    Des médecins cubains pourraient-ils sauver l’hôpital public de Guingamp ? Vendredi 16 janvier, les défenseurs de l’hôpital de Guingamp (Côtes-d’Armor) ont rencontré Otto Vaillant, l’ambassadeur de Cuba. Chaque année, des dizaines de milliers de médecins cubains sont formés pour venir exercer à l’étranger et ils sont prêts à venir en France. Faire venir des médecins cubains pour sauver une maternité ? C’est le pari lancé par des défenseurs de l’hôpital de Guingamp (Côtes-d’Armor) qui ont rencontré vendredi 16 février 2024 l’ambassadeur de Cuba, Otto Vaillant, dans un territoire marqué par des difficultés d’accès aux soins. Chaque année, des dizaines de milliers de médecins cubains sont formés pour venir exercer à l’étranger et sont prêts à venir en France. L’agglomération de Guingamp-Paimpol avait invité le diplomate car elle a eu connaissance de « la possibilité d’envoi de médecins cubains dans le monde pour aider tant dans l’urgence que dans le temps », a expliqué son président Vincent Le Meaux, évoquant « un besoin en santé sur nos territoires ». « Si Cuba peut nous aider, ce sera très bien », a-t-il poursuivi. La maternité de Guingamp, menacée de fermeture depuis des années, a obtenu un sursis en 2018 à la demande d’Emmanuel Macron, après une forte mobilisation de la population. Mais depuis avril 2023, les accouchements y sont suspendus, faute d’un nombre de soignants suffisants.
    D’autres hôpitaux de la région souffrent d’un manque de personnel soignant. À Lannion et à Carhaix, l’accès aux urgences est régulé la nuit, faute de médecins urgentistes. Les Côtes-d’Armor sont le département le moins bien loti de la région en termes de densité de médecins. Depuis avril 2023, les accouchements à l’hôpital de Guingamp sont suspendus.     D’autres élus, en Bretagne et ailleurs en France, ont aussi sollicité Otto Vaillant, assure le diplomate sans préciser lesquels. Bien sûr, il faudra un décret du gouvernement et l’accord des autorités de santé. Pour les élus locaux, comme pour le syndicat CGT, cette initiative a valeur de test. « Je pense que l’Agence régionale de santé est à l’écoute de toute solution qui viendrait du territoire. Elle a également intérêt à écouter ce qui est proposé par les élus locaux. Nous allons nous employer à écrire très rapidement au président de la République » afin d’"obtenir cet accord par décret", a assuré Vincent Le Meaux. En France, des médecins cubains sont déjà intervenus en Martinique ou en Guyane en pleine crise du Covid-19, d’autres en Italie et en Andorre. Une région italienne, la Calabre, a signé un accord en 2022 pour un déploiement plus important de 500 Cubains. « C’est une solution rapide. Ils ont montré leur efficacité pour se déployer rapidement en cas de sinistre important. On n’est pas dans un sinistre aigu mais on en arrive à une population délaissée depuis 15 ans. Un tiers de nos patients sont sans médecin généraliste dans la région », déclare Christian Brice, médecin urgentiste à l’hôpital de Guingamp.
    Pour celui qui est à l’origine de cette idée, ce renfort cubain ne serait que transitoire, pour éviter les fermetures de service. « Si on laisse fermer ces services d’urgences, si on ne prend pas des mesures qui seraient intermédiaires pour les maintenir ouverts le temps qu’on forme du personnel pour répondre aux demandes légitimes, on ne les rouvrira pas », regrette Gaël Roblin, conseiller municipal de Guingamp. L’hôpital de Guingamp manque notamment d’urgentistes, d’obstétriciens, de sages-femmes. Les besoins précis n’ont pas été évoqués lors des échanges avec l’ambassadeur cubain. Cette rencontre aura permis de mettre « l’État français face à ses contradictions : nous faisons partie des cinq premières puissances mondiales, il y a encore une vingtaine d’années, nous avions le meilleur système de santé au monde et nous nous retrouvons à faire appel à des médecins cubains », estimait Fabrice Dehove, du syndicat SUD, avant les échanges.
    La venue de médecins cubains soulève des questions, comme l’obstacle de la langue et le coût, alors qu’une grande partie du salaire versé par le pays hôte est prélevée par les autorités cubaines. Les médecins cubains pourront apprendre le français, a assuré l’ambassadeur. La question des salaires que toucheraient ces médecins n’a pas été abordée, mais « à compétence égale, il doit y avoir le même salaire », a fait valoir Vincent Le Meaux. Certaines ONG dénoncent les conditions dans lesquelles sont envoyés les médecins cubains à l’étranger. En 2023, selon les autorités cubaines, 22.632 professionnels de santé étaient répartis dans 57 pays. Cette coopération médicale a rapporté 6,3 milliards de dollars en 2018 et 3,9 milliards en 2020, selon des chiffres officiels. Que cette initiative se concrétise ou non, elle aura au moins le mérite d’attirer l’attention sur la situation de l’hôpital public sur ce territoire.

    Exclusive: Evidence found by Hannah Durkin includes ships landing in Cuba in 1872, and people held in Benin in 1873

    Historians have generally assumed that the transatlantic slave trade ended in #1867, but it actually continued into the following decade, according to new research.

    Dr Hannah Durkin, an historian and former Newcastle University lecturer, has unearthed evidence that two slave ships landed in #Cuba in 1872. One vessel, flying the Portuguese flag, had 200 captives aged from 10 to 40, and the second is believed to have been a US ship with 630 prisoners packed into its hold.

    Durkin said she found references in US newspapers from that year to the landings of these ships. “It shows how recently the slave trade ended. The thefts of people’s lives have been written out of history and haven’t been recorded.”

    Other newly discovered evidence includes an 1872 Hansard parliamentary record of a British politician challenging “assurances of the Spanish government that there had been no importation of slaves into Cuba of late years”.

    Durkin said that, while Spain officially ended its slave trade in 1867, she had come across an account by the explorer Sir Henry Morton Stanley, who had travelled to Benin and visited the slave port of Ouidah in 1873. He wrote of seeing 300 people locked in a barracoon, a slave pen, and noted that two slave ships had recently sailed from that port.

    Ouidah was the second-most important slave port in the whole of Africa, behind only Luanda, in Angola, Durkin said. “The region bore the European nickname ‘Slave coast’ for the vast numbers of people that were forcibly displaced from there between the mid-17th and mid-19th centuries. Almost 2 million people, around one in six of all enslaved people sent to the Americas, are estimated to have been transported from the Bight of Benin.”

    Although Stanley’s account had appeared in the New York Herald at the time, Durkin said it was another overlooked key piece of evidence that she unearthed. There had been rumours of later trade but this evidence supported findings by Cuban historians that trafficking continued into the 1870s.

    Recently digitised newspapers of the 19th century had been particularly revealing, she said: “Historians haven’t easily been able to consult those sources before, which is one reason why I was able to find so much.”

    The research will feature in her forthcoming book, Survivors: The Lost Stories of the Last Captives of the Atlantic Slave Trade. Drawing on previously unseen archival material, it tells the story of the #Clotilda, the last US ship of the Atlantic slave trade.

    She has identified most of the Clotilda’s 110 captives for the first time and tracked down their descendants. One of them had a previously unpublished 1984 interview with the grandson of Amey Greenwood Phillips that her family had kept. She had been a teenager when she was enslaved and put to work on an Alabama plantation.

    Durkin said: “Amey’s enslaver was a man named Greenwood. According to her grandson Percy Phillip Marino, Amey’s enslaver was a ‘good man’, but he hired out Amey to unidentified enslavers in another state who beat her. He retrieved Amey when he learned of the abuse, but the scars on her legs never healed.”

    Others told Durkin of the sexual violence to which their ancestors had been subjected. She found an account of a woman who had been enslaved at the age of 13. The horrors she endured included being made to sleep with African-American and Native American men so that she would have children – who could also be enslaved.

    Durkin said: “There’s a lot of evidence of a system in which the enslavers wanted to produce small enslaved children because that would make them richer.

    “Whether it’s sugar plantations of Cuba or the cotton plantations of the US south, wherever slavery took place, it was a barbaric system that completely dehumanised people.”

    Durkin’s research found that almost all the Clotilda survivors were Yoruba speakers from the same town in present-day south-west Nigeria, challenging previous conclusions that they were from a variety of locations in Benin and Nigeria.

    Millionen Kubaner feiern diesen Montag auch den 65. Jahrestag ihrer Revolution. Wie üblich, werden das neue Jahr und das Revolutionsjubiläum zu Silvester um Mitternacht auf der Festung San Carlos de la Cabaña über der Hafeneinfahrt der Hauptstadt mit 21 Salutschüssen begrüßt. Neben zahlreichen Aktivitäten im ganzen Land findet eine zentrale Feier im Céspedes-Park von Santiago de Cuba statt. Dort hatte Revolutionsführer Fidel Castro am 1. Januar 1959 von einem Balkon den Sieg der von ihm angeführten Rebellenarmee über das Regime des US-freundlichen Diktators Fulgencio Batista verkündet.

    »Wir können sagen, dass wir in den vier Jahrhunderten, seit unsere Nation begründet wurde, zum ersten Mal völlig frei sein werden«, erklärte Castro dort. Als ahnte er die kurz darauf beginnenden Angriffe von US-Regierungen auf die Unabhängigkeit und Souveränität seines Landes, fügte er hinzu: »Die Revolution beginnt jetzt. Sie wird keine einfache Aufgabe sein, sondern eine harte und gefahrvolle Unternehmung.«

    Seitdem unterliegt das erste sozialistische Land auf dem amerikanischen Kontinent der längsten und umfangreichsten Wirtschafts-, Handels- und Finanzblockade, die je gegen ein Volk verhängt wurde. Trotzdem verfügt Kuba seit Jahrzehnten über das politisch stabilste System der Region. Während viele Länder Lateinamerikas in den vergangenen Jahrzehnten unter meist US-freundlichen Diktatoren litten, die ihre Macht mit Todesschwadronen, Folter, »Verschwindenlassen« und Morden an Oppositionellen zu sichern versuchten, verteidigte Kuba mit Erfolg die Ziele der Revolution. In wenigen Jahren gelang es, die bis dahin im Bildungs- und Gesundheitsbereich rückständige Insel zum ersten vom Analphabetismus befreiten Land der Region zu machen. Und trotz US-Blockade verfügt Kuba weiterhin über die größte Anzahl von Ärzten und medizinischen Einrichtungen in Lateinamerika.

    Obwohl »die Last des Mangels« in vielen Bereichen auch an diesem Jahresende weiterbestehe, gebe es Errungenschaften, »die uns nicht einmal die schlimmsten Naturgewalten oder das Imperium nehmen konnten«, so Präsident Miguel Díaz-Canel in der letzten Parlamentssitzung des Jahres am 22. Dezember. »Feiern wir unsere Unabhängigkeit, unsere Souveränität und unsere Freiheit!«

    L’Airbus A340 de la compagnie roumaine Legend Airlines, qui se rendait à Managua depuis Dubaï, a été immobilisé le 21 décembre lors d’une escale à l’est de Paris, en raison de soupçons « de traite d’êtres humains ». Lundi 276 passagers indiens ont été renvoyés vers Bombay, 27 personnes sont restées en France, dont deux soupçonnées d’être des passeurs et présentées devant un juge d’instruction parisien. La police indienne a également ouvert une enquête. Les passagers auraient payé des dizaines de milliers de dollars à des passeurs pour atteindre les États-Unis, a affirmé à l’AFP un commissaire de police indien.
    Manuel Orozco, expert en migration au sein du groupe de réflexion Inter-American Dialogue, a expliqué à l’AFP que le gouvernement du président nicaraguayen Daniel Ortega, qui considère les États-Unis comme un « ennemi », avait facilité « un réseau de services aériens internationaux » afin que les migrants « puissent atteindre plus rapidement la frontière entre Mexique et États-Unis », utilisant le Nicaragua comme « un raccourci ». Une action « préméditée » selon lui, « pour augmenter le poids de la crise migratoire vers les États-Unis et capter des revenus » en visas et taxes aéroportuaires. « Nous avons recueilli des données sur plus de 500 vols charters » et « même l’autorité aéroportuaire » a passé un contrat « avec des entreprises privées situées à Dubaï pour former des fonctionnaires à la gestion de la paperasserie internationale », a ajouté l’expert. L’avocate de Legend Airlines, Liliana Bakayoko, a confirmé à l’AFP que les ressortissants indiens « devaient obtenir leur visa à l’aéroport » de Managua et que le Nicaragua avait approuvé la liste des passagers avant qu’ils n’embarquent, comme le prévoit la procédure migratoire.Sans cette approbation « l’avion ne pouvait pas obtenir l’autorisation d’atterrir au Nicaragua et donc de décoller » de Dubaï, a-t-elle expliqué. Le flux de migrants asiatiques et africains entrant au Honduras par sa frontière terrestre avec le Nicaragua - où ils arrivent directement en taxi ou en bus depuis l’aéroport - a quintuplé, passant de 14 569 en 2022 à 76 178 en 2023 (+522 %).
    Les migrants traversent ensuite le Guatemala pour entrer au Mexique jusqu’à la frontière Sud des États-Unis, au prix de milliers de dollars pour de nouveaux passeurs.
    L’Organisation internationale pour les migrations (OIM) souligne une « tendance significative » des migrants africains et cubains souhaitant se rendre aux États-Unis à choisir « les routes aériennes vers l’Amérique centrale en évitant le Darién », la jungle entre Colombie et Panama. Cubains, Haïtiens, Chinois, Vietnamiens et Africains avaient rejoint ces dernières années la vague de Vénézuéliens qui traversent cette dangereuse frontière naturelle où ils sont livrés aux trafiquants ainsi qu’à la rudesse de l’épaisse jungle, considérée comme « l’enfer » des migrants. Plus d’un demi-million ont emprunté cette année cette route longue de 266 km, plus du double qu’en 2022. Le Nicaragua, selon Manuel Orozco, est depuis 2021 un « tremplin » vers les États-Unis pour les Cubains et les Haïtiens pour lesquels aucun visa n’est requis.Une moyenne de 50 vols charters par mois ont transité entre La Havane et Managua de janvier à octobre 2023. Depuis Port-au-Prince, les vols sont passés de 30 en août, à 100 en septembre et 130 en octobre, selon Inter-American Dialogue. Comme le Panama, hub international, San Salvador est également une plaque tournante d’Amérique centrale pour migrants à bord de vols commerciaux à destination du Nicaragua, a expliqué à l’AFP un porte-parole de la Direction générale des migrations du Salvador. À l’instar du Costa Rica et du Panama, le Salvador a imposé en octobre une taxe aéroportuaire de 1 130 dollars (1 498 $ canadiens) aux ressortissants africains et indiens en transit. Ces derniers mois, les autorités colombiennes ont, elles, remarqué qu’une majorité des passagers de vols en provenance de Turquie étaient des Africains en transit vers San Salvador, via un vol depuis Bogota, pour se rendre au Nicaragua. « Des personnes qui [...] veulent migrer et paient des billets et d’autres choses pour éviter de passer par le Darién », a expliqué cette semaine le vice-ministre colombien des Affaires étrangères, Francisco Coy.

    Ce qu’il faut retenir :

    ■ Le ministère de la Santé du Hamas annonce un nouveau bilan de 21 110 morts depuis le début de la guerre, le 7 octobre, et plus de 55 243 blessés. 1 140 personnes ont été tuées lors de l’attaque du Hamas du 7 octobre, selon les données fournies par le gouvernement israélien. L’armée israélienne a affirmé jeudi avoir tué plus de 2 000 combattants palestiniens depuis la fin de la trêve début décembre.

Mardi soir, lors d’une réunion du cabinet de sécurité, elles concernaient notamment l’arrêt de l’aide humanitaire pour Gaza, ou du moins sa réduction de manière considérable, mais aussi les transferts de crédits vers les colonies de peuplement ou encore la suppression pure et simple de ministères jugés inutiles en cette période de guerre.

    Police in Nepal have arrested 10 people for allegedly scamming unemployed young men into joining the Russian army.

    The suspects charged people up to $9,000 for “tourist visas” and sent them to Russia through third countries, mainly the United Arab Emirates, Kathmandu District Police chief Bhupendra Khatri told Reuters. They were then recruited to the Russian army, the official said, adding that it amounted to human trafficking.

    Nepalese authorities had earlier asked Russia not to recruit its citizens to fight in Ukraine, as at least six Nepalis have already been killed, Kathmandu Post reported this week.

    One recruit in his late 40s in the Russian city of Tula, whom we will call Pedro, said he was promised a job as a driver “for workers and construction material” but on arrival in Russia was being prepared for combat, weapon in hand.

    Dans son discours de clôture du Xe congrès des Comités de défense de la révolution (CDR), qui s’est déroulé le 28 septembre de cette année, le président de la République cubaine, Miguel Díaz-Canel Bermúdez, a affirmé que les problèmes auxquels le pays est confronté ont été « analysés, nous les affrontons en prenant des décisions sans crainte. Avec courage et aussi avec pourquoi ne pas le dire, la « guapería » cubaine (la fanfaronnade et la ténacité des rues), car ici personne ne se rendra. ».

    Mais qu’est-ce que la « guapería » ? Le « guapo », dans ce sens cubain du terme, est le grand macho qui se tient au coin de la rue du quartier, autoritaire, vantard, agresseur et, dans les cas extrêmes, il peut aussi être un tueur. En d’autres termes, le « guapo » fait confiance à la raison de la force contre la force de la raison. Néanmoins, il se spécialise dans l’intimidation, ce qui veut dire qu’il est prêt à faire tout ce qu’il juge nécessaire pour atteindre ses objectifs contre les autres, sauf lorsqu’il rencontre une opposition qui l’en empêchera.

    L’afflux de migrants cubains et haïtiens au Nicaragua, d’où ils tentent ensuite de rallier les Etats-Unis, a provoqué ces derniers mois une forte hausse des vols charters vers Managua, poussant Washington à imposer des sanctions à leurs opérateurs. Irma Perez, une Cubaine de 28 ans, est arrivée le 9 octobre avec sa famille à Managua à bord d’un vol charter de la compagnie mexicaine Viva Aerobus parti de Holguin, à 700 km de La Havane."Nous avons fait escale à Cancun (port mexicain) 45 minutes, sans descendre de l’avion, et de là à Managua", a-t-elle raconté à l’AFP depuis Mexico où elle s’est ensuite rendue avec son mari et son fils après avoir payé les services d’un passeur. Elle espère de là pouvoir entrer aux Etats-Unis.Plusieurs migrants cubains interrogés par l’AFP ont raconté avoir voyagé avec la même compagnie, expliquant qu’il s’agissait de vols charters, affrétés par de petites agences de voyage.Interrogée par l’AFP, Viva Aerobus n’a pas donné suite, alors que sur son site aucun vol n’est proposé pour relier Cuba au Nicaragua.Irma Perez a expliqué avoir déboursé 1.250 dollars pour son billet, autant pour son mari et 350 dollars pour son fils d’un an, sans compter les 2.100 dollars payés au passeur.
    L’apparition de vols charters pour répondre aux besoins des migrants « est un phénomène relativement nouveau », explique à l’AFP Manuel Orozco, directeur des questions migratoires au Dialogue interaméricain, un groupe de réflexion basé à Washington. Le Nicaragua, allié de La Havane, n’exige plus de visa pour les Cubains depuis novembre 2021. Depuis lors, 421.000 Cubains, un record, sont entrés de manière irrégulière aux Etats-Unis, selon des chiffres officiels américains, en grande majorité par voie terrestre depuis le Nicaragua. En parallèle et face à un afflux croissant, le Panama et le Costa Rica leur ont imposé début 2022 un visa de transit. Les vols charters ont alors augmenté de Cuba vers le Nicaragua.
    Selon un rapport du Dialogue interaméricain, une moyenne mensuelle de 50 vols charters ont atterri à Managua depuis La Havane entre janvier et octobre 2023, tandis que ce type de vols est passé de 30 en août à 130 en octobre entre Port-au-Prince et la capitale du Nicaragua.
    « Le Nicaragua a représenté un pont pour près de 100.000 personnes » migrantes depuis janvier, évalue le rapport. Manuel Orozco estime que les opérateurs de ces lignes et les autorités aéroportuaires nicaraguayennes ont fait « un calcul économique » pour un « bénéfice mutuel ».Des petites compagnies régulières se sont même intégrées à ce marché. Un comptable cubain de 37 ans a raconté avoir payé en octobre 1.800 dollars pour un vol avec Aruba Airlines, dont la page internet propose la vente de billets à travers un numéro WhatsApp. Il a voyagé depuis La Havane jusqu’à Managua avec une escale à Aruba, île néerlandaise des Caraïbes.
    Les annonces pullulent sur Facebook : « Billets disponibles Havane-Nicaragua (...) prix pour les familles, vols charters et réguliers », dit l’une d’elles.
    Début novembre, Brian Nichols, le vice-secrétaire d’Etat américain, a fait part de sa préoccupation face à l’augmentation « spectaculaire » de ces vols, et mardi Washington a annoncé restreindre les visas pour les « propriétaires, directeurs et responsables » des entreprises opérant ces vols.
    Le vice-ministre cubain des Affaires étrangères, Carlos Fernandez de Cossio, a cependant récemment assuré que le nombre de vols avait baissé. « Cette situation (...) n’est plus la même », a-t-il déclaré. Fin octobre, le Mexique a à son tour annoncé imposer un visa de transit aux Cubains dans ses aéroports, rendant plus difficiles les routes des charters qui ont peu à peu diminué.Un chauffeur de taxi de Managua, qui consulte tous les jours le site de l’aéroport pour son travail, a indiqué sous anonymat à l’AFP avoir constaté que « 22 à 23 avions quotidiens avec des migrants (arrivaient) il y a quelques semaines, contre six aujourd’hui ». Malgré le programme américain « Parole » qui vise à faciliter la migration légale, l’arrivée irrégulière de Cubains et d’Haïtiens aux Etats-Unis a connu un rebond depuis août. Entre janvier et octobre, 108.000 Cubains et 165.000 Haïtiens sont ainsi arrivés de manière irrégulière dans le pays. « Le programme +Parole+ ne couvre pas la demande migratoire », constate l’expert du Dialogue interaméricain.

  • Des médecins cubains se portent au secours des hôpitaux de Calabre Valérie Dupont/ami - RTS

    Le manque de médecins est un problème qui concerne toute l’Europe. Mais dans le sud de l’Italie, la situation est gravissime. Pour éviter la fermeture des hôpitaux, la Calabre a passé un accord avec Cuba pour faire venir des médecins, une première en Europe.

    Depuis six mois, l’orthopédiste cubain Raciel Escalona travaille à l’hôpital de la petite ville de Polistena. A son arrivée, il ne parlait pas un mot d’italien. Mais aujourd’hui, il sait même blaguer avec ses patients.


    Le docteur Escalona fait partie du premier contingent arrivé de Cuba pour répondre à l’urgence sanitaire en Calabre, dans le sud de l’Italie.

    « Je peux confirmer, il est excellent », assure dans la salle de consultation l’un de ses patients, un bandage au pied droit. « Sans lui, j’aurais dû attendre huit mois pour faire cette opération », souligne-t-il jeudi dans le 19h30.

    Appel au secours
    Comme tous les autres hôpitaux publics calabrais, l’hôpital de Polistena était à l’agonie : liste d’attente infinie, endettement à hauteur de plus d’un milliard, infiltrations mafieuses… Autant de maux qui ont obligé les autorités régionales à fermer 18 hôpitaux en Calabre. A Polistena, l’été dernier, le service de réanimation avait même dû fermer ses portes par manque de médecins.

    « Cela va vous sembler absurde : j’ai dû faire des tours de garde de plus de 36 heures d’affilée », raconte Francesca Liotta, la directrice du service de réanimation de l’hôpital de Polistena. « L’arrivée des médecins cubains nous a vraiment donné une bouffée d’oxygène. Cela a aussi relancé l’enthousiasme pour notre métier », s’exclame-t-elle.

    Après six mois de pratique à l’hôpital de Polistena l’orthopédiste cubain Raciel Escalona parle désormais l’italien, alors qu’il n’en connaissait pas un mot à son arrivée.

    En Calabre, il manque 2500 médecins. Pour éviter la fermeture des autres hôpitaux, la région a décidé de faire appel à la coopération médicale cubaine, car faire appel à des médecins privés italiens coûte dix fois plus cher.

    Après avoir travaillé en Mauritanie et au Venezuela, Asbel Diaz Fonseca, un chirurgien de 38 ans, n’aurait jamais pensé que la riche Europe aurait aussi besoin de lui. « L’Italie a une population vieillissante, il y a beaucoup de médecins à la retraite et ils manquent de formation », note-t-il.

    Une partie du salaire reversé à Cuba
    A travail égal, salaire égal, quel que soit le passeport : les médecins cubains touchent 4700 euros mensuels. Mais ils reverseraient deux tiers de leur salaire à leur pays.

    « Cuba est une administration socialiste, sans argent ! Nous ne travaillons pas pour l’argent, nous travaillons pour le coeur et c’est plus important », déclare Asbel Diaz Fonseca.

    Cet accord entre la Calabre et Cuba a poussé les Etats-Unis à demander des comptes à l’Italie sur une possible entorse à l’embargo. Michele Tripodi, le maire de Polistena, communiste et admirateur de Che Guevara, balaie ces doutes : « C’est juste de respecter les conventions internationales. Mais une de nos exigences était justement de pouvoir payer ces travailleurs cubains comme si c’étaient des médecins italiens », soutient Michele Tripodi.

    La population satisfaite
    Dans cette bourgade de 10’000 habitants, la population est ravie et tout le monde encense les médecins venus de loin.

    Deux hommes assis à l’ombre d’un arbre d’une place publique ne s’en cachent pas : « S’il n’y a pas de médecin, c’est terrible. Alors qu’il soit Cubain ou Africain, peu importe. Maintenant, on a au moins des médecins », s’enthousiasme le premier. « Et ils disent que leur préparation est excellente », ajoute son compère.

    Abstract

    Background:
    Increased paediatric #COVID-19 occurrence due to the SARS-CoV-2 0micron variant raised concerns about the effectiveness of existing vaccines.

    Methods:
    In September 2021, the Cuban Ministry of Health launched a nationwide mass paediatric immunisation campaign with the recombinant SOBERANA COVID-19 vaccines. At the end of the campaign in early December, shortly before the Omicron outbreak, 95.4% of the 2 to 18-year-old population was fully vaccinated (2 doses of conjugated SOBERANA-02 followed by a heterologous SOBERANA-Plus dose). We assessed the real-world effectiveness of the SOBERANA-02+SOBERANA-Plus scheme against symptomatic and severe SARS-CoV-2 infection during the complete course of the Omicron wave. We conducted a post vaccination case-population study using a regression discontinuity design with 24 months of age as cut-off. Vaccine effectiveness was calculated for children without previously documented SARS-CoV-2 infection.

    Results:
    We included 1,098,817 fully vaccinated 2-11 years-old and 98,342 not vaccinated 1-year-old children. During the 24-week omicron wave, there were 7003 and 3577 symptomatic COVID 19 infections in the vaccinated and unvaccinated group, respectively. The vaccine effectiveness against symptomatic COVID 19 infection was similar in children 2 to 4 years-old, 83.8% (95% confidence interval [95%CI], 82.9-84.7%), and in children 5 to 11 years-old, 82.3% (95%CI, 81.5-83.1%). The effectiveness against severe symptomatic infection was 97.0% (95%CI, 78.8-99.9%) and 95.0% (95%CI, 82.7-98.9%), respectively. Effectiveness did not wane over time. No child death from COVID-19 was observed.

    Interpretation
    Immunization of 2 to 11 years-old with the SOBERANA-02+SOBERANA-Plus scheme provided strong durable protection against symptomatic and severe disease caused by the Omicron variant. These favourable results contrast with observations in previous real-world SARS-CoV-2 vaccine effectiveness studies in children. They may be explained by the type of immunity SOBERANA’s conjugated protein-based platform induces.

    Viktor Dedaj se présente comme un journaliste-citoyen, spécialisé dans la géopolitique et particulièrement l’Amérique latine. Il est également spécialiste de l’affaire Assange qu’il suit depuis 10 ans. Il multiplie les interventions et conférences publiques pour alerter les consciences sur « la plus importante affaire de presse de notre vivant », d’après John Pilger.

    Son dernier ouvrage s’intitule « Cuba sous embargo : paroles cubaines sur le blocus » (Editions Delga, 2020). Il s’agit d’un recueil de témoignages sur la réalité des sanctions économiques imposées par les Etats-Unis à #Cuba. Il est aussi le co-auteur avec Danielle Bleitrach de « Cuba est une île » (Editions Le Temps des Cerises, 2004) et le producteur exécutif du documentaire « Revolucionarios » (distribué par Les Mutins de Pangée).

    Instauré depuis 1962 par les #etatsunis après un échec de l’invasion de l’île, le #blocus non seulement pourrit la vie des Cubains mais constitue également une véritable insulte à la communauté internationale, laquelle, dans sa quasi totalité, le condamne chaque année à l’ONU depuis près de trente ans. Cette négation de la souveraineté des États et cette sanctification du droit d’ingérence par l’asphyxie constitue l’un des plus grands scandales de tous les temps. Dans le carnet de bord qu’il tient tout en réalisant ses interviews sur le blocus, Viktor Dedaj s’exprime sans langue de bois, décrit cette île qui n’est ni un paradis ni un enfer mais respirerait tellement mieux sans les pressions de son puissant voisin. Il montre aussi comment Cuba résiste, tout en donnant au monde entier l’exemple de la dignité et du courage.

    Surazo, that’s what the cold tropical wind is called. Where is it blowing from? The author Karin Harrasser, born in 1974, is a historian from Austria, in parts the writing looks like a diary. But her more personal concerns go beyond engaging portrayals of childhood experiences in the Alps and episodes of the historian traveling in the Bolivian and Chilean Andes: “It’s about better understanding the contribution of women to the uprising around 1968, and also to shed light on what you can take with you from the past for today. That’s why I didn’t stick to the asceticism demanded by biographical theory, but tried to follow all possible traces, including the faint and the improbable.” We need to bring a certain amount of patience with us to read it, but it’s worth it.

    Monika Ertl was shot dead on May 12, 1973 in La Paz in the course of a firefight on the open street. She is in her thirties and is fighting to revive the Ejército de Liberación Nacional, ELN, which has been drastically weakened since Che Guevara’s assassination. Behind these two executions is a man named Altmann, whom Monika affectionately called “Uncle Klaus” when he was a child and who was convicted on July 4, 1987 by a jury in France as the “Butcher of Lyon”. Barbie was a Gestapo from 1942 to 1944 -Boss of Lyon. He managed to escape to Bolivia via the “rat line”, where he later, “in his second career” with his Gestapo know-how and as an employee of the US secret service CIC and the federal intelligence service BND, comprehensively surrounded the Bolivian security apparatus under the dictator Banzer “Development aid” in torture and enforced disappearances, in raising money through the cocaine trade and arms trafficking, i.e. in the “fight against communism”.

    However, a colonel in the Bolivian secret service, Roberto Quintanilla, gave the immediate order for Che’s assassination. Later, as Consul General in Hamburg, he thought he was out of the line of fire, where the ELN tracked him down. It is believed that it was Monika Ertl who shot him in the consulate in 1971. The philosopher Regis Debray wrote a romantically exaggerated novel in 1979, A life for a lifeto pay tribute to Monika and this revolutionary episode.

    Expedition to Inca Ruins
    The author is on the hunt. I was impressed by her sincerity and incorruptibility, which is hard to find on this subject in Germany: “It was only with Monika Ertl that I was able to catch a glimpse of the reality of revolutionary events. Nevertheless, I can only imagine to a limited extent what it was like to live in a time when one could have the impression that the revolution was really just around the corner, and in different places at the same time.” At times the author admits her perplexity how to deal with these often shocking finds.

    “Right or wrong. It’s my country” – so Hans Ertl, Monika’s father, once asked about his Nazi past. He was Leni Riefenstahl’s cameraman and Erich Rommel’s personal photographer during his North Africa campaign. Ertl was a gifted mountaineer, expedition leader, embedded in the Nazi cultural chic. When he was denied the federal film prize because of his Nazi past, he began to have doubts about democracy and emigrated to Bolivia in 1960. The bloody dictatorship there appeals to him more. There he undertakes expeditions to Inca areas and shoots adventure films, mostly accompanied by his daughter Monika. As all the material for his next film entitled Surazo gets lost, he retires to a remote area to set up cattle breeding there, “La Dolorita – in German: Freistaat Bayern”. His neighbor was Hugo Banzer, the bloody Bolivian dictator, like Pinochet and many others graduate of the US Counterinsurgency Academy for Coups and Torture in Panama, the Escuela de las Americas. Here it was taught not only to slaughter guerrillas, but also intellectuals, publicists, leftists. Banzer and Ertl shared an authoritarian male friendship. Unwavering loyalty, it never occurred to Ertl to ask Banzer about the grave of his beloved daughter Monika.

    When daughter and father drift apart, it doesn’t seem to be the classic conflict between the young ’68ers and the generation of fathers who were guilty of fascism. The author deals with this question cautiously and prudently. How could it be that a young woman who follows her Nazi father on his expeditions to Inca ruins and film projects in the Bolivian jungle, who moves as a tennis and golf-playing engineer’s wife in the elite of Bolivia, who despises and exploits the indigenous people, quickly transformed into the revolutionary guerrilla Imilla, who wants to get the ELN going again after the execution of Che and his successor Inti Peredo?

    Her experiences in northern Chile, where her husband worked in the copper mines, seem to have been a decisive factor in Monika’s radicalization. There she witnessed not only the incredible misery of the miners and their families, but also the rise of the powerful copper miners’ union. It was the time and place of Salvador Allende’s rise to power, who, after his election in 1970, once again pushed ahead with the nationalization of the copper industry as an important signal.

    Another sharp contrast results from the immigration policies of the Bolivian governments. Bolivia needed workers to settle vast tracts of wasteland. The indigenous population was out of the question because they were “inferior”. Therefore, the “lesser evil” was taken, Jews who wanted to emigrate from Nazi Germany. It is said to have been an estimated 7,000 to 8,000, later fleeing Nazi war criminals were welcomed. In La Paz and other cities, the Jews must have repeatedly encountered their tormentors and torturers on the streets and in shops.

    Disturbing discoveries
    Even in the idyllic Kufstein, familiar place of happy childhood days, she encounters disturbing things. A central figure in the networks of the old and new Nazis, Hans-Ulrich Rudel, the Wehrmacht’s most decorated dive fighter, lived and operated five hundred meters from her house. He supplied arms to the Paraguayan dictator Stroessner; he is said to have helped set up Pinochet’s notorious secret service DINA and was in contact with the German sect Colonia Dignidad, which he probably used as a transhipment point for arms deliveries and where Pinochet operated a torture facility. The author writes: “How could I approach the brutal work that the former SS men and Gestapo henchmen did in the machine rooms and torture chambers of the right-wing dictators? What does it mean for contemporary historiography that the long-term consequences of Nazi knowledge and Nazi techniques shaped an entire continent for half a century? That the Gestapo’s knowledge of torture, pampered in the anti-communist struggle in the USA, was further perfected in Bolivia, Argentina, Chile and Uruguay up to the 1980s?” What impressed me when reading the book is an author who tells this powerful and violent story tells – and a lot about himself, starting with the missionary activities of the Jesuits in the 17th century and ending for the time being with an Evo Morales, who flies to Germany in the presidential plane in 2009 to collect cult objects of the Incas, the Hans Ertl stolen, solemnly bringing them back to where they belong.

    “Never underestimate the value of a woman.”
    In Hamburg, Germany, it was twenty to ten in the morning of April 1, 1971. A beautiful and elegant woman eye color deep sky enters the office of the consul of Bolivia and patiently waiting to be addressed.
    While he is doing anteroom, indifferent look at the paintings that adorn the office. Roberto Quintanilla, the Bolivian consul, dressed elegantly dark wool suit, it appears in the office and greets struck by the beauty of the woman claiming to be Australian, and who days before had asked for an interview.
    For a fleeting moment, both are facing. Revenge appears embodied in a very attractive female face. The woman, lush beauty stares into his eyes and without words extracted a revolver and fired three times. There was no resistance, no struggle, no struggle. The impacts hit the target. In his flight, he left behind a wig, her purse, her Colt Cobra 38 Special, and a piece of paper that read VoD. ELN.
    Who was this bold woman and why have murdered “Toto” Quintanilla?
    In the guevarista militia was a woman who called himself Imilla whose meaning in language is Quechua and Aymara indigenous girl or young (now considered an insult in Bolivia). Your name: Monica (Monika) Ertl. German by birth who had made a journey of eleven thousand kilometers from Bolivia lost for the sole purpose of executing a man, the character most hated by the world left: Roberto Quintanilla Pereira.
    She, thereafter, became the most wanted woman in the world. He grabbed the front pages of newspapers across America. But what were his reasons and what are their origins?
    Let us return to the March 3, 1950, date on which Monica had come to Bolivia with Hans Ertl His father through what became known as the route of rats path that facilitated the escape of members of the Nazi regime to South America at the end of the largest and bloodiest armed conflict in world history: the Second World War.
    Monica’s story could be told with great passages through research of Jürgen Schreiber. Which I present is just a brushstroke of this exciting story involving many feelings and characters.

    Hans Ertl (Germany, 1908-Bolivia, 2000) mountaineer, innovative techniques underwater explorer, writer, inventor and materializing dreams, farmer, ideological convert, filmmaker, anthropologist and amateur ethnographer. He soon rose to prominence portraying the leaders of the Nazi party when he was filming the majesty, body aesthetics and athletic skills of the participants in the Olympic Games in Berlin (1936), directed by filmmaker Leni Riefenstahl who glorified the Nazis .
    However, he had the misfortune to be recognized for the history (and subsequent unfortunately), as the photographer of Adolf Hitler, although the official iconographer of the Führer has been Heinrich Hoffman defense squad. Some sources cite that Hans was assigned to document the areas of action Regiment famous quarterback, nicknamed the “Desert Fox” Erwin Rommel, Tobruk in their journey through Africa.
    Curiously, Hans did not belong to the Nazi Party but, although he hated war, proudly displayed jacket designed by Hugo Boss for the German army as a symbol of their deeds of yore, and his Aryan panache. He hated being called “Nazi” had nothing against them but not against Jews. Ironically was another victim of the Schutzstaffel.
    At the end of the Second World War, when the Third Reich collapsed, the leaders, colleagues and relatives to the Nazi regime fled European justice refuge in various countries, including the American continent with the approval of their respective governments and support US unconditional. It is said that it was a very peaceful person and had no enemies, so I opted to stay in Germany less time working on assignments to their status, until he emigrated with his family. First to Chile in the southern archipelago of Juan Fernandez, “fascinating lost paradise”, where he made the documentary Robinson (1950), before other projects.
    After a long journey, Ertl established in 1951 in Chiquitania, 100 kilometers from the city of Santa Cruz. So much to settle in prosperous and virgin lands which conqueror of the fifteenth century, the thick and intricate Brazilian-Bolivian vegetation. A property of 3,000 hectares where built with his own hands and native matter what was his home until his last days; “Sore”.

The eldest was named Monica, he was 15 when resulted in exile and begins his story here …
    Monica had lived his childhood amid the turmoil of Nazism in Germany and emigrated to Bolivia when they learned the art from his father that led him to work after the Bolivian filmmaker Jorge Ruiz. Hans held in Bolivia several films (Paititi and Hito Hito) and transmitted to Monica’s passion for photography. By the way, we can easily claim as a pioneer woman of documentary filmmakers in the history of cinema.
    Monica grew up in a circle as closed as racist, which shone both his father and another sinister character that she got used to affectionately call “Uncle Klaus.” A German businessman (pseudonym of Klaus Barbie (1913-1991) and former head of the Gestapo in Lyon, France) better known as the “Butcher of Lyon”.
    Klaus Barbie, changed his surname to “Altmann” before getting involved with the family Ertl. In the narrow circle of personalities in La Paz, where this man gained enough confidence so that the father of Monica, was who introduced him even got him his first job in Bolivia as German Jewish citizen, who is said I advise South American dictatorships.
    The famous protagonist of this story, married another German in La Paz and lived in the copper mines in northern Chile but, after ten years, her marriage failed and she became an active policy that supported noble causes. Among other things, he helped found a home for orphans in La Paz, now a hospital.
    He lived in an extreme world surrounded by old Nazi torturers wolves. Any disturbing indication it was not strange. However, the death of the Argentine guerrilla Ernesto Che Guevara in the Bolivian jungle (October 1967) had meant to her the final push to his ideals. Monica according to his sister Beatrice, “worshiped” Che “like a god”.
    Following this, the father-daughter relationship was difficult because of the combination: that fanaticism joined a subversive spirit; perhaps they are triggering factors that generated a combative, idealistic, persevering stance. His father was the most surprised and very reluctantly, threw her farm. Perhaps it occurred that challenge certain ideological metamorphosis in the 60s, to become indirect contributor and advocate of leftists in South America.
    Monica was his favorite child, my father was very cold towards us and she seemed to be the only one I loved. My father was born as a result of rape, my grandmother never showed her affection and that marked him forever. The only showed affection was for Monika “Beatriz said in an interview for BBC News.
    In the late sixties, everything changed with the death of Che Guevara, broke with his roots and took a drastic turn to fully enter the militia wielding arm Guerilla Ñancahuazú, as he did in life his hero by Social inequality.
    Monica stopped being that girl who loves the lens to become “revolutionary Imilla” refugee camp in the Bolivian hills. As they were disappearing from the face of the earth most of its members, their pain was transformed into strength to demand justice becoming an operational key to the ELN.
    During the four years he remained imprisoned in the camp he wrote to his father only once a year, to say textually; do not worry about me … I’m fine. Unfortunately, he never saw her again; neither alive nor dead.
    That was how in 1971 crosses the Atlantic and returns to his native Germany, and Hamburg personally runs the Bolivian consul, Colonel Roberto Quintanilla Pereira, directly responsible for the final insult to Guevara: the amputation of his hands after his execution in The FIG tree. With that desecration signed his death sentence and, since then, the faithful “Imilla” high-risk mission was proposed: he swore to avenge Che Guevara.
    After fulfilling his goal begin a hunt that spanned countries and seas and found that only end when Monica fell dead in the year 1973, in an ambush that according to some reliable sources held out his traitorous “uncle” Klaus Barbie.
    After his death, Hans Erlt continued to live and filming documentaries in Bolivia, where he died at the age of 92 years (2000) on his farm now converted into a museum with the help of some institutions of Spain and Bolivia. There remains buried, accompanied by his old German military jacket, his faithful companion in recent years. His grave remains between two pine trees and soil of his native Bavaria. The same was commissioned to prepare and daughter Heidi to make their wishes come true. Hans had expressed in an interview with Reuters:
    I do not want to return to my country. I want, even dead, remain in this my land.
    In a cemetery of La Paz, it is said to lie “symbolically” the remains of Monica Ertl. Actually they were never delivered to his father. Their claims were ignored by the authorities after the fact. These remain in some unknown site of the Bolivian country. Lie in a mass grave without a cross, without a name, without a blessing from his father.
    Such was the life of this woman who in a period, in the words of the fascist right of those years, was rampant in “communism” and therefore “terrorism” in Europe. For some, its name was etched into the gardens of memory as a guerrilla, terrorist killer or perhaps for others as a brave woman who fulfilled a mission.
    In my opinion, it is the feminine side of a revolution that fought for the utopias of his time, and that in light of our eyes compels us to reflect once again on this phrase: “Never underestimate the value of a woman.”

  • Qu’est-ce-que le tiers monde ?
    Pour mon #Projet_de_recherche sur le #Cuba j’essaie de définir mes termes avec précision. Commençons donc avec une notion importante, celui du #tiers_monde, grâce au travail d’#Alfred_Sauvy (1986 [1952]) et de #Vijay_Prashad (2007).

    Alfred Sauvy, écrivant dans les pages de L’Observateur en 1952, avance une conception tripartite du monde. Les deux premiers mondes correspondent aux deux côtés qui s’affrontent dans la guerre froide, divisés par le « rideau de fer » de Churchill : le premier monde est l’Ouest, le deuxième monde l’Est. Ils sont en « lutte pour la possession du troisième monde » (p. 81). Ce dernier, le tiers monde, c’est ce que l’on a pu nommer « les pays sous-développés » (Ibid.) aux Nations Unies, comportant deux milliards de personnes—soit deux tiers de la population mondiale (Prashad, 2007, p. 8). (La comparaison est d’ailleurs faite par Sauvy avec le Tiers Etat de la Révolution française.)

    Vijay Prashad, dans The Darker Nations, montre comment les pays concernés ont donné sens à ce concept en cherchant à prendre la place d’un troisième bloc ayant une certaine unité politique. C’est pour cela qu’il dit :

    The Third World was not a place. It was a project. (p. xv)

    La plateforme partagée de cet ensemble de gouvernements est exprimée de plusieurs façons. D’une lutte pour la notion abstraite de « dignité » (p. xv) à l’idéologie plus substantive d’« internationalist nationalism » (p. 12), elle met aussi en avant des demandes tant pour les « nécessités concrètes » (p. xv) de la vie de chacun que, dans les relations internationales, pour une non-violence et un développement des Nations Unies (p. 11).

    Le tiers monde est donc une notion élaborée par les pays concernés eux-mêmes à travers la pratique et le débat, avec une plateforme construite lors d’assemblées afro-asiatiques à Bandung en 1955 (Cf. p. 32 ff.) ou encore à Caïro en 1961 (Cf. p.57 ff.), lors de la Conférence tricontinentale de 1966 (Cf. p. 107 ff.) et lors des luttes de ces pays, souvent à l’unisson, à l’ONU (p. xvi). On peut aussi renvoyer à deux projets aux noms connus pour préciser le concept du tiers monde : le mouvement des non-alignés crée en 1961 et le Groupe des 77 (ou G-77) fondée au sein des Nations Unies en 1964 (p. 13).

    Voilà donc la définition de tiers monde que je retiendrai. Celle-ci montre pourquoi le terme reste pertinent pour mon sujet (la théorie économique ä Cuba pendant les années 1960 et 1970), plutôt que d’employer le terme de « Global South » (suivant le clivage Nord/Sud popularisé par Willy Brandt en 1980) qui est très en vogue mais dont l’utilité—surtout pour parler des pays non-alignés pendant la guerre froide—est contestable.

    Charles #Bettelheim, un économiste #marxiste, est malheureusement tombé dans « un oubli relatif » selon Leleu. Pourtant, il y a tant à découvrir chez ce théoricien !

    Je débute un Projet de Recherche, probablement sur le « grand débat » en #économie qui a lieu en #Cuba de 1963 à 1965. Connaissant les contours des deux positions qui s’y affrontent—mais pas grand chose de plus—j’ai eu la joie d’apprendre de la part de Cédric Durand, professeur dans le séminaire, qu’il y a des archives de Bettelheim potentiellement exploitables sur ce sujet.

    Justement, c’est Leleu qui semble être le seul à les avoir véritablement exploités pour l’instant, élaborant deux excellents articles (je partagerai le second plus tard).

    Dans celui-ci, c’est l’histoire du lien que Bettelheim forme avec la #Révolution_cubaine qui est explorée. Pendant huit ans et huit séjours sur l’île, il conseille, il planifie, il met en avant ses positions contra #Che_Guevara.

  • Le vol des cerveaux : une arme politique contre Cuba ! — Michel TAUPIN

    Le vol des cerveaux (formés gratuitement par l’État) est une politique odieuse qui limite les capacités de Cuba à se développer et à intervenir à l’extérieur lors de catastrophes humaines. Marco Rubio, tête de pont des contre-révolutionnaires patentés, en est un des promoteurs à Washington. Selon le New-York Times, entre 2006 et 2014 les programmes illégaux de Washington ont provoqué l’émigration de 5 490 médecins cubains. « Il est pour le moins incongru que les États-Unis valorisent les contributions des médecins cubains dépêchés par le gouvernement pour aider à faire face à des situations de crises dans le monde alors qu’ils s’évertuent à déstabiliser l’État cubain en encourageant les défections », souligne encore le New York Times. Il faut rappeler que le programme visant à provoquer l’exode de médecins, a débuté en août 2006, lorsqu’Emilio Gonzalez, un Cubano-américain farouchement opposé au gouvernement de l’île, était à la tête du Service de citoyenneté et d’immigration des États-Unis.
