    In a secular age, I suspect that reading fiction is one of the few remaining paths to transcendence, that elusive state in which the distance between the self and the universe shrinks. Reading fiction makes me lose all sense of self, but at the same time makes me feel most uniquely myself. As Woolf, the most fervent of readers, wrote, a book “splits us into two parts as we read,” for “the state of reading consists in the complete elimination of the ego,” while promising “perpetual union” with another mind.

    Bibliotherapy is a very broad term for the ancient practice of encouraging reading for therapeutic effect. The first use of the term is usually dated to a jaunty 1916 article in The Atlantic Monthly, “A Literary Clinic.” In it, the author describes stumbling upon a “bibliopathic institute” run by an acquaintance, Bagster, in the basement of his church, from where he dispenses reading recommendations with healing value. “Bibliotherapy is…a new science,” Bagster explains. “A book may be a stimulant or a sedative or an irritant or a soporific. The point is that it must do something to you, and you ought to know what it is. A book may be of the nature of a soothing syrup or it may be of the nature of a mustard plaster.” To a middle-aged client with “opinions partially ossified,” Bagster gives the following prescription: “You must read more novels. Not pleasant stories that make you forget yourself. They must be searching, drastic, stinging, relentless novels.” (George Bernard Shaw is at the top of the list.) Bagster is finally called away to deal with a patient who has “taken an overdose of war literature,” leaving the author to think about the books that “put new life into us and then set the life pulse strong but slow.”

    Today, bibliotherapy takes many different forms, from literature courses run for prison inmates to reading circles for elderly people suffering from dementia. Sometimes it can simply mean one-on-one or group sessions for “lapsed” readers who want to find their way back to an enjoyment of books.

    Berthoud and Elderkin trace the method of bibliotherapy all the way back to the Ancient Greeks, “who inscribed above the entrance to a library in Thebes that this was a ‘healing place for the soul.’ ” The practice came into its own at the end of the nineteenth century, when Sigmund Freud began using literature during psychoanalysis sessions. After the First World War, traumatized soldiers returning home from the front were often prescribed a course of reading. “Librarians in the States were given training on how to give books to WWI vets, and there’s a nice story about Jane Austen’s novels being used for bibliotherapeutic purposes at the same time in the U.K.,” Elderkin says. Later in the century, bibliotherapy was used in varying ways in hospitals and libraries, and has more recently been taken up by psychologists, social and aged-care workers, and doctors as a viable mode of therapy.

    For all avid readers who have been self-medicating with great books their entire lives, it comes as no surprise that reading books can be good for your mental health and your relationships with others, but exactly why and how is now becoming clearer, thanks to new research on reading’s effects on the brain. Since the discovery, in the mid-nineties, of “mirror neurons”—neurons that fire in our brains both when we perform an action ourselves and when we see an action performed by someone else—the neuroscience of empathy has become clearer. A 2011 study published in the Annual Review of Psychology, based on analysis of fMRI brain scans of participants, showed that, when people read about an experience, they display stimulation within the same neurological regions as when they go through that experience themselves. We draw on the same brain networks when we’re reading stories and when we’re trying to guess at another person’s feelings.

    Other studies published in 2006 and 2009 showed something similar—that people who read a lot of fiction tend to be better at empathizing with others (even after the researchers had accounted for the potential bias that people with greater empathetic tendencies may prefer to read novels). And, in 2013, an influential study published in Science found that reading literary fiction (rather than popular fiction or literary nonfiction) improved participants’ results on tests that measured social perception and empathy, which are crucial to “theory of mind”: the ability to guess with accuracy what another human being might be thinking or feeling, a skill humans only start to develop around the age of four.

    But not everybody agrees with this characterization of fiction reading as having the ability to make us behave better in real life. In her 2007 book, “Empathy and the Novel,” Suzanne Keen takes issue with this “empathy-altruism hypothesis,” and is skeptical about whether empathetic connections made while reading fiction really translate into altruistic, prosocial behavior in the world. She also points out how hard it is to really prove such a hypothesis. “Books can’t make change by themselves—and not everyone feels certain that they ought to,” Keen writes. “As any bookworm knows, readers can also seem antisocial and indolent. Novel reading is not a team sport.” Instead, she urges, we should enjoy what fiction does give us, which is a release from the moral obligation to feel something for invented characters—as you would for a real, live human being in pain or suffering—which paradoxically means readers sometimes “respond with greater empathy to an unreal situation and characters because of the protective fictionality.” And she wholeheartedly supports the personal health benefits of an immersive experience like reading, which “allows a refreshing escape from ordinary, everyday pressures.”

    Une tête de loup préhistorique coupée a été retrouvée en Sibérie, parfaitement préservée dans le pergélisol arctique depuis plus de 40.000 ans, rapporte le Siberian Times. La tête de 40 cm de long appartenait à un adulte âgé de deux à quatre ans. Elle porte encore de la fourrure, des muscles, des crocs et d’autres tissus. Elle contient même encore le cerveau de l’animal. C’est la première fois que la dépouille, certes incomplète, d’un loup du Pléistocène (période précédant l’Holocène) arrivé à maturité nous parvient dans un tel état de conservation, selon Albert Protopopov de l’Académie des sciences de Sakha, située dans le nord-est de la Sibérie.

    La découverte extraordinaire a été faite par hasard en été 2018, au bord d’une rivière, par un habitant de la région. Elle a été dévoilée lors de l’inauguration d’une exposition au National Museum of Emerging Science and Innovation, à Tokyo, sur les mammouths et autres animaux préhistoriques ayant traversé le temps momifiés dans le sol gelé de Sibérie. Les paléontologues japonais et russes vont comparer ces restes de loup préhistorique aux spécimens modernes pour reconstituer son apparence, son anatomie, son évolution et son mode de vie, tandis que des chercheurs du Muséum d’histoire naturelle suédois analyseront son ADN, d’après le Siberian Times.

    Une journée de fouilles archéologiques commence toujours par une lecture de la Bible. « Celui qui me suit ne marchera pas dans les ténèbres, mais aura la lumière de la vie », répète le groupe de vingt chrétiens évangéliques, en majorité américains. Il est à peine cinq heures du matin à Jérusalem, l’heure pour les Associates for Biblical Research de monter à bord d’un bus en direction de Tel Shiloh, en Cisjordanie. C’est là, disent-ils, que le tabernacle originel – la tente qui abritait l’arche d’alliance à l’époque de Moïse – aurait reposé pendant près de quatre siècles.

    Le site est baigné dans une douce lumière matinale. Le visage couvert d’un chapeau de cow-boy beige et de lunettes de soleil, le Dr Scott Stripling, chef d’équipe, affiche un sourire éclatant. S’il correspond à l’image hollywoodienne surannée d’un archéologue, son travail est pourtant loin d’être conventionnel. Fiers évangéliques, ce Texan et son équipe estiment que la Bible doit être lue littéralement et peut servir de manuel à leurs recherches archéologiques.

    « La Bible est-elle un document historique fiable ? J’ai des confrères israéliens qui ne sont pas d’accord, mais moi je pense que oui », explique-t-il, parlant de « préjugés » contre l’Ancien Testament qui, selon lui, n’a pas moins de valeur historique que les textes de l’Égypte ancienne ou de Mésopotamie. « Je ne me balade pas avec une Bible dans une main et une pioche dans l’autre, se justifie Scott Stripling. Je suis religieux, mais ça ne signifie pas que je suis biaisé. Je suis capable de compartimenter. » C’est la troisième année de fouilles dans la colonie de Tel Shiloh, située dans la zone C de la Cisjordanie, soumise à un contrôle israélien total, et M. Stripling espère trouver de nouveaux indices qui pourront confirmer que le mythique tabernacle a bien un jour reposé ici. L’année dernière, ils avaient déjà découvert une grenade en céramique, un fruit symboliquement associé au sanctuaire sacré. Emeline et Perry Ginhart, un couple d’Américains fraîchement mariés, espèrent faire d’autres découvertes qui les aideront à soutenir l’authenticité de leur vision messianique du christianisme. Sous le soleil brûlant, le couple passe sa lune de miel à examiner le parterre dont il est en charge. « En aidant Israël, nous aidons notre cause. Notre Créateur nous a donné ces terres pour que nous en prenions soin », se félicite M. Ginhart.

    Une relation interreligieuse opportuniste
    « Je vois souvent des Américains idiots qui payent des fortunes pour venir grattouiller la terre. C’est tout simplement de l’archéologie confessionnelle. C’est ça le mot-clef. Et dès lors qu’elle est confessionnelle, elle s’éloigne de l’orbite de la science », assène amer un archéologue européen actif au Proche-Orient. « Les évangéliques et l’archéologie, ce sont des contes de Perrault. Ça n’a aucun sens. Il faut que l’armée israélienne arrête le massacre archéologique dans les territoires », implore ce spécialiste, qui souhaite rester anonyme.

    Les pièces déterrées à Tel Shiloh sont ramenées chaque jour à Jérusalem, avant d’être analysées en collaboration avec l’agence gouvernementale chargée du patrimoine dans un processus pour le moins opaque. À la mi-mai, la Cour suprême a statué qu’Israël n’était pas obligé de divulguer des informations sur les fouilles archéologiques menées en Cisjordanie, rejetant un appel de deux organisations non gouvernementales. Depuis la convention de La Haye de 1954, il est pourtant interdit de fouiller dans un territoire occupé, sauf en cas de menace sur le patrimoine. Un argument régulièrement utilisé par Scott Stripling pour justifier ses travaux. « Tout ce que nous trouvons est stocké en Israël, et si une solution politique au conflit est trouvée, les responsables du territoire auront alors accès aux objets. Mais je serai mort avant que ça n’arrive », dit-il en riant.

    Leah Tramer, l’une des rares Israéliennes de l’équipe, collabore régulièrement avec les évangéliques américains qui viennent creuser dans la région et pour qui la « Judée et Samarie » – le nom biblique de la Cisjordanie – est une extension naturelle de l’État d’Israël. « C’est merveilleux que des chrétiens nous aident à redécouvrir notre passé », se réjouit cette assistante à l’Université d’Ariel, située dans une grande colonie. La relation interreligieuse qui existe entre certains juifs israéliens et des « chrétiens sionistes » est parfois qualifiée par ses critiques d’opportuniste. Un sous-ensemble de la communauté évangélique étant convaincu de la signification biblique du retour des juifs sur la terre de leurs ancêtres, préambule prophétique indispensable au retour du Messie et à la fin des temps, tandis que les Israéliens sont à la recherche d’alliés pour légitimer leur occupation militaire vieille d’un demi-siècle.

    L’archéologie comme outil politique
    S’il ne fait aucun doute que les juifs ont un lien historique avec la Cisjordanie, c’est la façon dont les découvertes archéologiques sont instrumentalisées pour éclairer le patrimoine d’un peuple plutôt qu’un autre pour des raisons politiques et idéologiques qui est source de controverse. « Israël utilise l’archéologie comme outil politique à Jérusalem-Est et en Cisjordanie pour tenter de justifier sa présence. Cela explique pourquoi ils travaillent avec des évangéliques, qui soutiennent le même récit », analyse Yonathan Mizrachi, directeur de l’ONG israélienne Emek Shaveh, l’une des deux organisations signataires de la pétition déboutée par la Cour suprême. « Les évangéliques ne font pas de la recherche pour le bénéfice de la communauté locale, mais pour leur propre bénéfice et pour soutenir l’occupation, » assène-t-il.

    En 2013, Scott Stripling avait trouvé à Khirbet el-Maqatir des restes humains qu’il estimait être des juifs tués pendant la grande révolte contre Rome il y a environ 2 000 ans. Il les a ensuite remis à la colonie d’Ofra, qui les a enterrés en secret en 2017. « L’inhumation a servi de symbole pour les résidents, selon lesquels la colonie – illégale en vertu du droit international – n’est en fait qu’une continuation de l’ancienne implantation juive historique sur cette terre », estime Michael Press, un expert en archéologie en Israël et dans les territoires palestiniens. « Le fait que les résultats de ces fouilles servent à renforcer le contrôle israélien sur la Cisjordanie est très dommageable. Mais il n’y a pas d’institution pour faire respecter le droit international et personne ne veut exercer de pression, donc rien ne changera. »

    De nombreux autres sites à travers les territoires occupés ont soulevé la controverse, comme la « cité de David », un complexe archéologico-touristique censé être, selon les références bibliques, l’emplacement d’origine de Jérusalem à l’époque du roi David, il y a 3 000 ans. Depuis son exploitation, ce site n’aura de cesse d’alimenter les polémiques en raison de son emplacement en plein cœur du quartier palestinien de Silwan, à Jérusalem-Est. Surtout, le site est administré par une organisation privée controversée, Elad, à l’objectif explicite : « la revitalisation résidentielle », un euphémisme qui désigne une politique assumée de colonisation avec l’implantation de familles juives israéliennes dans le quartier.

    « Jamais plus important que les gens qui vivent à la surface »
    D’après la population palestinienne locale, les fouilles archéologiques menées en sous-sol ont sévèrement endommagé une quinzaine d’habitations. Mazen Aweida, 48 ans, montre d’un geste las les fissures épaisses qui courent le long des murs de sa maison. L’évier de la cuisine est à moitié effondré, et le sol de la chambre est tellement gondolé qu’il semble près d’exploser. « J’ai des enfants en bas âge, et j’ai peur que des débris ne tombent sur eux. Ça me stresse énormément. J’ai toujours peur que mon fils soit blessé », murmure ce père de sept enfants en jetant un regard vers son petit garçon, assis à côté d’une cicatrice béante qui file du sol au plafond. « La seule option, c’est qu’ils trouvent une solution pour stopper la dégradation. En tout cas, je ne partirai pas, même si la maison s’effondre sur nous, » prévient Mazen Aweida.

    Question de principe : certains résidents estiment aujourd’hui que les fouilles archéologiques font partie d’une stratégie visant à chasser les habitants palestiniens pour prendre le contrôle de leurs terrains. Contactée à plusieurs reprises, la direction d’Elad n’a pas donné suite à nos demandes d’interview. Elle avait par le passé déjà balayé ces allégations d’un revers de la main, niant toute forme de responsabilité dans la détérioration de maisons palestiniennes. « Ils ont le droit de rechercher des vestiges de leur histoire – si tant est que de tels vestiges existent bien à cet endroit, estime Sahar Abassi, coordinatrice dans un centre social de Silwan. Mais quoi qu’ils trouvent dans le sous-sol, ce ne sera jamais plus important que les gens qui vivent à la surface. »

    À 13h tapantes, le son d’un chofar, un cor traditionnel juif, résonne à travers les collines rocheuses de Tel Shiloh pour marquer la fin de la journée. Les participants seront de retour à l’aube à la recherche du tabernacle, bien qu’ils n’aient encore rien trouvé de concluant. Peu importe. « L’absence de preuve, prévient M. Stripling, n’est pas la preuve d’une absence. »

  • Refugee, volunteer, prisoner: #Sarah_Mardini and Europe’s hardening line on migration

    Early last August, Sarah Mardini sat on a balcony on the Greek island of Lesvos. As the sun started to fade, a summer breeze rose off the Aegean Sea. She leaned back in her chair and relaxed, while the Turkish coastline, only 16 kilometres away, formed a silhouette behind her.

    Three years before, Mardini had arrived on this island from Syria – a dramatic journey that made international headlines. Now she was volunteering her time helping other refugees. She didn’t know it yet, but in a few weeks that work would land her in prison.

    Mardini had crossed the narrow stretch of water from Turkey in August 2015, landing on Lesvos after fleeing her home in Damascus to escape the Syrian civil war. On the way, she almost drowned when the engine of the inflatable dinghy she was travelling in broke down.

    More than 800,000 people followed a similar route from the Turkish coast to the Greek Islands that year. Almost 800 of them are now dead or missing.

    As the boat Mardini was in pitched and spun, she slipped overboard and struggled to hold it steady in the violent waves. Her sister, Yusra, three years younger, soon joined. Both girls were swimmers, and their act of heroism likely saved the 18 other people on board. They eventually made it to Germany and received asylum. Yusra went on to compete in the 2016 Olympics for the first ever Refugee Olympic Team. Sarah, held back from swimming by an injury, returned to Lesvos to help other refugees.

    On the balcony, Mardini, 23, was enjoying a rare moment of respite from long days spent working in the squalid Moria refugee camp. For the first time in a long time, she was looking forward to the future. After years spent between Lesvos and Berlin, she had decided to return to her university studies in Germany.

    But when she went to the airport to leave, shortly after The New Humanitarian visited her, Mardini was arrested. Along with several other volunteers from Emergency Response Centre International, or ERCI, the Greek non-profit where she volunteered, Mardini was charged with belonging to a criminal organisation, people smuggling, money laundering, and espionage.

    According to watchdog groups, the case against Mardini is not an isolated incident. Amnesty International says it is part of a broader trend of European governments taking a harder line on immigration and using anti-smuggling laws to de-legitimise humanitarian assistance to refugees and migrants.

    Far-right Italian Deputy Prime Minister Matteo Salvini recently pushed through legislation that ends humanitarian protection for migrants and asylum seekers, while Italy and Greece have ramped up pressure on maritime search and rescue NGOs, forcing them to shutter operations. At the end of March, the EU ended naval patrols in the Mediterranean that had saved the lives of thousands of migrants.

    In 2016, five other international volunteers were arrested on Lesvos on similar charges to Mardini. They were eventually acquitted, but dozens of other cases across Europe fit a similar pattern: from Denmark to France, people have been arrested, charged, and sometimes successfully prosecuted under anti-smuggling regulations based on actions they took to assist migrants.

    Late last month, Salam Kamal-Aldeen, a Danish national who founded the rescue non-governmental organisation Team Humanity, filed an application with the European Court of Human Rights, challenging what he says is a Greek crackdown on lifesaving activities.

    According to Maria Serrano, senior campaigner on migration at Amnesty International, collectively the cases have done tremendous damage in terms of public perception of humanitarian work in Europe. “The atmosphere… is very hostile for anyone that is trying to help, and this [has a] chilling effect on other people that want to help,” she said.

    As for the case against Mardini and the other ERCI volunteers, Human Rights Watch concluded that the accusations are baseless. “It seems like a bad joke, and a scary one as well because of what the implications are for humanitarian activists and NGOs just trying to save people’s lives,” said Bill Van Esveld, who researched the case for HRW.

    While the Lesvos prosecutor could not be reached for comment, the Greek police said in a statement after Mardini’s arrest that she and other aid workers were “active in the systematic facilitation of illegal entrance of foreigners” – a violation of the country’s Migration Code.

    Mardini spent 108 days in pre-trial detention before being released on bail at the beginning of December. The case against her is still open. Her lawyer expects news on what will happen next in June or July. If convicted, Mardini could be sentenced to up to 25 years in prison.

    Return to Lesvos

    The arrest and pending trial are the latest in a series of events, starting with the beginning of the Syrian war in 2011, that have disrupted any sense of normalcy in Mardini’s life.

    Even after making it to Germany in 2015, Mardini never really settled in. She was 20 years old and in an unfamiliar city. The secure world she grew up in had been destroyed, and the future felt like a blank and confusing canvas. “I missed Syria and Damascus and just this warmness in everything,” she said.

    While wading through these emotions, Mardini received a Facebook message in 2016 from an ERCI volunteer. The swimming sisters from Syria who saved a boat full of refugees were an inspiration. Volunteers on Lesvos told their story to children on the island to give them hope for the future, the volunteer said, inviting Mardini to visit. “It totally touched my heart,” Mardini recalled. “Somebody saw me as a hope… and there is somebody asking for my help.”

    So Mardini flew back to Lesvos in August 2016. Just one year earlier she had nearly died trying to reach the island, before enduring a journey across the Balkans that involved hiding from police officers in forests, narrowly escaping being kidnapped, sneaking across tightly controlled borders, and spending a night in police custody in a barn. Now, all it took was a flight to retrace the route.

    Her first day on the island, Mardini was trained to help refugees disembark safely when their boats reached the shores. By nighttime, she was sitting on the beach watching for approaching vessels. It was past midnight, and the sea was calm. Lights from the Turkish coastline twinkled serenely across the water. After about half an hour, a walkie talkie crackled. The Greek Coast Guard had spotted a boat.

    Volunteers switched on the headlights of their cars, giving the refugees something to aim for. Thin lines of silver from the reflective strips on the refugees’ life jackets glinted in the darkness, and the rumble of a motor and chatter of voices drifted across the water. As the boat came into view, volunteers yelled: “You are in Greece. You are safe. Turn the engine off.”

    Mardini was in the water again, holding the boat steady, helping people disembark. When the rush of activity ended, a feeling of guilt washed over her. “I felt it was unfair that they were on a refugee boat and I’m a rescuer,” she said.

    But Mardini was hooked. She spent the next two weeks assisting with boat landings and teaching swimming lessons to the kids who idolised her and her sister. Even after returning to Germany, she couldn’t stop thinking about Lesvos. “I decided to come back for one month,” she said, “and I never left.”
    Moria camp

    The island became the centre of Mardini’s life. She put her studies at Bard College Berlin on hold to spend more time in Greece. “I found what I love,” she explained.

    Meanwhile, the situation on the Greek islands was changing. In 2017, just under 30,000 people crossed the Aegean Sea to Greece, compared to some 850,000 in 2015. There were fewer arrivals, but those who did come were spending more time in camps with dismal conditions.

    “You have people who are dying and living in a four-metre tent with seven relatives. They have limited access to water. Hygiene is zero. Privacy is zero. Security: zero. Children’s rights: zero. Human rights: zero… You feel useless. You feel very useless.”

    The volunteer response shifted accordingly, towards the camps, and when TNH visited Mardini she moved around the island with a sense of purpose and familiarity, joking with other volunteers and greeting refugees she knew from her work in the streets.

    Much of her time was spent as a translator for ERCI’s medical team in Moria. The camp, the main one on Lesvos, was built to accommodate around 3,000 people, but by 2018 housed close to 9,000. Streams of sewage ran between tents. People were forced to stand in line for hours for food. The wait to see a doctor could take months, and conditions were causing intense psychological strain. Self-harm and suicide attempts were increasing, especially among children, and sexual and gender-based violence were commonplace.

    Mardini was on the front lines. “What we do in Moria is fighting the fire,” she said. “You have people who are dying and living in a four-metre tent with seven relatives. They have limited access to water. Hygiene is zero. Privacy is zero. Security: zero. Children’s rights: zero. Human rights: zero… You feel useless. You feel very useless.”

    By then, Mardini had been on Lesvos almost continuously for nine months, and it was taking a toll. She seemed to be weighed down, slipping into long moments of silence. “I’m taking in. I’m taking in. I’m taking in. But it’s going to come out at some point,” she said.

    It was time for a break. Mardini had decided to return to Berlin at the end of the month to resume her studies and make an effort to invest in her life there. But she planned to remain connected to Lesvos. “I love this island… the sad thing is that it’s not nice for everybody. Others see it as just a jail.”
    Investigation and Arrest

    The airport on Lesvos is on the shoreline close to where Mardini helped with the boat landing her first night as a volunteer. On 21 August, when she went to check in for her flight to Berlin, she was surrounded by five Greek police officers. “They kind of circled around me, and they said that I should come with [them],” Mardini recalled.

    Mardini knew that the police on Lesvos had been investigating her and some of the other volunteers from ERCI, but at first she still didn’t realise what was happening. Seven months earlier, in February 2018, she was briefly detained with a volunteer named Sean Binder, a German national. They had been driving one of ERCI’s 4X4s when police stopped them, searched the vehicle, and found Greek military license plates hidden under the civilian plates.

    When Mardini was arrested at the airport, Binder turned himself in too, and the police released a statement saying they were investigating 30 people – six Greeks and 24 foreigners – for involvement in “organised migrant trafficking rings”. Two Greek nationals, including ERCI’s founder, were also arrested at the time.

    While it is still not clear what the plates were doing on the vehicle, according Van Esveld from HRW, “it does seem clear… neither Sarah or Sean had any idea that these plates were [there]”.

    The felony charges against Mardini and Binder were ultimately unconnected to the plates, and HRW’s Van Esveld said the police work appears to either have been appallingly shoddy or done in bad faith. HRW took the unusual step of commenting on the ongoing case because it appeared authorities were “literally just [taking] a humanitarian activity and labelling it as a crime”, he added.
    Detention

    After two weeks in a cell on Lesvos, Mardini was sent to a prison in Athens. On the ferry ride to the mainland, her hands were shackled. That’s when it sank in: “Ok, it’s official,” she thought. “They’re transferring me to jail.”

    In prison, Mardini was locked in a cell with eight other women from 8pm to 8am. During the day, she would go to Greek classes and art classes, drink coffee with other prisoners, and watch the news.

    She was able to make phone calls, and her mother, who was also granted asylum in Germany, came to visit a number of times. “The first time we saw each other we just broke down in tears,” Mardini recalled. It had been months since they’d seen each other, and now they could only speak for 20 minutes, separated by a plastic barrier.

    Most of the time, Mardini just read, finishing more than 40 books, including Nelson Mandela’s autobiography, which helped her come to terms with her situation. “I decided this is my life right now, and I need to get something out of it,” she explained. “I just accepted what’s going on.”

    People can be held in pre-trial detention for up to 18 months in Greece. But at the beginning of December, a judge accepted Mardini’s lawyer’s request for bail. Binder was released the same day.
    Lingering fear

    On Lesvos, where everyone in the volunteer community knows each other, the case came as a shock. “People started to be... scared,” said Claudia Drost, a 23-year-old from the Netherlands and close friend of Mardini’s who started volunteering on the island in 2016. “There was a feeling of fear that if the police… put [Mardini] in prison, they can put anyone in prison.”

    “We are standing [up] for what we are doing because we are saving people and we are helping people.”

    That feeling was heightened by the knowledge that humanitarians across Europe were being charged with crimes for helping refugees and migrants.

    During the height of the migration crisis in Europe, between the fall of 2015 and winter 2016, some 300 people were arrested in Denmark on charges related to helping refugees. In August 2016, French farmer Cédric Herrou was arrested for helping migrants and asylum seekers cross the French-Italian border. In October 2017, 12 people were charged with facilitating illegal migration in Belgium for letting asylum seekers stay in their homes and use their cellphones. And last June, the captain of a search and rescue boat belonging to the German NGO Mission Lifeline was arrested in Malta and charged with operating the vessel without proper registration or license.

    Drost said that after Mardini was released the fear faded a bit, but still lingers. There is also a sense of defiance. “We are standing [up] for what we are doing because we are saving people and we are helping people,” Drost said.

    As for Mardini, the charges have forced her to disengage from humanitarian work on Lesvos, at least until the case is over. She is back in Berlin and has started university again. “I think because I’m not in Lesvos anymore I’m just finding it very good to be here,” she said. “I’m kind of in a stable moment just to reflect about my life and what I want to do.”

    But she also knows the stability could very well be fleeting. With the prospect of more time in prison hanging over her, the future is still a blank canvas. People often ask if she is optimistic about the case. “No,” she said. “In the first place, they put me in… jail.”

      Sarah and Seán met when they volunteered together as trained rescue workers in Lesvos, Greece. Sarah is a refugee from Syria. Her journey to Europe made international news - she and her sister saved 18 people by dragging their drowning boat to safety. Seán Binder is a son of a Vietnamese refugee. They couldn’t watch refugees drown and do nothing.

      Their humanitarian work saved lives, but like many others across Europe, they are being criminalised for helping refugees. The pair risk facing up to 25 years in prison on ‘people smuggling’ charges. They already spent more than 100 days in prison before being released on bail in December 2018.

    (Beirut) – Emirati authorities detained eight Lebanese nationals for more than a year without charge in an unknown location, ill-treating them and denying them their due process rights, Human Rights Watch said today. Their trial, which began on February 13, 2019, continues to be marred with violations. The third session is set for March 27.

    Family members told Human Rights Watch that the defendants, who face terrorism charges, have been held in prolonged solitary confinement and denied access to their families, legal counsel, and the evidence against them. At least three detainees told family members that state security forces forced them to sign statements while blindfolded and under duress, and one said they forced him to sign a blank paper.

    “The UAE authorities reveal in their treatment of these men just how unwilling they are to reform their unjust state security apparatus,” said Sarah Leah Whitson, Middle East director at Human Rights Watch. “These men deserve, at the very least, to be treated humanely and to receive a fair trial.”

    The men – all of whom are Shia Muslims – have each lived and worked in the UAE for more than 15 years. Seven worked at Emirates Airlines as flight attendants, pursers, or senior managers. Family members said that none had any known political affiliations.

    State security forces arrested one defendant between December 2017 and January 2018, three defendants on January 15, and four others on February 18, and continue to hold them in solitary confinement without access to legal assistance, family members said. At the second session of their trial, on February 27, the prosecutor charged them with setting up a terrorist cell with links to Hezbollah in Lebanon. Hezbollah holds several key positions in the Lebanese government, yet is designated a terrorist organization in the UAE. Family members said that at least seven of the men still have not been able to meet with their lawyers and six remain in solitary confinement. All of the defendants deny the charges, family members who attended the hearings said.

Les outils disponibles sont déjà là : ne plus travailler qu’avec les marchés de cotation des matières premières hors dollar, tels que la Chine en a ouvert en novembre 2015 (le premier portant sur l’or) ; refuser d’avoir affaire avec tout prestataire de services hébergé aux États-Unis, filiale d’une entreprise américaine , ou relevant d’une manière ou d’une autre de la justice américaine ; exiger que la totalité des données de l’entreprise soit traitée, hébergée et préservée dans des centres informatiques localisés en France ; imposer une autre monnaie que le dollar pour toute transaction internationale (comme l’impose l’Iran pour son pétrole et son gaz) ; éliminer de ses appels d’offre toute banque, toute institution financière américaine, ou filiale d’un établissement américain ; ne communiquer aucune information , ne diffuser aucune opinion, d’une organisation, ONG, association, Fondation ou institution internationale, sous la dépendance de financements américains (11).

    But Boeing’s engineers had a problem. Because the new engines for the Max were larger than those on the older version, they needed to be mounted higher and farther forward on the wings to provide adequate ground clearance.

    Early analysis revealed that the bigger engines, mounted differently than on the previous version of the 737, would have a destabilizing effect on the airplane, especially at lower speeds during high-banked, tight-turn maneuvers, Mr. Ludtke said.

    The concern was that an increased risk of the nose being pushed up at low airspeeds could cause the plane to get closer to the angle at which it stalls, or loses lift, Mr. Ludtke said.

    After weighing many possibilities, Mr. Ludtke said, Boeing decided to add a new program — what engineers described as essentially some lines of code — to the aircraft’s existing flight control system to counter the destabilizing pitching forces from the new engines.

    The F.A.A. would also determine what kind of training would be required for pilots on specific design changes to the Max compared with the previous version. Some changes would require training short of simulator time, such as computer-based instruction.

    I would think this is one of those systems that the pilots should know it’s onboard and when it’s activated,” said Chuck Horning, the department chairman for aviation maintenance science at Embry-Riddle Aeronautical University.

    That was not the choice that Boeing — or regulators — would make.

    The F.A.A. Sides With Boeing
    Ultimately, the F.A.A. determined that there were not enough differences between the 737 Max and the prior iteration to require pilots to go through simulator training.

    While the agency did require pilots to be given less onerous training or information on a variety of other changes between the two versions of the plane, M.C.A.S. was not among those items either.

    At least as far as pilots knew, M.C.A.S. did not exist, even though it would play a key role in controlling the plane under certain circumstances.

    Boeing did not hide the modified system. It was documented in maintenance manuals for the plane, and airlines were informed about it during detailed briefings on differences between the Max and earlier versions of the 737.

    But the F.A.A.’s determination that the system did not have to be flagged for pilots gave pause to some other regulators.

    Across the Atlantic, the European Aviation Safety Agency, the European Union’s equivalent of the F.A.A., had qualms, according to a pilot familiar with the European regulator’s certification process.

    At first, the agency was inclined to rule that M.C.A.S. needed to be included in the flight operations manual for the Max, which in turn would have required that pilots be made aware of the new system through a classroom or computer course, the pilot said. But ultimately, he said, the agency did not consider the issue important enough to hold its ground, and eventually it went along with Boeing and the F.A.A.

      Ce jeudi, en début de soirée en France, au lendemain de l’immobilisation totale de la flotte de B 737 MAX qui a suivi l’accident d’Ethiopian Airlines le 10 mars dernier dans des circonstances similaires à celles observées lors du crash de Lion Air en octobre, Boeing a annoncé la suspension des livraisons de ses appareils moyen-courriers.

      « Nous suspendons la livraison des 737 MAX jusqu’à ce que nous trouvions une solution », a déclaré à l’AFP un porte-parole, ajoutant que l’avionneur américain poursuivait en revanche leur production en écartant l’éventualité de réduire les cadences.

      Il va falloir trouver de la place. Boeing construit 52 B737 MAX par mois, quasiment deux par jour.

      « Nous sommes en train d’évaluer nos capacités », c’est-à-dire de savoir où les avions sortis des chaînes d’assemblage vont être stockés, a-t-il admis.

      Boeing entend donc continuer à assembler les avions et introduire la solution à ses problèmes une fois que ces derniers auront été clairement identifiés et que la façon de les résoudre validée.

      Federal Aviation Administration managers pushed its engineers to delegate wide responsibility for assessing the safety of the 737 MAX to Boeing itself. But safety engineers familiar with the documents shared details that show the analysis included crucial flaws.

      As Boeing hustled in 2015 to catch up to Airbus and certify its new 737 MAX, Federal Aviation Administration (FAA) managers pushed the agency’s safety engineers to delegate safety assessments to Boeing itself, and to speedily approve the resulting analysis.

      But the original safety analysis that Boeing delivered to the FAA for a new flight control system on the MAX — a report used to certify the plane as safe to fly — had several crucial flaws.

      That flight control system, called MCAS (Maneuvering Characteristics Augmentation System), is now under scrutiny after two crashes of the jet in less than five months resulted in Wednesday’s FAA order to ground the plane.

      Current and former engineers directly involved with the evaluations or familiar with the document shared details of Boeing’s “System Safety Analysis” of MCAS, which The Seattle Times confirmed.

      The safety analysis:
      • Understated the power of the new flight control system, which was designed to swivel the horizontal tail to push the nose of the plane down to avert a stall. When the planes later entered service, MCAS was capable of moving the tail more than four times farther than was stated in the initial safety analysis document.
      • Failed to account for how the system could reset itself each time a pilot responded, thereby missing the potential impact of the system repeatedly pushing the airplane’s nose downward.
      • Assessed a failure of the system as one level below “catastrophic.” But even that “hazardous” danger level should have precluded activation of the system based on input from a single sensor — and yet that’s how it was designed.

      The people who spoke to The Seattle Times and shared details of the safety analysis all spoke on condition of anonymity to protect their jobs at the FAA and other aviation organizations.

      Both Boeing and the FAA were informed of the specifics of this story and were asked for responses 11 days ago, before the second crash of a 737 MAX last Sunday.

      Delegated to Boeing
      The FAA, citing lack of funding and resources, has over the years delegated increasing authority to Boeing to take on more of the work of certifying the safety of its own airplanes.

      Early on in certification of the 737 MAX, the FAA safety engineering team divided up the technical assessments that would be delegated to Boeing versus those they considered more critical and would be retained within the FAA.

      But several FAA technical experts said in interviews that as certification proceeded, managers prodded them to speed the process. Development of the MAX was lagging nine months behind the rival Airbus A320neo. Time was of the essence for Boeing.

      A former FAA safety engineer who was directly involved in certifying the MAX said that halfway through the certification process, “we were asked by management to re-evaluate what would be delegated. Management thought we had retained too much at the FAA.

      There was constant pressure to re-evaluate our initial decisions,” the former engineer said. “And even after we had reassessed it … there was continued discussion by management about delegating even more items down to the Boeing Company.

      Even the work that was retained, such as reviewing technical documents provided by Boeing, was sometimes curtailed.

      Inaccurate limit
      In this atmosphere, the System Safety Analysis on MCAS, just one piece of the mountain of documents needed for certification, was delegated to Boeing.

      The original Boeing document provided to the FAA included a description specifying a limit to how much the system could move the horizontal tail — a limit of 0.6 degrees, out of a physical maximum of just less than 5 degrees of nose-down movement.

      That limit was later increased after flight tests showed that a more powerful movement of the tail was required to avert a high-speed stall, when the plane is in danger of losing lift and spiraling down.

      After the Lion Air Flight 610 crash, Boeing for the first time provided to airlines details about MCAS. Boeing’s bulletin to the airlines stated that the limit of MCAS’s command was 2.5 degrees.

      That number was new to FAA engineers who had seen 0.6 degrees in the safety assessment.

      System failed on a single sensor
      The bottom line of Boeing’s System Safety Analysis with regard to MCAS was that, in normal flight, an activation of MCAS to the maximum assumed authority of 0.6 degrees was classified as only a “major failure,” meaning that it could cause physical distress to people on the plane, but not death.

      In the case of an extreme maneuver, specifically when the plane is in a banked descending spiral, an activation of MCAS was classified as a “hazardous failure,” meaning that it could cause serious or fatal injuries to a small number of passengers. That’s still one level below a “catastrophic failure,” which represents the loss of the plane with multiple fatalities.

      Boeing’s System Safety Analysis assessment that the MCAS failure would be “hazardous” troubles former flight controls engineer Lemme because the system is triggered by the reading from a single angle-of-attack sensor.

      A hazardous failure mode depending on a single sensor, I don’t think passes muster,” said Lemme.

      Like all 737s, the MAX actually has two of the sensors, one on each side of the fuselage near the cockpit. But the MCAS was designed to take a reading from only one of them.

      Lemme said Boeing could have designed the system to compare the readings from the two vanes, which would have indicated if one of them was way off.

      Alternatively, the system could have been designed to check that the angle-of-attack reading was accurate while the plane was taxiing on the ground before takeoff, when the angle of attack should read zero.

      They could have designed a two-channel system. Or they could have tested the value of angle of attack on the ground,” said Lemme. “I don’t know why they didn’t.

      The black box data provided in the preliminary investigation report shows that readings from the two sensors differed by some 20 degrees not only throughout the flight but also while the airplane taxied on the ground before takeoff.

      L’affaire « prend un tour entièrement nouveau avec l’enquête criminelle », a réagi Scott Hamilton, expert aéronautique chez Leeham Company. « Contrairement à la France, où les enquêtes criminelles sont habituelles quand il y a un accident d’avion, c’est très, très rare aux Etats-Unis », souligne-t-il, se souvenant d’un seul précédent, celui de ValuJet.       Des documents disponibles sur le site de la FAA montrent que le 737 MAX a été certifié comme une variante du 737 NG, son prédécesseur. Autrement dit, il n’a pas été inspecté dans son intégralité, la FAA estimant qu’il n’était pas nécessaire d’examiner certains systèmes. Cela n’est pas inhabituel dans l’aéronautique s’agissant d’un avion qui n’est pas entièrement nouveau.

      Plus gênant, selon des sources concordantes, le régulateur, confronté à des coupes budgétaires et manquant d’expertise, a délégué à des employés de Boeing la certification du MCAS. Or ce système a, lui, été spécialement conçu pour le 737 MAX, afin de compenser le fait que ce nouvel aéronef dispose de moteurs plus lourds que ceux équipant le 737 NG et qu’il présentait, de ce fait, un risque plus élevé de décrochage.

      Note que l’explication fournie est au minimum rapide, voire carrément fausse (cf. supra, la modification des moteurs (plus gros) a surtout entrainé un changement de leur position – surélévation et déplacement vers l’avant - ce qui modifie fortement le centrage de l’avion)

      Peter DeFazio, le président de la commission parlementaire des transports à la Chambre des représentants, envisage, lui, de lancer une enquête sur la certification du 737 MAX, selon des sources parlementaires, ajoutant que des auditions publiques de responsables de la FAA ne sont pas exclues.

      Par ailleurs, Donald Trump a annoncé mardi son intention de nommer Steve Dickson, un ancien pilote de chasse et pilote de ligne, à la tête de la FAA. Steve Dickson doit être nommé comme administrateur de la FAA pour une période de cinq ans et comme président du Comité des services du trafic aérien au département du Transport. Steve Dickson, qui a pris récemment sa retraite, a une longue expérience du transport aérien puisqu’il était responsable de la sécurité et des services opérationnels au sein de la compagnie américaine Delta Airlines. Il était en outre instructeur. En tant que pilote de ligne, il a l’expérience des avions moyen-courriers : Airbus A320, Boeing 727, 737, 757. Steve Dickson était également, au début de sa carrière, pilote sur l’avion de combat F-15.

      La division d’aviation commerciale de Boeing a selon Reuters remanié l’équipe dirigeante de l’ingénierie. John Hamilton, qui occupait les fonctions de vice-président et d’ingénieur en chef, va se concentrer uniquement sur le rôle d’ingénieur en chef, a déclaré le PDG de la division d’aviation commerciale, Kevin McAllister, dans un email envoyé aux employés. Lynne Hopper, jusque-là en charge de l’unité test et évaluation, est nommée vice-présidente de l’ingénierie, a-t-il ajouté.

      La réorganisation va permettre à Hamilton de « focaliser toute son attention sur les enquêtes en cours sur l’accident », écrit McAllister, soulignant que des changements étaient nécessaires alors que l’avionneur américain « dédie des ressources supplémentaires » à ces enquêtes.

      Selon les autorités américaines, de telles dispositions ont été accordées à Boeing par la Federal Administration Agency (FAA), la direction générale de l’aviation civile, lorsque cette dernière a interdit les vols des 737 MAX la semaine dernière. « La FAA a décidé d’interdire les opérations, mais n’a pas retiré le certificat de navigabilité de l’avion qui aurait décrété que l’avion n’était pas en mesure de voler », a expliqué surpris à La Tribune, un expert européen des questions de sécurité. En attendant, si Boeing décidait de faire voler ses avions pour aller les parquer ailleurs qu’à Renton, la décision pourrait en surprendre plus d’un. Comment pourrait-on autoriser un avion cloué au sol pour des raisons de sécurité reprendre les airs avec des pilotes à bord ?

      Avec une cadence de production de 52 appareils par mois, l’avionneur est confronté au défi du stockage de ces avions qu’il ne peut pas livrer aux compagnies aériennes. Selon nos informations, Boeing a des solutions pour absorber deux mois de production, soit plus de 100 appareils.

  • Drone Surveillance Operations in the Mediterranean: The Central Role of the Portuguese Economy and State in EU Border Control

Yet, when the first joint drone surveillance operation of #Frontex, the #European_Maritime_Safety_Agency (#EMSA) and Portuguese authorities was launched on 25 September 2018, there was a lack of response both from the media and concerned activists or researchers. Yet, the EMSA offered details about the operation on its website, and Frontex as well. In addition, Frontex mentioned in its press statement parallel operations undertaken in Italy and Greece in the same period.

    These operations were a crucial step for the setup of the joint European information system for border surveillance, #EUROSUR. The drone surveillance program in the context of Frontex operations is a major step in the operational setup of the EUROSUR program that aims to integrate databases and national coordination centres of 24 European countries. EUROSUR was officially introduced with a policy paper in 2008, and the system itself was launched on 1 December 2013 as a mechanism of information exchange among EU member states. But it is not yet fully operational, and drone surveillance is commonly seen as a central component for full operationability. Thus, the cooperation between the EMSA, Frontex and the Portuguese state in the recent operation is a crucial milestone to achieve the aim of EUROSUR to create a unified European border surveillance system.

    This is why the operation launched in Portugal in September 2018 is of higher significance to the ones in Italy and Greece since it includes not only national authorities but also the EMSA, located in Lisbon, as a new key actor for border surveillance. EMSA was founded in 2002 as a response to various shipping disasters that lead to environmental pollution and originally focuses on monitoring the movement of ships, with a focus on the safety of shipping operations, environmental safety at sea and the trading of illegal goods via maritime transport.

    In 2016 the EMSA was allocated 76 million Euros in a bid for the production of drones for the surveillance of the Mediterranenan in the context of Frontex missions. EMSA`s bid foresaw that drones would be hired by EMSA itself. EMSA would run the operation of drones and share real-time data with Frontex. The largest part of this bid, 66 million Euros, went to the Portuguese company #Tekever, while smaller portions went to the Italian defence company #Leonardo and to the Portuguese air force that will operate drones produced by the Portuguese company #UA_Vision. At the same time, the successful bid of Tekever and the integration of Portuguese authorities in surveillance operations catapults Portugal onto the map of the defence and surveillance industry that profits immensely from the recent technological craze around border surveillance (see here, here and here).

    Lisbon-based Tekever set up a factory for the production of drones in the Portuguese mainland in #Ponte_de_Sor, an emerging new hub for the aerospace industry. Together with French #Collecte_Localisation_Service, which specialises in maritime surveillance, Tekever founded the consortium #REACT in order to produce those specific drones. Under the Portuguese operation, ground control, i.e. the technical coordination of the flight of the drones, was located in Portugal under the authority of the Portuguese air force, while the operation was coordinated remotely by Frontex experts and Portuguese authorities in the #Frontex_Situational_Centre in Poland where data were shared in real-time with EMSA. This first operation is a crucial step, testing the technical and administrative cooperation between EMSA and Frontex, and the functionality of the drones that were specifically produced for this purpose. These drones are lighter than the ones used in Greece and Italy, and they are equipped with special cameras and #radars that can detect ship movements and receive emergency calls from the sea. This allows to run data collected by the drones through an algorithm that is programmed to distinguish so-called ´#migrant_vessels´ from other ships and boats.

    The Portuguese government has set up a number of initiatives to foster this industry. For example, a national strategy called #Space_2030 (#Estratégia_Portugal_Espaço_2030) was launched in 2018, and the newly founded #Portuguese_Space_Agency (#Agência_Espacial_Portuguesa) will begin to work in the first months of 2019. The fact that border surveillance is one of the larger European programs boosting the defence and surveillance industry financially has not generated any controversy in Portugal; neither the fact that a center-left government, supported by two radical left parties is propping up surveillance, aerospace and defence industries. The colonial continuities of this industrial strategy are all too visible since narratives like ‘from the discovery of the sea to the technology of space’ are used not only by industry actors, but also, for example, by the Portuguese Chamber of Commerce in the UK on its website. In this way, social and political #domination of non-European territories and the control of the movement of racialized bodies are reduced to the fact of technological capability – in the colonial period the navigation of the seas with optical instruments, astronomic knowledge and ships, and today the electronic monitoring of movements on the sea with drones and integrated computer systems. The Portuguese aerospace industry is therefore presented as a cultural heritage that continues earlier technological achievements that became instruments to set up a global empire.

    The lack of any mention about the start of the drone surveillance programme does not only demonstrate that border surveillance goes largely unquestioned in Europe, but also that the sums spent for surveillance and defence by EU agencies create incentives to engage more in the defence and surveillance industry. This goes all the more for countries that have been hit hard by austerity and deindustrialisation, such as Portugal. The recent increase of 9.3 billion Euros for the period 2021 to 2027 for border surveillance funding in the EU with the creation of the #Integrated_Border_Management_Fund focused on border protection, is a telling example of the focus of current EU industrial policies. For the same period, the European Commission has earmarked 2.2 billion Euro for Frontex in order to acquire, operate and maintain surveillance assets like drones, cameras, fences, and the like. In this situation, the political consensus among EU governments to restrict migration reinforces the economic interests of the defence industry and vice versa, and the interest of national governments to attract #high-tech investment adds to this. Those lock-in effects could probably only be dismantled through a public debate about the selective nature of the entrepreneurial state whose funding has decisive influence on which industries prosper.

    While the Portuguese government does not currently have a single helicopter operating in order to control and fight forest fires that have caused more than 100 deaths in the past two years, much EU and national public funding goes into technology aimed at the control of racialized bodies and the observation of earth from space. At the same time, there is considerable concern among experts that surveillance technology used for military means and border security will be rolled out over the entire population in the future for general policing purposes. For this reason, it remains important to keep an eye on which technologies are receiving large public funds and what are its possible uses.

      Pour renforcer la surveillance aérienne, après le départ des navires, l’opération Sophia déployée en Méditerranée (alias #EUNAVFOR_Med) va bénéficier d’un renfort d’au moins un drone #Predator de l’aeronautica militare.

      L’#Italie a indiqué sa disponibilité à fournir un drone à l’opération Sophia, selon nos informations confirmées à bonne source. Ce pourrait être un #MQ-9A Predator B, la version la plus avancée et la plus récente du drone, d’une longueur de 10,80 m avec une envergure de plus de 20 mètres, qui peut voler à 445 km / heure. De façon alternative, selon les moyens disponibles, un MQ-1C Predator A, plus modeste (longueur de 8,20 m et envergure de 14,80 m), pouvant voler à 160 km/heure, pourrait aussi être déployé.

    Ainsi Carlos Ghosn, non content de la fortune qu’il gagnait chaque année, aurait fait financer indirectement son mariage à Versailles par Renault, à travers un subtil montage de mécénat. Rien n’est avéré mais la nouvelle direction de l’entreprise a tout de même décidé de transmettre le dossier à la justice. Le lieu se prête aux comparaisons historiques : Ghosn serait-il une sorte de Fouquet, ce ministre corrompu et ambitieux du Grand Siècle ? Un Fouquet qui n’organiserait pas ses fêtes à Vaux-le-Vicomte mais louerait directement le palais de Versailles pour rivaliser avec la munificence de Louis XIV, le tout aux frais de la princesse, en l’occurrence la grande firme automobile mondiale ?

    Tout cela demande vérification et sanction judiciaire, pour le condamner ou l’innocenter. Mais quelle que soit l’issue de cette bataille, elle sera désastreuse, en tout état de cause, pour l’image de l’establishment industriel mondial. Deux thèses sont en présence, et les tribunaux diront laquelle est la bonne. Mais les deux mettent en lumière des mœurs extravagantes en vigueur au sommet des multinationales de la mondialisation heureuse.

    Si Ghosn est coupable – thèse des procureurs japonais –, il apparaîtra que l’avidité hors du commun d’un baron de la grande industrie l’a conduit non seulement à toucher des émoluments gigantesques, mais encore à abuser des facilités que lui procurait son poste pour se livrer à toutes sortes d’irrégularités destinées à financer un mode de vie de sybarite. Ce qui conduira le public à penser que la cupidité des capitalistes modernes, comme celle des satrapes du Bas-Empire, n’a décidément aucune limite.

    Et si Ghosn a raison – jusqu’à preuve du contraire, il est présumé innocent –, c’est sa thèse qui l’emportera. Laquelle consiste à accuser ses anciens collègues (et nouveaux ennemis) d’avoir couvert en connaissance de cause ses dépenses somptuaires et monté ensuite un ténébreux complot pour l’écarter, en l’accusant faussement de délits qui lui valent de croupir en prison depuis des semaines, méthodes qui sont en général réservées aux dictatures corrompues. Comportement de sybarite d’un côté, procès stalinien de l’autre : dans les deux cas, nous sommes plongés au cœur d’un univers de corruption hédoniste ou d’intrigues machiavéliques, dignes de la cour de Florence au XVIe siècle. Voilà qui ne risque pas de redorer le blason moral de « l’oligarchie » dénoncée par la gauche radicale aussi bien que par les national-populistes. On s’étonne ensuite que les démocraties libérales soient mises en cause sur fond d’indignation populaire.

    Il ne fait que transférer le fardeau sur les alliés et compter davantage sur les mercenaires

    Le retrait annoncé des troupes américaines de #Syrie et la diminution des troupes d’occupation en #Afghanistan ne correspondent très probablement pas à l’abandon par les #États-Unis de leurs objectifs au #Moyen-Orient, mais bien plutôt à l’adoption de nouveaux moyens pour atteindre les buts que la politique étrangère américaine vise depuis longtemps. Plutôt que de renoncer à l’objectif américain de dominer les mondes arabe et musulman par un système colonialiste et une occupation militaire directe, le président #Donald_Trump ne fait que mettre en œuvre une nouvelle politique – une politique basée sur un transfert plus important du fardeau du maintien de l’#Empire sur ses alliés et sur des soldats privés financés par les monarchies pétrolières.

    Le modus operandi de Trump en matière de relations étrangères a été constamment guidé par l’argument que les alliés des États-Unis ne parviennent pas à peser leur poids et devraient contribuer davantage à l’architecture de la sécurité américaine. Recruter des alliés arabes pour remplacer les troupes américaines en Syrie et déployer des #mercenaires (appelés par euphémisme des fournisseurs de sécurité) sont deux options que la Maison-Blanche examine activement depuis l’année dernière. De plus, il existe déjà une importante présence alliée et mercenaire en Afghanistan et le retrait prévu de 7000 soldats américains de ce pays ne réduira que marginalement l’empreinte militaire occidentale.

    Le conflit entre le secrétaire américain à la Défense #Jim_Mattis et Trump quant à leurs visions du monde est perçu à tort comme l’expression d’opinions contradictoires sur les objectifs américains plutôt que sur la manière de les atteindre. Mattis privilégie la poursuite des buts impériaux des États-Unis par la participation significative de l’armée américaine tandis que Trump favorise la pression sur les alliés pour qu’ils assument une plus grande partie du fardeau que constitue l’entretien de l’empire américain, tout en embauchant des fournisseurs de sécurité pour combler les lacunes. Le but de Trump est de réduire la ponction de l’Empire sur les finances américaines et d’assurer sa base électorale, à qui il a promis, dans le cadre de son plan « #America_First », de ramener les soldats américains au pays.

    Fait significatif, le plan de Trump est de réduire les dépenses des activités militaires américaines à l’étranger, non pas comme fin en soi mais comme moyen de libérer des revenus pour l’investissement intérieur dans les infrastructures publiques. De son point de vue, les dépenses pour la république devraient avoir la priorité sur les dépenses pour l’#Empire. « Nous avons [dépensé] 7 mille milliards de dollars au Moyen-Orient », s’est plaint le président américain auprès des membres de son administration. « Nous ne pouvons même pas réunir mille milliards de dollars pour l’infrastructure domestique. »[1] Plus tôt, à la veille de l’élection de 2016, Trump se plaignait que Washington avait « gaspillé 6 trillions de dollars en guerres au Moyen-Orient – nous aurions pu reconstruire deux fois notre pays – qui n’ont produit que plus de terrorisme, plus de mort et plus de souffrance – imaginez si cet argent avait été dépensé dans le pays. […] Nous avons dépensé 6 trillions de dollars, perdu des milliers de vies. On pourrait dire des centaines de milliers de vies, parce qu’il faut aussi regarder l’autre côté. » [2]

    En avril de cette année, Trump « a exprimé son impatience croissante face au coût et à la durée de l’effort pour stabiliser la Syrie » et a parlé de l’urgence d’accélérer le retrait des troupes américaines. [3] Les membres de son administration se sont empressés « d’élaborer une stratégie de sortie qui transférerait le fardeau américain sur des partenaires régionaux ». [4]

    La conseiller à la Sécurité nationale, #John_Bolton, « a appelé Abbas Kamel, le chef par intérim des services de renseignement égyptiens pour voir si le Caire contribuerait à cet effort ». [5] Puis l’#Arabie_ saoudite, le #Qatar et les Émirats arabes unis ont été « approchés par rapport à leur soutien financier et, plus largement, pour qu’ils contribuent ». Bolton a également demandé « aux pays arabes d’envoyer des troupes ». [6] Les satellites arabes ont été mis sous pression pour « travailler avec les combattants locaux #kurdes et arabes que les Américains soutenaient » [7] – autrement dit de prendre le relais des États-Unis.

    Peu après, #Erik_Prince, le fondateur de #Blackwater USA, l’entreprise de mercenaires, a « été contactée de manière informelle par des responsables arabes sur la perspective de construire une force en Syrie ». [8] À l’été 2017, Prince – le frère de la secrétaire américaine à l’Éducation #Betsy_De_Vos – a approché la Maison Blanche sur la possibilité de retirer les forces étasuniennes d’Afghanistan et d’envoyer des mercenaires combattre à leur place. [9] Le plan serait que les monarchies pétrolières du golfe Persique paient Prince pour déployer une force mercenaire qui prendrait la relève des troupes américaines.

    En avril, Trump a annoncé : « Nous avons demandé à nos partenaires d’assumer une plus grande responsabilité dans la sécurisation de leur région d’origine. » [10] La rédaction en chef du Wall Street Journal a applaudi cette décision. Le plan de Trump, a-t-il dit, était « la meilleure stratégie » – elle mobiliserait « les opposants régionaux de l’Iran », c’est-à-dire les potentats arabes qui gouvernent à la satisfaction de Washington en vue du projet de transformer « la Syrie en un Vietnam pour l’Ayatollah ». [11]

    En ce moment, il y a 14 000 soldats américains reconnus en Afghanistan, dont la moitié, soit 7 000, seront bientôt retirés. Mais il y a aussi environ 47 000 soldats occidentaux dans le pays, y compris des troupes de l’#OTAN et des mercenaires (14 000 soldats américains, 7 000 de l’OTAN [12] et 26 000 soldats privés [13]). Diviser la contribution étasunienne de moitié laissera encore 40 000 hommes de troupes occidentales comme force d’occupation en Afghanistan. Et la réduction des forces américaines peut être réalisée facilement en engageant 7000 remplaçants mercenaires, payés par les monarques du golfe Persique. « Le retrait », a rapporté The Wall Street Journal, « pourrait ouvrir la voie à un plus grand nombre d’entrepreneurs privés pour assumer des rôles de soutien et de formation », comme le souligne « la campagne de longue date d’Erik Prince ». Le Journal a noté que le frère de la secrétaire à l’Éducation « a mené une campagne agressive pour convaincre M. Trump de privatiser la guerre ». [14]

    La démission de Mattis a été interprétée comme une protestation contre Trump, qui « cède un territoire essentiel à la Russie et à l’Iran » [15] plutôt que comme un reproche à Trump de se reposer sur des alliés pour porter le fardeau de la poursuite des objectifs étasuniens en Syrie. La lettre de démission du secrétaire à la Défense était muette sur la décision de Trump de rapatrier les troupes américaines de Syrie et d’Afghanistan et insistait plutôt sur « les alliances et les partenariats ». Elle soulignait les préoccupations de Mattis sur le fait que le changement de direction de Trump n’accordait pas suffisamment d’attention au « maintien d’alliances solides et de signes de respect » à l’égard des alliés. Alors que cela a été interprété comme un reproche d’avoir abandonné le fer de lance américain en Syrie, les Kurdes, Mattis faisait référence aux « alliances et aux partenariats » au pluriel, ce qui indique que ses griefs vont plus loin que les relations des États-Unis avec les Kurdes. Au contraire, Mattis a exprimé des préoccupations cohérentes avec une plainte durable dans le milieu de la politique étrangère américaine selon laquelle les efforts incessants de Trump pour faire pression sur ses alliés afin qu’ils supportent davantage le coût du maintien de l’Empire aliènent les alliés des Américains et affaiblissent le « système d’alliances et de partenariats » qui le composent. [16]

    L’idée, aussi, que la démission de Mattis est un reproche à Trump pour l’abandon des Kurdes, est sans fondement. Les Kurdes ne sont pas abandonnés. Des commandos britanniques et français sont également présents dans le pays et « on s’attend à ce qu’ils restent en Syrie après le départ des troupes américaines ». [17] Mattis semble avoir été préoccupé par le fait qu’en extrayant les forces américaines de Syrie, Trump fasse peser plus lourdement le poids de la sécurisation des objectifs étasuniens sur les Britanniques et les Français, dont on ne peut guère attendre qu’ils tolèrent longtemps un arrangement où ils agissent comme force expéditionnaire pour Washington tandis que les troupes américaines restent chez elles. À un moment donné, ils se rendront compte qu’ils seraient peut-être mieux en dehors de l’alliance américaine. Pour Mattis, soucieux depuis longtemps de préserver un « système global d’alliances et de partenariats » comme moyen de « faire progresser un ordre international le plus propice à la sécurité, à la prospérité et aux valeurs [des États-Unis], le transfert du fardeau par Trump ne parvient guère à « traiter les alliés avec respect » ou à « faire preuve d’un leadership efficace », comme Mattis a écrit que Washington devrait le faire dans sa lettre de démission.

    Le président russe #Vladimir_Poutine a accueilli l’annonce de Trump avec scepticisme. « Nous ne voyons pas encore de signes du retrait des troupes américaines », a-t-il déclaré. « Depuis combien de temps les États-Unis sont-ils en Afghanistan ? Dix-sept ans ? Et presque chaque année, ils disent qu’ils retirent leurs troupes. » [18] Le #Pentagone parle déjà de déplacer les troupes américaines « vers l’#Irak voisin, où environ 5000 soldats étasuniens sont déjà déployés », et qui ‘déferleront’ en Syrie pour des raids spécifiques ». [19] Cette force pourrait aussi « retourner en Syrie pour des missions spéciales si des menaces graves surgissent » [20] ce qui pourrait inclure les tentatives de l’armée syrienne de récupérer son territoire occupé par les forces #kurdes. De plus, le Pentagone conserve la capacité de continuer de mener des « frappes aériennes et de réapprovisionner les combattants kurdes alliés avec des armes et du matériel » depuis l’Irak. [21]

    Trump n’a jamais eu l’intention d’apporter à la présidence une redéfinition radicale des objectifs de la politique étrangère américaine, mais seulement une manière différente de les atteindre, une manière qui profiterait de ses prouesses autoproclamées de négociation. Les tactiques de négociation de Trump n’impliquent rien de plus que de faire pression sur d’autres pour qu’ils paient la note, et c’est ce qu’il a fait ici. Les Français, les Britanniques et d’autres alliés des Américains remplaceront les bottes étasuniennes sur le terrain, avec des mercenaires qui seront financés par les monarchies pétrolières arabes. C’est vrai, la politique étrangère des États-Unis, instrument pour la protection et la promotion des profits américains, a toujours reposé sur quelqu’un d’autre pour payer la note, notamment les Américains ordinaires qui paient au travers de leurs impôts et, dans certains cas, par leurs vies et leurs corps en tant que soldats. En tant que salariés, ils ne tirent aucun avantage d’une politique façonnée par « des #élites_économiques et des groupes organisés représentant les intérêts des entreprises », comme les politologues Martin Gilens et Benjamin I. Page l’ont montré dans leur enquête de 2014 portant sur plus de 1700 questions politiques américaines. Les grandes entreprises, concluaient les chercheurs, « ont une influence considérable sur la politique gouvernementale, tandis que les citoyens moyens et les groupes fondés sur les intérêts des masses n’ont que peu d’influence ou pas d’influence du tout ». [22] Autrement dit, les grandes entreprises conçoivent la politique étrangère à leur avantage et en font payer le coût aux Américains ordinaires. 

    C’est ainsi que les choses devraient être, selon Mattis et d’autres membres de l’élite de la politique étrangère américaine. Le problème avec Trump, de leur point de vue, est qu’il essaie de transférer une partie du fardeau qui pèse actuellement lourdement sur les épaules des Américains ordinaires sur les épaules des gens ordinaires dans les pays qui constituent les éléments subordonnés de l’Empire américain. Et alors qu’on s’attend à ce que les alliés portent une partie du fardeau, la part accrue que Trump veut leur infliger nuit est peu favorable au maintien des alliances dont dépend l’Empire américain.

    Vous pensiez que les dents en or et les prothèses articulaires ou mammaires des défunts étaient restituées à la famille après la crémation ? Pas du tout. Seules les cendres sont rendues à la famille, pour être placées dans un caveau spécifique, ou enfouis dans le jardin des souvenirs du crématorium.

    Les résidus métalliques provenant des prothèses mammaires ou de hanche, de dents en or, etc., sont filtrés et confiés à des sociétés spécialisées qui en retirent divers métaux, précieux pour certains, que ces déchets contiennent : titane, cobalt, inox, aluminium, cuivre, zinc, fer, acier, or, platine, argent… Des métaux réutilisés à destination de l’industrie automobile ou aéronautique, voire de l’armement. Les prothèses sont parfois reconditionnées et exportées vers des pays émergents pour y être réutilisées (lire ci-contre).

    Le crématorium de Cornebarrieu a confié le marché du recyclage après crémation à une société hollandaise, OrthoMetals, suite à un appel d’offres en 2015. Une attribution contestée par une autre société spécialisée, française, EMC (Europe Metal Concept), dont le siège est à Avignon. EMC a porté plainte le 7 août 2015 contre Toulouse Métropole (dont le crématorium de Cornebarrieu dépend) devant le tribunal administratif de Toulouse. L’instruction, close depuis le 26 mars 2018, le magistrat rapporteur décidera de la mise au rôle de ce dossier à une prochaine audience dès qu’il le jugera possible.

    Le gérant d’EMC, Louis Piazza, évoque une « concurrence déloyale » d’OrthoMetals, « qui n’a pas demandé les autorisations nécessaires en France et n’acquitte pas les taxes françaises » et « un contrôle fiscal en cours ». Ce que dément Hidde Verberne, d’OrthoMetals BV : « tous les paiements obligatoires ont été faits » (lire ci-contre). La responsable de la société hollandaise explique que sa filiale française, qui a obtenu le marché en 2015 sans personnel en France, a été clôturée car « les appels d’offres sont faits désormais au niveau européen ».

    Louis Piazza accuse : « La Ville de Toulouse stockait ses résidus métalliques depuis 25 ans. Ce stock faisait partie du marché. Il contenait des métaux précieux, et de l’or, peut-être une demi-tonne… D’où vient la recette exceptionnelle d’1,20 million d’€ enregistrée par le crématorium en 2015 ? »

    Ghislaine Delmond, élue métropolitaine en charge des cimetières, affirme : « le stock a été enfoui » et Sacha Briand, en charge des finances explique : « les 1,20 M€ correspondent au reversement des excédents antérieurs du budget annexe portés alors par la ville (…) transférés à Toulouse Métropole » en 2015.
    Le business caché de la crémation

    40 % des défunts sont incinérés, en France (38 % pour Toulouse Métropole). Notre pays est devenu le quatrième d’Europe pour la crémation. Une proportion à la hausse, au rythme de +1 % l’an, selon Ghislaine Delmond, élue métropolitaine en charge des cimetières. La mort est aussi un marché. Et ce marché reste tabou dans notre société, ce qui explique sans doute qu’il reste aussi opaque qu’un tombeau. Savez-vous par exemple que les familles peuvent récupérer les cendres d’un défunt dans une urne métallique qui est gratuite ? Mais les services de pompes funèbres proposent systématiquement aux familles des urnes payantes, plus élaborées. à noter que Toulouse Métropole a sa propre société de pompes funèbres, depuis 1904 (elle relevait alors de la Ville de Toulouse), une régie publique, la plus ancienne de la métropole. Orthometals, la société hollandaise leader mondial du marché de la récupération des résidus métallique après crémation, a, elle, collecté et traité 50 tonnes de métaux provenant de France sur un total de 350 t. au niveau mondial, en 2013. Cette PME de 6 personnes travaille avec 180 crématoriums en France (1 250 dans le monde) mais se montre très discrète sur ses comptes, se réfugiant derrière le secret des affaires.

D’après l’anthropologue Ajay Saini, qui a publié une tribune dans le quotidien britannique The Guardian après la mort de John Allen Chau, ils y menaient des expéditions ayant pour but d’enlever certains de leurs habitants pour les réduire en #esclavage et les vendre sur d’autres rivages.

    A partir du début du XIXe siècle, les peuples insulaires d’#Andaman ont dû faire face à un ennemi encore plus destructeur : l’#Empire_britannique, qui affirmait déjà son emprise sur les #Indes, installe, après les révoltes indiennes de 1857, une colonie pénitentiaire pour les rebelles sur l’île.

    Sa construction donne lieu à de vastes campagnes de #déforestation auxquelles les habitants de l’archipel résistent. Une dizaine de peuples se liguent. Afin de défendre leur habitat, ils forment des troupes de plusieurs milliers de personnes et se préparent à attaquer la garnison britannique.     What makes a song last? The history of popular music tells us that many masterpieces of songcraft—and even the most world-conquering smashes—are quickly forgotten.

    Meanwhile, many earworms burrow deep into the collective consciousness, where they take root, whether we like it or not.

    Which of today’s hits will be tomorrow’s classics?

    Who could have predicted that “Don’t Stop Believin’ ”—which was, upon its release in 1981, a commercial disappointment from a critically derided band—would become the 20th century’s best-selling digital download?* Or that it would be a “novelty” dance single, of all song varieties, that would become Billboard’s pick for the greatest single of all time?

    Separating the most durable tunes from the millions of other would-be classics is no easy task. So we asked critics, musicians, and industry professionals to predict which tracks from the past 25 years we’ll still be dancing and singing along to for the next 100 years. Some of these songs our children will belt in sports arenas. Others our grandchildren will dance to at their weddings.

    The New American Songbook is emphatically not a list of the best songs of the past quarter-century, although many of these tracks would make that list, too. As predicted by our panel, tomorrow’s oldies, like tomorrow’s America, will be a lot less male-dominated, and a lot more diverse. Less than a third of the songs on our list are fronted by white men, and no artists are featured more frequently than pop music’s first couple Beyoncé and Jay-Z. Classic rock will soon be rivaled by classic rap, and the Cole Porter of the next American songbook may be Max Martin.

    Below, find the Top 30 songs, in order, all of which were nominated by at least two of our panelists.     This future standard has the “best hook in history,” writes Powers. And it’s perhaps the strongest testament to Outkast’s world-conquering, genre-bending hit that you can’t help but mentally scroll through this perennial list-topper’s many catchy bits and respond, “Wait—which one?” Of course there’s the titular chorus, at once triumphant and melancholy. (While some panelists referred to it as “an expression of pure pop joy,” the lyrics find the singer worrying that all love is transient.) But there are also the hand claps putting three exclamation points on each couplet, the call-and-response section that lets the audience deliver the cooler-than-cool punchline, the “shake it like a Polaroid picture” bridge that people will be singing long after they’ve forgotten the purpose of shaking Polaroids, even the repetition of 14 straight “all rights” that embodies this song’s perfect combination of pop universality and André 3000 weirdness. (See also the time signature, which is either a standard 4/4 or a downright bizarre 11/4, depending on whom you ask.)

    And these hooks have already sunk themselves into subsequent generations. As Kois writes, “The first time I played this song for my kids it was as if they’d already heard it 1,000 times.” If what they say is “Nothing is forever,” “Hey Ya” might be the exception.

  • L’Europe utilisera-t-elle les drones israéliens contre les réfugiés ?

    En matière de sécurité, #Israël en connait un rayon. Ses entreprises sont particulièrement actives sur ce marché lucratif et peuvent démontrer l’efficacité de leurs produits en prenant les Palestiniens comme cobayes. Pour contrôler l’arrivée de réfugiés, l’agence européenne #Frontex s’intéresse ainsi de près au drone #Heron. L’engin a fait ses “preuves au combat” durant l’#opération_Plomb durci. (IGA)

    En septembre, l’Agence de surveillance des frontières de l’Union européenne Frontex a annoncé le démarrage de vols d’essais de drones en #Italie, en #Grèce et au #Portugal. Il y avait une omission majeure dans la déclaration de Frontex : le type de drones testé avait été utilisé auparavant pour attaquer Gaza.

    Certains détails sur les compagnies impliquées dans ces essais ont été publiés plus tôt cette année. Un « avis d’attribution de marché » a révélé qu’#Israel_Aerospace_Industries était l’un des deux fournisseurs sélectionnés.

    Israel Aerospace Industries a reçu 5.,5 millions de dollars pour jusqu’à 600 heures de vols d’essais.

    Le drone qu’Israel Aerospace Industries offre pour la #surveillance maritime s’appelle le #Heron.

    Selon le propre site web de la compagnie, le Heron a « fait ses preuves au combat ». C’est une expression codée signifiant qu’il a été employé pendant trois attaques majeures d’Israël contre Gaza pendant la dernière décennie.

    Après l’opération Plomb durci, l’attaque israélienne sur Gaza de fin 2008 et début 2009, une enquête de Human Rights Watch a conclu que des dizaines de civils avaient été tués par des missiles lancés à partir de drones. Le Heron a été identifié comme l’un des principaux drones déployés dans cette offensive.

    Frontex – qui expulse fréquemment des réfugiés d’Europe – a étudié les #drones depuis un certain temps. Déjà en 2012, Israel Aerospace Industries avait présenté le Heron à un événement organisé par Frontex.

    Par ses vols d’essais, Frontex permet à l’industrie de guerre israélienne d’adapter la technologie testée sur les Palestiniens à des fins de surveillance. Alors que les dirigeants de l’Union européenne professent couramment leur souci des droits humains, l’implication de fabricants d’armes pour surveiller les frontières partage plus que quelques similitudes avec les politiques belliqueuses poursuivies par le gouvernement de Donald Trump aux USA.

    Des opportunités commerciales

    Les entreprises israéliennes bénéficient des décisions prises des deux côtés de l’Atlantique.

    L’année dernière, #Elta – une filiale d’Israel Aerospace Industries – a été engagée pour dessiner un prototype pour le mur controversé que Trump a proposé d’établir le long de la frontière USA- Mexique. Elbit, un autre fabricant israélien de drones, a gagné en 2014 un contrat pour construire des tours de surveillance entre l’Arizona et le Mexique.

    Les mêmes compagnies poursuivent les opportunités commerciales en Europe.

    Elta a été en contact avec divers gouvernements à propos de leur système « de #patrouille_virtuelle des #frontières » – qui est basé sur l’interception des communications téléphoniques des mobiles et l’#espionnage des usagers d’internet. Pour fournir un prétexte à une telle intrusion, la compagnie joue sur la politique de la #peur. Amnon Sofrin, un dirigeant d’Elta qui occupait auparavant une position de premier plan dans l’agence israélienne d’espionnage et d’assassinat du Mossad, a recommandé que l’Europe choisisse en priorité la « #sécurité » plutôt que les libertés civiles.

    L’entreprise israélienne #Magal_Systems cherche aussi des contrats en Europe. Magal a installé ce qu’elle appelle une barrière « intelligente » — livrée avec des capteurs et un équipement avancé de caméras – le long de la frontière d’Israël avec Gaza.

    Saar Koush, jusqu’à récemment le PDG de Magal, a argué que le rôle de l’entreprise dans la mise en place d’un siège des deux millions d’habitants de Gaza leur donnait un argument commercial unique – ou au moins rare. « Tout le monde peut vous donner un très joli Powerpoint, mais peu de gens peuvent vous montrer un projet aussi complexe que Gaza, qui est constamment testé en combat », a dit Koush.

    Apprendre d’Israël ?

    Frontex est en contact avec d’autres entreprises israéliennes.

    En juin de cette année, l’Union européenne a publié une notice montrant que la compagnie israélienne #Windward avait gagné un contrat de près d’ 1 million de dollars pour travailler à un projet d’« analyse maritime » organisé par Frontex. #Gabi_Ashkenazi, un ancien chef de l’armée israélienne, est conseiller à Windward ; #David_Petraeus, qui a commandé les troupes US occupant l’Irak et l’Afghanistan, est l’un de ses investisseurs.

    Dans son rapport annuel 2016, Frontex déclarait que « les premiers pas avaient été faits afin de développer des relations « stratégiques » avec Israël. Frontex a ultérieurement exprimé son intention d’accroître cette coopération d’ici 2020.

    Un point clé est « l’apprentissage mutuel ». Il est plus que probable qu’il s’agisse d’un euphémisme pour échanger des notes sur les tactiques qui devraient être utilisées contre les gens fuyant la pauvreté ou la persécution.

    Israël a une réputation effroyable en ce qui concerne le traitement des réfugiés. Des Africains vivant en Israël ont été sujets à des mauvais traitements racistes de la part des plus hauts niveaux du gouvernement. Benjamin Netanyahou, le Premier ministre, les a étiquetés comme des « infiltrés ».

    Un autre ministre du gouvernement a soutenu que les Africains ne peuvent être considérés comme des humains.

    Selon l’institut de sondage Gallup, Israël est l’un des pays les moins hospitaliers du monde pour les demandeurs d’asile. Malgré sa proximité géographique avec la Syrie, Israël a refusé l’entrée aux victimes de la guerre en cours.

    L’an dernier, Netanyahou a été entendu disant aux dirigeants du groupe de Visegrad (ou Visegrad 4) – la Hongrie, la Pologne, la République tchèque et la Slovaquie – qu’ils devraient fermer leurs frontières aux réfugiés. Il a aussi déclaré qu’Israël joue un rôle important dans la réduction de la migration vers l’Europe et suggéré qu’Israël devrait être récompensé pour cela.

    L’identification d’Israël comme partenaire pour une « coopération stratégique » avec Frontex est inquiétante en soi. Les préparatifs pour utiliser les outils de répression d’Israël contre les réfugiés faisant route vers l’Europe le sont encore plus.

      Leonardo’s Falco EVO Remotely-Piloted Air System (RPAS), in a maritime patrol configuration, has been deployed from Lampedusa airport (Lampedusa Island) as part of the Frontex surveillance research programme to test its ability to monitor the European Union’s external borders.

      Frontex is exploring the surveillance capability of medium-altitude, long-endurance RPAS as well as evaluating cost efficiency and endurance. Leonardo was selected by the European agency under a service contract tender for drone operations for maritime surveillance across the Italian and Maltese civil airspace. The current agreement provides for 300 flight hours and may be extended into a longer-term agreement.

      Under the deployment, Intelligence, Surveillance and Reconnaissance (ISR) activities are organised by Guardia di Finanza under coordination of the Ministry of Interior and are undertaken by Leonardo from Lampedusa also thanks to the decisive support and collaboration of ENAC and ENAV. Leonardo’s flight crews and maintenance teams are present to support the operations with the Falco EVO, which is equipped with a complete on-board sensor suite including the Company’s Gabbiano TS Ultra Light radar. This configuration allows it to carry out extended-range day and night-time missions.

      “We are proud to be able to demonstrate the capabilities of our Falco EVO to Frontex, the European Border and Coast Guard Agency, which is facing the on-going and evolving surveillance challenges posed by maritime borders. We are ready to leverage our years of experience in drone-based surveillance operations, working with the United Nations and many other international customers,” said Alessandro Profumo, CEO of Leonardo. “I wish to thank all the Italian stakeholders who contributed to this important achievement and I am convinced that this fruitful partnering approach will allow Frontex to define the best possible use for drone-based technologies.”

      The Falco EVO will operate under a “Permit to Fly” issued by the Italian Civil Aviation Authority (ENAC), which authorizes flights in the Italian and Maltese Flight Information Region (FIR)’s civil airspace. The innovative agreement reached with ENAC guarantees compliance with national and international regulations and coordination with relevant authorities. The agreement also provides for close involvement from the Guardia di Finanza as subject matter experts with operational experience in defining mission profiles and ensuring the best operational conditions in which to undertake the 300- hours test programme.

      The Falco EVO configuration being deployed includes a high-definition InfraRed (IR) electro-optical system, a Beyond-Line-Of-Sight (BLOS) satellite data-link system, a new propulsion system based on a heavy-fuel engine, an Automatic Identification System (AIS) and a complete communications relay suite.

      Leonardo is the only European company providing a comprehensive RPAS ISR capability, from the design of each system element all the way through to operations. Today the Company is an international pioneer in the operation of unmanned flights on behalf of civil organizations in “non-segregated”, transnational airspace.

      Under an innovative business model, Leonardo owns and operates its Falco family of RPAS and provides surveillance information and data directly to its customers. This ‘managed service’ model is expected to be an area of growth for Leonardo which is expanding its ‘drones as a service’ offering to customers such as the police and emergency responders in line with the growth path outlined in the Company’s industrial plan.

      The Executive Director of Frontex, the European Border and Coast Guard Agency, met with Portugal’s Minister of Internal Administration and with the National Director of Portuguese Immigration and Border Service (SEF) on Friday to introduce the agency’s liaison officer for Portugal and Spain.

      Frontex is deploying 11 liaison officers to enhance the cooperation between the agency and national authorities responsible for border management, returns and coast guard functions in 30 EU Member States and Schengen Associated Countries.

    The city has what the company wants, talent. Why pay them $1.5 billion to come?

    Amazon wants to develop a four-million-square-foot campus by the East River because of the talent that resides in New York. Lots of it. According to the Metropolitan Policy Program at the Brookings Institution, New York has more than 320,000 tech workers in the labor pool, the most in the nation. (Washington is second.) That talent commands high salaries, great benefits and won’t move to Pittsburgh or Austin or any other of the perfectly nice cities that tried to woo the online giant.

    Which raises the question: If New York has what Amazon wants, why is it paying the company so much to make the move? Mayor Bill de Blasio and Gov. Andrew Cuomo, who offered to replace his given name with the company’s to land the deal, are doing a victory dance.

    But the plan calls for the state to dispense $1.525 billion to the company, including $1.2 billion from its Excelsior program, which will reimburse Amazon $48,000 for every job. Another state agency, Empire State Development, will offer $325 million to the Amazonians tied to real estate projects. As for the city, Amazon can apply for tax credits that could be worth north of $1 billion from programs known as ICAP and REAP that reward companies for job creation generally, and outside Manhattan specifically. (And the campus is in a federal redevelopment area that qualifies for corporate tax breaks, letting the company’s major stockholder, the world’s richest man, keep more of his wealth.)

    Oh, and Amazon wants a helipad for its chief executive, Jeff Bezos. No problem.

    The prospect of handing Long Island City over to a company recently valued at $1 trillion seems distorted to some Queens politicians. They sense gentrification by fiat — another neighborhood sacrificed to the tech elite.

    “I welcome the jobs if it means Amazon investment in L.I.C. infrastructure, without us having to pay a ransom for them to be here,” said the neighborhood’s state senator, Michael Gianaris.

    That is, rather than the state and the city paying off Amazon, Amazon should be required to invest in the subways, schools and affordable housing. It could also be required to include job guarantees for lower-income residents of Long Island City, not just flimsy promises of job training.

    La commission israélienne de planification nationale a donné son feu vert et décrété qu’il s’agissait d’un projet de haute priorité. Mais la procédure minimise les objections du public. « Nous ne pensons pas que des villes historiques comme Jérusalem doivent avoir des projets de téléphériques, explique Yonatan Mizrahi, qui dirige Emek Shaveh, une ONG israélienne opposée au projet. Il s’agit d’un projet politique pour connecter les avant-postes des colons, notamment à Silwan, avec la partie occidentale de Jérusalem et transférer les visiteurs directement aux centres touristiques des colons. »

    Les nombreux détracteurs qualifient le projet de loufoque. L’Association des architectes et urbanistes d’Israël et d’autres personnalités critiquent un « Disneyland mal pensé » qui défigurera la Vieille Ville de Jérusalem, classée au patrimoine mondial par l’Unesco. La mise en service du téléphérique est prévue pour 2021.
