• Israele spinge il vino del Negev. Negando l’acqua ai palestinesi

    Anche l’enoturismo alla scoperta delle cantine del deserto è uno strumento del governo per perpetrare e normalizzare l’#apartheid. In Italia arriva la proposta di legge per fermare l’import

    La normalizzazione della pratica di apartheid da parte del governo israeliano passa anche per comunicati all’apparenza banali, diffusi in Italia da professionisti che lavorano al servizio dell’Ufficio nazionale del turismo di Tel Aviv occupandosi di ufficio stampa e pubbliche relazioni in lingua italiana.

    L’ultima notizia è il riconoscimento di un’indicazione geografica per i vini prodotti nell’area del Negev, dove sono censite oltre una trentina di cantine costruite nel deserto: l’agricoltura dipende dall’irrigazione e -come evidenzia la mappa pubblicata sul sito di Negev desert wine– in alcuni casi le aziende sono proprio a ridosso della Striscia di Gaza sotto assedio, in un territorio in cui l’acqua negata alla popolazione palestinese è un’arma. Secondo un rapporto di Medici senza frontiere pubblicato a fine aprile sono 2,1 milioni le persone colpite da scarsità idrica.

    Ecco allora che il titolo del comunicato stampa, quello che le agenzie sperano sempre di veder copia-incollato sui media, è grottesco: “Il Negev sulla mappa mondiale del vino”.

    La notizia è stata rilanciata a fine maggio anche dall’account social del governo israeliano e da quello del ministero del Turismo: “Let’s raise a glass to a new chapter in Israeli wine tourism” è il messaggio del reel. “In alto i calici per un nuovo capitolo per l’enoturismo in Israele”. Il copy si chiude con l’espressione “L’Chaim”, il tradizionale brindisi ebraico che si traduce letteralmente con “alla vita”. A quasi tre anni dall’inizio di una guerra che ha fatto almeno 70mila vittime suona grottesco.

    Com’è grottesco il tentativo in corso di collocare Israele nella mappa globale del vino: “Questo riconoscimento è destinato a rafforzare in modo significativo il posizionamento internazionale dei vini israeliani, grazie alla combinazione di una storia affascinante, sapori distintivi e innovazione agricola all’avanguardia. Con questo traguardo il Negev diventa la seconda regione vinicola in Israele a ottenere uno status ufficiale di denominazione, affiancandosi alla Giudea che ha aperto la strada alcuni anni fa. Questa denominazione colloca il Negev accanto ad alcune delle regioni vinicole più prestigiose al mondo, come Champagne, Chianti, Bordeaux e Napa Valley”, spiega il comunicato stampa.

    L’iniziativa è stata guidata dalla Merage foundation Israel, che ha promosso gli sforzi per affermare il Negev come destinazione internazionale per l’enoturismo: si tratta di un processo che ha richiesto circa quattro anni e si è concluso con il riconoscimento ufficiale della regione che si estende da Kiryat Gat, a Nord, fino a Eilat, a Sud. È sempre la fondazione Merage ad aver lavorato per la creazione di un consorzio tra le aziende attive nella regione desertica.

    Il comunicato cita le parole di Nicole Hod Stroh, direttrice dell’organizzazione: “Come persona che ha fatto Aliyah dalla Colombia (il ritorno degli ebrei in Israele, ndr) e che da molti anni si occupa dello sviluppo regionale e della crescita economica del Negev, considero l’enoturismo un’espressione moderna e significativa del sionismo contemporaneo -dice-. Non ho dubbi che nei prossimi anni il Negev diventerà una meta enoturistica ambita, al pari delle principali regioni vinicole del mondo”.

    Amnesty international in un report pubblicato a metà giugno sottolinea come “all’interno di Israele, le autorità hanno demolito circa cinquemila abitazioni dei villaggi beduini nella Regione desertica del Negev/Naqab, nel Sud di Israele, secondo il Comitato di governo avanzato per gli arabi del Naqab, un gruppo rappresentativo locale. Le località ebraiche in espansione erano amministrate da autorità separate. Oltre sessanta case sono state demolite nel villaggio di al-Sir, nel Nord-Est del Negev/Naqab, durante i mesi più caldi, lasciando per strada circa 1.500 persone beduine palestinesi con cittadinanza israeliana o sfollandole con la forza in alloggi inadeguati in township per soli beduini prive dei servizi essenziali”. Quello che accade viene definito non a caso apartheid.

    A metà maggio anche in Italia è stata intanto depositata una proposta di legge “finalizzata, in linea con il diritto internazionale, all’adozione di misure volte ad impedire l’importazione di beni e la fornitura di servizi provenienti dagli insediamenti israeliani situati nel Territorio palestinese occupato (Tpo), allo scopo di non favorire il consolidamento della presenza illegale israeliana nel suddetto territorio”, spiega l’articolo 1.

    E il vino è uno dei prodotti più esportati, evidenzia il report della campagna Stop al commercio con gli insediamenti illegali, da cui discende l’iniziativa di legge grazie all’impegno di una coalizione di 20 organizzazioni della società civile.

    “Non è stupefacente il fatto che Israele abbia un sistema di denominazioni d’origine e che le usi per aumentare la colonizzazione dei Territori occupati -spiega Michele Antonio Fino, professore di Fondamenti del diritto europeo, food law ed ecologia giuridica all’Università di scienze gastronomiche di Pollenzo-. Le denominazioni di origine nascono sempre all’interno di uno Stato perché è lì che si forma il primo nucleo di una reputazione: ovviamente il loro riconoscimento internazionale dipende da altro ma la strategia dietro a questa operazione è abbastanza chiara. A me non risulta che ci sia alcuna forma di riconoscimento internazionale, però, per come è scritto il testo dell’accordo Trips (Trade-related aspects of intellectual property rights), il meccanismo è quello di un mutuo riconoscimento delle indicazioni di origine tra gli Stati che hanno aderito all’Organizzazione mondiale del commercio. Se ne deduce che Israele può procedere da sola e poi pretendere il riconoscimento di questa denominazione negli altri Paesi ma questo non è la stessa cosa di dire che Negev è riconosciuta a livello internazionale”. È, insomma, una fuffa sionista.

    Netanyahou et le gouvernement du 7/10 transforment Israël en un État paria, et amènent de leurs propres mains eux-mêmes, ainsi que les officiers et soldats de Tsahal, devant les tribunaux de La Haye, de Bruxelles, de Londres et de nombreuses autres capitales à travers le monde.

      Il y a une semaine, le secrétaire d’État et le secrétaire à la Défense des États-Unis ont envoyé une lettre d’une sévérité sans précédent, menaçant d’un embargo sur les armes à destination d’Israël si Israël ne reprenait pas la fourniture d’aide humanitaire au nord de la bande de Gaza.

      Les États-Unis craignent qu’Israël ne cherche à affamer et ainsi à pousser les Palestiniens vivant au nord de la route de Netzarim à la franchir, afin de contrôler de facto le nord de la bande, avec l’intention d’y établir des colonies à l’avenir.

      Hier, une conférence s’est tenue avec la participation de députés et ministres du Likoud, promouvant explicitement la colonisation dans la bande de Gaza. Le Premier ministre n’a ni condamné, ni démenti cette intention, ni empêché les membres de son parti.

      Hier également, le journaliste proche du Premier ministre, Amit Segal, est intervenu à l’antenne et a parlé explicitement de « modification des frontières » de la bande de Gaza et de futures colonies dans la bande, si Trump était élu aux États-Unis.

      Il a poursuivi en disant qu’au nord de la bande se déroule « un événement différent de tout ce que nous avons vu jusqu’à présent », et qu’"on peut nier" qu’il s’agisse d’une activité inhabituelle, mais qu’en réalité « le Plan des généraux » est probablement en cours, ce qui signifie l’expulsion de la population.

      Il est important de dire clairement :

      Il est permis d’évacuer des civils dans le cadre d’opérations militaires, à condition que l’opération le justifie, que l’évacuation soit raisonnable et qu’on leur permette de rentrer chez eux à la fin de l’opération.

      Si ces conditions ne sont pas respectées, il s’agit d’un nettoyage ethnique, c’est-à-dire l’expulsion d’une population avec l’intention claire de ne pas lui permettre de revenir dans ses foyers, dans le but de conquérir le territoire, de l’annexer et/ou d’y installer une population de l’occupant. Tout cela constitue des crimes de guerre.

      Quiconque commande un nettoyage ethnique, et quiconque y participe, est un criminel de guerre.

      Le gouvernement actuel entraîne le pays dans un chemin sombre et destructeur, où l’occupation non seulement ne se réduit pas, mais s’étend. Des idées messianiques, déconnectées de la réalité, concernant la colonisation de la bande de Gaza, ne nous ramèneront pas seulement aux années de tirs de mortiers sur les bus scolaires sur la route de Netzarim, mais approfondiront la fracture au sein de la société, nous plongeront dans un isolement international grave, un embargo sur les armes, des sanctions économiques et des arrestations d’officiers et de soldats en Europe.

      Si vous servez actuellement à Gaza, demandez à vos commandants quel est le plan pour le nord. Si vous n’obtenez pas de bonnes réponses, envisagez de refuser de continuer à servir. Si on vous dit explicitement, comme le dit Segal, que la population est expulsée pour conquérir le nord de la bande et y installer des colonies à l’avenir, déposez vos armes et refusez de continuer à servir.

      Il est absolument interdit de participer à un nettoyage ethnique.

    Israeli NGOs warn international community it will be complicit if Israel forcibly transfers the population of Northern Gaza

    Human rights NGOs based in Israel today called on the international community to take action now to prevent Israel from forcibly transferring hundreds of thousands of Palestinians who have remained in the Northern Gaza Strip outside of the area, including by denying entry of essential humanitarian aid and fuel. The Israeli ceasefire coalition, the groups Gisha, B’Tselem, PHR-I and Yesh Din, said that there are alarming signs that the Israeli military is beginning to quietly implement the Generals’ Plan, also referred to as the #Eiland Plan, which calls for complete forcible transfer of the civilians of the northern Gaza Strip through tightening the siege on the area and starving the population.

    The NGOs reiterated the warning that states have an obligation to prevent the crimes of starvation and forcible transfer, and that if the continuation of the “wait and see” approach will enable Israel to liquidate northern Gaza, they will be complicit. All states and relevant international institutions should act now and use all tools at their disposal - legal, diplomatic and economic - to prevent this.

    Like most Israelis they are frustrated and angry that a year into the war Israel still has not achieved its war aims of destroying Hamas and freeing the hostages. The Generals’ Plan is a new idea that its instigators believe can, from Israel’s perspective, break the deadlock.

    At its heart is the idea that Israel can force the surrender of Hamas and its leader Yahya Sinwar by increasing the pressure on the entire population of the north. The first step is to order civilians to leave along evacuation corridors that will take them south of Wadi Gaza, an east-west stream that has become a dividing line in Gaza since the Israeli invasion last October.

    Eiland wants Israel to seal the areas once the evacuation corridors are closed. Anyone left behind would be treated as an enemy combatant. The area would be under siege, with the army blocking all supplies of food, water or other necessities of life from going in. He believes the pressure would become unbearable and what is left of Hamas would rapidly crumble, freeing the surviving hostages and giving Israel the victory it craves.

    It is not clear whether the IDF has adopted the Generals’ Plan in part or in full, but the circumstantial evidence of what is being done in Gaza suggests it is at the very least a strong influence on the tactics being used against the population.

    Eiland, dans le rôle de Mère Theresa, un officier et un gentleman de l’armée la plus morale du monde, a fait une proposition nazie et aucun orage n’a éclaté. Quiconque attribue la réalisation du génocide à Israël est antisémite après tout. Imaginez seulement qu’un général européen propose d’affamer un pays ou de le tuer par une épidémie – les Juifs par exemple. Imaginez la diffusion d’une plaie pour encourager l’effort de guerre. Tout est juste dans la guerre et maintenant il est admis de suggérer tout ce dont vous avez rêvé sans jamais oser en faire état. Le politiquement correct a été inversé. N’importe qui peut être Meir Kahane, personne ne peut être humain. Proposer un génocide, ça passe, mais pas la pitié pour les enfants de Gaza. Proposer le nettoyage ethnique , c’est admis, mais pas être choqué par la punition infligée à Gaza.

    Ce n’est plus seulement la droite. C’est le courant majoritaire. Le député Yesh Atid Ram Ben Barak soutient le transfert volontaire, la ministre modérée Gila Gamliel aussi. La ministre des affaires étrangères a dit qu’elle ne représente pas le gouvernement. Mais si, et pas seulement le gouvernement.

    Le 16 novembre 2023, 33 experts onusiens ont signé une déclaration appelant à une réaction internationale urgente et évoquant que « les graves violations commises par Israël contre les Palestiniens au lendemain du 7 octobre, notamment à Gaza, laissent présager un génocide en devenir ». Cette position de l’#ONU sur la question d’un génocide n’est pas inédite.

    Le 2 novembre, le rapporteur spécial sur les territoires palestiniens occupés alertait déjà sur le risque de génocide. Si le mot n’est plus tabou pour qualifier ce que subit la population de Gaza, sa #définition_juridique internationale (fixée par la #Convention_sur_le_génocide et par le #Statut_de_Rome sur la CPI) commande une certaine prudence. Malgré cela, la question d’un génocide à Gaza se pose avec gravité et acuité eu égard aux circonstances de l’offensive militaire israélienne à Gaza.

    La notion de génocide est une #catégorie_juridique complexe qui a évolué au fil du temps pour devenir l’un des #crimes les plus graves de nos ordres juridiques. Il est imprescriptible et plusieurs États se reconnaissent une compétence universelle pour instruire et juger de tels agissements.

    Ce concept a, évidemment, des origines historiques importantes. En combinant les mots grec « genos » (peuple) et latin « cide » (tuer), le juriste polonais #Raphael_Lemkin en 1944 a voulu décrire et caractériser les atrocités commises pendant la Seconde guerre mondiale, en particulier l’Holocauste, qui a vu l’extermination systématique de millions de Juifs par le régime nazi. #Lemkin a plaidé pour la reconnaissance légale de ces crimes et a joué un rôle clé dans l’élaboration de la Convention pour la prévention et la répression du crime de génocide, adoptée par les Nations Unies en 1948.

    Cette Convention, communément appelée la « Convention sur le génocide », est l’instrument juridique principal qui définit le génocide dans le #droit ^_international en définissant en son article 2 le génocide comme : « Tout acte commis dans l’intention de détruire, en tout ou en partie, un groupe national, ethnique, racial ou religieux, en tant que tel. ».

    De cette définition ressortent plusieurs éléments clefs : la question des actes commis, du groupe spécifiquement visé et celui de l’#intention_génocidaire. Au regard des destructions, des bombardements nourris et aveugles notamment sur des camps de réfugiés, sur des écoles gérées par l’ONU servant d’abris aux civils, sur les routes censées être sûres pour permettre aux populations civiles de fuir, mais aussi de ce ratio calculé par des observateurs selon lesquels pour un membre du Hamas tué il y aurait 10 civils massacrés, il apparaît que les premiers critères de la définition sont potentiellement remplis.

    Reste la question décisive de l’intention génocidaire. Celle-ci suppose l’identification de textes, d’ordres, d’actes et de pratiques… En l’état, une série de déclarations d’officiels israéliens interpellent tant elles traduisent une déshumanisation des Palestiniens. Le 19 novembre, point d’orgue d’une fuite en avant en termes de déclarations, l’ancien général et dirigeant du Conseil de Sécurité National israélien, #Giora_Eiland, a publié une tribune dans laquelle il appelle à massacrer davantage les civils à Gaza pour faciliter la victoire d’Israël.

    Avant cela et suite à l’attaque du 7 octobre, le ministre israélien de la Défense, #Yoav_Galant, avait déclaré : « Nous imposons un siège complet à Gaza. Pas d’électricité, pas d’eau, pas de gaz, tout est fermé […] Nous combattons des #animaux_humains et nous agissons en conséquence ».

    Dans une logique similaire, le Premier ministre #Benjamin_Netanyahu a opposé « le peuple des lumières » à celui « des ténèbres », une dichotomie bien connue dans la rhétorique génocidaire. Récemment, le ministre israélien du patrimoine a déclaré : « Le nord de Gaza est plus beau que jamais. Nous bombardons et aplatissons tout (....) au lendemain de la guerre, nous devrions donner des terres de Gaza aux soldats et aux expulsés de Gush Katif ».

    Enfin, en direct à la radio, le même #Amichay_Eliyahu a déclaré qu’il n’était pas entièrement satisfait de l’ampleur des représailles israéliennes et que le largage d’une bombe nucléaire « sur toute la #bande_de_Gaza, la raser et tuer tout le monde » était « une option ». Depuis, il a été suspendu, mais sans être démis de ses fonctions …

    Au-delà de ces déclarations politiques, il faut apprécier la nature des actes commis. Si un « plan » génocidaire en tant que tel n’est pas exigé pour qualifier de génocidaire, une certaine #organisation et ‎une #préparation demeurent nécessaires. Une politique de #colonisation par exemple, le harcèlement criminel quotidien, la #détention_arbitraire de Palestiniens, y compris mineurs, peuvent laisser entendre la mise en place de ce mécanisme.

    La Cour pénale internationale a d’ailleurs déjà ouvert des enquêtes sur ces faits-là avec des investigations qui ne progressent cependant pas notamment car Israël conteste à la Cour – dont il n’est pas membre – toute compétence. Actuellement, les pénuries impactant notamment des hôpitaux, le refus ou la limitation de l’accès de l’aide humanitaire et évidemment les #bombardements_indiscriminés, sont autant d’éléments susceptibles de matérialiser une intention génocidaire.

    Un positionnement politique pour une caractérisation juridique

    Le silence de nombreux pays est assourdissant face à la situation à Gaza. Il suffit de lire le communiqué du Quai d’Orsay sur le bombardement du camp de réfugiés Jabaliya : « La France est profondément inquiète du très lourd bilan pour les populations civiles palestiniennes des frappes israéliennes contre le camp de Jabaliya et exprime sa compassion à l’égard des victimes ».

    Aucune condamnation et, évidemment, aucune mention de la notion de génocide ni même de #crimes_de_guerre ou de #crime_contre_l’Humanité. Cela s’explique en partie par le fait que la reconnaissance du génocide a d’importantes implications juridiques. Les États signataires de la Convention sur le génocide sont tenus de prévenir et de réprimer le génocide sur leur territoire, ainsi que de coopérer entre Etats ainsi qu’avec la Cour pénale internationale pour poursuivre et punir les auteurs présumés de génocide.

    Ainsi, si un État reconnaît la volonté génocidaire d’Israël, il serait de son devoir d’intervenir pour empêcher le massacre. À défaut d’appel à un #cessez-le-feu, le rappel au respect du droit international et l’exigence de « pauses humanitaires » voire un cessez-le-feu par les Etats-Unis ou la France peuvent aussi s’interpréter comme une prévention contre une éventuelle accusation de complicité…

    S’il faut être prudent sur la qualification définitive de génocide, et qu’il faut être conscients que ce terme, malgré les détournements, est avant tout juridique et non pas politique, une question doit se poser aujourd’hui, « assistons-nous à un nouveau génocide ? » et si la réponse est « peut-être », alors il est du devoir des États signataires de la Convention de prévention des génocides de tout faire pour empêcher que le pire advienne.

    Heading Towards the Collapsing of Hamas 
    The debate over Israel’s compliance with international demands to allow entry of fuel into Gaza reflects a fundamental conflict between Israel and the US regarding the correct narrative. 

    According to the American narrative, there are two groups of people in Gaza. One is the Hamas fighters, who are brutal terrorists and are therefore mortal. Most of the people in Gaza belong to a second group, innocent civilians who suffer for no fault of their own. Therefore Israel must not only avoid harming them as much as possible but also act to make their lives easier. 

    The other, and more correct, narrative is as follows: Israel is not fighting a terrorist organization but against the State of Gaza. The State of Gaza is indeed under Hamas leadership, and this organization managed to mobilize all the resources of its state, the support of the majority of its citizens, and the absolute loyalty of its civil administration, around Sinwar’s leadership, while fully supporting his ideology. In this sense, Gaza is very similar to Nazi Germany, where a similar process also took place. Being that this is the accurate description of the situation, so it is also correct to manage the war accordingly. 

    A war between states is not only won by military combat, but also by the ability of one side to break the opposing side’s system, the economic ability, and first and foremost the ability to provide energy, is of the utmost importance. The collapse of Germany at the beginning of 1945 was mainly due to the loss of Romania’s oil fields, and once Germany didn’t have enough fuel for its planes and tanks - the war was won. 

    Israel must therefore not provide the other side with any capability that prolongs its life. Moreover, we say that Sinwar is so evil that he does not care if all the residents of Gaza die. Such a presentation is not accurate, since who are the “poor” women of Gaza? They are all the mothers, sisters or wives of Hamas murderers. On the one hand, they are part of the infrastructure that supports the organization, and on the other hand, if they experience a humanitarian disaster, then it can be assumed that some of the Hamas fighters and the more junior commanders will begin to understand that the war is futile and that it is better to prevent irreversible harm to their families. 

    The way to win the war faster and at a lower cost for us requires a system collapse on the other side and not the mere killing of more Hamas fighters. The international community warns us of a humanitarian disaster in Gaza and of severe epidemics. We must not shy away from this, as difficult as that may be. After all, severe epidemics in the south of the Gaza Strip will bring victory closer and reduce casualties among IDF soldiers. And no, this is not about cruelty for cruelty’s sake, since we don’t support the suffering of the other side as a goal but as a means. 
     
    The other side is given the option to end the suffering if they surrender. Sinwar will not surrender, but there is no reason for the Hamas militia commanders in the southern Gaza Strip not to surrender when they have no fuel and no water, and when the plagues reach them as well and when the danger to the lives of their women increases. The Israeli cabinet must take a harder line with the Americans, and at least have the ability to say the following: as long as all the hostages are not returned to Israel, do not talk to us about the humanitarian aspects. 
     
    And yes, we believe that humanitarian pressure is also a legitimate means of increasing the chance of seeing the hostages alive. But we must not, absolutely must not adopt the American narrative that “permits” us to fight only against Hamas fighters instead of doing the right thing -to fight against the entire opposing system because it is precisely its civil collapse that will bring the end of the war closer. When senior Israeli figures say in the media “It’s either us or them” we should clarify the question of who is “them”. “They” are not only Hamas fighters with weapons, but also all the “civilian” officials, including hospital administrators and school administrators, and also the entire Gaza population who enthusiastically supported Hamas and cheered on its atrocities on October 7th.

    Mais prendre d’assaut ce que le général Giora Eiland, ancien chef du Conseil national de sécurité israélien, décrit comme « la position militaire la plus fortifiée de la planète », et qui inclut des centaines de kilomètres de conduits souterrains et d’installations en profondeur, ne se fera pas facilement. L’officier supérieur, chercheur à l’Institut national d’études de sécurité en Israël, estime que l’opération pourrait demander « quelques semaines », et en résume ainsi les objectifs : « Démanteler l’infrastructure du Hamas – incluant le réseau de tunnels ; tuer la plupart des combattants et leurs chefs ; détruire le commandement et les stocks d’armes. Quand on aura terminé tout cela, on pourra passer au sud de Gaza. Mais peut-être qu’à ce moment-là les combattants du Hamas auront compris qu’ils n’ont pas la moindre chance de l’emporter, et peut-être alors verra-t-on leur organisation s’effondrer. »

    « Il nous faut une victoire claire et nette »

    Mais, selon le général Eiland, Israël se voit à présent confronté à un autre « défi » – le premier étant le Hamas : celui des «  initiatives internationales, qui appellent à un #cessez-le-feu à #Gaza ». Son point vue, largement partagé par les officiers supérieurs israéliens, se résume ainsi : « Accepter un cessez-le-feu, dans la situation actuelle, reviendrait à reconnaître qu’Israël a perdu la #guerre. Ce serait une catastrophe pour nous. »
    Le général Yaakov Amidror, lui aussi ex-responsable du Conseil national de sécurité, ancienne tête pensante des renseignements militaires, désormais à l’Institut d’études stratégiques de Jérusalem, explique ainsi les manœuvres en cours : « On avance lentement, avec des précautions pour ne pas tomber dans les pièges du Hamas. Pour l’instant, nous visons les commandants de rang intermédiaire, autant pour déstabiliser le mouvement – dans son fonctionnement opérationnel – que pour éliminer ceux qui se voient comme les successeurs potentiels de la direction actuelle lorsque nous l’aurons éliminée. Il nous faut une victoire claire et nette. »
    S’il est question, d’un point de vue froidement opérationnel, de « quelques semaines », il apparaît en effet que le temps est compté à Israël : le monde prend la mesure, avec un effroi grandissant, de l’ampleur des destructions infligées à Gaza. En appelant à des « pauses humanitaires », les Etats-Unis semblent piégés par leur propre choix sémantique. L’administration Biden se refuse en effet à appeler à un cessez-le-feu à Gaza, estimant qu’il constituerait une victoire pour le Hamas, qui pourrait reprendre son souffle et se réorganiser.

    Eileen Gray was born in Ireland (Enniscorthy, Co Wexford) in 1879. She spent her childhood in London, and went as a student to the Slade in 1898 or thereabouts. Her father was a painter, so that the idea of painting and of drawing came quite naturally. Towards the end of her days at the Slade, she came by chance on the sign for a lacquer workshop in Dean Street:

    ‘I went upstairs and I saw that they were making things in lacquer. They were using both Chinese and European lacquer. I asked the owner if I could work there and he said: “Yes, of course. you can start on Monday.” Just like that! I found it very interesting. and the foreman was very kind. I went on seeing them and corresponding with them for many years.’

    While at the Slade. she also went to Paris ‘for a few days with some friends’. But she found it very congenial and returned often. After the Slade, she worked a great deal drawing, mostly at Colorossi’s in the Grande Chaumiere; she also found a studio in the rue Joseph Barras, but continued travelling between Paris and London.

    Rent boys, drugs, voyeurism and murder: the story of Eileen Gray’s villa E.1027 reads more like an airport thriller than architectural history. Its chequered past had left the structure close to ruin, but after decades of neglect it opened to the public last year. Since then, two films have been released celebrating Gray’s life. Why has this extremely shy and not especially prolific designer achieved such belated prominence?

    Built as a lovers’ retreat for Gray and her partner Jean Badovici in 1929, E.1027’s dehumanised name is an encrypted combination of the pair’s initials: E for Eileen, 10 for Jean (J is the 10th letter of the alphabet), 2 for B(adovici) and 7 for G(ray). Paradoxically, the laconic name speaks volumes about Gray’s secretive character. She was born to an aristocratic Irish family in 1878, studied art at the Slade, and moved to Paris in 1902. There she socialised with celebrity lesbians and had a lover named Damia, a famous chanteuse known for walking a panther on a leash. Her discretion regarding these entanglements was intense, and she later destroyed much of her personal correspondence.

    About a week ago, at the end of the major military exercise in northern Israel, the defense minister and army chiefs conveyed the message that Israel is capable of defeating Hezbollah. That’s a mistake. Even if Israel wins, but the war lasts about five weeks like in 2006, we will all pay a huge price which we will have trouble living with.

    Hezbollah is a significant part of the Lebanese people, Aoun explained. “As long as Israel occupies land and covets the natural resources of Lebanon, and as long as the Lebanese military lacks the power to stand up to Israel, [Hezbollah’s] arms are essential, in that they complement the actions of the army and do not contradict them,” he said, adding, “They are a major part of Lebanon’s defense.”

    Brig. Gen. Assaf Orion from the Institute for National Security Studies wrote recently that Aoun’s comments were a “lifting of the official veil and tearing off of the mask of the well-known Lebanese reality – which widely accepted Western diplomacy tends to blur. The Lebanese president abolishes the forced distinction between the ostensibly sovereign state and Hezbollah. Thus, the Lebanese president takes official responsibility for any actions by Hezbollah, including against Israel.”

    Aoun’s declaration also tallies with the facts on the ground. At a meeting of the Knesset Foreign Affairs and Defense Committee this past week, Defense Minister Avigdor Lieberman said that the Lebanese army is now “a subsidiary unit of Hezbollah.”

    What does that mean with regard to an Israeli response against Hezbollah in case another war breaks out on the northern front? This column recently discussed the basic difficulty that faces the Israel Defense Forces in Lebanon: limited ability to deal with the threat of high-trajectory rockets directed against both the Israeli civilian population and the strategic infrastructure on the rear front. On the southern front, even though the air force lacks a proper offensive response to rockets, the missile intercept systems – chiefly the Iron Dome batteries – are enough to thwart most of the launches.

    In the north, with Hezbollah able to launch more than 1,000 rockets into Israel on a single day of fighting, the offensive solution seems partial and the defensive solution limited.

    The state comptroller’s report on the 2014 war in Gaza disappeared from the headlines within a few days, but the difficulties facing Israel in future conflicts in Gaza – and even more so in Lebanon – remain.

    At this point, it’s interesting to listen to security cabinet member Naftali Bennett (Habayit Hayehudi), whose opinions the state comptroller accepted with regard to disagreements with Prime Minister Benjamin Netanyahu over the Hamas attack tunnels in the Gaza Strip.

    While in the political realm Bennett seems determined to create unilateral facts on the ground (i.e., settlements in the territories) even at the risk of a potential face-off with the Europeans and embarrassing the Trump administration, it seems his positions on military issues are more complex. More than once he has shown healthy skepticism over positions taken by top defense officials, and he refuses to accept their insights as indisputable conclusions.

    Hunting rocket launchers during a war is almost impossible, Bennett told Haaretz this week, adding that he says this “as someone who specialized in hunting rocket launchers.”

    During the Second Lebanon War in 2006, when he served as a reserve officer, Bennett commanded an elite unit sent deep into southern Lebanon to find Hezbollah’s rocket-launching squads.

    “When we worked in a particular area, we did reduce the teams of rocket launchers there – but they simply moved a little farther north,” Bennett related. Since then, he said, 11 years have passed and Hezbollah has learned to deploy in a more sophisticated manner. “They moved their launchers from the nature reserves, outposts in open areas, to dense urban areas [ reconnaissance éhontée d’un mensonge passé et nouveau mensonge tout aussi éhonté ]. You can’t fight rockets with tweezers. If you can’t reach the house where the launcher is, you’re not effective, and the number of houses you have to get through is enormous,” he explained.

    “After I was released from reserve duty, I read all of the books you wrote about the war,” Bennett told me. “I understood in retrospect that the fundamental event of the war took place on its first day, in a phone call between [former Prime Minister] Ehud Olmert and Condoleezza Rice.” President George W. Bush’s secretary of state had asked the prime minister not to hit Lebanon’s infrastructure, and was given a positive response. As a result, “there was no way that Israel could win the war,” Bennett said.

    “Lebanon presented itself as a country that wants quiet, that has no influence over Hezbollah,” he continued. “Today, Hezbollah is embedded in sovereign Lebanon. It is part of the government and, according to the president, also part of its security forces. The organization has lost its ability to disguise itself as a rogue group.”

    Bennett believes this should be Israel’s official stance. “The Lebanese institutions, its infrastructure, airport, power stations, traffic junctions, Lebanese Army bases – they should all be legitimate targets if a war breaks out. That’s what we should already be saying to them and the world now. If Hezbollah fires missiles at the Israeli home front, this will mean sending Lebanon back to the Middle Ages,” he said. “Life in Lebanon today is not bad – certainly compared to what’s going on in Syria. Lebanon’s civilians, including the Shi’ite population, will understand that this is what lies in store for them if Hezbollah is entangling them for its own reasons, or even at the behest of Iran.”

    At the same time, he notes that this is not necessarily the plan for a future war, but instead an attempt to avoid one: “If we declare and market this message aggressively enough now, we might be able to prevent the next war. After all, we have no intention of attacking Lebanon.”

    According to Bennett, if war breaks out anyway, a massive attack on the civilian infrastructure – along with additional air and ground action by the IDF – will speed up international intervention and shorten the campaign. “That will lead them to stop it quickly – and we have an interest in the war being as short as possible,” he said. “I haven’t said these things publicly up until now. But it’s important that we convey the message and prepare to deal with the legal and diplomatic aspects. That is the best way to avoid a war.”

    Bennett’s approach is not entirely new. In 2008, the head of the IDF Northern Command (and today IDF chief of staff), Gadi Eisenkot, presented the “Dahiya doctrine.” He spoke of massive damage to buildings in areas identified with Hezbollah – as was done on a smaller scale in Beirut’s Shi’ite Dahiya quarter during the 2006 war – as a means of deterring the organization and shortening the war.

    That same year, Maj. Gen. (res.) Giora Eiland proposed striking at Lebanon’s state infrastructure. To this day, though, the approach has not been adopted as Israeli policy, open or covert. Bennett’s declaration reflects an attempt by a key member of the security cabinet (albeit Netanyahu’s declared political rival) to turn it into such policy.

    The fact that Israel only tied with Hamas in Gaza in 2014 only convinced Bennett that he is right. There, too, Hamas finally agreed to a cease-fire after 50 days of fighting only after the Israel Air Force systematically destroyed the high-rise apartment buildings where senior Hamas officials lived.

    The conclusion is simple: The next war will be waged against the state of Lebanon. In addition to Hezbollah targets, we should also attack the Lebanese army, the infrastructures in Lebanon, the airports and seaports and any other strategic assets. Since no one in the world (Syria and Iran on the one hand, and Saudi Arabia, Europe and the United States on the other hand) is interested in Lebanon’s destruction, and since that will be the inevitable result of an all-out war between Israel and Lebanon, there will be huge global pressure on all sides to reach a ceasefire after three days rather than after 34 days, and that’s exactly what Israel needs.
