    The Fourth Overview of Housing Exclusion in Europe 2019

    Since 2015, FEANTSA and the Fondation Abbé Pierre have released a yearly Overview of Housing Exclusion in Europe. These annual reports look at the latest #Eurostat data (EU-SILC) and assess EU countries’ capacity to adequately house their populations.

    The 2020 deadline is approaching for the European Union’s cohesion policy, yet it’s objective – the fight against poverty and social exclusion by 2020 - remains unattainable. With this 4th report on homelessness and housing exclusion, FEANTSA and the Fondation Abbé Pierre ask: what is meant by "European cohesion” when another Europe, deprived of a home or even a shelter, is being left behind? This report explores the state of emergency housing in Europe, in order to attract the attention of all decision-making bodies in Europe on the overcrowding, precariousness and inadequacy our shelter systems are confronted with.

      A Foot In The Door: Experiences of the #Homelessness_Reduction_Act (2020)

      Key findings:

      - Two years into its implementation, the research has found the change in law has significantly expanded access to homelessness assistance particularly for single people.
      - The research findings suggest that this is one of the most substantial changes observed since the introduction of the HRA and that the change in legislation has had a noticeable impact on widening access to single homeless people.
      – Overwhelmingly people reported a more positive experience when first approaching Housing Options for assistance.
      – Seventy-five per cent of people reported they were treated with respect and were able to communicate confidentially with staff.
      - Despite the majority of participants reporting positive experiences there is still clear examples of people having poor assessments.
      – The intention and ambition of the HRA is being constrained by the housing market, welfare system and funding.
      – Whilst there has been a broadly positive experience of initial contact and engagement with Housing Options staff, the research has shown significant barriers and issues with the support on offer and people’s housing outcomes.
      - Overall only 39 per cent of respondents agreed when asked whether the local authority had helped them to resolve their housing issue.
      - A further 31 per cent of participants reported that they had either supported themselves or with the help of family or friends, and 30 per cent reported that their issue was still ongoing.
      - Overall 56 per cent of survey respondents reported a more positive housing situation when asked to compare their current position with the night before they presented at Housing Options.
      – The research found the most common form of intervention offered is information on accessing the private rented sector.
      – Lack of affordable housing both social and PRS means that local authorities are increasingly constrained in the realistic outcomes that they can achieve.

    Experts say meat processing plants are ripe for the virus to spread, as they’re often cold, damp, and keep employees in close contact. But much of the #transmission of the virus may occur away from work: where employees live and share meals.

    “It’s very important to realise that workers in these plants – and this is unpopular work – are often #migrant workers, foreign workers who will live in dormitories. And they live and travel very closely together,” Professor James Wood, the head of Cambridge University’s Veterinary School, told Euronews.

    “So transmission, where #clusters occur, maybe occurring both in the home environment from travelling to work, as well as actually in the workplace itself.”

      Suite à l’annonce des cas allemands, les représentants du syndicat NGG ont également estimé que la précarité des employés concernés pouvait jouer dans le fort taux de contamination, en raison de leurs conditions de vie en dehors des sites de production : « la propagation généralisée des infections dans cette industrie [en #Allemagne] n’est pas surprenante ». « Les travailleurs, dont la plupart viennent d’Europe de l’Est et travaillent dans le cadre de contrats avec des sous-traitants parfois douteux, doivent souvent vivre dans des #logements de masse dans des conditions très exiguës », peut-on lire dans un communiqué.

      Autre facteur social avancé : une mauvaise protection sociale inciterait également le personnel malade à se maintenir au travail en dépit des risques.

    Some believe polls should not be held until a consistent pattern of single-digit or zero daily infections is established. The total number of infections in Singapore is now 37,183. Hundreds of new dormitory infections continue to be reported daily, while cases among the wider community are often in single digits.The Straits Times newspaper published a report on March 30 citing Heng’s remarks and estimates by political analysts which suggested that polling day could fall on July 11, following the dissolution of parliament on June 24 and a nine-day campaign period beginning July 1.Critics and some observers see no compelling reason to hold early elections and cite risks to public health if polls go-ahead in the coming weeks. Others suggest that an early snap poll would mitigate near-term uncertainties and risks, and could potentially be safer than end-of-term polls in a scenario where the pandemic worsens.

    Coronavirus infections in Singapore have sharply risen since April with clusters at foreign worker dormitories accounting for more than 90% of total cases. Hundreds of new dormitory infections continue to be reported daily, while cases among citizens and permanent residents in the wider community are often in single digits.The low rate of transmission outside the worker dormitories has paved the way for Singapore to ease its restrictive “circuit breaker” measures introduced in early April. But the formal expiry of the partial lockdown won’t entail a return to business as usual as the wealthy city-state intends to reopen its economy over several months.

    En Rhénanie-du-Nord-Westphalie et dans le Schleswig-Holstein, des centaines d’employé·es des abattoirs sont contaminé·es par le corona. Or le seuil de reconfinement a été fixé à 50 cas pour 100 000 habitant·es pour une région donnée.
    La question est : le déconfinement était-il prématuré en Allemagne ou la misère sociale de ces personnes venant d’Europe de l’Est pour faire des sales boulots sous-payés explique-t-elle ces foyers de contamination ?

    Le ministre de la santé de Rhénanie-du-Nord-Westphalie « a mentionné l’hébergement du personnel des abattoirs, provenant pour la plupart de Roumanie et de Bulgarie, dans des logements collectifs comme une raison possible de l’apparition de l’épidémie. Il se peut que ces foyers ne répondent pas aux normes d’hygiène requises en cas de pandémie. Il faut maintenant examiner cette question. »

      Fait-on plus de marge sur une viande vendue à prix discount que sur une viande de qualité ? On avait dénoncé l’horreur des abattoirs, tant pour les animaux que pour les êtres humains, peut-être la crise sanitaire et économique permettra-t-elle d’en montrer les causes : sous-traitance, intérim, recours aux migrant·es, aux travailleu·ses de l’Europe pauvre. Dans les abattoirs d’Allemagne, ce sont les « contrats de louage d’ouvrage et d’industrie » (Werkverträge) qui soustraient les gens au droit du travail. Avec leurs corollaires, les foyers.
