    Sources close to the gas deal signed between Dolphinus Holdings, which is partly owned by Egyptian businessman Alaa Arafa, and Delek and Noble Energy, the lead partners managing Israel’s largest gas fields, say the latter companies are in talks with East Mediterranean Gas company (EMG) shareholders over acquisition of the company.

    The deal would give Delek and Noble a controlling share of EMG, the company that owns the natural gas pipeline running from Egypt to Israel, and would facilitate the use of the pipeline to transport the gas allocated for export in the deal signed last week.

    The source, who spoke to Mada Masr on condition of anonymity, says that a decision has been made to begin technical alterations to the pipeline to reverse its flow and allow operators to import gas into Egypt instead of having the country export gas to Israel, which was the previous arrangement according to a deal signed in 2008. 

    The pipeline was the target of successive militant attacks after 2011. In 2012, the Egyptian Natural Gas Holding Company (EGAS) terminated its contract with Israel. The state-owned company attributed the decision to a breach of contract by EMG for delayed gas payments.

    Ukraine may decommission part of its gas transit system due to a sharp fall in the amount of Russian gas being pumped to Europe via Ukraine, the head of Ukraine’s gas transport monopoly Ihor Prokopiv was quoted on Tuesday as saying.

    Around 40 percent of Russia’s gas exports to Europe currently pass through Ukraine but several new gas pipelines elsewhere and an uncertain future for Ukrainian gas deals with Russia could leave Ukrainian transit pipelines redundant within a few years.

    Turkish lawmakers on Wednesday submitted to parliament a settlement deal with Israel that would see Israel pay Ankara $20 million (15.38 million pounds) within 25 days in return for Turkey dropping outstanding legal claims, ending a six-year rift.

    Relations between the two countries crumbled after Israeli marines stormed a Turkish ship in May 2010 to enforce a naval blockade of the Hamas-run Gaza Strip, killing 10 Turks on board.

    Israel had already offered its apologies for the raid. Both countries are to appoint ambassadors, and Turkey is to pass legislation indemnifying Israeli soldiers as part of an agreement partly driven by the prospect of lucrative Mediterranean gas deals.

Bustani said, “We are in front of the parliament because parliamentarians have supported this campaign. They voted against the deal.” One banner asked, “The deputies refuse, but the government goes along?”

    The protesters voiced concerns about the potential use of the money earned by the Israeli government to further the occupation. “Israel is still killing Palestinians and taking their land post-Oslo Accord,” said Rajeb Jabara, a member of the campaign. Bustani had no doubt that the profits the Israeli government makes from the deal will be used toward this purpose, stating, “Billions will be paid to an Israeli government that has historically been hostile, waging wars on its neighbors and until now occupying land, attacking Gaza, the West Bank and so on … We think it’s preposterous this money will be used for these uses.”

    The BBC headline tells it all: Russia-Ukraine gas deal secures EU winter supply (via Ukraine). European officials also confirmed the message of the headline. Commission President Manuel Barroso triumphantly declared: “There is now no reason for people in Europe to stay cold this winter,” and European Union energy chief, Guenther Oettinger, announced he was confident that Ukraine would be able to afford to pay for the gas it needed (Says who?). Where are Ukraine’s expressions of gratitude and relief? They are lacking for good reason.

    It turns out the month-long negotiations over Ukraine’s gas dispute with Russia were really about securing Europe’s Russian gas. Ukraine was only a side issue. Russia’s incessant propaganda that Europe itself was threatened by Ukraine’s gas cutoff dominated the discussion. Europe pushed Ukraine into a bad deal to protect itself.

    What did Ukraine get out of the deal? It received the go-ahead to transfer some one third of the financial assistance it is receiving from the IMF and European Union to pay for the Russian gas, diverting scarce funds from its desperate defense, infrastructure, and reform needs. Ukraine gets to pay Russia one of the highest gas prices in Europe ($378 versus the $304 European average), and there appears to be no agreement as to how much of this gas goes to the gas-guzzling heavy industry of the Donbass, occupied by pro-Russian rebels. Kiev, by the way, has been virtually cut off from Donbass coal and has to buy elsewhere.

    Russia has agreed to resume gas supplies to Ukraine over the winter in a deal brokered by the European Union.

    The deal will also ensure gas supplies to EU countries via Ukraine are secure.

    "There is now no reason for people in Europe to stay cold this winter,’’ said European Commission President Jose Manuel Barroso.

    European Union energy chief Guenther Oettinger said he was confident that Ukraine would be able to afford to pay for the gas it needed.

    He added that the agreement might be the “first glimmer” of hope in easing tensions between Russian and Ukraine.

    This is an important step for our shared energy security in the European continent,” Mr Barroso said.

    The deal follows months of talks between EU officials and the Russian and Ukrainian energy ministers.

    The terms include the EU acting as guarantor for Ukraine’s gas purchases from Russia and helping to meet outstanding debts.

    The total package is worth $4.6bn (£2.87bn), with money coming from the International Monetary Fund as well as the EU. The total includes funds from existing accords with the EU and IMF.

    Unprecedented levels of EU aid will be disbursed in a timely manner, and the International Monetary Fund has reassured Ukraine that it can use all financial means at its disposal to pay for gas,” the EC said in a statement.

    Further work with the international financial institutions on financial assistance to Ukraine, also in relation to gas supplies, will still continue. But all three sides are reassured that Ukraine will have the necessary financial means.

      British wholesale gas prices for November and December fell to their lowest ever levels on Friday after Ukraine and Russia signed a deal which will see Moscow resume supplies of gas over the winter.

      The contract for delivery in November was trading at 52.10 pence per therm at 0758 GMT, down 1.7 percent from the previous settlement but it had earlier touched 52.00 pence per therm, its lowest level since the contract began trading.

      The December contract was trading at 54.60 pence per therm, also down 1.7 percent but touched its lowest ever level of 54.40 pence in earlier trade.

    BRUSSELS - The EU is keen for Ukraine to accept a winter deal on Russian gas, but Ukraine is wary of the terms and of broader EU-Russia energy ties.

    The deal - put forward by the European Commission in talks in Berlin last Friday (26 September) - currently exists as three sheets of paper with no legal status or signatures.

    It is being discussed in Kiev and Moscow. Brussels hopes they will agree to it by the end of the week and turn into a “binding protocol” by the end of next week.

    Lawmakers at the EDAMA event warned against relying on Israeli gas, stressing that Jordan should tap its local resources including renewable energy and shale oil.

    “There is always a conflict of interest with Israel. At a certain point, they might stop giving us gas. Although we have a peace treaty with Israel we remain at hostilities with the Zionist entity,” Jamal Gammouh, head of the Lower House Energy Committee, said at the meeting.

    “We cannot look at Israel as an economic partner. This has serious social and economic consequences. We need to focus on alternatives,” said Gammouh.

    Jawad Anani, chair of the Senate Energy Committee, said Jordan needs not to rely on the Israeli gas.

    “We need to learn a lesson. We used to rely on Egyptian gas and it suddenly stopped and we were in trouble,” said Anani.

    “We need political assurance that there will be no cuts. Relying on Israeli gas is risky,” said Anani.

    “Jordan should focus on local resources. We should never be dependent on external resources,” he added, referring to oil shale and renewable energy.

    Damascus — Damascus signed an oil and gas deal with a Russian company Wednesday which will allow for the first-ever exploration off Syria’s coast.
    The agreement was signed by Syrian Oil Minister Suleiman Abbas, Syria’s General Petroleum Company and the Russian Soyuzneftegaz company, according to an AFP reporter present at the signing.
    The deal permits the exploration of an area of 2,190 square kilometres (850 square miles) in the Mediterranean.
    The contract “is the first ever for oil and gas exploration in Syria’s waters,” General Petroleum Company head Ali Abbas told AFP.
    “It will be financed by Russia, and should oil and gas be discovered in commercial quantities, Moscow will recover the exploration costs.”
    Oil Minister Abbas said during the signing ceremony that the contract covers “25 years, over several phases,” adding that “the cost of exploration and discovery is $100 million.”
    Hard-hit by international sanctions, Syria’s oil production has plummeted by 90 percent since the start of the uprising against President Bashar al-Assad in March 2011.
    Gas production has also dived to 16.7 million cubic metres a day from 30 million before the war broke out, according to official figures.
    The Syrian oil ministry said the new accord comes “after months of long negotiations” between Damascus and Moscow.

    The head of the Egyptian Natural Gas Holding Company has said it has terminated its contract to ship gas to Israel because of violations of contractual obligations, a decision Israel said overshadows the peace agreement between the two countries.

    Mohamed Shoeb, the gas company’s top official, said Sunday’s decision was not political. This has nothing to do with anything outside of the commercial relations,’’ Shoeb said.

    He said Israel has not paid for its gas in four months. Yigal Palmor, Israeli foreign ministry spokesman, denied the claim of not paying.

    The 2005 Egypt-Israel gas deal has come under strident criticism from leaders of the popular uprising that toppled Hosni Mubarak, the longtime Egyptian president, last year.

    Critics charge that Israel got bargain prices, and Mubarak cronies skimmed millions of dollars off the proceeds.
