    Notes sur la pensée comme aliénation

    Au début, avec l’émergence d’un peuple dominant qui va constituer l’aristocratie sociale, la pratique du don reste importante et forme encore le fondement de la vie en commun, son esprit. Cet aspect, je dois dire, ne ressort pas de l’étude des historiens, nous le retrouvons parfois au cinéma, dans les récits de voyage ou d’exploration, nous en faisons aussi l’expérience si nous nous donnons l’occasion de nous immerger dans d’autres civilisations que la nôtre. Il faut croire que les historiens ne vont pas au cinéma, ne lisent pas des récits de voyage et ne font pas d’autres expériences de vie que celle que leur impose leur civilisation. Il me semble que l’idéologie tient une place trop envahissante chez eux et qu’ils délaissent, pour des préjugés tenaces, l’ouverture sur le réel et sa diversité que leur propose encore le monde. C’est bien sur une conception grandiose du don, le don cérémoniel d’hospitalité, que repose le prestige de la classe dominante dans notre antiquité, mais le don sous une forme moins grandiloquente et ostentatoire n’a sans doute pas disparu de la vie sociale de la population et constitue encore l’esprit des échanges que les habitants ont entre eux.

    Pourtant cette pratique va se trouver chevauchée par une pratique tout autre, celle du marchand. Nous nous trouvons dans une société partagée entre l’esprit sous son aspect subjectif reposant sur le don et l’esprit sous son aspect que je qualifierai d’objectif lié à l’intérêt de l’individu, représenté par le marchand.     Lesvos — While some get shot at, others fear going for food
    The two people who had been shot while the recent peaceful protest was on, were reportedly shot about seven kilometers away from Moria, with a hunting rifle. They claimed they had been “going for a walk,” unrelated to the events at the camp.
    As InfoMigrants stated, “although the motive for this attack has not been clarified, dpa also reported that in March anti-migrant extremists had been known to attack migrants and humanitarian workers on the island.
    They also said that theft had increased around the Moria camp in recent years and is often reported. Again though, there is no clear link to what the migrants may, or may not, have been doing when they were shot at.”
    Reaching food presents a daily fear and a problem for thousands in Moria. Many people reportedly choose to cook themselves if they can get supplies of food, while others fear to queue for food in the camp due to the risk of Covid-19 infection.
    In the Malakasa camp, quarantine continues. At the same time in Corinth and Grevena, camps run by the IOM, apparently there are no doctors available, thus no healthcare provided for the people held inside the camps under the internationally agreed standards, whose minimums define the number of health workers available, and define health care as one of the basics available to the people. As we heard this information from a number of different sources, we hope for some clear scrutiny and reporting on such practices that are present in different places not only in Greece, but along the Balkan route, namely in Bosnia and Herzegovina as well.

    BOSNIA AND HERZEGOVINA
    Forcing deportations, regardless of what others think
    The minister of security of Bosnia and Herzegovina announced at the press conference that the plan to deport migrants currently in Bosnia and Herzegovina is ongoing. He stated that “many of those people are terrorists sleepers and that almost everyone hides their real identity”. Therefore, Bosnia and Herzegovina intends to deport all of them, and he said that, instead of providing funds for keeping the people inside the country, he wishes the EU would help them send those people back. He is aware that “some countries in the EU might not be in favour” of his idea, but that is the official plan. He also stated that the Pakistani ambassador will be named persona non grata because he seems to be against the idea. The Bosnian “diplomacy” is yet to receive any real criticism from the international community, and it will be interesting to see which country or organisation will feel blameless enough to point their finger first… The situation for people on the move across Bosnia and Herzegovina has only been worsening, if that is still possible, and we hope that the support for the opening of the Lipa camp in the middle of nowhere will not be considered the maximum the international community can do and the optimal solution for all those people stuck in the area.

    THE NETHERLANDS
    Refusing to take in unaccompanied minors
    The Netherlands has refused to take in any of the children, despite repeated appeals, and the willingness of 43 separate local authorities to house them.
    Over 100 politicians, celebrities and local authorities have urged the Dutch government to take in some of the 2,500 children who are living in squalid refugee camps on Greek islands without parents or guardians, Dutch media report.

    Les refoulements illégaux à #Evros (frontière gréco-turque) non seulement continuent mais leur nombre ne cesse d’augmenter.

    Selon le nouveau rapport du Conseil grec pour les Réfugiés, cette pratique de refoulement à la frontière nord-est de la Grèce est sur le point de devenir systématique. Personne n’y échappe : mineurs, femmes enceintes, demandeurs d’asile dont la demande est en cours de traitement et même des syriens ayant obtenu le statut des réfugiés peuvent à tout moment se retrouver embarqués sur un zodiaque en route vers la côte turque du fleuve qui sépare les deux pays. Le Conseil Grec pour les réfugiés a recueilli des nouveaux témoignages de 18 réfugiés qui ont été victimes de plusieurs violations de leur droits ,allant des injures et de coups de matraques jusqu’à la soustraction des documents administratifs et des téléphones portables, l’enlèvement et la détention arbitraire en vue d’un refoulement vers la Turquie, le tout perpétré par la police grecque en étroite collaboration avec de groupes armés cagoulés. Ces dénonciations viennent confirmer de rapports similaires antérieurs d’Amnesty International et de l’ONG allemande ProAsyl ; ils campent un décor cauchemardesque d’anomie la plus complète à laquelle seraient soumis les demandeurs d’asile à la frontière d’Evros. Dans le collimateur de ces opérations secrètes de la police grecque se trouve tout étranger avec ou sans papiers qui croise le chemin des forces de l’ordre. Un Syrien dont la demande d’asile est en cours de traitement a été arrêté au moment où il se rendrait à son travail, tandis qu’une femme algérienne, enceinte de huit mois, a été refoulé de force vers la Turquie, manquant ainsi son rendez-vous fixé avec l’office grec d’asile.     Ce #rapport est d’autant plus inquiétant qu’il est publié juste une dizaine de jours après la noyade de plusieurs personnes de nationalité turque, dont deux garçons de 3 et 5 ans dans les eaux glacées d’Evros. Il s’agissait d’une famille d’enseignants licenciés et poursuivis par le régime d’Erdogan.

    La police grecque enlève et refoule nuitamment à la frontière, les réfugiés se noient et l’Europe est saine et sauve...

    Greek Council for Refugees warns of rise in pushbacks in Evros

    The Greek Council for Refugees has issued a 14-page report containing refugee testimonies of “systematic pushbacks” by Greek police in the country’s northeastern border with Turkey in the Evros region.

    In a series of interviews, the victims – including families with children, pregnant women, and minors – describe beatings and inhuman treatment in the hands of the police in breach of international humanitarian law.

    The organization warns of a rise in the number of pushbacks and urged Greek authorities to investigate the claims.

      Dernier #rapport en anglais et en grec du Conseil Grec pour les Réfugié-e-s publiant un certain nombre de témoignages attestant de refoulements à la frontière gréco-turque en particulier au niveau de la rivière #Evros.

      Des refoulement ont également eu lieu de personnes en possession de documentations les autorisant á séjourner en UE, par ex. un réfugié en Allemagne souhaitant entrer en Grèce pour y accueillir son épouse et entamer avec elle les démarches de regroupement selon Dublin III.
      Les détails sordides faisant état de traitements inhumains et dégradants, de la violence physique à l’intimidations, abondent, que ce soit envers des hommes, des femmes ou des enfants.

      Ces témoignages attestent d’une tendance à l’arrestation par des personnes en noir, cagoulées, qui ne portent pas d’uniforme officiel de police. Les personnes interceptées sont transportées de force en bus vers des lieux de détention insalubres puis abandonnées à la frontière. Il est malheureusement évident que les entraves à la demande d’asile sont nombreuses.

      Ces pratiques ne sont pas nouvelles. Elles font notamment écho à de nombreux rapports publiés depuis 2011/2012, notamment le rapport de la campagne Frontexit sur la frontière gréco-turque en 2014 (disponible en EN/FR/Turc et grec)

  • New detention centres at the external EU borders

    Greece is building pre-removal detention facilities on the Aegean islands with the aim of accelerating the implementation of the EU-Turkey statement. These will be separate from the Reception and Identification Centres on the hotspots where newly arrived refugees and migrants are initially detained.
    The construction of pre-removal detention centres on the islands marks a shift away from previous efforts of the Greek authorities to transfer people from the hotspots to detention centres on the mainland. Greece currently has six pre-removal centres with a total of 5,215 places in #Amygdaleza, #Petrou_Ralli, Corinth, #Paranesti, #Xanthi and #Orestiada.

    According to the EU Coordinator for the implementation of the statement, the pre-removal detention centres on the islands would be a temporary solution to increase the number of returns to Turkey. On #Kos, a pre-removal detention centre has been established by a Ministerial Decision entering into force in February 2017 until the end of 2017. The costs of construction of the centre are estimated at €4.5 million. Reference has also been made to pre-removal centres in the remaining #hotspots, although an implementing legal instrument has yet to be issued.

    The expansion of detention practice to promote returns from EU border countries goes beyond Greece. At the end of 2016, Italy announced the re-opening of four Identification and Expulsion Centres (CIE) not currently operating. The government also requested the #CIE in #Rome, Torino, #Brindisi and #Caltanissetta to reserve 90 places each, specifically for Nigerian nationals.

  • Hunger strike against 18+ detention in Corinth detention centre

    On June 9th, 2014 refugees detained in Corinth detention centre began a hunger strike to protest against indefinite detention. In February 2014, the Greek authorities had announced a policy of indefinite detention until repatriation, based on an opinion of the Legal Council of the Greek State. Only recently Athens court considered in an appeal-case of an Afghan refugee that the detention of more than 18 months is against national and European legislation and asked for it to be revoked.
