Deforestation is increasing in forest-rich regions in Indonesia, even as the government claims the national average has gone down, a new report shows.
The NGOs behind the report attribute the decline in the national deforestation rate to the fact that there’s virtually no forest left to clear in parts of Sumatra and Borneo.
Instead, deforestation has moved east, largely to the Papua region, home to nearly two-fifths of Indonesia’s remaining rainforest — an area the size of Florida — where companies are clearing land for oil palm and pulpwood plantations and mines.
Another key driver of the deforestation in Papua is infrastructure development, which the government claims is meant to connect remote villages and communities, but which really serve mines, plantations and logging concessions, the report shows.

Eighty of the companies are palm oil planters and 45 are pulp and paper firms, according to the Ministry of Environment and Forestry. Of these, 49 palm oil companies and 31 pulp companies have had their plans approved by the ministry.

Karliansyah, the ministry’s head of environmental pollution and damage control, thanked the pulp companies in particular for cooperating with the ministry since late last year to finalize restoration plans for peatlands that lie inside their leases. Those companies have agreed to block the canals initially dug to drain the peatlands in preparation for planting, and to rehabilitate nearly 5,200 square kilometers (2,000 square miles) of degraded peatlands.

Together with the palm oil companies, they plan to restore at least 14,000 square kilometers (5,400 square miles) of their concessions that fall within protected areas by 2026.

Mais le sel du rapport « Couper le droit de parole » n’est pas là : Greenpeace est en effet allée chercher qui étaient les clients de Produits Forestiers Résolu, et le donne en mille : on y trouve nombre d’éditeurs, dont Penguin Random House, HarperCollins, Simon & Schuster et Hachette. Or, remarque l’ONG, « [l]e paradoxe tient dans le fait que ces éditeurs appuient ainsi une entreprise qui menace activement le droit à la liberté d’expression qui sert de fondement à leur propre existence et qui est essentiel à nous tous ».

A new interactive atlas developed by the Center for International Forestry Research (CIFOR) is making sure it does.

Incorporating 40 years of maps of Borneo (the world’s third largest island), the tool reveals both the forest remaining and what is being reshaped due to degradation and extraction industries. With the ability to search by oil palm or pulpwood concessions, and view the locations of intact peatland, as well as determine the speed with which forest is converted to plantation, the atlas offers the first significant opportunity to distinguish companies that are avoiding deforestation to a large degree.

In addition to providing data on deforestation and land use for individual land concessions, the tool allows users to search by company, as companies often own multiple concessions.

One can also filter information by country, province and peat area remaining, which allows users to get the big picture of corporate land use on the island shared by Malaysia, Indonesia and Brunei.

International and Indonesian NGOs are calling on the country’s largest paper company to stop using drained peat swamps for industrial agriculture.

The practice, which relies on drying out the waterlogged soil so that acacia trees can be planted, has enabled vast new swaths of land to be opened for pulpwood production. But it also renders the soil vulnerable to haze-causing fires which each year sweep through the archipelago country, affecting the health of millions and sending greenhouse gas emissions skyrocketing.

The environmental groups want Asia Pulp & Paper (APP) not only to stop draining peatlands but also to phase out existing estates on peat, and then to rewett and restore those areas so that no more fires occur.

Such a move by APP would amount to a drastic restructuring of its entire business. The paper giant has planted more than 600,000 hectares (2,300 square miles) of peat, an area seven times the size of Singapore, according to a report by Wetlands International. That’s roughly a quarter of its entire land bank.

On sait que l’agriculture industrielle, y compris les plantations de palmiers à huile et celles d’arbres à bois, représentent la cause directe la plus importante du #déboisement mondial. Il est donc frappant que les entreprises qui adhèrent au « déboisement nul » ne disent pas un mot de ce qu’elles feront pour mettre fin à l’expansion des plantations.

Si cet engagement était pris au sérieux, cela voudrait dire qu’au Liberia, par exemple, où la tendance est à rendre beaucoup plus permissives les réglementations sur l’extraction de #bois dans les concessions agricoles, des entreprises comme GVL devraient s’opposer à cette tendance et ne pas permettre l’extraction industrielle dans leurs concessions, car cela provoquerait un déboisement massif. De même, pour réduire les incendies de #forêt, le déboisement consécutif et ses graves répercussions sur la région, Wilmar et APP devraient annoncer qu’elles arrêtaient d’élargir les #plantations dans leurs concessions actuelles.

D’autre part, les communautés restent confrontées à un énorme problème : que faire avec les millions d’hectares de plantations qui existent déjà ? Il est important d’appuyer les efforts et la lutte de ces communautés pour prendre le contrôle de ces terres, afin d’affecter les territoires occupés pas des plantations industrielles à d’autres usages qui permettent à la population actuelle et aux générations futures d’y vivre et d’en tirer profit.
