    The #US_military shot down a supposed Chinese “#spy_balloon.” And then they shot down two “unidentified flying objects"—pieces of “space junk"—just to drive the point home.

    Of course, if #China did send over a “spy balloon,” it would have been more than justified. The U.S. has a vast fleet of satellites, as many as all the other countries in the world put together. They spy on every part of China (and every other country) 24 hours a day, every day of the year.

    The gunning down of the “spy balloon” was a made-for-TV demonstration of U.S. military bravado, an announcement that the U.S. is ready for war with China.

    Going as far back as the Obama administration—and even further—the U.S. has been pursuing an economic war against China. Tariffs were put on Chinese products. Chinese companies were banned from buying the items they need from U.S. companies—particularly, advanced semi-conductors and other high-tech goods. And embargos were put on the products from the most advanced high-tech Chinese companies.

    But behind this economic war lay another reality: Chinese factories have been an integral part of the U.S. high-tech industry. They have provided parts like simple chips, mass produced on Chinese assembly lines, by labor pushed to work at slave-labor wages. Part of the enormous profit made by big U.S. companies derives from parts produced in Chinese factories, or in factories on Taiwan, or in India, or South Korea, or in Mexico, and so on.

    This is not new. This “global assembly line,” pulled together since the end of World War II, has been directed, organized and presided over by big multinational companies, most of them centered in the U.S. The whole globe may be their factory floor. But the profits feed into the U.S. banking system.

    What’s different today is the economic crisis in which capitalism has been mired for 40 years. The longer capitalism’s crisis goes on, the more that big companies attempt to snatch greater profit from labor—no matter where that labor works.

    We know what has happened in this country. U.S. companies push American workers to put out more production in less time, for wages whose value has been cut by inflation.

    U.S. companies put the squeeze on labor in other countries by squeezing the companies they work for. This is true around the globe, whether the subsidiaries of U.S. companies be in South Korea or Mexico or Canada or even Europe.

    But China is a special case. Its productive economy is the second biggest in the world. It has the most people. And its history, coming out of the 1949 Revolution, aimed at developing China as an independent country.

    That didn’t mean that China could call the tune in its relationship with the U.S. But for decades, the Chinese ruling class took a slightly larger share of the value produced in its industry than what happened, for example, with Mexico.

    But today, U.S. #capitalism wants more out of #China. So, today, there is an economic war, carried out with tariffs, and patent restrictions and even trade embargoes.

    But economic wars have a logic to them—they can lead to shooting wars. During the 1930s #economic_crisis, trade wars led right into the Second World War.

    It’s a mistake to fall for the propaganda being fed to us today: “spy balloons,” “unidentified flying objects,” “chip wars.” All of it aims to get us lined up behind “our own” #capitalist_class: enlisted in their #economic_war today; enlisted in their shooting war tomorrow.

    Well, that capitalist class is not our friend, never has been. And our enemy is not in China or other countries. When World War One was starting, a German revolutionary said, “Every people’s main enemy is in their own country.”

    A century later, it’s even more true.

    Bien sûr, si la Chine a effectivement envoyé un « ballon espion », cela aurait été plus que justifié. Les États-Unis disposent d’une vaste flotte de satellites, aussi nombreux que tous les autres pays du monde réunis. Ils espionnent chaque partie de la Chine (et de tous les autres pays) 24 heures sur 24, tous les jours de l’année.

    L’abattage du « ballon espion » était une démonstration télévisée de bravade militaire américaine, une annonce que les États-Unis sont prêts pour la guerre avec la Chine.

    Depuis l’administration Obama, et même avant, les États-Unis ont mené une guerre économique contre la Chine. Des droits de douane ont été imposés sur les produits chinois. Les entreprises chinoises se sont vu interdire d’acheter les articles dont elles ont besoin auprès des entreprises américaines, en particulier les semi-conducteurs avancés et autres produits de haute technologie. Et des embargos ont été imposés sur les produits des entreprises chinoises de haute technologie les plus avancées.

    Mais derrière cette guerre économique se cache une autre réalité : Les usines chinoises ont fait partie intégrante de l’industrie high-tech américaine. Elles ont fourni des pièces comme de simples puces, produites en masse sur des chaînes de montage chinoises, par une main-d’œuvre poussée à travailler à des salaires d’esclaves. Une partie des énormes bénéfices réalisés par les grandes entreprises américaines provient de pièces produites dans des usines chinoises, ou dans des usines à Taïwan, ou en Inde, ou en Corée du Sud, ou au Mexique, etc.

    Ce n’est pas nouveau. Cette « chaîne de montage mondiale », mise en place depuis la fin de la Seconde Guerre mondiale, a été dirigée, organisée et présidée par de grandes sociétés multinationales, dont la plupart ont leur siège aux États-Unis. Mais les profits alimentent le système bancaire américain.

    Ce qui est différent aujourd’hui, c’est la #crise_économique dans laquelle le capitalisme est embourbé depuis 40 ans. Plus la crise du capitalisme se prolonge, plus les grandes entreprises tentent d’arracher des profits à la main-d’œuvre, quel que soit l’endroit où elle travaille.

    Nous savons ce qui s’est passé dans ce pays. Les entreprises américaines poussent les travailleurs américains à produire davantage en moins de temps, pour des salaires dont la valeur a été réduite par l’#inflation.

    Les entreprises américaines mettent la pression sur la main-d’œuvre dans d’autres pays en mettant la pression sur les entreprises pour lesquelles ils travaillent. Cela est vrai dans le monde entier, que les filiales des entreprises américaines soient en Corée du Sud, au Mexique, au Canada ou même en Europe.

    Mais la Chine est un cas particulier. Son économie productive est la deuxième plus grande du monde. Elle est la plus peuplée. Et son histoire, issue de la révolution de 1949, visait à faire de la Chine un pays indépendant.

    Mais pendant des décennies, la classe dirigeante chinoise a pris une part légèrement plus importante de la valeur produite dans son industrie que ce qui s’est passé, par exemple, au Mexique.

    Mais aujourd’hui, le #capitalisme américain veut davantage de la Chine. Il y a donc aujourd’hui une guerre économique, menée avec des droits de douane, des restrictions de brevets et même des embargos commerciaux.

    Mais les guerres économiques ont une logique : elles peuvent conduire à des guerres armées. Lors de la crise économique des années 1930, les guerres commerciales ont mené tout droit à la Seconde Guerre mondiale.

    C’est une erreur de croire à la propagande dont on nous abreuve aujourd’hui : « ballons espions », « objets volants non identifiés », « guerre des puces ». Tout cela a pour but de nous aligner derrière « notre » #classe_capitaliste : enrôlés dans leur guerre économique aujourd’hui ; enrôlés dans leur guerre de tir demain.

    Eh bien, cette classe capitaliste n’est pas notre amie, elle ne l’a jamais été. Et notre ennemi n’est pas en Chine ou dans d’autres pays. Au début de la Première Guerre mondiale, un révolutionnaire allemand a dit : « Le principal ennemi de chaque peuple est dans son propre pays. »

    Un siècle plus tard, c’est plus vrai que jamais.

    Il y a tout de même pas mal de choses intéressantes dans cet article de Quadruppani (qu’on sait déjà mais dites au public antibiopolitique).

    On a pourtant aussi toutes les raisons d’écouter le cri de rage d’un ami infirmier, à qui j’ai fait lire l’interview de Lamarck : « Je voudrais surtout pas tomber dans le pathos, mais le subjectif est là, et je vais pas le refouler : quand tu as vu des personnes âgées qui ont un nom : Marthe, Francis, Suzanne, Mario, Huguette , Gilberte et tant d’autres, magnifiques, qui ne demandaient qu’à finir leurs vies tranquilles, sereines et entourées, partir en 24 heures, emballées dans des housses mortuaires, sans préparation, sans que leurs proches ne puissent les voir, ne serait-ce qu’une dernière fois, quand tu as vu tes collègues infirmières et aides-soignantes, pourtant pleines d’expérience, et qui savent tenir la « bonne distance » professionnelle avec la mort, te tomber dans les bras et pleurer de détresse, que tu as vu toute l’équipe soignante aller au tapis, frappée de plein fouet par le virus, et les rares soignantes encore valides rester à poste 18h sur 24, que tu as vu le quart des personnes prises en charge mourir en une semaine, les poumons bouffés par le virus, et qu’il s’en fallait à peine d’un mois pour que des vaccins soient disponibles... alors le gus qui te déclare, du haut de son Olympe conceptuel : « c’est la porte ouverte à la modification moléculaire de l’humain », tu as juste envie de lui hurler : « ta gueule, connard ! Tu n’as aucune idée de ce dont tu parles... ! » C’est con, hein ? »

    Non, c’est pas con, et d’autant moins que c’est assorti d’une critique des affirmations lamarckienne qui peut s’avérer fort utile pour dissiper les fantasmes attachés à ce vaccin à ARNm souvent au cœur des argumentaires antivax. « Bien, alors le truc affreux [d’après Lamarck] ce serait ces vaccins à ARN messager modifié « enrobés dans un vecteur complètement artificiel ». Le mot est lâché : « artificiel », sûrement opposé à « naturel ». Ne relevons même pas que bien des produits artificiels se sont révélés forts utiles, et que nombre de produits naturels peuvent être extrêmement nocifs. Le truc ici consiste à faire peur : c’est « artificiel » ! Pas bon ça ! Le vecteur en question est une microparticule avec 4 lipides (dont du cholestérol), 4 sels (chlorures de sodium, de potassium, dihydrogénophosphates de sodium, de potassium), du sucre (saccharose) et de l’eau... (c’est presque Bio !) Non, faut que ça fasse peur ! Car nous disent-ils tout ça « est injecté massivement depuis décembre 2020 sans tests cliniques suffisants tant sur l’innocuité que sur l’efficacité ». C’est évidement faux, les essais de phase I, II, et III ont bien eu lieu, et si la phase III se poursuit c’est pour étudier les effets secondaires inattendus, la durée de protection induite par la production d’anticorps et la mémoire immunitaire induite, et d’envisager le calendrier vaccinal de rappels le cas échéant … à ce jour près de 8 milliards de doses de vaccins contre la Covid ont été administrées, et près de 55% de la population mondiale a reçu au moins une dose (dont seulement 6% dans les pays pauvres). Jamais dans l’histoire des traitements et vaccins il n’y a eu une telle surveillance de pharmacovigilance. »

    Et jamais peut-être il n’a été aussi important d’éclaircir nos rapports avec la science en général, et avec la science médicale en particulier. L’humeur antivax est ancienne, en particulier dans des milieux où les ennemis du capitalisme se recrutent en grand nombre. Au risque de déplaire à bien des amis ou des alliés, disons-le sans détour : cette humeur repose pour l’essentiel sur des fantasmes sans fondement. Deux reproches principaux ont alimenté longtemps le refus de la vaccination, et, malgré tous les démentis, ont resurgi à la faveur de celle contre le Covid : son lien avec l’autisme et les accidents consécutifs à la présence d’aluminium. La première rumeur, qui eut d’abord les honneurs du Lancet, a ensuite été démentie et il s’est avéré que celui qui l’avait lancée était un escroc. Quant à la seconde, s’il est vrai que de l’aluminium a bien été ajouté à certains vaccins pour les booster, et que ce métal a, dans quelques cas, déclenché des réactions locales à l’endroit de l’injection, il n’a jamais entraîné d’accidents graves.

    On se gardera pourtant de reprendre à notre compte le vocable de « Big Pharma ». Pas seulement parce qu’on le retrouve systématiquement dans des bouches qui ont très mauvaise haleine, — est-ce un hasard ? — mais parce qu’il charrie une vision simpliste de ce à quoi nous faisons face et ne permet donc pas d’en saisir la complexité, les dynamiques et les rouages. « Big Pharma » est à l’ère des gouvernements biopolitiques revendiqués ce qu’était le mythe des deux cents familles au XIXe siècle. Il n’y a pas plus de gouvernement mondial secret que de Big Pharma, ce à quoi nous faisons face c’est à une coalition d’intérêts qui opèrent et prospèrent au sein d’un ordre du monde et d’une organisation sociale organisés par et pour eux. Il y a donc fort à parier que, à l’instar de toutes les structures étatiques, l’INSERM ne soit pas à l’abri de du lobbying général des grandes compagnies pharmaceutiques comme de l’influence de telle ou telle d’entre elles. Mais c’est justement parce qu’il s’agit d’une coalition d’intérêts particuliers et non pas d’une entité monolithique, qu’on peut compter sur l’existence de contradictions en son sein. Peut-on imaginer que s’il existait le moindre soupçon d’effets secondaires néfastes avec l’ARN, Johnson&Johnson et Astrazeneca, les concurrents sans ARN, épargneraient leurs rivaux d’une intense campagne de lobbying pour effrayer la population et récupérer tout le marché ? Et comment s’expliquer, sous le règne omnipotent de « Big Pharma » et du déjà un peu ancien « nouvel ordre mondial » que les stratégies sanitaires, idéologiques et politiques aient été aussi radicalement différentes des Etats-Unis à la France, d’Israël au Brésil, de la Suède à la Chine ?

    La vérité est à la fois beaucoup plus simple et complexe. Face à la pandémie, à la profondeur de ce qu’elle venait remettre en cause et au risque qu’elle faisait peser soudainement sur l’économie mondiale, les gouvernants ont paniqué. Et c’est cela que leurs litanies de mensonges devaient recouvrir, alors que tout leur pouvoir repose sur leur prétention à gérer et anticiper, ils ont dû bricoler, dans un premier temps du moins. Non pas pour sauver des vies mais pour préserver leur monde de l’économie. Au moment même où les appareils gouvernementaux de toutes les plus grandes puissances mondiales connaissaient leur plus grande crise de légitimité, certains ont voulu y voir le complot de leur toute puissance. Le complotiste aime les complots, il en a besoin, car sans cela il devrait prendre ses responsabilités, rompre avec l’impuissance, regarder le monde pour ce qu’il est et s’organiser.

    Dans la vidéo « La Résistance », dont le titre est illustré sans honte par des images de la seconde guerre mondiale, le Chant des Partisans en ouverture et Bella Ciao à la fin, on voit défiler les gourous anti-vax sus-cités. Renard Buté y nomme l’ennemi suivant le vocabulaire typique de QAnon : c’est l’ « Etat profond » et les « sociétés secrètes », il nous dit que le vaccin tue, que c’est un génocide qui est en cours, et qu’il faut s’y opposer par toutes sortes de moyens. La vidéo semble vouloir rallier les différentes chapelles antivax, de Réinfocovid au CNTf (organisation délirante, mêlant islamophobie, revendication du revenu garanti et permaculture, et partisane de rapatrier les troupes françaises pour… surveiller les frontières contre la « crise migratoire » et les banlieues), et après un appel à la fraternisation avec l’armée et la police (thème de prédilection du CNTf) débouche sur un autre appel… à la constitution d’une nouvelle banque qui serait entre les mains du peuple. Tout cela se mêle à des thèmes qui peuvent paraître pertinents aux yeux d’opposants radicaux au capitalisme : l’autonomie comme projet de vie, la manière de s’organiser et de faire des manifestations moins contrôlables, la démocratie directe… autant de thèmes et revendications qui pourraient sortir de bouches amies, voire des nôtres. Que ce genre de salmigondis touche pas mal de gens qui pourraient être des alliés, et que des amis proches puissent éventuellement avoir de l’indulgence pour ce genre de Renard fêlé, nous paraît un signe de l’ampleur de la secousse que la crise du Covid a provoquée dans les cerveaux.

    On a tendance, dans notre tradition très hégélienne de l’ultragauche à considérer que tout ce qui est négatif est intrinsèquement bon. Comme si par la magie de l’Histoire, la contestation de l’ordre des choses produisait automatiquement et mécaniquement la communauté humaine disposée à un régime de liberté supérieur. Pourtant, lorsque l’on se penche sur la nébuleuse anti-vaccin, c’est-à-dire sur les influenceurs et porte-paroles qui captent l’attention sur les réseaux sociaux, organisent et agrègent les énoncés et les rassemblements, on s’aperçoit qu’une écrasante majorité baigne depuis de longues années dans l’extrême droite la plus bête et la plus rance. Militaires à la retraite, invités hebdomadaires de radio courtoisie, lobbyistes contre les violences féminines (oui, oui...), il suffit de passer une heure à « googliser » ces porte-paroles autoproclamés pour avoir une idée assez précise des milieux dans lesquels ils grenouillent. Certes, on pourrait être magnanimes et essayer d’imaginer que l’épidémie de Covid ait pu transformer de telles raclures en généreux camarades révolutionnaires mais comment s’expliquer que les seules caisses de résonances que trouvent leurs théories alternatives sur le virus et l’épidémie soient Egalité et Réconciliation, Sud Radio, France Soir, Florian Phillipot, on en passe et des pires ? En fait, si on se peut se retrouver d’accord sur des énoncés formels, on bute bien vite sur un point fondamental, c’est-à-dire éthique : la manière dont on est affecté par une situation et à la façon que l’on a de se mouvoir en son sein. En l’occurrence, ce qui rend tous ces « rebelles » anti-macron aussi compatibles avec la fange fasciste c’est l’affect de peur paranoïaque qu’ils charrient et diffusent et qui sans surprise résonne absolument avec une longue tradition antisémite, xénophobe, etc. Et c’est là que l’on peut constater une différence qualitative énorme avec le mouvement gilets jaunes. Eux, partaient d’une vérité éprouvée et partagée : leur réalité matérielle vécue comme une humiliation. C’est en se retrouvant, sur les réseaux sociaux puis dans la rue, qu’ils ont pu retourner ce sentiment de honte en force et en courage. Au cœur du mouvement antivax se loge une toute autre origine affective, en l’occurrence la peur, celle qui s’est distillée des mois durant. La peur d’être contaminé, la peur d’être malade, la peur de ne plus rien comprendre à rien ; que cette peur du virus se transforme en peur du monde puis du vaccin, n’a finalement rien de surprenant. Mais il nous faut prendre au sérieux cette affect particulier et la manière dont il oriente les corps et les esprits. On ne s’oriente pas par la peur, on fuit un péril opposé et supposé, quitte à tomber dans les bras du premier charlatan ou sauveur auto-proclamé. Il n’y a qu’à voir les trois principales propositions alternatives qui agrègent la galaxie antivax : Didier Raoult et l’hydroxychloroquine, Louis Fouché et le renforcement du système immunitaires, l’Ivermectine et le présumé scandale de son efficacité préventive. Le point commun de ces trois variantes et qui explique l’engouement qu’elles suscitent, c’est qu’elles promettent d’échapper au virus ou d’en guérir. Toutes disent exactement la même chose : « Si vous croyez en moi, vous ne tomberez pas malade, je vous soignerai, vous survivrez. » Mot pour mot la parole biopolitique du gouvernement, dans sa mineure.

    Dans la soirée évoquée, ce n’est pas « quelqu’un du public » mais bien Matthieu Burnel lui-même qui avait ironisé sur les suceurs de cailloux !

    Parce que le pouvoir n’a jamais été aussi technocratique, livide et inhumain, certains tendent une oreille bienveillante aux premiers charlatans venus leur chanter « le vivant ». Mais l’engrenage est vicieux et une fois qu’on a adhéré à une supercherie du simple fait qu’elle prétende s’opposer au gouvernement, on a plus d’autre choix que de s’y enferrer et d’y croire. Lors d’une discussion un lundisoir, une personne du public avait commis quelques blagues peu finaudes à propos d’antivax qui lécheraient des pierres pour se soigner du cancer, et cela a apparemment provoqué quelques susceptibilités. Le problème en l’occurrence, c’est que cette plaisanterie n’était caricaturale que dans sa généralisation certainement abusive. Il n’en est pas moins vrai qu’Olivier Soulier, cofondateur de Réinfocovid assure soigner l’autisme et la sclérose en plaque par des stages de méditation et de l’homéopathie, que ce même réseau promulguait des remèdes à base de charbon aux malheureux vaccinés repentis pour se « dévacciner ». Autre nom, autre star, Jean-Dominique Michel, présenté comme l’un des plus grands experts mondiaux de la santé, il se propulse dès avril 2020 sur les devants de la scène grâce à deux vidéos sur youtube dans lesquelles il relativise l’importance et la gravité de l’épidémie, soutient Raoult et son élixir, et dénonce la dictature sanitaire à venir. Neurocoach vendant des séances de neurowisdom 101, il est membre d’honneur de la revue Inexploré qui assure soigner le cancer en buvant l’eau pure de l’une des 2000 sources miraculeuses où l’esprit des morts se pointe régulièrement pour repousser la maladie. Depuis, on a appris qu’il ne détenait aucun des diplômes allégués et qu’il s’était jusque-là fait remarquer à la télévision suisse pour son expertise en football et en cartes à collectionner Panini. Ses « expertises » ont été partagées par des millions de personnes, y compris des amis et il officie désormais dans le Conseil Scientifique Indépendant, épine dorsale de Réinfocovid, première source d’information du mouvement antivax. Ces exemples pourraient paraître amusants et kitchs s’ils étaient isolés mais ils ne le sont pas.

    Historiquement, ce qui a fait la rigueur, la justesse et la sincérité politique de notre parti, - et ce qui fait qu’il perdure-, c’est d’avoir toujours refusé de se compromettre avec les menteurs et les manipulateurs de quelque bord qu’ils soient, de s’être accrochés à une certaine idée de la vérité, envers et contre tous les mensonges déconcertants. Que le chaos de l’époque nous désoriente est une chose, que cela justifie que nous perdions tout repère et foncions tête baissée dans des alliances de circonstances en est une autre. Il n’y a aucune raison d’être plus intransigeant vis-à-vis du pouvoir que de ses fausses critiques.

    Au moment où l’idée même que l’on se faisait de la vie se trouvait acculée à être repensée et réinventé, on a critiqué les politiciens. Quand le gouvernement masquait si difficilement sa panique et son incapacité à exercer sa fonction fondamentale et spirituelle, prévoir, on a entendu certains gauchistes même anarchistes caqueter : si tout cela arrive, c’est qu’ils l’ont bien voulu ou décidé. Ironie cruelle, même lorsque l’État se retrouve dans les choux avec le plus grand mal à gouverner, il peut compter sur ses fidèles contempteurs pour y déceler sa toute puissance et s’en sentir finauds.

    Faire passer des coups de force, de l’opportunisme et du bricolage pour une planification méthodique, maîtrisée et rationnelle, voilà le premier objectif de tout gouvernement en temps de crise. En cela, il ne trouve pas meilleur allié que sa critique complotiste, toujours là pour deviner ses manœuvres omnipotentes et anticiper son plein pouvoir. C’est en cela que le gouvernant a besoin du complotiste, il le flatte.

  • Pandemic Prompts Rise in Poverty to Levels Unprecedented in Recent Decades and Sharply Affects Inequality and Employment

    In a new annual report, #ECLAC estimates that the total number of poor people rose to 209 million by the end of 2020, which is 22 million more people than in the previous year. In addition, it calls for creating a new welfare state.

    Poverty and extreme poverty in Latin America reached levels in #2020 that had not been seen in the last 12 and 20 years, respectively, while the indices of inequality in the region worsened along with employment and labor participation rates, among women above all, due to the COVID-19 pandemic and despite the emergency social protection measures that countries have adopted to halt this phenomenon, the #Economic_Commission_for_Latin_America_and_the_Caribbean (ECLAC) reported today.

    The Executive Secretary of the United Nations regional commission, Alicia Bárcena, presented a new edition of the flagship annual report Social Panorama of Latin America 2020, which indicates that the pandemic burst forth in a complex economic, social and political scenario of low growth, rising poverty and growing social tensions. In addition, it exposes the structural inequalities that characterize Latin American societies and the high levels of informality and lack of social protection, as well as the unfair sexual division of labor and social organization of care, which undermines women’s full exercise of rights and autonomy.

    According to ECLAC’s new projections – as a result of the steep economic recession in the region, which will notch a -7.7% drop in GDP – it is estimated that in 2020 the extreme poverty rate was 12.5% while the poverty rate affected 33.7% of the population. This means that the total number of poor people rose to 209 million by the end of 2020, affecting 22 million more people than in the previous year. Of that total, 78 million people found themselves living in extreme poverty, or 8 million more than in 2019.

    The document indicates that gaps remain between population groups: poverty is greater in rural areas, among children and adolescents; indigenous and Afro-descendent persons; and in the population with lower educational levels. It adds that the increase in poverty and extreme poverty levels would be even greater in the absence of the measures implemented by governments to transfer emergency income to households. Governments in the region implemented 263 emergency social protection measures in 2020, reaching 49.4% of the population, which is approximately 84 million households or 326 million people. Without these measures, the incidence of extreme poverty would have surged to 15.8% and that of poverty, to 37.2% of the population.

    “The pandemic has exposed and exacerbated the region’s major structural gaps and currently, we are living in a time of heightened uncertainty in which neither the way out of the crisis nor the speed of that process is yet known. There is no doubt that the costs of inequality have become unsustainable and that it is necessary to build back with equality and sustainability, aiming to create a true welfare state, a task long postponed in the region,” Alicia Bárcena affirmed.

    That is why ECLAC calls for guaranteeing universal social protection as a central pillar of the welfare state. It specifies that in the short term, it is necessary to implement or maintain the emergency transfers proposed by the Commission: the emergency basic income (EBI) and the anti-hunger grant and EBI for women. In the medium and long term, countries must move towards a universal basic income, prioritizing families with children and adolescents, and get behind universal, comprehensive and sustainable social protection systems, increasing their coverage, as a central component of a new welfare state.

    The Commission also urges for moving towards new social and fiscal compacts for equality in times of pandemic, and for ensuring health, education and digital inclusion, so that no one lags behind.

    “ECLAC’s call for a new social compact is more relevant than ever: the pandemic is a critical juncture that is redefining what is possible, and it opens a window of opportunity to leave the culture of privilege behind,” the high-level United Nations official emphasized.

    The report indicates that the pandemic’s adverse impact on people’s income mainly affects lower and lower-middle income strata. It is estimated that in 2020, some 491 million Latin Americans were living with income of up to three times the poverty line. And around 59 million people who belonged to the middle strata in 2019 experienced a process of downward economic mobility.

    According to the document, inequality in total income per person is expected to have grown in 2020, leading to the average Gini index being 2.9% higher than what was recorded in 2019. Without the transfers made by governments to attenuate the loss of wage income (the distribution of which tends to be concentrated in low and middle income groups), the increase in the average Gini index for the region would have been 5.6%.

    The report also underscores the major labor market impacts of the COVID-19 crisis. The regional unemployment rate ended 2020 at 10.7%, which represents an increase of 2.6 percentage points versus the figure recorded in 2019 (8.1%). It adds that the overall drop in employment and withdrawal from the workforce have had an intensified impact on women, informal workers, young people and migrants.

    The report includes a special chapter on the care economy as a strategic sector for a recovery with equality. It emphasizes that the pandemic has revealed the enormous cost the region’s countries have borne because they do not have an integrated, defeminized and quality care system with broad coverage. In light of this, it warns that “it is urgently necessary to invest in this sector to tackle the crisis, guarantee the right to give care and receive care, as well as to reactivate the economy from a perspective of equality and sustainable development.”

    To this end, ECLAC urges for moving towards a care society that would allow for guaranteeing an egalitarian and sustainable recovery in Latin America and the Caribbean.
