  • Europe’s secret deal with Africa’s dictators

    Detailed plans, copies of which have been seen by the New Statesman, lay out a programme of co-operation with some of Africa’s most notorious regimes. The aim is to curtail the exodus of African refugees, whose arrival in Europe has become such a toxic political question.

    The first inkling that this was under way was provided by the New Statesman last November. Now the German magazine, Der Spiegel and the television programme Report Mainz have given details of how this will be implemented.

    The magazine says Germany is leading this work, but that the European Commission has warned that “under no circumstances” should the public learn what was said during talks that were held on 23 March. A staff member working for Federica Mogherini, the EU High Representative for Foreign Affairs, warned that Europe’s reputation could be at stake.

    The EU is fully aware of just how dangerous these proposals really are. Under the heading “Risks and assumptions” the document states:

    “Provision of equipment and trainings [sic] to sensitive national authorities (such as security services or border management) diverted for repressive aims; criticism by NGOs and civil society for engaging with repressive governments on migration (particularly in Eritrea and Sudan).”

    The detailed proposals outline a range of requirements for nine African states, from Uganda to Djibouti. But the most controversial involve proposed deals with Sudan, Eritrea and Ethiopia. The Sudanese President Omar al Bashir is wanted for war crimes by the International Criminal Court; Eritrea is being investigated by the UN for crimes against humanity; Ethiopia has repressed its largest ethnic group, the Oromo people.

    A TOP-SECRET U.S. intelligence document obtained by The Intercept confirms that the sprawling U.S. military base in Ramstein, Germany serves as the high-tech heart of America’s drone program. Ramstein is the site of a satellite relay station that enables drone operators in the American Southwest to communicate with their remote aircraft in Yemen, Somalia, Afghanistan and other targeted countries. The top-secret slide deck, dated July 2012, provides the most detailed blueprint seen to date of the technical architecture used to conduct strikes with Predator and Reaper drones.

    Amid fierce European criticism of America’s targeted killing program, U.S. and German government officials have long downplayed Ramstein’s role in lethal U.S. drone operations and have issued carefully phrased evasions when confronted with direct questions about the base. But the slides show that the facilities at Ramstein perform an essential function in lethal drone strikes conducted by the CIA and the U.S. military in the Middle East, Afghanistan and Africa.

    The slides were provided by a source with knowledge of the U.S. government’s drone program who declined to be identified because of fears of retribution. According to the source, Ramstein’s importance to the U.S. drone war is difficult to overstate. “Ramstein carries the signal to tell the drone what to do and it returns the display of what the drone sees. Without Ramstein, drones could not function, at least not as they do now,” the source said.

    The new evidence places German Chancellor Angela Merkel in an awkward position given Germany’s close diplomatic alliance with the United States. The German government has granted the U.S. the right to use the property, but only under the condition that the Americans do nothing there that violates German law.

    Russia denied on Saturday a German media report suggesting that it could sign a gas pipeline deal with Greece as early as Tuesday which could bring up to five billion euros into Athens’ depleted state coffers.

    German magazine Der Spiegel, citing a senior figure in Greece’s ruling Syriza party, said the advance funds could “turn the page” for Athens, which is now struggling to reach a deal with its creditors to unlock new loans to avert bankruptcy.

    Deputy defence minister Katrin Suder said in a defence committee meeting it would be possible to sell howitzers to Lithuania as the German armed forces had a sufficient number of them, the magazine said.

    It added that Suder had stressed Germany wanted to help its NATO partner modernise its forces and would “favourably examine” a potential request for tank howitzers.

    The German Historical Museum (DHM) in Berlin is currently showing an exhibition dealing with the horrors and crimes of the First World War. In the very same building, a meeting took place last week which proclaimed the necessity of new wars and war crimes.

    In his contribution to the meeting, Jörg Baberowski, Chair of East European History at Humboldt University in Berlin, made the following remarks referring to US-NATO wars conducted against forces such as the Taliban in Afghanistan and the Islamic State in Iraq and Syria: “And if one is not willing to take hostages, burn villages, hang people and spread fear and terror, as the terrorists do, if one is not prepared to do such things, then one can never win such a conflict and it is better to keep out altogether.”

      A leaflet circulated by the IYSSE among students asked the question: “Why has Professor Baberowski invited Robert Service to Humboldt University?” This question can now be answered. Baberowski is utilizing his position at the university to advance the notorious right-wing conceptions of Ernst Nolte, who for three decades has been associated with writings that seek to relativize and diminish the significance of Nazi crimes.

      On February 10, the news magazine Der Spiegel published a lengthy article by Dirk Kurbjuwelt dealing with attempts to rewrite German history. Baberowski, an ardent defender of Nolte’s views, plays a prominent role in this campaign. He is quoted by Der Spiegel saying: “Hitler was no psychopath, and he wasn’t vicious. He didn’t want people to talk about the extermination of the Jews at his table.”

      In Der Spiegel, Baberowski explicitly defends Nolte. “Nolte was done an injustice,” he told the news magazine. “Historically speaking, he was right.”

    NSA leaks: Years of spying on Mexico govt gave US investment benefits

    US electronic surveillance in Mexico reportedly targeted top officials, including both current and previous presidents. Intelligence produced by the NSA helped Americans get an upper hand in diplomatic talks and find good investment opportunities.

    The US National Security Agency was apparently very happy with its successes in America’s southern neighbor, according to classified documents leaked by Edwards Snowden and analyzed by the German magazine, Der Spiegel. It reports on new details of the spying on the Mexican government, which dates back at least several years.

    The fact that Mexican President Peña Nieto is of interest to the NSA was revealed earlier by Brazilian TV Globo, which also had access to the documents provided by Snowden. Spiegel says his predecessor Felipe Calderon was a target too, and the Americans hacked into his public email back in May 2010.

    The access to Calderon electronic exchanges gave the US spies “diplomatic, economic and leadership communications which continue to provide insight into Mexico’s political system and internal stability,” the magazine cites an NSA top secret internal report as saying. The operation to hack into the presidential email account was dubbed “Flatliquid” by the American e-spooks.

    The bitter irony of the situation is that Calderon during his term in office worked more closely with Washington than any other Mexican president before him. In 2007 he even authorized the creation of a secret facility for electronic surveillance, according to a July publication in the Mexican newspaper, Excelsior.

    The surveillance on President Nieto started when he was campaigning for office in the early summer of 2012, the report goes on. The NSA targeted his phone and the phones of nine of his close associates to build a map of their regular contacts. From then it closely monitored those individuals’ phones as well, intercepting 85,489 text messages, including those sent by Nieto.

    After the Globo TV report, which mentioned spying on Mexico only in passing, Nieto stated that US President Barack Obama had promised him that he would investigate the accusations and punish those responsible of any misconduct. The reaction was far milder than that from Brazilian President Dilma Rouseff, another target of NSA’s intensive interest, who has since canceled a planned trip to the US and delivered a withering speech at the UN General Assembly, which condemned American electronic surveillance.

    Another NSA operation in Mexico dubbed “Whitetamale” allowed the agency to gain access to emails of high-ranking officials in country’s Public Security Secretariat, a law enforcement body that combats drug cartels and human trafficking rings. The hacking, which happened in August 2009, gave the US information about Mexican crime fighting, but also provided access to “diplomatic talking-points,” an internal NSA document says.

    In a single year, this operation produced 260 classified reports that facilitated talks on political issues and helped the Americans plan international investments.

    “These TAO [Tailored Access Operations – an NSA division that handles missions like hacking presidential emails] accesses into several Mexican government agencies are just the beginning – we intend to go much further against this important target,” the document reads. It praises the operation as a “tremendous success” and states that the divisions responsible for this surveillance are “poised for future successes.”

    Economic espionage is a motive for NSA spying, which the agency vocally denied, but which appears in the previous leaks. The agency had spied on the Brazilian oil giant, Petrobras, according to earlier revelations. This combined with reports that the NSA hacked into the email of Brazilian President Dilma Rouseff, triggered a serious deterioration of relations between the two countries.

    While the NSA declined comment to the German magazine, the Mexican Foreign Ministry replied with an email, which condemned any form of espionage on Mexican citizens. The NSA presumably could read that email at the same time as the journalists, Der Spiegel joked.

    Sylvie Kauffmann : Lorsque nous avons décidé de participer à la publication de ces documents, c’était dans des conditions très clairement établies avec Julian Assange et avec les journaux partenaires : le Guardian, le New York Times, Der Spiegel et El Pais.     C’est donc bien ça : tant qu’ils avaient « l’exclusivité », ces canards ont pensé qu’il y avait des choses intéressantes dans les câbles et en ont publié un bon nombre ; mais hors de l’exclusivité, ils n’ont plus rien sorti des câbles (alors qu’ils avaient bien l’intégralité des câbles), ni même évoqué les révélations sorties ailleurs (comme, par exemple, l’invraisemblable série de révélations sorties par Al-Akhbar concernant le Liban).

    Bref : l’information, pour le « quotidien de référence », c’est comme un bon gros navet hollywoodien : tant qu’il a l’« exclusivité », il diffuse, mais après, il laisse ça aux petites salles de province.

    • Vrai ; cela étant, la traduction en français et l’interprétation/contextualisation de 250 000 documents est un travail assez énorme… qui d’autre pourrait le faire ?

    • Je ne parle pas de traduire/contextualiser les 250000 documents : juste de continuer à faire, après la période de « première exclusivité », ce qu’ils ont fait pendant un mois. Repérer des documents intéressants et en faire des articles. Je n’arrive vraiment pas à comprendre pourquoi, au motif qu’ils n’ont plus de « contrat d’exclusivité », tout d’un coup il n’y aurait plus rien à sortir des câbles (d’autant qu’on sait très bien que des centaines de choses passionnantes sont sorties depuis).

      Il y a même un boulot très intéressant (pour eux) qu’auraient pu faire ces journaux : se valider entre eux, et valider les découvertes crowdsourcées par le Web. Par exemple, re-vérifier (source, personnes), recontextualiser et relayer les infos du Akhbar aurait été un travail utile pour tout le monde. (Cela aussi pour les centaines de trucs qu’on a vu passer sur un nombre invraisemblable de sujets.) Pas aussi gratifiant qu’un gros « scoop », mais un vrai boulot de journaliste payé pour faire ce genre de chose. Et là, ces canards auraient ainsi pu mettre en avant une position centrale de « validateurs » de l’information, tout en participant à une recherche crowdsourcée (ou au moins répartie entre une dizaine de journaux dans le monde).

      Vraiment, je m’étonne de n’avoir vu rien de tel. Pour pas très cher (un ou deux journalistes de desk), ils avaient la possibilité :
      – de se faire une image sympa de participer au crowdsourcing de manière très utile,
      – de rendre la lecture de leurs canards réellement utile,
      – surtout de se donner un rôle centrale dans la validation de l’information.

      Là, au contraire : des centaines de choses sont sorties, et ils les ont ignorées. Rien de mieux pour qu’on comprenne bien qu’il n’y a aucun intérêt à acheter leur canard.

    • Vue la quantité de données, les méthodes d’analyse classiques sont exclues. Il faudrait utiliser non pas juste des journalistes, mais des journalistes doublés d’une compétence de développement informatique, ou d’informaticiens jouissant d’une compétence journalistique. C’est nouveau, ça vient petit à petit, mais ce sera sans doute monnaie courante à l’avenir, vue la quantité d’informations à brasser en permanence et en temps réel.
