I attend many tech conferences around Europe (and occasionally the World), and #africa is always underrepresented. I was delighted to receive an invite to Afrolynk, an annual event that aims to bridge the European and African entrepreneurial scenes. Ce mardi 11 décembre, le Forum International de Robotique Agricole à Toulouse-Labège a été interrompu pendant une heure par une trentaine d’opposants. Nous avons occupé la scène du grand amphithéâtre du centre des congrès Diagora, en déployant plusieurs banderoles : « Des paysans, des animaux, pas des robots » ; « Des chantiers collectifs, pas des robots sélectifs » ; « Débranchez-les tous ». Un tract a été distribué aux centaines de personnes qui assistaient aux conférences depuis le matin. Quelques participants à cette perturbation étaient vêtus d’un gilet jaune.
Nous sommes intervenus pendant le discours d’un haut cadre du fabricant de tracteurs John Deer. Nous avons lu des passages du tract, puis des agriculteurs de notre groupe ont pris la parole pour expliquer plus personnellement pourquoi le développement de la robotique leur est hostile. Nous avons été pris vivement à partie par des gens dans la salle, à l’image de ces Américains furieux d’avoir pris l’avion pour se retrouver face à nous. Nous avons été insultés par des élèves des écoles d’ingénieurs toulousaines, qui ne savent visiblement pas bien ce qu’ont été le fascisme et le nazisme.
Les salariés et dirigeants du fabricant de robots Naïo Technologies, organisateurs du forum, nous ont fait un accueil moins agressif. L’une nous a certifié que si nous avions prévenu par avance de notre envie de prendre la parole, on nous aurait ouvert la porte et réservé une place dans le programme. L’autre (un des fondateurs de l’entreprise) nous a carrément dit qu’il était d’accord avec tout ce que nous disions, que c’était précisément pour toutes ces raisons qu’il travaillait à concevoir des robots agricoles. Nous lui avons demandé de le répéter au micro et de proposer un débat avec la salle sur les problèmes que nous soulevions, mais... il n’a pas voulu.
Les roboticiens de Naïo ne voient pas la différence entre une bêche et un robot : « mais regarde, une bêche, c’est aussi une technologie ». Ils considèrent que nous sommes libres d’adopter les robots ou pas : « mais les gens qui n’en veulent pas comme vous, qu’ils restent à l’écart, ce n’est pas un problème » ; cela nous a donné l’occasion de revenir sur les lourdes sanctions infligées aux éleveurs qui refusent le puçage électronique leurs bêtes, imposé par la loi. Enfin, ils nient farouchement leur appartenance à la classe des puissants – ceux qui ont les moyens de configurer, normer et abîmer la vie des autres : « mais non, on n’a pas de moyens particuliers, on n’est pas soutenus par les institutions, c’est juste qu’on bosse énormément ; arrêtez de croire qu’il y a une ligne qui sépare les gens, on fait tous des efforts pour que la vie soit meilleure ».

AI Now is a group affiliated with New York University that counts as its members employees of tech companies including Google and Microsoft. In a new paper published Thursday, the group calls on governments to regulate the use of artificial intelligence and facial recognition technologies before they can undermine basic civil liberties. The authors write:
Facial recognition and affect recognition need stringent regulation to protect the public interest. Such regulation should include national laws that require strong oversight, clear limitations, and public transparency. Communities should have the right to reject the application of these technologies in both public and private contexts. Mere public notice of their use is not sufficient, and there should be a high threshold for any consent, given the dangers of oppressive and continual mass surveillance.
The AI Now researchers are particularly concerned about what’s called “affect recognition” — and attempt to identify people’s emotions, and possibly manipulate them, using machine learning.
