Who wants to buy the genetic code of 14 million Westerners? DNA sequencing company 23andMe has filed for bankruptcy protection and is now up for sale. Users are now being advised to delete their accounts, though for many this advice arguably comes too late. But the real privacy concern should be the geopolitical one. In this context, the potential sale of millions of DNA sequences, most of them American, could sharpen a burgeoning debate in the US tech industry over which, if any, national loyalties Silicon Valley should espouse.
Founded in 2006 by Anne Wojcicki and two partners, 23andMe offers consumers the opportunity to send a saliva sample for sequencing, and receive a report on ancestry and health information. Despite celebrity endorsements and a valuation of $6 billion after listing in 2021, the company has never made a profit and is now seeking a buyer.
So, what will happen to its databases? 23andMe always emphasised its trustworthiness on data protection. But when it went public, privacy experts raised concerns over the increased number of shareholders with possible interests in bending the firm’s privacy rules to access its data. Last month, the undercover media outlet O’Keefe Media Group published a video conversation with a US Treasury advisor, who warned that the firm shares its data with shareholding companies, some of which are — he claims — owned by the Russian or Chinese governments.
But what if the real concern isn’t individual privacy but national security? For while we are surely well into the age of Big Data and biotech, every day also brings a new headline underlining the fact that this is occurring in tandem with a return to great-power politics. Based on where it ships, 23andMe serves, in essence, wealthy, tech-curious consumers in the West: America and her allies. It’s not hard to imagine a hostile regime acquiring its database with malicious intentions, such as bioweapon development.
In his new book The Technological Republic, Palantir CEO Alex Karp critiques what he views as a naively universalist outlook in the US tech industry, as though global peace and transnational commerce are somehow guaranteed, forever. Karp disagrees, arguing instead that the American tech industry must abandon its squeamishness about defence, and urgently refocus on the national interest.
Was 23andMe an instance of such naive universalism? Doubtless Wojcicki only ever thought of 23andMe’s dataset in commercial, win-win terms: a source of benefits all round, whether from research, customised healthcare, or personal profit. A hostile polity exploiting a database containing millions of complete American genomes to as yet unimaginable military ends would have seemed like science fiction only a few years ago. But if Karp is right, this is no longer so far-fetched. Perhaps the real questions for any potential 23andMe buyer should not concern business intentions, but national loyalties.

Pour son deuxième entretien, le pôle cartographie du GEG a choisi de rencontrer Michel Foucher dans son bureau du Collège d’études mondiales, boulevard Raspail à Paris. Michel Foucher est géographe. Ancien ambassadeur de France en Lettonie et ancien directeur du Centre d’analyse et de prévision du ministère des Affaires étrangères, il est titulaire de la chaire de géopolitique appliquée au Collège d’études mondiales (FMSH). Il est notamment l’auteur de Fragments d’Europe (réed. 1998), L’Europe et l’avenir du monde (2009) et Le retour des frontières (2016). Il s’est plus récemment entretenu avec Bertrand Badie dans Vers un monde néo-national ? (2017) et co-dirige chaque année les rapports Schuman sur l’Europe avec Thierry Chopin.

Groupe d’études géopolitiques. – On sent une évolution de votre pensée entre 1998 et 2017. Vous devenez moins optimiste quant à l’avenir de l’Union européenne (UE), notamment sur la solidarité, sur l’émergence des mouvements nationaux. Est-ce réellement le cas ? Et si oui, pourquoi ?
Michel Foucher. – C’est une question qu’on ne m’a jamais posée ! La période que vous indiquez, après 1989-91, était en effet assez enthousiasmante parce que, à l’exception de la Yougoslavie, les transformations politiques et géopolitiques furent tout à fait majeures et non violentes. J’étais pour Antenne 2 en novembre à Checkpoint Charlie, j’ai vécu l’ouverture du mur de Berlin en la commentant. Une vraie bifurcation avait lieu. Puis, je me suis souvent rendu en Pologne et on observait les transformations de la capitale à vue d’œil, notamment avec le Collège d’Europe de Natolin, campus du Collège de Bruges, ouvert à des étudiants du continent. Ma présence là-bas est d’ailleurs un effet du livre Fragments d’Europe. C’était le livre de chevet de Delors, selon ce qu’il me dit plus tard.

India is to become a major service and repair hub for the US Seventh Fleet—the armada that is at the center of US war preparations against China.
Last month the Pentagon awarded a contract, said to be worth up to $1.5 billion over the next five years, to a shipyard in Gujarat to maintain the Seventh Fleet’s warships, patrol and service vessels.
This is a strategic move aimed at giving flesh and blood to last August’s agreement opening India’s military bases and ports to routine use by the US military for the resupply and repair of its warplanes and warships.

On Dec 5 Indian Navy frigate INS Betwa slipped off blocks in a dry dock, while leaving dock, and capsized. 14 crew injured, 2 missing, one of them believed to remain trapped inside. The ship was undergoing refit at the Naval Dockyard in Mumbai. On a photo from dnaindia.com capsized frigate.
INS Betwa (F39) is a Brahmaputra-class guided missile frigate of Indian Navy, displacement 3850 tons, armament missiles, guns, torpedoes, crew 440-450, commissioned in 2004.

Resolve was contracted to conduct an immediate dive survey, then to stabilize, block and support the vessel to allow the drydock to be fully dewatered. Working alongside the Indian Navy, crews inspected all compartments of the vessel, then proceeded to patch and repair all damages, and secure all openings.
With a sophisticated engineering plan in place, salvage teams were able to complete extensive repairs to the internal tanks as well as the side shell of the vessel. By systematically flooding and pumping compartments, the vessel was rolled upright and done so without the use of any external lifting force.
The entire salvage operation was concluded in less than two months and required complex hydrodynamic calculations and the use of intricate measuring and monitoring systems.
The news of the vessel’s righting comes as a board of inquiry constituted to investigate how the INS Betwa toppled found that human error had led to the accident. The incident is reported to have occurred due to a miscalculation of the load distribution equilibrium.
INS Betwa is expected to be operational by April 2018.

La #géostratégie de l’#agriculture est redevenue un enjeu pour les nouvelles puissances économiques, telles que le Brésil, l’Arabie Saoudite et la Chine, dans un souci de sécurisation des besoins alimentaires. Après avoir plus ou moins stagné pendant les années 1990, la superficie mondiale cultivée s’est rapidement accrue au cours des dernières années, s’étendant de 30,6 millions d’hectares entre 2004 et 2012. Avec un quart des terres mondiales arables, l’#Afrique continent le plus pauvre, est devenu la proie depuis les années 2000 d’une nouvelle forme d’#impérialisme économique. En 10 ans (de 2000 à 2010), le continent noir cumula 41% des plus grandes transactions foncières sur 1 600 transactions (transaction supérieure à 200 hectares) soit une estimation de plus de 60 millions d’hectares, l’équivalent de la superficie de l’Allemagne.
Il est difficile d’évaluer avec certitude l’étendue d’acquisitions de terres, car les informations sont souvent exclues du domaine public et manquent de transparence. L’#exploitation de ces terres arables a été exclusivement utilisée pour l’exportation de productions céréalières ou fruitières à partir d’un continent dont la population souffre encore à 70% de #malnutrition chronique. De nombreuses ONG ont mené un long combat pour avertir les opinions publiques de ce nouveau pillage qui ne concernait pas les sous-sols de l’Afrique mais le fragile équilibre alimentaire et sociétal du continent. Les médias européens relevèrent l’investissement de pays asiatiques et du Moyen-Orient, omettant de pointer du doigt les Etats-Unis, premier acquéreur de terres arables, et de nombreux pays européens tels que la France, le Royaume-Uni ou l’Italie. C’est dans ce contexte de flou juridique, de scandales et de récession économique que fut pensée une nouvelle alliance pour la sécurité alimentaire et la nutrition. »

JTA — Israel’s leading security think tank has published a plan to redraw the map of the West Bank in a bid to consolidate major settlements and prevent the spread of others.

The plan, presented Monday to Israeli President Reuven Rivlin as part of the Institute for National Security Studies’ yearly strategic survey, calls for the government to allow construction in West Bank settlement blocs and Jerusalem. At the same time, it recommends a halt to construction in the 90 percent of the territory outside the major settlements.
In laying out the plan, researchers Assaf Orion and Udi Dekel argue that negotiations with the Palestinians are unlikely to lead to a final-status agreement. With relations deadlocked, they warn, Israel is drifting toward a single binational state with the Palestinians, which threatens its democratic and possibly Jewish identity.

L’Assemblée nationale a réaffirmé la souveraineté de la France sur cette toute petite île (7 km²), un territoire « oublié » du Pacifique Nord, jeudi 24 novembre. Les députés ont adopté une proposition de loi UDI (1) créant un poste d’administrateur de cet atoll, assisté d’un conseil consultatif, mais sans pour autant en faire une collectivité à part entière.

President Barack Obama, Mexican President Enrique Peña Nieto and Canadian Prime Minister Justin Trudeau met in Ottawa yesterday for the long-delayed North American Leaders’ Summit.
The meeting of the heads of government of the three North American countries, which through the North American Free Trade Agreement (NAFTA) form an economic bloc, was originally slated for February 2015. But former Canadian Prime Minister Stephen Harper put it off due to ongoing tensions with the US, principally related to the Keystone XL oil pipeline and frictions with Mexico over Canadian visa restrictions on Mexican citizens. Initiated in 2005, the North American Leaders’ Summit is supposed to be an annual event, but yesterday’s was the first to be hosted by Canada in almost a decade.

En plantant son drapeau à Djibouti, Pékin joue un coup de dés sûrement préparé de longue date. Certes, il y a des risques à courir : critiques occidentales, menaces terroristes, réactions indiennes, etc. Mais, en première analyse, ceux-ci sont peu de chose en regard des beaux avantages que les Chinois en retirent pour la sécurisation renforcée de leurs artères maritimes vitales. The US Department of Defense made public Wednesday its 2015 National Military Strategy, a 24-page document that outlines the perspective of the Pentagon for future military operations. The document makes for chilling reading.
“Future conflicts will come more rapidly, last longer, and take place on a much more technically challenging battlefield. They will have increasing implications to the US homeland.” So declares the foreword by Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff.

A meeting of the Arctic Council in Canada’s far north last month underlined the growing importance of the region as climate change proceeds and the necessity of U.S.-Russian cooperation in determining its future.
The Arctic Council, founded in 1996, includes Canada, Denmark, Finland, Iceland, Norway, Russia, Sweden, the United States and six indigenous Arctic groups. It meets every two years and the chairmanship rotates among the members.

President Reagan’s strategy for defeating Communism during the Cold War — “We win, they lose” — is the approach we should be using to regain our economic advantage and neutralize Russian expansion in a part of the world rich with yet-to-be-tapped oil and gas reserves and major geopolitical consequences — the Arctic.
In fact, a recent analysis by the National Petroleum Council, an advisory council to the U.S. Department of Energy, found that the United States should provide access to Arctic exploration right away if the nation is to keep domestic production high and imports low. The report added that it takes between 10 and 30 years of preparation and drilling to bring oil to market — a startling length of time given how the demand for oil is projected to rise in the coming decades, even with further advancements in alternative energy.

Les relations russo-turques vivent actuellement une embellie qui n’a pas été observée depuis l’époque d’Atatürk. La visite de Vladimir Poutine en Turquie, en décembre 2014, a marqué un tournant. La Russie a montré que la Turquie était pour elle un partenaire prioritaire à qui elle était prête à confier le contrôle du robinet du gaz. Ankara pourra en jouer pour faire diminuer sa dépendance vis-à-vis de l’Union européenne et, dans ces conditions, c’est l’Union européenne qui pourrait insister sur une adhésion de la Turquie et non l’inverse.
En contrepartie, la Russie s’attend à une fidélité accrue de la Turquie. Ce qu’Ankara montre en partie : elle n’introduit pas de sanctions contre la Fédération de Russie et agit de manière indépendante dans le cadre de l’OTAN.
Le gazoduc Turkish Stream constitue la principale question économique dans les relations bilatérales. Mais la Turquie a de nombreux autres projets de ce type, comme, par exemple, le gazoduc transanatolien auquel pourraient se joindre l’Iran et les pays d’Asie centrale.
