  • #Niger, part 3 : Guns won’t win the war

    After an ambush killed four US special forces and five local soldiers in #Tongo_Tongo, a village in the northern part of the #Tillabéri region close to Niger’s border with Mali, Boubacar Diallo’s phone rang constantly.

    That was back in October 2017. Journalists from around the world were suddenly hunting for information on Aboubacar ‘petit’ Chapori, a lieutenant of #Islamic_State_in_the_Greater_Sahara, or #ISGS – the jihadist group that claimed the attack.

    Diallo, an activist who had been representing Fulani herders in peace negotiations with Tuareg rivals, had met Chapori years earlier. He was surprised by his rapid – and violent – ascent.

    But he was also concerned. While it was good that the brewing crisis in the remote Niger-Mali borderlands was receiving some belated attention, Diallo worried that the narrow focus on the jihadist threat – on presumed ISGS leaders Chapori, Dondou Cheffou, and Adnan Abou Walid Al Sahrawi – risked obscuring the real picture.

    Those concerns only grew later in 2017 when the G5 Sahel joint force was launched – the biggest military initiative to tackle jihadist violence in the region, building on France’s existing Operation Barkhane.

    Diallo argues that the military push by France and others is misconceived and “fanning the flames of conflict”. And he says the refusal to hold talks with powerful Tuareg militants in #Mali such as Iyad Ag Ghaly – leader of al-Qaeda-linked JNIM, or the Group for the support of Islam and Muslims – is bad news for the future of the region.

    Dialogue and development

    Niger Defence Minister Kalla Moutari dismissed criticism over the G5 Sahel joint force, speaking from his office in Niamey, in a street protected by police checkpoints and tyre killer barriers.

    More than $470 million has been pledged by global donors to the project, which was sponsored by France with the idea of coordinating the military efforts of Mauritania, Mali, #Burkina_Faso, Niger, and Chad to fight insurgencies in these countries.

    “It’s an enormous task to make armies collaborate, but we’re already conducting proximity patrols in border areas, out of the spotlight, and this works,” he said.

    According to Moutari, however, development opportunities are also paramount if a solution to the conflict is to be found.

    "Five years from now, the whole situation in the Sahel could explode.”

    He recalled a meeting in the Mauritanian capital, Nouakchott, in early December 2018, during which donors pledged $2.7 billion for programmes in the Sahel. “We won’t win the war with guns, but by triggering dynamics of development in these areas,” the minister said.

    A European security advisor, who preferred not to be identified, was far more pessimistic as he sat in one of the many Lebanese cafés in the Plateau, the central Niamey district where Western diplomats cross paths with humanitarian workers and the city’s upper-class youth.

    The advisor, who had trained soldiers in Mali and Burkina Faso, said that too much emphasis remained on a military solution that he believed could not succeed.

    “In Niger, when new attacks happen at one border, they are suddenly labelled as jihadists and a military operation is launched; then another front opens right after… but we can’t militarise all borders,” the advisor said. If the approach doesn’t change, he warned, “in five years from now, the whole situation in the Sahel could explode.”

    Tensions over land

    In his home in east Niamey, Diallo came to a similar conclusion: labelling all these groups “jihadists” and targeting them militarily will only create further problems.

    To explain why, he related the long history of conflict between Tuaregs and Fulanis over grazing lands in north Tillabéri.

    The origins of the conflict, he said, date back to the 1970s, when Fulani cattle herders from Niger settled in the region of Gao, in Mali, in search of greener pastures. Tensions over access to land and wells escalated with the first Tuareg rebellions that hit both Mali and Niger in the early 1990s and led to an increased supply of weapons to Tuareg groups.

    While peace agreements were struck in both countries, Diallo recalled that 55 Fulani were killed by armed Tuareg men in one incident in Gao in 1997.

    After the massacre, some Fulani herders escaped back to Niger and created the North Tillabéri Self-Defence Militia, sparking a cycle of retaliation. More than 100 people were killed in fighting before reconciliation was finally agreed upon in 2011. The Nigerien Fulani militia dissolved and handed its arms to the Nigerien state.

    “But despite promises, our government abandoned these ex-fighters in the bush with nothing to do,” Diallo said. “In the meantime, a new Tuareg rebellion started in Mali in 2012.”

    The Movement for Oneness and Jihad in West Africa (known as MUJAO, or MOJWA in English), created by Arab leaders in Mali in 2011, exploited the situation to recruit among Fulanis, who were afraid of violence by Tuareg militias. ISGS split from MUJAO in 2015, pledging obedience to ISIS leader Abu Bakr al-Baghdadi.

    Diallo believes dialogue is the only way out of today’s situation, which is deeply rooted in these old intercommunal rivalries. “I once met those Fulani fighters who are the manpower of MUJAO and now of ISGS, and they didn’t consider themselves as jihadists,” he said. “They just want to have money and weapons to defend themselves.”

    He said the French forces use Tuareg militias, such as GATIA (the Imghad Tuareg Self-Defence Group and Allies) and the MSA (Movement for the Salvation of Azawad), to patrol borderlands between Mali and Niger. Fulani civilians were killed during some of these patrols in Niger in mid-2018, further exacerbating tensions.

    According to a UN report, these militias were excluded from an end of the year operation by French forces in Niger, following government requests.

    ‘An opportunistic terrorism’

    If some kind of reconciliation is the only way out of the conflict in Tillabéri and the neighbouring Nigerien region of Tahoua, Mahamadou Abou Tarka is likely to be at the heart of the Niger government’s efforts.

    The Tuareg general leads the High Authority for the Consolidation of Peace, a government agency launched following the successive Tuareg rebellions, to ensure peace deals are respected.

    “In north Tillabéri, jihadists hijacked Fulani’s grievances,” Abou Tarka, who reports directly to the president, said in his office in central Niamey. “It’s an opportunistic terrorism, and we need to find proper answers.”

    The Authority – whose main financial contributor is the European Union, followed by France, Switzerland, and Denmark – has launched projects to support some of the communities suffering from violence near the Malian border. “Water points, nurseries, and state services helped us establish a dialogue with local chiefs,” the general explained.

    “Fighters with jihadist groups are ready to give up their arms if incursions by Tuareg militias stop, emergency state measures are retired, and some of their colleagues released from prison.”

    Abou Tarka hailed the return to Niger from Mali of 200 Fulani fighters recruited by ISGS in autumn 2018 as the Authority’s biggest success to date. He said increased patrolling on the Malian side of the border by French forces and the Tuareg militias - Gatia and MSA - had put pressure on the Islamist fighters to return home and defect.

    The general said he doesn’t want to replicate the programme for former Boko Haram fighters from the separate insurgency that has long spread across Niger’s southern border with Nigeria – 230 of them are still in a rehabilitation centre in the Diffa region more than two years after the first defected.

    “In Tillabéri, I want things to be faster, so that ex-fighters reintegrate in the local community,” he said.

    Because these jihadist fighters didn’t attack civilians in Niger – only security forces – it makes the process easier than for ex-Boko Haram, who are often rejected by their own communities, the general said. The Fulani ex-fighters are often sent back to their villages, which are governed by local chiefs in regular contact with the Authority, he added.

    A member of the Nigerien security forces who was not authorised to speak publicly and requested anonymity said that since November 2018 some of these Fulani defectors have been assisting Nigerien security forces with border patrols.

    However, Amadou Moussa, another Fulani activist, dismissed Abou Tarka’s claims that hundreds of fighters had defected. Peace terms put forward by Fulani militants in northern Tillabéri hadn’t even been considered by the government, he said.

    “Fighters with jihadist groups are ready to give up their arms if incursions by Tuareg militias stop, emergency state measures are retired, and some of their colleagues released from prison,” Moussa said. The government, he added, has shown no real will to negotiate.

    Meanwhile, the unrest continues to spread, with the French embassy releasing new warnings for travellers in the border areas near Burkina Faso, where the first movements of Burkinabe refugees and displaced people were registered in March.

    According to a government source in Damascus, Kuwait will reopen their embassy in Syria in the next 10-14 days.

    Kuwait’s decision comes shortly after Bahrain announced that they were reopening their embassy in Damascus after closing it more than seven years ago.

    On Thursday afternoon, the United Arab Emirates (UAE) reopened their embassy during a brief ceremony that was held in Damascus.

  • How Borders Are Constructed in West Africa

    The E.U. has led an expensive and often contradictory effort to modernize African borders. Author #Philippe_Frowd looks at the gap between policy and outcomes.

    Over the past 15 years there has been a surge in E.U. spending on borders outside Europe. The impact of this funding on West Africa has received little attention until recently.

    A new book by Philippe M. Frowd, an expert on the politics of borders, migration and security intervention, seeks to correct this. In “Security at the Borders: Transnational Practices and Technologies in West Africa,” Frowd details both the high politics and everyday culture clashes that have shaped European interventions and the way they have been received in countries like Senegal.

    An assistant professor in the School of Political Studies at the University of Ottawa, Frowd coins the term “border work” to denote how everything from training to technology to migration deals work in combination with each other. Here in conversation with Refugees Deeply, he shares some of his main observations.

    Refugees Deeply: You talk about tracing the “who” of border work in West Africa. Can you explain your findings?

    Philippe Frowd: One of my book’s points is to use the term “border work” to identify how seemingly disparate practices such as negotiating migrant readmission agreements, deploying citizen identification technologies, funding border management projects and routine police cooperation actually combine. To try and make sense of what seems to be a bewildering but also often opaque set of actors operating at the intersection of these fields in West Africa specifically.

    One of the most striking developments of the past 10-15 years has been the phenomenal growth of E.U. border security-related spending, much of it in “third countries,” mainly in Africa. This has gone hand in hand with a growing salience of “border security” on the part of many African states as a way of understanding flows at borders.

    One of my main findings was the sheer diversity of actors involved in determining policies, experiences and practices of borders in the region. The African Union is the successor to the Organisation of African Unity which accepted Africa’s inherited borders in 1964, and the A.U. continues to provide assistance for demarcation of borders and dispute resolution. The Economic Community of West African States (ECOWAS) is one of the guarantors of free movement in the region and generally pursues an ambitious agenda of greater harmonization (e.g., of visa policy).

    Yet other actors, such as the E.U. and U.N. specialized agencies (such as the U.N. Office on Drugs and Crime), tend to have agendas driven by primarily Western security concerns. Then there are the more immediately visible police and gendarmeries who directly enact border controls. More recently, the G5 Sahel force consistently invokes border security and transnational crime.

    Beyond simply tracing who does what, there is tracing the interconnections and tensions between these different institutions. Looking sociologically at the diverse range of actors, we can see how knowledge is a crucial part of the equation: What is the vision of borders, security and migration each actor puts forward? On one hand, institutions like ECOWAS are focused on legal mobility rights while those such as Interpol envision mobility as a regulated, digitally legible practice. The range of actors who contribute to this border work is often a patchwork in which uneasy bedfellows co-exist. E.U. funding, for instance, goes to supporting free movement projects at the ECOWAS level but also to train and equip the security forces of states like Niger to crack down on irregular migration routes. West African borders are the product of the balance of forces between this range of competing visions.

    Refugees Deeply: Can you talk us through the way in which border practices move between different regions. Is there a model for the process of emulation?

    Frowd: Border security is made up of everyday routines but also of various digital and other technologies, both of which are potentially mobile. I point to a couple of ways that these tools of doing border security can travel: One of these is emulation of existing (often Western) methods and standards, but this also goes alongside what I describe as “pedagogy” and the role of exemplars.

    “West African borders are the product of the balance of forces between this range of competing visions.”

    All of these interact in some way. As an example, a border management project led by the IOM [International Organization for Migration] might include training sessions during which members of the local police and gendarmerie learn about key principles of border management illustrated by best practices from elsewhere. Emulation is the desired outcome of many of these trainings, which are the backbone of international border security assistance. The EUCAP Sahel missions, for example, put a heavy emphasis on training rather than equipping so there is a strong faith that mentalities matter more than equipment.

    Equipment also matters and plays its part in shaping how border security works. Biometrics, which aim to verify identification using some kind of body measurement, require ways of reading the body and storing data about it. Senegal adopted, in one decade, a range of biometric technologies for national I.D. cards and controls at borders. There is a very obvious mobility of technology here (a Malaysian company providing e-Passport infrastructure, a Belgian company providing visa systems) but movement of border practices is also about ideas. The vision of biometrics as effective in the first place is one that I found, from interviews with Senegalese police commanders, was strongly tied to emulating ideals of modern and selective borders found elsewhere.

    Refugees Deeply: In your work you identify some of the gaps between policy goals and to actual outcomes and practices. Can you talk us through the greatest discrepancies?

    Frowd: Some of the discrepancies I found showed some interesting underlying factors. One of these was the shifting role of global private sector companies in frustrating public policy goals. Not through deliberate sabotage or state capture, but rather through the diverging incentives around doing border work. In the case of Senegal’s biometric systems, the state has been keen to make as coherent an infrastructure as possible, with connections between various elements such as biometric passport issuance, automated airport arrivals for holders of this passport and systems such as the national I.D. card. Given the need for private companies to compete based on technological advantage, rival systems made by rival companies could not interconnect and share data without sharing of valuable corporate information.

    Another underlying factor for the discrepancies I point to is that, once again, the sociological dynamics of the people doing the border work come into play. Many border management projects bring together a diverse range of actors who can have competing visions of how security is to be performed and achieved. For instance the ways police and gendarmerie competed over border post data in Mauritania leading to separate databases. It can also happen at a larger scale through the lack of integration across the donor community, which leads to a huge amount of duplication.

    Refugees Deeply: You spent a section of your book on Spanish-African police cooperation to show the limits of European knowledge and technology. You mention a clash of cultures, can you elaborate?

    Frowd: This is a particularly salient point today for two reasons. First because we are hearing more elite (e.g., Frontex) discourse about the “reopening” of a migration route to Spain. Second because Spain itself is increasingly active in E.U. projects across the Sahel. My book tells some of the story of Spanish security ambitions in Africa. But these ambitions, and those of other Western partners, have hard limits. Some of these limits are quite straightforward: Climate is often a barrier to the functioning of surveillance technologies and some countries (like Mauritania) are harder to recruit international experts for if they cannot or do not bring their families along.

    In terms of Spanish-African cooperation, much of the narrative about clashes of cultures comes down to perceptions. One of the elements of the clash is a temporal one, with Spanish security officials often considering local partners as existing at a completely different stage of progress.

    More broadly in terms of the limits of knowledge itself, the ambitions of experts to implicitly recreate aspects of European best practice are flawed. Part of this form of border security knowledge involves supporting technological solutions to make African mobility more legible to states. This comes up against the reality that movement in West Africa is already quite free but highly informalized. European experts are well aware of this reality but seek to formalize these flows. A police expert I spoke to recently suggested co-located border posts, and many international funders are supportive of specific I.D. cards for residents of border regions. This is not to impede movement, but rather to rationalize it – in much the same way that common I.D. standards and databases underpin free movement within Europe.

  • It Takes a Village: Despite Challenges, Migrant Groups Lead Development in Senegal

    For generations, migrants have emigrated from Senegal, particularly from in and around the Senegal River Valley along the country’s borders with Mauritania and Mali. Young people from the Peul (particularly its Toucouleur subgroup) and Soninké ethnic groups first left to pursue economic opportunities around West Africa and Central Africa. Later, migration to France became a popular method for supporting families and improving social status in origin communities, and migrants today contribute a substantial amount in social and financial capital to development in Senegal. Remittances are essential to livelihoods, making up almost 14 percent of the country’s gross domestic product (GDP) in 2017—the fifth-highest share in Africa.

    Widespread Senegalese migration to France first began with temporary workers. As their stays became more permanent, they brought their families to live with them, typically in communities on the outskirts of Paris and other major cities. Once settled in their new communities, they established hometown associations (HTAs), largely to support development back in Senegal.

    Increasing barriers to free movement for current and former French colonial subjects that began in the 1970s—and further restrictions on migration more recently—have made life for West African migrants and would-be migrants more difficult. As a result, migrants and their HTAs have been forced to adapt. Meanwhile, in the face of shrinking income flows, some HTAs have begun to professionalize their operations and work more strategically, moving beyond construction projects to ones that seek to foster economic development.

    This article, based on the author’s Fulbright-funded research in Senegal in 2016-17, explores the impact of policy changes in France on Senegalese migrants and the activities of HTAs, and how these shifts influence development and quality of life in migrants’ origin communities in the Senegal River Valley. As the European Union incorporates support for development into migration partnerships with African countries, in hopes of reducing spontaneous migration to Europe, the work of HTAs holds important lessons for actors on both sides.

    From Colonial Ties to Migrant Arrivals

    France, which colonized large swaths of West Africa starting in the late 1800s, first became a destination for economic migrants from modern-day Senegal during and after the colonial period. For example, West Africans fought for France in both world wars and many remained in France afterwards. After World War II, France recruited migrants from its colonial empire to reconstruct the country and work in its factories. These pull factors, coupled with droughts in the Sahel region during the 1970s and 1980s, accelerated the number of young, low-skilled West Africans migrating to France during the mid- and late 20th century. As of mid-2017, about 120,000 Senegalese lived in France, according to United Nations estimates. France is the top destination for Senegalese migrants after The Gambia, and it is also the top origin for formal remittances arriving in Senegal.

    Economically motivated migration became an important source of income in rural eastern Senegal, with France frequently seen as the ideal destination. Even though migrants in Europe often worked in factories, construction, security, or sanitation, their salaries were substantial compared to those of family members back in Senegal, who generally worked as subsistence farmers or animal herders. As result of remittances, families were able to construct larger, more durable homes, afford healthier diets, and increase their consumption of other goods, particularly electronics such as cellphones, refrigerators, fans, and televisions.

    In addition, from the 1960s onward, Senegalese migrants in France began to form HTAs to support their origin communities. HTAs are formal or informal organizations of migrants from the same town, region, or ethnic group living outside their region or country of origin. These organizations sponsor cultural activities in destination communities, foster solidarity among migrants, and/or finance development projects in hometowns. HTA leadership or traditional authorities in the origin community then manage these funds and related projects on the ground. While migrants from many countries form HTAs, West Africans maintain particularly close social, political, and financial ties with their hometowns through these organizations.

    For West African migrants, social pressures compel HTA participation and members are also traditionally required to pay dues toward a communal fund. Once enough money has been amassed, the organization funds a public goods project in the hometown, such as the construction of a school, mosque, cemetery, health center, post office, or water system. These migrant-led development projects have been crucial to communities across the Senegal River Valley, which are often far from urban centers, markets, or infrastructure such as paved roads, and rarely receive contact from the central government or assistance from local government actors. As a result, migrant projects often fill the void by providing most of the public goods enjoyed by these communities.

    Senegalese HTAs thus contribute immensely to human development and quality of life in communities in this region. The impact of this work, as well as of household-level support provided by remittances, continued motivating young people to leave eastern Senegal for France, as well as regional destinations, during the mid-20th century.

    Policy Changes Drive Migration Shifts

    Beginning in the early 1980s, France began to enact a series of restrictive policies limiting low-skilled economic immigration and creating barriers to naturalization and family reunification. These changes have continued in recent decades, raising questions about the future of the migration and development cycle now cemented in the Senegal River Valley.

    Prior to the mid-1970s, Senegalese migrants freely circulated into and out of France as current, and eventually former, colonial subjects, following independence in 1960. France first introduced limits to Senegalese immigration in 1974 with a law requiring residence permits for all migrant workers.

    Throughout the 1980s and early 1990s, a series of laws including the Bonnet and Pasqua Laws restricted entry, family reunification, and naturalization for many immigrants. Although some of these provisions were later abolished, they led to several high-profile deportation operations targeting West Africans and laid the groundwork for future restrictive French immigration legislation.

    Several bilateral accords between France and Senegal over the years also focused on limiting economic migration and facilitating return for irregular migrants already in France. The evolution of these policies reflects a shift from promoting low-skilled economic immigration to satisfy labor shortages, to emphasizing high-skilled and temporary immigrants such as students.

    During the author’s fieldwork, interviewees cited many of these policies as having substantial effects on migration and development in their communities. The 1990s, the turn of the 21st century, and the presidency of Nicolas Sarkozy were the most common turning points identified when migration and development in eastern Senegal first began to shift (see Table 1). Participants emphasized the introduction of French visas and residence permits for Senegalese immigrants as the first major barriers to migration. Subsequent important political moments for participants included deportation operations in the 1980s and then-Interior Minister Sarkozy’s famous 2005 speech on immigration choisie, the government’s policy of carefully selecting immigrants who would best integrate and contribute to the French economy and society.

    At the same time, external political changes were not the only factors influencing these phenomena in the Senegal River Valley. Many participants also cited social and economic events in France as having negative consequences for Senegalese migrants and their development activities. The global economic crisis beginning in 2008 led to the disappearance of employment opportunities, including across Europe. This downturn thus decreased incomes and the ability of migrants to send money back to families and contribute to HTA projects.

    Participants reported that the mechanization of automobile production and other manufacturing, a source of employment for many West Africans for decades, compounded these effects. In cities such as Paris, with tight and expensive housing markets, these economic conditions created additional challenges to saving money. Individuals in eastern Senegal had traditionally seen France as a promised land offering easy income and employment opportunities to anyone who made the journey, regardless of French skills or education level. However, this view changed for many as challenges became more frequent.

    Beyond economic changes, shifts in attitudes within French society also affected the Senegalese diaspora. Participants noted an increase in Islamophobia and a growing climate of mistrust and intolerance toward migrants in recent years, which have only exacerbated difficulties for West Africans in France.

    Further, political and economic changes in Senegal also affected diaspora-led projects and migration patterns in the region. The administration of President Macky Sall, who took office in 2012, has decentralized development and other administrative responsibilities, delegating them to regional and local authorities. In addition, Sall’s national development scheme, Plan Sénégal Émergent (PSE), aims to provide alternatives to irregular migration from a country with high youth unemployment and a legacy of emigration. Participants cited these domestic shifts as significant, although many agreed it was too early to judge their influence on the quality of life in their communities.

    Migration and Development: Perceptions and Reality

    Study participants said they view these international and domestic political, economic, and social shifts as affecting migration flows and development efforts in their communities. Though views on whether emigration is rising or falling varied, many participants agreed that irregular migration was on the rise. Further, most participants predicted continued interest in migration among young people absent alternative employment options in the Senegal River Valley.

    Whether because of limits on authorized entry into France, difficulties upon arrival, or other motivations, migrants from eastern Senegal have diversified their destinations in recent years. Some migrants have eschewed traditional receiving countries throughout West and Central Africa or France in favor of destinations such as Italy, Spain, the United States, and even several South American countries including Argentina and Brazil.

    Limits on economic migration to France and elsewhere in Europe also impacted migrant-led development in Senegalese municipalities. Interviewees held diverse opinions on whether HTA activities were as frequent or as effective as they had been several years or even decades ago. Some said they observed consistent support for community-wide projects and noted innovative strategies used to combat potential lack of purchasing power or access to funding. However, many study participants who indicated a decrease in HTA support for their villages said they believed that migrants contributed less frequently to community-level projects, instead prioritizing maintaining household remittance levels.

    When asked about specific migrant-funded development activities, many cited completed and ongoing public goods initiatives led by their village’s HTA. When HTAs in this region began their work in the mid-20th century, mosques and water systems were frequent initial projects, with water access evolving from simple manual wells to electric- or solar-powered deep-drill wells connected to taps throughout the municipality. Today, many basic needs have been fulfilled thanks to years of HTA support, and some migrants have more recently turned to renovating and expanding these structures.

    Some HTAs have stagnated in recent years, while others have moved beyond a public goods focus to new innovative strategies of promoting development in their hometowns. Many interviewees cited a need for income- and job-generating projects to promote local economic growth and incentivize young people to remain in their home communities.

    Several HTAs in the author’s study sites piloted this type of project, including the construction of a bakery in one community and a carpentry training center in another. The bakery, built in early 2017 thanks to funds from migrants in France and their French donors, promised to provide the town with affordable, high-quality bread and employment for several people. Meanwhile, the carpentry center offered young men the opportunity to train with experienced carpenters on machines provided by a French donor. This model not only provided professional skills to young people, but also produced locally built furniture for the surrounding community to purchase.

    Within migrant households, participants noted that remittances continued to support consumption and home construction. Beyond the purchase of food, electronics, and health care, remittances also defrayed children’s educational costs, including school supplies and fees. Household members, particularly migrants’ wives, perceived both positive and negative impacts of migration on household-level development. On the one hand, remittances finance the purchase of tools and animals, the construction of irrigation infrastructure, or the hiring of employees to expand the scale of the household’s work and thus its earnings. However, the loss of the migrant’s labor to tend to animals or fields also hurts households without enough adolescents, adult children, or other family members to maintain these activities.

    Nonmigrant households had their own ideas about changes in migrant-led development. Though they did not receive remittances, individuals in these households largely perceived that community-wide development activities benefited them, as public structures built with HTAs’ support were accessible to everyone. However, despite receiving occasional financial gifts from migrant neighbors or friends, some nonmigrant households expressed feeling dissatisfied with or excluded from development happening around them.

    Effective HTA Adaptations and Development Strategies

    Certain HTAs and individual migrants have been able to overcome challenges due to decreased income or barriers to authorized employment in France and other host countries. Individuals in origin communities perceived strategies modifying HTA structures, funding sources, and project types as most effective in continuing development efforts.

    One particularly effective change was the professionalization of these organizations. HTAs that moved from traditional leadership hierarchies and divisions of labor to more formal, structured ones were better able to form financial and logistical partnerships and expand the scope of their projects. Associations with clearly defined goals, leadership, project plans, and project evaluation were able to attract the cooperation of French government entities such as the Program to Support Solidarity Initiatives for Development (PAISD for its French acronym) or other international donors. Thus, despite a potential decrease in income from individuals, many HTAs began supplementing member dues with larger funding sources. Formalized structures also promoted better project management, evaluation, and long-term sustainability.

    Another key HTA adaptation was the idea of becoming community or village associations, as opposed to migrant associations. The frequent use of the term association de migrants can have a top-down connotation, implying that the diaspora unilaterally provides ideas, support, and manpower for development efforts without important input about living conditions from communities in Senegal. For HTAs that started conceptualizing themselves as a unified development organization with a branch abroad and a branch in Senegal, this strategy seemed to improve communication and promote inclusion, thus responding better to current needs and giving the local community more of a stake in projects.

    A gradual trend toward more investment- and training-focused projects has also seen success. The basic human development needs of many communities have been satisfied after decades of hard work; still, conditions are not sufficient to keep the next generation from leaving. While the bakery and the carpentry center are key examples of productive initiatives, more support and focus on this type of project could bring meaningful change to local economies and markets. Many local organizations and collectives are already doing quality work in agriculture, herding, or transportation, and increased funding from HTAs could greatly expand the scale of their existing activities.

    Meanwhile, women’s associations in rural Senegal do not always receive HTA support, representing a potential area for expansion. West African HTAs are traditionally dominated by men, with male leadership at origin and abroad. In Senegal, economic activity is frequently divided by gender and women run many of their own associations, often focused on agriculture or microsavings. However, these structures do not receive much or any support from female migrants in France, who are less likely to be in the labor force than male Senegalese and thus might not be able to send money back to Senegal. Given these conditions, many well-organized and highly motivated women’s agricultural collectives would greatly benefit from increased migrant support.

    Finally, the federalization of community-level HTAs into larger regional organizations is an increasingly common strategy. This approach allows migrants to pool their resources and knowledge to tackle larger-scale development questions, despite economic or administrative challenges they may individually face in their host communities.

    The Future of Migrant-Led Development in Eastern Senegal

    Understanding the complex relationship among emigration, HTA development activities, and political, economic, and social changes in both France and at home is essential to the future of development in eastern Senegal. This study suggests that while HTA activities may be affected by political shifts domestically and abroad, economic changes on the sending and receiving sides are equally important and may be felt more immediately by the population at origin.

    Senegalese HTAs can no longer depend on traditional fundraising and project management strategies. These organizations must adapt to current and emerging economic and political conditions hindering legal employment and income accumulation among migrants in France and across Europe. Inclusive project planning that considers the needs and perspectives of the local population, as well as openness to productive investments and collaboration with outside partners are key steps to sustaining the work of HTAs.

    Current European efforts such as the European Union Emergency Trust Fund for Africa (EUTF) are incorporating development support into partnerships with countries including Senegal to try to stem migration. While the efficacy of migrant-driven projects and even state-led development activities in preventing emigration remains to be seen—particularly given the social pressures and cycle of dependence at play in this region—harnessing the power, expertise, and motivation of the diaspora is essential for the interests of actors on both continents. EU projects and dialogues that do not include African diasporas and their HTAs may not adequately address the phenomena occurring in regions such as rural Senegal. Building on migrant-led development work is a crucial step in changing conditions that contribute to emigration from this region.

  • Tunisian fishermen await trial after ’saving hundreds of migrants’

    Friends and colleagues have rallied to the defence of six Tunisian men awaiting trial in Italy on people smuggling charges, saying they are fishermen who have saved hundreds of migrants and refugees over the years who risked drowning in the Mediterranean.

    The men were arrested at sea at the weekend after their trawler released a small vessel it had been towing with 14 migrants onboard, 24 miles from the coast of the Italian island of Lampedusa.

    Italian authorities said an aeroplane crew from the European border agency Frontex had first located the trawler almost 80 nautical miles from Lampedusa and decided to monitor the situation.They alerted the Italian police after the migrant vessel was released, who then arrested all crew members at sea.

    According to their lawyers, the Tunisians maintain that they saw a migrant vessel in distress and a common decision was made to tow it to safety in Italian waters. They claim they called the Italian coastguard so it could intervene and take them to shore.

    Prosecutors have accused the men of illegally escorting the boat into Italian waters and say they have no evidence of an SOS sent by either the migrant boat or by the fishermen’s vessel.

    Among those arrested were 45-year-old Chamseddine Ben Alì Bourassine, who is known in his native city, Zarzis, which lies close to the Libyan border, for saving migrants and bringing human remains caught in his nets back to shore to give the often anonymous dead a dignified burial.

    Immediately following the arrests, hundreds of Tunisians gathered in Zarzis to protest and the Tunisian Fishermen Association of Zarzis sent a letter to the Italian embassy in Tunis in support of the men.

    “Captain Bourassine and his crew are hardworking fishermen whose human values exceed the risks they face every day,” it said. “When we meet boats in distress at sea, we do not think about their colour or their religion.”

    According to his colleagues in Zarzis, Bourassine is an advocate for dissuading young Tunisians from illegal migration. In 2015 he participated in a sea rescue drill organised by Médecins Sans Frontières (Msf) in Zarzis.

    Giulia Bertoluzzi, an Italian filmmaker and journalist who directed the documentary Strange Fish, about Bourassine, said the men were well known in their home town.

    “In Zarzis, Bourassine and his crew are known as anonymous heroes”, Bertoluzzi told the Guardian. “Some time ago a petition was circulated to nominate him for the Nobel peace prize. He saved thousands of lives since.”

    The six Tunisians who are now being held in prison in the Sicilian town of Agrigento pending their trial. If convicted, they could face up to 15 years in prison.

    The Italian police said in a statement: “We acted according to our protocol. After the fishing boat released the vessel, it returned south of the Pelagie Islands where other fishing boats were active in an attempt to shield itself.”

    It is not the first time that Italian authorities have arrested fishermen and charged them with aiding illegal immigration. On 8 August 2007, police arrested two Tunisian fishermen for having guided into Italian waters 44 migrants. The trial lasted four years and both men were acquitted of all criminal charges.

    Leonardo Marino, a lawyer in Agrigento who had defended dozens of Tunisian fishermen accused of enabling smuggling, told the Guardian: “The truth is that migrants are perceived as enemies and instead of welcoming them we have decided to fight with repressive laws anyone who is trying to help them.”

      Surpris en train de tirer une embarcation de migrants vers l’Italie, des pêcheurs tunisiens -dont un militant connu localement- ont été écroués en Sicile. Une manifestation de soutien a eu lieu en Tunisie et une ONG essaie actuellement de leur venir en aide.

      Des citoyens tunisiens sont descendus dans la rue lundi 3 septembre à Zarzis, dans le sud du pays, pour protester contre l’arrestation, par les autorités italiennes, de six pêcheurs locaux. Ces derniers sont soupçonnés d’être des passeurs car ils ont été "surpris en train de tirer une barque avec 14 migrants à bord en direction de [l’île italienne de] Lampedusa", indique la police financière et douanière italienne.

      La contestation s’empare également des réseaux sociaux, notamment avec des messages publiés demandant la libération des six membres d’équipage parmi lesquels figurent Chamseddine Bourassine, président de l’association des pêcheurs de Zarzis. “Toute ma solidarité avec un militant et ami, le doyen des pêcheurs Chamseddine Bourassine. Nous appelons les autorités tunisiennes à intervenir immédiatement avec les autorités italiennes afin de le relâcher ainsi que son équipage”, a écrit lundi le jeune militant originaire de Zarzis Anis Belhiba sur Facebook. Une publication reprise et partagée par Chamesddine Marzoug, un pêcheur retraité et autre militant connu en Tunisie pour enterrer lui-même les corps des migrants rejetés par la mer.

      Sans nouvelles depuis quatre jours

      Un appel similaire a été lancé par le Forum tunisien pour les droits économiques et sociaux, par la voix de Romdhane Ben Amor, chargé de communication de cette ONG basée à Tunis. Contacté par InfoMigrants, il affirme n’avoir reçu aucune nouvelle des pêcheurs depuis près de quatre jours. “On ne sait pas comment ils vont. Tout ce que l’on sait c’est qu’ils sont encore incarcérés à Agrigente en Sicile. On essaie d’activer tous nos réseaux et de communiquer avec nos partenaires italiens pour leur fournir une assistance juridique”, explique-t-il.

      Les six pêcheurs ont été arrêtés le 29 août car leur bateau de pêche, qui tractait une embarcation de fortune avec 14 migrants à son bord, a été repéré -vidéo à l’appui- par un avion de Frontex, l’Agence européenne de garde-côtes et garde-frontières.

      Selon une source policière italienne citée par l’AFP, les pêcheurs ont été arrêtés pour “aide à l’immigration clandestine” et écroués. Le bateau a été repéré en train de tirer des migrants, puis de larguer la barque près des eaux italiennes, à moins de 24 milles de Lampedusa, indique la même source.

      Mais pour Romdhane Ben Amor, “la vidéo de Frontex ne prouve rien”. Et de poursuivre : “#Chamseddine_Bourassine, on le connaît bien. Il participe aux opérations de sauvetage en Méditerranée depuis 2008, il a aussi coordonné l’action contre le C-Star [navire anti-migrants affrété par des militant d’un groupe d’extrême droite]”. Selon Romdhane Ben Amor, il est fort probable que le pêcheur ait reçu l’appel de détresse des migrants, qu’il ait ensuite tenté de les convaincre de faire demi-tour et de regagner la Tunisie. N’y parvenant pas, le pêcheur aurait alors remorqué l’embarcation vers l’Italie, la météo se faisant de plus en plus menaçante.

      La Tunisie, pays d’origine le plus représenté en Italie

      Un nombre croissant de Tunisiens en quête d’emploi et de perspectives d’avenir tentent de se rendre illégalement en Italie via la Méditerranée. D’ailleurs, avec 3 300 migrants arrivés entre janvier et juillet 2018, la Tunisie est le pays d’origine le plus représenté en Italie, selon un rapport du Haut commissariat de l’ONU aux réfugiés (HCR) publié lundi.

      La Méditerranée a été "plus mortelle que jamais" début 2018, indique également le HCR, estimant qu’une personne sur 18 tentant la traversée meurt ou disparaît en mer.

      Per la Tunisia Chameseddine Bourassine è il pescatore che salva i migranti. Protagonista anche del film documentario «Strange Fish» di Giulia Bertoluzzi. Dal 29 agosto Chameseddine e il suo equipaggio sono nel carcere di Agrigento, perchè filmati mentre trainavano un barchino con 14 migranti fino a 24 miglia da Lampedusa. Il peschereccio è stato sequestrato e rischiano molti anni di carcere per favoreggiamento aggravato dell’immigrazione illegale. Da Palermo alcuni parenti giunti da Parigi lanciano un appello per la loro liberazione.

      Ramzi Lihiba, figlio di uno dei pescatori arrestati: «Mio padre è scioccato perchè è la prima volta che ha guai con la giustizia. Mi ha detto che hanno incontrato una barca in pericolo e hanno fatto solo il loro dovere. Non è la prima volta. Chameseddine ha fatto centinaia di salvataggi, portando la gente verso la costa più vicina. Prima ha chiamato la guardia costiera di Lampedusa e di Malta senza avere risposta».

      Mohamed Bourassine, fratello di Chameseddine: «Chameseddine l’ha detto anche alla guardia costiera italiana, se trovassi altre persone in pericolo in mare, lo rifarei».
      La Tunisia ha chiesto il rilascio dei sei pescatori di Zarzis. Sit in per loro davanti alle ambasciate italiane di Tunisi e Parigi. Da anni i pescatori delle due sponde soccorrono migranti con molti rischi. Ramzi Lihiba: «Anche io ho fatto la traversata nel 2008 e sono stato salvato dai pescatori italiani, altrimenti non sarei qui oggi».

      Yesterday, people demonstrated in the streets of Zarzis in solidarity with the Tunisian fishermen arrested by Italian authorities for exercising their solidarity with migrants crossing the sea. Tomorrow, they will be heard in front of a court in Sicily. While rescue NGOs have done an extraordinary job, its important to underline that European citizens do not have the monopoly over solidarity with migrants, and neither are they the only ones being criminalised. The Tunisian fishermen deserve our full support.

    • I pescatori, eroi di Zarzis, in galera

      Il 29 agosto 2018 sei pescatori tunisini sono stati arrestati ad Agrigento, accusati di favoreggiamento dell’immigrazione clandestina, reato punibile fino a quindici anni di carcere. Il loro racconto e quello dei migranti soccorsi parla invece di una barca in panne che prendeva acqua, del tentativo di contattare la Guardia Costiera italiana e infine - dopo una lunga attesa – del trasporto del barchino verso Lampedusa, per aiutare le autorità nelle operazioni di soccorso. Mentre le indagini preliminari sono in corso, vi raccontiamo chi sono questi pescatori. Lo facciamo con Giulia Bertoluzzi, che ha girato il film “Strange Fish” – vincitore al premio BNP e menzione speciale della giuria al festival Visioni dal Mondo - di cui Bourassine è il protagonista, e Valentina Zagaria, che ha vissuto oltre due anni a Zarzis per un dottorato in antropologia.

      Capitano, presidente, eroe. Ecco tre appellativi che potrebbero stare a pennello a Chamseddine Bourassine, presidente della Rete Nazionale della Pesca Artigianale nonché dell’associazione di Zarzis “Le Pêcheur” pour le Développement et l’Environnement, nominata al Premio Nobel per la Pace 2018 per il continuo impegno nel salvare vite nel Mediterraneo. I pescatori di Zarzis infatti, lavorando nel mare aperto tra la Libia e la Sicilia, si trovano da più di quindici anni in prima linea nei soccorsi a causa della graduale chiusura ermetica delle vie legali per l’Europa, che ha avuto come conseguenza l’inizio di traversate con mezzi sempre più di fortuna.
      I frutti della rivoluzione

      Sebbene la legge del mare abbia sempre prevalso per Chamseddine e i pescatori di Zarzis, prima della rivoluzione tunisina del 2011 i pescatori venivano continuamente minacciati dalla polizia del regime di Ben Ali, stretto collaboratore sia dell’Italia che dell’Unione europea in materia di controlli alle frontiere. “Ci dicevano di lasciarli in mare e che ci avrebbero messo tutti in prigione”, spiegava Bourassine, “ma un uomo in mare è un uomo morto, e alla polizia abbiamo sempre risposto che piuttosto saremmo andati in prigione”. In prigione finivano anche i cittadini tunisini che tentavano la traversata e che venivano duramente puniti dal loro stesso governo.

      Tutto è cambiato con la rivoluzione. Oltre 25.000 tunisini si erano imbarcati verso l’Italia, di cui tanti proprio dalle coste di Zarzis. “Non c’erano più né stato né polizia, era il caos assoluto” ricorda Anis Souei, segretario generale dell’Associazione. Alcuni pescatori non lasciavano le barche nemmeno di notte perché avevano paura che venissero rubate, i più indebitati invece tentavano di venderle, mentre alcuni abitanti di Zarzis, approfittando del vuoto di potere, si improvvisavano ‘agenti di viaggi’, cercando di fare affari sulle spalle degli harraga – parola nel dialetto arabo nord africano per le persone che ‘bruciano’ passaporti e frontiera attraversando il Mediterraneo. Chamseddine Bourassine e i suoi colleghi, invece, hanno stretto un patto morale, stabilendo di non vendere le proprie barche per la harga. Si sono rimboccati le maniche e hanno fondato un’associazione per migliorare le condizioni di lavoro del settore, per sensibilizzare sulla preservazione dell’ambiente – condizione imprescindibile per la pesca – e dare una possibilità di futuro ai giovani.

      E proprio verso i più giovani, quelli che più continuano a soffrire dell’alto tasso di disoccupazione, l’associazione ha dedicato diverse campagne di sensibilizzazione. “Andiamo nelle scuole per raccontare quello che vediamo e mostriamo ai ragazzi le foto dei corpi che troviamo in mare, perché si rendano conto del reale pericolo della traversata”, racconta Anis. Inoltre hanno organizzato formazioni di meccanica, riparazione delle reti e pesca subacquea, collaborando anche con diversi progetti internazionali, come NEMO, organizzato dal CIHEAM-Bari e finanziato dalla Cooperazione Italiana. Proprio all’interno di questo progetto è nato il museo di Zarzis della pesca artigianale, dove tra nodi e anforette per la pesca del polipo, c’è una mostra fotografica dei salvataggi in mare intitolata “Gli eroi anonimi di Zarzis”.

      La guerra civile libica

      Con l’inasprirsi della guerra civile libica e l’inizio di veri e propri traffici di esseri umani, le frontiere marittime si sono trasformate in zone al di fuori della legge.
      “I pescatori tunisini vengono regolarmente rapiti dalle milizie o dalle autorità libiche” diceva Bourassine. Queste, una volta sequestrata la barca e rubato il materiale tecnico, chiedevano alle autorità tunisine un riscatto per il rilascio, cosa peraltro successa anche a pescatori siciliani. Sebbene le acque di fronte alla Libia siano le più ricche, soprattutto per il gambero rosso, e per anni siano state zone di pesca per siciliani, tunisini, libici e anche egiziani, ad oggi i pescatori di Zarzis si sono visti obbligati a lasciare l’eldorado dei tonni rossi e dei gamberi rossi, per andare più a ovest.

      “Io pesco nelle zone della rotta delle migrazioni, quindi è possibile che veda migranti ogni volta che esco” diceva Bourassine, indicando sul monitor della sala comandi del suo peschereccio l’est di Lampedusa, durante le riprese del film.

      Con scarso sostegno delle guardie costiere tunisine, a cui non era permesso operare oltre le proprie acque territoriali, i pescatori per anni si sono barcamenati tra il lavoro e la responsabilità di soccorrere le persone in difficoltà che, con l’avanzare del conflitto in Libia, partivano su imbarcazioni sempre più pericolose.

      “Ma quando in mare vedi 100 o 120 persone cosa fai?” si chiede Slaheddine Mcharek, anche lui membro dell’Associazione, “pensi solo a salvare loro la vita, ma non è facile”. Chi ha visto un’operazione di soccorso in mare infatti può immaginare i pericoli di organizzare un trasbordo su un piccolo peschereccio che non metta a repentaglio la stabilità della barca, soprattutto quando ci sono persone che non sanno nuotare. Allo stesso tempo non pescare significa non lavorare e perdere soldi sia per il capitano che per l’equipaggio.
      ONG e salvataggio

      Quando nell’estate del 2015 le navi di ricerca e soccorso delle ONG hanno cominciato ad operare nel Mediterraneo, Chamseddine e tutti i pescatori si sono sentiti sollevati, perché le loro barche non erano attrezzate per centinaia di persone e le autorità tunisine post-rivoluzionarie non avevano i mezzi per aiutarli. Quell’estate, l’allora direttore di Medici Senza Frontiere Foued Gammoudi organizzò una formazione di primo soccorso in mare per sostenere i pescatori. Dopo questa formazione MSF fornì all’associazione kit di pronto soccorso, giubbotti e zattere di salvataggio per poter assistere meglio i rifugiati in mare. L’ONG ha anche dato ai pescatori le traduzioni in italiano e inglese dei messaggi di soccorso e di tutti i numeri collegati al Centro di coordinamento per il soccorso marittimo (MRCC) a Roma, che coordina i salvataggi tra le imbarcazioni nei paraggi pronte ad intervenire, fossero mercantili, navi delle ONG, imbarcazioni militari o della guardia costiera, e quelle dei pescatori di entrambe le sponde del mare. Da quel momento i pescatori potevano coordinarsi a livello internazionale e aspettare che le navi più grandi arrivassero, per poi riprendere il loro lavoro. Solo una settimana dopo la formazione, Gammoudi andò a congratularsi con Chamseddine al porto di Zarzis per aver collaborato con la nave Bourbon-Argos di MSF nel salvataggio di 550 persone.

      Oltre al primo soccorso, MSF ha offerto ai membri dell’associazione una formazione sulla gestione dei cadaveri, fornendo sacchi mortuari, disinfettanti e guanti. C’è stato un periodo durato vari mesi, prima dell’arrivo delle ONG, in cui i pescatori avevano quasi la certezza di vedere dei morti in mare. Nell’assenza di altre imbarcazioni in prossimità della Libia, pronte ad aiutare barche in difficoltà, i naufragi non facevano che aumentare. Proprio come sta succedendo in queste settimane, durante le quali il tasso di mortalità in proporzione agli arrivi in Italia è cresciuto del 5,6%. Dal 26 agosto, nessuna ONG ha operato in SAR libica, e questo a causa delle politiche anti-migranti di Salvini e dei suoi omologhi europei.

      Criminalizzazione della solidarietà

      La situazione però è peggiorata di nuovo nell’estate del 2017, quando l’allora ministro dell’Interno Marco Minniti stringeva accordi con le milizie e la guardia costiera libica per bloccare i rifugiati nei centri di detenzione in Libia, mentre approvava leggi che criminalizzano e limitano l’attività delle ONG in Italia.

      Le campagne di diffamazione contro atti di solidarietà e contro le ONG non hanno fatto altro che versare ancora più benzina sui sentimenti anti-immigrazione che infiammano l’Europa. Nel bel mezzo di questo clima, il 6 agosto 2017, i pescatori di Zarzis si erano trovati in un faccia a faccia con la nave noleggiata da Generazione Identitaria, la C-Star, che attraversava il Mediterraneo per ostacolare le operazioni di soccorso e riportare i migranti in Africa.

      Armati di pennarelli rossi, neri e blu, hanno appeso striscioni sulle barche in una mescolanza di arabo, italiano, francese e inglese: “No Racists!”, “Dégage!”, “C-Star: No gasolio? No acqua? No mangiaro?“.

      Chamseddine Bourassine, con pesanti occhiaie da cinque giorni di lavoro in mare, appena appresa la notizia ha organizzato un sit-in con tanto di media internazionali al porto di Zarzis. I loro sforzi erano stati incoraggiati dalle reti antirazziste in Sicilia, che a loro volta avevano impedito alla C-Star di attraccare nel porto di Catania solo un paio di giorni prima.
      La reazione tunisina dopo l’arresto di Bourassine

      Non c’è quindi da sorprendersi se dopo l’arresto di Chamseddine, Salem, Farhat, Lotfi, Ammar e Bachir l’associazione, le famiglie, gli amici e i colleghi hanno riempito tre pullman da Zarzis per protestare davanti all’ambasciata italiana di Tunisi. La Terre Pour Tous, associazione di famiglie di tunisini dispersi, e il Forum economico e sociale (FTDES) si sono uniti alla protesta per chiedere l’immediato rilascio dei pescatori. Una protesta gemella è stata organizzata anche dalla diaspora di Zarzis davanti all’ambasciata italiana a Parigi, mentre reti di pescatori provenienti dal Marocco e dalla Mauritania hanno rilasciato dichiarazioni di sostegno. Il Segretario di Stato tunisino per l’immigrazione, Adel Jarboui, ha esortato le autorità italiane a liberare i pescatori.

      Nel frattempo Bourassine racconta dalla prigione al fratello: “stavo solo aiutando delle persone in difficoltà in mare. Lo rifarei”.

    • When rescue at sea becomes a crime: who the Tunisian fishermen arrested in Italy really are

      Fishermen networks from Morocco and Mauritania have released statements of support, and the Tunisian State Secretary for Immigration, Adel Jarboui, urged Italian authorities to release the fishermen, considered heroes in Tunisia.

      On the night of Wednesday, August 29, 2018, six Tunisian fishermen were arrested in Italy. Earlier that day, they had set off from their hometown of Zarzis, the last important Tunisian port before Libya, to cast their nets in the open sea between North Africa and Sicily. The fishermen then sighted a small vessel whose engine had broken, and that had started taking in water. After giving the fourteen passengers water, milk and bread – which the fishermen carry in abundance, knowing they might encounter refugee boats in distress – they tried making contact with the Italian coastguard.

      After hours of waiting for a response, though, the men decided to tow the smaller boat in the direction of Lampedusa – Italy’s southernmost island, to help Italian authorities in their rescue operations. At around 24 miles from Lampedusa, the Guardia di Finanza (customs police) took the fourteen people on board, and then proceeded to violently arrest the six fishermen. According to the precautionary custody order issued by the judge in Agrigento (Sicily), the men stand accused of smuggling, a crime that could get them up to fifteen years in jail if the case goes to trial. The fishermen have since been held in Agrigento prison, and their boat has been seized.

      This arrest comes after a summer of Italian politicians closing their ports to NGO rescue boats, and only a week after far-right Interior Minister Matteo Salvini[1] prevented for ten days the disembarkation of 177 Eritrean and Somali asylum seekers from the Italian coastguard ship Diciotti. It is yet another step towards dissuading anyone – be it Italian or Tunisian citizens, NGO or coastguard ships – from coming to the aid of refugee boats in danger at sea. Criminalising rescue, a process that has been pushed by different Italian governments since 2016, will continue to have tragic consequences for people on the move in the Mediterranean Sea.
      The fishermen of Zarzis

      Among those arrested is Chamseddine Bourassine, the president of the Association “Le Pêcheur” pour le Développement et l’Environnement, which was nominated for the Nobel Peace Prize this year for the Zarzis fishermen’s continuous engagement in saving lives in the Mediterranean.

      Chamseddine, a fishing boat captain in his mid-40s, was one of the first people I met in Zarzis when, in the summer of 2015, I moved to this southern Tunisian town to start fieldwork for my PhD. On a sleepy late-August afternoon, my interview with Foued Gammoudi, the then Médecins Sans Frontières (MSF) Head of Mission for Tunisia and Libya, was interrupted by an urgent phone call. “The fishermen have just returned, they saved 550 people, let’s go to the port to thank them.” Just a week earlier, Chamseddine Bourassine had been among the 116 fishermen from Zarzis to have received rescue at sea training with MSF. Gammoudi was proud that the fishermen had already started collaborating with the MSF Bourbon Argos ship to save hundreds of people. We hurried to the port to greet Chamseddine and his crew, as they returned from a three-day fishing expedition which involved, as it so often had done lately, a lives-saving operation.

      The fishermen of Zarzis have been on the frontline of rescue in the Central Mediterranean for over fifteen years. Their fishing grounds lying between Libya – the place from which most people making their way undocumented to Europe leave – and Sicily, they were often the first to come to the aid of refugee boats in distress. “The fishermen have never really had a choice: they work here, they encounter refugee boats regularly, so over the years they learnt to do rescue at sea”, explained Gammoudi. For years, fishermen from both sides of the Mediterranean were virtually alone in this endeavour.
      Rescue before and after the revolution

      Before the Tunisian revolution of 2011, Ben Ali threatened the fishermen with imprisonment for helping migrants in danger at sea – the regime having been a close collaborator of both Italy and the European Union in border control matters. During that time, Tunisian nationals attempting to do the harga – the North African Arabic dialect term for the crossing of the Sicilian Channel by boat – were also heavily sanctioned by their own government.

      Everything changed though with the revolution. “It was chaos here in 2011. You cannot imagine what the word chaos means if you didn’t live it”, recalled Anis Souei, the secretary general of the “Le Pêcheur” association. In the months following the revolution, hundreds of boats left from Zarzis taking Tunisians from all over the country to Lampedusa. Several members of the fishermen’s association remember having to sleep on their fishing boats at night to prevent them from being stolen for the harga. Other fishermen instead, especially those who were indebted, decided to sell their boats, while some inhabitants of Zarzis took advantage of the power vacuum left by the revolution and made considerable profit by organising harga crossings. “At that time there was no police, no state, and even more misery. If you wanted Lampedusa, you could have it”, rationalised another fisherman. But Chamseddine Bourassine and his colleagues saw no future in moving to Europe, and made a moral pact not to sell their boats for migration.

      They instead remained in Zarzis, and in 2013 founded their association to create a network of support to ameliorate the working conditions of small and artisanal fisheries. The priority when they started organising was to try and secure basic social security – something they are still struggling to sustain today. With time, though, the association also got involved in alerting the youth to the dangers of boat migration, as they regularly witnessed the risks involved and felt compelled to do something for younger generations hit hard by staggering unemployment rates. In this optic, they organised training for the local youth in boat mechanics, nets mending, and diving, and collaborated in different international projects, such as NEMO, organised by the CIHEAM-Bari and funded by the Italian Ministry of Foreign Affairs Directorate General for Cooperation Development. This project also helped the fishermen build a museum to explain traditional fishing methods, the first floor of which is dedicated to pictures and citations from the fishermen’s long-term voluntary involvement in coming to the rescue of refugees in danger at sea.

      This role was proving increasingly vital as the Libyan civil war dragged on, since refugees were being forced onto boats in Libya that were not fit for travel, making the journey even more hazardous. With little support from Tunisian coastguards, who were not allowed to operate beyond Tunisian waters, the fishermen juggled their responsibility to bring money home to their families and their commitment to rescuing people in distress at sea. Anis remembers that once in 2013, three fishermen boats were out and received an SOS from a vessel carrying roughly one hundred people. It was their first day out, and going back to Zarzis would have meant losing petrol money and precious days of work, which they simply couldn’t afford. After having ensured that nobody was ill, the three boats took twenty people on board each, and continued working for another two days, sharing food and water with their guests.

      Sometimes, though, the situation on board got tense with so many people, food wasn’t enough for everybody, and fights broke out. Some fishermen recall incidents during which they truly feared for their safety, when occasionally they came across boats with armed men from Libyan militias. It was hard for them to provide medical assistance as well. Once a woman gave birth on Chamseddine’s boat – that same boat that has now been seized in Italy – thankfully there had been no complications.
      NGO ships and the criminalisation of rescue

      During the summer of 2015, therefore, Chamseddine felt relieved that NGO search and rescue boats were starting to operate in the Mediterranean. The fishermen’s boats were not equipped to take hundreds of people on board, and the post-revolutionary Tunisian authorities didn’t have the means to support them. MSF had provided the association with first aid kits, life jackets, and rescue rafts to be able to better assist refugees at sea, and had given them a list of channels and numbers linked to the Maritime Rescue Coordination Centre (MRCC) in Rome for when they encountered boats in distress.

      They also offered training in dead body management, and provided the association with body bags, disinfectant and gloves. “When we see people at sea we rescue them. It’s not only because we follow the laws of the sea or of religion: we do it because it’s human”, said Chamseddine. But sometimes rescue came too late, and bringing the dead back to shore was all the fishermen could do.[2] During 2015 the fishermen at least felt that with more ships in the Mediterranean doing rescue, the duty dear to all seafarers of helping people in need at sea didn’t only fall on their shoulders, and they could go back to their fishing.

      The situation deteriorated again though in the summer of 2017, as Italian Interior Minister Minniti struck deals with Libyan militias and coastguards to bring back and detain refugees in detention centres in Libya, while simultaneously passing laws criminalising and restricting the activity of NGO rescue boats in Italy.

      Media smear campaigns directed against acts of solidarity with migrants and refugees and against the work of rescue vessels in the Mediterranean poured even more fuel on already inflamed anti-immigration sentiments in Europe.

      In the midst of this, on 6 August 2017, the fishermen of Zarzis came face to face with a far-right vessel rented by Generazione Identitaria, the C-Star, cruising the Mediterranean allegedly on a “Defend Europe” mission to hamper rescue operations and bring migrants back to Africa. The C-Star was hovering in front of Zarzis port, and although it had not officially asked port authorities whether it could dock to refuel – which the port authorities assured locals it would refuse – the fishermen of Zarzis took the opportunity to let these alt-right groups know how they felt about their mission.

      Armed with red, black and blue felt tip pens, they wrote in a mixture of Arabic, Italian, French and English slogans such as “No Racists!”, “Dégage!” (Get our of here!), “C-Star: No gasoil? No acqua? No mangiato?” ?” (C-Star: No fuel? No water? Not eaten?), which they proceeded to hang on their boats, ready to take to sea were the C-Star to approach. Chamseddine Bourassine, who had returned just a couple of hours prior to the impending C-Star arrival from five days of work at sea, called other members of the fishermen association to come to the port and join in the peaceful protest.[3] He told the journalists present that the fishermen opposed wholeheartedly the racism propagated by the C-Star members, and that having seen the death of fellow Africans at sea, they couldn’t but condemn these politics. Their efforts were cheered on by anti-racist networks in Sicily, who had in turn prevented the C-Star from docking in Catania port just a couple of days earlier.

      It is members from these same networks in Sicily together with friends of the fishermen in Tunisia and internationally that are now engaged in finding lawyers for Chamseddine and his five colleagues.

      Their counterparts in Tunisia joined the fishermen’s families and friends on Thursday morning to protest in front of the Italian embassy in Tunis. Three busloads arrived from Zarzis after an 8-hour night-time journey for the occasion, and many others had come from other Tunisian towns to show their solidarity. Gathered there too were members of La Terre Pour Tous, an association of families of missing Tunisian migrants, who joined in to demand the immediate release of the fishermen. A sister protest was organised by the Zarzis diaspora in front of the Italian embassy in Paris on Saturday afternoon. Fishermen networks from Morocco and Mauritania also released statements of support, and the Tunisian State Secretary for Immigration Adel Jarboui urged Italian authorities to release the fishermen, who are considered heroes in Tunisia.

      The fishermen’s arrest is the latest in a chain of actions taken by the Italian Lega and Five Star government to further criminalise rescue in the Mediterranean Sea, and to dissuade people from all acts of solidarity and basic compliance with international norms. This has alarmingly resulted in the number of deaths in 2018 increasing exponentially despite a drop in arrivals to Italy’s southern shores. While Chamseddine’s lawyer hasn’t yet been able to visit him in prison, his brother and cousin managed to go see him on Saturday. As for telling them about what happened on August 29, Chamseddine simply says that he was assisting people in distress at sea: he’d do it again.

      Arrêtés après avoir tracté une embarcation de quatorze migrants jusqu’au large de Lampedusa, un capitaine tunisien et son équipage sont soupçonnés d’être des passeurs. Alors qu’en Tunisie, ils sont salués comme des sauveurs.

      Les six pêcheurs ont pu reprendre la mer afin de regagner Zarzis, dans le sud tunisien. Les familles n’ont pas caché leur soulagement. Un accueil triomphal, par des dizaines de bateaux au large du port, va être organisé, afin de saluer le courage de ces sauveteurs de migrants à la dérive.

      Et peu importe si l’acte est dénoncé par l’Italie. Leurs amis et collègues ne changeront pas leurs habitudes de secourir toute embarcation en danger.

      A l’image de Rya, la cinquantaine, marin pêcheur à Zarzis qui a déjà sauvé des migrants en perdition et ne s’arrêtera pas : « Il y a des immigrés, tous les jours il y en a. De Libye, de partout. Nous on est des pêcheurs, on essaie de sauver les gens. C’est tout, c’est très simple. Nous on ne va pas s’arrêter, on va sauver d’autres personnes. Ils vont nous mettre en prison, on est là, pas de problème. »

      Au-delà du soulagement de voir rentrer les marins au pays, des voix s’élèvent pour crier leur incompréhension. Pour Halima Aissa, présidente de l’Association de recherche des disparus tunisiens à l’étranger, l’action de ce capitaine de pêche ne souffre d’aucune légitimité : « C’est un pêcheur tunisien, mais en tant qu’humaniste, si on trouve des gens qui vont couler en mer, notre droit c’est de les sauver. C’est inhumain de voir des gens mourir et de ne pas les sauver, ça c’est criminel. »

      Ces arrestations, certes suivies de libérations, illustrent pourtant la politique du nouveau gouvernement italien, à en croire Romdhane Ben Amor, du Forum tunisien des droits économiques et sociaux qui s’inquiète de cette nouvelle orientation politique : « Ça a commencé par les ONG qui font des opérations de sauvetage dans la Méditerranée et maintenant ça va vers les pêcheurs. C’est un message pour tous ceux qui vont participer aux opérations de sauvetage. Donc on aura plus de danger dans la mer, plus de tragédie dans la mer. » Pendant ce temps, l’enquête devrait se poursuivre encore plusieurs semaines en Italie.

      ■ Dénoncés par Frontex

      Détenus dans une prison d’Agrigente depuis le 29 août, les six pêcheurs tunisiens qui étaient soupçonnés d’aide à l’immigration illégale ont retrouvé leur liberté grâce à la décision du tribunal de réexamen de Palerme. L’équivalent italien du juge des libertés dans le système français.

      Le commandant du bateau de pêche, Chamseddine Bourassine, président de l’association des pêcheurs de Zarzis, ville du sud de la Tunisie, avait été arrêté avec les 5 membres d’équipage pour avoir secouru au large de l’île de Lampedusa une embarcation transportant 14 migrants.

      C’est un #avion_de_reconnaissance, opérant pour l’agence européenne #Frontex, qui avait repéré leur bateau tractant une barque et averti les autorités italiennes, précise notre correspondante à Rome, Anne Le Nir.

      En Méditerranée, le sauvetage des candidats à l’exil et les politiques européennes de protection des frontières ont un impact direct sur le village de pêcheurs de #Zarzis, dans le sud de la Tunisie. Dans le code de la mer, les pêcheurs tout comme les gardes nationaux ont l’obligation de sauver les personnes en détresse en mer. Aujourd’hui, ce devoir moral pousse les pêcheurs à prendre des risques, et à se confronter aux autorités européennes.

      Chemssedine Bourassine a été arrêté fin août 2018 avec son équipage par les autorités italiennes. Ce pêcheur était accusé d’avoir fait le passeur de migrants car il avait remorqué un canot de 14 personnes en détresse au large de Lampedusa. Lui arguait qu’il ne faisait que son devoir en les aidant, le canot étant à la dérive, en train de couler, lorsqu’il l’avait trouvé.

      Revenu à bon port après trois mois sans son navire, confisqué par les autorités italiennes, cet épisode pèse lourd sur lui et ses compères. Nos reporters Lilia Blaise et Hamdi Tlili sont allés à la rencontre de ces pêcheurs, pour qui la mer est devenue une source d’inquiétudes.

    • Les pêcheurs tunisiens, sauveurs d’hommes en Méditerranée

      Lorsque Chamseddine Bourassine a vu l’embarcation de 69 migrants à la dérive au large de la Tunisie, il a appelé les secours et continué à pêcher. Mais deux jours plus tard, au moment de quitter la zone, il a bien fallu les embarquer.

      Les pêcheurs tunisiens se retrouvent de plus en plus seuls pour secourir les embarcations clandestines quittant la Libye voisine vers l’Italie, en raison des difficultés des ONG en Méditerranée orientale et du désengagement des navires militaires européens.

      Le 11 mai, les équipages de M. Bourassine et de trois autres pêcheurs ont ramené à terre les 69 migrants partis cinq jours plus tôt de Zouara dans l’ouest libyen.

      « La zone où nous pêchons est un point de passage » entre Zouara et l’île italienne de Lampedusa, souligne Badreddine Mecherek, un patron de pêche de Zarzis (sud), port voisin de la Libye plongée dans le chaos et plaque tournante pour les migrants d’Afrique, mais aussi d’Asie.

      Au fil des ans, la plupart des pêcheurs de Zarzis ont ramené des migrants, sauvant des centaines de vies.

      Avec la multiplication de départs après l’hiver, les pêcheurs croisent les doigts pour ne être confrontés à des tragédies.

      « On prévient d’abord les autorités, mais au final on les sauve nous-mêmes », soupire M. Mecherek, quinquagénaire bougonnant, en bricolant le Asil, son sardinier.

      La marine tunisienne, aux moyens limités, se charge surtout d’intercepter les embarcations clandestines dans ses seules eaux territoriales.

      Contactées par l’AFP pour commenter, les autorités tunisiennes n’ont pas souhaité s’exprimer. Celles-ci interdisent depuis le 31 mai le débarquement de 75 migrants sauvés de la noyade dans les eaux internationales, sans avancer de raisons.

      – « Comme un ange » -

      « Tout le monde s’est désengagé », déplore M. Mecherek.

      « Si nous trouvons des migrants au deuxième jour (de notre sortie en mer), nous avons pu travailler une nuit, mais si nous tombons sur eux dès la première nuit, il faut rentrer », ajoute-t-il. « C’est très compliqué de terminer le travail avec des gens à bord ».

      La situation est particulièrement complexe quand les pêcheurs tombent sur des migrants à proximité de l’Italie.

      M. Bourassine, qui a voulu rapprocher des côtes italiennes une embarcation en détresse mi-2018 au large de Lampedusa, a été emprisonné quatre semaines avec son équipage en Sicile et son bateau confisqué pendant de longs mois.

      Ces dernières années, les navires des ONG et ceux de l’opération antipasseurs européenne Sophia étaient intervenus pour secourir les migrants. Mais les opérations ont pâti en 2019 de la réduction du champ d’action de Sophia et des démarches contre les ONG des Etats européens cherchant à limiter l’arrivée des migrants.

      « Avec leurs moyens, c’était eux qui sauvaient les gens, on arrivait en deuxième ligne. Maintenant le plus souvent on est les premiers, et si on n’est pas là, les migrants meurent », affirme M. Mecherek.

      C’est ce qui est arrivé le 10 mai. Un chalutier a repêché de justesse 16 migrants ayant passé huit heures dans l’eau. Une soixantaine s’étaient noyés avant son arrivée.

      Ahmed Sijur, l’un des miraculés, se souvient de l’arrivée du bateau, comme « un ange ».

      « J’étais en train d’abandonner mais Dieu a envoyé des pêcheurs pour nous sauver. S’ils étaient arrivés dix minutes plus tard, je crois que j’aurais lâché », explique ce Bangladais de 30 ans.

      – « Pas des gens » ! -

      M. Mecherek est fier mais inquiet. « On aimerait ne plus voir tous ces cadavres. On va pêcher du poisson, pas des gens » !.

      « J’ai 20 marins à bord, il disent +qui va faire manger nos familles, les clandestins ?+ Et ils ont peur des maladies, parfois des migrants ont passé 15-20 jours en mer, ils ne se sont pas douchés, il y a des odeurs, c’est compliqué ». « Mais nos pêcheurs ne laisseront jamais des gens mourir ».

      Pour Mongi Slim, responsable du Croissant-Rouge tunisien, « les pêcheurs font pratiquement les gendarmes de la mer et peuvent alerter. Des migrants nous disent que certains gros bateaux passent » sans leur porter secours.

      Même les gros thoniers de Zarzis, sous pression pour pêcher leur quota en une sortie annuelle, reconnaissent éviter parfois d’embarquer les migrants mais assurent qu’ils ne les abandonnent pas sans secours.

      « On signale les migrants, mais on ne peut pas les ramener à terre : on n’a que quelques semaines pour pêcher notre quota », souligne un membre d’équipage.

      Double peine pour les sardiniers : les meilleurs coins de pêche au large de l’ouest libyen leur sont inaccessibles car les gardes-côtes et les groupes armés les tiennent à l’écart.

      « Ils sont armés et ils ne rigolent pas », explique M. Mecherek. « Des pêcheurs se sont fait arrêter », ajoute-t-il, « nous sommes des témoins gênants ».

      Pour M. Bourassine « l’été s’annonce difficile : avec la reprise des combats en Libye, les trafiquants sont de nouveau libres de travailler, il risque d’y avoir beaucoup de naufrages ».

    • Les pêcheurs tunisiens, désormais en première ligne pour sauver les migrants en Méditerranée

      Les embarcations en péril sont quasiment vouées à l’abandon avec le recul forcé des opérations de sauvetage des ONG et de la lutte contre les passeurs.

      Lorsque Chamseddine Bourassine a vu l’embarcation de 69 migrants à la dérive au large de la Tunisie, il a appelé les secours et continué à pêcher. Mais, deux jours plus tard, au moment de quitter la zone, il a bien fallu les embarquer puisque personne ne leur était venu en aide.

      Les pêcheurs tunisiens se retrouvent de plus en plus seuls pour secourir les embarcations clandestines quittant la Libye voisine vers l’Italie, en raison des difficultés des ONG en Méditerranée orientale et du désengagement des navires militaires européens.

      Le 11 mai, les équipages de M. Bourassine et de trois autres pêcheurs ont ramené à terre les 69 migrants partis cinq jours plus tôt de Zouara, dans l’Ouest libyen. « La zone où nous pêchons est un point de passage » entre Zouara et l’île italienne de Lampedusa, explique Badreddine Mecherek, un patron de pêche de Zarzis (sud). Le port est voisin de la Libye, plongée dans le chaos et plaque tournante pour les migrants d’Afrique, mais aussi d’Asie.
      « Tout le monde s’est désengagé »

      Au fil des ans, la plupart des pêcheurs de Zarzis ont ramené des migrants, sauvant des centaines de vies. Avec la multiplication de départs après l’hiver, les pêcheurs croisent les doigts pour ne pas être confrontés à des tragédies. « On prévient d’abord les autorités, mais au final on les sauve nous-mêmes », soupire M. Mecherek, quinquagénaire bougonnant, en bricolant le Asil, son sardinier.

      La marine tunisienne, aux moyens limités, se charge surtout d’intercepter les embarcations clandestines dans ses seules eaux territoriales. Contactées par l’AFP pour commenter, les autorités tunisiennes n’ont pas souhaité s’exprimer. Celles-ci interdisent depuis le 31 mai le débarquement de 75 migrants sauvés de la noyade dans les eaux internationales, sans avancer de raisons.

      « Tout le monde s’est désengagé, déplore M. Mecherek. Si nous trouvons des migrants au deuxième jour de notre sortie en mer, cela nous laisse le temps de travailler une nuit. Mais si nous tombons sur eux dès la première nuit, il faut rentrer. C’est très compliqué de terminer le travail avec des gens à bord. »

      La situation est particulièrement complexe quand les pêcheurs tombent sur des migrants à proximité de l’Italie. M. Bourassine, qui avait voulu rapprocher des côtes italiennes une embarcation en détresse mi-2018 au large de Lampedusa, a été emprisonné quatre semaines en Sicile avec son équipage et son bateau, confisqué pendant de longs mois.
      « Un ange »

      Ces dernières années, les navires des ONG et ceux de l’opération européenne antipasseurs Sophia intervenaient pour secourir les migrants. Mais ces manœuvres de sauvetage ont pâti en 2019 de la réduction du champ d’action de Sophia et des démarches engagées contre les ONG par des Etats européens qui cherchent à limiter l’arrivée des migrants.

      « Avec leurs moyens, c’était eux qui sauvaient les gens, on arrivait en deuxième ligne. Maintenant, le plus souvent, on est les premiers, et si on n’est pas là, les migrants meurent », affirme M. Mecherek.

      C’est ce qui est arrivé le 10 mai. Un chalutier a repêché de justesse 16 migrants ayant passé huit heures dans l’eau. Une soixantaine d’entre eux s’étaient noyés avant son arrivée.

      Ahmed Sijur, l’un des miraculés, se souvient de l’arrivée du bateau, comme d’« un ange ». « J’étais en train d’abandonner, mais Dieu a envoyé des pêcheurs pour nous sauver. S’ils étaient arrivés dix minutes plus tard, je crois que j’aurais lâché », explique ce Bangladais de 30 ans.

      M. Mecherek est fier mais inquiet : « On aimerait ne plus voir tous ces cadavres. On va pêcher du poisson, pas des gens ! ». « J’ai vingt marins à bord, explique-t-il encore. Ils disent “Qui va faire manger nos familles, les clandestins ?” Et ils ont peur des maladies, parfois des migrants ont passé quinze à vingt jours en mer, ils ne se sont pas douchés. C’est compliqué, mais nos pêcheurs ne laisseront jamais des gens mourir. » Les petits chalutiers ont donc pris l’habitude d’emporter de nombreux gilets de sauvetage avant leur départ en mer.
      « L’été s’annonce difficile »

      Pour Mongi Slim, responsable du Croissant-Rouge tunisien, « les pêcheurs sont devenus en pratique les gendarmes de la mer et peuvent alerter. Des migrants nous disent que certains gros bateaux passent » sans leur porter secours.

      Les gros thoniers de Zarzis, sous pression pour pêcher leur quota en une seule sortie annuelle, reconnaissent éviter parfois d’embarquer les migrants, mais assurent qu’ils ne les abandonnent pas sans secours. « On signale les migrants, mais on ne peut pas les ramener à terre : on n’a que quelques semaines pour pêcher notre quota », explique un membre d’équipage.

      Double peine pour les sardiniers : les meilleurs coins de pêche au large de l’Ouest libyen leur sont devenus inaccessibles, car les garde-côtes et les groupes armés les tiennent à l’écart. « Ils sont armés et ils ne rigolent pas, témoigne M. Mecherek. Des pêcheurs se sont fait arrêter. Nous sommes des témoins gênants. »

      Pour M. Bourassine, « l’été s’annonce difficile : avec la reprise des combats en Libye, les trafiquants sont de nouveau libres de travailler, il risque d’y avoir beaucoup de naufrages ».

  • Sudan, Libya, Chad and Niger sign border protection agreement

    The Foreign Minister for the Libyan Government of National Accord, Mohamed Taher Siala, said an agreement to control and monitor borders among Libya, Sudan, Chad and Niger has been signed in Ndjamena.

    In a statement issued on Friday, Siala said the agreement was reached to promote cooperation, to protect the joint borders and in order to achieve peace, security, economic and social development.

    He said the agreement would enhance joint efforts of the four countries to secure the borders, stressing Libya’s keenness to support all efforts to fight against terrorism, illegal migration, human trafficking and all forms of cross-border crime.

    In a meeting held last April, Sudan, Chad, Libya and Niger agreed to “coordinate the actions” of their armed forces to fight against the transnational “crime” in the region.

    The four countries agreed “on the establishment of a cooperation mechanism for border security and the fight against transnational organized crime”.

    Al-Qaeda in the Maghreb and Boko Haram pose a serious threat to Niger and Chad while Sudan seeks to prevent trafficking of arms to Darfur and migration of mercenaries to Libya.

    Sudan is not part of the multi-national military force in Africa’s Sahel region dubbed “#G5_Sahel force” which includes Chad, Niger, Mali, Burkina Faso and Mauritania.

    The UN-backed force is tasked with policing the Sahel region in collaboration with 4,000 French troops deployed there since intervening in 2013 to fight an insurgency in northern Mali.

    Exxon Mobil Corp. got such a “favorable” deal from Guyana, home to the biggest new deepwater oil play, that the tiny South American country should rewrite its tax laws, the International Monetary Fund said.

    While Guyana should honor the existing deal, future contracts should ensure the state gets a higher portion of crude proceeds, the fund said in a report seen by Bloomberg News. The country, South America’s third poorest with an average per capita income of around $4,000, has little experience of dealing with multinational behemoths such as Exxon.

    Terms of the 2016 contract “are relatively favorable to investors by international standards,” the IMF said in a report prepared for Guyanese officials. “Existing production sharing agreements appear to enjoy royalty rates well below of what is observed internationally.

    Open Oil, a Berlin-based company that advocates contract transparency, also found Guyana’s share of the #Stabroek was low compared with both established and early-stage producing countries. Guyana will receive 52 percent of positive cash flow over the life of Exxon’s initial project, compared with between 63 percent and 72 percent for developments in Liberia, Mauritania, Ghana, Senegal and Papua New Guinea, it said in a March report.

    The Exxon contract, which was published on a government website last year, provides Guyana with a 2 percent royalty on sales and 50 percent of profitable oil, once costs are repaid. Exxon and its partners can only deduct three-quarters of their costs each year, giving the government some cash in the first years of the project.

    L’ONU, l’Union Européenne et l’Union Africaine se sont données rendez-vous ce 04 novembre à Addis Abeba au siège de l’organisation panafricaine pour la mise en œuvre d’un plan de #rapatriement de migrants bloqués en Libye en partenariat avec l’Organisation Internationale pour les Migrations (l’#OIM).

    Il s’agira d’abord pour les organisations régionales et internationales de mettre en place « une #cellule_opérationnelle » qui coordonnera le rapatriement de 15.000. Ensuite, mobiliser le fonds pour la réussite de cette opération.

    A cet effet, le #Maroc a fait une promesse, celle de contribuer au transport des migrants et le #Rwanda d’accueillir 3000 qui ne veulent pas retourner dans leur pays d’origine.

      Rwanda says no to migrant deportation

      Rwanda recently declared that it is willing to host as many as 30,000 African migrants currently trapped in Libya and being sold openly in modern-day slave markets. A tiny, densely populated African country recovering from the trauma of genocide, Rwanda was the first country to offer asylum to these unfortunate victims of human traffickers.

      Contrary to reports in Israel that Israel had already signed a formal agreement with Rwanda, Rwandan Foreign Minister Louise Mushikiwaboo in an interview this week with Rwanda’s New Times noted that Rwanda and Israel are still negotiating the conditions for accepting Israel’s African asylum seekers.

      Mushikiwaboo made it clear that Rwanda would not accept forced migration from Israel. “We have had discussions with Israel on receiving some of the immigrants and asylum seekers from this part of Africa who are willing to come to Rwanda,” he noted. “If they are comfortable to come here, we would be willing to accommodate them.” Rwanda offered to host 10,000 African asylum seekers from Israel.

    • One year of EU partnership with IOM: migrants protection and reintegration in Africa

      The objective was clear: to respond to the urgent protection needs and unacceptable loss of life of migrants along the Central Mediterranean migration route while addressing the challenges faced by returning migrants and their communities in countries of origin.

      Fourteen countries have been involved: Burkina Faso, Cameroon, Chad, Gambia, Ghana, Guinea-Bissau, Guinea, Mali, Mauritania, Niger, Nigeria, Senegal, Côte d’Ivoire and Libya. And so far, nearly 20 000 vulnerable migrants have been assisted through this initiative.

      “Libya… not easy to come and not easy to leave”, a group of fellow stranded Nigerians warned Debbie, probably too late.

      Debbie is one of the 15000 migrants that have been voluntarily returned to their countries thanks to the joint European Union and UN Migration agency’s effort launched a year ago to save lives and improve conditions for migrants along the migration routes and for those stranded in Libya.

      She dreamt of becoming a fashion designer and a lady from her church told her she could earn more money as a tailor in Libya than in Nigeria. So Debbie paid a smuggler to cross the desert. Many of her companions died along the route. When she finally got to Libya she was arrested at the hospital because she did not have travel documents. She was there to give birth to her twin babies and only one survived.

      Through the joint initiative, Debbie was offered a flight home to Nigeria, sewing machines and material to launch her fashion designer dream.

      Rwanda Offers to Host African Migrants Stranded in Libya

      In an unusual gesture that could partly reverse a more familiar northward odyssey toward Europe, Rwanda offered on Thursday to house or help repatriate some of the thousands of African migrants being held in Libya and reportedly auctioned there as slaves.

      A statement from the country’s Foreign Ministry said Rwanda was “horrified” that “African men women and children who were on the road to exile have been held and turned into slaves.”

      “Given Rwanda’s political philosophy and our own history, we cannot remain silent when human beings are being mistreated and auctioned off like cattle,” the statement said. The evocation of Rwanda’s history apparently referred to bloodletting in 1994 when more than 800,000 people perished in an ethnically driven genocide.

      “We may not be able to welcome everyone but our door is wide open,” the Foreign Ministry said.

      The statement did not say how many people might be taken in by Rwanda, a small, landlocked country of 12 million in east-central Africa that ranks as one of the continent’s most densely populated.

      But Moussa Faki Mahamat, the newly appointed head of the African Union, the continent’s biggest representative body, said on Twitter that Rwanda had offered to resettle as many as 30,000 migrants.

      Mr. Mahamat said he was “deeply appreciative” of the offer.

      Libya has in recent years become a leading entrepôt for migrants from Africa seeking passage to Italy in vessels operated by smugglers. The migrants have long been known to live in squalid conditions as they wait to board ramshackle and unseaworthy vessels. Thousands have drowned when the boats sank or capsized. Many others have reached Italy or been rescued on the way.

      Since CNN broadcast footage of bidding and the sale of African migrants in Libya, an international outcry has gathered in volume.

      On Monday, António Guterres, the secretary general of the United Nations, said he was horrified by the images.

      “Slavery has no place in our world, and these actions are among the most egregious abuses of human rights and may amount to crimes against humanity,” Mr. Guterres said in a statement.

      Mr. Guterres said the reported auction of slaves “also reminds us of the need to address migration flows in a comprehensive and humane manner,” including “enhanced international cooperation in cracking down on smugglers and traffickers and protecting the rights of victims.”

      Last weekend, hundreds of protesters gathered outside the Libyan Embassy in Paris chanting, “Put an end to the slavery and concentration camps in Libya.”

      Many of the African migrants in Libya began their journeys in West Africa or the Horn of Africa to escape poverty and upheaval. According to the International Organization for Migration, almost 9,000 migrants have been helped to return to their home countries this year.

      Rwanda offers refuge to enslaved Libya migrants
      Rwanda has offered to give refuge to around 30,000 African migrants stuck in Libya often in enslaved conditions.

      It comes in the wake of a video, released by CNN last week, showing men being auctioned off as farm workers.

      “Given our own history... we cannot remain silent when human beings are being mistreated and auctioned off like cattle,” the foreign ministry said.

      Hundreds of thousands of Africans travel through Libya every year as they try to make their way to Europe.

      They are often held by smugglers and forced to work for little or no money.

      During Rwanda’s 1994 genocide, some 800,000 ethnic Tutsis and moderate Hutu were massacred in 100 days while most countries did little to help.

      “Rwanda, like the rest of the world, was horrified by the images of the tragedy currently unfolding in Libya, where African men, women and children who were on the road to exile, have been held and turned into slaves,” the foreign ministry statement said.

      Foreign Minister Louise Mushikiwabo said Rwanda was a small country but it would find space.

      She told the pro-government New Times newspaper that Rwanda was in talks with African Union (AU) Commission to determine how to intervene and resettle them.

      “What I expect and know is that Rwandans will welcome these people. As Rwandans we are sensitive to people who are helpless and have no way of protecting themselves. It is something that is deep in ourselves, we take pride in human beings,” the paper quotes her as saying.

      The minister also said negotiations were also continuing with Israel about accommodating African migrants seeking asylum there.

      Last week, the AU expressed outrage after the footage emerged appearing to show slave markets in Libya.

      Youths from Niger and other sub-Saharan countries were seen being sold to buyers for about $400 (£300) at undisclosed locations in Libya.

      In April, the International Organization for Migration (IOM) said it had gathered evidence of slavery in Libya.

      Smugglers hold migrants for ransom and if their families could not pay, they were sold off at different prices depending on their qualifications, an IOM official in Libya said.

      Trois nouveaux programmes d’un montant de 29,6 millions d’euros ont été adoptés dans le cadre du Fonds fiduciaire d’urgence de l’UE pour l’Afrique. Ces programmes complètent l’action de l’UE visant à relever les défis de la migration en Méditerranée. Ces nouveaux programmes intensifieront le travail en cours de l’UE pour renforcer la protection des migrants, soutenir leur réintégration durable et permettre une augmentation du nombre de retours volontairement assistés depuis la Libye. Ils contribueront également à la lutte contre les réseaux criminels dans la région.

      Three new programmes worth €29.6 million have been adopted in the framework of the EU Trust Fund for Africa as part of EU work in addressing migration challenges in the Mediterranean. A set of priorities for 2018 have also been agreed.

      These new programmes will step up the EU’s ongoing work to strengthening protection of migrants, support sustainable reintegration and provide assisted voluntary returns. The programmes will also contribute to fight criminal networks across the region.

      High Representative/Vice-President Federica Mogherini said: “Last week we established a joint EU/AU/UN Task Force to accelerate our work to protect migrants and refugees and fight the criminal networks. With these new programmes, we will step up our commitments, save lives, guarantee the respect of human rights and of international standards, provide alternatives to those wishing to return to their homes and support to host communities. We already assisted over 14,000 people stranded in Libya to return and will support an additional 15,000 returns by February 2018. And we will support our partners to counter traffickers and smugglers, assisting them in bringing peace and security to the region.”

      Commissioner for European Neighbourhood Policy and Enlargement Negotiations Johannes Hahn said: “The current challenges in the Mediterranean Sea remain a top priority for the European Union. The EU Trust Fund for Africa continues to take action to tackle the root causes of irregular migration and to defend the rights of people who risk falling into the hands of traffickers and smugglers. With our new programmes, we will help dismantle criminal networks in North of Africa, support migrants who wish to return to their home countries and facilitate access for migrants to legal advice. We will also promote socio-economic integration in Morocco and will foster socio-economic development of the Libyan Municipalities”.

      Regional programme - Facility for Migrant Protection and Reintegration in North Africa, €10 million

      This programme will be implemented by the International Organisation for Migration (IOM), and will further contribute to the ongoing efforts under the assistance voluntary return scheme. It will strengthen protection of migrants, support sustainable reintegration systems in North Africa and provide assisted voluntary return to migrants wishing to return to their home from Northern Africa. This Facility is conceived as a regional flexible mechanism able to adapt to the specific needs of the countries. This is yet another action towards enhancing support to stranded migrants as well as reinforcing national return and reintegration systems across the North of Africa region.

      Regional programme - Dismantling the criminal networks operating in North Africa and involved in migrant smuggling and human trafficking, €15 million

      This project will focus on regional dimension of fight against smugglers and traffickers. It will target the public sector of the countries in the region (in particular the Ministries of Interior, Justice, Finance, and Health). Under this programme, implemented by the United Nations Office on Drugs and Crime (UNODC), capacity-building as well as light equipment, such as IT and forensic tools, will be provided to actors dealing with law enforcement and criminal justice. The final beneficiaries will be the general public, victims of trafficking, smuggled migrants, and families of the latter two categories.

      Morocco - Legal Empowerment for migrants, €4.58 million

      This programme implemented by the Belgian Technical Cooperation will reinforce the protection and resilience of migrants and refugees, displaced persons and host communities in Morocco. Whilst strengthening awareness on their rights and access to legal counselling, the project will also contribute to promote the socio-economic integration of migrants and facilitate migrants’ integration in the Moroccan society. This is a new very specific action complementing the EU support to the implementation of the Moroccan National Strategy on Migration (SNIA). The programme will support actors who help migrants and refugees access to their rights, such as lawyers, students, civil society associations and justice staff. It will develop and create legal clinics in Rabat, Casablanca, Tanger and Oujda.

      Objectives for 2018

      The Commission also outlined the priorities of the EUTF/North of Africa window for 2018. The situation in Libya will remain a top priority, with on the one hand increased efforts for the protection of migrants and refugees, including through the support for additional assisted voluntary returns and support for evacuation of the most vulnerable ones (in line with the recent decision of the EU-African Union summit); and on the other hand support to host communities. More specifically, funding will be provided to the UNHCR’s evacuation mechanism through the EUTF and discussions with the IOM on additional measures under the assisted voluntary return scheme are being finalised. The Commission is also working together with Italy on a new initiative to be presented to the Operational Committee early in 2018, which is aimed at fostering the socio-economic development of the Libyan Municipalities, on the basis of needs of local authorities and in close coordination with the PC/Government of National Accord (GNA).

Così titolava il settimanale tedesco Der Spiegel alla vigilia del Summit di Abidjan di fine novembre, evidenziando un problema crescente nell’approccio europeo al contenimento dei flussi migratori: come reperire le risorse con cui finanziare il Fondo fiduciario per l’Africa. Perché se da un lato aumentano obiettivi e programmi da finanziare, dall’altro non cresce il coinvolgimento economico dei governi europei.

    • A ‘blind spot’ in the migration debate? International responsibility of the EU and its Member States for cooperating with the Libyan coastguard and militias

      The discussion on the restrictive migration management policies of the European Union (EU) and its Member States (MS) has so far focused on the potential violation of the primary rules of international law that determine the conduct of subjects of international law. The question of applicability of the secondary rules of international responsibility that provide for the consequences of the commitment of a wrongful act has attracted less attention. The main question in the current context is whether the cooperation of the EU and its MS with the Libyan coastguard and militias with the view of stemming irregular migration flows to Europe generates international responsibility for the above actors. More specifically, it is asked whether there is an autonomous basis in the law of international responsibility for holding the EU and its the MS responsible for the violations of human rights occurring in Libya, even if they do not exercise directly jurisdiction over migrants. Three aspects of this theme will be developed here: first, the nature and scope of the cooperation of the EU and its MS, in particular Italy, with the Libyan authorities, coastguard and militias in view of restricting the access of migrants to the EU; second, the extent of human rights violations of migrants in Libya; and third, the alleged complicity and responsibility of the EU and MS for the violations of these rights.

    • L’Europe affirme que la formation des gardes-côtes libyens avance

      La formation des gardes-côtes libyens, notamment pour le sauvetage de migrants, avance, a déclaré jeudi à Tunis le commandant de l’opération navale européenne Sophia, chargée de lutter contre les passeurs.

      « La formation se passe bien », a affirmé Enrico Credendino, commandant de la force navale européenne en Méditerranée (Sophia).

      « Les gardes-côtes libyens ont été très actifs, en particulier au cours du second semestre 2017. Ils ont secouru beaucoup de migrants, presque 18.000 alors qu’en 2015 par exemple, ils en avaient secouru seulement 800 », a-t-il précisé.

      Lancée en 2015 par l’UE, l’opération navale Sophia est chargée de lutter contre les passeurs et de former les gardes-côtes libyens.

      Sa mission a été reconduite en juillet par le Conseil européen jusqu’en décembre 2018.

      Déchirée par les rivalités entre groupes armés et les autorités qui se disputent le pouvoir, la Libye a sombré dans le chaos depuis la chute du régime de Mouammar Kadhafi en 2011.

      Des centaines de milliers de migrants, certains fuyant des conflits, d’autres la pauvreté tentent de traverser la Méditerranée depuis la Libye pour rejoindre l’Europe. Depuis le début de l’année, au moins 337 d’entre eux sont morts ou disparus au large de la Libye, selon l’Organisation internationale des migrations.

    • Migranti, gli occhi della Libia sui radar europei nel Mediterraneo

      A dicembre 2016 un ufficiale di collegamento della guardia costiera libica è entrato nel cuore del #Sea_Horse_Mediterranean_Network, il sistema di monitoraggio dell’Unione per il controllo delle frontiere Sud del Mediterraneo e che vede in prima linea l’Italia. Ma il governo libico era ritenuto inaffidabile dalla Commissione Ue nel 2015 ed escluso dal progetto. Ora perché è coinvolto? E a quale titolo?

      Occhi elettronici. Radar potenti e sofisticati. Satelliti militari in grado di scansionare ogni centimetro quadrato del Mediterraneo centrale, quel pezzo di mare tra la Libia e l’Italia divenuto tomba per migliaia di migranti, morti mentre cercavano di fuggire alle guerre dei loro paesi e alle torture dei carcerieri libici. Mezzi straordinariamente potenti, soprattutto se messi in rete, formando un flusso di dati in grado di salvare vite – avvistando ogni piccolo gommone che tenta la traversata – e di bloccare i traffici. Non solo di esseri umani, ma anche di petrolio, droga, armi. Si chiama Sea Horse Mediterranean Network ed è l’asset più prezioso della rete di controllo della frontiera sud dell’Europa.

      Un progetto costato milioni di euro, promosso direttamente dall’Unione europea e che vede un ruolo da protagonista dell’Italia. Una rete che – stando a documenti consultati da Famiglia Cristiana – potrebbe però cadere in pessime mani. Quelle delle milizie libiche, ovvero le forze di Tripoli che compongono quella stessa Guardia costiera pronta ad usare le armi contro le Ong, accusata un anno fa dalle Nazioni Unite di essere stata complice in alcuni casi degli stessi trafficanti. Il progetto in origine riguardava l’area dell’Atlantico. La responsabilità, in quel caso, era stata affidata alla Guardia Civil spagnola e l’area interessata era sostanzialmente il tratto di mare a sud delle Canarie, una delle rotte delle migrazioni via mare attive fino a una decina di anni fa. Il sistema permette di «scambiare informazioni via satellite per combattere l’immigrazione irregolare via mare», si legge in un documento delle autorità spagnole che abbiamo consultato, creando dei punti di contatto in ogni paese coinvolto «per accedere a questa rete sicura».

      Le informazioni raccolte sono estremamente sensibili e costituiscono una base di conoscenza e di intelligence sicuramente strategica. Dopo l’avvio di una prima fase sulla zona atlantica, il progetto Sea Horse punta, dal 2015, al Mediterraneo. Tre i paesi del nord Africa coinvolti: l’Egitto, la Tunisia e la Libia. Nel novembre del 2015 il commissario europeo Dimitris Avramopoulos aveva risposto ad una interrogazione delle deputate europee Sabine Lösing e Cornelia Ernst (GUE/NGL), spiegando che il progetto era in una fase di stallo. Il problema principale riguardava proprio la Libia: «A causa della situazione d’insicurezza e alla mancanza di stabilità del governo nazionale libico – si legge nella risposta all’interrogazione pubblicata sul sito del Parlamento europeo – tutte le attività per installare il #National_Contact_Point in Libia sono sospese. Di conseguenza le autorità libiche interessate non sono collegate al #Mebocc, che sarà ospitato dal centro di coordinamento italiano per la sorveglianza delle frontiere».

      La sigla Mebocc sta per #Mediterranean_Border_Cooperation_Center, ed è il cuore della rete di controllo del mare tra Italia e Libia. La collocazione di questo centro, come ha spiegato il commissario europeo, è prevista nel nostro paese, con un backup a Malta. Tutto, però, sembrava fermo fino al novembre del 2015.

      Alla fine del 2016, dopo il cambio ai vertici del ministero dell’Interno e l’arrivo di Marco Minniti, il progetto ha subito un’accelerazione. Nella “Relazione sulla performance per il 2016” del Viminale c’è un paragrafo dove si annuncia l’operatività del progetto: «L’infrastruttura satellitare», si legge nel documento, «è stata installata nel #Centro_Interforze_di_Gestione_e_Controllo (#CIGC) #SICRAL di Vigna di Valle, teleporto principale del Ministero della Difesa, mentre presso il Centro Nazionale di Coordinamento per l’immigrazione “Roberto Iavarone” – #EUROSUR, sede del MEBOCC, sono stati installati gli altri apparati funzionali alla rete di comunicazione. Al 31 dicembre 2016, quello dell’Italia risultava essere l’unico nodo realmente attivo e pronto per le comunicazioni».

      Tutto pronto, dunque, per operare. Pronto e operativo, a quanto sembra, era anche il governo libico, che solo un anno prima veniva definito instabile dalla Commissione europea. Si legge nel rapporto del Ministero dell’Interno, documento che Famiglia Cristiana ha consultato: «Si segnala inoltre che nel 2016, nell’ambito del progetto Sea Horse Mediterranean Network, quattro ufficiali della Guardia Costiera – Marina Militare Libica sono stati ospitati in Italia, in qualità di osservatori, uno presso l’#ICC - #International_Coordination_Center, altri due imbarcati sull’assetto spagnolo “#Rio_Segura” durante il mese di settembre e uno presso il Centro nazionale di coordinamento – EUROSUR della Direzione Centrale per l’Immigrazione dal 5 al 9 dicembre, con funzioni di collegamento con le autorità libiche e per migliorare/stimolare la cooperazione nella gestione degli eventi di immigrazione irregolare provenienti dalla Libia».

      Dunque un ufficiale di collegamento libico era presente nel cuore della rete europea di sorveglianza delle frontiere marittime del Mediterraneo poco più di un anno fa. Fatto che potrebbe avere come conseguenza la possibilità di accesso al sistema Sea Horse da parte del governo di Tripoli, impegnato, come abbiamo visto, nel respingimento in mare dei migranti che fuggono dal Nord Africa verso l’Europa. La sensibilità delle informazioni che il network raccoglie e gestisce è evidente. Un mese fa è stata presentata una seconda interrogazione al Parlamento europeo per capire se i libici già sono in grado di accedere ai dati dei satelliti che monitorano il Mediterraneo: «Dove, in Libia o in Italia, sono stati realizzati i Centri Operativi (ad esempio il Mebocc) e quali autorità o milizie sono coinvolte?», hanno chiesto i deputati Sabine Lösing e Cornelia Ernst. Al momento non hanno ottenuto nessuna risposta. La Libia è sempre più vicina.

    • EU Trust Fund for Africa: five new programmes adopted for the Sahel and Lake Chad region

      The European Commission has adopted five new programmes worth over €141 million under the EU Emergency Trust Fund for Africa.

      Commissioner for International Cooperation and Development Neven Mimica said: "Our new EU programmes, worth €141 million, are particularly focusing on important opportunities for young people. They will furthermore support our #G5-Sahel partners to strengthen development and stability in border areas, as well as help us to save more lives and fight human traffickers, who take advantage of vulnerable people’s despair. We also continue our actions to support partner countries to better manage migration and to develop civil registries. Those needs do not decrease, and the resources from the EU Trust Fund are quickly depleting”

      At the regional level, two programmes totalling €75 million will seek to shore up stability and youth participation in the G5 #Sahel countries (#Burkina_Faso, Chad, #Mali, Mauritania and #Niger). A new €70 million Emergency programme will increase people’s access to social services in border areas. The programme was designed under the Sahel Alliance and responds directly to the needs voiced by the G5 Sahel countries under the #Priority_Investment_Programme. Another €5 million will ensure the implementation of the second phase of “#The_Voices_of_young_people_in_the_Sahel” programme, which was launched in 2017 and contributes to integrating youth organisations into the processes of designing and implementing development and social policies.

      A new €7.6 million programme in Niger will further boost migrant protection on migratory routes and support host communities. Also in Niger, the ongoing AJUSEN budget support programme in the justice, security and border management sectors will receive an additional €10 million to continue this work.

      In Senegal, a €9 million initiative will help tackle criminal networks that are linked to irregular migration, migrant smuggling and human trafficking, and enhance regional cooperation in this area.

      In #Côte_d'Ivoire, a new programme worth €30 million will support the country’s ongoing efforts to create a coherent and robust civil registry system that will help improve the management of public policies, enable people to exercise their fundamental rights and improve their access to public services, including the facilitation of voluntary return and the sustainable reintegration of migrants.

      Last but not least, the #Technical_Cooperation_Facility covering all Trust Fund regions and the Research and Evidence Facility covering the Sahel and Lake Chad and the North of Africa regions have been reinforced with an additional amount of €12 million. In line with the evidence-based approach under the EU Emergency Trust Fund for Africa to ensure strategic and efficient interventions, this additional funding will facilitate more studies and research, as well as technical support when necessary.

      The five programmes adopted today bring the total number of programmes adopted since December 2015 for the Sahel and Lake Chad region to 91, with a total value of €1.7 billion.

      Background

      The EU Emergency Trust Fund for Africa was established in 2015 to address the root causes of instability, irregular migration and forced displacement. Resources currently allocated to this Trust Fund are €4.1 billion from EU institutions, European Member States and other donors.

      Today’s assistance adds to the 165 programmes already approved across the three regions (North of Africa, Sahel and Lake Chad region and Horn of Africa), worth a total of €3,157 million. These funds were divided up as follows: Sahel/Lake Chad €1,549 million (86 programmes); Horn of Africa €1,141.3 million (58 programmes); North of Africa €467.1 million (17 programmes). This amount includes 4 cross-region programmes (€145.1 million).

    RAMALLAH (Ma’an) — The Palestinian Ministry of Foreign Affairs said Monday it was instrumental in leading a boycott campaign against the Africa-Israel Summit planned for next month, after organizers of the summit announced the event was “postponed” without providing a future date.

    Last month, reports emerged that several African countries were planning to boycott the summit. South African Ambassador to Lebanon and Syria Sean Benfeldt reportedly said that the country would not take part because the summit was viewed as a step by Israel to normalize relations between Africa and an “occupation state.” Sudan, Morocco, Algeria, Tunisia, and Mauritania also decided to boycott the gathering.

    A statement released by the Israeli foreign ministry Monday morning said that the decision to “postpone” the event, set to take place in Lome in October, came “following the request of the President of Togo and after mutual consultations with the Prime Minister.”

    AD Algeria and Morocco honoured their agreement back in 1989 to form an economic union, along with Tunisia, Libya and Mauritania, they would be among the Middle East’s largest economies. Their poor border regions would be booming crossroads. Over the decade to 2015, reckons the World Bank, their two economies would each have almost have doubled in size.

    Instead, Algeria grew only by 33% and Morocco by 37%, as both governments instead reinforced their barricades. Their north-west corner of Africa remains “the most separated region on the continent”, says Adel Hamaizia, an Algerian economist. While sub-Saharan countries agree common currencies and trade zones, Algeria digs deeper ditches. Morocco revamps its berms and renews its razor wire. Concrete walls rise on both sides. Frustrated families shout greetings across the divide. Tantalisingly, both have built hundreds of kilometres of east-west highways which stop short of their common border.

    The number of Africans crossing the Americas to seek refuge in the U.S. grew tenfold last year. Now survivors of that long, expensive and dangerous journey face shrinking prospects of reaching the U.S. and more hardships in Mexico amid Trump’s immigration crackdown.

    In the Mexican border town of Tapachula, near the Guatemalan border, a 27-year-old Somali man made inquiries at a grotty inn called the Imperial Hotel. He had arrived in Mexico a day earlier.

    • More Migrants From Far-Flung Lands Crossing US-Mexico Border

      The young man traversed Andean mountains, plains and cities in buses, took a harrowing boat ride in which five fellow migrants drowned, walked through thick jungle for days, and finally reached the U.S.-Mexico border.

      Then Abdoulaye Camara, from the poor West African country of Mauritania, asked U.S. officials for asylum.

      Camara’s arduous journey highlights how immigration to the United States through its southern border is evolving. Instead of being almost exclusively people from Latin America, the stream of migrants crossing the Mexican border these days includes many who come from the other side of the world.

      Almost 3,000 citizens of India were apprehended entering the U.S. from Mexico last year. In 2007, only 76 were. The number of Nepalese rose from just four in 2007 to 647 last year. More people from Africa are also seeking to get into the United States, with hundreds having reached Mexican towns across the border from Texas in recent weeks, according to local news reports from both sides of the border.

      Camara’s journey began more than a year ago in the small town of Toulel, in southern Mauritania. He left Mauritania, where slavery is illegal but still practiced, “because it’s a country that doesn’t know human rights,” he said.

      Camara was one of 124 migrants who ended up in a federal prison in Oregon after being detained in the U.S. near the border with Mexico in May, the result of the Trump administration’s zero tolerance policy.

      He was released October 3, after he had passed his “credible fear” exam, the first step on obtaining asylum, and members of the community near the prison donated money for his bond. He was assisted by lawyers working pro bono.

      “My heart is so gracious, and I am so happy. I really thank my lawyers who got me out of that detention,” Camara said in French as he rode in a car away from the prison.

      Camara’s journey was epic, yet more people are making similar treks to reach the United States. It took him from his village on the edge of the Sahara desert to Morocco by plane and then a flight to Brazil. He stayed there 15 months, picking apples in orchards and saving his earnings as best he could. Finally he felt he had enough to make it to the United States.

      All that lay between him and the U.S. border was 6,000 miles (9,700 kilometers).

      “It was very, very difficult,” said Camara, 30. “I climbed mountains, I crossed rivers. I crossed many rivers, the sea.”

      Camara learned Portuguese in Brazil and could understand a lot of Spanish, which is similar, but not speak it very well. He rode buses through Brazil, Peru and Colombia. Then he and others on the migrant trail faced the most serious obstacle: the Darien Gap, a 60-mile (97-kilometer) stretch of roadless jungle straddling the border of Colombia and Panama.

      But first, he and other travelers who gathered in the town of Turbo, Colombia, had to cross the Gulf of Uraba, a long and wide inlet from the Caribbean Sea. Turbo, on its southeast shore, has become a major point on the migrant trail, where travelers can resupply and where human smugglers offer boat rides.

      Camara and about 75 other people boarded a launch for Capurgana, a village next to the Panamanian border on the other end of the gulf.

      While the slow-moving boat was far from shore, the seas got very rough.

      “There was a wave that came and tipped over the canoe,” Camara said. “Five people fell into the water, and they couldn’t swim.”

      They all drowned, he said. The survivors pushed on.

      Finally arriving in Capurgana after spending two nights on the boat, the migrants split into smaller groups to cross the infamous Darien Gap, a wild place that has tested the most seasoned of travelers. The thick jungle hides swamps that can swallow a man. Lost travelers have died, and been devoured, boots and all, by packs of wild boars, or have been found, half out of their minds.

      Camara’s group consisted of 37 people, including women — two of them pregnant, one from Cameroon and one from Congo — and children.

      “We walked seven days and climbed up into the mountains, into the forest,” Camara said. “When it was night, we slept on the ground. We just kept walking and sleeping, walking and sleeping. It was hard.”

      One man, who was around 26 and from the African nation of Guinea, died, perhaps from exhaustion combined with thirst, Camara said.

      By the sixth day, all the drinks the group had brought with them were gone. They drank water from a river. They came across a Panamanian man and his wife, who sold them some bananas for $5, Camara said.

      Once he got out of the jungle, Camara went to Panamanian immigration officials who gave him travel documents enabling him to go on to Costa Rica, which he reached by bus. In Costa Rica, he repeated that process in hopes of going on to Nicaragua. But he heard authorities there were not so accommodating, so he and about 100 other migrants took a boat around Nicaragua, traveling at night along its Pacific coast.

      “All we could see were the lights of Nicaragua,” he said. Then it was over land again, in cars, buses and sometimes on foot, across Honduras, Guatemala and Mexico, all the way to the U.S. border at Tijuana. He was just about out of money and spent the night in a migrant shelter.

      On May 20, he crossed into San Ysidro, south of San Diego.

      “I said, `I came, I came. I’m from Africa. I want help,”’ he said.

      He is going to stay with a brother in Philadelphia while he pursues his asylum request.

    • For African migrants trying, and dying, to reach north America, the Darién Gap is the “new Mediterranean”

      By the time Basame Lonje made it out of the jungle, he was beyond exhausted. The 35-year-old from Cameroon had gone four days out of seven without food, surviving each day on a single biscuit. He drank from rivers flowing with debris and death, carrying the corpses of an unknown number of people who have perished in the Darién Gap, a remote stretch of jungle between Colombia and Panama known as the most dangerous in the world. “I barely survived,” Basame says. “People had sores on the soles of their feet and they had nobody to carry them. They were left there. Do you know what it means to walk for days?”

      As a result of tough migration policies in traditional destination countries in Europe, Basame is one of thousands of so-called‘extracontinental migrants’ taking the desperate decision to try and traverse the American continent in the hope of seeking asylum in the United States or Canada. In previous times this route was used almost exclusively by central American migrants. More recently it has seen a surge in migrants from African countries like Cameroon, the Democratic Republic of Congo (DRC), Eritrea, Mauritania, Nigeria, Ghana and Burkina Faso, as well as people from Asian and Middle Eastern countries such as India, Pakistan, Syria and Nepal. Mexico authorities apprehended around 3,000 Africans and some 12,000 extracontinental migrants in total in 2018, according to the Migrant Policy Unit of Mexico’s Interior Ministry. Most are escaping a mix of conflict, political repression and crumbling economies.

      They fly to visa-friendly countries such as Ecuador, Brazil and Guyana, before navigating their way up north to Mexico, sometimes with the help of smugglers, other times with the aid of social media posts of those who have gone before them. They spend thousands of dollars on flights and bus tickets for journeys that can take months.

      Basame was a teacher back in Cameroon but says he fled the bloody conflict that has been raging in parts of his country since 2016 after he was abducted by armed groups fighting for the secession of the English-speaking parts of the country. His crime? Daring to hold classes.

      New migration regulations have rolled out swiftly and unpredictably since Trump took office in January 2017. Military troops were deployed to the border in October 2018, when some 7,000 people from central America fleeing gang violence and poverty approached on foot. In January 2019, the Migration Protection Protocols (MPP), known as ‘Remain in Mexico’ went into effect: as a result, asylees that arrive in the US via Mexico are now sent back to wait while their cases are processed, instead of being released on parole in the US as prescribed by US law. Rights organisations point out that sending asylum seekers back to Mexico, where they often face deportation, is a violation of the 1951 Refugee Convention.

      This February, Trump declared a state of emergency and accessed emergency funds to begin construction of a physical wall between the US and Mexico. He has also pursued agreements with El Salvador, Guatemala and Honduras under which all migrants who pass through these countries must first seek refuge and be rejected in them before placing claims in the US. The agreement disregards the fact that not only do these countries lack the capacity to process large-scale asylum claims but that many people are fleeing violence and poverty from these same countries.

      Cumulatively, these policies have seen thousands of people waiting in shelters in US-Mexico border towns like Tijuana and Matamoros where conditions are deteriorating. A ‘metering’ system sees US customs officials attend to about three people daily. Mexico’s northern towns are also notorious for violence, and migrants are vulnerable to exploitation by drug cartels and human traffickers.
      Externalising borders

      In July 2019, Mexico signed an agreement with the US after President Trump threatened to impose trade sanctions if migration flows were not brought to a minimum. President Andrés Manuel López Obrador agreed to deploy 6,000 troops from the newly-formed National Guard to police its borders, adopting the US border militarisation strategy and sealing Mexico’s fate as President Trump’s outer wall.

      Since then, Mexican immigration officials have stopped issuing exit permits to extracontinental migrants arriving at the southern border, trapping many like Basame in a country they have no desire to stay in. With fewer people able to reach the US, Mexico – a transit country – is becoming an unintentional final destination. Although Mexico has refused to sign a third safe country agreement with the US, it has been forced to field over 60,000 asylum claims – double the number received last year. It has been estimated that 60 per cent of these applications are made in Tapachula.

      With no work permit, and even if he had one, with few opportunities available to him as an African migrant and a non-Spanish speaker, Basame is clear about his options: “Mexico can’t give me that.”

      But Mexico’s immigration agency has denied his application for a visitor’s visa that would help him move north. Officials are only issuing permanent residency cards, a document that he fears will affect his asylum claim in the US.

      By 09.00, hundreds of men and women from over two dozen countries were waiting in the blistering sun. Their voices were a cacophony of languages – Spanish, English, Portuguese, French, Tigrinya and Haitian Creole – clashing with the wails of hot, hungry children hanging from their parents. Migrants of Asian origin are mostly absent from these daily crowds: since Mexico deported 310 Indian migrants in an “unprecedented” move this October, they have been keeping a low profile for fear of suffering a similar fate.

      An immigration officer appeared behind the gate, looked at the crowd and shook his head in frustration. A fight broke out when the gates opened as people rushed to get in. Despite his punctuality, Basame was not seen that day.
      “My friends died there”

      Narrating his long, treacherous journey from Cameroon to Mexico, Basame tells Equal Times that after fleeing the captivity of armed rebels this March, he headed to Nigeria before deciding to try to reach the safety of the US. He wanted better opportunities than Nigeria could offer and feared the rebels could easily reach him there. First, he took a flight to Ecuador, then by bus he moved through Colombia. In the north-western town of Capurgana on the Colombian-Panamanian border, he met fellow Cameroonian migrants, as well as Haitians and Cubans. As they prepared to enter the Darién, villagers living at the mouth of the jungle warned them: “If you start this journey, you must finish it, otherwise it is bad news,” alluding to the dangers of the wild animals, poisonous insects and armed kidnappers marauding inside the impenetrable rainforest that breaks up the Pan-American Highway.

      Basame spent seven days in the dense thickness of the Darién, battling the rain and cold, moving from morning until nightfall with nothing but a bag of clothes and some snacks. “You do not stop in the Darién. You keep moving,” he says. He walked with a group of other migrants. Many didn’t make it out of the jungle due to exhaustion. Others were swept away in the fast-moving rivers. “My friends died there,” Basame remembers soberly. One of his worst memories is of walking past the corpse of a dead baby left in a backpack.

      Basame is one of the lucky ones. After reaching Panama, exhausted and starving, he regained his strength before moving up through Costa Rica, Nicaragua, Honduras and Guatemala. After crossing the Suchiate River into Mexico by raft, he arrived in Tapachula in July. He spent a week at an immigration detention centre there before he was given an exit permit to leave the country.

      It wasn’t until he got pulled from a bus to Tijuana by the National Guard that he realised that he could not legally leave Tapachula unless he was heading south, back to Guatemala. The US-Mexico deal took effect on 10 July and he was amongst the first people stranded by Mexico’s new regulations. Basame’s permit would force him back through the jungle of death he had barely survived.
      Death and disease in Mexico

      Judeline Romelus sits with her friends in Tapachula’s main square watching as they braid the hair of her 10-year-old daughter, Mariska. Nearby, Ghanaian and Guinean flags announce African food at restaurants, alongside Mexican and Honduran colours. Haitians and Africans give locals a trim in makeshift barbershops.

      But the general atmosphere of warmth masks the apprehension many locals feel. Despite being in one of the country’s poorest regions, Tapachula has tried to bear the weight of its new migrant population but some people are concerned that government agencies and NGOs are focusing their attention on these new arrivals when the needs of the locals are also many.

      Like Basame, Judeline and Mariska are stranded. Judeline applied for a humanitarian visa so that she can travel north with her daughter, but she must wait for her appointment in February 2020. The 28-year-old mother packed her bags and left Haiti three months ago. Economic stagnation and recent political unrest have caused many to flee the small Caribbean nation. “There are no opportunities in Haiti and I cannot work,” she says, even with a diploma. Judeline says she is looking for a better life in the US where friends are waiting for them in Florida. She relies on their monthly remittances of US$50 to pay for the small room the mother and daughter share.

      The unsanitary living conditions in overcrowded shelters such as these have caused a spike in health problems. “Women are presenting diseases related to sexual and reproductive health,” says Claudia León, regional head at Jesuits Refugee Service, a humanitarian non-profit providing legal and psychosocial assistance to refugees. Many were assaulted in the Darién. “The situation is critical. They have no clean water to wash with and those who are pregnant are at risk.”

      Migrants of all nationalities are suffering from invisible illnesses too. A spokesperson for the medical humanitarian NGO Médecins Sans Frontières (MSF) says it is dealing with many cases of post-traumatic stress disorder, anxiety and trauma. Poor living conditions coupled with the memories of the treacherous journey to Mexico and the general uncertainty is causing some to self-harm. “We are in an emergency,” says León. “I have seen people outside the immigration centre hurting themselves because they are in such extreme conditions.”

      The desperation to get to the US has led to the exploration of dangerous alternative routes. A boat smuggling Cameroonian migrants capsized off the coast of Mexico in October, killing one man. “We knew him,” one migrant tells Equal Times at the restaurant where the deceased once frequented. But even as they recall his tragic passing, another man says that he is also considering taking the same route to the US.
      “The new Mediterranean”

      All across the world, tough policies on migration are forcing the most vulnerable migrants and refugees to go underground and seek the services of smuggling gangs and human traffickers. Like the US, Europe has enforced stringent measures to stem migration flows. An increase in anti-immigrant sentiments from far-right, populist governments in the US and Europe in particular sees leaders like Trump and Hungary’s Viktor Orban routinely employ rhetoric that fuels racist anxieties and emphasises the building of walls to prevent a ‘migrant invasion’.

      In 2016, Turkey signed an agreement with the European Union and a bilateral agreement with Greece to keep some three million refugees fleeing the Syrian war from crossing the Aegean Sea into Greece. The agreement saw the European Union send back anyone who crossed without documents after 20 March 2016.

      A similar agreement between Italy and Libya in 2017 was extended this November. Italy is training and funding the Libyan Coast Guard to stop African and Middle Eastern migrants on the Mediterranean and return them to Libya, a country at war.
      Interception numbers have dropped from 181,000 in 2016 to only 8,000 this year, according to UNHCR. Thousands are held in detention centres run by armed factions battling for control since the Arab uprisings of 2011. African migrants have been enslaved, tortured and sold. They have also been caught in the crossfire of the battle for Tripoli. In July, a bomb fell on one detention centre, killing 44 people.

      The number of asylum claims in Mexico keeps rising and is expected reach 80,000 by the end of the year. Although most Africans initially refused to seek asylum in Mexico, more people are applying, particularly from Cameroon. The number of asylum claims from Africa is currently around 500.

      The influx of migrants and refugees has split Mexico politically, with many accusing President Obrador of yielding to President Trump and rescinding on human rights promises he made when he campaigned last year.

      Human rights organisations condemn the US and Mexico’s strategies. “Those seeking safety want the same thing any of us would want if we were in their shoes,” says Isa Sanusi, of Amnesty International in Nigeria. “Mexico and the US must ensure that these migrants from Africa and other parts of the world are not denied the rights guaranteed to them by international law.”

      For now, Basame is stuck between a rock and a hard place. Even if he had the money, it would be too dangerous for him to go home, and yet he currently has no way out of Mexico. As he struggles to stay afloat, his hopes are fading fast. “I’m running out of cash and I’m running out of patience. I’m sick and I don’t have anywhere to live,” he says. “How will I survive?”

      Starting from the idea that border externalization – understood as the spatial and institutional stretching of borders – is enmeshed with the highly contextual humanitarian and securitarian dynamics of migrant trajectories, this article addresses the reach of border externalization tentacles in Costa Rica. Although Costa Rica does not formally engage in border externalization agreements, it is located in a region characterized by transit migration and transnational securitization pressures. Moreover, externalization efforts across the Atlantic have contributed to a relatively new presence of so-called extra-continental migrants. Given these circumstances, we aim to interrogate the ways in which border externalization plays a role in Costa Rica’s discourses, policies and practices of migration management. We do so by analysing a migrant reception centre in the northern Costa Rica border region, and by focusing on African transit migration. Our analysis is based on exploratory field research at the centre as well as on long-term migration research in Central America. Building on these empirical explorations and the theoretical notions of mobility regimes, transit and arterial borders, the article finds that Costa Rica’s identity as a ‘humanitarian transit country’ – as enacted in the migrant reception centre – both reproduces and challenges border externalization. While moving towards increased securitization of migration and an internalization of its border, Costa Rica also distinguishes itself from neighbouring countries by emphasizing the care it extends to African migrants, in practice enabling these migrants to move further north. Based on these findings, the article argues for a deeper appreciation of the role of local-regional histories, perceptions, rivalries, linkages and strategies of migration management. This allows for a better grip of the scope and shape of border externalization across a diversity of migration landscapes.

    • New contested borderlands: Senegalese migrants en route to Argentina

      This article sheds novel, light on how Senegalese men and women adapt to European border governance by finding new ways to ‘look for life’ (chercher la vie) in Latin America, as an alternative to the perilous clandestine routes to Europe. The article follows how Senegalese migrants’ mobility to Argentina has evolved over the last two decades. It particularly focuses on the migrants’ journey to Argentina and explores the migrants’ accounts of their experiences en route and compares them to how different intersecting state-driven national and supranational migration policies become entangled in their mobility. By analytically focusing on the changing migration infrastructure and the different forms of friction the migrants encounter and respond to while moving, the article shows how the risk and uncertainty along the journey increasingly mirror the struggles which African migrants face at EU–African borderlands, and thus how similar features of global mobility regimes seem to be reproduced along this new route from West Africa to Latin America. In this way the politics and hierarchies of mobility are brought to the fore. Yet the article also points to how migrants find new openings and ways to contest the hindrances that aims to stop them as they move through these newly traversed borderlands.

  • The Gambia fashions itself as a kind of Islamic state

    The president of the tiny west African nation, Yahya Jammeh, issued the proclamation, which came with no forewarning and seemingly on a whim, on December 11th, 2015. Mr Jammeh cited the wishes of the people (90% of Gambians are Muslim), and the need to distance the country from its “colonial legacy”. The Gambia now follows Mauritania as Africa’s second “Islamic Republic”, although the country’s secular constitution, ratified in 1996, remains unaltered. 

    On January 4th an executive order, leaked to the press, banned all female civil servants from leaving their hair uncovered during working hours. The national broadcaster has taken to referring to the Gambia as an “Islamic Republic” and the Supreme Islamic Council, a group of scholars, is to go around the country stirring up popular support for the decision. Legislation to enforce it will soon be introduced into parliament and the national flag will be changed to reflect the country’s new status, says the president.

    But key details are still lacking. It is not clear, for instance, whether Mr Jammeh intends to implement fully-fledged sharia (Islamic law), as he was rumoured to be planning in the early 2000s, or whether he plans to put the issue to a referendum. In his original declaration in December he assured non-Muslims that their rights would be protected, and that there would be no mandatory dress codes. Such promises already look thin in light of the January 4th order. 

    Mr Jammeh’s government already has one of the worst human-rights records on the continent. Gay people are persecuted: Mr Jammeh has publicly vowed to slit their throats. Dissidents are brutalised in inventive ways in torture chambers not far from The Gambia’s tourist beaches. On one occasion the security forces rounded up hundreds of villagers suspected of witchcraft after the president’s aunt grew sick. During interrogations, many of the female “witches” were raped, according to Human Rights Watch.

    Saudi Arabia on Tuesday announced the formation of a 34-state Islamic military coalition to combat terrorism, according to a joint statement published on state news agency SPA.
    “The countries here mentioned have decided on the formation of a military alliance led by Saudi Arabia to fight terrorism, with a joint operations centre based in Riyadh to coordinate and support military operations,” the statement said.
    A long list of Arab countries such as Egypt, Qatar, the United Arab Emirates, together with Islamic countries Turkey, Malaysia, Pakistan and Gulf Arab and African states were mentioned.
    The announcement cited “a duty to protect the Islamic nation from the evils of all terrorist groups and organizations whatever their sect and name which wreak death and corruption on earth and aim to terrorise the innocent.”
    Shi’ite Muslim Iran, Sunni Saudi Arabia’s arch rival for influence in the Arab world, was absent from the states named as participants, as proxy conflicts between the two regional powers rage from Syria to Yemen.

  • The « Real » Map of Africa

    We often think of a map as a realistic representation of the world, but it is actually quite the opposite: a neat and idealistic drawing of borders in what are often messy places with no visible demarcations on the ground. A map can depict state sovereignty over areas with little to no actual governance. Nowhere is the gap between reality and cartographic representation greater than in parts of Africa.

    The new map provides some interesting insights into the state of affairs across the continent. For example, large parts of African land are beyond the reach of the states that ostensibly control them. On this “realist’s” map, some of the 54 official African states are contiguous to each other, but others are separated by large swaths of stateless regions, some more than a thousand miles long. By my count, of the 11.7 million total square miles of African continental land mass, roughly 4 million, or about 34 percent, are out of state control. In reality, a person can travel from Mauritania to Egypt (provided one survives the journey) without encountering any effective state authority.

  • Mediterranean #Manifesto: The Future of #civilisation

    The Mediterranean as a great means of communication, Interaction and exchange of ideas between three continents [Asia, Africa and Europe].

    Once the Mediterranean becomes a great centre of communication, of exchange of ideas, between the West and the East, between the North and the South, this can generate economic activity that would rejuvenate the whole area around the Mediterranean north and south, east and west, creating a civilization based on human equality. In Africa, this development can and should extend not only to Saharan countries (Senegal, Mauritania, Chad, Mali, Niger, Sudan) but also to sub-Saharan Africa up to its southern tip.

    In Asia it will create links, through Syria, between Turkey, Israel/Palestine (I envisage a federation between them) – all Mediterranean countries – with not only the oil producing countries of the Middle-East but also beyond, to Japan and China. In other words, the re-activation and re-opening of the old silk route, through a network of railways. In the West, new shipping lines should be established which would carry not only cargo but also passengers – between north-west countries of Africa (Senegal, Guinea, and Mauritania) and in particular Central and South America (Venezuela, Guyana, Brazil, Mexico, etc). The harbours of north-west Africa are then connected to the Mediterranean countries of Algeria, Tunisia, Libya, Egypt, Morocco, through the rail network passing through Mali, Chad, Niger, Sudan, etc. This rail network is also connected to another rail network extending up to South Africa. Northern and Southern countries are linked with an extensive shipping lines.

  • A line in the sand: Fighting 40 years of exile in the desert of Western Sahara By Nicole Crowder


    A territory about the size of the United Kingdom that stretches out along the Atlantic Ocean between #Morocco and #Mauritania, Western Sahara is technically the last African colony — it never gained its #independence when #Spain decamped in 1975. The territory is divided in half by a 1,600-mile sand wall and surrounded by some 9 million land mines.

    #Western_Sahara is the native land of Sahrawis, or “People of the desert,” in northern #Africa. The Moroccan government has moved some 300,000 settlers into these territories, and this triggered a 16-year war between Rabat (the capital of Morocco) and the Polisario Front Sahrawi independence movement (also called the SPLA, or #Sahrawi People’s Liberation Army). The war, which forced more than 150,000 Sahrawis into exile across the border in Algerian refugee camps, formally ended in 1991, but the #Polisario Front has threatened to resume fighting over the last decade. Next year will mark 40 years of forced exile for the Sahrawis.

    In November 2014 photojournalist Tomaso Clavarino began documenting the Western Sahara military bases and cadets in the SPLA who are fighting for Sahrawi independence in what he describes as one of the “world’s least reported crises.”

    “The Polisario Front is now ready to take up arms again as the international community and the #UN mission #MINURSO [the United Nations Mission for the Referendum in Western Sahara] have been unable to solve the crisis in 40 years,” Clavarino says. “Sahrawis have been in exile since 1975, when it was annexed by Morocco, and since 1991 MINURSO has been working in Western Sahara to organize a ‘negotiated political solution’ for the independence of this region.”


    Clavarino had access to the military bases in Western Sahara, the counterterrorism patrols in the desert, military exercises and parades. He spoke with Polisario Front ministers and army commanders and with activists who fled Morocco and the occupied territories, where there was daily violence against the Sahrawis. Clavarino visited the refugee camps and saw the difficulties of living for 40 years in tents and makeshift houses and relying on humanitarian aid that, with the growth of the terrorist threat in the region in the last three years, has decreased by nearly 70 percent.
