Barcelona Will Supersize its Car-Free ‘#Superblocks’

Since the Spanish city of Barcelona introduced its first “superblock” in 2016, the concept of carving out islands of car-free space by routing traffic around multi-block areas has been influential in cities around the world. Now the Catalan capital plans a major super-sizing of the idea: Over the next decade, Barcelona will convert its entire central grid into a greener, pedestrian-friendly area almost totally cleared of cars.

At a press conference Wednesday, Mayor Ada Colau announced that 21 streets in Barcelona’s Eixample district will become a kind of super-superblock — vehicle traffic will only be permitted around the perimeter, leaving streets within the district only accessible by motor vehicle to residents, essential services or deliveries. By all-but-barring cars, Barcelona will free up space for 21 new pedestrian plazas at intersections.

These squares and streets will be planted with trees that will shade 6.6 hectares (16 acres) of new green space when mature, in a zone that will contain an extra 33.4 hectares of pedestrian space. With work beginning in 2022 to a budget of 38 million euros ($45 million), the plan represents one of the most thorough revamps of a major European city so far this century. It is an attempt, Mayor Colau said in a statement, to “think of the new city for the present and the future — with less pollution, new mobility and new public space.”

The new district is an order of magnitude larger than the first Superilla (“Super-island” in Catalan) in the district of Poblenou. Taking over nine city blocks, the 2016 redesign banished through-traffic to streets on its border. Within the block, car lanes were narrowed, and vehicles that still made it inside were required to give way to pedestrians and restricted to a maximum speed of 10 kilometers per hour. A further six superblocks have since been introduced. The city has long expressed an aspiration (albeit without a fixed end date) to ultimately transform its entire surface area with superblocks — this week’s announcement is the largest step towards that goal to date.

In a city of few parks and extreme population density, the superblocks have proved to be an effective way to free up street space for other uses, including new squares, public seating areas and tree-lined green avenues. But they have also faced resistance from motorists, who in the past have organized demonstrations to protest the car restrictions.

Those objections may re-emerge given the scale of the new superblock announced Wednesday, which covers one of the densest sections of the city. So large the city is referring to it as the “Barcelona superblock,” the project will probably prove more difficult to implement than those installed in quieter areas. While bustling parts of the city have been given the superblock treatment before — the current plan will extend from a smaller existing superblock around the Sant Antoni covered market — they have never extended for as great a distance as the new zone. The city is thus proposing a staggered introduction, one that starts by redesigning intersections along a single east-west axis and extends gradually across the neighborhood.

The plan kicks off with a public competition to create four new plazas along a main artery in the area — the Carrer del Consell de Cent — which is being revamped, along with three intersecting streets. From these four streets, the superblock will gradually march across the district until all 21 streets have been remodeled by 2030.

This is a process made somewhat easier by the connecting street in question having already been partly redesigned to permit more social distancing during the pandemic. Indeed, while the superblock expansion is not being framed by the city as a response provoked by Covid-19, the widespread adoption of remote work during the pandemic and the partial emptying of business districts has provided an opportunity to call for a reset to the ways urban space is used, and by whom, when the crowds return.

The exact design of these streets will be chosen from a public competition in May 2021, but the city has already created some tight specifications: At least 80% of the street should be shaded by trees in summer, while at least 20% of surfacing should be permeable, and half of this total planted with grass, to allow the ground to soak up rainwater and improve flood resilience. Priority should be given to creating safe spaces for children and older people, while all public areas need to be equipped with drinking fountains.

While the upheaval involved in the project — and the ultimate extension of the superblock model across all Barcelona — could be considerable, so is the public health payoff. The city believes it could free up 70% of its current road space for active travel and recreation space if it reaches its aspiration of covering its whole surface area in superblocks, slashing air pollution, carbon emissions and noise pollution in the process. Expanded tree cover could also reduce summer temperatures. According to a 2019 study published in the journal Environment International, a full realization of the city’s 503-block plan could prevent 667 premature deaths per year.

That transformation is still years off, but the announcement of the new super-superblock suggests that the city is well on its way.

Un document de la Direction générale de la sécurité extérieure (DGSE), que révèle « Libération », atteste que l’Etat avait connaissance d’un accord passé entre le cimentier et l’organisation terroriste dès l’été 2014. La Cour de cassation doit se prononcer jeudi sur la mise en examen de l’entreprise.

C’est une note qui ne laisse plus de place au doute. L’Etat, à travers la Direction générale de la sécurité extérieure (DGSE), était bien au courant des conditions dans lesquelles Lafarge maintenait son activité en Syrie en territoire en partie occupé par l’Etat islamique (EI). Le document que révèle Libération, émane de la direction de la stratégie de ce service de renseignement, est daté du 26 août 2014 et estampillé « confidentiel défense ». Il y est consigné qu’un « agreement [accord en français, ndlr] » a été trouvé entre le cimentier et l’EI pour la poursuite de l’activité commerciale.

Le mouvement #Balancetonprof n’en finit pas de secouer Fribourg et en particulier son Ecole professionnelle en arts appliqués (Eikon), dans la tourmente après une vague de dénonciations publiées sur les réseaux sociaux. Au terme d’une enquête administrative, la Direction de l’économie et de l’emploi (DEE) a annoncé ce vendredi après-midi se séparer de deux de ses enseignants. Certains comportements, « assimilés parfois à du #harcèlement_sexuel », sont « constitutifs de fautes professionnelles graves » aux yeux de l’Etat. De son côté, bien que mis hors de cause par cette même enquête, le directeur de l’établissement, affecté par cette histoire, a préféré donner sa démission.

Le début de l’affaire remonte à quelques mois. L’étincelle est venue de la forte indignation suscitée par le cas d’une élève du collège de Gambach à qui son maître principal avait reproché de ne pas porter de soutien-gorge. Le collectif de la Grève des femmes de Fribourg a alors lancé un compte Instagram avec le hashtag #Balancetonprof. C’est un déferlement. Plus de 400 témoignages sont recueillis, dont une trentaine concernant la seule Eikon. Certaines accusations sont graves. Elles font l’effet d’une bombe. Par mesure de prévention, en février dernier, le DEE suspend trois enseignants visés par les dénonciations, ainsi que le directeur, au vu de ses fonctions dirigeantes.
Cellule psychologique et enquête

Dans la foulée, une cellule de soutien psychologique est mise sur pied, tant pour les apprentis que pour les enseignants. Une enquête administrative est également ouverte, confiée à une avocate indépendante. Une cinquantaine d’auditions sont effectuées. Ces entretiens permettent de blanchir le troisième enseignant et le directeur. Quant aux deux professeurs aux comportements répréhensibles, le canton a ouvert une procédure de résiliation des rapports de service à leur encontre. « Une décision de licenciement ne pourra éventuellement intervenir qu’à l’issue de cette procédure durant laquelle les enseignants concernés resteront suspendus », précise le conseiller d’Etat Olivier Curty, chargé de la DEE.

»Nachts geht das immer los, dass ich denke: ›Wo soll das hinführen, wo soll das enden?‹«, sagt Petra, an ihrem Küchentisch sitzend. Ihren vollen Namen will sie nicht in der Zeitung lesen, weil sie Nachteile befürchtet, falls sie eine neue Wohnung suchen muss. »Dann geht das wieder auf mein Immunsystem und dann kann ich mich am nächsten Tag nicht mehr bewegen«, schildert die 62-Jährige stressbedingte Beschwerden. Denn an diesem Dienstag soll das Amtsgericht Tempelhof-Kreuzberg über die Eigenbedarfskündigung ihres langjährigen Zuhauses entscheiden.

Die Kündigung für ihre Wohnung in der Lübbener Straße 19 im Kreuzberger Wrangelkiez erhielt die Mieterin am 26. Juli 2019. Der Hausbesitzer benötige die Wohnung im vierten Stock des mäßig instandgehaltenen Hauses für seine Tochter, heißt es in dem Schreiben, das in einem Umschlag des Finanzamtes kam. Der Eigentümer, zusammen mit zwei weiteren Familienmitgliedern ist er Teil einer Eigentümergemeinschaft, arbeitet in leitender Position bei den Finanzämtern der Hauptstadt. Die 27-jährige Tochter ist eine aufstrebende Leichtathletin, Teilnehmerin an Europa- und Weltmeisterschaften in ihrer Disziplin, war bereits zweimal deutsche Vizemeisterin. Eine Teilnahme an den Olympischen Spielen liegt im Bereich des möglichen. Die Sportkarriere verschlug sie auch für lange Zeit in die USA.

»Was will so jemand in diesem Haus?«, fragt Petra. »Heute früh habe ich wieder eine Spritze im Treppenhaus gefunden, die Ratten laufen hier im Hof herum, ein Nachbar macht Schießübungen mit dem Luftgewehr im Keller«, schildert sie die Zustände. 365 Euro Kaltmiete inklusive Betriebskosten zahlt Petra monatlich für die Wohnung, in der sie seit 28 Jahren lebt. Eine Kohlenrechnung von rund 1000 Euro jährlich für die Ofenheizung kommt noch dazu. »Kohlen sind teuer geworden in der letzten Zeit«, erklärt Petra mit Blick auf die letzte Rechnung.

Vor etwa zehn Jahren musste schon mal ein Nachbar ausziehen, wegen Eigenbedarfs für die ältere Tochter des Hausbesitzers. »Er hat nie wieder eine Wohnung bekommen«, sagt Petra. Die Tochter zog nach fünf Jahren wieder aus. Er wolle nicht darüber sprechen, sagt der Hauseigentümer auf telefonische Anfrage von »nd« zur Eigenbedarfskündigung.

Angefangen hatte das Drama am 20. Juli 2019. Ein heftiges Sommergewitter hatte wegen des undichten Dachs die halbe Wohnung unter Wasser gesetzt. Zwei Stunden lang lief schwarzes Wasser in Strömen die Wände herunter. »Ich habe eine Mietminderung angekündigt, bis die Schäden behoben sind«, berichtet Petra. »Das werden Sie noch bereuen«, soll der Eigentümer ihr gesagt haben. Ein paar Tage später lag die Eigenbedarfskündigung in ihrem Briefkasten. Ob das den Richter interessiert, muss sich zeigen.

22.03.2021 - Der Immobilien und Asset Manager Real I.S. AG meldet den Abschluss neuer Mietverträge im Einkaufszentrum „Forum Steglitz“ in Berlin sowie in einer 23-stöckigen Multi-Tenant-Büroimmobilie in den Niederlanden.

Die Real I.S. AG hat im Berliner „Forum Steglitz“ einen langfristigen Mietvertrag mit der Baumarktkette Bauhaus abgeschlossen, die künftig 2.671 Quadratmeter Einzelhandelsfläche nutzen wird, teilt das Unternehmen mit. Damit sind 94 Prozent der Gesamtfläche des zur Mixed-used-Immobilie umstrukturierten historischen Einkaufszentrums im Berliner Bezirk Steglitz-Zehlendorf vermietet: 100 Prozent der Büro- und 88 Prozent der Einzelhandelsflächen.

Das multifunktionale „Forum Steglitz“ hat eine Gesamtfläche von rund 36.500 Quadratmetern, darunter auch circa 10.900 Quadratmeter Bürofläche im zweiten und dritten Obergeschoss. Die Eröffnung des innerstädtischen Bauhaus-Standorts erfolgt planmäßig im Herbst dieses Jahres. Das „Forum Steglitz“ wurde unsprünglich im Jahr 1970 eröffnet.

„Dieser Vertragsabschluss ist ein weiterer Meilenstein, denn das City-Konzept von Bauhaus ist eine hervorragende Ergänzung zu dem bestehenden Mietermix. #Refugia : a Utopian solution to the crisis of mass displacement

And still they come. An apparently endless flotilla of rubber dinghies filled with migrants and refugees making their way across the Mediterranean to Europe. As the numbers and visibility of this migration have gathered pace, even mainstream politicians have expressed their alarm. Antonio Tajani, president of the European Parliament, has talked of an exodus of biblical proportions. Solutions designed for a few thousand people will not work as a strategy for millions, he warned.

In responsible political circles, let alone in the more feverish popular media, there is an increasing recognition that the three conventional “durable solutions” to displacement – local integration, resettlement and return – cannot meet the scale and speed of the movement of people. The international institutional architecture seems unequal to the task. In 2016, there were no fewer than seven international summits to address the refugee and migrant “crisis”. What is talked about is often a reboot of what has demonstrably failed before.

Emerging, sometimes from unexpected places, have come a number of imaginative solutions. For example, the proposal to create a separate “refugee nation” was first promoted by a Californian businessman, Jason Buzi. Egyptian telecoms billionaire Naguib Sawiris has also sought to buy an island from Greece or Italy to house those crossing the Mediterranean. The most elaborately worked-out island solution is to create a “Europe-in-Africa” city-state on the Tunisian Plateau – a thin strip of seabed that sits between Tunisia and Italy within the Mediterranean. The concept has been modelled in detail by Theo Deutinger, a respected Dutch architect.

Other proposals have centred on the creation of “refugee cities” or zones. Drawing from the example of a special economic zone in Jordan near the Za’atari refugee camp, where refugees have been allowed to work rather than languish, migration expert Alex Betts and economist Paul Collier have made the simple but daring point that many refugees can be turned into assets rather than liabilities if the legalities forbidding asylum-seekers seeking paid jobs are set aside.
Refugia and the Sesame Pass

My colleague Nicholas Van Hear and I have reviewed most of these proposals and advanced an even more radical plan. Our vision is to create a set of loosely-connected self-governing units we call “Refugia”, brought into being mainly by refugees and displaced people themselves, with some support from sympathisers. Though scattered like an archipelago, Refugia will nonetheless link together many refugee communities – in conflict areas, in neighbouring or transit countries, and in more distant countries of settlement. We are happy to accept the label “utopian” for our scheme, but ours is a more pragmatic idea, a “realistic utopianism” to use a term developed by the philosopher John Rawls.

We see Refugia as the outcome of a tacit grand bargain – among richer states and emerging countries, nearby countries affected by conflict and, crucially, refugees themselves. After discussions with representatives of Refugia, new constituent zones will be licensed by the nation states within whose territories they lie.

Refugee camps, hostels, farming communities, self-built housing estates or suburbs of a town might all join Refugia. Though subject to the host states’ laws, zones are created from below. They are self-governing and eventually self-supporting. The upshot is that Refugians hold dual affinities: as well as an affiliation to Refugia they can be long-term residents of the states that license their territories. They can move among different parts of Refugia, and, where negotiated, between sovereign nations.

Refugians will be issued with a “Sesame Pass”, a super-smart, biometric card that opens up and connects all the nodes and zones of Refugia. This will provide those who have it with a collective identity, the right to vote for a transnational parliament, legal status, entitlements and the facilitation of work, financial transfers and enhanced mobility. The Sesame Pass could also be developed as a machine-readable currency, which will allow tax collection or the administration of a basic income grant for all Refugians.

There is some sense in which an embryonic form of Refugia already exists. As the length of time in refugee camps has lengthened and more refugees have been accommodated in or near cities, organic urban settlements have developed. A good example is Camp Domiz, a Syrian refugee camp in northern Iraq that has been badged a “Refugee republic”, as its inhabitants have set up community centres, shops and mosques.

The displaced in control of their future

In our vision, Refugia is essentially self-organised and self-managed. It does not require political or cultural conformity, rather it subscribes to the principles and deeds of solidarity and mutual aid. But it is absolutely possible that desperation might drive the European Union to come up with a radical blueprint for a dystopian form of Refugia, which does not fit these principles.

In September 2016, Hungary’s right-wing prime minister Victor Orban suggested that the EU should build a “refugee city” in North Africa. Not only was this explicitly about repression enforced by military might, Orban also declared that “those who came [to Europe] illegally must be rounded up and shipped out”.

While we must be on the guard for forms of Refugia that are nakedly about subjugation, new territorial units initiated from above should not be discarded in principle. There is no reason why, where these proposals comply with Refugia’s democratic and tolerant values, they should not be incorporated as nodes within the wider idea.

Precisely because they have been disempowered by their traumatic experiences, those who have been displaced do not need things done to them and may even resist things being done for them. Ideally, Refugians will be in charge of as much of Refugia as is practically possible. This is the promise of the many small initiatives and inventive new solutions in this utopian vision of what could be possible.

27.11.2020 - Die Tage des beigefarbenen sechsstöckigen Hauses rechts neben Karstadt am Kurfürstendamm sind gezählt. Laut Baustadtrat Oliver Schruoffeneger (Grüne) hat die Signa-Gruppe, zu der die Kaufhauskette Galeria Karstadt Kaufhof gehört, dem Bezirksamt eine „Abrissanzeige“ gesandt. Das Gebäude steht bereits leer.

Ursprünglich hatte Signa auf dem Karstadt-Gelände und mehreren Nachbargrundstücken drei bis zu 150 Meter große Hochhäuser geplant, war damit jedoch beim Baukollegium Berlin unter der Leitung von Senatsbaudirektorin Regula Lüscher abgeblitzt. Später kam es zu einem Kompromiss, als sich der Berliner Senat und die Galeria Karstadt Kaufhof im vorigen Sommer auf die Erhaltung mehrerer Kaufhäuser in der Stadt einigten, die von der Schließung bedroht waren (die Filiale am Ku’damm gehörte selbst nicht dazu).

Nunmehr hält die Berliner Stadtentwicklungsverwaltung eine „Nachverdichtung“ mit „ein bis zwei Hochpunkten“ für möglich. Hochpunkte seien „nicht zwingend Hochhäuser“, heißt es dazu. Das klingt allerdings unsinnig – denn nach der Berliner Bauordnung gelten bereits Gebäude, welche die Traufhöhe von 22 Metern überschreiten, als Hochhäuser.
