    Le Qatar, premier exportateur mondial de gaz naturel liquéfié (GNL), prévoit d’investir plus de 20 milliards de dollars (plus de 17,5 mds d’euros) dans le secteur énergétique américain au cours des cinq prochaines années, a déclaré dimanche le ministre qatari de l’Energie.

    Isolé par un embargo imposé par ses voisins du Golfe, avec à leur tête l’Arabie saoudite, l’émirat gazier cherche à investir aux Etats-Unis dans les secteurs pétrolier et gazier, et dans des ressources non conventionnelles, a indiqué ce ministre, Saad al-Kaabi, lors d’une conférence à Doha (Doha Forum).

    « Un peu plus de 20 milliards de dollars seront investis ces cinq prochaines années aux Etats-Unis », a affirmé M. Kaabi, également PDG de Qatar Petroleum.

    L’objectif principal du Qatar est de relancer le terminal de gaz naturel liquéfié de Golden Pass, au Texas (sud des Etats-Unis), d’une valeur de plusieurs milliards USD, selon M. Kaabi.

    Sur l’Amérique du Nord, Qatar Petroleum a par ailleurs signé lundi dernier un accord avec le groupe énergétique italien Eni pour acquérir 35% de parts dans trois gisements pétroliers offshore au Mexique. C’est le deuxième investissement le plus important de l’émirat dans ce pays cette année.

    Qatargas said on Monday it had agreed on a 22-year deal with PetroChina International Co, a unit of PetroChina Co, to supply China with around 3.4 million tonnes of liquefied natural gas (LNG) annually, as the nation stepped up efforts to combat air pollution.

    The Qatari state-owned company will supply LNG from the Qatargas 2 project - a venture between Qatar Petroleum, Exxon Mobil Corp and Total - to receiving terminals across China, with the first cargo to be delivered this month.

    The deal allows flexibility in delivering LNG to Chinese terminals including those in Dalian, Jiangsu, Tangshan and Shenzhen, using the Qatargas fleet of 70 conventional, Q-Flex and Q-Max vessels, the company said.

    China requires LNG for its push to replace coal with cleaner burning natural gas, a way to reduce air pollution. After Beijing started the program last year, China has overtaken South Korea as the world’s second-biggest buyer of LNG.

    China’s LNG imports may surge 70 percent to 65 million tonnes by 2020, according to consultancy SIA Energy. Last year, China imported a record 38.1 million tonnes, 46 percent more than the previous year.

    Meanwhile Qatar, the world’s biggest LNG producer, is seeking buyers for a planned expansion of its output.

    L’incident pourrait encore compliquer la résolution du problème chypriote. Chypre a estimé, dimanche 11 février, que la Turquie, qui occupe la partie nord de l’île, avait violé « le droit international » en bloquant un navire italien parti explorer du gaz dans les eaux de l’île méditerranéenne.

    Le grand groupe italien de l’énergie ENI a indiqué à l’agence de presse chypriote que des navires de la marine turque avaient donné l’ordre à l’un de ses bateaux de s’arrêter en raison « d’activités militaires » dans ce secteur. Il faisait route vers le bloc 3 de la Zone économique exclusive (ZEE) de Chypre, à l’est de l’île divisée, en vue de commencer l’exploration de cette zone.

    Chypre, qui a lancé des opérations de forage il y a plus de sept ans au large de ses côtes, a annoncé jeudi la découverte d’importantes réserves de gaz au bloc 6, au sud-ouest du bloc 3, par le groupe ENI et le français Total. L’an dernier, ExxonMobil et Qatar Petroleum ont signé un contrat de licence avec Nicosie pour explorer le bloc 10, situé près du champ gazier égyptien « Zohr », où d’immenses réserves de gaz ont été découvertes.

      A spokesman for Eni said on Sunday the Saipem 12000 drill ship had been heading from a location southwest of Cyprus towards an area southeast of the island on Friday when it was stopped by Turkish military ships and told not to continue because of military activities in the destination area.

      A spokesman for the Italian foreign ministry confirmed that Turkish authorities were not allowing the ship to proceed towards its destination.

      Italy is following the matter “at the highest level through its diplomats in Nicosia and Ankara … and following all possible diplomatic steps to resolve the question,” the spokesman said.

      A spokesperson for Italy’s state-controlled Eni said the ship, which was travelling after reporting a natural gas discovery in another prospect within Cypriot maritime boundaries on Feb. 8, would remain stationary until the issue was resolved.

      “The vessel has prudently executed the orders and will remain in position pending an evolution of the situation,” the spokesperson said.

      The ship was heading to Block 3 of Cyprus’s exclusive economic zone, ENI said.

      Turkey’s ministry of foreign affairs, in a statement on Sunday did not make any mention of obstructing the Eni ship but said exploration of Block 3 was a unilateral move by Greek Cypriots that violated the sovereign rights of Turkish Cypriots on the ethnically-split island and Greek Cypriots were jeopardising security and stability in the region.

      There was no immediate reaction from Turkey, which has vowed to prevent Greek Cypriots from exploring for oil or gas around the ethnically-split island. Turkey says some areas of Cyprus’s offshore maritime zone fall under its jurisdiction.

      On Feb. 9, the Turkish navy on maneuvers in the Mediterranean stopped the Saipem 12000 vessel on its way to drill for gas in the waters off Cyprus, triggering a diplomatic standoff that has underscored tensions in the region over competing claims for offshore resources.

    Mexico awarded exploration rights to 19 oil blocks in the Gulf of Mexico Wednesday, drawing a range of international oil investors in the second major deep-water auction since the country opened its energy industry to foreign investment in 2013.

    Royal Dutch Shell PLC, the world’s second-largest non-state oil company, was the most aggressive bidder, winning nine of the 19 blocks awarded, four of them alone, four in consortium with Qatar Petroleum International Ltd. and one alongside Mexican state oil company Petróleos Mexicanos.

    PC Carigali, a subsidiary of Malaysia’s Petronas, was involved in six winning bids, the Qatari state oil company in five, and Pemex in four winning bids.

    Qatar has lifted a self-imposed ban on development of the world’s biggest natural gas field, the chief executive of Qatar Petroleum said on Monday, as the world’s top LNG exporter looks to see off an expected rise in competition.

    Qatar declared a moratorium in 2005 on the development of the North Field, which it shares with Iran, to give Doha time to study the impact on the reservoir from a rapid rise in output.

    The vast offshore gas field, which Doha calls the North Field and Iran calls South Pars, accounts for nearly all of Qatar’s gas production and around 60 percent of its export revenue.

    (...) “Iran’s gas production in South Pars can exceed Qatar’s before the end of new Iranian year (ending March 20, 2018),” Zanganeh was quoted as saying by Tasnim news agency on Thursday.

    Total was the first Western energy company to sign a major deal with Tehran since the lifting of international sanctions.

    Kaabi said the decision to lift the moratorium was not prompted by Iran’s plan to develop its part of the shared field.

    “What we are doing today is something completely new and we will in future of course ... share information on this with them (Iran).”
