Emmanuel Macron a bien saisi l’oppor­tunité de capitaliser sur cette symbolique : le président jeune, branché, qui déroule à loisir son discours sur le « nouveau récit » à construire entre Européens et Africains, car bien sûr « les leaders euro­péens ne sont pas là pour donner des leçons aux leaders africains. Il faut construire le futur de l’Afrique, ici en Afrique ». Mais si possible avec les entreprises fran­çaises : le Nigeria est tout de même le premier parte­naire commercial de la France en Afrique, loin devant les économies atrophiées des pays francophones, vic­times de décennies d’ingérence françafricaine. Et – bien sûr sans donner de leçon – il n’a pas hésité à ins­trumentaliser l’image du père de l’afrobeat, en s’adres­sant à la salle : « Je veux vous rappeler Fela. Il n’était pas seulement un musicien, il était aussi un politicien au sens large. Il était un politicien parce qu’il voulait changer la société. Alors si j’ai simplement un message pour les jeunes ici au Shrine ce soir, oui la politique c’est important, oui, soyez engagés ! »
    Dans les deux pays qui partagent les plus longues frontières avec le Nigeria, la jeunesse aimerait le prendre au mot. Au Cameroun, ceux « de [sa] génération », comme il aime à dire, n’ont connu que le règne de Paul Biya, qui a officialisé quelques jours plus tard son inten­tion de rester sur le trône : le suspense lié à l’élection présidentielle, prévue le 7 octobre, c’est le nombre de morts en cas de contestation des résultats, et la durée de la coupure d’internet et des réseaux sociaux que le régime ordonnera à Orange et ses concurrents. Et au Ni­ger, 26 leaders de la société civile, qui considèrent aus­si que « la politique c’est important », ont été mis en taule pour avoir voulu organiser des manifestations contre une loi de finances qui instaure de nouvelles taxes et va gonfler les profits des opérateurs télé­ phoniques, Orange en tête. A Niamey, le procès de 19 de ces militants devait justement se tenir le matin même du show de Macron au Shrine, mais a été reporté d’une semaine : jusqu’à 3 ans de prison ferme furent requis contre cer­tains d’entre eux (ils seront fixés sur leur sort le 24 juillet). Le 2 juillet, Karim Tanko, de l’Union des jeunes pour la protection de la démocratie et les droits de l’homme, était à son tour arrêté. Mais ce n’est sans doute pas cette jeunesse qui intéresse Macron ? Fela Kuti, qui a aussi payé son engagement par de la prison, sortait en 1979 son légendaire « I.T.T. ­ In­ ternational Thief Thief » : ce tube, en français « voleur, voleur international », dénonçait les leaders corrom­pus, dont le président nigérian de l’époque Obasanjo, mais aussi et surtout les corrupteurs et pillards de son pays, en ciblant nommément le géant de la téléphonie International Telephone and Telegraph corp. (I.T.T). Alors comme dirait Macron, « je n’ai pas à donner de leçons », mais puisqu’il prétend chercher l’inspiration chez Fela, il devrait réécouter cette chanson en boucle, en s’interrogeant sur le rôle de l’État qu’il di­rige et qui contrôle 23 % du capital d’Orange.

    Conservatives now control Latin America’s leading economies, but the region’s leftists can still look to Uruguay for direction.

    Last December’s election of Sebastián Piñera, of the National Renewal party, to the Chilean presidency was doubly significant for Latin American politics. Coming on the heels of the rise of right-wing governments in Argentina in 2015 and Brazil in 2016, Piñera’s victory signaled an unmistakable right-wing turn for the region. For the first time since the 1980s, when much of South America was governed by military dictatorship, the continent’s three leading economies are in the hands of right-wing leaders.

    Piñera’s election also dealt a blow to the resurrection of the Latin American left in the post–Cold War era. In the mid-2000s, at the peak of the so-called Pink Tide (a phrase meant to suggest the surge of leftist, noncommunist governments), Venezuela, Argentina, Brazil, Chile, Uruguay, Paraguay, Ecuador, and Bolivia, or three-quarters of South America’s population (some 350 million people), were under left-wing rule. By the time the Pink Tide reached the mini-state of Mexico City, in 2006, and Nicaragua, a year later (culminating in the election of Daniel Ortega as president there), it was a region-wide phenomenon.

    It’s no mystery why the Pink Tide ran out of steam; even before the Chilean election, Mexican political scientist Jorge Castañeda had already declared it dead in The New York Times. Left-wing fatigue is an obvious factor. It has been two decades since the late Hugo Chávez launched the Pink Tide by toppling the political establishment in the 1998 Venezuelan presidential election. His Bolivarian revolution lives on in the hands of his handpicked successor, Nicolás Maduro, but few Latin American governments regard Venezuela’s ravaged economy and diminished democratic institutions as an inspiring model. In Brazil, the Workers’ Party, or PT, was in power for 14 years, from 2002 through 2016, first under its founder, Luiz Inácio Lula da Silva, between 2003 and 2011, and then under his successor and protégée, Dilma Rousseff, from 2011 to 2016. The husband-and-wife team of Néstor Kirchner and Cristina Fernández de Kirchner of the Peronist Party governed Argentina from 2003 to 2015. Socialist Michelle Bachelet had two nonconsecutive terms in office in Chile, from 2006 to 2010 and from 2014 to 2018.

    Economic turmoil and discontent is another culprit. As fate would have it, the Pink Tide coincided with one of the biggest economic expansions in Latin American history. Its engine was one of the largest commodities booms in modern times. Once the boom ended, in 2012—largely a consequence of a slowdown in China’s economy—economic growth in Latin America screeched to a halt. According to the International Monetary Fund, since 2012 every major Latin American economy has underperformed relative to the previous 10 years, with some economies, including that of Brazil, the region’s powerhouse, experiencing their worst recession in decades. The downturn reined in public spending and sent the masses into the streets, making it very difficult for governments to hang on to power.

    Meanwhile, as the commodity boom filled states’ coffers, leftist politicians became enmeshed in the same sorts of corrupt practices as their conservative predecessors. In April, Lula began serving a 12-year prison sentence for having accepted bribes in exchange for government contracts while in office. His prosecution, which in principle guarantees that he will not be a candidate in this year’s presidential race, was the high point of Operation Car Wash, the biggest anti-corruption dragnet in Brazilian history. Just after leaving office, in 2015, Cristina Fernández de Kirchner was indicted for fraud for conspiring with her former public-works secretary, José López, to steal millions of federal dollars intended for roadwork in Argentina. The “nuns and guns” scandal riveted the country, with the arrest of a gun-toting López as he hurled bags stuffed with millions of dollars over the walls of a Catholic convent in a suburb of Buenos Aires. In Chile, Bachelet left office under a cloud of suspicion. Her family, and by extension Bachelet herself, is accused of illegal real-estate transactions that netted millions of dollars.

    All this said, largely overlooked in obituaries of the Pink Tide is the right-wing backlash that it provoked. This backlash aimed to reverse the shift in power brought on by the Pink Tide—a shift away from the power brokers that have historically controlled Latin America, such as the military, the Catholic Church, and the oligarchy, and toward those sectors of society that have been marginalized: women, the poor, sexual minorities, and indigenous peoples. Rousseff’s impeachment in 2016 perfectly exemplifies the retaliation organized by the country’s traditional elites. Engineered by members of the Brazilian Congress, a body that is only 11 percent female and has deep ties to industrial barons, rural oligarchs, and powerful evangelical pastors, the impeachment process was nothing short of a patriarchal coup.

    In a 2017 interview, Rousseff made note of the “very misogynist element in the coup against me.… They accused me of being overly tough and harsh, while a man would have been considered firm, strong. Or they would say I was too emotional and fragile, when a man would have been considered sensitive.” In support of her case, Rousseff pointed out that previous Brazilian presidents committed the same “crime” she was accused of (fudging the national budget to hide deficits at reelection time), without any political consequence. As if to underscore the misogyny, Rousseff’s successor, Michel Temer, came into office with an all-male cabinet.

    In assessing the impact of the Pink Tide, there is a tendency to bemoan its failure to generate an alternative to neoliberalism. After all, the Pink Tide rose out of the discontent generated by the economic policies championed by the United States and international financial institutions during the 1990s, such as privatizations of state enterprises, austerity measures, and ending economic protectionism. Yet capitalism never retreated in most of Latin America, and US economic influence remains for the most part unabated. The only significant dent on the neoliberal international order made by the Pink Tide came in 2005, when a massive wave of political protests derailed the George W. Bush administration’s plan for a Free Trade Area of the Americas, or FTAA. If enacted, this new trade pact would have extended the North American Free Trade Agreement (NAFTA) to all countries in the Americas save for Cuba, or 34 nations in total.

    But one shouldn’t look at the legacy of the Pink Tide only through the lens of what might have been with respect to replacing neoliberalism and defeating US imperialism. For one thing, a good share of the Pink Tide was never anti-neoliberal or anti-imperialist. Left-wing rule in Argentina, Brazil, Uruguay, and Chile (what Castañeda called the “good left”) had more in common with the social-democratic governments of Western Europe, with its blend of free-market economics and commitment to the welfare state, than with Cuba’s Communist regime.

    Indeed, only in the radical fringe of the Pink Tide, especially the triumvirate of Chávez of Venezuela, Evo Morales of Bolivia, and Rafael Correa of Ecuador (the “bad left,” according to Castañeda), was the main thrust of governance anti-neoliberal and anti-imperialist. Taking Cuba as a model, these self-termed revolutionaries nationalized large sectors of the economy, reinvigorated the role of the state in redistributing wealth, promoted social services to the poor, and created interstate institutions, such as the Bolivarian Alliance for the Peoples of Our America, or ALBA, to promote inter-American collaboration and to challenge US hegemony.

    Second, the focus on neoliberalism and US imperialism obscures the Pink Tide’s biggest accomplishments. To be sure, the picture is far from being uniformly pretty, especially when it comes to democracy. The strong strand of populism that runs through the Pink Tide accounts for why some of its leaders have been so willing to break democratic norms. Claiming to be looking after the little guy, the likes of Chávez and Maduro have circumvented term limits and curtailed the independence of the courts and the press. But there is little doubt that the Pink Tide made Latin America more inclusive, equitable, and democratic, by, among other things, ushering in an unprecedented era of social progressivism.

    Because of the Pink Tide, women in power are no longer a novelty in Latin American politics; in 2014, female presidents ruled in Argentina, Brazil, and Chile. Their policies leave little doubt about the transformative nature of their leadership. In 2010, Fernández boldly took on the Argentine Catholic Church (then headed by present-day Pope Francis) to enact Latin America’s first ever same-sex marriage law; this was five years before same-sex marriage became the law of the land in the United States. A gender-identity law, one of the world’s most liberal, followed. It allows individuals to change their sex assigned at birth without permission from either a doctor or a judge. Yet another law banned the use of “conversion therapy” to cure same-sex attraction. Argentina’s gay-rights advances were quickly emulated by neighboring Uruguay and Brazil, kick-starting a “gay-rights revolution” in Latin America.

    Rousseff, who famously referred to herself with the gender-specific title of a presidenta, instead of the gender-neutral “president,” did much to advance the status of women in Brazilian society. She appointed women to the three most powerful cabinet positions, including chief of staff, and named the first female head of Petrobras, Brazil’s largest business corporation; during her tenure in office, a woman became chief justice of the Federal Supreme Court. Brutally tortured by the military during the 1970s, as a university student, Rousseff put human rights at the center of Brazilian politics by enacting a law that created Brazil’s first ever truth commission to investigate the abuses by the military between 1964 and 1985. She also signed laws that opened the Brazilian Army to women and that set into motion the corruption campaign that is currently roiling the Brazilian political class. These laws earned Rousseff the enmity of the military and conservatives.

    Bachelet, the last woman standing, made news when she entered office, in 2006, by naming the same number of men and women to her cabinet. After being term-limited, she became the first head of the newly established UN Women (formally known as the United Nations Entity for Gender Equality and the Empowerment of Women), before returning to Chile to win a second term at the presidency in 2014. During her second term, she created the Ministry of Gender Equality to address gender disparities and discrimination, and passed a law that legalized abortion in cases of rape, when there is a threat to the life of the mother, or when the fetus has a terminal condition. Less known is Bachelet’s advocacy for the environment. She weaned Chile off its dependence on hydrocarbons by building a vast network of solar- and wind-powered grids that made electricity cheaper and cleaner. She also created a vast system of national parks to protect much of the country’s forestland and coastline from development.

    Latin America’s socioeconomic transformation under the Pink Tide is no less impressive. Just before the economic downturn of 2012, Latin America came tantalizingly close to becoming a middle-class region. According to the World Bank, from 2002 to 2012, the middle class in Latin America grew every year by at least 1 percent to reach 35 percent of the population by 2013. This means that during that time frame, some 10 million Latin Americans joined the middle class every year. A consequence of this dramatic expansion of the middle class is a significant shrinking of the poor. Between 2000 and 2014, the percentage of Latin Americans living in poverty (under $4 per day) shrank from 45 to 25 percent.

    Economic growth alone does not explain this extraordinary expansion of the Latin American middle class and the massive reduction in poverty: Deliberate efforts by the government to redistribute wealth were also a key factor. Among these, none has garnered more praise than those implemented by the Lula administration, especially Bolsa Família, or Family Purse. The program channeled direct cash payments to poor families, as long as they agreed to keep their children in school and to attend regular health checkups. By 2013, the program had reached some 12 million households (50 million people), helping cut extreme poverty in Brazil from 9.7 to 4.3 percent of the population.

    Last but not least are the political achievements of the Pink Tide. It made Latin America the epicenter of left-wing politics in the Global South; it also did much to normalize democratic politics in the region. With its revolutionary movements crushed by military dictatorship, it is not surprising that the Latin American left was left for dead after the end of the Cold War. But since embracing democracy, the left in Latin America has moderated its tactics and beliefs while remaining committed to the idea that deliberate state action powered by the popular will is critical to correcting injustice and alleviating human suffering. Its achievements are a welcome antidote to the cynicism about democratic politics afflicting the American left.

    How the epoch-making legacy of the Pink Tide will fare in the hands of incoming right-wing governments is an open question. Some of the early signs are not encouraging. The Temer administration in Brazil has shown a decidedly retro-macho attitude, as suggested by its abolishment of the Ministry of Women, Racial Equality, and Human Rights (its functions were collapsed into the Ministry of Justice) and its close ties to a politically powerful evangelical movement with a penchant for homophobia. In Argentina, President Mauricio Macri has launched a “Trumpian” assault on undocumented immigrants from Bolivia, Paraguay, and Peru, blaming them for bringing crime and drugs into the country. Some political observers expect that Piñera will abridge or overturn Chile’s new abortion law.

    But there is reason for optimism. Temer and Macri have been slow to dismantle anti-poverty programs, realizing that doing so would be political suicide. This is hardly surprising, given the success of those programs. Right-wing governments have even seen fit to create anti-poverty programs of their own, such as Mexico’s Prospera. Moreover, unlike with prior ascents by the right in Latin America, the left is not being vanished to the political wilderness. Left-wing parties remain a formidable force in the legislatures of most major Latin American countries. This year alone, voters in Brazil, Mexico, and Colombia will have presidential elections, raising the prospect that a new Pink Tide might be rising. Should this new tide come in, the Latin American left would do well to reform its act and show what it has learned from its mistakes.

    Latin American leftists need not look far to find a model to emulate: Uruguay. It exemplifies the best of the Pink Tide without its excesses. Frente Amplio, or Broad Front, a coalition of left-wing parties in power since 2005, has put the country at the vanguard of social change by legalizing abortion, same-sex marriage, and, most famously, recreational marijuana. For these reasons alone, in 2013 The Economist chose “liberal and fun-loving” Uruguay for its first ever “country of the year” award.

    Less known accomplishments include being one of only two countries in Latin America that enjoy the status of “high income” (alongside Chile), reducing poverty from around 40 percent to less than 12 percent from 2005 to 2014, and steering clear of corruption scandals. According to Transparency International, Uruguay is the least corrupt country in Latin America, and ranks among the world’s 25 least corrupt nations. The country also scored a near perfect 100 in Freedom House’s 2018 ranking of civil and political freedoms, virtually tied with Canada, and far ahead of the United States and neighboring Argentina and Brazil. The payoff for this much virtue is hard to ignore. Among Latin American nations, no other country shows more satisfaction with its democracy.

    The government raised fuel prices at 9 am on Saturday morning by as much as 66.67 percent, according to Saturday’s edition of the Official Gazette. The move comes as part of the 2016 structural readjustment program agreed on with the International Monetary Fund (IMF) and amid rising international oil prices.

    Among the hikes introduced on Saturday morning, the second largest increases were levied on diesel and 80 octane fuel prices, which are used in microbuses and trucks. This will have a pronounced impact on low-income groups and overall inflation levels.

    The greatest increase comes with the rise in prices of LPG cylinders used in households and some commercial outlets as an alternative to gas. The price of 95 octane and 92 octane fuel — used by private car owners — saw the lowest increase.

    The International Chamber of Shipping (ICS) says the shipping industry is ‘deeply concerned’ about the apparent new policy of the Italian government to close its ports to humanitarian migrant rescue vessels operating in the Mediterranean Sea.

    The strong statement from the ICS comes after Italy (and Malta) refused port access to the M/V Aquarius with more than 600 migrants rescued off the coast Libya. Spain on Monday offered to take in the vessel.

    The ICS nows says the refusal by Italy to allow rescued persons to disembark could have serious implications for the safety and welfare of “these distressed people”, including children and pregnant women, the ICS said. Media has reported the M/V Aquarius’ passengers include 11 children and seven pregnant women.

    The ICS says Italy’s move to prohibit humanitarian vessels packed with rescued migrants will inevitably lead to added pressure on merchant ships to carry out rescues at sea.

    If NGO vessels are prevented from disembarking rescued persons in Italy, this would also have significant implications for merchant ships and the movement of trade throughout the Mediterranean, as merchant ships would again have to become involved in a greater number of rescues,” the ICS said.

    Under the UN International Maritime Organization (IMO) Safety of Life at Sea Convention (SOLAS), merchant ships are committed to come to the rescue of any person in distress at sea.

    According to the ICS, since the migrant crisis in the Mediterranean escalated three years ago, over 50,000 people have already been rescued by merchant ships, with many more rescued by military vessels and boats operated by humanitarian NGOs.

    The primary concern of shipowners is humanitarian. In the interest of protecting safety of life at sea, ICS is therefore calling on all EU Member States to urgently address the legitimate concerns raised by the Italian government about the large number of rescued persons arriving in Italy, in order that the policy of prompt and predictable disembarkation – consistent with UNHCR principles – can be fully maintained, not just in Italy but in other EU Member States too,” commented ICS Secretary General, Peter Hinchliffe.

    (New York) – Israeli forces’ repeated use of lethal force in the Gaza Strip since March 30, 2018, against Palestinian demonstrators who posed no imminent threat to life may amount to war crimes, Human Rights Watch said today. Israeli forces have killed more than 100 protesters in Gaza and wounded thousands with live ammunition.

    The United Nations General Assembly should support a resolution that calls for exploring measures to guarantee the protection of Palestinians in Gaza, and a UN inquiry mandated to investigate all violations and abuses should identify Israeli officials responsible for issuing unlawful open-fire orders. The killings also highlight the need for the International Criminal Court to open a formal investigation into the situation in Palestine. Third countries should impose targeted sanctions against officials responsible for ongoing serious human rights violations.

    “Israel’s use of lethal force when there was no imminent threat to life has taken a heavy toll in life and limb,” said Sarah Leah Whitson, Middle East director at Human Rights Watch. “The international community needs to rip up the old playbook, where Israel conducts investigations that mainly whitewash the conduct of its troops and the US blocks international accountability with its Security Council veto, and instead impose real costs for such blatant disregard for Palestinian lives.” (...)

  • African migrants report torture, slavery in Algeria

    Dozens of Africans say they were sold for labour and trapped in slavery in Algeria in what aid agencies fear may be a widening trend of abusing migrants headed for a new life in Europe.

    Algerian authorities could not be reached for comment and several experts cast doubt on claims that such abuses are widespread in the north African country.

    The tightly governed state has become a popular gateway to the Mediterranean since it became tougher to pass through Libya, where slavery, rape and torture are rife. [nL8N1JX57L] [nL8N1R32QD]

    Amid a surge in anti-migrant sentiment, Algeria since late last year has sent thousands of migrants back over its southern border into Niger, according to the United Nations Migration Agency (IOM), where many tell stories of exploitation.

    The scale of abuse is not known, but an IOM survey of thousands of migrants suggested it could rival Libya.

    The Thomson Reuters Foundation heard detailed accounts of forced labour and slavery from an international charity and a local association in Agadez, Niger’s main migrant transit hub, and interviewed two of the victims by telephone.

    “The first time they sold me for 100,000 CFA francs ($170),” said Ousmane Bah, a 21-year-old from Guinea who said he was sold twice in Algeria by unknown captors and worked in construction.

    “They took our passports. They hit us. We didn’t eat. We didn’t drink,” he told the Thomson Reuters Foundation. “I was a slave for six months.”

    Accounts of abuse are similar, said Abdoulaye Maizoumbou, a project coordinator for global charity Catholic Relief Services. Of about 30 migrants he met who were deported from Algeria, about 20 said they had been enslaved, he said.

    In most cases, migrants said they were sold in and around the southern city of Tamanrasset shortly after entering the country, often by smugglers of their own nationality, he said.

    Some said they were tortured in order to blackmail their parents into paying the captors, but even when the money arrived they were forced to work for no pay, or sold, said Maizoumbou.

    One man told the Thomson Reuters Foundation he slept in a sheep pen and suffered beatings if an animal got sick or dirty.

    “They would bring out machetes and I would get on my knees and apologise and they would let it go,” said Ogounidje Tange Mazu, from Togo.

    The IOM in Algeria has received three reports this year from friends and relatives of African migrants held hostage and forced to work in the country. “It’s probably just an indication that it is happening. How big it is we don’t know,” said its chief of mission Pascal Reyntjens.
    TWO SIDES TO THE STORY

    Several analysts considered it unlikely that slavery was widespread in Algeria, since the country has a functioning judiciary and strong police force - unlike Libya.

    Algerian authorities could not be reached for comment, but a senior official said last week the country is facing a “surge of migration” and needs more help. [nL5N1ST568]

    In a statement this month, the government rejected reports from a U.N. human rights team that its mass deportations of migrants were inhuman, saying that it is doing what is necessary to ensure the safety of its citizens.

    “I would be very surprised that (slavery) would be allowed to happen in Algeria,” said Issandr El Amrani, North Africa project director for the International Crisis Group.

    “The situation is just not comparable to Libya,” he added.

    But in the ghettos of Agadez, Niger’s main transit hub, some people told a different story.

    “What happens in Algeria surpasses what happens in Libya,” said Bachir Amma, a Nigerien ex-smuggler who runs a football club and a local association to inform migrants of the risks.

    Migrants in Libya are often starved and beaten by armed groups, and there have been reports of “open slave markets” where migrants are put on sale, according to the U.N. human rights office. [nL8N1R32QD]

    Amma said he had spoken with more than 75 migrants back from Algeria, the majority of whom described slave-like conditions.

    “NGOs don’t know about this because they’re too interested in Libya,” he told the Thomson Reuters Foundation.

    In 2016, the IOM surveyed about 6,300 migrants in Niger, most of whom had returned from Algeria and Libya. Sixty-five percent of those who had lived in Algeria said they had experienced violence and abuse, compared to 61 percent in Libya. An estimated 75,000 migrants live in Algeria, the IOM said.

    Shippers with cargo aboard the fire-stricken Maersk Honam will have to stump up over half its value if it is to be released under #general_average arrangements.

    MSC, Maersk Line’s 2M partner, confirmed this morning that the vessel is due to finally dock at Dubai on 22 May, with discharging likely to take between four days and a week.

    This week, vessel salvor Richard Hogg Lindley (RHL) fixed the salvage security at 42.5% of the cargo value, as well as requiring a further 11.5% as a general average deposit.

    This means a shipper with goods worth $100,000 in a container faces a combined general average and salvage security bond bill of $54,000 to have the cargo released.

    MSC said this week: “The submission of the GA and salvage securities is a prerequisite for the cargo to be released from Jebel Ali.

    However, in a further twist today, MSC that it would also look to pass on part of the extra transport and port costs incurred in Dubai to shippers with undamaged cargo.

    In consideration of the important geographical deviation provoked by the salvage operations and of the consecutive extra handling/storage costs that will accrue at port of refuge, MSC will unfortunately not be in position to carry your cargo to destination without collecting additional charges.

    We are therefore requesting an amount of $750 per 20ft or $1,250 per 40ft. This amount is destined to cover all additional transhipment, storage and on-carriage costs MSC will face as the result of this regrettable casualty.

    At its core, the JCPOA is a straightforward bargain.     Nations meeting at the United Nations International Maritime Organization (IMO) in London have adopted an initial strategy on the reduction of greenhouse gas emissions from ships, setting out a vision to reduce GHG emissions from international shipping and phase them out, as soon as possible in this century.

    The vision confirms IMO’s commitment to reducing GHG emissions from international shipping and, as a matter of urgency, to phasing them out as soon as possible.

    More specifically, under the identified “levels of ambition”, the initial strategy envisages for the first time a reduction in total GHG emissions from international shipping which, it says, should peak as soon as possible and to reduce the total annual GHG emissions by at least 50% by 2050 compared to 2008, while, at the same time, pursuing efforts towards phasing them out entirely.

    While Guyana should honor the existing deal, future contracts should ensure the state gets a higher portion of crude proceeds, the fund said in a report seen by Bloomberg News. The country, South America’s third poorest with an average per capita income of around $4,000, has little experience of dealing with multinational behemoths such as Exxon.

    Terms of the 2016 contract “are relatively favorable to investors by international standards,” the IMF said in a report prepared for Guyanese officials. “Existing production sharing agreements appear to enjoy royalty rates well below of what is observed internationally.

    Open Oil, a Berlin-based company that advocates contract transparency, also found Guyana’s share of the #Stabroek was low compared with both established and early-stage producing countries. Guyana will receive 52 percent of positive cash flow over the life of Exxon’s initial project, compared with between 63 percent and 72 percent for developments in Liberia, Mauritania, Ghana, Senegal and Papua New Guinea, it said in a March report.

    The Exxon contract, which was published on a government website last year, provides Guyana with a 2 percent royalty on sales and 50 percent of profitable oil, once costs are repaid. Exxon and its partners can only deduct three-quarters of their costs each year, giving the government some cash in the first years of the project.

    Chinese people, like most others, love money. But to be more precise, we take great joy in scrupulously balancing between saving money and spending within our means.

    This attitude has been extolled as a virtue. In fact, it’s become so ingrained in our psyche that no matter where or how we are brought up or how we are educated, when it comes to handling money, being sensible and frugal is second nature to us.

    We often do it without thinking and feel no shame in doing so, even if we might appear penny-pinching to others.

    So there was little surprise when a recent Citibank study revealed Hong Kong is packed with a million millionaires, 68,000 of whom have at least HK$10 million (US$1.27 million) squirrelled away.

    Another report by Wealth-X, a firm that conducts research and valuations on ultra-high net worth individuals, also found that Hong Kong is a magnet for the ultra-wealthy. It was the city with the second-highest number of such residents, after New York.

    Any Chinese would tell you that accumulating wealth may be hard work, but keeping it is even harder.

    As a popular Chinese saying goes, “The first generation makes the money, the second one holds onto the inheritance, but the third one spends it.” This Chinese proverb serves as a warning and a reminder that sensible budgeting and frugality is not only a virtue but a survival mantra that needs to be etched on the mind.

    Therefore, our attitudes towards money are shaped early in life by our elders as an integral part of Chinese culture and upbringing. We are told at a very young age that to be a responsible person, we must work hard and save up a nest egg to secure our future and consequently, our family’s future.

    All Chinese are also familiar with the saying, “To store up grains in case of a famine”. This obviously is the basic principle that illustrates we may be money-oriented but it’s all for good reason.

    We are driven by a sense of responsibility to provide for our families and the fear that something might go wrong also prompts us to work hard to save up for rainy days.

    There’s no shame in being a savvy saver – even in times of prosperity
    Many of my old relatives have said that their life savings are hidden away in tin boxes stashed under their beds, cupboards or even their floorboards. I once came across a biscuit tin that contained a big wad of HK$1,000 bills, a bank book, some old photographs and some identification documents; I later found out the items belonged to one of my aunts.

    When I asked her why she stored all these valuables in a tin box, she said the items were like her life – the photographs were her past and the money was to support her now and in the future. She thought keeping “her life” in a tin box was the best way to keep it safe, as in the event of a misfortune like a fire, she would be able to quickly grab all of her valuables.

    Last week, I was having dinner with my girlfriend and when she ordered hot lemon water, I immediately asked the waiter to give her a mug of hot water instead, but with two pieces of lemon for me. The waiter took the order but gave me a funny look. I didn’t even have to explain to my girlfriend, Patty, who is an overseas Chinese, the reasoning behind my order – I wanted to save money.

    By ordering the hot water and lemon separately, the restaurant wouldn’t know how to charge us – so it would be free. We burst out laughing and both agreed that being thrifty is in our DNA. We may come from very different backgrounds but we are undeniably Chinese when it comes to our views of money.

    Famed Canadian comedian Russell Peters was spot on in one of his shows when he described a shopping experience he had when trying to get a discount from a Chinese shop owner who only gave him a reduction of 50 cents.

    He said “Chinese won’t give you a bargain … instead they will try to get every penny from you.”

    Many years ago, I heard that for every $10 a Chinese makes, they would save $9. It might sound far-fetched but it’s true that an average Chinese person saves a lot more than many of his overseas counterparts.

    According to the International Monetary Fund, from 1995 to 2005, the average urban household savings rate in China stood at 25 per cent of disposable income, with some other analysts even putting it as high as 30 per cent.

    When we have our minds set on earning that first barrel of gold, every penny counts, and we always look for a bargain. Others may laugh at our frugality or supposed stinginess, but at the end of the day, there’s no shame in being a savvy saver – even in times of prosperity.

    With that in mind, let’s finish off today with another Chinese adage and some food for thought: “When rich, think of poverty, but do not think of riches when you are poor”. In other words, there is never a bad time to save. Even when you have deep pockets, you must always be prepared for leaner times.

    Construction work has begun on a joint venture to build a shipyard on Saudi Arabia’s eastern coast, oil rig builder Lamprell Plc said in a statement on Friday.

    The joint venture, International Maritime Industries (IMI), started operations after reaching agreement for a loan from the state-backed Saudi Industrial Development Fund (SIDF), the statement said.

    The SIDF agreed in principle last year to provide 3.75 billion riyals ($1 billion) in financing for the project.

    IMI is a partnership between United Arab Emirates-based Lamprell, state oil giant Saudi Aramco, National Shipping Co of Saudi Arabia (Bahri) and South Korea’s Hyundai Heavy Industries Co.

    An Aramco executive will be chief executive of the project, which Aramco has previously said will cost more than 20 billion riyals ($5.3 billion).

    Lamprell’s anticipated total equity contribution over the construction period is up to $140 million, the statement said.

    The nearly 12 million square-meter facility is planned to have an annual capacity to manufacture four offshore rigs and over 40 vessels, including three Very Large Crude Carriers (VLCCs), and service over 260 maritime products.

    Quietly and without an official announcement is how Osama Shaltout, Egypt’s ambassador to Sudan, returned to his post in Khartoum on Tuesday. On the same day, Abdel Mahmoud Abdel Halim, Sudan’s ambassador to Egypt, returned to Cairo two months after he was recalled due to tension between the neighboring countries.

    Shaltout spent the better part of two months in Cairo, as the Egyptian government worked to resolve the tension. Egyptian Foreign Ministry spokesperson Ahmed Abu Zeid told Mada Masr on Wednesday morning that the reason for the ambassador’s stay in Cairo had been to “take part in official meetings.” Abu Zeid also stressed that Cairo did not recall Shaltout, either in response to Khartoum’s January decision or at any point since.

    Although the return of both ambassadors to their respective posts is an indication of the end of the public escalation of tensions, several Egyptian and Western diplomats as well as observers believe that the matters which originally triggered the crisis earlier this year have yet to be settled, even if the restoration of diplomatic relations is a step in the right direction.

    “The kind of escalation we saw in the January [between Sudan and Egypt] was kind of a negotiation being carried out in public, with a ratcheting up of rhetoric that didn’t necessarily match what was happening on the ground,” International Crisis Group’s Horn of Africa Analyst Magnus Taylor tells Mada Masr. “Of course, there are some real structural problems in the relationship on the Renaissance Dam, on the Muslim Brotherhood, the border conflict over Halayeb. But I’ve never really seen any of those issues as escalating into a border war or proxy war.”

    • Libya return demand triggers reintegration headaches

      “This means that the strain on the assistance to integration of the country of origin has been particularly high because of the success, paradoxically of the return operation,” said Eugenio Ambrosi, IOM’s Europe director, on Monday (12 February).

      “We had to try, and we are still trying, to scale up the reintegration assistance,” he said.

      Since November, It has stepped up operations, along with the African Union, and helped 8,581 up until earlier this month. Altogether some 13,500 were helped given that some were also assisted by African Union states. Most ended up in Nigeria, followed by Mali and Guinea.

      People are returned to their home countries in four ways. Three are voluntary and one is forced. The mixed bag is causing headaches for people who end up in the same community but with entirely different integration approaches.

      “The level of assistance and the type of reintegration assistance that these different programmes offer is not the same,” noted Ambrosi.

      Sweden, according to a 2015 European Commission report, is the most generous when it comes to cash offered to people under its voluntary return programme.

      It noted that in 2014, the maximum amount of the in-cash allowance at the point of departure/after arrival varied from €40 in the Czech Republic and €50 in Portugal to €3,750 in Norway for a minor and €3,300 in Sweden for an adult.

      Anti-migrant Hungary gave more (€500) than Italy (€400), the Netherlands (€300) and Belgium (€250).

      Niger generously agreed to host these refugees temporarily while European countries process their asylum cases far from the violence and chaos of Libya and proceed to their resettlement. In theory it should mean a few weeks in Niger until they are safely transferred to countries such as France, Germany or Sweden, which would open additional spaces for other refugees trapped in Libya.

      But the resettlement process has been much slower than anticipated, leaving Helen and hundreds of others in limbo and hundreds or even thousands more still in detention in Libya. Several European governments have pledged to resettle 2,483 refugees from Niger, but since the program started last November, only 25 refugees have actually been resettled – all to France.

      As a result, UNHCR announced last week that Niger authorities have requested that the agency halt evacuations until more refugees depart from the capital, Niamey. For refugees in Libya, this means their lifeline to safety has been suspended.

      Many of the refugees I met in Niger found themselves in detention after attempting the sea journey to Europe. Once intercepted by the Libyan coast guard, they were returned to Libya and placed in detention centers run by Libya’s U.N.-backed Government of National Accord (GNA). The E.U. has prioritized capacity building for the Libyan coast guard in order to increase the rate of interceptions. But it is an established fact that, after being intercepted, the next stop for these refugees as well as migrants is detention without any legal process and in centers where human rights abuses are rife.

      The current views on migration recognize that it not necessarily a linear activity with a migrant moving for a singular reason from one location to a new and permanent destination. Within the study of mixed migration, it is understood that patterns of movements are constantly shifting in response to a host of factors which reflect changes in individual and shared experiences of migrants. This can include the individual circumstance of the migrant, the environment of host country or community, better opportunities in another location, reunification, etc.[1] Migrants returning to their home country or where they started their migration journey – known as return migration—is an integral component of migration.

      Return migration is defined by the International Organization for Migration (IOM) as the act or process of going back to the point of departure[2]. It varies from spontaneous, voluntary, voluntary assisted and deportation/forced return. This can also include cyclical/seasonal return, return from short or long term migration, and repatriation. Such can be voluntary where the migrant spontaneously returns or assisted where they benefit from administrative, logistical, financial and reintegration support. Voluntary return includes workers returning home at the end of their labour arrangements, students upon completion of their studies, refugees and asylum seekers undertaking voluntary repatriation either spontaneously or with humanitarian assistance and migrants returning to their areas of origin after residency abroad. [3] Return migration can also be forced where migrants are compelled by an administrative or judicial act to return to their country of origin. Forced returns include the deportation of failed asylum seekers and people who have violated migration laws in the host country.

      Where supported by appropriate policies and implementation and a rights-based approach, return migration can beneficial to the migrant, the country of origin and the host country. Migrants who successfully return to their country of origin stand to benefit from reunification with family, state protection and the possibility of better career opportunities owing to advanced skills acquired abroad. For the country of origin, the transfer of skills acquired by migrants abroad, reverse ‘brain drain’, and transactional linkages (i.e. business partnerships) can bring about positive change. The host country benefits from such returns by enhancing strengthened ties and partnerships with through return migrants. However, it is critical to note that return migration should not be viewed as a ‘solution’ to migration or a pretext to arbitrarily send migrants back to their home country. Return migration should be studied as a way to provide positive and safe options for people on the move.
      Return migration in East Africa

      The number of people engaging in return migration globally and in the Horn of Africa and Yemen sub-region has steadily increased in recent years. In 2016, IOM facilitated voluntary return of 98,403 persons worldwide through its assisted voluntary return and re-integration programs versus 69,540 assisted in 2015. Between December 2014 and December 2017, 76,589 refugees and asylum seekers were assisted by humanitarian organisations to return to Somalia from Kenya.

      In contexts such as Somalia, where conflict, insecurity and climate change are common drivers for movement (in addition to other push and pull factors), successful return and integration of refugees and asylum seekers from neighbouring countries is likely to be frustrated by the failure to adequately address such drivers before undertaking returns. In a report titled ‘Not Time To Go Home: Unsustainable returns of refugees to Somalia’,Amnesty International highlights ongoing conflict and insecurity in Somalia even as the governments of Kenya and Somali and humanitarian agencies continue to support return programs. The United Nations has cautioned that South and Central parts of Somalia are not ready for large scale returns in the current situation with over 2 million internally displaced persons (IDPs) in the country and at least half of the population in need of humanitarian assistance; painting a picture of returns to a country where safety, security and dignity of returnees cannot be guaranteed.

      In March 2017, the Kingdom of Saudi Arabia ordered all undocumented migrants to regularize their status in the Kingdom giving them a 90-day amnesty after which they would face sanctions including deportations. IOM estimates that 150,000 Ethiopians returned to Ethiopia from Saudi Arabia between March 2017 and April 2018. Since the end of the amnesty period in November 2017, the number of returns to Ethiopia increased drastically with approximately 2,800 migrants being deported to Ethiopia each week. Saudi Arabia also returned 9,563 Yemeni migrants who included migrants who were no longer able to meet residency requirements. Saudi Arabia also forcibly returned 21,405 Somali migrants between June and December 2017.

      Migrant deportations from Saudi Arabia are often conducted in conditions that violate human rights with migrants from Yemen, Somalia and Ethiopia reporting violations. An RMMS report titled ‘The Letter of the Law: Regular and irregular migration in Saudi Arabia in a context of rapid change’ details violations which include unlawful detention prior to deportation, physical assault and torture, denial of food and confiscation of personal property. There were reports of arrest and detention upon arrival of Ethiopian migrants who had been deported from Saudi Arabia in 2013 during which the migrants were reportedly tortured by Ethiopian security forces.

      Further to this, the sustainability of such returns has also been questioned with reports of returnees settling in IDP camps instead of going back to their areas of origin. Such returnees are vulnerable to (further) irregular migration given the inability to integrate. Somali refugee returnees from Kenya face issues upon return to a volatile situation in Somalia, often settling in IDP camps in Somalia. In an RMMS research paper ‘Blinded by Hope: Knowledge, Attitudes and Practices of Ethiopian Migrants’, community members in parts of Ethiopia expressed concerns that a large number of returnees from Saudi Arabia would migrate soon after their return.

      In November 2017, following media reports of African migrants in Libya being subjected to human rights abuses including slavery, governments, humanitarian agencies and regional economic communities embarked on repatriating vulnerable migrants from Libya. African Union committed to facilitating the repatriation of 20,000 nationals of its member states within a period of six weeks. African Union, its member states and humanitarian agencies facilitated the return of 17,000 migrants in 2017 and a further 14,000 between January and March 2018.[4]
      What next?

      Return migration can play an important role for migrants, their communities, and their countries, yet there is a lack of research and data on this phenomenon. For successful return migration, the drivers to migration should first be examined, including in the case of forced displacement or irregular migration. Additionally, legal pathways for safe, orderly and regular migration should be expanded for all countries to reduce further unsafe migration. Objective 21 of the Global Compact for Safe, Orderly and Regular Migration (Draft Rev 1) calls upon member states to ‘cooperate in facilitating dignified and sustainable return, readmission and reintegration’.

      In addition, a legal and policy framework facilitating safe and sustainable returns should be implemented by host countries and countries of origin. This could build on bilateral or regional agreements on readmissions, creation of reception and integration agencies for large scale returns, the recognition and assurance of migrant legal status, provision of identification documents where needed, amending national laws to allow for dual citizenship, reviewing taxes imposed on the diaspora, recognition of academic and vocational skills acquired abroad, support to vulnerable returnees, financial assistance where needed, incentives to returnee entrepreneurs, programs on attracting highly skilled returnees. Any frameworks should recognize that people have the right to move, and should have their human rights and dignity upheld at all stages of the migration journey.

      D’après des témoignages recueillis près du #centre_de_transit des #mineurs_non_accompagnés du quartier #Bobiel à Niamey (Niger), des rixes ont eu lieu devant le centre, ce mardi 18 septembre.

      A ce jour, le centre compterait 23 mineurs et une dizaine de femmes avec des enfants en bas âge, exceptionnellement hébergés dans ce centre en raison du surpeuplement des structures réservées habituellement aux femmes.

      Les jeunes du centre font régulièrement état de leurs besoins et du non-respect de leurs droits au directeur du centre. Certains y résident en effet depuis plusieurs mois et ils sont informés des services auxquels ils devraient avoir accès grâce à une #charte des centre de l’OIM affichée sur les murs (accès aux soins de santé, repas, vêtements - en particulier pour ceux qui sont expulsés de l’Algérie sans leurs affaires-, activité récréative hebdomadaire, assistance légale, psychologique...). Aussi, en raison de la lourdeur des procédures de « #retours_volontaires », la plupart des jeunes ne connaissent pas la date de leur retour au pays et témoignent d’un #sentiment_d'abandon.

      Ces derniers jours certains jeunes ont refusé de se nourrir pour protester contre les repas qui leur sont servis (qui seraient identiques pour tous les centres et chaque jour).
      Ce mardi, après un vif échange avec le directeur du centre, une délégation de sept jeunes s’est organisée et présentée au siège de l’OIM. Certains d’entre eux ont été reçus par un officier de protection qui, aux vues des requêtes ordinaires des migrants, s’est engagé à répondre rapidement à leurs besoins.
      Le groupe a ensuite rejoint le centre où les agents de sécurité du centre auraient refusé de les laisser entrer. Des échanges de pierres auraient suivi, et les gardiens de la société #Gadnet-Sécurité auraient utilisé leurs matraques et blessé légèrement plusieurs jeunes. Ces derniers ont été conduits à l’hôpital, après toutefois avoir été menottés et amenés au siège de la société de gardiennage.

      L’information a été diffusée hier soir sur une chaine de télévision locale mais je n’ai pas encore connaissance d’articles à ce sujet.

    • Agadez, des migrants manifestent pour rentrer dans leurs pays

      Des migrants ont manifesté lundi matin au centre de transit de l’Organisation Internationale pour les Migrations (OIM). Ce centre est situé au quartier #Sabon_Gari à Agadez au Niger. Il accueille à ce jour 800 migrants.

      Parmi eux, une centaine de Maliens. Ces migrants dénoncent la durée de leurs séjours, leurs conditions de vie et le manque de communication des responsables de l’OIM.

      European countries have seen over 3.8 million people seeking asylum in its territories between 2013 and 2016. In response, Europe has developed several plans, agreements and policy Frameworks on Migration. The EU has also established a number of cooperation agreements with third countries, highlighting the importance of “addressing the root causes behind irregular migration to non-EU countries”. On top, we notice EU Aid budgets being increasingly spent in favour of “migration management”.

      Development cooperation is more and more perceived by EU leaders as a tool to “control migration”, “manage migration” or “tackle the root causes of migration”. Why is that?

    • Les partenariats entre l’Union européenne et les pays africains sur les migrations. Un enjeu commun, des intérêts contradictoires

      Pour atteindre ses objectifs, l’UE s’est dotée d’un instrument financier qui s’est rapidement imposé comme l’outil le plus visible de la politique de partenariat en matière de migration. Le #Fonds_fiduciaire_d’urgence_pour_l’Afrique (#FFU), adopté au cours du sommet de #la_Valette de novembre 2015, est devenu le signe d’une synergie renforcée, voire d’un alignement, entre les objectifs des politiques migratoires, de #sécurité et de #développement. Cependant, loin de répondre aux principes de partenariat et de responsabilité partagée, le FFU, comme les autres cadres de dialogue, reste entre les mains des Européens qui imposent leurs objectifs et contrôlent leur mise en œuvre. Les pays africains y trouvent peu d’espace dans lequel ils pourraient participer à la définition des objectifs et des moyens d’action.

    • The 2017 Annual Report of the EU Emergency Trust Fund for Africa is available

      The 2017 Annual report of the EU Emergency Trust Fund for Africa has been adopted by the Operational Comittee on 2 March 2018. It outlines the current state of affairs and the achievements of the Emergency Trust Fund for stability and addressing root causes of irregular migration and displaced persons in Africa (the EUTF for Africa) up to December 2017.

      The Report provides an overview of the strategic orientations, implementation and results achieved in each of the three regions of the EUTF for Africa.

      In 2017, the EUTF for Africa focused on deploying activities at country and regional level to address the compelling needs of African partner countries while further translating the Trust Fund’s strategic priorities into action. During the year, 40 new programmes have been approved in the three regions, bringing the total of approved programmes at the end of 2017 to 143 including three which operate across several regions. With EUR 900 million contracted, the implementation pace of the EUTF for Africa has significantly improved in 2017 bringing the overall amount of signed contracts to EUR 1.5 billion with implementing partners since the inception of the Trust Fund.

      Two years after its inception at the Valletta Summit on Migration, held in November 2015, the EUTF for Africa has further demonstrated its added value as a quick and effective implementing tool that facilitates political dialogue with partner countries, covers new sectors, allows innovative approaches, produces results, and pulls and attracts funding, expertise and experience from a variety of stakeholders and partners.

      Through its activities, the EUTF for Africa has been working actively in the three regions to limit the combined effects of worsened security conditions and long-lasting challenges such as demographic pressure, institutional weaknesses and extreme poverty.

      The EU continues to deliver on its commitments to assist vulnerable migrants and refugees and address root causes of irregular migration. The new support measures in the Sahel/ Lake Chad region and the Horn of Africa will foster stability, jobs and growth, especially for young people and vulnerable groups.

      They complement ongoing bilateral and multilateral efforts, such as through the Joint African Union – European Union – United Nations Task Force. Today’s additional funds will allow for live-saving assistance to be taken forward, including accelerating resettlements of refugees from Niger as a priority.

      High Representative/Vice-President Federica Mogherini said: "We continue working to save lives, provide safe and dignified returns and legal avenues, and tackle the root causes of migration, by creating jobs and growth. With the UNHCR, we have evacuated 1,287 refugees from Libya to Niger, who need to be resettled swiftly now. With the IOM, we helped 22,000 people to return home and provide reintegration assistance. Today’s additional commitments will further consolidate our work towards managing human mobility - in a humane, secure and dignified way together with our partners.”

      Commissioner for International Cooperation and Development, Neven Mimica, said: “The majority of today’s €467 million assistance package will be dedicated towards improving employment opportunities, especially for young people. But challenges remain, and the Trust Fund’s resources are running out. If we want to continue our live-saving assistance, additional contributions by EU member states’ and other donors will be crucial.”

      Measures adopted today focus on the following areas:

      Protection and assistance for people on the move

      The European Union’s work with the UNHCR has so far allowed for 1,287 refugees to be evacuated from Libya to Niger through the Emergency Transit Mechanism, with 108 people having been further resettled to Europe. In parallel, together with the International Organisation for Migration, 22,000 migrants stranded along the routes have been assisted to voluntarily return home, where they receive reintegration support. Today, the EU mobilises an additional €70 million, of which €10 million will support accelerating resettlements under the UNHCR’s Emergency Transit Mechanism and €60 million ensure that voluntary return and reintegration assistance can be continuously provided by the IOM. In Kenya, an innovative approach to piloting private sector development will promote better economic integration of refugees and supports the implementation of the Comprehensive Refugee Response Framework. Additional €20 million in regional support will help countries in the Horn of Africa, in developing and implementing sustainable and rights-based return and reintegration policies.

      Increase stability, resilience of local populations and improve migration management

      Increasing stability and supporting the resilience of local populations is one of the pillars of the EU’s integrated approach. In central Mali, activities worth €10 million will address the rapidly degrading security situation, to increase trust between Malian security forces and local populations. Further new activities will promote conflict prevention, foster food security in South Sudan or improve knowledge on malnutrition in Sudan. In Sudan, support will also enable humanitarian and development actors to access hard-to-reach areas. In Cape Verde and Guinea Bissau new measureswill help to set up a reliable civil identification registration and document issuance system, to allow the population to benefit from enhanced mobility, document security and better access to rights.

      Economic opportunities for young people

      Providing sustainable employment opportunities for young people is key to tackle the root causes of irregular migration. New actions will support the skills development and vocational training of young people to help create better employment opportunities, for example in Ethiopia, Nigeria or The Gambia. In Sudan, a new support project, will strengthen the job skills of young people and support them through training to establish and grow businesses. This project will target disadvantaged groups, such as refugees and internally displaced people and, like all EU assistance in Sudan, will be realised through trusted implementing partners.

      In order to ensure continuous monitoring of the effectiveness of Trust Fund for Africa programmes, the funding of the dedicated monitoring and learning system has been doubled from €2 million to €4 million.

      Background

      The EU Emergency Trust Fund for Africa was established in 2015 in order to address the root causes of instability, irregular migration and forced displacement. Resources currently allocated to this Trust Fund are €3.4 billion from EU institutions, European Member States and other donors.

      Today’s assistance adds to the 147 programmes that were already previously approved across the three regions (North of Africa, Sahel and Lake Chad region and Horn of Africa) worth a total of €2,594 million, which was divided as follows: Sahel/Lake Chad €1,293 million (79 programmes), Horn of Africa €820.3 million (50 programmes), North of Africa €335 million (14 programmes). This amount also includes 4 cross-region programmes (€145.1 million).

Les nouvelles mesures d’aide en faveur de la région du Sahel/du bassin du Lac Tchad et de la Corne de l’Afrique favoriseront la stabilité, l’emploi et la croissance, en particulier pour les jeunes et les groupes vulnérables.

      Ces mesures viennent compléter les efforts actuellement déployés dans des cadres bilatéraux et multilatéraux, notamment par l’intermédiaire du groupe de travail conjoint de l’Union africaine, de l’Union européenne et des Nations unies. Les ressources financières supplémentaires débloquées ce jour permettront de poursuivre l’aide vitale, y compris d’accélérer en priorité les réinstallations de réfugiés en provenance du Niger.

      Mme Federica Mogherini, haute représentante/vice-présidente, s’est exprimée dans les termes suivants : « Nous continuons à œuvrer pour sauver des vies, assurer le retour des réfugiés et des migrants en toute sécurité et dans la dignité, mettre en place des voies d’entrée légales et lutter contre les causes profondes de la migration en créant des emplois et de la croissance. Avec le HCR, nous avons procédé à l’évacuation de 1 287 réfugiés de la Libye vers le Niger, qu’il convient de réinstaller dans les plus brefs délais. Avec l’OIM, nous avons aidé 22 000 personnes à rentrer dans leur pays et avons fourni une aide à leur réintégration. Avec les nouveaux engagements pris ce jour, nous continuerons à consolider nos travaux pour gérer, conjointement avec nos partenaires, la mobilité des personnes de façon humaine, sûre et digne. »

      M. Neven Mimica, commissaire chargé de la coopération internationale et du développement a, quant à lui, fait la déclaration suivante : « La majeure partie du programme d’aide de 467 millions d’euros annoncé ce jour visera à améliorer les possibilités d’emploi, en particulier pour les jeunes. Mais des problèmes subsistent et les ressources du fonds fiduciaire s’épuisent. Il est essentiel que les États membres de l’UE et d’autres bailleurs de fonds fournissent des contributions supplémentaires si nous voulons continuer à apporter une aide vitale. »

      Les mesures adoptées aujourd’hui se concentrent sur les domaines suivants :

      Protection et assistance pour les populations en déplacement

      Grâce à la coopération entre l’Union européenne et le HCR, 1 287 réfugiés ont jusqu’à présent pu être évacués de Libye vers le Niger par l’intermédiaire du mécanisme de transit d’urgence ; 108 personnes ont en outre été réinstallées en Europe. En parallèle, 22 000 migrants bloqués le long des routes migratoires ont bénéficié d’une aide au retour volontaire vers leur pays d’origine, où ils ont reçu une aide à la réintégration, fournie conjointement avec l’Organisation internationale pour les migrations. L’UE mobilise ce jour un montant supplémentaire de 70 millions d’euros ; sur cette somme, 10 millions d’euros seront consacrés à accélérer les réinstallations dans le cadre du mécanisme de transit d’urgence du HCR et 60 millions d’euros permettront de garantir que la continuité de l’aide au retour volontaire et à la réintégration apportée par l’OIM. Au #Kenya, une approche innovante pour conduire le développement du secteur privé favorisera une meilleure intégration économique des réfugiés et soutiendra la mise en œuvre du cadre d’action global pour les réfugiés. Un soutien régional supplémentaire de 20 millions d’euros aidera les pays de la #Corne_de_l'Afrique à élaborer et à mettre en œuvre des #politiques_de_retour et de #réintégration durables et fondées sur les droits.

      Renforcement de la stabilité et de la résilience des populations locales et amélioration de la gestion de la migration

      Le renforcement de la stabilité et le soutien à la résilience des populations locales sont l’un des piliers de l’approche adoptée par l’UE. Dans le centre du #Mali, des mesures, dotées d’un budget de 10 millions d’euros, seront destinées à remédier à la situation en matière de sécurité, qui se détériore rapidement, afin d’accroître la confiance entre les forces de sécurité maliennes et les populations locales. En outre, des activités nouvelles favoriseront la prévention des conflits, encourageront la #sécurité_alimentaire au #Soudan_du_Sud ou amélioreront les connaissances sur la malnutrition au #Soudan. Au Soudan, l’aide permettra également aux acteurs de l’aide humanitaire et à ceux du développement de se rendre dans des zones difficiles d’accès. Au #Cap-Vert et en #Guinée-Bissau, les nouvelles mesures contribueront à mettre en place un système fiable d’état civil et de délivrance de documents pour permettre à la population de bénéficier d’une mobilité accrue, de la sécurité des documents et d’un meilleur accès aux droits.

      Des perspectives économiques pour les jeunes

      Il est essentiel d’offrir des possibilités d’emploi durable aux jeunes pour lutter contre les causes profondes de la migration irrégulière. Les nouvelles actions soutiendront le développement des compétences et la #formation_professionnelle des jeunes pour contribuer à améliorer les possibilités d’#emploi, par exemple en #Éthiopie, au #Nigeria ou en #Gambie. Au Soudan, un nouveau programme d’aide renforcera les compétences professionnelles des jeunes et les aidera à créer et à développer des entreprises grâce à des actions de #formation. Ce projet ciblera les groupes défavorisés, comme les réfugiés et les personnes déplacées à l’intérieur du pays et, à l’instar de tous les programmes d’assistance de l’UE au Soudan, sera mis en œuvre par des partenaires de confiance.

      Les ressources financières du système spécifique de suivi et d’apprentissage ont été doublées et sont passées de 2 millions à 4 millions d’euros afin de garantir le suivi permanent de l’efficacité des programmes financés par le fonds fiduciaire pour l’Afrique.

      Contexte

      Le fonds fiduciaire d’urgence de l’UE pour l’Afrique a été créé en 2015 en vue de remédier aux causes profondes de l’instabilité, de la migration irrégulière et des déplacements forcés. Ce fonds fiduciaire est actuellement doté d’un budget de 3,4 milliards d’euros provenant des institutions de l’UE, des États membres ainsi que d’autres bailleurs de fonds.

      L’aide annoncée ce jour vient s’ajouter aux 147 programmes approuvés précédemment en faveur de trois régions (Afrique du Nord, région du Sahel/bassin du lac Tchad et Corne de l’Afrique) pour un montant total de 2 594 millions d’euros, répartis de la façon suivante : 1 293 millions d’euros pour la région du Sahel/le bassin du Lac Tchad (79 programmes) ; 820,3 millions d’euros pour la Corne de l’Afrique (50 programmes) et 335 millions d’euros pour l’Afrique du Nord (14 programmes).     • Instrumentalisation de l’aide publique au développement

      L’Union européenne utilise les financements de l’#Aide_publique_au_développement (#APD) pour contrôler les flux migratoires, comme avec le #Centre_d’Information_et_de_Gestion_des_Migrations (#CIGEM) inauguré en octobre 2008 à #Bamako au #Mali par exemple4. Ainsi, le 10e #Fonds_européen_de_développement (#FED) finance, en #Mauritanie, la #formation de la #police_aux_frontières. Pour atteindre les objectifs qu’ils se sont eux mêmes fixés (allouer 0,7 % du revenu national brut à l’APD), certains États membres de l’UE comptabilisent dans l’APD des dépenses qui n’en sont clairement pas. Malgré les réticences des États membres à harmoniser leurs politiques migratoires internes, ils arrivent à se coordonner pour leur gestion extérieure.

Avant que nous ayons (presque) tous un iPod dans la poche et un portable à la main. À une époque où les gens étaient tellement sceptiques sur l’utilité d’un ordinateur à la maison que le gouvernement s’était mis à distribuer des Minitel à tour de bras...

    La nuit du 5 avril 1980, à Toulouse, les locaux de la société Phillips Informatique sont en feu. Trois jours plus tard, on signale un incendie à la compagnie d’informatique C.I.I.-Honeywell-Bull. Le procédé est rudimentaire : ordinateurs, fichiers et documents ont été entassés dans le hall et brûlés. Le 10 avril, c’est-à-dire le lendemain de l’incendie de la CII, une fausse alerte à la bombe nécessite l’évacuation des locaux d’IBM, à Toulouse. On fait des rapprochements avec un attentat qui avait visé l’ancien siège de DATA Systems le 24 novembre 1977...

    Tous ces attentats sont revendiqués par le Clodo, Comité pour la liquidation ou le détournement des ordinateurs, dont les participants n’ont jamais été démasqués. Ils sont également à l’origine de l’incendie de la société International Computers Limited en mai 1980 et celui de CAP-SOGETI en septembre, au moment du SICOB, le grand salon parisien de l’informatique. En janvier 1983, ils font exploser le Centre informatique de la Préfecture de Haute-Garonne avec trois charges d’explosifs et, plus tard cette année-là, occasionneront de sérieux dégâts aux sociétés américaines Speery Univac Ordinateurs et National Cash Register, toujours dans les environs de Toulouse.

      #Mogherini was questioned about the EU’s strategy of outsourcing the migration crisis to foreign countries such as Libya and Turkey, which received billions to prevent Syrian refugees from crossing to Greece.

      She said the situation was different on two counts: first, the migrants stranded in Libya were not legitimate asylum seekers like those fleeing the war in Syria. And second, different international bodies were in charge.

      “When it comes to Turkey, it is mainly refugees from Syria; when it comes to Libya, it is mainly migrants from Sub-Saharan Africa and the relevant international laws apply in different manners and the relevant UN agencies are different – the UNHCR on one side, especially in Turkey, and the IOM especially in Libya.”

      Trois nouveaux programmes d’un montant de 29,6 millions d’euros ont été adoptés dans le cadre du Fonds fiduciaire d’urgence de l’UE pour l’Afrique. Ces programmes complètent l’action de l’UE visant à relever les défis de la migration en Méditerranée. Ces nouveaux programmes intensifieront le travail en cours de l’UE pour renforcer la protection des migrants, soutenir leur réintégration durable et permettre une augmentation du nombre de retours volontairement assistés depuis la Libye. Ils contribueront également à la lutte contre les réseaux criminels dans la région.

      Three new programmes worth €29.6 million have been adopted in the framework of the EU Trust Fund for Africa as part of EU work in addressing migration challenges in the Mediterranean. A set of priorities for 2018 have also been agreed.

      These new programmes will step up the EU’s ongoing work to strengthening protection of migrants, support sustainable reintegration and provide assisted voluntary returns. The programmes will also contribute to fight criminal networks across the region.

      High Representative/Vice-President Federica Mogherini said: “Last week we established a joint EU/AU/UN Task Force to accelerate our work to protect migrants and refugees and fight the criminal networks. With these new programmes, we will step up our commitments, save lives, guarantee the respect of human rights and of international standards, provide alternatives to those wishing to return to their homes and support to host communities. We already assisted over 14,000 people stranded in Libya to return and will support an additional 15,000 returns by February 2018. And we will support our partners to counter traffickers and smugglers, assisting them in bringing peace and security to the region.”

      Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn said: “The current challenges in the Mediterranean Sea remain a top priority for the European Union. The EU Trust Fund for Africa continues to take action to tackle the root causes of irregular migration and to defend the rights of people who risk falling into the hands of traffickers and smugglers. With our new programmes, we will help dismantle criminal networks in North of Africa, support migrants who wish to return to their home countries and facilitate access for migrants to legal advice. We will also promote socio-economic integration in Morocco and will foster socio-economic development of the Libyan Municipalities”.

      Regional programme - Facility for Migrant Protection and Reintegration in North Africa, €10 million

      This programme will be implemented by the International Organisation for Migration (IOM), and will further contribute to the ongoing efforts under the assistance voluntary return scheme. It will strengthen protection of migrants, support sustainable reintegration systems in North Africa and provide assisted voluntary return to migrants wishing to return to their home from Northern Africa. This Facility is conceived as a regional flexible mechanism able to adapt to the specific needs of the countries. This is yet another action towards enhancing support to stranded migrants as well as reinforcing national return and reintegration systems across the North of Africa region.

      Regional programme - Dismantling the criminal networks operating in North Africa and involved in migrant smuggling and human trafficking, €15 million

      This project will focus on regional dimension of fight against smugglers and traffickers. It will target the public sector of the countries in the region (in particular the Ministries of Interior, Justice, Finance, and Health). Under this programme, implemented by the United Nations Office on Drugs and Crime (UNODC), capacity-building as well as light equipment, such as IT and forensic tools, will be provided to actors dealing with law enforcement and criminal justice. The final beneficiaries will be the general public, victims of trafficking, smuggled migrants, and families of the latter two categories.

      Morocco - Legal Empowerment for migrants, €4.58 million

      This programme implemented by the Belgian Technical Cooperation will reinforce the protection and resilience of migrants and refugees, displaced persons and host communities in Morocco. Whilst strengthening awareness on their rights and access to legal counselling, the project will also contribute to promote the socio-economic integration of migrants and facilitate migrants’ integration in the Moroccan society. This is a new very specific action complementing the EU support to the implementation of the Moroccan National Strategy on Migration (SNIA). The programme will support actors who help migrants and refugees access to their rights, such as lawyers, students, civil society associations and justice staff. It will develop and create legal clinics in Rabat, Casablanca, Tanger and Oujda.

      Objectives for 2018

      The Commission also outlined the priorities of the EUTF/North of Africa window for 2018. The situation in Libya will remain a top priority, with on the one hand increased efforts for the protection of migrants and refugees, including through the support for additional assisted voluntary returns and support for evacuation of the most vulnerable ones (in line with the recent decision of the EU-African Union summit); and on the other hand support to host communities. More specifically, funding will be provided to the UNHCR’s evacuation mechanism through the EUTF and discussions with the IOM on additional measures under the assisted voluntary return scheme are being finalised. The Commission is also working together with Italy on a new initiative to be presented to the Operational Committee early in 2018, which is aimed at fostering the socio-economic development of the Libyan Municipalities, on the basis of needs of local authorities and in close coordination with the PC/Government of National Accord (GNA).

Così titolava il settimanale tedesco Der Spiegel alla vigilia del Summit di Abidjan di fine novembre, evidenziando un problema crescente nell’approccio europeo al contenimento dei flussi migratori: come reperire le risorse con cui finanziare il Fondo fiduciario per l’Africa. Perché se da un lato aumentano obiettivi e programmi da finanziare, dall’altro non cresce il coinvolgimento economico dei governi europei.

    • A ‘blind spot’ in the migration debate? International responsibility of the EU and its Member States for cooperating with the Libyan coastguard and militias

      The discussion on the restrictive migration management policies of the European Union (EU) and its Member States (MS) has so far focused on the potential violation of the primary rules of international law that determine the conduct of subjects of international law. The question of applicability of the secondary rules of international responsibility that provide for the consequences of the commitment of a wrongful act has attracted less attention. The main question in the current context is whether the cooperation of the EU and its MS with the Libyan coastguard and militias with the view of stemming irregular migration flows to Europe generates international responsibility for the above actors. More specifically, it is asked whether there is an autonomous basis in the law of international responsibility for holding the EU and its the MS responsible for the violations of human rights occurring in Libya, even if they do not exercise directly jurisdiction over migrants. Three aspects of this theme will be developed here: first, the nature and scope of the cooperation of the EU and its MS, in particular Italy, with the Libyan authorities, coastguard and militias in view of restricting the access of migrants to the EU; second, the extent of human rights violations of migrants in Libya; and third, the alleged complicity and responsibility of the EU and MS for the violations of these rights.

    • L’Europe affirme que la formation des gardes-côtes libyens avance

      La formation des gardes-côtes libyens, notamment pour le sauvetage de migrants, avance, a déclaré jeudi à Tunis le commandant de l’opération navale européenne Sophia, chargée de lutter contre les passeurs.

      « La formation se passe bien », a affirmé Enrico Credendino, commandant de la force navale européenne en Méditerranée (Sophia).

      « Les gardes-côtes libyens ont été très actifs, en particulier au cours du second semestre 2017. Ils ont secouru beaucoup de migrants, presque 18.000 alors qu’en 2015 par exemple, ils en avaient secouru seulement 800 », a-t-il précisé.

      Lancée en 2015 par l’UE, l’opération navale Sophia est chargée de lutter contre les passeurs et de former les gardes-côtes libyens.

      Sa mission a été reconduite en juillet par le Conseil européen jusqu’en décembre 2018.

      Déchirée par les rivalités entre groupes armés et les autorités qui se disputent le pouvoir, la Libye a sombré dans le chaos depuis la chute du régime de Mouammar Kadhafi en 2011.

      Des centaines de milliers de migrants, certains fuyant des conflits, d’autres la pauvreté tentent de traverser la Méditerranée depuis la Libye pour rejoindre l’Europe. Depuis le début de l’année, au moins 337 d’entre eux sont morts ou disparus au large de la Libye, selon l’Organisation internationale des migrations.

    • Migranti, gli occhi della Libia sui radar europei nel Mediterraneo

      A dicembre 2016 un ufficiale di collegamento della guardia costiera libica è entrato nel cuore del #Sea_Horse_Mediterranean_Network, il sistema di monitoraggio dell’Unione per il controllo delle frontiere Sud del Mediterraneo e che vede in prima linea l’Italia. Ma il governo libico era ritenuto inaffidabile dalla Commissione Ue nel 2015 ed escluso dal progetto. Ora perché è coinvolto? E a quale titolo?

      Occhi elettronici. Radar potenti e sofisticati. Satelliti militari in grado di scansionare ogni centimetro quadrato del Mediterraneo centrale, quel pezzo di mare tra la Libia e l’Italia divenuto tomba per migliaia di migranti, morti mentre cercavano di fuggire alle guerre dei loro paesi e alle torture dei carcerieri libici. Mezzi straordinariamente potenti, soprattutto se messi in rete, formando un flusso di dati in grado di salvare vite – avvistando ogni piccolo gommone che tenta la traversata – e di bloccare i traffici. Non solo di esseri umani, ma anche di petrolio, droga, armi. Si chiama Sea Horse Mediterranean Network ed è l’asset più prezioso della rete di controllo della frontiera sud dell’Europa.

      Un progetto costato milioni di euro, promosso direttamente dall’Unione europea e che vede un ruolo da protagonista dell’Italia. Una rete che – stando a documenti consultati da Famiglia Cristiana – potrebbe però cadere in pessime mani. Quelle delle milizie libiche, ovvero le forze di Tripoli che compongono quella stessa Guardia costiera pronta ad usare le armi contro le Ong, accusata un anno fa dalle Nazioni Unite di essere stata complice in alcuni casi degli stessi trafficanti. Il progetto in origine riguardava l’area dell’Atlantico. La responsabilità, in quel caso, era stata affidata alla Guardia Civil spagnola e l’area interessata era sostanzialmente il tratto di mare a sud delle Canarie, una delle rotte delle migrazioni via mare attive fino a una decina di anni fa. Il sistema permette di «scambiare informazioni via satellite per combattere l’immigrazione irregolare via mare», si legge in un documento delle autorità spagnole che abbiamo consultato, creando dei punti di contatto in ogni paese coinvolto «per accedere a questa rete sicura».

      Le informazioni raccolte sono estremamente sensibili e costituiscono una base di conoscenza e di intelligence sicuramente strategica. Dopo l’avvio di una prima fase sulla zona atlantica, il progetto Sea Horse punta, dal 2015, al Mediterraneo. Tre i paesi del nord Africa coinvolti: l’Egitto, la Tunisia e la Libia. Nel novembre del 2015 il commissario europeo Dimitris Avramopoulos aveva risposto ad una interrogazione delle deputate europee Sabine Lösing e Cornelia Ernst (GUE/NGL), spiegando che il progetto era in una fase di stallo. Il problema principale riguardava proprio la Libia: «A causa della situazione d’insicurezza e alla mancanza di stabilità del governo nazionale libico – si legge nella risposta all’interrogazione pubblicata sul sito del Parlamento europeo – tutte le attività per installare il #National_Contact_Point in Libia sono sospese. Di conseguenza le autorità libiche interessate non sono collegate al #Mebocc, che sarà ospitato dal centro di coordinamento italiano per la sorveglianza delle frontiere».

      La sigla Mebocc sta per #Mediterranean_Border_Cooperation_Center, ed è il cuore della rete di controllo del mare tra Italia e Libia. La collocazione di questo centro, come ha spiegato il commissario europeo, è prevista nel nostro paese, con un backup a Malta. Tutto, però, sembrava fermo fino al novembre del 2015.

      Un ufficiale di collegamento libico era presente nel cuore della rete europea di sorveglianza delle frontiere marittime

      Alla fine del 2016, dopo il cambio ai vertici del ministero dell’Interno e l’arrivo di Marco Minniti, il progetto ha subito un’accelerazione. Nella “Relazione sulla performance per il 2016” del Viminale c’è un paragrafo dove si annuncia l’operatività del progetto: «L’infrastruttura satellitare», si legge nel documento, «è stata installata nel #Centro_Interforze_di_Gestione_e_Controllo (#CIGC) #SICRAL di Vigna di Valle, teleporto principale del Ministero della Difesa, mentre presso il Centro Nazionale di Coordinamento per l’immigrazione “Roberto Iavarone” – #EUROSUR, sede del MEBOCC, sono stati installati gli altri apparati funzionali alla rete di comunicazione. Al 31 dicembre 2016, quello dell’Italia risultava essere l’unico nodo realmente attivo e pronto per le comunicazioni».

      Tutto pronto, dunque, per operare. Pronto e operativo, a quanto sembra, era anche il governo libico, che solo un anno prima veniva definito instabile dalla Commissione europea. Si legge nel rapporto del Ministero dell’Interno, documento che Famiglia Cristiana ha consultato: «Si segnala inoltre che nel 2016, nell’ambito del progetto Sea Horse Mediterranean Network, quattro ufficiali della Guardia Costiera – Marina Militare Libica sono stati ospitati in Italia, in qualità di osservatori, uno presso l’#ICC - #International_Coordination_Center, altri due imbarcati sull’assetto spagnolo “#Rio_Segura” durante il mese di settembre e uno presso il Centro nazionale di coordinamento – EUROSUR della Direzione Centrale per l’Immigrazione dal 5 al 9 dicembre, con funzioni di collegamento con le autorità libiche e per migliorare/stimolare la cooperazione nella gestione degli eventi di immigrazione irregolare provenienti dalla Libia».

      Dunque un ufficiale di collegamento libico era presente nel cuore della rete europea di sorveglianza delle frontiere marittime del Mediterraneo poco più di un anno fa. Fatto che potrebbe avere come conseguenza la possibilità di accesso al sistema Sea Horse da parte del governo di Tripoli, impegnato, come abbiamo visto, nel respingimento in mare dei migranti che fuggono dal Nord Africa verso l’Europa. La sensibilità delle informazioni che il network raccoglie e gestisce è evidente. Un mese fa è stata presentata una seconda interrogazione al Parlamento europeo per capire se i libici già sono in grado di accedere ai dati dei satelliti che monitorano il Mediterraneo: «Dove, in Libia o in Italia, sono stati realizzati i Centri Operativi (ad esempio il Mebocc) e quali autorità o milizie sono coinvolte?», hanno chiesto i deputati Sabine Lösing e Cornelia Ernst. Al momento non hanno ottenuto nessuna risposta. La Libia è sempre più vicina.

    • EU Trust Fund for Africa: five new programmes adopted for the Sahel and Lake Chad region

      The European Commission has adopted five new programmes worth over €141 million under the EU Emergency Trust Fund for Africa.

      Commissioner for International Cooperation and Development Neven Mimica said: "Our new EU programmes, worth €141 million, are particularly focusing on important opportunities for young people. They will furthermore support our #G5-Sahel partners to strengthen development and stability in border areas, as well as help us to save more lives and fight human traffickers, who take advantage of vulnerable people’s despair. We also continue our actions to support partner countries to better manage migration and to develop civil registries. Those needs do not decrease, and the resources from the EU Trust Fund are quickly depleting”

      At the regional level, two programmes totalling €75 million will seek to shore up stability and youth participation in the G5 #Sahel countries (#Burkina_Faso, Chad, #Mali, Mauritania and #Niger). A new €70 million Emergency programme will increase people’s access to social services in border areas. The programme was designed under the Sahel Alliance and responds directly to the needs voiced by the G5 Sahel countries under the #Priority_Investment_Programme. Another €5 million will ensure the implementation of the second phase of “#The_Voices_of_young_people_in_the_Sahel” programme, which was launched in 2017 and contributes to integrating youth organisations into the processes of designing and implementing development and social policies.

      A new €7.6 million programme in Niger will further boost migrant protection on migratory routes and support host communities. Also in Niger, the ongoing AJUSEN budget support programme in the justice, security and border management sectors will receive an additional €10 million to continue this work.

      In Senegal, a €9 million initiative will help tackle criminal networks that are linked to irregular migration, migrant smuggling and human trafficking, and enhance regional cooperation in this area.

      In #Côte_d'Ivoire, a new programme worth €30 million will support the country’s ongoing efforts to create a coherent and robust civil registry system that will help improve the management of public policies, enable people to exercise their fundamental rights and improve their access to public services, including the facilitation of voluntary return and the sustainable reintegration of migrants.

      Last but not least, the #Technical_Cooperation_Facility covering all Trust Fund regions and the Research and Evidence Facility covering the Sahel and Lake Chad and the North of Africa regions have been reinforced with an additional amount of €12 million. In line with the evidence-based approach under the EU Emergency Trust Fund for Africa to ensure strategic and efficient interventions, this additional funding will facilitate more studies and research, as well as technical support when necessary.

      The five programmes adopted today bring the total number of programmes adopted since December 2015 for the Sahel and Lake Chad region to 91, with a total value of €1.7 billion.

      Background

      The EU Emergency Trust Fund for Africa was established in 2015 to address the root causes of instability, irregular migration and forced displacement. Resources currently allocated to this Trust Fund are €4.1 billion from EU institutions, European Member States and other donors.

      Today’s assistance adds to the 165 programmes already approved across the three regions (North of Africa, Sahel and Lake Chad region and Horn of Africa), worth a total of €3,157 million. These funds were divided up as follows: Sahel/Lake Chad €1,549 million (86 programmes); Horn of Africa €1,141.3 million (58 programmes); North of Africa €467.1 million (17 programmes). This amount includes 4 cross-region programmes (€145.1 million).

    Dear Technologists:

    For the past decade, you’ve told us that your products will change the world, and indeed they have. We carry tiny networked computers with us everywhere, we control “smart” home appliances at a remove, we communicate with our friends and family over online platforms, and now we are all part of the vast Muslim registry known as Facebook. Almost 80 percent of American internet users belong to the social network, and many of them happily offer up their religious affiliation. The faith of those who don’t, too, can be easily deduced with a little data-science magic; in 2013, a Cambridge University study accurately detected Muslims 82 percent of the time, using only their Facebook likes. The industry has only become better at individual targeting since then.

    You’ve created simple, elegant tools that allow us to disseminate news in real time. Twitter, for example, is very good at this. It’s also a prodigious disinformation machine. Trolls, fake news, and hate speech thrived on the platform during the presidential campaign, and they show few signs of disappearing now. Twitter has likewise made it easier to efficiently map the networks of activists and political dissenters. For every proud hashtag — #BlackLivesMatter, #ShoutYourAbortion, the anti-deportation campaign #Not1More — there are data sets that reveal the identities of the “influencers” and “joiners” and offer a means of tracking, harassing, and silencing them.

    You may intend to resist, but some requests will leave little room for refusal. Last year, the U.S. government forced Yahoo to scan all its customers’ incoming emails, allegedly to find a set of characters that were related to terrorist activity. Tracking emails is just the beginning, of course, and the FBI knows it. The most important encryption case to date hinged on the FBI’s demand that Apple create a bespoke operating system that would allow the government to intentionally undermine user security whenever it impeded an investigation. Apple won the fight, but that was when Obama was in office. Trump’s regime may pressure the technology sector to create back doors in all its products, widen surveillance, and weaken the security of every networked phone, vehicle, and thermostat.

    There is precedent for technology companies assisting authoritarian regimes. In 1880, after watching a train conductor punch tickets, Herman Hollerith, a young employee of the U.S. Census Bureau, was inspired to design a punch-card system to catalogue human traits. The Hollerith Machine was used in the 1890 census to tabulate markers such as race, literacy level, gender, and country of origin. During the 1930s, the Third Reich used the same system, under the direction of a German subsidiary of International Business Machines, to identify Jews and other ethnic groups. Thomas J. Watson, IBM’s first president, received a medal from Hitler for his services. As Edwin Black recounts in IBM and the Holocaust, there was both profit and glory to be had in providing the computational services for rounding up the state’s undesirables. Within the decade, IBM served as the information subcontractor for the U.S. government’s Japanese-internment camps.

    You, the software engineers and leaders of technology companies, face an enormous responsibility. You know better than anyone how best to protect the millions who have entrusted you with their data, and your knowledge gives you real power as civic actors. If you want to transform the world for the better, here is your moment. Inquire about how a platform will be used. Encrypt as much as you can. Oppose the type of data analysis that predicts people’s orientation, religion, and political preferences if they did not willingly offer that information. Reduce the quantity of personal information that is kept. And when the unreasonable demands come, the demands that would put activists, lawyers, journalists, and entire communities at risk, resist wherever you can. History also keeps a file.

    The International Transport Workers’ Federation (ITF) says it is assisting the crew of the vessel #C_Star , who have been abandoned and left unpaid by its charterers, the right-wing youth group Defend Europe, according to the ITF. 

    The ship, currently in Barcelona, Spain, has been at the centre of Defend Europe’s “comic opera efforts” to block vessels rescuing refugees and migrants from sinking boats in the Mediterranean, the ITF said in a statement. 

    Oh, the irony. This group charters a British-owned, Mongolian flag of convenience ship, with a Sri Lankan crew to protest migration into Europe. Then abandons the crew in Europe,” said ITF seafarers’ section chair David Heindel.

    This so-called mission began as a farce, played out as a farce, and now it’s ended as a farce. Famously, the C Star was spurned at almost every stop it tried to make by local citizens and governments. Crew members have claimed asylum, and the ship has reportedly both been investigated on suspicion of people smuggling and had to call for help from one of the NGO search and rescue vessels it was supposedly blocking.

    This vessel has been like a clown car on water: overcrowded, comical, and, just like the ‘mission’ it was on, the doors quickly fell off. Sadly, it’s no surprise that the overgrown schoolboys behind it all have now abandoned the crew and left them to be looked after by the organizations they aimed to castigate, the Red Cross, the Spanish Coast Guard and the local maritime authorities,” Heinde added.

    Fatal Journeys: Tracking Lives Lost during Migration

    In October 2013, over 400 people lost their lives in two shipwrecks close to the Italian island of Lampedusa. While these two events were highly publicized, sadly they are not isolated incidents; the International Organization for Migration (IOM) estimates that in 2013 and 2014 nearly 6,500 migrants lost their lives in border regions around the world. Because many deaths occur in remote areas and are never reported, counts of deaths fail to capture the full number of lives lost.

    Despite recognition that actions must be taken to stop more unnecessary deaths, as yet there remains very little information on the scale of the problem. The vast majority of governments do not publish numbers of deaths, and counting lives lost is largely left to civil society and the media. Drawing upon data from a wide range of sources from different regions of the world, Fatal Journeys: Tracking Lives Lost during Migration investigates how border-related deaths are documented, who is documenting them, and what can be done to improve the evidence base to encourage informed accountability, policy and practice.

    Regionally focused chapters present most recent statistics and address a number of key questions regarding how migrant border-related deaths are enumerated. Chapters address: migration routes through Central America to the United States, with a focus on the United States–Mexico border region; the southern European Union bordering the Mediterranean; routes from sub-Saharan Africa to North Africa; routes taken by migrants emigrating from the Horn of Africa towards the Gulf or Southern Africa; and the waters surrounding Australia.

    Numbers have the power to capture attention, and while counts of border-related deaths will always be estimates, they serve to make concrete something which has been left vague and ill-defined. In a way, through counting, deaths too often invisible are given existence. More complete data can not only serve to highlight the extent of what is taking place, but is also crucial in guiding effective policy response.

    Beyond Walls and Cages: Prisons, Borders, and Global Crisis

    The crisis of borders and prisons can be seen starkly in statistics. In 2011 some 1,500 migrants died trying to enter Europe, and the United States deported nearly 400,000 and imprisoned some 2.3 million people―more than at any other time in history. International borders are increasingly militarized places embedded within domestic policing and imprisonment and entwined with expanding prison-industrial complexes. Beyond Walls and Cages offers scholarly and activist perspectives on these issues and explores how the international community can move toward a more humane future.Working at a range of geographic scales and locations, contributors examine concrete and ideological connections among prisons, migration policing and detention, border fortification, and militarization. They challenge the idea that prisons and borders create safety, security, and order, showing that they can be forms of coercive mobility that separate loved ones, disempower communities, and increase shared harms of poverty.   • Torture, rape and slavery in Libya: why migrants must be able to leave this hell

    Rape, torture and slave labour are among the horrendous daily realities for people stuck in Libya who are desperately trying to escape war, persecution and poverty in African countries, according to a new report by Oxfam and Italian partners MEDU and Borderline Sicilia.

    The report features harrowing testimonies, gathered by Oxfam and its partners, from women and men who arrived in Sicily having made the dangerous crossing from Libya. Some revealed how gangs imprisoned them in underground cells, before calling their families to demand a ransom for their release. A teenager from Senegal told how he was kept in a cell which was full of dead bodies, before managing to escape. Others spoke of being regularly beaten and starved for months on end.

    Oxfam and its partners are calling on Italy and other European member states to stop pursuing migration policies that prevent people leaving Libya and the abuse they are suffering.

    158 testimonies, of 31 women and 127 men, gathered by Oxfam and MEDU in Sicily, paint a shocking picture of the conditions they endured in Libya:

    All but one woman said they had suffered from sexual violence
    74% of the refugees and other migrants said they had witnessed the murder and /or torture of a travelling companion
    84% said they had suffered inhuman or degrading treatment, extreme violence or torture in Libya
    80% said they had been regularly denied food and water during their stay in Libya
    70% said they had been tied up

      The EU’s foreign policy chief, Federica Mogherini demanded the closure of migrant shelters in Libya, on claims that their conditions of detention were unacceptable.

      “The European Commission is unable to act alone to eliminate the violent practices and violations of the rights of migrants and asylum seekers in shelters in Libya,” Mogherini said through her spokeswoman, Maja Kocijancic.

      Mogherini pointed out that the goal of the European Union is to secure safe spaces for asylum seekers, especially women, children and the marginalized groups, according to Italian Aki news agency.

      With regard to its activities in Libya, the International Organization for Migration (IOM) would like to clarify that we follow the UN position indicating that Libya cannot yet be considered a safe port.

      IOM in Libya is present at the disembarkation points to deliver primary assistance to migrants that have been rescued at sea. However, following their disembarkation, migrants are transferred to detention centres under the responsibility of the Libyan #Directorate_for_Combatting_Illegal_Migration (#DCIM) over which the Organization has no authority or oversight. The detention of men, women and children is arbitrary. The unacceptable and inhumane conditions in these detention centres are well documented, and IOM continues to call for alternative solutions to this systematic detention.

      The number of migrants returned to Libyan shores has reached over 16,000 since January 2018, and concern remains for their safety and security in Libya, due to the conditions in the detention centres.

      IOM only has access to centres to provide direct humanitarian assistance in the form of non-food items, health and protection assistance, as well as Voluntary Humanitarian Return support for migrants wishing to return to their countries of origin.

      IOM’s access to detention centres in Libya is part of the Organization’s efforts to alleviate the suffering of migrants but cannot guarantee their safety and protection from serious reported violations. IOM advocates for alternatives to detention including open centres and safe spaces for women, children and other vulnerable migrants. A change of policy is needed urgently as migrants returned to Libya should not be facing arbitrary detention.

      The security and humanitarian situations in the country remain dangerous, and IOM reiterates that Libya cannot be considered a safe port or haven for migrants.

    • Dangerous Exit: Who Controls How Syrians in Lebanon Go Home

      AS HALIMA clambered into a truck leaving Lebanon in late June, she resolved that if the men driving the vehicle were arrested at the Syrian border, she would get out and walk back to her village on her own. The 66-year-old grandmother had not seen the son and daughter she left behind in Syria for five years. Wearing an embroidered black dress and a traditional headdress, her crinkled eyes shone with determination. “I’m coming back to my land,” she said.

      Having begged her not to leave, Halima’s two daughters staying in Lebanon wept on her shoulders. “We’re afraid she won’t come back,” 42-year-old Sherifa said, as her voice cracked. Sherifa cannot follow her mother to Syria; her eldest son, who has single-handedly kept the family afloat with odd jobs because of his father’s disability, would be sent to war.

      Huddled in groups at the checkpoint in northeast Lebanon, other families also said their goodbyes. A teenage girl knelt on the dirt road, refusing to let go of her 19-year-old brother’s legs. Their mother, Nawal, held her as he left for a truck to the border. “I don’t know how he will live on his own in Syria. Only God knows what will happen to him,” Nawal said. “I didn’t think he would actually leave. It all happened very fast.”

      A few months earlier, 3,000 Syrians in the Lebanese border town of Arsal had registered their names with Syrian and Lebanese intelligence agencies to return to their villages just over the mountains in Syria’s Qalamoun region. When the first group of several hundred people was approved to leave on June 28, many families were separated, as some members either decided not to register or were not approved by Syrian authorities.

      “We need a political solution for these people to go back, but the politics doesn’t start here in Lebanon,” a Lebanese intelligence agent said, as a scuffle broke out that scorching June morning. A Syrian man lunged at Khaled Abdel Aziz, a real estate businessman who had been put in charge of signing up fellow refugees to return. Abdel Aziz sweated in his suit as he dashed between television interviews, repeating that Syrians had a country of their own to go back to. “You’re protecting the army, not protecting yourself,” the man yelled, before being pulled away.

      The TV cameras rolled as dozens of trucks and tractors piled high with timber, water tanks and chicken coops were checked off a list by Lebanese intelligence agents and headed with an army escort to the Syrian border. A line of TV reporters announced to their Lebanese viewers that these refugees were going home.

      The next day, on the other side of Arsal, a small group of refugees held a sit-in, to much less fanfare. “We’re asking for return with dignity,” one banner read, “with guarantees from the international community and the U.N.”

      “We’re not against the return, but we want conditions, guarantees,” said Khaled Raad, one of the organizers. His refugee committee has been petitioning the U.N. and sympathetic Lebanese politicians for international protection for returning Syrians for a year. “I mean, this is not like taking a cup of tea or coffee to say, after seven years, go ahead and return to your houses. It’s not an easy thing.”

      “WE NEED A POLITICAL SOLUTION FOR THESE PEOPLE TO GO BACK, BUT THE POLITICS DOESN’T START HERE IN LEBANON.”

      By then, Halima had arrived back in Syria. Apart from some tractors breaking down en route, they had no problem crossing the border. Halima went to stay with her son while she waited to hear about the situation in her hometown, the mountaintop village of Fleeta. Her granddaughters had grown up quickly while she was in Lebanon, and she loved spending time with them in the neighboring town.

      But as more of their friends and relatives returned to Fleeta, with subsequent groups departing Arsal in July, word came to the family of empty homes and little power, water or work in the Syrian village. Sherifa received messages from relatives who had returned to Fleeta but now wanted to escape again. With no easy way to come back to Lebanon legally, they planned to smuggle themselves back across the border.

      Without her mother, and with bad news from Fleeta making it less likely she would ever return to Syria, Sherifa became increasingly desperate. Her husband, who is unable to work for health reasons, sunk into depression. “By God, dying is better than living,” Sherifa said. “I seek refuge in God from this return.”

      LONGING FOR HOME, AFRAID TO RETURN
      RETURNING TO SYRIA during this eighth year of conflict is both an excruciating personal decision and a political calculation: by refugees, the government in Syria, and other nations with a stake in the war. As the government recaptures more territory from opposition groups, and fighting quells in certain areas, some refugees are considering returning, while others are terrified of the increasing pressure to go back. After Lebanon began organizing small group returns this year, including from Arsal, these dilemmas became more urgent.

      To return is to take a political gamble: Refugees must weigh the risks of staying against the risks of going. They try to figure out who can be trusted to tell them the truth. They gather snippets of information from their cities, towns and villages about what happens to people who return. They struggle to decipher the intentions of the mercurial and multi-layered Syrian authorities and their foreign allies.

      Some of the broader dangers are well-known: an estimated half a million people killed in Syria’s war, including thousands dead this year; some one million people forced to leave their homes this year alone; a third of all houses and half of all schools and hospitals damaged or destroyed; in government-controlled areas, mandatory conscription into battle for men under 43, fear of arrest and torture, and the difficulties of reintegrating into a society and economy fractured by war.

      Until now, few refugees have considered this a risk worth taking. In 2017, the U.N. said 77,300 refugees went back independently to Syria, out of 5.6 million who had fled the country. The vast majority of Syrian refugees have consistently told U.N. and independent surveys they hoped to return home one day, but do not yet feel safe to do so.

      There are also risks to staying. More than 80 percent of Syrian refugees remain in three neighboring countries: Turkey, Lebanon and Jordan. There, they face soaring poverty, years out of work or school, lack of official documents, risk of arrest and, above all, an increasing public clamoring for Syrians to be sent back.

      In Lebanon, where at least 1.5 million Syrians have sought refuge – increasing the country’s population by a quarter – the pressure to leave is the most intense. Few Syrians have legal status, even fewer can work. Many towns have imposed curfews or carried out mass evictions. At the U.N. General Assembly last year, Lebanon’s president Michel Aoun insisted Syrians must return, voluntarily or not. “The claim that they will not be safe should they return to their country is an unacceptable pretext,” he told world leaders.

    • Turkish minister: 255,300 Syrian refugees have returned home

      Turkish Interior Minister Süleyman Soylu said on Sunday that 255,300 Syrian refugees have returned home over the past two years, the state-run Anadolu news agency reported.

      “Some 160,000 of them returned to the Euphrates Shield region after Turkey brought peace there,” added Soylu, speaking to reporters in the southern province of Hatay bordering Syria.

      Turkey carried out Operation Euphrates Shield between August 2016 and March 2017 to eliminate the terrorist threat along the border in the northern Syrian regions of Jarabulus, Al-Rai, Al-Bab and Azaz with the help of the Free Syrian Army.

      Expressing concern about a possible operation in the Idlib region of Syria by regime forces, the minister underlined that Turkey would not be responsible for a wave of migration in the event of an offensive.

      Soylu also noted that an average of 6,800 irregular migrants a day used to enter Greece from western Turkey in 2015 and that now it has been reduced to 79.

    • The fate of Syrian refugees in Lebanon. Between forced displacement and forced return

      Recent news reports have surfaced on a possible United States-Russia deal to arrange for the return of refugees to Syria—reports that coincided both with the announcement that thousands of Syrians have died in regime prisons, and with one of the worst massacres in the conflict, perpetrated by ISIS in the city of Swaida. The US-Russia deal has been welcomed by Lebanese politicians, particularly those who have been scheming to repatriate Syrians for years now. But, unsurprisingly, the absence of a clear and coherent strategy for repatriation by the Lebanese government puts Syrian refugees at grave risk.

      In June, UNHCR interviewed Syrian refugees in Arsal who had expressed their willingness to go back to Syria in order to verify that they had the documentation needed for return and to ensure they were fully aware of the conditions in their home country. In response, caretaker Foreign Minister Gebran Bassil accused the agency of impeding refugees’ free return and ordered a freeze on the renewal of agency staff residency permits.

      This tug of war raises two main questions: What are the conditions in Lebanon that are pushing refugees toward returning to Syria while the conflict is ongoing and dangers persist? And what are the obstacles preventing some Syrians from returning freely to their homes?

      Conditions for Syrians in Lebanon

      Syrians began fleeing to Lebanon as early as 2011, but the Lebanese government failed to produce a single policy response until 2014, leading to ad-hoc practices by donors and host communities.

      By the end of 2014, the government began introducing policies to “reduce the number of displaced Syrians,” including closing the borders and requiring Syrians to either register with UNHCR and pledge not to work, or to secure a Lebanese sponsor to remain legally in the country and pay a $200 residency permit fee every six months. In May 2015, the government directed UNHCR to stop registering refugees. These conditions put many Syrians in a precarious position: without documentation, vulnerable to arrest and detention, and with limited mobility. Municipalities have been impeding freedom of movement as well, by imposing curfews on Syrians and even expelling them from their towns.

      In addition to the difficulties imposed by the state, Syrians face discrimination and violence on a day-to-day basis. Refugee settlements have been set on fire, Syrians have been beaten in the streets, and camps are regularly raided by the Lebanese army. All the while, Lebanese politicians foster and fuel the hatred of Syrians, blaming them for the country’s miseries and painting them as existential and security threats.

      Despite the polarization among Lebanese politicians regarding the situation in Syria, there is a consensus that the Syrian refugees are a burden that Lebanon cannot bear. Politicians across the board have been advocating for the immediate repatriation of refugees, and state officials are beginning to take action. President Michel Aoun made a statement in May declaring that Lebanon would seek a solution regarding the refugee crisis without taking into account the preferences of the UN or the European Union. This was followed by Bassil’s move, to freeze the residency permits of UNHCR staff, the leading agency (despite its many shortcomings) providing services for, and protecting the interests of, Syrian refugees. While UNHCR maintains that there are no safe zones in Syria as of yet, Lebanon’s General Security has begun facilitating the return of hundreds of refugees from Arsal and nearby towns. This process has been monitored by UNHCR to ensure that the returns are voluntary. Hezbollah has also established centers to organize the return of Syrians to their homes in collaboration with the Syrian regime.

      Syrian regime obstructing refugees’ free return

      As the situation for Syrian refugees in Lebanon becomes more and more unbearable, conditions for them back home remain troubling. Since 2012, the Syrian regime has been taking deliberate measures that would effectively make the situation for returning Syrians extremely difficult and dangerous.

      Conscription

      Syrian males aged 18 to 42 must serve in the Syrian Armed Forces. While exemptions were allowed in the past, a decree issued in 2017 bans exemptions from military service. Refusing to serve in the Syrian army results in imprisonment or an $8,000 fine, which most Syrians are unable to pay, thus risking having their assets seized by the regime.

      Property as a weapon of war

      Law No. 66 (2012) allowed for the creation of development zones in specified areas across the country. Under the pretense of redeveloping areas currently hosting informal settlements or unauthorized housing, the law is actually being used to expropriate land from residents in areas identified in the decree, which are mostly former opposition strongholds such as Daraya and Ghouta.

      Law No. 10 (2018), passed in April, speeds up the above process. This law stipulates the designation of development or reconstruction zones, requiring local authorities to request a list of property owners from public real estate authorities. Those whose have property within these zones but are not registered on the list are notified by local authorities and must present proof of property within 30 days. If they are successful in providing proof, they get shares of the redevelopment project; otherwise, ownership reverts to the local authority in the province, town, or city where the property is located. Human Rights Watch has published a detailed Q&A that explains the law and its implications.

      These laws, coupled with systematic destruction of land registries by local authorities, fully equip the regime to dispossess hundreds of thousands of Syrian families. Reports indicate that the regime has already begun reconstruction in areas south of Damascus.

      Statements by Syrian officials

      Syrian officials have made several public statements that reveal their hostility toward refugees. On August 20, 2017, at the opening ceremony of a conference held by Syria’s foreign ministry, President Bashar al-Assad gave a speech in which he said: “It’s true that we lost the best of our young men as well as our infrastructure, but in return we gained a healthier, more homogeneous society.” On another occasion, Assad stated his belief that some refugees are terrorists.

      In September 2017, a video of Issam Zahreddine, a commander in the Syrian Armed Forces, went viral. In the video, Zahreddine threatens refugees against returning, saying: “To everyone who fled Syria to other countries, please do not return. If the government forgives you, we will not. I advise you not to come back.” Zahreddine later clarified that his remarks were meant for rebels and ISIS followers, but that clarification should be taken with a grain of salt given his bloody track record in the war up until his death in October 2017. Along similar lines, leaked information from a meeting of top-ranking army officers just last month reported the following statement by the head of the Syrian Air Force Intelligence administration, General Jamil Al-Hassan: “A Syria with 10 million trustworthy people obedient to the leadership is better than a Syria with 30 million vandals.”

      Unknown fate

      Considering the unwelcoming policies in Lebanon and the treacherous conditions in Syria, what is the fate of Syrian refugees, specifically those who oppose the Assad regime? Until now, the return championed by Lebanese politicians implies return to a fascist regime that has caused the largest refugee crisis since the Second World War and unapologetically committed countless war crimes. While Lebanese politicians continue to focus on repatriation, they are failing to acknowledge the major barriers preventing Syrians from returning home: the Assad regime and ongoing mass violence.

      We cannot speak of safe, dignified, and sustainable returns without demanding justice and accountability. Regime change and trials for those who committed war crimes over the span of the last seven years are a long way off, and all evidence currently points toward the Assad regime retaining power. Any strategy must therefore prioritize the safety of Syrians who are likely to be detained, tortured, and killed for their political views upon return, or simply denied entry to Syria altogether. Lebanese policy makers must take into account that Syrians residing in Lebanon are not a homogenous entity, and some may never be able to return to their homes. Those Syrians should not be forced to choose between a brutal regime that will persecute them and a country that strips away their rights and dignity. It is time for Lebanon to adopt clear policies on asylum, resettlement, and return that ensure the right of all Syrians to lead a safe and dignified life.

      La situation en Syrie est loin d’être stabilisée. Les besoins de financement, de nourriture de matériel sont même en constante augmentation. Selon un haut fonctionnaire de l’ONU, un éventuel assaut contre la dernière enclave rebelle pourrait entraîner une « catastrophe humanitaire ». Pourtant, alors que 12 millions de Syriens, soit près de la moitié de la population syrienne avant la guerre, a fui le pays ou a été déplacée à l’intérieur, la question du retour, étape indispensable à la reconstruction, commence à se poser.

      C’est le principal message ressorti de la conférence « Supporting the Future of Syria and the Region » , qui vient de se tenir à Bruxelles. Les diplomates européens ont mis l’accent sur les difficultés de l’Europe à isoler le Président Bashar al-Assad, vainqueur de la guerre, soutenu par la Russie et l’Iran, pendant que les États-Unis retirent leurs troupes.

      L’UE a rappelé qu’un soutien à la reconstruction à long terme dépendrait du processus de paix de l’ONU pour mettre fin à une guerre responsable de la mort de centaines de milliers de personnes.

      Les Européens sont toutefois divisés sur la question de la reconstruction du pays, dans la mesure où le processus de paix de l’ONU est bloqué, que l’intervention militaire russe de 2015 s’avère décisive et que les pays arabes voisins envisagent de rétablir des liens diplomatiques.

      « Les États-Unis se retirent et les Russes n’ont pas l’argent. Voilà le contexte », a expliqué un haut fonctionnaire de l’UE, cité par Reuters. L’Allemagne, la France et les Pays-Bas défendent ouvertement l’idée de libérer les fonds de reconstruction uniquement quand le pays aura démarré sa transition politique et que Bashar-al-Assad ne sera plus au pouvoir. Aucun représentant officiel de la Syrie n’a été invité à la conférence. L’Italie, l’Autriche et la Hongrie, grands détracteurs de la politique migratoire européenne, plaident en revanche pour une négociation avec les autorités syriennes pour que les millions de réfugiés puissent rentrer chez eux.

      Mogherini craint le « ni guerre ni paix »

      La cheffe de la diplomatie européenne, Federica Mogherini, a déclaré qu’il y avait un risque que le pays se retrouve coincé dans une situation de « ni guerre ni paix ». Le Haut Commissaire des Nations Unies pour les réfugiés, Filippo Grandi, a déclaré qu’il était prévisible que 2019 soit la première année depuis le début de la guerre « où il y aura plus de Syriens (réfugiés et déplacés internes) qui rentreront chez eux que de nouveaux déplacés. S’étant rendu en Syrie la semaine dernière, le Haut Commissaire a déclaré avoir été « marqué et touché » par la résilience du peuple syrien.

      « C’est dans un contexte de grandes destructions, avec des zones encore dangereuses et un manque de produits de première nécessité (nourriture, médicaments, eau) et d’emplois que de nombreux Syriens rentrent chez eux. Les agences humanitaires font ce qu’elles peuvent, mais un très grand nombre de déplacés internes et quelques réfugiés prennent la décision difficile de rentrer chez eux, et les besoins en produits de première nécessité ne font qu’augmenter », a-t-il expliqué, ajoutant que la plupart des réfugiés voyaient leur avenir dans leur pays natal et que « nous savons que 56 000 Syriens sont rentrés chez eux via des mouvements organisés l’année dernière, mais ce chiffre est certainement plus élevé ».

      Engagements financiers

      « Je suis heureux de vous annoncer que nous collaborons notamment avec le gouvernement syrien. Et j’aimerais particulièrement remercier la Fédération de Russie pour sa coopération face aux problèmes que le retour des réfugiés syriens implique pour eux », a ajouté Filippo Grandi. Dans le cadre de l’appel de l’ONU, 3,3 milliards de dollars seraient nécessaires pour venir en aide aux déplacés internes et 5,5 milliards de dollars pour les réfugiés et les communautés d’accueil dans les pays voisins.

      Le Secrétaire général adjoint aux affaires humanitaires, Marc Lowcock, a déclaré à la presse que les engagements financiers s’élevaient « au moins à 6,5 milliards de dollars » et peut-être même à près de 7 milliards de dollars. « C’est un très bon résultat, et si nous y parvenons vraiment en fin de compte, nous serons très heureux », a-t-il déclaré. Federica Mogherini a déclaré que l’UE contribuerait à hauteur de 560 millions d’euros pour venir en aide au peuple syrien durant l’année 2019 et que le même montant serait libéré les années suivantes.

      Filippo Grandi a également exprimé son inquiétude quant à la situation en déclin de la ville d’Idlib, près de la frontière turque. Près de 90 personnes y ont été tuées par des obus et des frappes aériennes, et la moitié d’entre elles étaient des enfants.

      « La pire des catastrophes humanitaires »

      « Permettez-moi de répéter ce que nous avons déjà dit à maintes reprises. Une attaque militaire d’envergure sur la ville d’Idlib occasionnerait la pire catastrophe humanitaire du 21ème siècle. Ce serait tout simplement inacceptable », a déclaré Filippo Grandi.

      Avec l’aide d’avions russes, l’armée syrienne a attaqué des villes au mains des forces rebelles dans la région d’Idlib, dernier bastion rebelle du pays. Ce bombardement a été le plus important depuis des mois. Les forces rebelles qui se sont battues depuis 8 ans pour faire tomber le Président al-Assad sont désormais confinées dans une enclave du nord est du pays, près de la frontière turque. Près de 4 millions de Syriens y vivent aujourd’hui, dont des centaines de milliers d’opposants au régime qui ont fui d’autres régions du pays.

      La Turquie, qui a commencé à patrouiller dans la zone tampon vendredi, a condamné ce qu’elle a qualifié de provocations croissantes pour mettre fin à la trêve et a averti qu’une offensive des forces russes et syriennes causerait une crise humanitaire majeure. De nombreux résidents sont exaspérés de l’incapacité des forces turques à répondre aux bombardements. L’armée syrienne a appelé au retrait des forces turques.

      L’enclave est protégée par une zone de « désescalade », un accord négocié l’an dernier par les pays qui soutiennent Bashar al-Assad, la Russie, l’Iran ainsi que la Turquie, qui avait auparavant soutenu les forces rebelles et envoyé des troupes pour surveiller la trêve. Le ministre turc des Affaires étrangères, Mevlüt Çavuşoğlu, a déclaré que 320 000 Syriens avaient pu rentrer chez eux grâce aux « opérations anti-terrorisme » menées par la Turquie et la Syrie.

    • Assad asks Syrian refugees to come home — then locks them up and interrogates them

      Guarantees offered by the government as part of a ’reconciliation’ process are often hollow, with returnees harassed or extorted.

      Hundreds of Syrian refugees have been arrested after returning home as the war they fled winds down — then interrogated, forced to inform on close family members and in some cases tortured, say returnees and human rights monitors.

      Many more who weathered the conflict in rebel-held territory now retaken by government forces are meeting a similar fate as President Bashar al-Assad’s regime deepens its longtime dependence on informers and surveillance.

      For Syrian refugees, going home usually requires permission from the government and a willingness to provide a full accounting of any involvement they had with the political opposition. But in many cases the guarantees offered by the government as part of this “reconciliation” process turn out to be hollow, with returnees subjected to harassment or extortion by security agencies or detention and torture to extract information about the refugees’ activities while they were away, according to the returnees and monitoring groups.

      Almost 2,000 people have been detained after returning to Syria during the past two years, according to the Syrian Network for Human Rights, while hundreds more in areas once controlled by the rebels have also been arrested.

      “If I knew then what I know now, I would never have gone back,” said a young man who returned to a government-controlled area outside Damascus. He said he has been harassed for months by members of security forces who repeatedly turn up at his home and stop him at checkpoints to search his phone.

      “People are still being taken by the secret police, and communities are living between suspicion and fear,” he said. “When they come to your door, you cannot say no. You just have to go with them.”

      Returnees interviewed for this report spoke on the condition of anonymity or on the understanding that their family names would be withheld, because of security threats.

      Since the war erupted in 2011, more than 5 million people have fled Syria and 6 million others have been displaced to another part of the country, according to the United Nations – together representing slightly more than half the Syrian population.

      In the past two years, as Assad’s forces have largely routed the rebels and recaptured much of the country, refugees have begun to trickle back. The United Nations says that at least 164,000 refugees have returned to the country since 2016. But citing a lack of access, the United Nations has not been able to document whether they have come back to government- or opposition-held areas.

      Assad has called for more homecomings, encouraging returnees in a televised address in February to “carry out their national duties.” He said forgiveness would be afforded to returnees “when they are honest.”

      According to our data, you are the exception if nothing happens to you

      A recent survey of Syrians who returned to government-held areas found that about 75 percent had been harassed at checkpoints, in government registry offices or in the street, conscripted into the military despite promises they would be exempted, or arrested.

      “According to our data, you are the exception if nothing happens to you,” said Nader Othman, a trustee with the Syrian Association for Citizens’ Dignity, which said it had interviewed 350 returnees across Syria. “One of our most important takeaways is that most of those people who came back had thought that they were cleared by the regime. They thought their lack of opposition would protect them.”

      The Syrian government did not respond to multiple requests for comment about the treatment of returnees and other Syrians now back under government control.

      Outside Syria, many refugees say they were already apprehensive about going home, with fears over a lack of personal security only growing with reports that the government is reneging on its guarantees. Aid groups say there are few signs that a large-scale return will begin anytime soon.

      And in conversations with UN representatives, senior Syrian officials have made it clear that not all returnees are equally welcome. According to two European officials who recounted the conversations, individuals with links to opposition groups, media activism or humanitarian work will be least well received.

      But pressure on the refugees to return is rising across the Middle East, with Syria’s neighbours tightening restrictions on them in part to get them to leave.

      Homs

      Hassan, 30, left his home in the western province of Homs in 2013. Before returning at the end of last year, he secured what he believed were guarantees for his safety after paying a large bribe to a high-ranking security official.

      But officers from the state security directorate met him at the airport and took him for interrogation. “They knew everything – what I’d done abroad, which cafes I’d sat in, even the time I had sat with opposition supporters during football matches,” he recalled.

      A week later, he was arrested during a visit to a government registry office and taken to a nearby police station. In a dingy room, officers took turns beating and questioning him, he said, accusing him of ferrying ammunition for an armed opposition group inside Syria in 2014.

      “I kept telling them that they knew I wasn’t in the country then,” he said. “All they did was ask me for money and tell me that it was the way to my freedom.”

      At one point, he said, the guards dragged in a young woman he had never met. “They beat her with a water pipe until she screamed, (then) told me they would do the same if I didn’t cooperate,” Hassan said.

      He said he was released at the end of January after relatives paid another bribe, this time $7,000.

      Syrians returning from abroad, like Hassan, often have to gain security approval just to re-enter the country, in some cases signing loyalty pledges and providing extensive accounts of any political activities, according to documents listing questions to be asked and statements to be signed.

    • Weighed down by economic woes, Syrian refugees head home from Jordan

      Rahaf* and Qassem lay out their plans to return to Syria as their five-year-old daughter plays with her toys in their small apartment in the Jordanian capital, Amman.

      It is early October, six years after they fled their home in Damascus, and the couple have decided it’s time to give up trying to make a life for themselves in Jordan.

      Last year, 51-year-old Qassem lost his job at a cleaning supplies factory when the facility shut down, and Rahaf’s home business as a beautician is slow.

      For months, the couple have resorted to borrowing money from friends to cover their 200 Jordanian dinar ($282) monthly rent. They are three months overdue. “There’s nobody else for us to borrow money from,” explains Rahaf.

      Weeks later, Qassem crossed the border and headed back to their old neighbourhood, joining an increasing tide of Syrian refugees who are going home, despite the dangers and a multitude of unknowns.

      According to the UN’s refugee agency, UNHCR, 34,000 registered Syrian refugees have returned from Jordan since October 2018, when a key border crossing was reopened after years of closure. It’s a fraction of the 650,000 registered Syrian refugees remaining in Jordan, but a dramatic jump from previous years, when annual returns hovered at around 7,000.

      Syrian refugees from the other main host countries – Turkey and Lebanon – are making the trip too. UNHCR has monitored more than 209,000 voluntary refugee returns to Syria since 2016, but the actual figure is likely to be significantly higher.

      Some Syrian refugees face political pressure to return and anti-refugee rhetoric, but that hasn’t taken hold in Jordan.

      Here, many refugees say they are simply fed up with years spent in a dead-end job market with a bleak economic future. The uptick appears to be driven more by the fact that Syrians who wish to go home can now – for the first time in three years – board a bus or a shared taxi from the border, which is about an hour and a half’s drive north of Amman.

      People like Rahaf and Qassem are pinning their hopes on picking up what is left of the lives they led before the war. Their Damascus house, which was damaged in the conflict, is near Qassem’s old shop, where he used to sell basic groceries and cleaning supplies.

      Qassem is staying with relatives for now. But the family had a plan: if and when he gave the green light, Rahaf and their children would join him back in Damascus.

      While she waited for his signal, Rahaf sold off what little furniture and other possessions they acquired in Jordan. “Honestly, we’ve gotten tired of this life, and we’ve lost hope,” she said.
      Money problems

      Before he lost his job, Qassem endured years of verbal abuse in the workplace, and few clients made the trip to Rahaf’s home.

      When she tried to set up a salon elsewhere, their refugee status created bureaucratic hurdles the couple couldn’t overcome. “I did go ask about paying rent for one shop, and they immediately told me no,” Qassem said. “[The owners] wanted a Jordanian renter.”

      Their story echoes those of many other refugees who say they have found peace but little opportunity in Jordan.

      Syrian refugees need a permit to work in Jordan – over 153,000 have been issued so far – but they are limited to working in a few industries in designated economic zones. Many others end up in low-paying jobs, and have long faced harsh economic conditions in Jordan.

      Thousands of urban refugees earn a meagre living either on farms or construction sites, or find informal work as day labourers.

      Abu Omran, who returned to Syria three months ago, fled Damascus with his family in 2013, and for a while was able to find occasional car mechanic jobs in Amman. Work eventually dried up, and he struggled to find ways to make money that did not require hard manual labour.

      “He spent the past three years just sitting at home, with no job,” recalled Abu Omran’s wife, Umm Omran.

      Speaking to The New Humanitarian in her Amman living room several months after her husband’s departure, she was soon joined for coffee and cigarettes by her youngest son, 19-year-old Badr. Newly married, he wore a ring on one finger.

      Times were so hard for the family that Abu Omran left Jordan before he had a chance to attend the wedding, and Badr has also been contemplating a return to Syria – the country he left as a young teenager.

      Badr works in a factory near Amman that produces cleaning products, but the pay is low. And although his older brother brings in a small salary from a pastry shop, it’s getting harder and harder for the family to pull together their rent each month.

      “I’m not returning because I think the situation in Syria is good. But you don’t enter into a difficult situation unless the one you’re currently in is even worse.”

      Entering a void

      While return may seem the best option for some, there are still more unknowns than knowns across the border in Syria.

      President Bashar al-Assad’s government forces control most of the country, but there are still airstrikes in the rebel-held northwest, and the recent Turkish invasion of the northeast has raised new questions about the country’s future.

      “I’m not returning because I think the situation in Syria is good,” said Farah, a mother of three who spoke to TNH in September – about a month before she packed up her things to leave. “But you don’t enter into a difficult situation unless the one you’re currently in is even worse.”

      In 2012, Farah and her husband left their home in the Yarmouk Palestinian refugee camp on the outskirts of Damascus for Jordan, where she gave birth to her three children.

      Her husband suffers from kidney stones, and the manual labour he has managed to pick up is just enough for them to pay for the rent of a shared house – crammed in with two other refugee families.

      The vast majority of Syrian refugees in Jordan – including Farah and Abu Omran’s families – live in urban areas like Amman, rather than in the country’s three refugee camps. They are still eligible for aid, but Farah had decided by October that she was “no longer able to bear” the poverty in Amman, even though UN food vouchers had covered some of her expenses.

      She took her three young children and crossed the border into Syria to stay with her mother, who lives in a southeastern suburb of Damascus. TNH has not been able to contact her since.

      Farah’s husband stayed behind in Jordan, fearing arrest or forced military conscription by Syrian government authorities.

      This has happened to other people who have gone back to Syria from Jordan, Turkey, Lebanon, or other host countries. Despite promises to the contrary from the government, hundreds – and possibly thousands – of returnees have reportedly been detained.

      Lebanese authorities have also forcibly deported thousands of Syrian refugees, and Human Rights Watch says at least three of them were detained by Syrian authorities when they got back. It isn’t clear if any Syrians have faced the same fate returning from Jordan.

      Sara Kayyali, a researcher for Human Rights Watch based in Jordan, told TNH she has yet to verify reports of disappearance, conscription, and detainment of returnees from Jordan.

      “There are issues with what information is made available to refugees… about what is going to happen to them on the other side, in Syria,” said Kayyali. “Partially because people inside are too scared to talk about the conditions in government-held areas, and partially because the restrictions applied and the behaviour of the Syrian security forces is so arbitrary that it’s difficult to predict.”

      Kayyali pointed to the 30 Jordanian citizens detained in Syria since the border opened a year ago – Amman said they entered for tourism and were arrested without reason – as a sign of what could be to come for Syrians.

      “[If those threats] apply to Jordanians, then they’re most certainly going to be applied to Syrians, potentially on an even larger scale,” said Kayyali.

      There are other obstacles to return, or challenges for people who manage to get back, including destroyed homes and lost jobs. Healthcare and water provision is scattershot in certain parts of the country, while violence and war is ongoing in others.

      Francesco Bert, a UNHCR spokesperson in Jordan, said the agency “does not facilitate returns, but offers support to refugees if they voluntarily decide to go home”.

      Asked whether it is safe for refugees to go back to Syria, Bert said the agency “considers refugees’ decisions as the main guideposts”, but gives refugees considering or planning to return “information that might inform their decision-making”, to help ensure it is truly voluntary.
      The waiting game

      Despite the obstacles, more and more people are making the trip. But families often can’t travel back together.

      For Rahaf, that meant packing her things and waiting, before finally joining her husband last weekend.

      For Umm Omran, however, that means wondering if and when she will ever see her husband again.

      The family had hoped that Abu Omran could find a job repairing cars again in Damascus, and if that didn’t work out at least he could live rent-free with his sister’s family.

      But plans for his wife and sons to join him someday, once he had found his footing, now look increasingly unlikely.

      “He hasn’t said yet if he regrets going back home,” said Umm Omran, who communicates regularly via WhatsApp with her husband and other family members who never left Syria. They live in government-controlled Damascus and don’t give away much in their chats for fear of retaliation by security forces, who they worry could be monitoring their communications.

      What Umm Omran has managed to piece together isn’t promising.

      Her husband has yet to find a job in Damascus, and is beginning to feel like a burden at his sister’s home. Their own house, where he and Umm Omran raised their sons, is bombed-out and needs extensive repairs before anyone can move back in.

      For the time-being, Umm Omran has ruled out her own potential return to Syria, fearing her two sons would insist on joining her and end up being conscripted into the armed forces. So, for now, the family remains split in two.

      “When I ask him how things are going, he just says, ‘Thank God’. He says little else,” said Umm Omran, scrolling through chats on her mobile phone. “I think he’s upset about leaving us.”
