      In her book, Burrington, a writer and artist, has sketched the pieces of the internet that are visible on and above the streets of the city, and has explained the business interests and politicking behind their installation. Her book is designed to make the internet tangible, and with that in mind, Burrington (who I first met when she worked on a software project for The Intercept) agreed to take me and a friend on a tour of what she found in the financial district.

      Burrington points out that infrastructure is often designed to be ignored. The field guide, with its cheerful drawings of manhole covers and cable markings, turns the infrastructure into something ordinary and familiar, not intimidating, and not some magical process by which videos and images appear in your phone.

      “If it’s effective, it’s invisible,” she says. “But if it’s taken for granted, we lose the ability to make decisions about how it’s used.”

    The great New York boatlift of September 11th, 2001, is one of the less well known and least understood of the events of 9/11. In around 10 hours, the mariners of New York harbor evacuated an estimated 300,000 to 500,000 people trapped in Lower Manhattan by water. It has been called the largest rescue by sea in history and is often compared to Dunkirk, where a roughly comparable number of soldiers and civilians were rescued over a period of eight days. Now in their new book, American Dunkirk: The Waterborne Evacuation of Manhattan on 9/11, Professors James M. Kendra and Tricia Wachtendorf examine how and why this nearly miraculous evacuation was accomplished and what lessons can be learned in the case of future disasters.

    When the World Trade Towers collapsed, as many as a million New Yorkers found themselves trapped on the southern tip of Manhattan. Mass transit was shut down. The bridges and tunnels were closed and a significant portion of Lower Manhattan was shrouded in smoke, ash, and debris from the still burning wreckage of the collapsed towers. Many walked north. As many turned toward the water. Then, through the smoke and drifting ash, something amazing happened.

    Boats started to arrive along the waterfront to rescue those stranded by the attacks. There were ferries, tugs, dinner boats and fishing boats — craft of all types and sizes. No one, including the U.S. Coast Guard knew what to make of it.

    Then, the Coast Guard did something equally remarkable. Rather than try to take control or to manage an evacuation that was both unforeseen and far beyond the scope of what anyone could have imagined, they let was happening, happen.

    Kendra and Wachtendorf show that many of the assumptions about disaster response are not necessarily appropriate. Centralized control and elaborate planning are often not effective. There simply was no plan for a large scale evacuation of Lower Manhattan because no one imagined the need. The closest thing that the Coast Guard had on file was an emergency plan for the previous year’s Operation Sail. Even if the City of New York had tried to control the evacuation, its emergency response center had been in the World Trade Center complex and was buried in rubble.

    Non seulement je ne trouve pas de telles tentatives d’explication générale, mais surtout, à chaque fois qu’un article évoque le fait que « nos alliés » ou « les modérés » collaborent systématiquement avec Al Qaeda, et/ou que les armes américaines finissent immanquablement entre les mains d’Al Qaeda, l’audace s’arrête là ; pourtant ce n’est pas rien, de livrer des tonnes d’armes et d’explosifs à un groupe dont on nous a répété pendant une décennie qu’il était l’ennemi number one des États-Unis.       But what this does highlight is just how ludicrous — how beyond parody — the 14-year-old war on terror has become, how little it has to do with its original ostensible justification. The regime with the greatest plausible proximity to the 9/11 attack — Saudi Arabia — is the closest U.S. ally in the region next to Israel. The country that had absolutely nothing to do with that attack, and which is at least as threatened as the U.S. by the religious ideology that spurred it — Iran — is the U.S.’s greatest war-on-terror adversary. Now we have a virtual admission from the Saudis that they are arming a group that centrally includes al Qaeda, while the U.S. itself has at least indirectly done the same (just as was true in Libya). And we’re actually at the point where western media outlets are vehemently denouncing Russia for bombing al Qaeda elements, which those outlets are manipulatively referring to as “non-ISIS groups.”

      It’s not a stretch to say that the faction that provides the greatest material support to al Qaeda at this point is the U.S. and its closest allies. That is true even as al Qaeda continues to be paraded around as the prime need for the ongoing war.

      In April 2013, the famed US investigative journalist Seymour Hersh published in the London Review of Books an account of what the CIA calls a “rat line” which was created in early 2012 “to funnel weapons and ammunition from Libya via southern Turkey and across the Syrian border to the opposition”. This was the result of an agreement between the US, Turkey, Saudi Arabia and Qatar to equip the armed Syrian rebels, and much of this weaponry ended up with jihadis affiliated to al-Qaeda. Hersh says that an account of what happened in setting up of the “rat line” is in a highly classified unpublished section of the Senate Intelligence Committee’s report into the death of Mr Stevens in Benghazi which was issued in January 2013.

      Under the terms of a secret agreement between the US and Turkey, partly funded by Saudi Arabia and Qatar, arms from Gaddafi’s arsenals were procured in Libya by retired US soldiers through Libyan front companies, with the operation overseen by the CIA and MI6. Normally, the CIA should have reported what it was doing to Congress, but an exception is made for liaison missions and “the involvement of MI6 enabled the CIA to evade the law by classifying the mission as a liaison mission”. Hersh cites a former intelligence officer as saying that the only purpose for the US to keep open a consulate in Benghazi “was to provide cover for the movement of arms”. After the murder of Mr Stevens, the CIA abruptly ended the operation which then came under Turkish control.

      The story would explain a relationship between the CIA and jihadis in Benghazi that might have led to the Americans being over-confident that they were safe from attack. Western governments have largely blamed Turkey, Saudi Arabia, Qatar and the Gulf monarchies for arming the jihadi opposition in Syria, but the “rat line” shows the complicity of Western intelligence agencies.

    The story dates back to 2006 when Brooke Singer, the founder and creative director of Toxic Sites, met Robert Martin. Martin, an environmentalist and former National Ombudsman of the Environmental Protection Agency (1992-2002) was advising Singer on a citizen air-monitoring project for Lower Manhattan, leading him to the topic of New York City on 9/11. On that day, Robert was driving to his office, when the World Trade Center collapsed and the streets of New York were blanketed in a record amount of the most toxic substances ever known. Most Americans mourned and worried about further attacks, but EPA employees recognized the gravity of the environmental impact, swiftly mobilized first responders and internally debated whether all of Lower Manhattan should be declared a Superfund site – a site so hazardous that it warranted the relocation of inhabitants and immediate cleanup. In Robert’s opinion, all of Lower Manhattan qualified for Superfund after 9/11.

    Newly declassified CIA documents tell more of the story of spy versus spy with former-CIA Director George Tenet at the centre of mistakes with an historic, tragic end.

    According to a trove of documents declassified by the CIA on June 12, al-Qa’ida’s operational activity in the United States and Canada was greater than previously thought leading up to the 9/11 attacks on the World Trade Center and the Pentagon, with Tenet’s leadership blamed for much bad judgement.

    The CIA report details how tension between the CIA and FBI hindered counter-terrorism investigations, and how intelligence agencies repeatedly failed to put future 9/11 hijackers on a watch list.

    It describes an often-vicious conflict between George Tenet’s CIA and the FBI before 9/11, as well as the spy agency’s difficulties in gathering Human Intelligence (HUMINT) and mounting a covert strike to capture or kill bin Laden, after his organization bombed US embassies in East Africa and attacked the USS Cole in 2000.

    “The key pre-9/11 CIA-FBI relationship with respect to al-Qa’ida, that between UBL (Usama Bin Laden) station and the FBI’s New York Field Office (the Bureau’s office of origin or office with responsibility for al-Qa’ida), was troubled at best and dysfunctional at worst,” states the documents.

    One CIA member told the investigating team that an FBI representative from the Bureau’s New York Field Office was there to spy on behalf of his chief, who did not trust the UBL station.

    The FBI representative, in turn, told investigators that he was mistrusted as New York’s ‘spy’ and felt like an outcast, saying: “…many of his supervisors and peers did, in fact, characterize him that way."

    Many of those interviewed said that the worst animosity occurred in a crucial period between 1997 and 1999, after which attempts were made to mend fences, with little success.

    A 60 Minutes report which aired on Sunday provided a glimpse of the 9/11 Museum in New York, currently under construction and scheduled to open next year. The report underlined the degree to which 9/11 has become a pillar in America’s national mythology.

    For many Americans the events of that day clearly hold more significance than perhaps any other event in American history — more significance than the war in Vietnam, the Civil Rights Movement, the Cold War, World War Two, Hiroshima, the Great Depression, the Civil War, or the American Revolution.

    Central to the 9/11 narrative is the idea that the attacks on the World Trade Center and the Pentagon constituted an attack on America. This central presupposition is virtually never publicly questioned. Indeed, 9/11 has been sacralized and the site of the attacks in New York has become a place of pilgrimage. 9/11 has been made central to American identity.

    That an event whose physical effects were so limited could nevertheless become a turning point in a nation’s history is remarkable. One could also argue that it was wholly unwarranted. But even if it seems unreasonable to believe that nineteen men have the capacity to attack a nation of over 300 million people, it is a fact that 9/11 is generally viewed as an attack on America.

    There is a counterpart to this view that rarely gets mentioned in American discourse: that America’s response to 9/11 was to launch a war on Islam. On the occasions that the post-9/11 era is described in that way, it is almost always prefaced with “some Muslims believe…” The notion of an American war on Islam is treated as an expression of Muslim paranoia.

    Wars and military operations in Afghanistan, Iraq, Pakistan, Yemen, and Somalia — all Muslim nations; the creation of a prison system in which all the detainees are Muslims; the deaths of about a million Muslims and the displacement of millions more; at a time that close to half of Americans believe that Islam and American values are incompatible.

    If this isn’t a war on Islam, what would a war on Islam look like?

    At the very least, can it not be admitted that the perception of a war on Islam has a stronger objective basis than the perception of America facing a national threat?

    During the 1980s and into the 1990s, Islamist foreign fighters operated robust recruiting and financing networks that supported Chechen jihadists from the United States, and Boston was home to one of the most significant centers: a branch of the Al Kifah Center based in Brooklyn, which would later be rechristened CARE International.

    Al Kifah sprang from the military jihad against the Soviets in Afghanistan. Through the end of the occupation, a network of centers in the United States helped support the efforts of Afghan and Arab mujahedeen, soliciting donations and recruiting fighters, including at least four from Boston who died in action (one of them a former Dunkin Donuts employee). When the war ended, those networks did not disappear; they refocused on other activities.

    In Brooklyn, that network turned against the United States. The center’s leaders and many of its members helped facilitate the 1993 World Trade Center bombing, and they actively planned and attempted to execute a subsequent plot that summer to blow up the Lincoln and Holland Tunnels in New York, which would have killed thousands.

    When the FBI thwarted the tunnels plot, the Brooklyn Al Kifah office and most of the other satellite locations were shuttered. But in Boston, the work continued under a new name and with a new focus: supporting foreign-fighter efforts in Bosnia and Chechnya.

    The following narrative is derived from interviews and thousands of pages of court exhibits, including correspondence, Al Kifah and CARE International publications, and telephone intercepts developed over a years-long series of FBI investigations into the charity that were made public as part of multiple terrorism-related prosecutions.

    Established in the early 1990s, the Boston branch had emerged from the World Trade Center investigation relatively unscathed. Little more than two weeks after the bombing, the head of the Boston office, Emad Muntasser, changed his operation’s name from Al Kifah to CARE International (not to be confused with the legitimate charity of the same name).

    Telling the IRS it was a non-political charity, CARE applied for and received a tax exemption, but its operations continued as before — supporting jihad overseas with money and men. Although it was heavily focused on the ongoing conflicts in Bosnia and Chechnya, its interests reached around the globe to anywhere mujahideen were fighting. As one associate of the group put it in a phone call recorded by the FBI, “As long as there is slaughtering, we’re with them. If there’s no slaughtering, there’s none, that’s it. Buzz off.”

    The name change deflected public scrutiny, and while law enforcement monitored the Boston operation for many years, the Justice Department made no attempt to prosecute the organization’s principal leaders until after the September 11, 2001 attacks.

    Jihadist propaganda and recruiting didn’t begin with the Internet, as it sometimes seems today. CARE’s tactics included dinner speeches and events at local mosques and universities, among them MIT, Boston College, and Boston University, usually slipping them in under the auspices of the local Muslim Students Association, sometimes as part of Friday services. They ran “phonathons” to contact potential donors at home with urgent appeals for generosity.

    The charity also arranged public screenings of jihadist videos, long before the advent of YouTube. One letter to CARE supporters promised to “bring to your [mosque] the latest video tape from CHECHNYA showing how Grouznyy [sic] was recaptured by Muslims and how the CHECHENS are struggling to implement the Islamic rule in their land by help of Allah (S.W.T). It will be a fund raising event. For the Donations we have our direct contact to CHECHNYA.”

    When the Internet did come along, CARE was an early adopter, using email blasts and websites to further spread its message.

    Although CARE was based in Boston, the radical fundamentalists who ran the charity (a mix of American citizens and immigrants from the Middle East and North Africa) were often disappointed with local Muslims, who were not particularly interested in their cause.

    “I hate Boston,” said Mohammed Chehade, a director of the Global Relief Foundation, one of the charities through which CARE laundered its money, in a phone conversation with CARE’s directors that was recorded by the FBI in 2000. “Do you know why I hate it? The men are far from each other, far away, it is a trip between one and another. They are busy. I mean, Boston... if someone wants to stay in America temporarily, it is not a place to be.”

    In other conversations, CARE’s leaders bemoaned the fact that area Muslims refused to cough up money for the network’s radical speakers, suggesting that they avoid bringing prominent speakers to the city, or at least characterize the trips as something other than fundraising, for fear of an embarrassingly low result.
