Suite à des évolutions technologiques et économiques, le géant finlandais des équipements télécoms ne veut plus se séparer du champion français des câbles sous-marins. Mais en face, la France veut toujours conserver cette société, à l’activité éminemment stratégique, dans son giron. Voilà pourquoi des discussions ont débuté entre l’opérateur historique Orange, BPIFrance et Nokia pour trouver un moyen de diversifier l’actionnariat d’ASN et d’assurer son avenir industriel.
Pas question, désormais, de lâcher cette pépite ! Aujourd’hui, Nokia n’est plus disposé à vendre Alcatel Submarine Networks (ASN), un des leaders mondiaux des câbles sous-marins qu’il a récupéré en 2015, lors de son rachat d’Alcatel. Signe que le vent a tourné : au mois de janvier, La Tribune a indiqué que le géant finlandais des télécoms songeait à garder ASN sous sa coupe. Alors qu’à ce moment-là, Nokia négociait sa vente au petit équipementier français Ekinops (accompagné par BPIFrance et le fonds Aleph Capital). Trois mois plus tard, en avril, les négociations ont fini par capoter. Au grand dam de l’Etat français, qui dispose d’un droit de regard sur la vente d’ASN, et souhaite le renforcer à l’avenir. Et pour cause : les câbles sous-marins, où transitent 99% des communications intercontinentales, sont vitaux pour l’économie. Au cœur de l’Internet mondial, cette activité est aussi très sensible, et figure dans le collimateur des militaires et des espions.
Récemment, Rajeev Suri, le PDG de Nokia, a confirmé qu’il voulait conserver ASN. Lors de la présentation des résultats trimestriels du groupe, le 25 avril, il a justifié cette position nouvelle par des changements sur le marché des équipements de réseaux optiques. Toutefois, il a dit « comprendre » que le gouvernement français ne veuille pas qu’ASN demeure à 100% sous la coupe de Nokia et appelle à un partage de son actionnariat. Pourquoi ? Tout simplement pour sécuriser une activité considérée comme souveraine pour la France.
Mais pourquoi diable Nokia a-t-il changé son fusil d’épaule ? Selon deux sources proches du dossier, c’est la convergence technologique et économique entre les câbles sous-marins et les câbles terrestres qui explique ce revirement. Jusqu’à il y a peu, le marché des câbles sous-marins n’intéressait que des consortiums d’opérateurs. Comme ces infrastructures coûtent jusqu’à plusieurs centaines de millions d’euros, les Orange, Deutsche Telekom ou Telefonica commandaient leurs câbles ensemble, et en partageaient la propriété et la capacité. Mais l’arrivée des géants américains du Net (les GAFA Google, Amazon, Facebook et Amazon) a changé la donne.
Ces acteurs aux poches profondes ont une problématique différente des opérateurs : ils veulent de plus en plus disposer de leurs propres câbles pour relier directement leurs data centers à travers le globe. Outre les câbles sous-marins, ils ont également besoin de câbles terrestres pour assurer la liaison avec leurs centres de données. Autrement dit, pour relier deux data centers enfoncés dans les terres entre les Etats-Unis et l’Europe, un acteur comme Google aura besoin d’un câble sous-marin transatlantique, certes, mais aussi de deux câbles terrestres sur chaque continent. « On comprend, dès lors la logique à considérer les problématiques maritime et terrestre dans leur ensemble », nous dit une source.

Et afin de pouvoir continuer également à bénéficier d’aides publiques, alors qu’ils ont engrangé 55 milliards de dollars de profits en 2018. En contradiction flagrante avec l’Accord de Paris, ces cinq compagnies ont agi de manière à contrôler, à retarder ou à bloquer les politiques énergétiques contraignantes. Elles sont ainsi parvenues à retarder les actions des Etats visant à limiter le réchauffement de la planète à 1,5°C d’ici à la fin du siècle.

En 2018, le groupe Auchan a perdu de l’argent à cause notamment des mauvais résultats de ses supermarchés. Sa banque, en revanche, que la holding de la famille Mulliez s’apprête à céder au groupe bancaire BPCE, a été largement bénéficiaire, grâce à sa nouvelle arme commerciale : le paiement fractionné par carte bancaire.
En 2018, le point fort d’Auchan ce ne sont pas ses supermarchés, mais sa banque ! Sa filiale Oney Bank a en effet vu ses bénéfices progresser de 38% à 52,6 millions d’euros, quand le groupe dans son ensemble est déficitaire à hauteur de 950 millions d’euros. Présente dans 11 pays, la banque revendique 7,6 millions de clients à fin décembre 2018 et 400 commerçants partenaires.
Selon Oney Bank, c’est le déploiement de sa solution de paiement fractionné en ligne - que l’enseigne qualifie d’« offre phare » - qui explique ses résultats au beau fixe. Disponible en France, en Espagne, en Italie, au Portugal et en Belgique, ce service de paiement par carte en 3 ou 4 fois va être prochainement étendu à d’autres pays européens.
« 2018 a été l’occasion de renforcer les liens avec de grands partenaires historiques. Auchan Retail, Leroy Merlin, Norauto, Alinéa ou Electro-Dépôt ont confirmé leur confiance en Oney en renouvelant leurs contrats commerciaux long-terme, preuve de la performance et de la compétitivité des solutions déployées. D’autres enseignes, à l’instar de Showroomprivee, ou Alltricks ont choisi d’élargir leur partenariat en signant des contrats internationaux sur le paiement fractionné », ajoute Auchan dans son rapport annuel.
Le géant de la grande distribution va toutefois bientôt céder les manettes d’Oney Bank au groupe bancaire BPCE ▻https://www.cbanque.com/banque/actualites/72475/banque-populaire-caisse-epargne-va-mettre-la-main-sur-oney-la-banque-auchan , composé des Banques Populaires et des Caisses d’Epargne. Objectif : faire de cette dernière la banque digitale de proximité en Europe, probablement en remplacement de Fidor que BPCE souhaite revendre.

Ad campaigns hide investment in a huge expansion of oil and gas extraction, says InfluenceMap.
The largest five stock market listed oil and gas companies spend nearly $200m (£153m) a year lobbying to delay, control or block policies to tackle climate change, according to a new report.
#Chevron, #BP and #ExxonMobil were the main companies leading the field in direct lobbying to push against a climate policy to tackle global warming, the report said.
Increasingly they are using social media to successfully push their agenda to weaken and oppose any meaningful legislation to tackle global warming.
In the run-up to the US midterm elections last year $2m was spent on targeted Facebook and Instagram ads by global oil giants and their industry bodies, promoting the benefits of increased fossil fuel production, according to the report published on Friday by InfluenceMap (▻https://influencemap.org/report/How-Big-Oil-Continues-to-Oppose-the-Paris-Agreement-38212275958aa21196).
Separately, BP donated $13m to a campaign, also supported by Chevron, that successfully stopped a carbon tax in Washington state – $1m of which was spent on social media ads, the research shows.

Edward Collins, the report’s author, analysed corporate spending on lobbying, briefing and advertising, and assessed what proportion was dedicated to climate issues.
He said: “Oil majors’ climate branding sounds increasingly hollow and their credibility is on the line. They publicly support climate action while lobbying against binding policy. They advocate low-carbon solutions but such investments are dwarfed by spending on expanding their fossil fuel business.”
After the Paris climate agreement in 2015 the large integrated oil and gas companies said they supported a price on carbon and formed groups like the Oil and Gas Climate Initiative which promote voluntary measures.
But, the report states, there is a glaring gap between their words and their actions.
The five publicly listed oil majors – ExxonMobil, Shell, Chevron, BP and Total – now spend about $195m a year on branding campaigns suggesting they support action against climate change.
But the report said these campaigns were misleading the public about the extent of the oil companies’ actions because while publicly endorsing the need to act, they are massively increasing investment in a huge expansion of oil and gas extraction. In 2019 their spending will increase to $115bn, with just 3% of that directed at low carbon projects.
Shell said in a statement: “We firmly reject the premise of this report. We are very clear about our support for the Paris agreement, and the steps that we are taking to help meet society’s needs for more and cleaner energy.
“We make no apology for talking to policymakers and regulators around the world to make our voice heard on crucial topics such as climate change and how to address it.”
Chevron said it disagreed with the report’s findings. “Chevron is taking prudent, cost-effective actions and is committed to working with policymakers to design balanced and transparent greenhouse gas emissions reductions policies that address environmental goals and ensure consumers have access to affordable, reliable and ever cleaner energy.”
The successful lobbying and direct opposition to policy measures to tackle global warming have hindered governments globally in their efforts to implement policies after the Paris agreement to meet climate targets and keep warming below 1.5C.

The U.S. may be exporting natural gas at a record clip, but that hasn’t stopped it from accepting new imports. A tanker with fuel from Nigeria has berthed at the Cove Point import terminal in Maryland, while a second ship with Russian gas is idling outside Boston Harbor.
Pipeline constraints, depleted stockpiles and a 98-year-old law barring foreign ships from moving goods between U.S. ports is opening the way for liquefied natural gas to be shipped from overseas with prices expected to spike as the East Coast winter sets in.
The two tankers are carrying about 6 billion cubic feet of #LNG, enough to power 150,000 homes for a year. At one point Thursday, the ship carrying Nigerian fuel to Cove Point passed another tanker in the Chesapeake Bay filled with U.S. gas that was headed abroad.
“It is ironic,’” said John Kilduff, a partner at Again Capital LLC in New York. But the “super cheap gas” produced in the nation’s shale fields “is trapped down west of the Mississippi unable to serve its own market,” he said by phone. “The gas is where the people aren’t.”

The companies shipping the gas into Maryland — BP Plc and Royal Dutch Shell Plc — will likely have it stored until freezing East Coast temperatures push prices higher as local suppliers struggle to meet demand, according to Trevor Sikorski, head of natural gas, coal and carbon with the London-based industry consultant Energy Aspects Ltd. in a note to clients on Wednesday.
Meanwhile, the gas being exported out will likely fetch higher prices right now in Europe and Asia. Dominion Energy Inc., which owns the Cove Point terminal, didn’t respond to emailed and telephone requests seeking comment.
Other factors are at play as well. For instance, American providers can’t just ship LNG from shale fields in the south because the giant ships that transport the super-chilled fuel sail under foreign flags. Under the 1920 #Jones_Act, that means none can legally transport LNG to the Northeast from existing export terminals in Louisiana and Texas.
At the same time, even the vast pipeline network feeding the region can quickly develop bottlenecks at a time when stockpiles are sitting at their lowest levels for this time of year since 2002. While production is soaring, strong demand from more and more U.S. power plants using the fuel, along with new export terminals, soaks up much of that new supply.
“There’s still some logistics and pipelines that need to be built to match out to where the demand is,” Kilduff said.

The Trump administration on Thursday eased safety rules on offshore oil and gas production put in place after the deadly 2010 BP Plc #Deepwater_Horizon disaster, as part of its effort to slash regulations and boost the energy industry.
The Interior Department revised the 2016 oil and gas production safety systems rule, part of a series of regulations the Obama administration enacted on offshore drilling and production after the drilling well disaster that killed 11 oil rig workers, led to the worst environmental disaster in U.S. history and cost BP about $65 billion.
The final rule will appear in the federal register as soon as Friday, according to a document seen by Reuters.
It eliminates or changes some safety standards for when a well is producing oil or gas, such as requiring that independent third parties certify devices. Other changes involve when operators have to notify the government about beginning oil and gas production and what they have to report about equipment failures.
]]>Emissions impossible: How big meat and dairy are heating up the planet
The world’s biggest meat and dairy companies could surpass Exxon, Shell and BP as the world’s biggest climate polluters within the next few decades. At a time when the planet must dramatically reduce its greenhouse gas emissions, these global animal protein giants are driving consumption by ramping up production and exports. GRAIN and the Institute for Agriculture and Trade Policy (IATP) examined the world’s largest 35 companies and found that most are not reporting their GHG emissions data and few have set targets that could reduce their overall emissions. We need to urgently build food systems that meet the needs of farmers, consumers and the planet. But to do so, we must break the power of the big meat and dairy conglomerates and hold them to account for their supersized climate footprint.
New research from GRAIN and IATP shows that:
Together, the world’s top five meat and dairy corporations are now responsible for more annual greenhouse gas emissions than Exxon, Shell or BP.
By 2050, we must reduce global emissions by 38 billion tons to limit global warming to 1.5 degrees Celsius. If all other sectors follow that path while the meat and dairy industry’s growth continues as projected, the livestock sector could eat up 80% of the allowable GHG budget in just 32 years.
Most of the top 35 global meat and dairy giants either do not report or underreport their emissions. Only four of them provide complete, credible emissions estimates.
Fourteen of the 35 companies have announced some form of emission reduction targets. Of these, only six have targets that include supply chain emissions, yet these emissions can account for up to 90% of total emissions. The six companies that do pledge cuts in supply chain emissions are simultaneously pushing for growth in production and exports, driving their overall emissions up regardless of their intention to reduce emissions per kilo of milk or meat produced.

Shootés à l’argent public, addicts aux privilèges et rente de « l’Etat pompeur », les « fils de » ont un « couloir vert » dans les ports, les tapis rouges des salons d’honneur, occupent des postes (fictifs de préférence, mais rémunérés en devises) dans les grandes compagnies (Air Algérie, Sonatrach…), postés dans les grandes capitales mondiales. Ils sont dans la diplomatie, dans les agences et organismes internationaux. Ils ont des ports secs pour cocaïne pure (fils du général Hamel) et quincaillerie de luxe, des flottes (navires de la Cnan rachetés en partie par Réda Habour).
Ils sont dans le négoce des matières premières (Sina Khelil…), dans la distribution, souvent en situation de monopole (Mouloud Djebbar, fils du général M’henna Djebbar), « bien nés » et as du trafic d’influence, ils ont les clés des coffres-forts de l’Etat social, dépecés, en bandes organisées, lors des soirées banquet. D’affriolantes saisons algériennes pour une jet-set fâchée avec le Projet national et le principe d’égalité des chances.
Boucherie du peuple vs caudillo du régime
Kouba. « Marché des 13 salopards ». « La boucherie du peuple ». Il porte bien son nom, le très « modeste » magasin de Kamel « Le Boucher », gros sous-traitant présumé des cartels de la cocaïne, scellé depuis plus d’un mois. L’homme aux 701 kg de coke a entraîné dans sa chute spectaculaire deux caudillos du régime : Abdelghani Hamel et Menad Nouba, tout puissants patrons de la police et de la gendarmerie.
Au ministère de la Défense, gros client de la viande importée par « le Boucher », deux généraux-majors, Boudouaour Boudjemaa, le directeur des finances, et Mokdad Benziane, directeur du personnel du MDN, sont éjectés, « admis à la retraite ». Le menu fretin (26 inculpés-1, le fils de l’ex-Premier ministre Tebboune) est envoyé au cachot. L’Algérie, ses attributs de pouvoir, ses autorités régaliennes, flirte dangereusement avec narco-Etat.
Dans le Vieux Kouba, c’est encore la consternation. La colère. De l’incompréhension aussi. « Kouba, ce sont toutes ces personnalités qui ont fait l’histoire. De Ferhat Abbas qui y a vécu (en résidence surveillée) au colonel Mohamedi Saïd, de Cheikh Soltani à Ali Benhadj et j’en passe. Mais des ”cavés” comme ça, on en avait pas. » Yazid, spécimen de cette petite bourgeoisie de Kouba qui se sent « salie » par l’érection dans son paysage de ce sulfureux personnage. « Ce berani (étranger) qui a débarqué ici presque avec son seul vélo et qui s’achètera, en un temps record, pas moins de 26 villas. »
A Alger, les gendarmes de la section de recherches ont mis au jour 22 promotions immobilières, dont les appartements de standing sont cédés à des hauts fonctionnaires de l’Etat. « L’homme aurait juré de raser toute la ville et de ne laisser au peuple de Kouba que l’Hôtel de la mairie pour ses papiers d’identité. » Au chemin Calvaire, dans le bas Kouba, il aurait offert quelque 130 milliards pour s’adjuger un djenane de 6000 m2. « La famille, une grande famille de militants nationalistes qui y résidait depuis plusieurs générations, voulait préserver la valeur patrimoniale de la résidence.
Le Boucher ne voulait rien savoir. ”Dites-moi plutôt combien elle fait en longueur, combien en largueur et combien vous en voulez !” » Le Boucher a, selon ce riverain, mis tout le monde dans sa poche, « distribuant des cadeaux et liasses de billets par-ci, des kilos de viande par-là, offrant une voiture au commissaire, de petits pécules pour les fonctionnaires des mairies, de la daïra et de la wilaya et même des omra aux fidèles de la mosquée ».
Le « gueux » quadra, fils d’un boucher venu de sa « gueuse » province de Palestro (Lakhdaria), s’est blanchi sous le harnais du pouvoir et de ses camorra. Sa résidence à Kouba, située en face du commissariat de police (qui n’a rien vu) ; les bureaux de ses sociétés à La Croix et à Aïn Naâdja ne désemplissaient pas de visiteurs de haut rang qui lui mangeaient avidement dans la main. « Les magistrats sont en train de compiler les écoutes téléphoniques et quelque 3 ans de vidéo-surveillance », rapporte la journaliste Salima Tlemçani, qui enquête sur l’affaire.

Portrait d’un fils de… De l’élevage ovin dans les Hauts-Plateaux à la technologie de pointe, Lotfi Nezar est un entrepreneur aussi polyvalent que coriace. « Il est impitoyable en affaires », témoigne HKM*, un employé de SLC (Smart Link Communication), la « petite » boîte familiale devenue grande (plus de 150 employés), nichée au chemin Gadouche (Ben Aknoun) sur le domaine d’une ancienne coopérative militaire.
PDG de la société, Lotfi, l’aîné, y est actionnaire au même titre que sa fratrie et son généralisme paternel, aussi président de son conseil d’administration. Pionniers dans la technologie wimax (solution internet haut débit par ondes hertziennes), les fils du général affichaient un carnet de commandes plein.
Ses abonnés clients allant des ministères de la Défense, de la Santé, de l’Enseignement supérieur aux compagnies pétrolières (Becker, Schlumberger, Sonatrach…), les banques (BNP Paris Bas…), Alstom, Peugeot. « Une véritable machine à cash dont une partie des revenus générés est perçue en devise, en Espagne, notamment », décrit la gorge profonde. Le pouvoir, la réputation du père, le général Khaled Nezzar (sauveur de la République ou fossoyeur de son peuple, c’est
selon), parmi les premiers promus sous Chadli au grade d’officier général, a fait exploser littéralement le plan de charge de la SPA, créée en 1997. « Aujourd’hui, les affaires tournent de moins en moins bien. A cause de la concurrence soutenue par deux autres fournisseurs de services, Anwar Net et Icosnet, tout aussi puissants et adossés à des pontes mais surtout à cause des déboires de la famille avec le clan présidentiel. » Le général a dû, selon la même source, rembourser quelque 40 milliards de crédits alors que d’autres ont vu leurs ardoises effacées. La patrie pour les riches, le patriotisme pour les pauvres.

Déclinaison locale de « Entrepreneurs de progrès », la devise chère au FCE, le cercle des bonnes affaires sis à El Mouradia, au fond d’une impasse, rue Sylvain Fourastier, du nom du maire de Bir Mourad Raïs dans les années 1940. C’est ici, dans la proximité charnelle du pouvoir et de l’argent, à quelques centaines de mètres du Palais présidentiel, que se trouve la fine fleur du CAC 40 algérien, les Kouninef, Bairi, Mazouz, Benabdeslam, Benamar, Tahkout et consorts, empires biberonnés aux marchés publics.
« 150 millions pour réserver sa place à la table du Premier ministre. » H. Imad*, témoin ulcéré par les turpitudes de cette business class « made in bladi », jeune loup de la finance, a été dans le staff de Ali Haddad, le président du Forum des chefs d’entreprise, le FCE. « Self made man » comme sait en « fabriquer » à la chaîne le cercle présidentiel, le patron du groupe ETRHB, petite société de BTP fondée en 1997, est propulsé, 20 ans après, à la tête d’un empire engrangeant quelque 400 millions de dollars de revenus annuel (Forbes). « Rebrab ? C’est rien. Mon chiffre d’affaires à moi, c’est 5 à 6 fois plus », se vanterait Ali Haddad.
Le groupe Cevital, propriété d’Issad Rebrab, affiche un chiffre d’affaires de 3,5 milliards de dollars. Agence parapublique orientée vers la captation des contrats publics, le FCE possède sa version « fils de ». Jil FCE, ce pouls de jeunes entrepreneurs connectés aux centres de décisions. Comme Allégories, la boîte de com’ et événementiel, drivée par le tandem Lourari/Marhoun Rougab, fils de Mohamed Rougab, secrétaire particulier du président Bouteflika.
C’est Allégorie qui, le 3 décembre 2016, a organisé, pour le compte du FCE, le Forum africain d’investissements et d’affaires au Centre international de conférences (CIC) et qui a tourné au fiasco. Ce jour-là, le gouvernement Sellal, arguant les « entorses au protocole », se retira, sous les regards médusés de centaines d’invités étrangers. « Tout n’a pas été dit sur cette affaire du CIC, raconte Imad. Il y avait une forme de mise en scène, puisque le gouvernement était la veille en possession du programme des interventions et aurait pu décliner sa participation. »
Les enjeux se superposaient, selon lui. Dans les coulisses du CIC, aux manettes, ce fut Saïd Bouteflika, tout puissant frère et conseiller plénipotentiaire du Président. « Il fallait à la fois happer le destin de Lamamra, le MAE qui était présidentiable, saper l’autorité du gouvernement au profit d’un patronat paraissant tout puissant, et troisio, renverser la table des négociations des contrats qui s’amorçaient dans la salle (…). »
Jeunesse dorée, jeunesse offshore
De SwissLeaks à Panama Papers, une orgie à coups de centaines de millions de dollars. Les listings des propriétaires algériens de comptes dans les banques suisses (HSBC) et de sociétés offshore au Panama renseignent sur la fraude à grande échelle et sur les pratiques des faunes au pouvoir. Le scandale planétaire des Panama Papers est aussi celui de cette caste d’Algériens dont les fortunes mal acquises transhument à travers les paradis fiscaux, lavées, blanchies, « réinvesties ».
Des Îles Vierges britanniques au Panama, des îles Caïman à la République suisse, de la Barbade à Maurice, de Hong Kong à Dubaï, la toute nouvelle plaque tournante du blanchiment de l’argent algérien. Aux Emirats, une société offshore, c’est 30 000 dollars de capital avec droit de succession garanti pour les ayants droit en cas de décès du propriétaire.
Dans les Panama Papers, les Algériens y sont souvent en famille : les Khelil (Chakib), père, épouse et fils, les Sellal (père et fille), les Bouchouareb, les Habour, les Chadli, les frères Bedjaoui, les Zerhouni – entre autres cités –, paraissant en qualité de propriétaires, bénéficiaires et/ou ayants droit de sociétés offshore. Journaliste d’investigation, membre du réseau ICIJ – le Consortium international des journalistes d’investigation qui révéla le scandale Panama Papers –, Lyès Hallas a eu accès à certains documents fuités de la société fiduciaire panaméenne Mossack Fonseca.
Ne se distinguant ni par des « compétences reconnues » ni par un « savoir-faire particulier », les « fils de », observe le journaliste, excellent par contre dans la « fructification des carnets d’adresses » de leurs parents, dans la mise en relation d’affaires d’entreprises étrangères intéressées par le marché algérien. Ils sont dans « l’intermédiation internationale ».
Farid Bedjaoui, neveu de l’ancien ministre des Affaires étrangères, est de ceux-là. « Ce ne sont certainement pas les 75 000 dollars canadiens de revenus annuels générés par son ancienne société de négoce qui ont permis à Bedjaoui de s’offrir des tableaux de Salvador Dali ou des biens immobiliers à Montréal et à New York, mais, les placements de Sonatrach.
Pourquoi n’a-t-il pas pu décrocher la gestion des portefeuilles de BP ou ExxonMobil, génie en placements financiers qu’il est ? » Impliqué dans les affaires Saipem, Sonatrach, SNC Lavalin (suit une longue liste), Farid Bedjaoui passe pour celui qui sait ouvrir les portes blindées des décideurs algériens, sécurisant, via un système de commissions/rétro-commissions, les gros contrats de compagnies étrangères.
« Le drame de ce pays est que son élite dirigeante n’imagine pas son avenir, l’avenir de ses enfants, en Algérie. Son principal souci est de trouver des alternatives pour financer l’éducation, les soins ou s’offrir une douce retraite à l’étranger, parce que les salaires perçus ne sont pas en mesure de prendre en charge son train de vie. Comment un Pdg de Sonatrach qui touche 300 000 DA de salaire mensuel pourrait s’acheter une résidence à Neuilly-sur-Seine ? »
Les Gated communities du Mont Sidi Yaya
Mont Sidi Yaya… Hydra. Le « Beverly Hills » algérois, une houma branchée au grille-pain et à la compteuse à billets, n’a rien d’un quartier pour ouled bouchia. Gosses de riches, gosses de maqla (pontes) et résidus du lumpenprolétariat s’y côtoient intimement dans ce lit d’oued (oued Hydra) où la jet-set s’est offert, par flots d’argent ininterrompus, son quartier de « luxe »…
Enfant de la cité Sellier, populace suspendue aux flancs des Crêtes, Nadir a vu le quartier se transfigurer. En seulement quelques années d’économie de bazar. « Vous voyez ce pâté de villas, désigne-t-il de la main. Elles appartiennent toutes à des généraux. Le terrain sur lequel elles sont construites devait accueillir à l’origine une coopérative pour enseignants. » Banques étrangères, restaurants sélects, magasins de grandes marques, Sidi Yahia est le quartier des affranchis du pouvoir et des franchises qui prolifèrent.
Malgré les nombreux interdits dressés par la Banque d’Algérie qui proscrit le transfert des royalties au franchiseur (la maison mère détentrice de la marque). Comment s’y prennent-elles ? « D’abord, elles appartiennent toutes à de hauts responsables et/ou à leurs enfants, ensuite, elles contournent les obstacles de la BA en gonflant le prix d’achat ou en transférant les devises sous le prétexte de l’assistance technique. »
Tout autour du quartier chic, des résidences gardées. Un phénomène urbanistique en pleine expansion. Des Gated Communities où gent aisée et gent du pouvoir s’inventent un « entre-soi », loin des masses qui menacent. Safar Zitoun Madani, spécialiste en sociologie urbaine, ne hurle pas au loin pour autant. Les Gated Communities sont un phénomène « universel ». De la Chine « communiste » à l’Afrique du Sud, du Maroc aux Etats de l’Amérique latine. Une tendance mondiale. L’implantation de ces bunkers hautement sécurisés renseigne toutefois sur les inégalités qui s’accroissent dans un pays. Des inégalités qui ne sont pas toujours justifiées d’un point de vue économique.
Des « inégalités un peu honteuses » et un « enrichissement pas très transparent ». « Dans le cas algérien, dit le sociologue, il faut un peu le relativiser. Car ce qui le caractérise, c’est qu’avant l’indépendance, nos villes étaient extrêmement inégalitaires du point de vue de la répartition des populations dans l’espace. Il y avait d’un côté les quartiers européens, les quartiers mixtes et les quartiers musulmans où résidaient la majorité des Algériens.
A l’indépendance, cette structure ségrégationniste, inégalitaire, a complètement explosé. Nos villes se sont mélangées, des populations d’origines modeste, moyenne, ont occupé des habitations situées dans les quartiers européens. Aujourd’hui, ce que l’on constate, c’est que les élites, notamment celles qui disposent des ressources, ne se retrouvent plus dans ce mélange. Alors, elles inventent des espaces d’entre-soi.
On revient, en quelque sorte, contre l’absence de ségrégation, et par des formes inédites, à une nouvelle façon de ségréguer, de se séparer des autres. » Loin du Fahs algérois, la proche campagne d’Alger, naguère prisée par les bourgeoisies coloniales, ottomane et française, les quartiers de l’ancienne plaine de la capitale sont en plein dans le processus de « gentrification », mot désignant ces quartiers de la noblesse anglaise qui étaient à l’origine des quartiers populaires d’origine sociale modeste.
Les opérations de relogement, de résorption de l’habitat précaire, menées au pas de charge, sur fond de spéculation foncière, immobilière, vident le Vieil Alger de sa population, au profit d’une autre. « Ce sont des processus sociologiques très courants. Ces quartiers, pour des raisons pratiques, leurs positions dans la ville, la présence d’opportunités, attirent une clientèle qui prend une coloration sociale bien particulière (…).
Progressivement donc, il y a un remplacement de population. » Dans ce processus, précise le spécialiste, l’Etat n’y est pour rien : « Il n’y a pas de volonté derrière, pas de deus ex machina, pour délimiter les quartiers des riches des quartiers pauvres. Ce sont des processus objectifs. » Dans le plan d’urbanisme d’Alger, explique-t-il, qui n’est pas « ségrégatif », la volonté de vider les quartiers populaires n’y est pas.
« Même si derrière un certain vocabulaire très technique, il y a la possibilité de comprendre que telle zone, par exemple, est destinée à une population fortunée. Mais il n’y a pas de volonté de déloger les gens du centre-ville, les populations pauvres et modestes pour la périphérie. Dans les plans, il n’y a rien de cela, dans la pratique, avec les opérations de relogement en cours. Effectivement, pour certains bidonvilles du centre-ville d’Alger, les populations sont relogées en périphérie. Est-ce qu’il y a une volonté de déportation de ces populations ? The greatest crimes of human history are made possible by the most colorless human beings. They are the careerists. The bureaucrats. The cynics. They do the little chores that make vast, complicated systems of exploitation and death a reality. They collect and read the personal data gathered on tens of millions of us by the security and surveillance state. They keep the accounts of ExxonMobil, BP and Goldman Sachs. They build or pilot aerial drones. They work in corporate advertising and public relations. They issue the forms. They process the papers. They deny food stamps to some and unemployment benefits or medical coverage to others. They enforce the laws and the regulations. And they do not ask questions.
Good. Evil. These words do not mean anything to them. They are beyond morality. They are there to make corporate systems function. If insurance companies abandon tens of millions of sick to suffer and die, so be it. If banks and sheriff departments toss families out of their homes, so be it. If financial firms rob citizens of their savings, so be it. If the government shuts down schools and libraries, so be it. If the military murders children in Pakistan or Afghanistan, so be it. If commodity speculators drive up the cost of rice and corn and wheat so that they are unaffordable for hundreds of millions of poor across the planet, so be it. If Congress and the courts strip citizens of basic civil liberties, so be it. If the fossil fuel industry turns the earth into a broiler of greenhouse gases that doom us, so be it. They serve the system. The god of profit and exploitation. The most dangerous force in the industrialized world does not come from those who wield radical creeds, whether Islamic radicalism or Christian fundamentalism, but from legions of faceless bureaucrats who claw their way up layered corporate and governmental machines. They serve any system that meets their pathetic quota of needs.
These systems managers believe nothing. They have no loyalty. They are rootless. They do not think beyond their tiny, insignificant roles. They are blind and deaf. They are, at least regarding the great ideas and patterns of human civilization and history, utterly illiterate. And we churn them out of universities. Lawyers. Technocrats. Business majors. Financial managers. IT specialists. Consultants. Petroleum engineers. “Positive psychologists.” Communications majors. Cadets. Sales representatives. Computer programmers. Men and women who know no history, know no ideas. They live and think in an intellectual vacuum, a world of stultifying minutia. They are T.S. Eliot’s “the hollow men,” “the stuffed men.” “Shape without form, shade without colour,” the poet wrote. “Paralysed force, gesture without motion.”
It was the careerists who made possible the genocides, from the extermination of Native Americans to the Turkish slaughter of the Armenians to the Nazi Holocaust to Stalin’s liquidations. They were the ones who kept the trains running. They filled out the forms and presided over the property confiscations. They rationed the food while children starved. They manufactured the guns. They ran the prisons. They enforced travel bans, confiscated passports, seized bank accounts and carried out segregation. They enforced the law. They did their jobs.
Political and military careerists, backed by war profiteers, have led us into useless wars, including World War I, Vietnam, Iraq and Afghanistan. And millions followed them. Duty. Honor. Country. Carnivals of death. They sacrifice us all. In the futile battles of Verdun and the Somme in World War I, 1.8 million on both sides were killed, wounded or never found. In July of 1917 British Field Marshal Douglas Haig, despite the seas of dead, doomed even more in the mud of Passchendaele. By November, when it was clear his promised breakthrough at Passchendaele had failed, he jettisoned the initial goal—as we did in Iraq when it turned out there were no weapons of mass destruction and in Afghanistan when al-Qaida left the country—and opted for a simple war of attrition. Haig “won” if more Germans than allied troops died. Death as score card. Passchendaele took 600,000 more lives on both sides of the line before it ended. It is not a new story. Generals are almost always buffoons. Soldiers followed John the Blind, who had lost his eyesight a decade earlier, to resounding defeat at the Battle of Crécy in 1337 during the Hundred Years War. We discover that leaders are mediocrities only when it is too late.

Royal Dutch Shell has kicked off production at its deepwater Kaikias development in the U.S. Gulf of Mexico at a break-even price of less than $30 per barrel.
Shell Offshore, a subsidiary of Royal Dutch Shell, announced Thursday the early start of production at the first phase of Kaikias, which has an estimated peak production of 40,000 barrels of oil equivalent per day (boe/d), around one-year ahead of schedule.
Shell says it has reduced costs by around 30% at this deep-water project since taking the investment decision in early 2017, lowering the forward-looking, break-even price to less than $30 per barrel of oil.

Kaikias is located in the prolific Mars-Ursa basin around 130 miles (210 kilometres) from the Louisiana coast and is owned by Shell (80% working interest), as operator, and MOEX North America LLC (20% working interest), a wholly owned subsidiary of Mitsui Oil Exploration Co., Ltd.
The Kaikias development, located in around 4,500 feet (1,372 metres) of water, sends production from its four wells to the Shell-operated (45%) Ursa hub, which is co-owned by BP (23%), Exxon Mobil (16%), and ConocoPhillips (16%). From the Ursa hub, volumes ultimately flow into the Mars oil pipeline.
In the first quarter of 2018, Shell deep water produced around 731,000 boe/d, globally.

Chevron, Royal Dutch Shell, BP and the French company Total revealed their discoveries within a 24-hour period Tuesday and Wednesday, shifting attention from the Permian Basin in West Texas, which has become the center of the industry’s rebound from the last oil bust. This new activity offshore could provide a much needed boost to the explorers, drillers and equipment makers that employ tens of thousands of people in the Houston area.

Britain’s biggest pipeline from its North Sea oil and gas fields is likely to be shut for several weeks for repairs, its operator said on Tuesday, disrupting gas flows and sending international crude prices to their highest since mid-2015.
The closure has struck during a winter freeze in Britain, where snow and ice have driven up demand for heating fuel just as gas flows through the network, which carries a third of Britain’s gas produced offshore, were disrupted.
“We are working to get the pipeline restored to full operation as quickly as we can safely do so... We have previously indicated a time frame of three to four weeks and we believe it is no less than two,” operator INEOS said in a email to customers seen by Reuters.
The pipeline, which carries about 450,000 barrels per day (bpd) of Forties crude, was shut after cracks were found.
It has particular significance to global markets because Forties is the largest out of the five crude oil streams that underpin the dated Brent benchmark, against which other crude prices are broadly based. Benchmark Brent crude prices rose above $65 per barrel for the first time since the middle of 2015 following the closure on Monday.
INEOS only completed the purchase of the Forties pipeline system from oil major BP in October. A minor leak had caused a partial shutdown on Dec. 7 and a full shutdown on Monday. INEOS said the small crack has not increased over the past 24 hours.

Today, renewable power projects get about 3 percent of $100 billion in combined annual spending by the five biggest oil firms, according to energy consultancy Wood Mackenzie.
BP, Chevron, Exxon Mobil, Royal Dutch Shell and Total are instead milking their drilling and processing assets to finance investor payouts now and bolster balance sheets for the future. They believe they can enter new energy sectors later by acquiring companies or technologies if and when others prove them profitable.
“There is no sign of peak demand right now,” said Chevron CEO John Watson, an economist by training, who is retiring in early 2018. “For the next 10 or 20 years, we expect to see oil demand growth.”

Nous avons mené l’enquête sur ce service utile aux étudiants, et en partie financé avec leurs données personnelles, sans qu’ils en soient pleinement conscients et informés, révélateur d’un certain écosystème numérique contemporain.
Ces données géographiques sont envoyées vers beaconforstore.com. Ce site appartient à Neerby, entreprise filiale de la société française Ezeeworld. Se présentant comme une « plate-forme de retargeting physique », elle promet aux entreprises de cibler leurs clients potentiels « en analysant leurs habitudes et leurs trajets » en s’appuyant justement sur des données collectées par des applications tierces. Neerby peut ainsi « connaître la fréquentation [du consommateur] (temps de présence, récurrence…) et ses lieux de vie (lieu d’habitation, de travail, loisirs…) », se vantait, au mois d’avril, le gérant d’Eezyworld, Patrick Chatanay, sur le site spécialisé Ecran Mobile. L’entreprise stocke-t-elle les données des centaines de milliers d’usagers de l’application Izly ? Les utilise-t-elle pour les proposer à ses clients ? Le gérant d’Ezeeworld a refusé à plusieurs reprises de répondre à nos questions, insistant sur le fait que sa société n’était qu’un intermédiaire technique entre l’application Izly, utilisée par les Crous, et une troisième entreprise, Take & Buy.
« En échange, on leur a demandé de proposer un certain nombre d’opérations [publicitaires]. Ils l’ont accepté mais avec de gigantesques restrictions, qui éliminent quasiment tous les annonceurs : sur 103 opérations proposées, ils en ont accepté quatre », précise-t-il encore.
L’intrusion publicitaire est limitée, mais qu’arrive-t-il à ces données ? M. Allocio nie formellement les stocker et explique qu’aussitôt qu’elles parviennent à Take & Buy, celle-ci vérifie si une entreprise cliente désire envoyer un message publicitaire à l’utilisateur. Si cette entreprise ne le désire pas, toujours selon M. Allocio, les données disparaissent. « Je ne vends pas de profils », assure M. Allocio, affirmant ne « jamais, jamais, jamais [sic] stocker l’ombre d’une information sur un utilisateur ». « Aucune donnée n’est stockée par Ezeeworld », confirme Olivier Tilloy, directeur général adjoint de S-money, l’entreprise qui édite l’application Izly pour le Cnous, ajoutant qu’en ayant « un droit d’audit sur Take & Buy, [S-money] peut à tout moment vérifier qu’il respecte bien le traitement des données ».

Si, sur le site officiel, il est indiqué qu’« Izly s’engage (…) sur la protection de vos données personnelles et de votre confidentialité », il n’y est fait nulle mention de l’envoi de données de localisation à des sociétés publicitaires. Il faut se pencher sur les quelques lignes d’une autre version des conditions d’utilisation du service, très loin d’être lues par la majorité des étudiants, pour savoir que les données personnelles de l’utilisateur sont recueillies par « S-money, le groupe BPCE, ainsi [que par] ses filiales directes et indirectes ou [par] ses partenaires commerciaux » et peuvent être utilisées pour de la « prospection et [de] l’animation commerciale ».

The report found that more than half of global industrial emissions since 1988 – the year the Intergovernmental Panel on Climate Change was established – can be traced to just 25 corporate and state-owned entities. The scale of historical emissions associated with these fossil fuel producers is large enough to have contributed significantly to climate change, according to the report.

D’après la Fédération internationale des droits de l’homme (FIDH), plusieurs institutions financières françaises possèdent des parts, qui dépassent rarement le point de pourcentage, qui « contribuent indirectement au maintien et au développement » des colonies, selon l’étude intitulée Les liaisons dangereuses des banques françaises avec la colonisation israélienne.
Les quatre banques et l’assureur gèrent des « participations financières » ou « détiennent des actions » dans des banques israéliennes, qui constituent un « outil essentiel de la politique de colonisation » en « finançant les constructions », souligne ce rapport co-écrit notamment avec la Ligue des droits de l’homme (LDH) et la CGT.

De son côté, Axa précise que « les investissements en question représentent une part infime de [ses] actifs sous gestion » et souligne avoir fait étudier ce dossier en 2016 par son comité d’investissement responsable qui n’avait pas trouvé matière à le remettre en cause.
Les Nations unies et la grande majorité de la communauté internationale considèrent comme illégales les colonies israéliennes en Cisjordanie occupée et à Jérusalem-Est annexée.
« On veut que les entreprises françaises retirent leur argent des sociétés israéliennes ayant à voir avec les colonies », comme le stipulent des « recommandations » du ministère des Affaires étrangères publiées en 2014, a expliqué Didier Fagart, un membre de l’association France Palestine solidarité, également co-auteure du rapport.
Le document révèle également que BNP Paribas, la Société générale, LCL (filiale du groupe Crédit Agricole) et Natixis (filiale du groupe BPCE) ont accordé 288 millions d’euros sur la période 2004-2020 à l’entreprise publique Israel Electric Corporation (IEC) pour l’extension de deux centrales au gaz, alors que l’IEC approvisionne en électricité les colonies en Cisjordanie.

Des fonds de pension néerlandais et luxembourgeois se sont désengagés ces dernières années des cinq banques israéliennes avec lesquelles les banques françaises ont des liens, pour leur implication dans la colonisation. A tanker carrying over 1 million barrels of U.S. light crude finished discharging on Monday after a 100-day wait related to payment delays from Venezuela’s state-run PDVSA to oil major BP Plc, according to Thomson Reuters vessel tracking data.
PDVSA in March awarded BP a tender to import up to 8.2 million barrels of U.S. crude for the second quarter, but long payment delays have since April created bottlenecks to discharge about a dozen cargoes, boosting the costs for the oil.
The Suezmax tanker Sonangol Cabinda, which arrived at the Caribbean island of Curacao in mid-June from the U.S. port of Beaumont in Texas, was finally authorized to enter PDVSA’s Bullen Bay terminal on Sept. 23, the data showed.
PDVSA had a pending payment of $57.26 million for the cargo, which loaded in early June and became the 10th shipment of U.S. crude sent by BP to PDVSA as part of the tender, according to internal data seen by Reuters.
BP said it would not comment on commercial operations. PDVSA did not respond to requests for comment.
While pending invoices to suppliers pile up, many providers are asking PDVSA to be pre-pay before authorizing tankers to discharge. Other companies have agreed to receive Venezuelan crude or refined products in exchange.
Another three vessels carrying U.S. light crude sold by BP to PDVSA are still waiting to discharge around Curacao. The Aframax tankers Valfoglia, British Cormorant and Whistler Spirit arrived in the Caribbean from late August to early September, according to the data.
PDVSA said in an internal document in August that it had a budget shortfall of $152 million for these crude imports.

The world’s largest oil, coal, cement and mining companies have been given 45 days to respond to a complaint that their greenhouse gas emissions have violated the human rights of millions of people living in the Phillippines.
In a potential landmark legal case, the Commission on Human Rights of the Philippines (CHR), a constitutional body with the power to investigate human rights violations, has sent 47 “carbon majors” including Shell, BP, Chevron, BHP Billiton and Anglo American, a 60-page document accusing them of breaching people’s fundamental rights to “life, food, water, sanitation, adequate housing, and to self determination”.
The move is the first step in what is expected to be an official investigation of the companies by the CHR, and the first of its kind in the world to be launched by a government body.
The complaint argues that the 47 companies should be held accountable for the effects of their greenhouse gas emissions in the Philippines and demands that they explain how human rights violations resulting from climate change will be “eliminated, remedied and prevented”.

Most important of these is oil. Buried in deep in volume 9 of the 2.6 million-word report, Chilcot refers to government documents that explicitly state the oil objective, and outlining how Britain pursued that objective throughout the occupation. But he does not consider this evidence in his analysis or conclusions. Oil considerations do not even appear in the report’s 150-page summary.
To many people around the world, it was obvious that oil was a central issue, as Iraq itself had nearly a tenth of the world’s oil reserves, and together with its neighbouring countries nearly two thirds. There was a clear public interest in understanding how that affected UK decisions. Chilcot failed to explore it.
Section 10.3 of the report, in volume 9, records that senior government officials met secretly with BP and Shell on at several occasions (denied at the time) to discuss their commercial interests in obtaining contracts. Chilcot did not release the minutes, but we had obtained them under the Freedom of Information Act: they are posted here. In unusually expressive terms for a civil service write-up, one of the meeting’s minutes began, “Iraq is the big oil prospect. BP are desperate to get in there” (emphasis in original).
Also in that section, Chilcot includes references to several pre-war documents identifying a British objective of using Iraqi oil to boost Britain’s own energy supplies. For example, a February 2002 Cabinet Office paper stated that the UK’s Iraq policy falls “within our objectives of preserving peace and stability in the Gulf and ensuring energy security”. A Foreign Office strategy paper in May 2003, which Chilcot didn’t include, was even more explicit: “The future shape of the Iraqi oil industry will affect oil markets, and the functioning of OPEC, in both of which we have a vital interest”.

From the shores of Savannah, Georgia, to the Beaufort, North Carolina beachfront, coastal communities in conservative southern states have locked arms in opposition to oil and gas drilling in the Atlantic waters lapping their shores.
A different story is playing out in Virginia, where Democratic Governor Terry McAuliffe and both Democratic U.S. senators support nearby drilling which they say could deliver jobs, new business, and money to the state.
“Virginia is the battleground state,” said Athan Manuel, director of the lands protection program at the Sierra Club.
The Obama administration opened the door to a new generation of offshore drilling along the East Coast in 2015, when it released a draft plan for selling oil and gas leases in 104 million acres of the mid- and south-Atlantic. Now, as the administration prepares to release the next version of its 2017-2022 leasing proposal, the penultimate step before finalizing it later this year, a big question is whether Virginia’s coastline will remain up for grabs.
The answer could come as soon as this week.
The stakes are huge for Royal Dutch Shell Plc, BP Plc, Anadarko Petroleum Corp. and other companies whose U.S. offshore activity is largely confined to the Gulf of Mexico. The Interior Department has estimated that 3.3 billion barrels of oil and 31.3 trillion cubic feet of natural gas could be recovered from the Atlantic outer continental shelf, based on data from the 1970s and 1980s, when energy companies drilled 51 wells off the U.S. East Coast.

For Obama, the issue is tied to his environmental legacy, following a historic climate accord struck in Paris in December, a rule slashing carbon dioxide emissions from power plants, and a halt in leasing coal on public land. “There is no way that opening these areas is going to be seen as anything other than a contradiction” of the president’s climate goals, said Franz Matzner, a senior adviser with the Natural Resources Defense Council Action Fund.
“If you open these offshore areas up for oil drilling, it’s telegraphing that you really don’t believe in our ability to achieve our climate goals,” Matzner said in an interview. “You’re saying in 20 or 30 years we will still be so stuck on fossil fuels that we can’t afford to take this oil off the table. Greece is in preliminary talks with Iran to secure natural gas for local needs and provide a gateway for the Persian Gulf nation to supply fuel to other parts of Europe, Greek Energy Minister Panos Skourletis said.
Greece produces little oil and almost no gas, while Iran is a member of OPEC and holds gas reserves that BP Plc ranks as the world’s largest. The countries agreed in January for Iran to supply crude to Hellenic Petroleum SA and buy oil products from the refiner. That deal, possibly Iran’s first such agreement with a European company since the lifting of sanctions, opens the road to cooperation in the gas market too, Skourletis said in an interview in Athens.
“What’s sure is that Iran wants to start selling its natural gas in liquefied form using ships and is interested in Greece,” he said. The Revythousa re-gasification terminal near Athens is one potential entry point for Iranian gas, and a planned facility at Alexandroupolis in the north of the country is another. Iran is interested in both sites “for exporting to Europe,” Skourletis said.

The world is so awash with crude, the boss of BP Plc said people will be filling their “swimming pools” with it by the end of the year.
While the company’s Chief Executive Officer Bob Dudley bemoaned this bearish outlook for oil, traders were eyeing a potentially profitable opportunity: turning supertankers into temporary floating storage facilities.
Trading houses including Vitol Group, Koch Supply & Trading LP and Glencore Plc, plus the in-house trading arms of BP and Royal Dutch Shell Plc, collectively made billions of dollars from 2008 to 2009 stockpiling crude at sea. At the peak of the floating storage spree, sheltered anchorages in the North Sea, the Persian Gulf, the Singapore Strait and off South Africa each hosted dozens of supertankers.
Chris Bake, a senior executive at Vitol, the world’s largest independent oil trader, gave the clearest indication yet this week that traders are considering the same strategy again.
“Primary and secondary storage is pretty much full,” Bake said in London Wednesday. “It’s probably a good time to be a vessel owner.”
Floating storage is profitable when the market reaches a condition traders call a “super-contango.” In a contango market, prices of oil for delivery today are lower than those in future months. Buyers with access to storage can fill up their tanks with cheap crude and sell higher-priced futures contracts to lock in a profit.
This has been happening throughout the oil slump using onshore tanks, which are now starting to fill up. Oil stocks at Cushing, the Oklahoma town that calls itself the “pipeline crossroads of the world” and serves as the delivery point of the West Texas Intermediate futures contract, have surged to a record of 64.7 million barrels, or more than 88 percent of working capacity, according to data from the U.S. Department of Energy.
“In the second half, every tank and swimming pool in the world is going to fill,” BP’s Dudley said Wednesday at International Petroleum Week in London, which every year brings together hundreds of people from the oil industry, from producers and refiners to traders and bankers.

It is not widely known that US, British, French and Israeli oil companies have had a range of overlapping interests in exploiting Syria’s unconventional oil and gas resources, which are believed to be considerable.
A document for the Syrian Ministry of Petroleum reveals that just months before the uprising, British oil major Shell was about to “devise a master plan for the development of the gas sector in Syria, following an agreement signed with the Ministry of Petroleum. The agreement includes an assessment of the overall undiscovered gas potential in Syria, potential for upstream gas production, need for gas transmission and distribution networks…”
CGGVeritas, a firm backed by the French government, had conducted seismic surveys estimating Syria’s total offshore hydrocarbon potential to represent “billion-barrel/multi-TCF [trillion cubic feet]” levels. A study by the firm was published in 2011 by GeoArabia, a Bahrain-based petroleum industry journal sponsored by Chevron, ExxonMobil, Saudi Aramco, Shell, Total, and BP.
Total, another French major, also worked with Assad at this time.
More recently, another US firm with interests in Syria is Genie Oil and Gas, an Israeli subsidiary of which was granted a licence by the Israeli government in 2013 to explore the Syrian Golan Heights, which has been controlled by Israel since capturing the territory from Syria in 1967.
In early November, Prime Minister Netanyahu personally asked Barack Obama in a private meeting if Israel’s right to the Golan could be accepted by the US, to which the American president apparently said nothing.
Genie’s board consists of an interesting mix, including former former CIA director James Woolsey, Vice President Dick Cheney, global media baron Rupert Murdoch, Obama’s former economic advisor Larry Summers, and Obama’s nomimee for Secretary of Commerce Bill Richardson, among others.
“We want a new Syrian state including some of those who are fighting it helping on the ground,” said British defence secretary Michael Fallon.
No doubt, US, British, French and Israeli oil firms hope to be well positioned to take advantage of the “new Syrian state” in a post-conflict Syria.
