President Vladimir Putin calls improving the Russian navy’s combat capabilities a priority.

The unfinished husks of three guided-missile frigates that have languished for three years at a Baltic shipyard show that is easier said than done.

Earmarked for Russia’s Black Sea Fleet, the frigates fell victim to sanctions imposed by Ukraine in 2014 after Russia annexed the Crimean peninsula, prompting Kiev to ban the sale of the Ukrainian-made engines needed to propel them.

With Moscow unable to quickly build replacement engines for the Admiral Grigorovich-class frigates, construction stopped. Russia is now cutting its losses and selling the three ships to India without engines.

The navy’s problems stem largely, but not exclusively, from the Ukrainian sanctions. There are also problems, for different reasons, with new equipment for the army and air force.

The picture that emerges is that Russia’s armed forces are not as capable or modern as its annual Red Square military parades suggest and that its ability to project conventional force is more limited too.

The United States has formally made an offer to Turkey for the sale of multibillion dollar Patriot air defense systems, the Anadolu Agency has reported, in a bid to increase its pressure on the latter’s purchase of Russian-made S-400 systems.

Syria accused Israel on Sunday of attacking an air force base near Homs known to be housing Iranian forces. This is the third time in a year that Israel has struck the site, according to foreign reports.

The official Syrian news agency SANA said air defenses were activated as warplanes, reportedly coming into the country from Jordan, approached the T4 base near Tiyas. The planes, which were said to be flying at low altitude to avoid detection, passed through the al-Tanaf area, where U.S. forces have a base.

Syria’s state media said that military air defenses thwarted the act of “Israeli aggression.” An army officer in the southern Syrian desert said the air defense system shot down missiles coming from south of the Tanaf region toward the air base. Reports said that around six missiles hit near the base, causing damage, but added that no one was hurt or killed.

The T4 airbase has been reported to have been used by Iranian forces. In April, a senior Israeli official confirmed to the New York Times that Israel had hit the base.

“It was the first time we attacked live Iranian targets — both facilities and people,” said the Israeli military official.

The official said that the armed Iranian drone that entered Israeli airspace a few days prior “opened a new period,” and that “this is the first time we saw Iran do something against Israel — not by proxy." During the attack, Israel killed seven Iranian Revolutionary Guards’ Quds force members, including Colonel Mehdi Dehghan, who led the drone unit operating out of T4, east of Homs.

Two weeks ago, two Israeli missiles struck a target near Damascus International Airport, Syrian state media said.

The target was an arms depot belonging to the Lebanese Shi’ite movement Hezbollah, the Syrian Observatory for Human Rights said. According to the Lebanon-based Al-Mayadeen TV, a source said Syrian air defense systems had intercepted two missiles in addition to the ones fired at the airport.

In a long and arduous process of reverse engineering, Iran’s munitions industry copied some of the components of the CIA’s most secret stealth drone, the RQ-170 Sentinel, after it was intercepted and captured over Iran in December 2011. The American drone, armed and capable of detecting clandestine nuclear tests, is rated the finest UAV of its kind in operation. Tehran claimed it had intercepted the Sentinel’s overflight by taking control of the American surveillance satellite communications which navigated the drone’s course. This was vehemently denied by Washington. At the time, DEBKAfile’s intelligence sources revealed that the those responsible for the feat of bringing the secret American drone down intact were not Iranian but Chinese cyber experts.

The Russians were keen on getting a look at the wonders of the American drone, but the Iranians refused to give them access. Eight years later, they go their chance in Syria. Iran is finally confirmed as having gained possession of the an American RQ-170, by the evidence of the Iranian drone captured by Israel. But, meanwhile, Iran, by deploying a fleet of Saegheh drones in Syria, armed with missiles, has not only ramped up its threat to Israel, but also raised a tough regional challenge to America. If one of these drones can be used against Israel, why not against American forces in the Middle East or Saudi Arabia? The Revolutionary Guards dep chief Brig. Gen. Hossein Salami made no bones about this on Saturday, when he declared that Iran had the military power “to destroy all American bases in the region.”

The Iranian stealth drone’s trajectory through Jordan on Saturday was revealing. It flew from Palmyra along Syria’s eastern frontier with Iraq undetected by American military surveillance. When it came over the US-Jordanian garrison of Al Tanf in the Syrian-Iraqi-Jordanian border triangle, it turned right to northern Jordan and then crossed the border to fly over Beit Shean. Ninety seconds later, Israeli Apaches conducted their interception – but not before the “Storm” had triggered the first direct military skirmish between Israel and Iran.
Iran lost a valuable armed drone, but it was in the air long enough to gather plenty of information on the American, Jordanian and Israeli air defense and radar systems on the Syrian, Jordanian and Iraqi borders, as well as reporting on their anti-air missiles’ operational capabilities. The IDF announced Sunday the boosting of its air defense systems in the North.

Russia has altered the security balance in the Black Sea, Eastern Mediterranean and Middle East by establishing large anti-access/area-denial (A2AD) exclusion zones. Russia’s power projection in these regions has been further extended by the deployment of the S-400 air defense system to Crimea in August 2016 and to Syria in November 2015. Advanced air defense systems create A2AD “bubbles” that prevent Russia’s opponents from establishing air supremacy in strategically significant theaters. The Baltic States, much of Ukraine and the Black Sea, northern Poland, Syria and parts of Turkey fall under Russian A2AD bubbles created by S-300 and S-400 air defense systems. Russia operates advanced air defense not only within its own territory, but from sites in Syria and occupied Crimea, as well as cooperatively through the Joint Air Defense Network in Belarus and Armenia. Russia can use these systems to impede the ability of the U.S. to defend its NATO allies by disrupting the ability of US air forces to access conflict zones in the event of a crisis.
