporaire, sans possibilité de travailler. Après l’Anschluss, le gouvernement décide la fermeture des frontières à tous ceux qui ne sont pas formellement habilités à entrer et l’expulsion de ceux qui sont en situation irrégulière. Pour faciliter le travail des autorités suisses amenées à faire le tri parmi les ressortissants du Reich, une négociation s’engage avec les autorités nazies pour que soit apposé un cachet spécial sur les passeports des Juifs – un grand J rouge de trois centimètres de hauteur – qui permet de repérer ceux qui doivent demander une autorisation spéciale pour entrer dans le pays [5].

    « Un seul serait déjà trop »

    Il n’est guère étonnant, dans ces conditions, que la #conférence_d’Évian, réunie en juillet 1938 pour chercher des solutions concrètes au problème des réfugiés juifs allemands et autrichiens, se solde par un échec [6]. Face à la détérioration de la situation et à la pression exercée par une partie de l’opinion publique, mais désireux aussi d’éviter un brusque afflux de réfugiés aux États-Unis, Roosevelt a en effet pris l’initiative de réunir une conférence internationale qui se tient à Évian du 6 au 15 juillet.

    Les représentants des 32 États présents, tout en affirmant leur implication dans le règlement de la question des réfugiés, se retranchent derrière des considérations économiques et politiques pour justifier la fermeture de leurs pays à l’immigration et le refus d’accueillir des réfugiés juifs.

    Les pays d’Europe occidentale se disent tous « saturés » : la Grande-Bretagne, la France, la Belgique, le Danemark, la Suède, la Suisse se déclarent les uns après les autres dans l’incapacité d’accueillir des réfugiés et n’envisagent d’accorder que des visas de transit. Le représentant de l’Australie déclare sans complexe que : « N’ayant aucun réel problème racial en Australie, nous ne sommes pas désireux d’en importer en encourageant une large immigration étrangère. » Et le délégué canadien, interrogé sur le nombre de réfugiés que son gouvernement pourrait envisager d’accueillir, répond : « Un seul serait déjà trop. »

    Même les pays d’Amérique du Sud, terres traditionnelles d’immigration, font part de leurs réserves : les uns invoquent la crise économique, les autres craignent de déplaire à l’Allemagne à laquelle les lient des accords commerciaux. La Colombie dit pouvoir accepter des travailleurs agricoles, l’Uruguay également, à condition qu’ils possèdent quelques ressources. Seule la République dominicaine de Trujillo offre d’accueillir 100 000 réfugiés juifs autrichiens et allemands, pour des raisons qui ont peu à voir avec la compassion humanitaire : c’est une occasion de « blanchir » une population jugée trop noire ; et cette offre généreuse vise aussi à redresser l’image d’un pays ternie par le massacre, en octobre 1937, à l’instigation des autorités, de milliers de Haïtiens travaillant dans les plantations.

    La conférence d’Évian se conclut donc sur un constat d’impuissance de la communauté internationale. Ce qui permet au journal allemand Reichswart d’ironiser : « Juifs à céder à bas prix – Qui en veut ? Personne !? » Hitler en effet peut triompher : personne ne veut accueillir ses Juifs.

    Impuissante, cette diplomatie est également sans scrupule, prête à toutes les concessions face à Hitler si tel est le prix à payer pour sauver la paix. Les orateurs à la tribune se bornent à exprimer le vœu d’« obtenir la collaboration du pays d’origine », pays jamais nommé et jamais stigmatisé pour ses agissements ; à aucun moment il n’est fait ouvertement mention du fait que ces réfugiés sont juifs, pour ne pas fournir un argument supplémentaire à la campagne fasciste contre les démocraties « enjuivées ». Dans la résolution finale, purgée de toute appréciation morale sur les persécutions, les termes « réfugiés politiques » sont remplacés par « immigrants involontaires » pour éviter de froisser le Troisième Reich.

    Le seul résultat concret de la conférence est la création d’un Comité intergouvernemental d’aide aux réfugiés allemands et autrichiens qui aura pour mission d’entreprendre « des négociations en vue d’améliorer l’état des choses actuel et de substituer à un exode une émigration ordonnée ». Aux yeux des pays occidentaux, en effet, de la même façon que la voie de la paix doit être recherchée en discutant avec Hitler, le problème des réfugiés ne peut être résolu qu’en accord avec les nazis.

    Les « petits bateaux de la mort »

    Visas refusés, frontières closes : les réfugiés sont acculés, en désespoir de cause, à prendre la mer, le plus souvent clandestinement. À la veille de la guerre, des dizaines, des centaines de bateaux, parfois des paquebots de ligne, souvent des bâtiments de fortune ou de contrebande qui ont pris leurs passagers en charge frauduleusement, naviguent sur les océans à la recherche d’un port où ils seront autorisés à débarquer : le Cairo part le 22 avril 1939 de Hambourg pour Alexandrie ; l’Usaramo pour Shanghai ; l’Orbita pour le Panama en juin 1939 ; l’Orinoco, vers Cuba [7]

    D’autres restent bloqués pendant des semaines ou des mois dans les ports roumains de la mer Noire ou sur le Danube. D’autres encore errent en Méditerranée, avec l’espoir vain de pouvoir accoster en Palestine. La presse française se fait l’écho de ces « vaisseaux fantômes » voguant de port en port sans qu’on laisse leurs passagers débarquer, ne serait-ce qu’en transit, transportant par milliers « ces hommes, ces femmes, ces enfants dont personne ne veut », qui sillonnent les mers en se heurtant à l’inhospitalité des côtes [8].

    Même ceux qui ont des papiers d’immigration en règle ne sont pas assurés d’être admis, comme le montre l’histoire cruelle du Saint-Louis. Ce paquebot transatlantique quitte Hambourg le 13 mai 1939 en direction de La Havane. Ses 937 passagers, presque tous des Juifs fuyant le Troisième Reich, sont en possession de certificats de débarquement émis par le directeur général de l’immigration de Cuba. Mais, dans l’intervalle, le président cubain a invalidé ces certificats. On interdit donc aux passagers de débarquer. Le bateau repart, et lorsqu’il passe le long des côtes de Floride une demande est adressée au président des États-Unis afin qu’il leur accorde l’asile – elle ne reçoit pas de réponse. Le 6 juin 1939, le Saint Louis reprend sa route vers l’Europe. In extremis, avant que le bateau ne soit contraint de revenir en Allemagne, le Jewish Joint Commitee réussit à négocier avec les gouvernements européens une répartition des passagers entre la Grande-Bretagne, la France, la Belgique et les Pays-Bas qui n’acceptèrent de les accueillir qu’à condition qu’il ne s’agisse que d’un transit dans l’attente d’une émigration définitive vers une autre destination. Temporairement sauvés, une majorité d’entre eux connaîtra le sort réservé aux Juifs dans les pays occupés par l’Allemagne.

    Les embarquements clandestins se poursuivent une fois la guerre déclenchée, les réfugiés prenant des risques croissants pour tenter de rejoindre clandestinement la Palestine depuis les ports de la mer Noire, à travers le Bosphore, les Dardanelles et la mer Égée. Un gigantesque marché noir s’organise, avec la bénédiction des nazis qui, avant la programmation de la « solution finale », y voient une façon de débarrasser l’Europe de ses Juifs. Beaucoup de ces « bateaux cercueils », comme on les a appelés, font naufrage, d’autres sont victimes des mines ou des sous-marins allemands, et les épidémies déciment ceux qui ont réussi à survivre [9]. Lorsque, ayant surmonté tous ces obstacles, y compris percé le blocus britannique, ils arrivent à Haïfa ou Tel-Aviv, ils sont, dans le meilleur des cas, arrêtés et incarcérés, sinon refoulés et contraints de reprendre la route vers la Bulgarie ou la Roumanie.

    On voit ici, comme un clin d’œil de l’histoire, la place géographiquement stratégique, déjà à l’époque, de la Turquie, qui contrôle la route empruntée par les réfugiés obligés de traverser les détroits du Bosphore et des Dardanelles. La Turquie interdit l’accès à son territoire aux réfugiés qui ne détiennent pas de visa pour la Palestine et, sous la pression de la Grande-Bretagne, ne laisse pas les bateaux faire escale dans ses ports, ce qui provoquera la catastrophe du #Struma (voir encadré). Décidément, on a parfois l’impression que l’histoire bégaie.

    Le Struma

    Le 12 décembre 1941, 767 réfugiés juifs originaires de Bucovine et de Bessarabie – où sévissent les Einsatzgruppen – embarquent sur le Struma, un navire bulgare vétuste, prévu pour une centaine de passagers. Le navire part du port roumain de Constanza, sur la mer Noire, en direction d’Istanbul où les réfugiés espèrent pouvoir déposer des demandes de visa pour la Palestine. Le 16 décembre le bateau arrive dans un port turc au nord du Bosphore, mais la Grande-Bretagne fait pression sur la Turquie pour qu’elle l’empêche de poursuivre sa route. Le Struma reste ainsi bloqué 70 jours, pendant l’hiver 1941-1942, sur le Bosphore. Les réfugiés souffrent de la faim, de l’entassement. Ils finissent par être ravitaillés grâce aux dons des associations juives et avec l’aide de la Croix-Rouge. Les autorités turques décident de le refouler vers la mer Noire et le 23 février 1942 le bateau reçoit l’ordre d’appareiller : ce sont finalement les garde-côtes turcs qui doivent remorquer le Struma, hors d’état de naviguer. Quelques heures plus tard, il est touché par erreur par une torpille soviétique et coule rapidement. Il n’y aura qu’un seul survivant.)

    Mardi en fin de soirée, la Fédération argentine (AFA) n’avait pas confirmé l’annulation, ni donné d’information sur une éventuelle opposition contre une autre sélection avant le départ pour la Russie. La Fédération palestinienne s’est, elle, réjouie dans un communiqué de l’annulation de la rencontre et « remercie toutes les parties et les institutions populaires et sportives dans le monde entier pour avoir travaillé sans relâche afin que le message du sport, et du football en particulier, triomphe, et pour avoir refusé que le sport soit utilisé comme (...) un outil de chantage politique ». Elle « félicite les joueurs de l’équipe argentine menée par la star Messi pour avoir refusé d’etre utilisé comme pont pour atteindre à des fins non sportifs », a-t-elle également déclaré.

    Le match de préparation au Mondial entre Israël et l’Argentine, prévu samedi à Jérusalem, a été annulé suite à l’appel de la Fédération palestinienne. Elle avait demandé à Lionel Messi de ne pas y participer, craignant une récupération politique de l’Etat hébreu.

Les tensions entre Israéliens et Palestiniens ont provoqué la mort d’au moins 61 Palestiniens, tués par des tirs israéliens lors de manifestations le 14 mai le long de la barrière séparant la bande de Gaza d’Israël.

    Over the weekend there was a demonstration in Haifa protesting the killings along the Gaza border fence. The violent suppression of this protest and the detention of 21 demonstrators, including Jafar Farah, the director of the Mossawa Center that advocates for Israeli Arabs’ rights, are a further sign of the growing restrictions on the democratic space available to this community.
    The harsh events in Gaza should have brought multitudes out onto the streets, particularly in light of the complexities plaguing relations between Arab citizens and the state. In practice, the protest in Arab society was minor and measured: a partial strike lasting only a day and local protest gatherings. Despite this, the police failed to contain the demonstrations.
    True, the protest in Haifa on Friday evening had no permit, but these are precisely the times when the police must use their discretion and show restraint. They should have used the presence of Farah, a veteran activist who once headed the Arab student union and who for years has been a partner to civic initiatives for Arab civil rights and against racism. A wise police force would have seen his presence as a channel for dialogue and an opportunity for calming tensions. Instead, the police used him to quell the protest.
    In footage taken at the demonstration one sees that the police did not suffice with arresting him but marched him handcuffed through Haifa’s streets as a warning to others. Even though Farah was seen walking, he was hospitalized the next day; relatives said one of his knees had been broken in detention.
    The Arab community is calling for an investigation into the police’s conduct in the demonstration, and the police are expected to carry out an internal probe into the Farah case. But this doesn’t suffice; the violence by the police against Arab protesters appears not random but intentional, part of an inflammatory and racist policy against the Arab community in Israel that Benjamin Netanyahu’s government is leading.

    Public Security Minister Gilad Erdan and Police Commissioner Roni Alsheich talk a lot about the importance of making police services more accessible to the Arab community, using every public platform to announce the opening of new police stations and the recruitment of Arab police officers. But the conduct in Haifa shows yet again that the police showed unwarranted “resolve” while ignoring the ramifications on the Arab community’s faith in law enforcement.
    The Public Security Ministry and police brass must understand that the delegitimization of elected Arab officials and prominent Arab activists, as well as the suppression of any political protest by brutal arrests, won’t contribute to a sense of trust. On the contrary, police violence against Arab citizens widens the circle of mutual suspicion and deepens this community’s alienation.

    Jamal Zahalka, a member of the Israeli parliament from the Joint Arab List, is demanding an investigation into the training sponsored by the Israeli police and the education ministry, which he said “prepares students psychologically to kill Arabs.”

    Manal Tamimi from Nabi Saleh village and Jamil Barghouti from Deir Abu Mash’l village, prominent non-violent activists, have been arrested by Israeli soldiers in front of Ofer detention center during a demonstration at the same time as Ahed’s court hearing.
    The popular committees and Palestinian women called for this demonstration as a response to the arrest of children and the assault of women since Trump’s recognition of Jerusalem as the capital of Israel on December 6, 2017. In addition to the arrest of Manal and Jamil, the Israeli soldiers repressed this non-violent demonstration by throwing tear gas canisters and rubber-coated bullets on the protestors. The demonstration is one of dozens of peaceful demonstrations organized by Palestinians and repressed by the Israeli occupation violently since more than 3 weeks against Trump’s announcement to transfer the US embassy to Jerusalem.
    The Israeli occupation has been escalating its systematic intimidation of Palestinians since Trump’s recognition of Jerusalem as the capital of Israel on the 6th of December 2017.
    Since the statement, 15 Palestinians were killed, including Ibrahim Abu Thoria. Moreover, they continue to escalate their wave of arrests. As of Wednesday morning, the coordinator of the Popular Struggle Coordination Committee, Munther Amira, 48, has been arrested by the Israeli occupation forces while participating in a demonstration at the northern entrance of Bethlehem city.
    The Israeli occupation has been perpetually violating the rights of the Palestinians as well as contravening various international laws.
    The number of Palestinians arrested by Israeli forces since Trump has risen to 610, including 170 children and 12 women. There are at least 6,831 Palestinians that were already being held in Israeli prisons and the latest arrests bring the total number of Palestinian prisoners to 7,443.
    Palestinians are resisting the US announcement and Israeli occupation through popular unarmed resistance, including protests and different forms of nonviolent resistance to raise their voice to the world and to implement pressure on the Israeli occupation and the US Administration to withdraw the decision to move the US embassy to Jerusalem and the recognition of the occupied city as the capital of Israel.

    It is evident that Israeli occupation forces have been employing excessive force against the demonstrators in a way of pushing Palestinians to violence in order to further kill, incarcerate and harrass Palestinians.
    Palestinians continue to showcase their commitment to popular unarmed resistance especially in the last four weeks, as they against the Trump announcement.
    The popular committees in the occupied Palestine call upon the international community and international organizations to intervene in order protect the basic rights of the Palestinian people. In addition we call on our people to continue organizing in order to reach mass mobilization and put an end to the Israeli occupation.
    We also call upon the international community to organize demonstrations, and to take serious actions to support the international Boycott, Divestment and Sanctions (#BDS) campaign against Israel, and to place pressure on their governments as to take actions towards the Israeli government and settlers’ violations of human rights.
    Meanwhile, Palestinian children, men, youth and women are all united in resisting the occupation, risking their lives in face to face encounters with the occupation army, demonstrating in Gaza city, Jerusalem, Haifa, Ramallah, Bethlehem, Yaffa, and Hebron. We stand united across the different cities. As long as the occupation continues, we will keep resisting for a life of freedom, justice and dignity.

    Demonstrators on Tel Aviv’s Rotschild Boulevard held signs reading, “Out with the corrupt!” and “Not leftist, not rightist, but honest!” Others read, “Being a pig isn’t kosher” and “Bibi go home.”

    Hundreds of protesters against corruption gathered in Haifa as well, with signs reading “Democracy isn’t a suggestion” and “Shame on you.”

    An altercation broke out towards the end of the demonstration when a small group of anarchists carrying signs supporting a boycott of Israel tried to join the protest. Anti-corruption demonstrators verbally attacked the group and the police had to intervene after protesters started shoving them and tore signs supportive of the BDS movement.

    Those that partook in the protest were angered by a new bill that would have prevented police from publicizing recommendations on indictments. The controversial bill was widely believed to have been drafted to protect Netanyahu, who is currently under investigation in two high-profile corruption scandals, by keeping the public in the dark.

    De leur côté, Carvalho et Minisky ont tenu à clarifier leur position dans le quotidien de la gauche israélienne : « Nous ne sommes pas anti-Israël, mais nous avions besoin de corriger un point : ceux que nous soutenons, c’est le peuple de Palestine ». Et de comparer leur refus de jouer dans des villes israéliennes à celui de se produire en France dans des municipalités tenues par le Front national. « Ça ne veut pas dire qu’on boycotte la France. […] Nous devons choisir les salles avec précaution pour faire passer un message. » Et de noter que ces dernières, en territoire israélien, sont accessibles à tous les citoyens de Tel-Aviv. Ensuite, « en janvier 1949, 536 habitants ont été expulsés, dont des membres de sa famille et ses enfants, et ils ont été des réfugiés au Liban. Son frère a été assassiné par un habitant de Pardes Hannah (village juif) ; son fils, Samih, a été tué en marchant sur une mine. Après la guerre, elle a travaillé comme bonne à Haïfa avec sa fille. Pendant deux ans, mon père « se faufilait » en Israël pour leur rendre visite et récupérer un peu d’argent que ma grand mère avait économisé pour lui et son frère qui étaient au Liban.(...)

    Did Prime Minister David #Ben-Gurion pursue a policy or issue an order aimed at getting rid of the Muslims?

    “I am not looking for a directive or a document bearing Ben-Gurion’s signature. He addressed the subject often, and I quote his statements in the book. For example, on September 26, 1948, he declared, ‘Only one task remains for the Arabs in the Land of Israel: to flee.’ The Israeli leadership understood and also concurred that, for the Jewish state, the fewer Arabs the better. The subject was mooted already in the late 1930s. Yosef Weitz, a senior official of the Jewish National Fund, supported extensive expulsion of Arabs and advocated a population transfer. The IDF commanders at different levels knew what the leadership wanted and acted accordingly. Massacres were not perpetrated everywhere. When you shell a village or a city neighborhood, the residents flee. In the first half of 1948, at least, they believed they would be able to return. When the fighting in Haifa ended, many residents tried to return from Acre in boats, but the Haganah blocked them.”

    Does your study confirm, or prove, that ethnic cleansing took place?

    “The book’s goal is not to prove whether ethnic cleansing occurred. My disagreement with [the review of my book in Haaretz by] #Benny_Morris did not revolve around the question of ‘whether ethnic cleansing took place or not,’ but deals with the question of whether the leadership did or did not make a decision in a particular meeting to implement a policy of ethnic cleansing.” In this connection, Manna quotes Daniel Blatman’s response (Haaretz, Aug. 4) to a review of his book by Morris (Haaretz, July 29). One might think from Morris’ book, Blatman noted, that “when Ratko Mladic decided to slaughter over 7,000 Bosnian Muslim men and boys in Srebrenica in 1995, he made his orders public.”

    Indeed, Manna points out, “The first historian who uncovered the fact that ethnic cleansing occurred and that there were also cases of massacre, rape and expulsion was Benny Morris. He reached the conclusion that there was no [official] policy, in light of the fact that no authoritative archival documentation exists. In one village, they decided a certain way and in another, differently. Still, there is a pattern: The soldiers perpetrated another massacre and carried out another expulsion, and another #massacre and another expulsion, and no one was brought to trial. If there was no policy, why weren’t these war criminals tried?”

    Four years ago, leaflets were distributed around Upper Nazareth calling for an end to the application of the law allowing Israelis to live wherever they wanted. “Now is the time to defend our home!” the flyers declared. They were part of Upper Nazareth Mayor Shimon Gapso’s 2013 election campaign and were accompanied by billboards declaring “Upper Nazareth – Jewish forever.”
    Gapso won the election, although his term was cut short after he was jailed following a bribery conviction. His electoral pledge wasn’t the first on the subject. A year earlier, the chairman of the Yisrael Beiteinu party in city hall tried to initiate a plan that would have provided grants to Arab residents who sold their homes to Jews and then left Upper Nazareth. In fact, a decade ago, Gapso initiated a competition to choose a new name for the city so it didn’t sound like Nazareth – the Arab city in northern Israel it was established next to.
    Nevertheless, over the past decade there has been a substantial increase in the Arab population of Upper Nazareth: in 2015 the Central Bureau of Statistics said that 23.1 percent of the city’s residents were Arab. Yet there is a lack of recognition of the city’s diversity. By contrast, in Haifa – which is considered a mixed Jewish-Arab city – Arab residents comprise only 11 percent of the population.
    Haifa, though, has a different history and different customs. In the northern coastal city, there is no attempt to counter the statistics. In Upper Nazareth, there are more than 2,000 Arab schoolchildren but not a single Arab school, where Arabic would be the language of instruction. And, also unlike Haifa, there are no Christian or Muslim religious institutions - not even a cemetery.

    Israël dispose d’un chemin de fer de 60 kilomètres reliant le port de Haïfa à Beït Shéan, dans la vallée du Jourdain. Il veut prolonger la ligne de 6 kilomètres jusqu’au passage frontalier israélo-jordanien. Cela permettrait de transporter des marchandises en train, plutôt qu’en camion, vers et depuis la Jordanie.

    La prochaine étape, selon le plan israélien, est que la #Jordanie construise sa propre extension ferroviaire jusqu’à la voie ferrée israélienne. De là, les lignes se dirigeraient vers l’Arabie saoudite et les émirats du Golfe. Les responsables israéliens et jordaniens ont discuté de cette idée il y a trois ans et ont récemment renouvelé ces discussions

    Un document publié par le gouvernement israélien, intitulé « Les rails de la paix régionale », décrit Israël comme un « pont terrestre » et la Jordanie comme un « carrefour »

    Senior Christian Priest in Ramallah Monsignor Manuel Musallam yesterday severely criticised the Palestinian Authority (PA)’s security cooperation with Israel which has led to the death of tens of Palestinian resistance fighters in West Bank, Al-Resalah newspaper reported.

    In an interview with the paper, Musallam called on Palestinians in the occupied West Bank to oust the PA and start civil disobedience against it and the Israeli occupation.

    “Oust the PA, its security cooperation and the Oslo Accords which brought it,” he said.

    “Do not accept its role and start practical measures to get rid of the conceptions related to collaboration and tyranny,” he explained, “mass media has to run the population this way.”

    “The PA no longer represents our dreams and ambitions. We thought that it would bring justice, peace and rights to us, but it wasted everything.”

    Musallam stressed that every Palestinian must “get rid” of the PA and return to being “under occupation” in order to start working against the Israeli occupation again.

    “We attempted to protect ourselves from the Israeli occupation through the PA, but instead of this, it scared us, frightened us, stripped us of our arms and drowned our cause in the sea.”

    “The PA planted hate among the Palestinians and divided them. It wasted the conception of the big nation which means Palestine is from the river to the sea and Jaffa and Haifa are for us. It dropped the equation that all the land is for us.

    Il y a près de deux semaines, le Liban semblait à la veille d’une nouvelle agression israélienne. Le président de la République et le secrétaire général du Hezbollah ont d’ailleurs tour à tour, chacun à sa manière et selon sa fonction, haussé le ton pour transmettre aux Israéliens le message suivant : toute nouvelle agression contre le Liban aura de graves conséquences sur l’intérieur israélien. En expliquant à une chaîne égyptienne que les armes du Hezbollah s’inscrivent dans le cadre d’une stratégie de défense nationale, le chef de l’État a aussi voulu montrer aux Israéliens que toute attaque contre cette formation est une agression contre tout le Liban et sera donc considérée comme un acte de guerre. De même, Hassan Nasrallah a expliqué que si le Liban était attaqué, le Hezbollah pourrait envoyer des missiles non seulement à Haïfa où se trouvent les dépôts d’ammonium, mais aussi à Dimona (au sud d’Israël) où se trouvent les installations nucléaires israéliennes. Immédiatement, le ton israélien est descendu d’un cran et les risques d’une attaque semblent soudain moins grands.

    Selon une source militaire, les déclarations musclées du chef de l’État et du secrétaire général du Hezbollah ont donc largement contribué à calmer les velléités belliqueuses des dirigeants israéliens. Mais ces derniers n’ont pas renoncé, pour autant, à toute idée de porter un coup au parti chiite. La possibilité qui est le plus souvent évoquée parle de raids aériens contre des positions du Hezbollah le long de la frontière libano-syrienne, ou alors dans la région syrienne limitrophe du Liban, où le Hezbollah est présent.

    After a soldier was wounded in Jenin, the IDF intensified its nighttime raids there. 
And when the Israelis don’t enter this West Bank refugee camp, the Palestinian security forces do.

    This is a type of anxiety that no Israeli civilian is familiar with: nights when sleep is marred by the noise of soldiers moving about, gunshots, armored vehicles outside the window, stun grenades and explosives in an adjacent alley. Night after night. Soldiers who storm the house rowdily, after blowing up the front door. Children who wake up in a fright to the sight of masked, heavily armed figures during dead-of-night kidnappings euphemistically called “arrests.”

    On one occasion during the second intifada, I slept over in the Jenin refugee camp. I’ll never forget the fear that seized me when soldiers raided it. It’s a particularly chilling experience in a densely crowded, yet determined and militant camp like that in Jenin. Last week, raids were carried out there almost every night. After a soldier sustained light to moderate wounds during one, the Israel Defense Forces ratcheted up even more the rate and intensity of its infiltration.

    Residents are convinced that on the night between Jan. 28 and 29, soldiers had come to avenge the wounding of their buddy and teach the camp a lesson it wouldn’t forget. “They came to kill,” people in the battered camp said this week, as they buried another of its sons, Mohammed Abu Khalifa, after he was killed by soldiers’ bullets on Sunday. He was buried in the cemetery of intifada victims at the edge of the camp, which, like Jenin itself, suffers from severe overcrowding.

    The young adults in the camp spend their days sleeping and their nights in wakefulness. They have no reason to get up during the day. They hang out in the meager café on the main street; some of them man observation posts at the camp’s entrances and instantly report every suspicious movement on Facebook. They also post real-time videos when the IDF enters. Facebook is the most widely used means of communication when it comes to warning about everything, including the arrival of Israeli troops. Of the Facebook groups in the camp, the best known is “State of Jenin Camp.”

    The soldiers usually show up at about 2 A.M. in armored vehicles, some of which look like civilian cars. They descend on foot from the hilltop where the houses are, and information about their whereabouts spreads like wildfire. By the time they reach the alleys below, half the camp is awake and young people are waiting for them with stones, pipe bombs and makeshift weapons. In contrast to the second intifada, when we met armed people at almost every street corner, there is hardly any standard-issue weaponry in evidence these days. The army uses tear gas, stun grenades and, of course, live ammunition.

    It’s not only the IDF that executes nocturnal raids. Similar operations are carried out by the forces of the Palestinian Authority, in coordination with the army. When the Israelis arrive, the PA personnel leave. The young people oppose them, too, but less intensely, and the mutual firing of weapons is mainly into the air. No one has been killed in the Palestinian forces’ raids of the past few months.

    In recent weeks, PA troops – who at one time were afraid to enter the camp – arrested 15 to 20 young people, taking them to Jericho for interrogation. The IDF arrested only four people in that period. No one from either group has been released yet.

    The same pattern played itself out last week: Almost every night, Israeli or Palestinian forces were in the camp. Never a dull moment. Last Thursday, an Israeli soldier was wounded. On the two nights that followed, the IDF entered in large numbers. On Saturday night, they didn’t arrest anyone – residents of the camp are convinced that they came not to detain people but to kill: They killed one young person and wounded four others.

    After a year in which no one was killed in the camp, they’re in mourning again here.

    Twenty-year-old Mathin Dabiyeh was in the café at the foot of the hill on that night. Now he hobbles about on crutches at the entrance to his house. At 3:15 A.M., after it was known that soldiers had entered the camp, he began to make his way home. The soldiers appeared opposite him in an alley, he recalls now. There’s no point asking him if he was carrying a pipe bomb or an improvised firearm, as I won’t get a straight answer. The soldiers shot him in the leg and he started to run up the alley, limping. The troops gave chase but he managed to elude them. A neighbor with a moped took him to the hospital just outside the camp’s entrance. The hospital’s ambulances don’t dare enter the camp when the IDF is present, so in most cases the wounded are taken out by local residents.

    The bullet lodged in Dabiyeh’s knee. His friend Aslam, who was wounded together with him, is still hospitalized; he was hit in the stomach. What will Dabiyeh do the next time soldiers enter? “I can’t run now,” he tells us, evasively. He wears a black knitted skullcap. His brother works as a security guard at the Jenin branch of Kentucky Fried Chicken.

    It all took place in the early hours of Sunday morning in the area between the buildings, next to the Queens’ Salon beauty parlor, which is now closed. According to eyewitnesses, IDF snipers positioned themselves on the roof of a house across from the beauty parlor, hiding behind a black plastic water container. The crying of an infant can now be heard from that house, which, like others nearby, is plastered with militant graffiti. The wounded men escaped through an alley at the end of which is an old poster with a photograph of Saddam Hussein. The home of Mohammed Abu Khalifa, who was killed in the incident, is located next to a mosque named for Abdullah Azzam, from the neighboring village of Silat al-Harithiya, who is said to have been a friend of Osama bin Laden.

    Narrow steps lead to a small, stark house, which is almost bursting with people. The last day of Mohammed’s life was his 19th birthday. In the evening he celebrated here with friends. There was a power outage, an almost-daily occurrence, so his friends played music from their cellphones. They drank juice. This is what a birthday party here looks like.

    The dead boy’s uncle, Jumaa Abu Jebal, who lost a leg in the IDF’s invasion of the camp in 2002, and his mother, Fatma, greeted us on our visit this past Monday. Mohammed dropped out of school in the 11th grade and began working with his father at his garage. After his friends left that night, we are told, he went to fix a car that had broken down in the camp. That was at about 10 P.M.

    An hour later or so, he returned home and went to sleep, his mother relates. At 2 A.M., friends knocked on the door. They came to summon him, after learning that soldiers were in the camp. Mohammed’s father forbade him to go out, but around 3, after his father went back to sleep, the teen snuck out of the house. That act cost him his life.

    His mother heard shots at about 3:30 – the shots that killed her son, a few dozen meters from his home. She learned from a Facebook post that Mohammed had been wounded – that’s how parents find out about their children’s fate here. She tried to get to the hospital, but was forced back home by the shooting. It wasn’t until 5:45 A.M., after the last of the troops had left the camp, that she could leave. Mohammed died before she and her husband reached the hospital; he had been struck by three bullets in the chest and one in the stomach.

    A week earlier, Israeli troops had entered this house in search of Mohammed’s uncle, Jumaa, who lives on the upper floor. A Shin Bet security service agent ordered the amputee to get dressed, but he wasn’t arrested. Jumaa is a Hamas activist.

    “This is the last time I’m coming here. The next time I’ll send a drone to liquidate you,” the Shin Bet man told Jumaa, who replied, “If you have anything [on me], take me.” To which “Captain Haroun,” as the agent styles himself, retorted, “You know what people around you are doing.”

    Jumaa, an affable, smiling man who’s married to an Israeli Arab woman from Haifa and speaks broken Hebrew from his years in an Israeli prison, is certain the Shin Bet man was referring to his nephew Mohammed.

    The IDF Spokesperson’s Unit stated this week, in response to a query from Haaretz: “On Jan. 29, explosive devices were thrown at IDF soldiers during activity in the Jenin refugee camp. The force responded with gunfire at those who were throwing the devices, as a result of which one of them was killed. The IDF enters the refugee camp in accordance with operational needs and with the aim of preventing terrorist activity in the area.”

    Not far from the house of mourning, on a wall in another home, is a photograph of Majd Lahlouh, who was shot to death after going out to confront soldiers in the camp in August 2013, at the age of 22. Beneath the photo lies his cousin of 23, Izak Lahlouh. He, too, was wounded that night last month, by a bullet that hit an artery his leg. He was told in the hospital that if his evacuation had been delayed by another few minutes, he would have died from loss of blood. Now he’s bedridden, keeping warm with blankets and watching television, with crutches by his side.

    BETHLEHEM (Ma’an) — A Palestinian was shot dead after driving a truck into a group of uniformed Israeli soldiers, killing four soldiers and injuring at least 13 other people Saturday afternoon, at a bus stop in the illegal Israeli settlement of East Talpiyyot in the Jerusalem district of the occupied West Bank.

    An Israeli police spokesperson confirmed in a statement that the “terrorist” was shot and killed after carrying what she called a deliberate attack.

    Sources identified the slain driver as 28-year-old Fadi Ahmad Hamdan al-Qunbar from the Palestinian neighborhood of Jabal al-Mukabbir, located just east of East Talpiyyot.

    Israel’s emergency medical service Magen David Adom (MDA) said that the slain Israeli soldiers were in their 20s. According to Israeli media, three were women and the fourth was a man.

    MDA added that 13 others were wounded — three severely, one moderately-to-severely, and nine lightly. They were all evacuated to Israel’s Shaare Zedek hospital in Jerusalem. It remained unconfirmed if any civilians were among the injured.

    Israeli police said a truck with Israeli license plates veered from its course and rammed into people getting off of a bus — later revealed to be a group uniformed Israeli soldiers — at a promenade in the settlement, which overlooks the Old City of occupied East Jerusalem.

    A number of people were initially trapped under the truck, and three of the wounded had to be extracted from under the track using a crane.

    Israeli police reported imposing heightened security measures in the Jerusalem area, and that investigations were ongoing. Israeli police chief Roni Alsheich told reporters that there was no advance warning for the attack.

    The illegal East Talpiyyot settlement is also known as Armon Hanatziv, and is located just west of the Palestinian neighborhood of Jabal al-Mukabbir.

    UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov quickly reacted to the “terror attack,” in a Tweet, saying: “My thoughts go out to victims of shocking #terror attack in #Jerusalem. Must be condemned by all. Absolutely no excuses, no justifications!”

    Since a wave of unrest began in October last year — largely marked by small-scale attacks by Palestinians targeting uniformed Israeli soldiers and police with knives or similar weapons — a number of deliberate car ramming attacks have occurred.

    However, Israeli authorities’ version of events have been challenged in a number of incidents, with officials in some cases later admitting so-called “terror attacks” were actually traffic accidents.

    However, Israeli news site Ynet quoted a witness as saying that after the truck rammed into the group of soldiers, Israeli forces fired at the driver who then reversed the truck and ran over the soldiers again. A video later released on Israeli media purported to show the moment the truck rammed into the soldiers.

    Ma’an News – Un Palestinien a été abattu par les forces israéliennes d’occupation après avoir conduit un camion dans un groupe de soldats israéliens, tuant quatre soldats et blessant au moins 13 autres personnes ce samedi après-midi à un arrêt d’autobus dans la colonie israélienne et illégale de Talpiyyot-Est.

    Un porte-parole de la police israélienne a confirmé dans une déclaration que le « terroriste » a été abattu après avoir exécuté ce qu’elle a qualifié d’attaque délibérée.

    Des sources ont identifié le conducteur assassiné comme étant Fadi Ahmad Hamdan al-Qunbar, âgé de 28 ans du quartier voisin de Jérusalem-Est de Jabal al-Mukabbir.

    Le service médical d’urgence d’Israël (MDA), a déclaré que les soldats israéliens tués étaient dans la vingtaine. Selon les médias israéliens, trois étaient des femmes et le quatrième était un homme.

    Le MDA a ajouté que 13 autres ont été blessés, dont trois sont dans un état critique. Ils ont tous été évacués vers l’hôpital israélien de Shaare Zedek à Jérusalem. On ne sait pas s’il se trouvait des civils parmi les blessés.

    La police israélienne a déclaré qu’un camion avec des plaques d’immatriculation israéliennes est sorti de sa voie et a renversé les gens qui descendaient d’un bus – plus tard révélé être un groupe de soldats israéliens en uniforme – à proximité d’une colonie qui surplombe la vieille ville de Jérusalem-Est. Un certain nombre de personnes sont restées bloquées sous le camion et trois des blessés ont dû en être extraits par l’utilisation d’une grue.

The four slain soldiers were identified in Israeli media as 20-year-old Yael Yekutiel from the Israeli city of Givataiym, 22-year-old Shir Hajaj from the illegal Israeli settlement of Maale Adumim, 20-year-old Shira Tzur from Haifa in northern Israel, and 20-year-old Erez Orbach from the illegal Alon Shvut settlement.

      Jérusalem - Quatre soldats israéliens ont été tués dimanche lorsqu’un Palestinien, présenté par Israël comme un sympathisant du groupe Etat islamique (EI), a lancé son camion contre un groupe de militaires en excursion à Jérusalem.

      Il s’agit de l’une des attaques les plus meurtrières depuis le début d’une vague de violence entre Israéliens et Palestiniens à l’automne 2015.

      Les quatre victimes sont le sous-lieutenant Yaël Yekoutiel (20 ans) et les soldats Shir Hadjaj (22 ans), Shira Tzour (20 ans) et Erez Auerbach (20 ans).

      Le chauffeur du camion a été identifié par les médias palestiniens comme étant Fadi al-Qanbar, un habitant de Jérusalem-Est, partie palestinienne de la ville occupée et annexée par Israël depuis 1967.

      Il a été tué par balles, a rapporté la police. Dix-sept soldats ont été blessés, selon l’armée.

      Le Premier ministre Benjamin Netanyahu a affirmé que l’assaillant, selon toutes les indications, soutient l’EI.

      Il n’a pas précisé de quels éléments il disposait pour évoquer le groupe extrémiste qui n’a pas revendiqué d’attaques d’ampleur en Israël.

      M. Netanyahu tente souvent de dresser un parallèle entre Israël confronté à des attaques palestiniennes et d’autres pays visés par des attaques jihadistes.

      Mais la vague de violences qui a frappé Israël depuis l’automne 2015 est liée au conflit israélo-palestinien, centré principalement autour de disputes sur le territoire, les Palestiniens revendiquant un Etat indépendant sur leurs terres occupées par Israël depuis près d’un demi-siècle.

      Les soldats visés dimanche participaient avec des centaines d’autres à une sortie sur l’un des sites d’où l’on a l’une des vues les plus spectaculaires sur Jérusalem et sa vieille ville.

      Al-Qunbar’s sister Shadia told Ma’an that Israeli forces raided the Palestinian’s home, as well as his brothers’ and parents’ houses, holding the family members for more than three hours.

      She said that Israeli forces had detained al-Qunbar’s wife Tahani, his parents Ahmad and Minwa, and two of his brothers, Muhammad and Munther.

      Shadia noted that Israeli forces initially detained Munther al-Qunbar’s wife because her husband was not at home.

      Israeli troops ransacked family’s homes and interrogated al-Qunbar’s 12 sisters in their courtyard before summoning them for further interrogation at the Russian compound police station in Jerusalem, Shadia added.

      Al-Qunbar’s sister expressed surprise at the actions of her brother, a father of four, emphasizing that he had never been affiliated with a political party, and claiming that he had never been detained by Israel — although some media reports indicated that he had previously spent time in Israeli custody.

      “We don’t know what happened with Fadi. He called his wife (before the attack) and told her to prepare lunch,” Shadia said, adding that the family only found out about al-Qunbar’s involvement upon seeing footage of his truck running over soldiers.

      Israeli police spokeswoman Luba al-Samri confirmed in a statement on Sunday evening that Israeli forces had raided al-Qunbar’s home and detained nine “suspects,” including five of his relatives.

      Al-Samri added that Israeli police would remain heavily deployed in Jabal al-Mukabbir “until further notice.”

      Meanwhile, The Jerusalem Post reported that the Israeli security cabinet had convened in the wake of the attack and decided to withhold his body, reject family reunification requests of some of his relatives in Gaza and the occupied West Bank, and carry out a punitive demolition on al-Qunbar’s home as soon as possible.

    The God Trick! Is this not the rhetorical premise and the seductive promise of most data visualization? To see from the perspective of no person, no body? Our appetite for such perspectives is fierce, “gluttonous”, as [Donna] Haraway characterizes it.
     
    And yet, there are ways to do more responsible representation. There are ways to “situate” data visualization and locate it in concrete bodies and geographies. Critical cartographers, counter-mapping artists, indigenous mappers and others have experimented for years with these methods and we can learn from them. 

    Here are some beginning design thoughts about what #feminist_data_visualization could do:
     
    1. Invent new ways to represent uncertainty, outsides, missing data, and flawed methods

    While visualizations - particularly popular, public ones - are great at presenting wholly contained worlds, they are not so good at visually representing their limitations.
     
    2. Invent new ways to reference the material economy behind the data.

    (...) La « loi sur l’appel à la prière » n’arrive pas dans un contexte politiquement neutre. L’aile extrémiste du mouvement des colons, qui le défend, vandalise et incendie des mosquées en Israël et dans les territoires occupés depuis des années.

    Le nouveau projet de loi suit de près une loi d’expulsion présentée par le gouvernement qui permet aux législateurs juifs d’expulser du Parlement les représentants de la minorité palestinienne qui expriment des opinions controversées.

    Les dirigeants palestiniens en Israël ne sont invités à la télévision que pour se défendre contre des accusations de trahison.

    Et ce mois-ci, une branche d’une importante chaîne de restaurants de la ville de Haïfa, au nord du pays, où vivent de nombreux citoyens palestiniens, a interdit à son personne de parler l’arabe pour que les clients juifs ne puissent pas croire qu’on se moque d’eux.

    De plus en plus, la minorité palestinienne israélienne est exclue de la sphère publique. Le projet de loi « sur l’appel à la prière » est la dernière étape pour qu’on ne les entende et qu’on ne les voit plus du tout.

    Il est à noter que Bâle Ghattas, un législateur palestinien chrétien de Galilée, a aussi dénoncé le projet de loi. Il a promis que les églises de Nazareth, de Jérusalem et de Haïfa, diffuseraient l’appel à la prière si les mosquées étaient muselées.(...)
