Behind the destruction of the cities of Gaza lies another form of violence, ever so intimate and ominous: the destruction of home.
This is important to unpack, as a key to understanding the emotional shockwaves this war is causing across the region. 🧵
Gaza’s fabric, even more so than other cities in the region, was largely built by its inhabitants, in ad hoc fashion. That makes for a punishing urban space: cramped, chaotic, weak on public infrastructure.
Thus the crucial importance of private fallbacks. Especially, the home.
The home itself may be small and have little daylight, electricity, or air. But it is home: It is filled with all the things of greatest importance: the people we love, the memories we treasure, the hopes we hold, the objects that anchor us.
That is also what is being destroyed.
And it is being destroyed purposefully.
Israeli soldiers routinely stage and film themselves invading people’s most intimate space: They eat food from their fridge, smoke their narguile, fondle their lingerie, loot the family jewels, mockingly play with the toys of their kids.
These numerous videos form a pattern. Likewise with arson: Soldiers document themselves setting neighborhoods ablaze once they have been secured. Fire doesn’t do much militarily. It doesn’t tear down concrete walls.
What it does is thoroughly destroy the home within them.
Concrete poses a problem in itself. As a commonplace material, it owes much to war: first to build bunkers, then as a cheap way to rebuild Europe post 1945.
But cities of concrete also do very poorly in war: Concrete buildings are hard to repair, their rubble difficult to reuse.
The irony is that older buildings are often far more resilient. An ancient stone mosque can fall and be erected anew, virtually unchanged. The home is likely either to remain unsafe or to be torn down and erased.
That risk increases the poorer and less empowered people are.
And where are people more dispossessed than in Gaza? Their prospect, ominously, evokes a phenomenon seen elsewhere in the region: temporary camps that slowly sink in, sediment, solidify, become the city.
These permanent camps are the physical manifestation of suspended time.
Concrete camps are places where inhabitants don’t really own, inherit, and transmit. They are just as difficult to leave as they are difficult to live in. They harden, almost literally, a vulnerable group’s sense of impermanence.
The region has many layers of such neighborhoods.
What is new here is three things. The unprecedented scale: how this prospect seems to encompass all of Gaza society. The thoroughness of it all: how the smallest, most personal things one clings to can also be snatched.
And the promise of more to come: Can this be the future?

#Frontex se prépare à fournir un #soutien aux #frontières de la bande de #Gaza
L’Agence européenne de garde-frontières et de garde-côtes (Frontex) élabore différents « scénarios potentiels » pour évaluer comment elle pourrait fournir un soutien supplémentaire, si nécessaire, aux frontières de la bande de Gaza, a déclaré son directeur exécutif, Hans Leijtens, à un groupe de médias, dont Euractiv, mardi (5 mars).
Alors que plus de 1,3 million de Gazaouis se retrouvent désormais entassés à Rafah, une zone de 64 kilomètres carrés située à la frontière avec l’Égypte, la situation s’aggrave pour les Palestiniens à mesure qu’Israël intensifie ses attaques. Cette situation est susceptible de résulter en une série de scénarios à la frontière égyptienne avec Gaza, et Frontex est en train d’évaluer ces scénarios, a déclaré M. Leijten.
« Nous nous préparons et nous allons commencer à élaborer des #scénarios pour comprendre ce qui pourrait se produire […] pour nous permettre de réagir en tant que communauté européenne de garde-frontières et de garde-côtes », a indiqué M. Leijtens.
« Les données actuelles sont encore stables. Ce que nous voyons [actuellement] n’est pas encore déclenché par les évènements d’octobre de l’année dernière », a expliqué le directeur de Frontex en référence à l’incursion de la milice palestinienne du Hamas le 7 octobre en Israël, qui a entraîné la mort de 1 200 personnes et provoqué des représailles massives et continues de la part d’Israël.
Interrogé sur les scénarios et le type de déploiement prévus, un porte-parole de Frontex a indiqué à Euractiv qu’il était « trop tôt pour discuter des détails », mais que l’agence se préparait à un soutien supplémentaire et à des scénarios de différentes « sections frontalières », en gardant à l’esprit la sensibilité de la situation sur le terrain, y compris d’éventuels crimes de guerre.
La situation humanitaire
Les organisations de défense des droits humains, quant à elles, mettent en garde contre les déplacements forcés de populations.
« Il y a maintenant plus d’un million de Palestiniens déplacés à Rafah. Les forcer à évacuer à nouveau sans endroit sûr serait illégal et aurait des conséquences catastrophiques », a expliqué à Euractiv Claudio Francavilla, directeur adjoint du plaidoyer auprès de l’UE de l’association Human Rights Watch.
« Une offensive à Rafah forçant les gens à se rendre en Égypte pourrait équivaloir à une déportation forcée, ce qui est un crime de guerre », a-t-il ajouté. Dans le même temps, les habitants de Gaza devraient être en mesure de partir si l’offensive israélienne se poursuit, estime le directeur adjoint.
« Israël et l’Égypte devraient autoriser les civils à franchir leurs frontières pour chercher une protection au moins temporaire, tout en veillant à ce que toute personne qui s’enfuit ait le droit de rentrer volontairement et immédiatement dans la sécurité et la dignité », a-t-il également noté.
La situation déjà mauvaise à Gaza s’est considérablement déteriorée depuis que le Hamas a attaqué Israël le 7 octobre dernier. Fin février, le nombre de morts du côté palestinien a dépassé les 30 000, selon le ministère de la Santé de la bande de Gaza — un chiffre qui n’a toutefois pas pu être vérifié de manière indépendante.
Le directeur associé de Human Rights Watch a déploré le fait que « certains États membres de l’UE continuent de fournir des armes à Israël, tout en essayant de retirer les financements de l’agence de secours des Nations unies pour les réfugiés palestiniens [UNRWA], malgré les preuves accablantes des graves violations des lois de la guerre commises par Israël, qui causent des souffrances indescriptibles dans la bande de Gaza ».
Parallèlement à cela, un réseau de passeurs s’est développé entre Gaza et l’Égypte ces derniers mois, selon une enquête du Guardian publiée en janvier.
Des pots-de-vin allant jusqu’à 9 000 euros sont versés à des « intermédiaires et des messagers qui auraient des liens avec les services de renseignement égyptiens », a révélé le quotidien britannique.
« Les efforts de l’UE et des États membres devraient se concentrer sur la prévention de nouvelles atrocités, faire pression sur Israël pour respecter la décision de la Cour internationale de justice sur le génocide, permettre l’entrée de l’aide humanitaire et respecter les lois de la guerre », a déclaré M. Francavilla à Euractiv, soulignant que Human Rights Watch avait demandé des sanctions et des embargos sur les armes au niveau de l’Union.
L’UE a récemment intensifié ses relations avec l’Égypte, considérée comme un « partenaire stratégique » pour le bloc. Dans le cadre du Conseil d’association UE-Égypte de janvier 2024, l’UE a promis un large éventail d’investissements dans le pays nord-africain.
Entre autres, l’UE a confirmé le transfert de 110 millions d’euros à l’Égypte pour 2024 pour la gestion des migrations, y compris trois bateaux de recherche et de sauvetage pour la marine, selon une source d’Euractiv proche du dossier.

Lors du conseil des ministres réuni mercredi 13 mars, le président français, Emmanuel Macron, a dénoncé les « propos inqualifiables et intolérables » rapportés la veille lors d’une mobilisation propalestinienne dans les locaux de Sciences Po Paris. Selon le chef de l’Etat, « l’autonomie » des universités ne justifie pas le « moindre début de séparatisme », a déclaré la porte-parole du gouvernement, Prisca Thevenot.
Mardi, une centaine d’étudiants ont occupé la principale salle, l’amphithéâtre Boutmy, dans le cadre d’une journée de mobilisation universitaire européenne pour la Palestine. Ce mouvement répondait à l’appel de la Coordination universitaire contre la colonisation en Palestine (CUCCP). Les étudiants appelaient notamment à une protection des étudiants propalestiniens sur le campus.
Dans un courriel adressé à la communauté éducative de Sciences Po mardi soir, la direction s’est émue de cette occupation non autorisée. Elle explique qu’un cours magistral a dû être annulé et qu’un étudiant a été empêché d’accéder à la salle. L’Union des étudiants juifs de France a affirmé que des jeunes appartenant à l’association ont été « pris à partie comme juifs et sionistes ».
La ministre de l’enseignement supérieur et de la recherche, Sylvie Retailleau, s’était rendue dans les locaux parisiens dans la journée, condamnant cette occupation. « Nos établissements sont des lieux d’études et de débats. Le droit doit y être strictement respecté. Il est intolérable et choquant d’y subir la moindre discrimination, la moindre incitation à la haine », avait-elle écrit dans un tweet.
La présidente de la région Ile-de-France, Valérie Pécresse, a elle aussi condamné ce qu’il s’est passé sur X, écrivant que « la direction de Sciences Po doit réagir fermement face à ces incidents qui se multiplient. La cause palestinienne mérite mieux que ces saillies antisémites dignes des pires heures de l’histoire de France ». Toujours sur X, le député La France insoumise (LFI) Aymeric Caron a de son côté félicité les étudiants mobilisés contre le génocide à Gaza, tout comme la candidate LFI aux élections européennes Rima Hassan.
Une réponse ferme
La direction de Sciences Po a annoncé saisir la section disciplinaire compétente contre les personnes à l’origine de « ces agissements intolérables ». « Le conflit en cours depuis le 7 octobre [2023] entre Israël et le Hamas nous affecte, poursuit le courriel, il a des répercussions au sein de Sciences Po, parmi les étudiants, les enseignants et les salariés… Sciences Po est un lieu qui doit préserver et soutenir l’ensemble des membres de ses communautés, et continuera de proposer des initiatives qui prennent en compte l’expression de ces souffrances, ainsi que la compréhension de cette crise. »
Les étudiants mobilisés ont dénoncé dans un communiqué, par le biais du Comité Palestine Sciences Po Paris, « des accusations infondées d’antisémitsme de la part de l’extrême droite » et affirment ne tolérer aucuns propos racistes, islamophobes, antisémites, sexistes dans leur lutte.
La réaction de l’administration intervient dans un contexte agité alors que président de Sciences Po Paris, Mathias Vicherat, a annoncé sa démission mercredi 13 mars au matin, après avoir appris son renvoi et celui de son ex-compagne devant le tribunal correctionnel pour des faits de violences conjugales. Un administrateur provisoire doit être nommé dans les prochains jours.

Die Partei Rest-Linke macht weiter, was sie am besten kann: Grabenkämpfe ausfechten. Sahra Wagenknecht, Co-Vorsitzende ihrer Partei BSW, wird bei der Arbeit gesehen, häufig in ihrer alten Heimat Thüringen, wo im Herbst die heikelsten aller Landtagswahlen anstehen. In Sachsen ist ein Landesverband von Bündnis Sahra Wagenknecht gegründet, man will bei den Kommunalwahlen am 9. Juni antreten.
Auch in den anderen Ostländern läuft der Parteiaufbau. Jeder Übertritt von prominenten Linken findet starke Beachtung. Als Katja Wolf, die beliebte Bürgermeisterin von Eisenach, von der Linken zum BSW wechselte, jauchzten sie dort; Bodo Ramelow, der linke Ministerpräsident von Thüringen, war am Boden zerstört. Für die Europawahl sind die Aussichten für BSW gar nicht so schlecht.
Ortsbestimmung linkskonservativ
Eine mutmaßlich große Zahl von Leuten will irgendetwas anderes als bisher wählen und schaut sich nach einer Alternative zur Alternative für Deutschland (AfD) um. BSW besetzt mit der Mischung aus Großzügig-Sozialem und Streng-Ordnungspolitischem (vor allem hinsichtlich der Migrationskontrolle) eine Lücke. Man sei „linkskonservativ“ sagte Wagenknecht; auf dem Gründungsparteitag war klassen-, partei- und ost-west-übergreifend von „Vernunft und Gerechtigkeit“ die Rede.
Eine große Gruppe beobachtet die Entwicklung mit speziellem Interesse und wartet auf das Parteiprogramm. Bisher gibt es erst eines für die Europawahl, mit Ansagen wie: „Die EU in ihrer aktuellen Verfassung schadet der europäischen Idee.“ BSW will weniger „Regelungswut“ und „EU-Technokratie“. Das BSW-Angebot sammelt links und rechts das jeweils Populärste ein. Da fragen sich aus Erfahrung skeptische Wähler: „Was soll das werden?“
Zudem lastet das Trauma Spaltung auf dem Linksmilieu Ost: Jeder in der DDR lernte, dass die fehlende Einheit der Arbeiterparteien den Aufstieg der Nationalsozialisten ermöglichte – ein Fehler historischer Dimension. Auch dafür galt ein „Nie wieder“. Wagenknecht und Mitstreiter haben das Unerhörte getan. Zu den Gründen gehört die Vernachlässigung des Ostens nach der Fusion 2004 von PDS (Partei des Demokratischen Sozialismus) und den Westlinken der WASG (Wahlalternative Arbeit und soziale Gerechtigkeit). Geeint einzig in vagen Vorstellungen, was „links“ sei, sollte zusammenwachsen, was von Mentalität und Politikvorstellung nicht recht zusammengehörte.
„Wir leiden wie die Hunde“, so hört man, wenn sich ältere DDR-Sozialisierte begegnen. Man trifft sie zum Beispiel dienstags im Seniorenclub im Liebknecht-Haus oder wenn sie in großer Zahl zu Egon Krenz strömen, der bei der Vorstellung seines jüngsten Buches die Lage analysiert. Über die Chancen von BSW reden sie überall. „Es gibt kaum ein anderes Thema“, berichtet eine der auffallend vielen Akademikerinnen der Szene zum Beispiel von den Proben des Ernst-Busch-Chors. Mehrere Dutzend eingesammelte Meinungen fügen sich zu einem Stimmungsbild.
Manche der Befragten gehören noch der Linken an – weil man dem Projekt noch eine Chance gibt, oder weil man im fortgeschrittenen Alter die politische Heimat nicht mehr wechseln mag. Manche sind seit der Wende parteilos, haben aber meist links gewählt. Kaum einer ist zu finden, den die Spaltung nicht enttäuscht und frustriert hat.
„Ohne Frieden ist alles nichts“
Eine Mehrheit der Befragten meint, der Bruch mit der Linken sei unvermeidlich gewesen, als sich deren Parteispitze nicht entschließen konnte, die von Sahra Wagenknecht und Alice Schwarzer veranstaltete Demonstration „Aufstand für den Frieden“ am 25. November 2023 zu unterstützen. Ein an Kanzler Scholz gerichtetes Manifest zur Beendigung des Krieges in der Ukraine verlangt Verhandlungen und Kompromisse auf beiden Seiten. Die Online-Petition zählt 909.708 Unterstützer (Stand: 6. März 2024).
Das sind fast eine Million Menschen, Wähler (m/w/d), die sich um den Frieden in der Nachbarschaft und in der Welt sorgen, denen Friedenspolitik wichtiger ist als alles andere. „Ohne Frieden ist alles nichts.“ Dieser Satz fiel bei der Erforschung des Stimmungsbildes am häufigsten. Wer so denkt, fand bis zur Gründung des BSW im deutschen Parteienspektrum diese Position einzig im Angebot der AfD wieder.
Die rechtsextreme, völkische Partei brachte vor einem Jahr einen Antrag in den Bundestag ein, die Bundesregierung möge eine Friedensinitiative mit Sicherheitsgarantien für die Ukraine und Russland ergreifen. Nun also blickt die bislang ungehörte Masse der Friedensfreunde mit Spannung und Hoffnung auf die Entwicklung von BSW.
Hartmut König, parteilos, Schöpfer des wohl bekanntesten DDR-Songs „Sag mir, wo du stehst“, treibt die Angst um, der Trennungsschmerz der links Liegengelassenen könne zum unversöhnlichen Hass werden. Er hat ein Gedicht geschrieben an „Meine getrennten Freunde!“. Ausdrucke kursieren und statt einer Antwort auf die Frage nach ihrer Stimmung, bekommt die Reporterin von vielen ein Blatt zugesteckt, mit der Bemerkung: „Lesen Sie erst mal das. Der König hat es auf den Punkt gebracht.“ Er fleht geradezu: „Man kann ein Haus verlassen / und bleibt sich nah im Streit.“ Und: „Im Streit die Hoffnung hissen, / kann ein Beginnen sein.“ Schließlich: „Wer wollte denn erleben / in blindgeschossner Zeit, / dass die Vernunft vor Gräben / umsonst nach Brücken schreit?“

Viele derjenige, die der Linkspartei noch eine Chance geben, kämpften dafür, dass Brücken erhalten bleiben. Für sie steht zum Beispiel Gesine Lötzsch, die betont: „Die Gruppe um Sahra Wagenknecht ist nicht mein Hauptfeind.“ Die Schriftstellerin Daniela Dahn, parteilos, riet auf dem BSW-Gründungsparteitag, man solle kooperationsfähig bleiben, wo sich inhaltliche Gemeinsamkeiten ergeben.
Geschichtslügen über Russland
Emotional werden die Gespräche im linken Milieu des Ostens, wenn es um die Sowjetunion beziehungsweise Russland geht: Wie konnte EU-Kommissionspräsidentin Ursula von der Leyen am Holocaust-Gedenktag allen Ernstes behaupten, „die Alliierten“ hätten Auschwitz befreit! Nein, das war die Rote Armee. Diese Lüge wird als exemplarisch gesehen für ein absichtsvolles Ausblenden von Geschichte – gerade auch die Vorgeschichte des Ukraine-Krieges, vom Überfall Hitlerdeutschlands auf die Sowjetunion bis zum Vorschieben von Nato-Positionen an die Grenzen des heutigen Russland.
Niemand in diesen Kreisen will und kann die Befreiungstat der Sowjetunion vergessen. Man erinnert daran, dass DDR-Bürger Brieffreundschaften pflegten, die Sowjetunion bereisten. Wie elektrisiert man Perestroika und Glasnost beobachtet habe! Wie groß waren die Hoffnungen! Und wie groß die Enttäuschung, als der vom Westen heiß geliebte Säufer Jelzin die Restsowjetunion zerbröseln und in Oligarchenhände übergehen ließ. Wie riesig schließlich das Entsetzen, als Russland die Ukraine überfiel. Eine ältere Genossin sagt nun: „Nach der Wende hat man uns Ossis vorgeworfen, wir hätten keine Ahnung von der Welt, weil wir nicht reisen durften – und heute ignoriert man unser Sowjetunion-Wissen oder belächelt es sogar.“
Und wie steht es mit dem DDR-Bezug?
BSW nimmt nicht explizit Bezug auf mögliche DDR-Vorbilder, nicht einmal hinsichtlich der Friedensorientierung oder der Chancengleichheit, die das DDR-Bildungssystem für Kinder kleiner Leute bot. Warum? Als Mutmaßung taucht in den Gesprächen auf: Die wollen sich nicht angreifbar machen. Außerdem gebe es in der Parteiführung – außer die Jenenserin Sahra Wagenknecht – keine Ossis mit einschlägigen Lebenserfahrungen.
Auch die Frage, ob „die Sahra“ eigentlich noch kommunistisch sei, bewegt ihre langjährigen Beobachter. Immerhin war sie in den 1990er-Jahren die eloquenteste Sprecherin der Kommunistischen Plattform innerhalb der PDS. Ungewöhnlich talentiert sei sie schon immer gewesen, nun heißt es: „Sie ist gereift, hat viel gelernt. Womöglich hat sie wirklich umgedacht. Aber die kennt ihre Klassiker, auch wenn sie Marx nicht in jedem Satz zitiert.“
Auch der Hinweis auf die hohe Bildung und Belesenheit der mit „magna cum laude“ promovierten Wirtschaftswissenschaftlerin bleibt nicht aus: „Sehen Sie den Unterschied zu den ahnungslosen Studienabbrechern, die in anderen Parteien das Wort führen?“ Das umfangreiche Wissen, so sagen die Wagenknecht-Bewunderer, befähige sie dazu, komplizierteste gesellschaftliche Sachverhalte in einfachen klaren Sätzen auszudrücken.
Manche glauben noch an die Rote Sahra: Sie könne es jetzt nicht herausposaunen, aber eigentlich sei sie doch ganz die Alte. Andere sehen sie als Politikerin, die in neue Richtungen denkt, statt entlang ausgetretener Pfade zu pilgern. Man schaut nach Stil, Umgang, Ton und ist zur Auffassung gekommen, das passe zur Absicht, sich den normalen, arbeitenden Leuten zuzuwenden. Die Umfragen sagen: Im Osten kommt das BSW besser an als im Westen.
Das bisher sichtbare BSW-Personal unterscheidet sich schon rein äußerlich von den meist grauhäuptigen Befragten. Im Berliner Kosmos-Saal saßen während des Gründungsparteitags überwiegend 40- bis 60-Jährige, also weder die alten Kämpen aus SED-Zeiten noch die grellbunten Jungen. Es ist genau die Altersgruppe, die in der Linkspartei vor allem auf der kommunalen Ebene fast vollständig fehlte. Auffällig: die vielen Frauen. Sie hielten die wichtigsten Reden: Sahra Wagenknecht, Co-Vorsitzende Amira Mohamed Ali, Daniela Dahn. Ihre Auftritte kamen ohne feministisches Trara aus, man spürte eine selbstbewusste, selbstverständliche Beiläufigkeit der Frauenpräsenz.
Genauso verhielt es sich mit der vielfältigen Herkunftsmischung – niemand machte deswegen ein Aufhebens. Ost, Migrant, Frau, queer, PoC? Man verzichtet auch auf identitäres Dröhnen. Da ist ein Querschnitt Deutschlands am Werk. Die Texte sind in Normalsprache gehalten, frei von Genderakrobatik (also anders als bei der Linken). Und eine weitere Stilfrage findet Lob: Der Gründungsparteitag lief gut organisiert und geordnet; die einstige Schwäche der „Aufstehen“-Bewegung, 2018 von Sahra Wagenknecht initiiert und schnell zusammengebrochen, scheint mithilfe fähiger Kräfte überwunden.
Das Bündnis Sahra Wagenknecht bietet eine bisher im politischen Spektrum nicht existente Mischung. Das erscheint interessant, irritiert aber auch. Nicht jeder, der BSW wegen der klaren Haltung zu Krieg und Frieden, wegen der Betonung des Sozialen oder der Sachlichkeit mit Sympathie beobachtet, wird mit dem Gesamtpaket zurechtkommen, sich zum Beispiel an der restriktiveren Migrationspolitik stören – andere werden den Pazifismus angesichts der russischen Aggression gegenüber der Ukraine für illusorisch halten.
Großzügig betrachtet, kann man in der Erscheinung BSW durchaus einen DDR-Widerschein erkennen. Die DDR war links, wenn das heißt, sozialistische Ideale zu verfolgen oder Antifaschismus als Staatsdoktrin zu betonen. Sie war konservativ hinsichtlich der Nationalkultur, die zuletzt sogar das Preußische pflegte und Heimatliches hochhielt. Im Rückblick erscheint vielen auch der Aspekt „Ordnung und Sicherheit“ als achtenswert.
Solche Gedanken werden womöglich eine Rolle spielen bei der Bildung von Basisgruppen in der Fläche der ostdeutschen Bundesländer. Bis zum Beginn des Wahlkampfes zur Bundestagswahl im Herbst 2025 bleibt kaum mehr als ein Jahr Zeit. Für vorgezogene Bundestagswahlen wären die Neuen noch nicht gerüstet.

Derrière son image familiale et écolo, le géant du meuble suédois, plus gros consommateur de bois au monde, révèle des pratiques bien peu scrupuleuses. Une investigation édifiante sur cette firme à l’appétit démesuré.
C’est une des enseignes préférées des consommateurs, qui équipe depuis des générations cuisines, salons et chambres d’enfants du monde entier. Depuis sa création en 1943 par le visionnaire mais controversé Ingvar Kamprad, et au fil des innovations – meubles en kit, vente par correspondance, magasins en self-service… –, la petite entreprise a connu une croissance fulgurante, et a accompagné l’entrée de la Suède dans l’ère de la consommation de masse. Aujourd’hui, ce fleuron commercial, qui participe pleinement au rayonnement du pays à l’international, est devenu un mastodonte en expansion continue. Les chiffres donnent le tournis : 422 magasins dans cinquante pays ; près d’un milliard de clients ; 2 000 nouveaux articles au catalogue par an… et un exemplaire de son produit phare, la bibliothèque Billy, vendu toutes les cinq secondes. Mais le modèle Ikea a un coût. Pour poursuivre son développement exponentiel et vendre toujours plus de meubles à bas prix, le géant suédois dévore chaque année 20 millions de mètres cubes de bois, soit 1 % des réserves mondiales de ce matériau… Et si la firme vante un approvisionnement responsable et une gestion durable des forêts, la réalité derrière le discours se révèle autrement plus trouble.
Greenwashing
Pendant plus d’un an, les journalistes d’investigation Xavier Deleu (Épidémies, l’empreinte de l’homme) et Marianne Kerfriden ont remonté la chaîne de production d’Ikea aux quatre coins du globe. Des dernières forêts boréales suédoises aux plantations brésiliennes en passant par la campagne néo-zélandaise et les grands espaces de Pologne ou de Roumanie, le documentaire dévoile les liens entre la multinationale de l’ameublement et l’exploitation intensive et incontrôlée du bois. Il révèle comment la marque au logo jaune et bleu, souvent via des fournisseurs ou sous-traitants peu scrupuleux, contribue à la destruction de la biodiversité à travers la planète et alimente le trafic de bois. Comme en Roumanie, où Ikea possède 50 000 hectares de forêts, et où des activistes se mobilisent au péril de leur vie contre une mafia du bois endémique. Derrière la réussite de l’une des firmes les plus populaires au monde, cette enquête inédite éclaire l’incroyable expansion d’un prédateur discret devenu un champion du greenwashing.

Del Grande, nel suo libro Il secolo mobile (Mondadori, 2023), si è cimentato in un imponente progetto di (ri-)educazione riguardo il fenomeno dell’emigrazione su cui si è veramente poco informati: vuoi per preconcetti tramandati da generazioni; per innegabili pregiudizi legati a cultura, religione, colore della pelle, etc; o per la scarsa voglia di conoscere i veri e variegati motivi che spingono grandi quantità di persone a voler cambiare Paese – che unisce i più dietro alle solite e indignate uscite come: vengono nel nostro Paese per rubarci il lavoro!.
E se l’ultima invisibile linea del colore fosse quella dell’apartheid in frontiera?
L’autore con grande impegno delinea storicamente tale caso, focalizzandosi principalmente sul secolo breve e mostrando come i suoi tragici eventi, svoltisi in quest’arco temporale, abbiano spinto le persone, per diverse ragioni, all’emigrazione il più delle volte illegale. Questo è un libro difficile da leggere, non perché sia scritto male o in modo astruso, anzi, proprio il contrario.
La scrittura di Del Grande è precisa e ferma quando si tratta di fornire dati e statistiche, chiara quando delinea determinati momenti storici, ed emotivamente coinvolgente quando parla delle ingiustizie, delle stragi e della freddezza di leggi e istituzioni. Forse troppo suggestiva, infatti, parla apertamente ai suoi lettori e non nasconde loro assolutamente nulla: dipinge il cimitero del Mediterraneo con la precisione di un pittore fiammingo senza trascurare i toni più cupi, e descrive minuziosamente tutte le conseguenze di quelle che sono sempre (o quasi) scelte politiche, riporta all’attenzione tutta la fatica, i sacrifici e soprattutto le barriere ideologiche e fisiche che si frappongono tra di noi.
È una lettura che serve a interrogarsi sulla situazione europea odierna, e di come questa potrebbe evolversi in futuro e migliorare non soltanto da un punto di vista istituzionale ma anche sociale e ideologico; lo stesso autore ci invita a una seria riflessione nell’appendice del suo libro: Aprite quella porta!, proponendo una possibile soluzione al problema dell’immigrazione illegale e agli sbarchi che sono già costati fin troppe vite, vite che non verranno più restituite.
Nel complesso è un’opera assolutamente necessaria, va letta senza dubbio per poter comprendere appieno la sofferenza e le ingiustizie subite, e per non rimanere più ciechi di fronte a un problema innegabile; Del Grande lancia un appello che incita a un cambiamento propositivo: «L’occasione per cambiare la storia è adesso. Se davvero crediamo che tutti gli esseri umani siano pari in diritti e dignità, apriamo quella porta».

Le cadeau empoisonné
On me file un A30 flambant neuf qui se révèle comme ayant été untilisé. Je n’ai ni l’adresse #mail ni le #mdp du compte d’utilisateur. Les pages web de #Samsung n’expliquent pas commen réinitialiser le téléphone sans passer par les menus de l’OS prévus pour. Alors je perds du temps en cherchant une doc sur plusieurs sites web et plateformes vidéo. Enfin je trouve un monsieur qui explique en anglais comment faire.
Solution
Il faut redémarrer le téléphone en appuyant pendant longtemps (ca. 10 secondes) à la fois sur le bouton de démarrage et le bouton pour faire baisser le son. Quand apparaît sur fond d’écran noir l’écriteau « Samsung », il faut lacher le bouton pour faire baisser le son tout en continuant à appuyer sur celui de démarrage. Ensuite il faut tout de suite appuyer sur le bouton pour faire augmenter le son en continuant à appuyer sur le bouton de démarrage.
Après quelques secondes le menu de démarrage s’affiche
Ici on peut choisir d’effacer toutes les données (factory reset) pour relancer la procédure d’initialisation comme si le téléphone était vraiment neuf. On navigue entre les entrées du menu avec les touches pour augmenter et baisser le son. Le bouton de démarrage sert de touche « enter », confirme l’option sélectionnée et lance la réinitialisation (ou toute autre option choisie).
Il n’est pas garanti que ça marche du premier coup et parfois on n’échappe toujours pas à l’obligation d’entrer l’id et le mdp enrégistré préalablement. C’est du Samsung, alors tu n’es pas maître de l’appareil que tu as acheté. On connaît la chanson de chez Apple et les autres #GAFAM.

]]>The (many) costs of border control
I have recently finished writing up a four-year study of the UK immigration detainee escorting system. This fully outsourced form of border control has not been the subject of academic inquiry before. While there is a growing body of work on deportation, few people have studied the process and its organisation in person, while sites of short-term detention have similarly been overlooked.
The escorting contract is run as two separate businesses: ‘in-country’, known (confusingly for those more familiar with the US) as ICE, and Overseas, also referenced as OSE. ICE includes 31 sites of short-term immigration detention, many of which are in ports and airports including four in Northern France around Calais and Dunkirk, and a fleet of secure vans and vehicle bases. Overseas officers enforce removals and deportations. While staff may be cross deployed for ‘operational needs’, and some people do move from one part to another over the course of their careers, ICE and OSE are managed separately and staff in each tend to view themselves as distinct from colleagues working for the other.
The study took many years to arrange and then was severely disrupted by the COVID-19 pandemic. It was one of the most taxing pieces of research I have ever done, and I am still recovering from it. A book about the project is currently in press and should be out later this year, with Princeton University Press. Here I explore some of the ‘costs’ of this system; in financial terms, in its impact on those employed within it, and on their communities. All these matters occur in the context of the impact of the system of those subject to it, as they are denied entry and forced to leave. As a researcher, I was also adversely affected by studying this system, but I shall leave reflections on that to a different piece.
The current ten-year contract was awarded to Mitie, Care & Custody, in December 2017 at an estimated cost to the public of £525 million. Previous incumbents included Tascor, (part of the Capita group) and G4S. Like those competitors, Mitie holds many other contracts for a variety of public and private organisations. In their 2023 annual report, ‘Business Services’ (29%, £1172m) and ‘Technical’ Services (29% £1154m) provided the lion’s share of the company’s income, followed by ‘Central Government and Defence’ (20%, £828m). Profits generated by ‘Care & Custody’, which includes those generated by three immigration removal centres (Harmondsworth, Colnbrook and Derwentside) that are run under a different set of legal and financial arrangements, were not listed separately. Instead, they formed part of a general category of ‘Specialist Services’ made up of three other businesses areas: ‘Landscapes’, ‘Waste Management’ and, rather incongruously, ‘Spain’. Together, these four sets of contracts constituted just 10% of the company’s revenue (£411m) that year.
The precise agreement that the Home Office signed for the services Mitie provides is hidden, like all contracts, under the veil of corporate confidentiality. But some information is available. The escorting contract, for instance, is subject to what is known as a ‘cap and collar’. This financial arrangement, which is designed to reduce exposure to financial risk for both parties, meant that during the pandemic, when the borders closed and the numbers detained in immigration removal centres dropped, that the company did not lose money. Despite detaining or deporting very few people, the collar ensured that staff continued to be paid as normal. Similarly, the cap means that Mitie is restricted in the additional costs they demand from the Home Office. The internal transportation of people under immigration act powers, for example, is paid for by ‘volume’, i.e. by the number of people moved within a daily requirement. Any additional movements that are requested that above that level generates profit for the company, but only within a set parameter.
The cap and collar does not entirely protect Mitie from losing money. The contract includes a range of ‘service credits’, ie fines, which are applied by the Home office for cancellations, delays, injuries, and, escapes. The Home Office is also subject to small fines if they cancel a request without sufficient time for Mitie to redeploy the staff who had been assigned to the work.
While a missed collection time (eg a person detained at a police station, who must be taken to an immigration removal centre) may incur Mitie a fine of £100, a delayed deportation would result in a fine ten times that sum, and a death ten times more again. These economic penalties form the basis of regular discussions between Mitie and the Home Office, as each side seeks to evade financial responsibility. They also shape the decisions of administrative staff who distribute detained people and the staff moving them, around the country and across the world. It is better to risk a £100 fine than a £1000 one.
For staff, border control can also be considered in financial terms. This is not a particularly high paying job, even though salaries increased over the research period: they now hover around £30,000 for those employed to force people out of the country, and somewhat less for those who work in Short-term holding facilities. There is also, as with much UK employment, a north-south divide. A recent job ad for a post at Swinderby Residential Short-Term Holding Facility listed a salary of £26,520.54 for 42 hours a week; for two hours less work per week, a person could go to work in the nearby Vehicle base at Swinderby and earn £25,257.65. Down in Gatwick, the same kind of job in a vehicle base was advertised at £28,564.63. Both sums are well below the mean or median average salary for UK workers, which stand at £33,402 and £33,000 respectively. As a comparison, the salary for starting level prison officers, on band 3, is £32, 851, for fewer weekly hours.
Under these conditions, it is not surprising to find that staff everywhere complained about their pay. Many struggled to make ends meet. As might be expected, there was a generational divide; unlike their older colleagues who were able to obtain a mortgage on their salary, younger people were often stuck either in the rental market or at home with their parents. Few felt they had many alternatives, not least because many of the sites of short-term holding facilities are in economically depressed areas of the UK, where good jobs are hard to come by. In any case, staff often had limited educational qualifications, with most having left school at 16.
Border control has other kinds of costs. For those who are detained and deported, as well as their families and friends, these are likely to be highest of all, although they do not directly feature in my study since I did not speak to detained people. I could not see how interviewing people while they were being deported or detained at the border would be ethical. Yet the ethical and moral costs were plain to see. In the staff survey, for example, 12.35% of respondents reported suicidal thoughts in the past week, and 7.4% reported thoughts of self-harm over the same period. Both figures are considerably higher than the estimates for matters in the wider community.
Finally, and this part is the springboard for my next project, there are clearly costs to the local community. When I first started visiting the short-term holding facility at Manston, near Dover, when the tents had only just gone up and the overcrowding had not yet begun, I was shocked at the size of it. A former RA base, it includes many buildings in various states of disrepair, which could have been redeveloped in any number of ways that did not include depriving people of their liberty. Perhaps it could have included affordable homes for those trapped in the rental market, as well as non-custodial accommodation for new arrivals, new schools, a hospital, perhaps some light industry or tech to employ people nearby. What would it take to work for a vision of the future which, in principle, would have room for us all?

Border security with drones and databases
The EU’s borders are increasingly militarised, with hundreds of millions of euros paid to state agencies and military, security and IT companies for surveillance, patrols and apprehension and detention. This process has massive human cost, and politicians are planning to intensify it.
Europe is ringed by steel fences topped by barbed wire; patrolled by border agents equipped with thermal vision systems, heartbeat detectors, guns and batons; and watched from the skies by drones, helicopters and planes. Anyone who enters is supposed to have their fingerprints and photograph taken for inclusion in an enormous biometric database. Constant additions to this technological arsenal are under development, backed by generous amounts of public funding. Three decades after the fall of the Berlin Wall, there are more walls than ever at Europe’s borders,[1] and those borders stretch ever further in and out of its territory. This situation is the result of long-term political and corporate efforts to toughen up border surveillance and controls.
The implications for those travelling to the EU depend on whether they belong to the majority entering in a “regular” manner, with the necessary paperwork and permissions, or are unable to obtain that paperwork, and cross borders irregularly. Those with permission must hand over increasing amounts of personal data. The increasing automation of borders is reliant on the collection of sensitive personal data and the use of algorithms, machine learning and other forms of so-called artificial intelligence to determine whether or not an individual poses a threat.
Those without permission to enter the EU – a category that includes almost any refugee, with the notable exception of those who hold a Ukrainian passport – are faced with technology, personnel and policies designed to make journeys increasingly difficult, and thus increasingly dangerous. The reliance on smugglers is a result of the insistence on keeping people in need out at any cost – and the cost is substantial. Thousands of people die at Europe’s borders every year, families are separated, and people suffer serious physical and psychological harm as a result of those journeys and subsequent administrative detention and social marginalisation. Yet parties of all political stripes remain committed to the same harmful and dangerous policies – many of which are being worsened through the new Pact on Migration and Asylum.[2]
The EU’s border agency, Frontex, based in Warsaw, was first set up in 2004 with the aim of providing technical coordination between EU member states’ border guards. Its remit has been gradually expanded. Following the “migration crisis” of 2015 and 2016, extensive new powers were granted to the agency. As the Max Planck Institute has noted, the 2016 law shifted the agency from a playing “support role” to acting as “a player in its own right that fulfils a regulatory, supervisory, and operational role.”[3] New tasks granted to the agency included coordinating deportations of rejected refugees and migrants, data analysis and exchange, border surveillance, and technology research and development. A further legal upgrade in 2019 introduced even more extensive powers, in particular in relation to deportations, and cooperation with and operations in third countries.
The uniforms, guns and batons wielded by Frontex’s border guards are self-evidently militaristic in nature, as are other aspects of its work: surveillance drones have been acquired from Israeli military companies, and the agency deploys “mobile radars and thermal cameras mounted on vehicles, as well as heartbeat detectors and CO2 monitors used to detect signs of people concealed inside vehicles.”[4] One investigation described the companies that have held lobbying meetings or attended events with Frontex as “a Who’s Who of the weapons industry,” with guests including Airbus, BAE Systems, Leonardo and Thales.[5] The information acquired from the agency’s surveillance and field operations is combined with data provided by EU and third country agencies, and fed into the European Border Surveillance System, EUROSUR. This offers a God’s-eye overview of the situation at Europe’s borders and beyond – the system also claims to provide “pre-frontier situational awareness.”
The EU and its member states also fund research and development on these technologies. From 2014 to 2022, 49 research projects were provided with a total of almost €275 million to investigate new border technologies, including swarms of autonomous drones for border surveillance, and systems that aim to use artificial intelligence to integrate and analyse data from drones, satellites, cameras, sensors and elsewhere for “analysis of potential threats” and “detection of illegal activities.”[6] Amongst the top recipients of funding have been large research institutes – for example, Germany’s Fraunhofer Institute – but companies such as Leonardo, Smiths Detection, Engineering – Ingegneria Informatica and Veridos have also been significant beneficiaries.[7]
This is only a tiny fraction of the funds available for strengthening the EU’s border regime. A 2022 study found that between 2015 and 2020, €7.7 billion had been spent on the EU’s borders and “the biggest parts of this budget come from European funding” – that is, the EU’s own budget. The total value of the budgets that provide funds for asylum, migration and border control between 2021-27 comes to over €113 billion[8]. Proposals for the next round of budgets from 2028 until 2035 are likely to be even larger.
Cooperation between the EU, its member states and third countries on migration control comes in a variety of forms: diplomacy, short and long-term projects, formal agreements and operational deployments. Whatever form it takes, it is frequently extremely harmful. For example, to try to reduce the number of people arriving across the Mediterranean, member states have withdrawn national sea rescue assets (as deployed, for example, in Italy’s Mare Nostrum operation) whilst increasing aerial surveillance, such as that provided by the Israel-produced drones operated by Frontex. This makes it possible to observe refugees attempting to cross the Mediterranean, whilst outsourcing their interception to authorities from countries such as Libya, Tunisia and Egypt.
This is part of an ongoing plan “to strengthen coordination of search and rescue capacities and border surveillance at sea and land borders” of those countries. [9] Cooperation with Tunisia includes refitting search and rescue vessels and providing vehicles and equipment to the Tunisian coastguard and navy, along with substantial amounts of funding. The agreement with Egypt appears to be structured along similar lines, and five vessels have been provided to the so-called Libyan Coast Guard in 2023.[10]
Frontex also plays a key role in the EU’s externalised border controls. The 2016 reform allowed Frontex deployments at countries bordering the EU, and the 2019 reform allowed deployments anywhere in the world, subject to agreement with the state in question. There are now EU border guards stationed in Albania, Montenegro, Serbia, Bosnia and Herzegovina, and North Macedonia.[11] The agency is seeking agreements with Niger, Senegal and Morocco, and has recently received visits from Tunisian and Egyptian officials with a view to stepping up cooperation.[12]
In a recent report for the organisation EuroMed Rights, Antonella Napolitano highlighted “a new element” in the EU’s externalisation strategy: “the use of EU funds – including development aid – to outsource surveillance technologies that are used to entrench political control both on people on the move and local population.” Five means of doing so have been identified: provision of equipment; training; financing operations and procurement; facilitating exports by industry; and promoting legislation that enables surveillance.[13]
The report highlights Frontex’s extended role which, even without agreements allowing deployments on foreign territory, has seen the agency support the creation of “risk analysis cells” in a number of African states, used to gather and analyse data on migration movements. The EU has also funded intelligence training in Algeria, digital evidence capacity building in Egypt, border control initiatives in Libya, and the provision of surveillance technology to Morocco. The European Ombudsman has found that insufficient attention has been given to the potential human rights impacts of this kind of cooperation.[14]
While the EU and its member states may provide the funds for the acquisition of new technologies, or the construction of new border control systems, information on the companies that receive the contracts is not necessarily publicly available. Funds awarded to third countries will be spent in accordance with those countries’ procurement rules, which may not be as transparent as those in the EU. Indeed, the acquisition of information on the externalisation in third countries is far from simple, as a Statewatch investigation published in March 2023 found.[15]
While EU and member state institutions are clearly committed to continuing with plans to strengthen border controls, there is a plethora of organisations, initiatives, campaigns and projects in Europe, Africa and elsewhere that are calling for a different approach. One major opportunity to call for change in the years to come will revolve around proposals for the EU’s new budgets in the 2028-35 period. The European Commission is likely to propose pouring billions more euros into borders – but there are many alternative uses of that money that would be more positive and productive. The challenge will be in creating enough political pressure to make that happen.

Frontex has shared locations of migrant boats with Libya’s coast guard more than 2,000 times in three years – despite watching them whip, beat and shoot at passengers
It has long been known that European countries provide support and funding to the Libyan Coast Guard to carry out a controversial mission: intercepting Europe-bound migrants whom EU member states and agencies cannot apprehend directly without breaching international laws.
Numerous media and NGO reports have detailed the abuse and violence practised by the Libyan Coast Guard against migrants during sea interception and inside the detention centres they are taken to after being brought back to Libya.
Lighthouse Reports has previously established suspicious patterns of collaboration between EU border agency Frontex and the Libyan Coast Guard, including direct links between Frontex aerial assets spotting boats and their subsequent interception by the coast guard.
Despite the reports of abuse and torture, Frontex has withheld public criticism of the Libyan Coast Guard. And until now, the extent to which Frontex has shared information with the coast guard, and its internal knowledge of the abuse migrants face after they are intercepted, was unknown.
METHODS
Following the publication of Lighthouse investigation Frontex and the Pirate Ship in December, the EU Committee on Civil Liberties, Justice and Home Affairs (LIBE) sent a letter to Frontex Executive Director Hans Leijtens questioning the agency’s collaboration with Libyan actors, including militia, in eastern and western Libya.
Lighthouse Reports and Der Spiegel gained access to the director’s response to the LIBE Committee’s questions. The email included all Serious Incident Reports (SIRs) relating to the Libyan Coast Guard.
STORYLINES
The SIRs reveal three incidents of Frontex aerial surveillance assets witnessing Libyan Coast Guard officers beating people in overcrowded boats at sea. In a separate incident, the agency’s surveillance drone recorded a Libyan officer shooting at a wooden boat to force it to stop.
The letter from Leitjens meanwhile reveals that Frontex gave away the location of migrant boats to the Libyan Coast Guard approximately 2,200 times, usually via email, in the last three years – despite being aware of the regular instances of violence they commit.
When confronted with these facts by our team, Frontex said: “The decision to share information about vessels in distress with the Libyan rescue coordination centre, alongside other national centres, is taken with a heavy heart”
The SIRs contain parts of Frontex’s human rights officer’s recommendations for the agency. The measures proposed range from increasing the sharing of coordinates with NGO rescue ships to involving UN agencies in following the fates of those returned to Libya. Frontex did not comment on whether these recommendations were implemented.

Hani Abbas is a Syrian-Palestinian cartoonist, born in 1977 in the large Palestinian refugee camp of Yarmouk, near Damascus in Syria. In 2012, he posted on Facebook a cartoon showing the flower that symbolizes the Syrian Revolution as immortal. Syrian Secret Services immediately threatened him.
Hani Abbas had to flee Syria and seek for asylum in Switzerland. He is now settled in Switzerland and keeps denouncing Wars’ atrocities in cartoons.
In May 2014, he was awarded the Editorial Cartoon International Prize (Prix International du Dessin de Presse) by Kofi Annan in Geneva.

GENEVE, 5 Mars (KUNA) — Un groupe de rapporteurs spéciaux des Nations unies a condamné mardi ce qu’ils ont appelé le « massacre de farine » perpétré par les forces d’occupation dans la bande de Gaza le 29 février contre un groupe de civils alors qu’ils tentaient d’obtenir une aide humanitaire, ce qui a coûté la vie à plus de 112 personnes et blessant 760 autres.
C’est ce qui ressort d’une déclaration commune publiée par un groupe d’experts onusiens à Genève, dans laquelle ils ont dénoncé les opérations qu’ils ont qualifiées de « systématiques » par les forces d’occupation consistant à cibler et à tirer sur des Palestiniens alors qu’ils tentaient d’obtenir de l’aide humanitaire.
Ils ont indiqué que plus de 14 incidents ont été documentés au cours desquels des civils ont été directement visés alors qu’ils tentaient d’obtenir de l’aide à partir de camions ou de parachutages, entre la mi-février et la fin du même mois.
Les experts ont accusé les forces d’occupation de mener une politique de « famine délibérée » contre les Palestiniens depuis le 8 octobre dernier en empêchant l’entrée de l’aide dans la bande de Gaza.
De même, ils ont évoqué la décision de la Cour internationale de Justice (CIJ), dans laquelle elle a reconnu la possibilité que les forces d’occupation commettent un génocide et des crimes contre l’humanité dans la bande de Gaza, contraignant l’entité occupante à fournir les services de base et à ne pas empêcher l’entrée de l’aide humanitaire, soulignant que le non-respect de ces mesures entraîne une aggravation de la situation.
Les experts ont également renouvelé leur précédent appel à la communauté internationale pour qu’elle interdise la vente d’armes à l’entité occupante et lui impose des sanctions afin de garantir le respect du droit international humanitaire, appelant les pays à déployer les efforts nécessaires pour atténuer les souffrances de la population civile de Gaza.

– Providing military aid and approving defense exports to Israel, which could be used by the Israel Defense Forces (IDF) in the course of the prima facie commission of genocide and crimes against humanity;
– Ambiguously deploying an Australian military contingent to the region, where its location and exact role have not been disclosed; and
– Permitting Australians, either explicitly or implicitly, to travel to Israel to join the IDF and take part in its attacks on Gaza.
“The Rome Statute provides four modes of individual criminal responsibility, two of which are accessorial,” Omeri explained in a statement.
Along with Albanese, U.S. President Joe Biden, British Prime Minister Rishi Sunak, and German Chancellor Olaf Scholz are among the Western leaders who have repeatedly defended Israel’s actions in Gaza—despite the genocidal intent expressed in numerous public statements by Israeli leaders.
Biden was sued in federal court in January for alleged “complicity in the Israeli government’s unfolding genocide.” That case is still making its way through the U.S. appeals process.

La voix, forte, claire et terrifiée, résonne entre les coups de feu.
« À l’aide », crie la voix, encore et encore. « Les otages Alon et Yotam. À l’aide ! »
Cette voix est celle d’Alon Shamriz, en décembre dernier, l’un des trois otages israéliens qui ont réussi à échapper à leurs ravisseurs et qui tentaient d’alerter les soldats qui se trouvaient à proximité de leur position. On entend également une deuxième voix en arrière-plan, celle de Yotam Haïm, otage lui aussi.
Shamriz, Haïm et Samar Talalka ont péri quelques jours plus tard, abattus par les troupes de l’armée israélienne dans un cas tragique d’erreur d’identité, alors qu’ils tentaient de se rapprocher des troupes, torse nu et en agitant un chiffon blanc.
« Aidez-nous. Nous sommes près des escaliers, sous les escaliers. Sous l’escalier », entend-on Shamriz crier de manière désespérée. « S’il vous plaît, aidez-nous ».
L’enregistrement, publié dimanche par la chaîne publique Kan, a été capté par une caméra GoPro fixée sur un chien de l’unité canine Oketz de l’armée, qui avait été envoyé dans un immeuble de la ville de Gaza lors d’une fusillade.
Il ressort d’une enquête menée par Tsahal que les soldats ont bien entendu des cris « À l’aide » et « Otages » en hébreu provenant de l’immeuble . . . . . . .

Doctorante et chercheuse en anthropologie des médias, elle est la première à s’être penchée sur la couverture médiatique de la guerre à la télévision française lors de la grand’messe du 20h sur les chaînes traditionnelles que sont TF1, France 2 et M6, soit 12,5 millions de téléspectateurs au total. À l’origine, une interrogation : pourquoi aucun JT n’a relaté l’audience historique de la CIJ ? « Sur les 20 JT analysés du 8 au 14 janvier, seulement 29 secondes de temps d’antenne ont été consacrées à Gaza et au sort des Palestiniens. Plus en détails, cela donne 5 secondes pour TF1, 10 secondes pour M6 et 14 secondes pour France 2. » Et encore, en fin de journaux et après les affres d’Alain Delon ou le dernier clip de Jennifer Lopez.

Dans le camp de réfugiés palestiniens Al-Hussein, à Amman, des enfants marchent vers l’école, dans le froid matinal, le long de la rue principale où les commerces sont encore endormis. Des élèves restent emmitouflés dans leurs manteaux, dans les classes de l’établissement scolaire pour filles géré par l’UNRWA, l’agence des Nations unies chargée des réfugiés palestiniens. Les salles ne sont pas équipées de chauffage, et la peinture aux murs est vétuste – depuis des années, l’agence fait face à des coupes budgétaires –, mais cela semble désormais secondaire. Depuis que seize pays donateurs ont gelé leurs financements à la suite des accusations israéliennes d’implication dans l’attaque du Hamas du 7 octobre de douze de ses employés, sur les 13 000 à Gaza, c’est la poursuite même des opérations d’éducation et de santé de l’UNRWA qui est menacée.
L’agence, tributaire de contributions volontaires et instables, dont les quartiers généraux sont basés à Amman, navigue à vue, et a alerté contre le risque d’une cessation prochaine de ses activités dans toute la région, en l’absence de nouvelles ressources.
La Jordanie a très vite réagi à ces coupes. Le chef de la diplomatie, Ayman Safadi, a appelé les pays boycotteurs à revoir leur décision, qu’il a décrite comme une « punition collective » de l’UNRWA entreprise « sur la base d’allégations ». Le roi Abdallah II a pris la défense de la mission de l’organisation lors de déplacements officiels dans des pays occidentaux.
Plus de 2 millions de réfugiés palestiniens vivent dans le royaume, dont la plupart ont obtenu la nationalité jordanienne. A Amman, moins d’un sur cinq habite l’un des dix camps de réfugiés palestiniens, qui ressemblent à des quartiers populaires, intégrés à la ville et sont administrés par les autorités. « Certains y restent par attachement sentimental ou volonté de rester près de leurs familles et amis. D’autres le font car la vie y est moins chère », décrit Imad, un habitant du camp Al-Wehdat, à Amman.
Ces camps sont « déjà considérés comme des poches de pauvreté. Si l’UNRWA cesse ses services, la situation se détériorera davantage », prédit l’avocate Samar Muhareb, à la tête de l’ONG Arab Renaissance for Democracy and Development, qui fournit une aide juridique à des réfugiés de diverses origines et travaille sur la question palestinienne. Elle ajoute : « Dans l’éventualité où ses opérations seraient transférées à d’autres agences des Nations unies, celles-ci auraient besoin de temps pour être opérationnelles. Ce scénario paraît absurde, alors que l’UNRWA existe comme agence spécialisée. Et si l’éducation ou la santé devenaient du ressort de la Jordanie, cela serait un poids supplémentaire pour le pays », qui dépend également de l’aide internationale, et accueille par ailleurs de nombreux réfugiés syriens. Les classes des écoles publiques sont surchargées, et la qualité du système éducatif s’est dégradée. L’enseignement des établissements de l’UNRWA est réputé meilleur : des élèves du camp Al-Hussein rapportent ainsi que leurs familles ont préféré les y scolariser, quand bien même elles vivent hors du camp.
Les risques d’une détérioration sociale, attisant des troubles, sont également pris au sérieux au Liban, pays d’accueil d’environ 250 000 réfugiés palestiniens. Depuis l’exode forcé de leur terre en 1948, lors de la création d’Israël, les générations y ont fait l’expérience de fortes discriminations, avec l’interdiction d’exercer certains métiers, comme médecin, avocat ou journaliste. L’UNRWA négociait avec Beyrouth sur un assouplissement des restrictions à l’emploi et une amélioration des infrastructures des camps. Mais l’effondrement économique du pays, depuis 2019, a mis fin à ces espoirs.
Avec le chômage et l’hyperinflation, la crise a davantage paupérisé les habitants des camps. « Les réfugiés palestiniens sont devenus totalement dépendants des services de l’UNRWA », constate Dorothee Klaus, directrice de l’agence au Liban. « Une suspension des services de l’UNRWA aurait des conséquences sociales dramatiques, et poserait des défis sécuritaires », estime Bassel Al-Hassan, directeur du comité de dialogue libano-palestinien, un bureau qui dépend du premier ministre. Les autorités craignent une déstabilisation des camps. « Nous demandons aux bailleurs de dissocier la situation au Liban de celle d’autres pays, en raison de la crise économique », plaide-t-il.
