#Texas prepares to deploy #Rio_Grande buoys in governor’s latest effort to curb border crossings
Texas began rolling out what is set to become a new floating barrier on the Rio Grande on Friday in the latest escalation of Republican Gov. Greg Abbott’s multibillion-dollar effort to secure the U.S. border with Mexico, which already has included bussing migrants to liberal states and authorizing the National Guard to make arrests.
But even before the huge, orange buoys were unloaded from the trailers that hauled them to the border city of Eagle Pass, there were concerns over this part of Abbott’s unprecedented challenge to the federal government’s authority over immigration enforcement. Migrant advocates voiced concerns about drowning risks and environmentalists questioned the impact on the river.
Dozens of the large spherical buoys were stacked on the beds of four tractor trailers in a grassy city park near the river on Friday morning.
Setting up the barriers could take up to two weeks, according to Lt. Chris Olivarez, a spokesperson for the Texas Department of Public Safety, which is overseeing the project.
Once installed, the above-river parts of the system and the webbing they’re connected with will cover 1,000 feet (305 meter) of the middle of the Rio Grande, with anchors in the riverbed.
Eagle Pass is part of a Border Patrol sector that has seen the second highest number of migrant crossings this fiscal year with about 270,000 encounters — though that is lower than it was at this time last year.
The crossing dynamics shifted in May after the Biden administration stopped implementing Title 42, a pandemic era public health policy that turned many asylum seekers back to Mexico. New rules allowed people to seek asylum through a government application and set up appointments at the ports of entry, though the maximum allowed in per day is set at 1,450. The Texas governor’s policies target the many who are frustrated with the cap and cross illegally through the river.
Earlier iterations of Abbott’s border mission have included installing miles of razor wire at popular crossing points on the river and creating state checkpoints beyond federal stops to inspect incoming commercial traffic.
“We always look to employ whatever strategies will be effective in securing the border,” Abbott said in a June 8 press conference to introduce the buoy strategy.
But the state hasn’t said what tests or studies have been done to determine risks posed to people who try to get around the barrier or environmental impacts.
Immigrant advocates, including Sister Isabel Turcios, a nun who oversees a migrant shelter in Piedras Negras, Mexico, which sits just across the river from Eagle Pass, have remained vigilant about the effects of the new barrier on migration. Turcios said she met with the Texas Department of Public Safety in the days leading up to the arrival of the buoys and was told the floating barrier would be placed in deep waters to function as a warning to migrants to avoid the area.
Turcios said she is aware that many of the nearly 200 migrants staying in her shelter on any given day are not deterred from crossing illegally despite sharp concertina wire. But that wire causes more danger because it forces migrants to spend additional time in the river.
“That’s more and more dangerous each time ... because it has perches, it has whirlpools and because of the organized crime,” Turcios said.
Texas Department of Public Safety Director Steven McCraw addressed the danger that migrants may face when the buoys are deployed during the June press conference when Abbott spoke: “Anytime they get in that water, it’s a risk to the migrants. This is the deterrent from even coming in the water.”
Less than a week ago — around the Fourth of July holiday — four people, including an infant, drowned near Eagle Pass as they attempted to cross the river.
The federal International Boundary and Water Commission, whose jurisdiction includes boundary demarcation and overseeing U.S.-Mexico treaties, said it didn’t get a heads up from Texas about the proposed floating barrier.
“We are studying what Texas is publicly proposing to determine whether and how this impacts our mission to carry out treaties between the US and Mexico regarding border delineation, flood control, and water distribution, which includes the Rio Grande,” Frank Fisher, a spokesperson for the commission, said in a statement.
On Friday morning, environmental advocates from Eagle Pass and Laredo, another Texas border city about 115 miles (185 kilometers) downriver, held a demonstration by the border that included a prayer for the river ahead of the barrier deployment.
Jessie Fuentes, who owns a canoe and kayaking business that takes paddlers onto the Rio Grande, said he’s worried about unforeseen consequences. On Friday, he filed a lawsuit to stop Texas from using the buoys. He’s seeking a permanent injunction, saying his paddling business is impacted by limited access to the river.
“I know it’s a detriment to the river flow, to the ecology of the river, to the fauna and flora. Every aspect of nature is being affected when you put something that doesn’t belong in the river,” Fuentes said.
Adriana Martinez, a professor at Southern Illinois University who grew up in Eagle Pass, studies the shapes of rivers and how they move sediment and create landforms. She said she’s worried about what the webbing might do.
“A lot of things float down the river, even when it’s not flooding; things that you can’t see like large branches, large rocks,” Martinez said. “And so anything like that could get caught up in these buoys and change the way that water is flowing around them.”

Kaakkois-Suomen rajavartioston vanhempi rajavartija Kimmo Hongisto on partioinut itärajalla jo 23 vuotta. Luvattomia rajanylittäjiä hän ei ole työssään juuri nähnyt.
– Onhan niitäkin tullut vastaan, mutta hyvin harvoin. Kyllä täällä rauhallista on, Hongisto sanoo.
Rajan rauhallisuuteen on selkeä syy : Venäjän tehokas rajavartiointi. Suurin osa Suomeen yrittäjistä jää kiinni jo Venäjän puolella, eikä koskaan pääse Suomen rajalle.
Nykyinen raja-aita ei estä ylitystä
Jos laitonta maahantuloa yrittävä kuitenkin pääsee rajalle, häntä ei käytännössä estä enää mikään ylittämästä rajaa.
Suomen rajalinjalla kulkee vain hontelo piikkilanka-aita, jonka ylittäminen ei ole ongelma.
– Nykyisellä aidalla ei ole rajan ylitystä estävää merkitystä. Se on tarkoitettu lähinnä estämään kotieläinten karkaaminen rajan ylitse, sanoo Kaakkois-Suomen rajavartioston apulaiskomentaja Jukka Lukkari.
Puolassa ja Baltiassa rakennetaan jo raja-aitoja
Liettuassa ja Puolassa rakennetaan nyt kovaa vauhtia massiivisia raja-aitoja estämään Valko-Venäjältä kyyditettyjä siirtolaisia ylittämästä rajaa. Viimeksi myös Viro on kutsunut reserviläisiä ylimääräisiin harjoituksiin rakentamaan raja-aitaa Venäjän rajalle.
Myös Suomessa on herännyt keskustelu raja-aidan tarpeellisuudesta.
– Viime kädessä aidan rakentaminen on poliittinen päätös, korostaa Kaakkois-Suomen rajavartioston apulaiskomentaja Jukka Lukkari.
Koko itärajan aitaamista hän ei kuitenkaan pidä järkevänä.
– Aivan umpimetsästä tuskin kukaan tulee lävitse. Rajanylityspaikkojen läheisyyteen aidan rakentaminen voisi tulla kysymykseen, Lukkari sanoo.
Rajakylässä
Ajalemme Nuijamaan kirkonkylän taajamaan. Se sijaitse vain parin sadan metrin päässä Venäjän rajasta. Täällä rajan läheisyys on arkipäivää.
Entinen rajavartija Kalevi Heikkinen puuhastelee omakotitalonsa autotallissa. Häntä ei asuminen rajan vieressä häiritse.
– Rauhan rajahan tämä on ollut jo hyvin pitkään, Heikkinen korostaa.
Viime aikoina hän on kuitenkin seurannut tarkasti Puolasta ja Liettuasta tulevia uutisia Valko-Venäjältä rajan yli pyrkivistä siirtolaisista.
– Ei se suoraan huolestuta, mutta jos yleisesti ajatellaan niin, on se aika vakava tilanne, Heikkinen sanoo.
Hänen mielestään Suomellakin pitäisi olla jonkinlainen kyky estää maastorajan ylittäminen.
– Jos ei heti suoraan rakenneta raja-aitaa, niin ainakin pitäisi olla valmius saada sinne nopeasti sellainen este, että ei ihan suoraan voi tulla rajan ylitse, Heikkinen sanoo.

Leena Bovelan on menossa kirkon vieressä sijaitsevaan kirjastoon. Hän asuu vain kilometrin päässä rajasta Lappeenrannan Rapattilassa.

Itärajan kansaedustajat eivät innostu aidasta
Sdp:n lappeenrantalainen kansanedustaja Suna Kymäläinen nousi aikoinaan valtakunnan politiikkaan vastustamalla venäläisten kiinteistökauppoja Suomessa. Raja-aidan rakentamista itärajalle hän ei kuitenkaan kannata, erityisesti kustannussyistä.
– Muurien tai aitojen rakentaminen on tosi vaativaa ja sellaisia rahoja ei kyllä varmasti mistään löydy, Kymäläinen sanoo.
Hän jättää kuitenkin portin auki lyhyempien aidanpätkien rakentamiselle tarvittaville paikoille itärajalle.
Myöskään kokoomuksen lappeenrantalainen kansanedustaja Jukka Kopra ei lämpene aidan rakentamiselle itärajalle, vaikka ajatuksen aidasta nosti esille oman puolueen eduskuntaryhmän puheenjohtaja Kai Mykkänen.
Kopran mielestä itärajalle tarvitaan sen sijaan kyky rakentaa nopasti väliaikainen aita estämään maahantuloa.
– Meillä pitäisi olla valmius jollekin tietylle rajaosuudelle nopeasti pystyttää tällainen aita, Kopra sanoo.
Suomen ja Venäjän välillä on valtionrajaa noin 1 340 kilometriä, josta noin 1 290 kilometriä on maarajaa ja loppu vesirajaa. Suuri osa rajasta sijaitsee vaikeakulkuisilla erämaa-alueilla.

« La corde du diable », c’est le nom donné par ses détracteurs au barbelé, ce fil de fer inventé à la fin du XIXe siècle aux États-Unis. Le film s’ancre dans les grands espaces américains et leurs kilomètres de clôture, comme si la trame narrative se dévidait en miroir de ces millions d’épissures acérées derrière lesquelles lorgnent les têtes de bétail. Point de départ : Omaha, dans le Nebraska, entre foire aux bestiaux, bottes rutilantes et Stetson poussiéreux. Claquements de fouet et musique bluegrass en fond sonore. De la prairie à la prison, de la base militaire à la frontière, la corde du diable emprisonne les hommes et les bêtes. C’est à travers le prisme de cet objet universel que Sophie Bruneau – coréalisatrice du remarquable documentaire Ils ne mouraient pas tous mais tous étaient frappés, sur la souffrance au travail – aborde l’épineuse question de la surveillance et du contrôle.

When Home Won’t Let You Stay: Migration through Contemporary Art considers how contemporary artists are responding to the migration, immigration, and displacement of peoples today. We are currently witnessing the highest levels of movement on record—the United Nations estimates that one out of every seven people in the world is an international or internal migrant who moves by choice or by force, with great success or great struggle. When Home Won’t Let You Stay borrows its title from a poem by Warsan Shire, a Somali-British poet who gives voice to the experiences of refugees. Through artworks made since 2000 by twenty artists from more than a dozen countries — such as Colombia, Cuba, France, India, Iraq, Mexico, Morocco, Nigeria, Palestine, South Korea, the United Kingdom, and the United States — this exhibition highlights diverse artistic responses to migration ranging from personal accounts to poetic meditations, and features a range of mediums, including sculpture, installation, painting, and video. Artists in the exhibition include Kader Attia, Tania Bruguera, Isaac Julien, Hayv Kahraman, Reena Saini Kallat, Richard Mosse, Carlos Motta, Yinka Shonibare, Xaviera Simmons, and Do-Ho Suh, among others. Le gouvernement espagnol a approuvé vendredi un plan de modernisation visant à supprimer les barbelés de clôtures séparant Ceuta et Melilla du Maroc.
Selon le média espagnol Info Libre, cette annonce intervient sept mois après que le ministre de l’Intérieur, Fernando Grande-Marlaska, s’était prononcé contre ce dispositif. La même source rappelle que ces barbelés de clôtures causent de graves blessures aux migrants qui tentent d’accéder illégalement aux deux enclaves espagnoles.
Le gouvernement espagnol pour des moyens « plus surs mais moins sanglants »
« Le retrait des clôtures et leur remplacement par de nouveaux équipements avec une technologie de pointe permettra de renforcer la sécurité sans blesser » ces migrants, poursuit-on de même source. Cette opération concernera d’abord les « zones frontalières les plus vulnérables ».
Malgré l’insistance de l’opinion publique espagnole, Grande-Marlaska n’a pas précisé en quoi son ministère rendrait les clôtures plus sûres, mais il a cité un rapport technique du gouvernement de Rajoy. Ce document, cité par les médias espagnols, avait établi que les barbelés n’étaient plus dissuasifs pour les migrants, ce qui justifie la décision de les remplacer par des moyens « plus sûrs mais moins sanglants ».
Toutes les actions seront développées en coordination avec le Royaume du Maroc, chargé de la surveillance de l’autre côté de la frontière, a précisé le ministre. Ce dernier a indiqué aussi que les travaux commenceront cette année par l’installation d’un nouveau système de surveillance en circuit fermé.
« L’amélioration du réseau de fibre optique ou l’extension du circuit fermé de vidéosurveillance jusqu’au territoire marocain sont également prévues, tout comme l’adaptation des zones de transit de personnes à Tarajal (Ceuta) et d’autres passages frontaliers et l’installation de dispositifs de reconnaissance faciale », poursuit le média espagnol.
Les « concertinas » maintenus par le Maroc ?
Avec ces actions, le gouvernement montre sa volonté de prendre « très au sérieux la sécurité des migrants et le respect des droits de l’Homme », a déclaré Grande-Marlaska. Cette mesure intervient dans le cadre d’un large plan annoncé par le gouvernement pour l’amélioration des infrastructures de sécurité de l’Espagne, conclut Info Libre.
De son côté, le média local Ceuta Actualidad a rapporté ce samedi que le Maroc serait en train d’installer, au niveau sa frontière avec Ceuta, une clôture avec des fils barbelés concertinas. « Pour le moment, les travaux ont commencé dans la région de Finca Berrocal. La clôture, plus petite que celle des Espagnols, sera située à quelques mètres de celle-ci », précise-t-il.
« Avec cette mesure, un migrant qui veut accéder à Ceuta devra d’abord franchir la barrière marocaine puis un deuxième obstacle. De cette manière, il sera très difficile pour un migrant de pénétrer sur le territoire espagnol sans être intercepté à mi-parcours », détaille-t-il.
Et Ceuta Actualidad de conclure : « Désormais, les #concertinas (#fils_barbelés, ndlr) seront placées du côté marocain » de la frontière.

Police in Calais are using drones to locate migrants preparing to cross the Channel by boat, so that they can be arrested before they reach the water.
In an escalation of security measures, the remotely controlled aerial vehicles have been seen flying low above the main Calais Migrant camp and sweeping across nearby beaches.
Drones can cover much more ground in much less time than other vehicles, and are able to relay a live video camera feed.
Ingrid Parrot, from the French Naval headquarters for the Channel and North Sea, said: “What we are trying to do with the police is exchange information and stop the migrants reaching the sea.
“Our aim is to stop people on the beach reaching the water.
“In the last three weeks, we have increased the number of ships and helicopters in the area to dissuade the migrants from attempting to go out to sea.
“The police, I understand have also increased their numbers on the ground to stop people getting into boats.”
Ms Parrot would not be drawn into giving specific figures because she did not want the smugglers to be alerted to the scale of the operation.
“There are many people involved,” she added.
The move has come after a recent spike in attempted crossings of the English Channel by predominantly Iranian migrants.
On Tuesday, two men were picked up in St Margret’s bay, Kent at 3pm, having crossed the world’s busiest shipping lane in nothing more than a small dinghy in broad daylight.
They presented themselves as Iranian, and were taken into custody by border force agents.
On Wednesday, four men who said they were Iranian were picked up by the side of the road in Lincolnshire, having seemingly overshot the Kent coastline.
Lincolnshire Police said: “The four men aged 30, 29, and two aged 31, were arrested by officers in the Roman Bank area of Mablethorpe at around 7.30pm on December 4. “It was reported these men had arrived by boat.”
In France, there was activity too.
Eight men in a pleasure craft were caught by police while trying to set sail across the channel from a beach just north of Boulogne-sur-Mer.
A police spokesperson said that four of the migrants were Iranian and four were Iraqi. None were injured or taken to hospital, and all were taken into custody.
In the strangest incident of the evening, a man radioed for help while struggling in a seven-metre pleasure cruiser in shallow waters near Equihen-Plage, just south of Boulogne-sur-Mer.
He abandoned ship when it became clear that no boat was able to tug him away.
It emerged that the craft had been bought the day before by a man who claimed to be British, and suspicions have been raised that he may have been trying to smuggle migrants across the channel.
One coastguard insider said: “You don’t buy a boat like that at this time of year and take it out on the water at night. I think it’s quite clear what he was trying to do, and that was go round the corner and try and pick up a group of migrants.”
The Telegraph visited the beach on Wednesday evening and saw the boat beached on the sand at low tide, with its propeller jammed into the sand and a life jacket left in the cabin.
The man who abandoned ship had apparently not been back.
