    Canada’s Liberal government has introduced legislation for a moratorium on oil tanker traffic along the northern coast of the #British_Columbia province, the country’s transport department said on Friday, delivering on an election promise.

    Canadian Prime Minister Justin Trudeau ordered the ban soon after the election in 2015, in which he took power on a pledge to balance resource development with protecting the environment.

    Friday’s bill will likely pass because Trudeau’s Liberals hold a majority in Parliament.

    Trudeau’s orders for the ban effectively slammed the door on Enbridge Inc’s #Northern_Gateway_pipeline, a project facing massive development hurdles that was to deliver oil to the north coast for export via tankers.

    The move is part of a Liberal plan to toughen response to oil spills at sea. The plan was announced last year days before Trudeau formally rejected Northern Gateway, but approved another pipeline project through British Columbia, Kinder Morgan Inc’s #Trans_Mountain expansion.

    According to Transport Canada, vessels carrying less than 12,500 metric tonnes of crude or other oils will be exempt from the tanker ban, so as to ensure northern communities can receive shipments of heating oils and other products.

    The ban does not apply to the south coast, which will likely see increased tanker traffic if Trans Mountain goes online.

    Whether that happens according to schedule, however, has become uncertain after British Columbia’s pro-energy Liberals, unaffiliated with Trudeau’s federal party, lost their majority in a provincial election on Tuesday.

    While absentee ballots still need to be counted in the close race, if the current seat count in the provincial legislature holds, the future of key energy projects in British Columbia will be pitted against the ability of the Liberals to work with the third-party Greens.

      The Houston-based company announced its final investment decision for the Trans Mountain expansion project Thursday, saying it expects to secure enough financing from an initial public offering of its Canadian subsidiary to proceed with the project. It expects to raise C$1.75 billion from the IPO by May 31, according to a statement.

      The project will nearly triple Trans Mountain’s capacity, giving producers from Alberta’s oil sands access to Pacific shipping routes from the coast of British Columbia. Currently, almost all of Canada’s oil is exported to the U.S. With the expanded line, Canada can export to Asian refineries capable of processing its heavy crude and pay higher margins than those in the U.S.

      Environmental Opposition
      Those plans are likely to face a galvanized opposition in British Columbia, where the pipeline terminates near Vancouver. Two political parties — the New Democratic Party and Green Party — expanded their support in an election there earlier this month. Both are staunchly opposed to the project, which they say would increase tanker traffic and the risk of a catastrophic oil spill. Together they could muster a majority of lawmakers to overwhelm the more energy-friendly Liberal Party.

    LONDON, 14 September, 2016 – Civil society campaigners have accused the European Union of pouring unprecedented amounts of state aid into a huge energy project that runs counter to its own climate change objectives.

    Critics say funding the construction of new gas pipelines from the Caspian region is also causing misery to communities living along the 3,500 kilometre route, while helping to prop up an autocratic regime in Azerbaijan.

    The concerns about the Southern Gas Corridor project come amid expectations that the European Investment Bank (EIB), which is owned by European Union member states, is about to provide the scheme with up €3 billion – its biggest ever lump sum.

    Land disputes involving farmers, pastoralists and investors have been plaguing Tanzania for years.

    Cases are numerous in land tribunals and even the High Court. So serious are such misunderstandings that people have been killed or injured, livestock wounded, homes set alight, farms destroyed and hostilities lingered.

    In many parts of the country, locals have been suspicious of investors who have taken large tracts of land for agricultural or energy projects. Protests against evictions are common. Attempts to end such challenges have failed.

    However, the government has announced that it will in April embark on an audit to identify undeveloped pieces of land exceeding 50 acres. Under the assessment, land that will be found idle will be repossessed and re-allocated as part of wider efforts to ensure equitable distribution of the resource.

    Russian Prime Minister Dmitry Medvedev said Nov. 25 that Russia may consider cancelling some important joint projects with Turkey after the downing of the Russian jet by Turkish F-16’s near the Syrian border on Nov. 24.

    Turkish companies could lose Russian market share due to the incident, Medvedev said in a statement published on the government website, barring Turkish companies from the Russian market.

    Russia may even scrap big energy projects with Turkey, such as the Turkey’s first nuclear power plant for which Russia has been contracted to build.

    Turkey commissioned Russia’s state-owned Rosatom in 2013 to build four 1,200-megawatt reactors in a project worth $20 billion.

    Russia and Turkey are also working on the Turkish Stream pipeline project, an alternative to Russia’s South Stream pipeline, which was to transport gas to Europe without crossing Ukraine. The South Stream plan was dropped last year due to objections from the European Commission.

    One of the partners of an electricity distribution company which serves 1.5 million subscribers in the Southeast on Tuesday asked the government to allow his firm to leave the partnership, lamenting large-scale illegal use of electricity in the region.

    Abdullah Tivnikli, a businessman known for his close ties to President Recep Tayyip Erdoğan, said on Tuesday that he wants to exit his partnership with Dicle Electricity Distribution (DEDAŞ) in order to avoid further losses due to widespread illegal use of electricity in the area the company operates in. “I have to leave this partnership or we will be forced to have blackouts in the region to compensate for our losses,” Tivnikli was quoted as saying by Fox TV Turkey.

    The İşkaya-Doğu Consortium, in which Tivnikli is a partner, won a tender for electricity distribution in the southeastern region with an offer of $387 million in 2013. DEDAŞ supplies electricity to the southeastern provinces of Batman, Diyarbakır, Mardin, Siirt, Şanlıurfa and Şırnak, where 75 percent of the population uses electricity illegally according to local sources. Tivnikli said his financial losses due to illegal usage amounted to TL 400 million a year. Around 350,000 subscribers in the region DEDAŞ covers fail to pay their electricity bills while 91,000 others pay less than TL 5 a month, Tivnikli told Fox TV.

    The methods used by Tivnikli to compensate for losses sustained by the partnership have been a matter of discussion recently.

    A suspect in a corruption probe that was made public in December 2013, Tivnikli was allegedly heard asking then-deputy undersecretary in the Prime Ministry İbrahim Kalın for reimbursement from the government for subscribers’ unpaid electricity bills, in a voice recording leaked on YouTube in April 2014. According to another voice recording leaked on Twitter, also in April of last year, Kalın told Tivnikli that the prime minister was in favor of the idea of the state paying the company for illegally consumed electricity, given that the rate of unpaid electricity bills in the Southeast was as high as 60-70 percent.

    Tivnikli earlier last year admitted to having spoken to Kalın to get his help regarding the unpaid electricity bills. He also admitted to having paid school fees for Kalın’s daughter. Kalın is currently employed as Erdoğan’s spokesman.

    Turkish President Recep Tayyip Erdoğan has appointed nine new members with backgrounds in various fields, mainly from energy, to the Council of State, leading to concerns among environmentalists and chamber of professions that the court may no longer prioritize environmental aspects of energy projects.

    However, experts suggest that Erdoğan’s choices could pave the way for mining, thermal power plant and hydroelectric power plant (HES) projects because the new members include a number of experts who wrote reports objecting to appeals demanding that certain projects be halted.

    Hüseyin Yeşil, the head of the Chamber of Electrical Engineers, also drew attention to the fact that the new members had been elected from among those who asked at the time for a rejection of certain cases by the Council of State.

    “The appointment of these people, who have been in the energy bureaucracy, will have an impact on these cases,” Yeşil said, citing cases opened by the Union of Chambers of Turkish Engineers and Architects (TMMOB).

    “They will pave the way for all energy projects that they find appropriate. They are taking measures to ensure that the Council of State will not cancel projects. All of those new members in the past put their signatures on objections to appeals at the court,” he added.

    “The softening between the Turkish Republic of Northern Cyprus and the Greek Cypriot administration is, of course, significant,” Yıldız said yesterday, answering reporters’ questions ahead of the Atlas for Biomass Energy Potential publicity meeting in Ankara.

    Yıldız also praised the joint statement recently released by the negotiating parties, describing it as “a study that consolidates Turkey’s argument.” Turkey has long argued that the southern Cypriot authority should share the income from the sale of recently discovered off-shore energy resources with both sides of the divided island. Turkey is opposed to Greek Cyprus exporting oil and gas, saying the energy wealth also belongs to Turkish Cypriots. This stance has led to accusations of “gunship diplomacy” from the Greek Cypriots.

    However, the recently agreed upon statement recommends recognizing the equal statuses of the two states, while aiming to bring the divided communities closer under a federal government.

    DEEP in the rainforest, the village of Sarayaku is two days by river from the nearest town. But its 1,200 Kichwa Indians are now in the spotlight. On July 25th the Inter-American Court of Human Rights ruled that Ecuador’s government had ignored the rights of Sarayaku’s residents when granting permission for an energy project—putting governments in the Americas on notice that big physical investments are not legal until the indigenous people they affect have had their say.

    The dispute began in 1996 when Petroecuador, the state oil firm, signed a prospecting deal with a consortium led by Argentina’s Compañía General de Combustibles (CGC). Much of the area it covered was the ancestral land of Sarayaku’s residents, who were not consulted. CGC later offered locals medical aid for their consent. Some villages signed up, but Sarayaku held out.
