    As you know, Saudi Arabia and other Gulf countries have imposed a blockade on Qatar, allegedly due to concerns over Qatar’s support for various and sundry terrorist groups. The blockade began in May, after Qatar’s official news agency published incendiary remarks from Qatar’s leader, and then claimed they had been hacked:

    The fake article quoted Qatar emir Sheikh Tamim bin Hamad Al Thani as calling Iran an “Islamic power” and saying Qatar’s relations with Israel were “good” during a military ceremony.

    The Qatari state television’s nightly newscast…scrolling ticker…included calling Hamas “the legitimate representative of the Palestinian people,” as well as saying Qatar had “strong relations” with Iran and the United States. “Iran represents a regional and Islamic power that cannot be ignored and it is unwise to face up against it,” the ticker read at one point. “It is a big power in the stabilization of the region.”

    Hacked? Get serious. Does anyone seriously believe that—

    The United Arab Emirates orchestrated the hacking of Qatari government news and social media sites in order to post incendiary false quotes attributed to Qatar’s emir, Sheikh Tamim Bin Hamad al-Thani, in late May that sparked the ongoing upheaval between Qatar and its neighbors, according to U.S. intelligence officials.

    Officials became aware last week that newly analyzed information gathered by U.S. intelligence agencies confirmed that on May 23, senior members of the UAE government discussed the plan and its implementation. The officials said it remains unclear whether the UAE carried out the hacks itself or contracted to have them done.

    That’s from the Washington Post. The UAE denies everything, of course.

    This is a very big deal. For starters, what are the odds that the UAE did this alone? Pretty slim, I think. Saudi Arabia was almost certainly involved too. And what does President Trump do now? He’s taken the Saudi side of this dispute, but now his own intelligence agencies are telling him that other Arab countries conducted the hack as a deliberate way of giving themselves an excuse to create the blockade. In fact, he probably learned this a week ago.

    Someone in the intelligence community apparently decided that (a) Trump was never going to go public with this, and (b) it really needed to become public. But who? And why?

If it succeeded, Iraq would never again pose a threat, and it could serve as a jumping-off point to spread Iranian influence around the region.

    In that contest, Iran won, and the United States lost.

  • Encore un problème pour les Saoudiens ? Rai al-yom se demande si l’A. saoudite n’est pas derrière la décision US de ne pas lever les sanction contre le Soudan. Cet allié de l’AS, notamment au Yémen, ayant de bonnes relations avec le Qatar et la Turquie, n’est pas du tout à l’aise dans la conjoncture actuelle de #nuit_torride (comprendre la crise entre les 2Mohamed et le Qatar). On pourrait imaginer que le Soudan renverse ses alliances et se rapproche de l’Iran et de ses alliés. (Je précise que Rai al-yom est un quotidien nationaliste arabe, mais totalement indépendant du Hezbollah et de ses alliés dans la région. Cette analyse n’en a que plus d’importance.)

  • Punish the smuggler or reward the smuggler? Recent refugee arrivals in Greece

    Media coverage of the refugee situation in Greece focuses heavily on the Syrians and secondarily on Afghans and Iraqis. While these are indeed the three most highly represented nationalities among asylum seekers in Greece, the past six to twelve months have seen a gradual shift.

    Fast forward to 2017, taking the period from 10 May to 27 June 2017, a total of 982 asylum seekers reached the island of Lesvos. The top nationalities were: DRC (202), Syria (160), Iraq (116), Afghanistan (61). The rest were from Iran, Kuwait (Bidoon), Palestine, Guinea, Eritrea, Mali, Burkina Faso, Morocco, Yemen, Togo, Gambia, Cameroon, Ivory Coast, Sri Lanka, Dominican Republic, Ghana, Sudan and Nigeria. One person each came from Bolivia, Cuba, South Africa, Haiti and Uganda. Similar trends are noted on the other islands which act as the entry point to Greece.

    Those of us acquainted with Moria reception and identification centre in Lesvos have noticed the nationality change among the new arrivals over the last two years: many more Africans and less Arabs. Groups of Syrians, Iraqis and Afghans are still coming grouped together, while Africans from different nationalities arrive in different groups with other nationalities. The smuggling fees vary according to nationality.

    One may wonder why people from Africa, whether northern or sub-Sahara, take the route to Europe through Greece, rather than the intuitively more direct route to Italy or Spain. A look at flight routes and visa regimes provides the answer. One may reach the Greek islands from as far away as central Africa, using Turkish Airlines, a Turkish visa and a smuggler picked at Istanbul airport or the Aegean coast, for less than 1,500 dollars total.

    Turkish Airlines has 200 destinations worldwide and at reasonable prices. For example, one way flight from Kinshasa to Istanbul costs 833 dollars, Abidjan to Istanbul, 709 dollars and Casablanca to Istanbul 458 dollars.

    Secondly, visas for Turkey are generally easily obtained. From the nationalities arriving in Lesvos in June, all except Cubans and Palestinians, depending on where they were registered, are exempt from any visa requirement or need only an electronic visa, easily obtained online for the cost of 20 dollars.

    Eritreans are often rejected asylum seekers from Israel, deported to Rwanda with cash, which they use to escape again through the Aegean route. Women from the Dominican Republic are usually trafficked to Turkey and once they manage to escape to Greece, seek assistance to return to their country. Citizens of sub-Saharan Africa come from a number of conflicts in the region, both internal and cross-border, including purges in the DRC and the Boko Haram. North Africans face chronic instability in their countries.

    Comment imaginez-vous l’évolution des rapports de force entre Iran et Etats-Unis en Irak ?
    Ce sont les deux forces les plus puissantes dans le pays. Sous l’administration Obama, il y a eu un retrait réel des forces américaines, presque une acceptation tacite du rôle iranien dans le pays. Avec Trump, la situation change brutalement et substantiellement. La plupart des généraux dans son administration ont servi en Irak et considèrent avoir beaucoup investi pour constituer une armée irakienne, aujourd’hui malmenée par l’Iran. Ils arrivent donc avec beaucoup de rancœur et vont vouloir jouer un rôle plus important. Mais les Américains ont peu d’alliés politiques sur place, à part les Kurdes, et une relation de « je t’aime moi non plus » avec les sunnites. Haïdar al-Abadi pourrait réussir à concilier les différentes parties impliquées au niveau national. Il cherche encore une formule magique à l’irakienne, ce ne sera pas facile, et très certainement pas pour demain.

    Israël dispose d’un chemin de fer de 60 kilomètres reliant le port de Haïfa à Beït Shéan, dans la vallée du Jourdain. Il veut prolonger la ligne de 6 kilomètres jusqu’au passage frontalier israélo-jordanien. Cela permettrait de transporter des marchandises en train, plutôt qu’en camion, vers et depuis la Jordanie.

    La prochaine étape, selon le plan israélien, est que la #Jordanie construise sa propre extension ferroviaire jusqu’à la voie ferrée israélienne. De là, les lignes se dirigeraient vers l’Arabie saoudite et les émirats du Golfe. Les responsables israéliens et jordaniens ont discuté de cette idée il y a trois ans et ont récemment renouvelé ces discussions

    You think gender segregation inside of Iran is bad? At Iraq’s Camp Ashraf, which housed MEK fighters up until 2013, lines were “painted down the middle of hallways separating them into men’s and women’s sides,” according to RAND, and even the gas station there had “separate hours for men and women.”

    With this overview of the dynamics in these border areas, it remains to be asked what exactly are the Israeli goals and interests here. Much of the recent analysis has used the terminology of a “buffer zone” in relation to Israel’s border policies, meaning that the goal is to create an area of allied or “friendly” forces that will keep elements considered active threats to Israel away from the borders.[61] In this regard, the main threats are thought to be Iran and allied militias such as Lebanon’s Hizballah, the concern being that were the regime to regain full control over Quneitra governorate, Iran and its allies would have free access to this territory to build a Golan “resistance” front against Israel, which would at minimum entail the threat of small-scale attacks to harangue Israeli forces in the Golan and “test the waters,” so to speak, and at worst a full-scale invasion of Israeli territory.

    It may in fact not be necessary for Iran to station its own personnel or members of foreign client forces in Quneitra in the future: It could well realize aspirations to build a “resistance” front in the area by “native proxy” through the multiple Syrian Hizballah groups that have arisen in the course of the civil war. Broadly speaking, Syrian Hizballah groups can be divided into two types: larger movements like Liwa al-Baqir, which claims 4,000 fighters[62] and has developed considerable networks within Aleppo province, and small-scale “special operation” groups that deploy to a number of different fronts depending on military needs and a sense of crisis. Some of these small Syrian Hizballah outfits have deployed to the Quneitra front,[63] though there is no evidence that they have done so to prepare for an imminent attack on Israel. In a future scenario of the development of a broader “resistance” along the Golan, these smaller groups may well be a key actor to threaten Israel.

    A related source of concern has centered on the Druze village of Hadr, in that Samir al-Quntar–a Hizballah commander of Druze origin–and Farhan al-Sha’alan–an NDF commander originally from the Druze village of Ein Qiniyya in the Golan Heights–were trying to build a “resistance” movement in Hadr in order to target Israel.[64] Both men were killed in a suspected Israeli airstrike in December 2015. No hints have emerged since of the revival of such a project.

    Yet the case of Hadr actually shows that the “buffer zone” narrative, while seemingly convincing in its simplicity, does not fully account for Israel’s approach towards these border areas. On the general level, it is certainly true that in a choice between regime and rebel control over towns like Jubatha al-Khashab, the preference is that rebel forces should control them. With Hadr, however, Israel’s concern is that the village should not fall into rebel hands, despite concerns about Hizballah using it as a base for recruitment of personnel to target Israel. This position has arisen in deference to the sentiments of the Druze community in Israel and the Golan Heights, who understandably fear the fate of their co-religionists should the village ever fall to the rebels. Muru Hawran demonstrated an awareness of this lack of Israeli willingness to see Hadr fall, elaborating, “All that is happening is an international game at the expense of Syrian blood: settling of accounts.”[65] In a similar vein, he was clear that he still considered Israel to be an enemy state, but justified Fursan al-Jawlan’s acceptance of aid through Israel on the grounds that it is better to do so than to “destroy oneself.”[66]

    Quelles sont les racines de la crise ?
    Il faut remonter à l’invasion du Koweït par les troupes irakiennes, en 1990. C’est le vrai tournant dans la région. Pour assurer leur sécurité face à l’Iran révolutionnaire, les Etats de la côte – Koweït, Qatar, Bahreïn, Emirats arabes unis – avaient accepté en 1981 d’intégrer le Conseil de coopération du Golfe (CCG). Cela impliquait d’abandonner une part de leur souveraineté. L’administration de cette union régionale allait être dominée par l’Arabie saoudite. Et surtout durant les années 1980, le CCG a facilité la diffusion du salafisme saoudien au sein de la jeunesse des principautés.

    Le GCC est mourant depuis 1991. Il n’a fait que se fissurer depuis cette date. Riyad ne veut pas laisser ses vassaux s’émanciper. Ce que l’Arabie saoudite et les Emirats arabes unis tentent de faire, en profitant de l’élection de Trump, c’est de revenir en arrière, de réécrire l’histoire.

    Le groupe français #Total va signer lundi 3 juillet un accord de 4,8 milliards de dollars pour développer le projet #South_Pars, un important champ gazier en Iran, a annoncé dimanche le ministère iranien du pétrole. Le PDG de Total, Patrick Pouyanné, assistera en personne à la signature de cet accord international, qui avait été initié en novembre 2016 à Téhéran.

    Total détiendra 50,1 % des parts du consortium qui exploitera le champ gazier, suivi du groupe China national petroleum corporation (CNPCI) à hauteur de 30 % et de l’Iranien Petropars (19,9 %). Le groupe français deviendra ce faisant la première compagnie occidentale du secteur à revenir dans le pays, après la levée le 16 janvier des sanctions économiques imposées à l’Iran durant la crise du nucléaire, en application de l’accord de Vienne.

    The so-called right to nuclear energy is already enshrined in the existing Nuclear Non-Proliferation Treaty (NPT), and reflects an outdated understanding of the technology’s risks. It is part of an ill-conceived bargain designed to convince countries that don’t already have nuclear weapons not to develop them.

    We know that nuclear energy increases proliferation opportunities. All nine nuclear-armed states have used nuclear reactors to create plutonium for their nuclear weapons. In the United Kingdom and France, civilian nuclear energy and military programs overlapped. North Korea and India acquired nuclear weapons through supposedly “peaceful” civilian nuclear programs. Fears about Iran’s nuclear energy program drove a major diplomatic effort to limit its ability to develop nuclear weapons.

D’après les documents déclassifiés et rendus public par le département d’État américain, à la veille du coup d’État, le quartier général de la CIA écrit à son chef de station en Iran pour lui demander de ne plus prendre part au putsch en préparation. « L’opération a été tentée et a échoué. Nous ne devrions plus participer à une opération contre Mossadegh qui pourrait permettre de remonter jusqu’aux États-Unis. Les opérations contre Mossadegh devraient être interrompues », alarme ce message en date du 18 août 1953.

    C’est sans compter sur la désobéissance d’un espion sur place. L’espion en question, nommé Kermit Roosevelt, n’est autre que le haut responsable de la CIA en Iran, indique Malcolm Byrne, directeur des Archives de la sécurité nationale à l’université George Washington à Foreign Policy.

    Des Américains poussés par les Britanniques

    Si la CIA a décidé de laisser tomber les partisans du coup d’État, explique Foreign Policy, c’est parce que les Américains ont senti le vent tourner après l’échec d’une première tentative de renversement de Mohammad Mossadegh dès le 15 août 1953. Ce dernier, ayant été informé, avait procédé à une douzaine d’arrestations, contraignant le Shah à se mettre à l’abri à l’étranger.

    Après 33 ans d’« Enjeux internationaux », je tiens à remercier :

    . les producteurs qui ont partagé ce projet dès l’origine, Dominique Rousset et Éric Laurent, projet voulu par ce grand directeur de France-Culture qu’était Yves Jaigu (1984) ;

    . tous les chargés de production, d’abord indispensables et remarquables mais surtout si humains ;

    . tous les réalisateurs, si inventifs et amicaux, qui ont construit ces « Enjeux » et ces nombreux reportages à l’étranger (largement plus d’une centaine), complémentaires du direct quotidien. Tant de souvenirs : la guerre civile du Liban, la Turquie de la junte militaire, la première Intifada dans les territoires occupés, la guerre Irak-Iran, toutes actualités rudes couvertes jusqu’à 2010 ;

    . tous les techniciens, en studio ou à l’extérieur, à la bonne humeur inébranlable et roborative. Plaisir constant et affectueux de partager ces moments précieux avec eux au petit matin.

    Où l’on voit d’ailleurs que la radio de service public, c’est surtout un travail collectif.

    On doit plus que tout remercier tous les invités (il ne faut jamais oublier que France-Culture, c’est une magnifique table d’hôtes, unique en son genre dans le paysage radiophonique mondial). Ce sont eux qui ont assuré, par leur présence en direct (par téléphone ou en studio), à une heure peu chrétienne, la mise en perspective de l’actualité internationale. Vraiment, merci à eux : ils ont honoré le service public.

    Mais j’ai un plaisir tout particulier à remercier tous nos amis auditeurs, qui ont été l’unique raison d’être, au bout du compte, de ces quelque 8 300 émissions.

    Bref, il y a toujours une histoire de France-Culture à raconter.

  • US threats and actions in Syria are those of a rogue state

    “When Trump’s UN ambassador, Nikki Haley, asserts - as she did recently - that the US is sending “not only Assad” but also “Russia and Iran a message,” and that Washington is putting them “on notice,” she does so as the tribune of a rogue state.

    Haley issued her ‘warning’ on the back of the recent dubious claim that Washington had intelligence confirming Syrian forces were preparing a chemical weapons attack. The claim and resulting threat revealed that the US continues to arrogate to itself the status of the world’s policeman, with the right to act as judge, jury, and – as the people of Afghanistan, Iraq, and Libya have learned to their disastrous cost in recent years – executioner. It describes arrogance beyond measure, conforming to the worldview of an empire whose guiding mantra is “Rome has spoken; the matter is finished."

    The “matter” so far as Syria is concerned is regime change, which it becomes increasingly clear is Washington’s primary objective going forward, using its military campaign against ISIS as a stalking horse to justify the build-up of its military presence in the country with this in mind. Seen in this light, the recent spate of US attacks on Syrian forces on the ground and in the air takes on an entirely different connotation – i.e. less to do with protecting US-backed ground troops, as claimed, and more to do with testing Russia’s response and resolve when it comes to supporting its Syrian ally.

    In the immediate and short term, the partition of Syria between east and west appears underway – at least if Washington has its way – evidenced by the recent visit to Syria by Brett McGurk of the US State Department. The stated purpose of his visit was to meet the “council planning to run Raqqa” after it is taken from ISIS. Thus here we have a US official visiting a sovereign state without the prior permission of said sovereign state’s legitimate government to discuss the administration of a part of its territory. This is imperialism by any other name, consonant with the actions of a country that is inebriated with that most potent of cocktails, unipolarity and might is right."

    Why Washington Wants That Border

    Re-establishing Syrian control over the highway running from Deir ez-Zor to Albu Kamal and al-Qaim is also a priority for Syria’s allies in Iran. Dr. Masoud Asadollahi, a Damascus-based expert in Middle East affairs explains: “The road through Albu Kamal is Iran’s favored option – it is a shorter path to Baghdad, safer, and runs through green, habitable areas. The M1 highway (Damascus-Baghdad) is more dangerous for Iran because it runs through Iraq’s Anbar province and areas that are mostly desert.”

    If the U.S. objective in al-Tanaf was to block the southern highway between Syria and Iraq, thereby cutting off Iran’s land access to the borders of Palestine, they have been badly outmaneuvered. Syrian, Iraqi, and allied troops have now essentially trapped the U.S.-led forces in a fairly useless triangle down south, and created a new triangle (between Palmyra, Deir ez-Zor, and Albu Kamal) for their “final battle” against ISIS.
