Japanese shipping company Mitsui O.S.K. Lines has reached an agreement with the Russian government to help develop maritime shipping along the Northern Sea Route and the Russian Far East as melting ice in the Arctic makes commercial shipping in the region a more viable option for transporting cargoes from between Europe and Asia.

MOL signed a Memorandum of Understanding on Monday with the Far East Investment and Export Agency under the Russian Federation for the Development of the Far East to cooperate with each other on the development.

MOL has been working with Russia on the chartering of vessels for Russia’s Yamala LNG Project, the world first large-scale energy project that exports LNG cargoes through the Northern Sea Route. MOL’s first of three icebreaking LNG carriers for the project, named Vladimir Rusanov, is slated to enter service at the end of March. MOL has also been working on feasibility study with PAO Novatek, the largest independent gas producer in Russia and the main shareholder of the Yamal LNG project, which is aimed at establishing an LNG transshipment terminal and marketing complex in the Kamchatka area.

As Russia’s President Vladimir Putin oversees the official start of a $27 billion liquefied natural gas plant in the snow-covered tundra of northern Siberia, his mind may wander to its biggest competitor more than 3,000 miles away in Qatar.

While the two regions may have vastly different climates, Putin is determined to make Russia’s Arctic competitive in the fuel that turned Qatar into the richest nation per capita. On Friday, he witnessed the loading of the first icebreaking tanker from the Yamal LNG plant, built on time despite the harsh climate and in defiance of U.S. sanctions targeting its biggest shareholder.

Operator Novatek PJSC earlier this week announced the start of production at Yamal LNG, in which Total SA, China National Petroleum Corp. and China’s Silk Road Fund also hold stakes. The operator of the world’s coldest LNG plant has been under U.S. sanctions imposed three years ago as Russia’s relations with the U.S. soured.

“This is for sure a complicated project,” Putin said at a ceremony attended by the project partners and the energy minister of Saudi Arabia. “But those who started this project took a risk, and the risk was justified, and they succeeded.”

Chinese shipping companies have sent a dozen vessels through the waters of the Northern Sea Route (NSR) in 2017, compared to five vessels the previous year. This is the largest fleet of non-Russian flagged vessels to ever operate on the route. In addition, the Xue Long, a Chinese icebreaker, also spent nearly three months sailing the Arctic Ocean, including Canada’s Northwest Passage.

China’s Ocean Shipping Company utilized the route for five transit voyages — three westbound from Asia to Europe and two eastbound from Europe to Asia — and three destination trips to deliver modules for Yamal LNG to Sabetta. Guangzhou Salvage also delivered modules for Yamal LNG. In addition China’s National Offshore Oil Corporation and China’s Oilfield Services Limited conducted seismic and drilling activities in the Kara Sea.

The rapid increase of Chinese activity on the route follows the country’s intent to benefit from the opening of Arctic shipping routes.

“The NSR has officially become part of the maritime component of China’s One Belt One Road project after the publication of China’s National Development and Reform Commission and the State Oceanic Administration’s vision for Maritime Cooperation under the Belt and Road Initiative,” explains Ekaterina Klimenko, Researcher at the Stockholm International Peace Research Institute.

Russia’s Yamal LNG, set to be the world’s biggest Arctic producer of liquefied natural gas, plans to send its debut cargo to China as thanks for its support.

The first recipient of the plant’s super-chilled fuel will be China National Petroleum Corp. as this “is obviously a very symbolic point,” Mark Gyetvay, deputy chief executive officer of Moscow-based Novatek PJSC, the project’s main shareholder, said Thursday on a conference call. He didn’t give a date for the shipment.

“It is our view that the first LNG tanker should be offloaded by CNPC in recognition for their overall contribution to the project and the importance that the Asian-Pacific market represents as a key consuming region,” Gyetvay said.

The $27 billion Yamal development has advanced despite concerns it would be hurt by U.S. sanctions levied against Novatek in 2014 after Russia annexed Crimea. Chinese lenders agreed to provide $12 billion to the project last year after CNPC bought a 20 percent stake in the venture. China’s Silk Road Fund holds 9.9 percent.

Total et son partenaire russe Novatek ont officiellement lancé, mercredi 18 décembre, le développement du gigantesque projet gazier à terre de Yamal, dans le grand nord de la Russie. La mise en exploitation de ce site situé au-delà du cercle polaire, la construction de l’usine de liquéfaction de gaz et les infrastructures routières, portuaires et aéroporturaires représentent un investissement de 27 milliards de dollars (19,7 milliards d’euros).
La décision finale d’investissement a été prise par le conseil d’administration de Yamal LNG, société détenue à 20 % par Total et à 80 % par le groupe privé Novatek. Numéro deux russe du gaz derrière le géant public Gazprom, il a signé en juin 2013 un accord avec China National Petroleum Corporation (CNPC) pour lui céder une part de 20 % dans le consortium, signe de l’appétit inextinguigle des Chinois pour les hydrocarbures. Une part importante des 16,5 millions de tonnes de gaz naturel liquéfié (GNL) produit chaque année alimentera en effet les pays asiatiques, notamment la Chine. Le reste sera acheminé vers l’Europe.

Yamal LNG est l’un des plus grands projets GNL du monde, avec des réserves de plus de 5 milliards de barils équivalent-pétrole, selon Total. Située à 2 000 kilomètres au nord-est de Moscou, la péninsule de Yamal-Nénets est l’une des plus riches en hydrocarbures de la planète. Pour pouvoir développer le champ géant de Tambey Sud, où les travaux d’infrastructures sont déjà bien engagés, Total et Novatek ont prévendu plus des deux-tiers de la production dans le cadre de contrats à long terme indexés sur le cours du pétrole. Le premier train de liquéfaction de gaz devrait commencer à produire en 2017.

Une autre grande entreprise française est présente sur Yamal LNG : le parapétrolier Technip qui, associé au japonais JGC, a remporté le contrat d’ingénierie et de construction. Comme tous les projets du grand nord, Yamal est un défi économique, technologique et environnemental. L’estuaire de l’Ob, au bord duquel seront construits le port de Sabetta et les trois trains de production de GNL (5,5 millions de tonnes par an chacun), est pris dans les glaces neuf mois par an. Yamal LNG affrètera 16 méthaniers brise-glace spécialement conçus pour le projet. Un navire chargera du gaz toutes les 38 heures, et l’accès au port sera assuré toute l’année par six brise-glace. A terre, il faut aussi tenir compte de l’instabilité du pergélisol (ou « permafrost »), un terrain gelé en profondeur mais dégelé en surface une partie de l’année.....
