  • Carne da cannone. In Libia i profughi dei campi sono arruolati a forza e mandati a combattere

    Arruolati di forza, vestiti con vecchie divise, armati con fucili di scarto e spediti a combattere le milizie del generale #Haftar che stanno assediando Tripoli. I profughi di Libia, dopo essere stati trasformati in “merce” preziosa dai trafficanti, con la complicità e il supporto del’Italia e dall’Europa, sono diventati anche carne da cannone.

    Secondo fonti ufficiali dell’Unhcr e di Al Jazeera, il centro di detenzione di Qaser Ben Gashir, è stato trasformato in una caserma di arruolamento. “Ci viene riferito – ha affermato l’inviato dell’agenzia Onu per i rifugiati, Vincent Cochetel – che ad alcuni migranti sono state fornite divise militari e gli è stati promesso la libertà in cambio dell’arruolamento”. Nel solo centro di Qaser Ben Gashir, secondo una stima dell’Unhcr, sono detenuti, per o più arbitrariamente, perlomeno 6 mila profughi tra uomini e donne, tra i quali almeno 600 bambini.

    Sempre secondo l’Unhcr, tale pratica di arruolamento pressoché forzato – è facile intuire che non si può dire facilmente no al proprio carceriere! – sarebbe stata messa in pratica perlomeno in altri tre centri di detenzione del Paese. L’avanzata delle truppe del generale Haftar ha fatto perdere la testa alle milizie fedeli al Governo di accordo nazionale guidato da Fayez al Serraj, che hanno deciso di giocarsi la carta della disperazione, mandando i migranti – che non possono certo definirsi militari sufficientemente addestrati – incontro ad una morte certa in battaglia. Carne da cannone, appunto.

    I messaggi WhatsUp che arrivano dai centri di detenzione sono terrificanti e testimoniano una situazione di panico totale che ha investito tanto i carcerieri quanto gli stessi profughi. “Ci danno armi di cui non conosciamo neppure come si chiamano e come si usano – si legge su un messaggio riportato dall’Irish Time – e ci ordinano di andare a combattere”. “Ci volevano caricare in una camionetta piena di armi. Gli abbiamo detto di no, che preferivamo essere riportato in cella ma non loro non hanno voluto”.

    La situazione sta precipitando verso una strage annunciata. Nella maggioranza dei centri l’elettricità è già stata tolta da giorni. Acque e cibo non ne arrivano più. Cure mediche non ne avevano neppure prima. I richiedenti asilo sono alla disperazione. Al Jazeera porta la notizia che ad Qaser Ben Gashir, qualche giorno fa, un bambino è morto per semplice denutrizione. Quello che succede nei campi più lontani dalla capitale, lo possiamo solo immaginare. E con l’avanzare del conflitto, si riduce anche la possibilità di intervento e di denuncia dell’Unhcr o delle associazioni umanitarie che ancora resistono nel Paese come Medici Senza Frontiere.

    Proprio Craig Kenzie, il coordinatore per la Libia di Medici Senza Frontiere, lancia un appello perché i detenuti vengano immediatamente evacuati dalle zone di guerra e che le persone che fuggono e che vengono intercettate in mare non vengano riportate in quell’Inferno. Ma per il nostro Governo, quelle sponde continuano ad essere considerate “sicure”.

    • ’We are in a fire’: Libya’s detained refugees trapped by conflict

      Detainees at detention centre on the outskirts of Tripoli live in fear amid intense clashes for control of the capital.

      Refugees and migrants trapped on the front line of fierce fighting in Libya’s capital, Tripoli, are pleading to be rescued from the war-torn country while being “surrounded by heavy weapons and militants”.

      Hit by food and water shortages, detainees at the #Qasr_bin_Ghashir detention centre on the southern outskirts of Tripoli, told Al Jazeera they were “abandoned” on Saturday by fleeing guards, who allegedly told the estimated 728 people being held at the facility to fend for themselves.

      The refugees and migrants used hidden phones to communicate and requested that their names not be published.

      “[There are] no words to describe the fear of the women and children,” an Eritrean male detainee said on Saturday.

      “We are afraid of [the] noise... fired from the air and the weapons. I feel that we are abandoned to our fate.”
      Fighting rages on Tripoli outskirts

      Tripoli’s southern outskirts have been engulfed by fighting since renegade General Khalifa Haftar’s eastern forces launched an assault on the capital earlier this month in a bid to wrestle control of the city from Libya’s internationally recognised Government of National Accord (GNA).

      The showdown threatens to further destabilise war-wracked Libya, which splintered into a patchwork of rival power bases following the overthrow of former leader Muammar Gaddafi in 2011.

      At least 121 people have been killed and 561 wounded since Haftar’s self-styled Libyan National Army (LNA) started its offensive on April 4, according to the World Health Organization (WHO).

      Both sides have repeatedly carried out air raids and accuse each other of targeting civilians.

      The United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA), for its part, estimates more than 15,000 people have been displaced so far, with a “significant number” of others stuck in live conflict zones.

      Amid the fighting, refugees and migrants locked up in detention centres throughout the capital, many of whom fled war and persecution in countries including Eritrea, Somalia and Sudan, are warning that their lives are at risk.

      “We find ourselves in a fire,” a 15-year-old detainee at Qasr bin Ghashir told Al Jazeera.
      Electricity outage, water shortages

      Others held at the centre described the abject conditions they were subject to, including a week-long stint without electricity and working water pumps.

      One detainee in her 30s, who alleged the centre’s manager assaulted her, also said they had gone more than a week until Saturday with “no food, [and] no water”, adding the situation “was not good” and saying women are particularly vulnerable now.

      This is the third time since August that detainees in Qasr bin Ghashir have been in the middle of clashes, she said.

      Elsewhere in the capital, refugees and migrants held at the #Abu_Salim detention centre also said they could “hear the noise of weapons” and needed protection.

      “At this time, we want quick evacuation,” said one detainee at Abu Salim, which sits about 20km north of Qasr bin Ghashir.

      “We’ve stayed years with much torture and suffering, we don’t have any resistance for anything. We are (under) deep pressure and stressed … People are very angry and afraid.”
      ’Take us from Libya, please’

      Tripoli’s detention centres are formally under the control of the GNA’s Department for Combatting Illegal Migration (DCIM), though many are actually run by militias.

      The majority of the approximately 6,000 people held in the facilities were intercepted on the Mediterranean Sea and brought back to the North African country after trying to reach Europe as part of a two-year agreement under which which the European Union supports the Libyan coastguard with funds, ships and training, in return for carrying out interceptions and rescues.

      In a statement to Al Jazeera, an EU spokesperson said the bloc’s authorities were “closely monitoring the situation in Libya” from a “political, security and humanitarian point of view” though they could not comment on Qasr bin Ghashir specifically.

      DCIM, for its part, did not respond to a request for comment.

      The UN, however, continues to reiterate that Libya is not a safe country for refugees and migrants to return.

      Amid the ongoing conflict, the organisation’s human rights chief, Michelle Bachelet, warned last week of the need to “ensure protection of extremely vulnerable civilians”, including refugees and migrants who may be living “under significant peril”.

      Bachelet also called for authorities to ensure that prisons and detention centres are not abandoned, and for all parties to guarantee that the treatment of detainees is in line with international law.

      In an apparent move to safeguard the refugees and migrants being held near the capital, Libyan authorities attempted last week to move detainees at Qasr bin Ghashir to another detention centre in #Zintan, nearly 170km southwest of Tripoli.

      But those being held in Qasr bin Ghashir refused to leave, arguing the solution is not a move elsewhere in Libya but rather a rescue from the country altogether.

      “All Libya [is a] war zone,” an Eritrean detainee told Al Jazeera.

      “Take us from Libya, please. Where is humanity and where is human rights,” the detainee asked.

    • The humanitarian fallout from Libya’s newest war

      The Libyan capital of Tripoli is shuddering under an offensive by forces loyal to strongman Khalifa Haftar, with the city’s already precarious basic services in danger of breaking down completely and aid agencies struggling to cope with a growing emergency.

      In the worst and most sustained fighting the country has seen since the 2011 uprising that ousted Muammar Gaddafi, the Haftar-led Libyan National Army, or LNA, surged into the city – controlled by the UN-backed Government of National Accord, or GNA – on 4 April.

      Fighting continues across a string of southern suburbs, with airstrikes and rocket and artillery fire from both sides hammering front lines and civilians alike.

      “It is terrible; they use big guns at night, the children can’t sleep,” said one resident of the capital, who declined to give her name for publication. “The shots land everywhere.”

      The violence has displaced thousands of people and trapped hundreds of migrants and refugees in detention centres. Some analysts also think it has wrecked years of diplomacy, including attempts by the UN to try to build political consensus in Libya, where various militias support the two major rivals for power: the Tripoli-based GNA and the Haftar-backed House of Representatives, based in the eastern city of Tobruk.

      “Detained migrants and refugees, including women and children, are particularly vulnerable.”

      “Pandora’s box has been opened,” said Jalel Harchaoui, a research fellow at Clingendael Institute think tank in The Hague. “The military operation [to capture Tripoli] has inflicted irreversible damage upon a modus vivendi and a large set of political dialogues that has required four years of diplomatic work.”
      Civilians in the line of fire

      Media reports and eyewitnesses in the city said residents face agonising decisions about when to go out, and risk the indiscriminate fire, in search of food and other essentials from the few shops that are open.

      One resident said those in Tripoli face the dilemma of whether to stay in their homes or leave, with no clear idea of what part of the city will be targeted next.

      The fighting is reportedly most intense in the southern suburbs, which until two weeks ago included some of the most tranquil and luxurious homes in the city. Now these districts are a rubble-strewn battleground, made worse by the ever-changing positions of LNA forces and militias that support the GNA.

      This battle comes to a city already struggling with chaos and militia violence, with residents having known little peace since the NATO-backed revolt eight years ago.

      “Since 2011, Libyans have faced one issue after another: shortages of cooking gas, electricity, water, lack of medicines, infrastructure in ruin and neglect,” said one woman who lives in an eastern suburb of Tripoli. “Little is seen at community level, where money disappears into pockets [of officials]. Hospitals are unsanitary and barely function. Education is a shambles of poor schools and stressed teachers.”
      Aid agencies scrambling

      Only a handful of aid agencies have a presence in Tripoli, where local services are now badly stretched.

      The World Health Organisation reported on 14 April that the death toll was 147 and 614 people had been wounded, cautioning that the latter figure may be higher as some overworked hospitals have stopped counting the numbers treated.

      “We are still working on keeping the medical supplies going,” a WHO spokesperson said. “We are sending out additional surgical staff to support hospitals coping with large caseloads of wounded, for example anaesthetists.”

      The UN’s emergency coordination body, OCHA, said that 16,000 people had been forced to flee by the fighting, 2,000 on 13 April alone when fighting intensified across the front line with a series of eight airstrikes. OCHA says the past few years of conflict have left at least 823,000 people, including 248,000 children, “in dire need of humanitarian assistance”.

      UNICEF appealed for $4.7 million to provide emergency assistance to the half a million children and their families it estimates live in and around Tripoli.
      Migrants and refugees

      Some of the worst off are more than 1,500 migrants trapped in a string of detention centres in the capital and nearby. The UN’s refugee agency, UNHCR, said over the weekend it was trying to organise the evacuation of refugees from a migrant camp close to the front lines. “We are in contact with refugees in Qaser Ben Gashir and so far they remain safe from information received,” the agency said in a tweet.

      At least one media report said migrants and refugees at the centre felt they had been abandoned and feared for their lives.

      UNHCR estimates there are some 670,000 migrants and refugees in Libya, including more than 6,000 in detention centres.

      In its appeal, UNICEF said it was alarmed by reports that some migrant detention centres have been all but abandoned, with the migrants unable to get food and water. “The breakdown in the food supply line has resulted in a deterioration of the food security in detention centres,” the agency said. “Detained migrants and refugees, including women and children, are particularly vulnerable, especially those in detention centres located in the vicinity of the fighting.”

      Many migrants continue to hope to find a boat to Europe, but that task has been made harder by the EU’s March decision to scale down the rescue part of Operation Sophia, its Mediterranean anti-smuggling mission.

      “The breakdown in the food supply line has resulted in a deterioration of the food security in detention centres.”

      Search-and-rescue missions run by nongovernmental organisations have had to slow down and sometimes shutter their operations as European governments refuse them permission to dock. On Monday, Malta said it would not allow the crew of a ship that had been carrying 64 people rescued off the coast of Libya to disembark on its shores. The ship was stranded for two weeks as European governments argued over what to do with the migrants, who will now be split between four countries.

      Eugenio Cusumano, an international security expert specialising in migration research at Lieden University in the Netherlands, said a new surge of migrants and refugees may now be heading across the sea in a desperate attempt to escape the fighting. He said they will find few rescue craft, adding: “If the situation in Libya deteriorates there will be a need for offshore patrol assets.”
      Failed diplomacy

      Haftar’s LNA says its objective is to liberate the city from militia control, while the GNA has accused its rival of war crimes and called for prosecutions.

      International diplomatic efforts to end the fighting appear to have floundered. Haftar launched his offensive on the day that UN Secretary-General António Guterres was visiting Tripoli – a visit designed to bolster long-delayed, UN-chaired talks with the various parties in the country, which were due to be held this week.

      The UN had hoped the discussions, known as the National Conference, might pave the way for elections later this year, but they ended up being cancelled due to the upsurge in fighting.

      Guterres tried to de-escalate the situation by holding emergency talks with the GNA in Tripoli and flying east to see Haftar in Benghazi. But as foreign powers reportedly line up behind different sides, his calls for a ceasefire – along with condemnation from the UN Security Council and the EU – have so far been rebuffed.

    • Detained refugees in Libya moved to safety in second UNHCR relocation

      UNHCR, the UN Refugee Agency, today relocated another 150 refugees who were detained in the #Abu_Selim detention centre in south Tripoli to UNHCR’s #Gathering_and_Departure_Facility (#GDF) in the centre of Libya’s capital, safe from hostilities.

      The Abu Selim detention centre is one of several in Libya that has been impacted by hostilities since clashes erupted in the capital almost a fortnight ago.

      Refugees at the centre told UNHCR that they were petrified and traumatised by the fighting, fearing for their lives.

      UNHCR staff who were present and organizing the relocation today reported that clashes were around 10 kilometres away from the centre and were clearly audible.

      While UNHCR intended to relocate more refugees, due to a rapid escalation of fighting in the area this was not possible. UNHCR hopes to resume this life-saving effort as soon as conditions on the ground allow.

      “It is a race against time to move people out of harm’s way. Conflict and deteriorating security conditions hamper how much we can do,” said UNHCR’s Assistant Chief of Mission in Libya, Lucie Gagne.

      “We urgently need solutions for people trapped in Libya, including humanitarian evacuations to transfer those most vulnerable out of the country.”

      Refugees who were relocated today were among those most vulnerable and in need and included women and children. The relocation was conducted with the support of UNHCR’s partner, International Medical Corps and the Libyan Ministry of Interior.

      This relocation is the second UNHCR-organized transfer since the recent escalation of the conflict in Libya.

      Last week UNHCR relocated more than 150 refugees from the Ain Zara detention centre also in south Tripoli to the GDF, bringing the total number of refugees currently hosted at the GDF to more than 400.

      After today’s relocation, there remain more than 2,700 refugees and migrants detained and trapped in areas where clashes are ongoing. In addition to those remaining at Abu Selim, other detention centres impacted and in proximity to hostilities include the Qasr Bin Ghasheer, Al Sabaa and Tajoura centres.

      Current conditions in the country continue to underscore the fact that Libya is a dangerous place for refugees and migrants, and that those rescued and intercepted at sea should not be returned there. UNHCR has repeatedly called for an end to detention for refugees and migrants.

    • Libye : l’ONU a évacué 150 réfugiés supplémentaires d’un camp de détention

      L’ONU a annoncé mardi avoir évacué 150 réfugiés supplémentaires d’une centre de détention à Tripoli touché par des combats, ajoutant ne pas avoir été en mesure d’en déplacer d’autres en raison de l’intensification des affrontements.

      La Haut-commissariat aux réfugiés (HCR) a précisé avoir évacué ces réfugiés, parmi lesquels des femmes et des enfants, du centre de détention Abou Sélim, dans le sud de la capitale libyenne, vers son Centre de rassemblement et de départ dans le centre-ville.

      Cette opération a été effectuée au milieu de violents combats entre les forces du maréchal Khalifa Haftar et celles du Gouvernement d’union nationale (GNA) libyen.

      « C’est une course contre la montre pour mettre les gens à l’abri », a déclaré la cheffe adjointe de la mission du HCR en Libye, Lucie Gagne, dans un communiqué. « Le conflit et la détérioration des conditions de sécurité entravent nos capacités », a-t-elle regretté.

      Au moins 174 personnes ont été tuées et 758 autres blessés dans la bataille pour le contrôle de Tripoli, a annoncé mardi l’Organisation mondiale de la Santé (OMS).

      Abu Sélim est l’un des centres de détention qui ont été touchés par les combats. Le HCR, qui avait déjà évacué la semaine dernière plus de 150 migrants de centre de détention d’Ain Zara, a indiqué qu’il voulait en évacuer d’autres mardi mais qu’il ne n’avait pu le faire en raison d’une aggravation rapide des combats dans cette zone.

      Les réfugiés évacués mardi étaient « traumatisés » par les combats, a rapporté le HCR, ajoutant que des combats avaient lieu à seulement une dizaine de km.

      « Il nous faut d’urgence des solutions pour les gens piégés en Libye, y compris des évacuations humanitaires pour transférer les plus vulnérables hors du pays », a déclaré Mme Gagne.

      Selon le HCR, plus de 400 personnes se trouvent désormais dans son centre de rassemblement et de départ, mais plus de 2.700 réfugiés sont encore détenus et bloqués dans des zones de combats.

      La Libye « est un endroit dangereux pour les réfugiés et les migrants », a souligné le HCR. « Ceux qui sont secourus et interceptés en mer ne devraient pas être renvoyés là-bas ».

    • Footage shows refugees hiding as Libyan militia attack detention centre

      At least two people reportedly killed in shooting at Qasr bin Ghashir facility near Tripoli.

      Young refugees held in a detention centre in Libya have described being shot at indiscriminately by militias advancing on Tripoli, in an attack that reportedly left at least two people dead and up to 20 injured.

      Phone footage smuggled out of the camp and passed to the Guardian highlights the deepening humanitarian crisis in the centres set up to prevent refugees and migrants from making the sea crossing from the north African coast to Europe.

      The footage shows people cowering in terror in the corners of a hangar while gunshots can be heard and others who appear to have been wounded lying on makeshift stretchers.

      The shooting on Tuesday at the Qasr bin Ghashir detention centre, 12 miles (20km) south of Tripoli, is thought to be the first time a militia has raided such a building and opened fire.

      Witnesses said men, women and children were praying together when soldiers they believe to be part of the forces of the military strongman Khalifa Haftar, which are advancing on the Libyan capital to try to bring down the UN-backed government, stormed into the detention centre and demanded people hand over their phones.

      When the occupants refused, the soldiers began shooting, according to the accounts. Phones are the only link to the outside world for many in the detention centres.

      Amnesty International has called for a war crimes investigation into the incident. “This incident demonstrates the urgent need for all refugees and migrants to be immediately released from these horrific detention centres,” said the organisation’s spokeswoman, Magdalena Mughrabi.

      Médecins Sans Frontières (MSF) said a review of the video evidence by its medical doctors had concluded the injuries were consistent with gunshot wounds. “These observations are further supported by numerous accounts from refugees and migrants who witnessed the event and reported being brutally and indiscriminately attacked with the use of firearms,” a statement said.

      The UN refugee agency, UNHCR, said it evacuated 325 people from the detention centre after the incident. A statement suggested guns were fired into air and 12 people “endured physical attacks” that required hospital treatment, but none sustained bullet wounds.

      “The dangers for refugees and migrants in Tripoli have never been greater than they are at present,” said Matthew Brook, the refugee agency’s deputy mission chief in Libya. “It is vital that refugees in danger can be released and evacuated to safety.”

      The Guardian has previously revealed there is a network of 26 Libyan detention centres where an estimated 6,000 refugees are held. Children have described being starved, beaten and abused by Libyan police and camp guards. The UK contributes funding to humanitarian assistance provided in the centres by NGOs and the International Organization for Migration.

      Qasr bin Ghashir is on the frontline of the escalating battle in Libya between rival military forces. Child refugees in the camp started sending SOS messages earlier this month, saying: “The war is started. We are in a bad situation.”

      In WhatsApp messages sent to the Guardian on Tuesday, some of the child refugees said: “Until now, no anyone came here to help us. Not any organisations. Please, please, please, a lot of blood going out from people. Please, we are in dangerous conditions, please world, please, we are in danger.”

      Many of the children and young people in the detention centres have fled persecution in Eritrea and cannot return. Many have also tried to cross the Mediterranean to reach Italy, but have been pushed back by the Libyan coastguard, which receives EU funding.

      Giulia Tranchina, an immigration solicitor in London, has been raising the alarm for months about the plight of refugees in the centres. “I have been in touch with seven refugees in Qasr Bin Gashir since last September,. Many are sick and starving,” she said.

      “All of them tried to escape across the Mediterranean to Italy, but were pushed back to the detention centre by the Libyan coastguard. Some were previously imprisoned by traffickers in Libya for one to two years. Many have been recognised by UNHCR as genuine refugees.”

      Tranchina took a statement from a man who escaped from the centre after the militia started shooting. “We were praying in the hangar. The women joined us for prayer. The guards came in and told us to hand over our phones,” he said.

      “When we refused, they started shooting. I saw gunshot wounds to the head and neck, I think that without immediate medical treatment, those people would die.

      “I’m now in a corrugated iron shack in Tripoli with a few others who escaped, including three women with young children. Many were left behind and we have heard that they have been locked in.”

      A UK government spokesperson said: “We are deeply concerned by reports of violence at the Qasr Ben Ghashir detention centre, and call on all parties to allow civilians, including refugees and migrants, to be evacuated to safety.”

      • Amnesty International, Médecins Sans Frontières and other NGOs are suing the French government to stop the donation of six boats to Libya’s navy, saying they will be used to send migrants back to detention centres. EU support to the Libyan coastguard, which is part of the navy, has enabled it to intercept migrants and asylum seekers bound for Europe. The legal action seeks a suspension on the boat donation, saying it violates an EU embargo on the supply of military equipment to Libya.

      Footage (https://www.theguardian.com/world/2019/apr/25/libya-detention-centre-attack-footage-refugees-hiding-shooting) revealed to the Guardian shows the panic of migrants and refugees trapped in the detention facility Qasr bin Ghashir close to Tripoli under indiscriminate fire from advancing militia. According to the UN Refugee Agency UNHCR more than 3,300 people trapped in detention centres close to the escalating fighting are at risk and the agency is working to evacuate migrants from the “immediate danger”.

      Fighting is intensifying between Libyan National Army (LNA) loyal to Khalifa Haftar and the UN-recognised Government of National Accord (GNA) around the capital Tripoli. There have been reports on deaths and forced enlistment among migrants and refugees trapped in detention centres, which are overseen by the Libyan Department for Combating Illegal Migration but often run by militias.

      Amid the intense fighting the EU-backed Libyan coastguard continues to intercept and return people trying to cross the Mediteranean. According to the International Organisation for Migration (IOM) 113 people were returned to the Western part of the country this week. In a Tweet the UN Agency states: “we reiterate that Libya is not a safe port and that arbitrary detention must end.”

      Former UNHCR official, Jeff Crisp, calls it: “…extraordinary that the UN has not made a direct appeal to the EU to suspend the support it is giving to the Libyan coastguard”, and further states that: “Europe has the option of doing nothing and that is what it will most likely do.”

      UNHCR has evacuated 500 people to the Agencies Gathering and Departure Facility in Tripoli and an additional 163 to the Emergency Transit Mechanism in Niger. However, with both mechanisms “approaching full capacity” the Agency urges direct evacuations out of Libya. On April 29, 146 refugees were evacuated from Libya to Italy in a joint operation between UNHCR and Italian and Libyan authorities.

    • Le HCR et l’OIM condamnent l’attaque contre Tajoura et demandent une enquête immédiate sur les responsables

      Le nombre effroyable de blessés et de victimes, suite à l’attaque aérienne de mardi soir à l’est de Tripoli contre le centre de détention de Tajoura, fait écho aux vives préoccupations exprimées par le HCR, l’Agence des Nations Unies pour les réfugiés, et l’Organisation internationale pour les migrations (OIM), concernant la sécurité des personnes dans les centres de détention. Ce tout dernier épisode de violence rend également compte du danger évoqué par l’OIM et le HCR concernant les retours de migrants et de réfugiés en Libye après leur interception ou leur sauvetage en mer Méditerranée.

      Nos deux organisations condamnent fermement cette attaque ainsi que toute attaque contre la vie des civils. Nous demandons également que la détention des migrants et des réfugiés cesse immédiatement. Nous appelons à ce que leur protection soit garantie en Libye.

      Cette attaque mérite davantage qu’une simple condamnation. Selon le HCR et l’OIM, une enquête complète et indépendante est nécessaire pour déterminer comment cela s’est produit et qui en est responsable, ainsi que pour traduire les responsables en justice. La localisation de ces centres de détention à Tripoli est bien connue des combattants, qui savent également que les personnes détenues à Tajoura sont des civils.

      Au moins 600 réfugiés et migrants, dont des femmes et des enfants, se trouvaient au centre de détention de Tajoura. La frappe aérienne a causé des dizaines de morts et de blessés. Nous nous attendons de ce fait que le nombre final de victimes soit beaucoup plus élevé.

      Si l’on inclut les victimes de Tajoura, environ 3300 migrants et réfugiés sont toujours détenus arbitrairement à Tripoli et en périphérie de la ville dans des conditions abjectes et inhumaines. De plus, les migrants et les réfugiés sont confrontés à des risques croissants à mesure que les affrontements s’intensifient à proximité. Ces centres doivent être fermés.

      Nous faisons tout notre possible pour leur venir en aide. L’OIM et le HCR ont déployé des équipes médicales. Par ailleurs, une équipe interinstitutions plus large des Nations Unies attend l’autorisation de se rendre sur place. Nous rappelons à toutes les parties à ce conflit que les civils ne doivent pas être pris pour cible et qu’ils doivent être protégés en vertu à la fois du droit international relatif aux réfugiés et du droit international relatif aux droits de l’homme.

      Le conflit en cours dans la capitale libyenne a déjà forcé près de 100 000 Libyens à fuir leur foyer. Le HCR et ses partenaires, dont l’OIM, ont transféré plus de 1500 réfugiés depuis des centres de détention proches des zones de combat vers des zones plus sûres. Par ailleurs, des opérations de l’OIM pour le retour volontaire à titre humanitaire ont facilité le départ de plus de 5000 personnes vulnérables vers 30 pays d’origine en Afrique et en Asie.

      L’OIM et le HCR exhortent l’ensemble du système des Nations Unies à condamner cette attaque et à faire cesser le recours à la détention en Libye. De plus, nous appelons instamment la communauté internationale à mettre en place des couloirs humanitaires pour les migrants et les réfugiés qui doivent être évacués depuis la Libye. Dans l’intérêt de tous en Libye, nous espérons que les États influents redoubleront d’efforts pour coopérer afin de mettre d’urgence un terme à cet effroyable conflit.

    • Affamés, torturés, disparus : l’impitoyable piège refermé sur les migrants bloqués en Libye

      Malnutrition, enlèvements, travail forcé, torture : des ONG présentes en Libye dénoncent les conditions de détention des migrants piégés dans ce pays, conséquence selon elles de la politique migratoire des pays européens conclue avec les Libyens.

      Le point, minuscule dans l’immensité de la mer, est ballotté avec violence : mi-mai, un migrant qui tentait de quitter la Libye dans une embarcation de fortune a préféré risquer sa vie en plongeant en haute mer en voyant arriver les garde-côtes libyens, pour nager vers un navire commercial, selon une vidéo mise en ligne par l’ONG allemande Sea-Watch et tournée par son avion de recherche. L’image illustre le désespoir criant de migrants, en grande majorité originaires d’Afrique et de pays troublés comme le Soudan, l’Érythrée, la Somalie, prêts à tout pour ne pas être à nouveau enfermés arbitrairement dans un centre de détention dans ce pays livré au conflit et aux milices.

      Des vidéos insoutenables filmées notamment dans des prisons clandestines aux mains de trafiquants d’êtres humains, compilées par une journaliste irlandaise et diffusées en février par Channel 4, donnent une idée des sévices de certains tortionnaires perpétrés pour rançonner les familles des migrants. Allongé nu par terre, une arme pointée sur lui, un migrant râle de douleur alors qu’un homme lui brûle les pieds avec un chalumeau. Un autre, le tee-shirt ensanglanté, est suspendu au plafond, un pistolet braqué sur la tête. Un troisième, attaché avec des cordes, une brique de béton lui écrasant dos et bras, est fouetté sur la plante des pieds, selon ces vidéos.

      Le mauvais traitement des migrants a atteint un paroxysme dans la nuit de mardi à mercredi quand plus de 40 ont été tués et 70 blessés dans un raid aérien contre un centre pour migrants de Tajoura (près de Tripoli), attribué aux forces de Khalifa Haftar engagées dans une offensive sur la capitale libyenne. Un drame « prévisible » depuis des semaines, déplorent des acteurs humanitaires. Depuis janvier, plus de 2.300 personnes ont été ramenées et placées dans des centres de détention, selon l’ONU.

      « Plus d’un millier de personnes ont été ramenées par les gardes-côtes libyens soutenus par l’Union européenne depuis le début du conflit en avril 2019. A terre, ces personnes sont ensuite transférées dans des centres de détention comme celui de Tajoura… », a ce réagi mercredi auprès de l’AFP Julien Raickman, chef de mission de l’ONG Médecins sans frontières (MSF) en Libye. Selon les derniers chiffres de l’Organisation internationale pour les migrations (OIM), au moins 5.200 personnes sont actuellement dans des centres de détention en Libye. Aucun chiffre n’est disponible pour celles détenues dans des centres illégaux aux mains de trafiquants.

      L’UE apporte un soutien aux gardes-côtes libyens pour qu’ils freinent les arrivées sur les côtes italiennes. En 2017, elle a validé un accord conclu entre l’Italie et Tripoli pour former et équiper les garde-côtes libyens. Depuis le nombre d’arrivées en Europe via la mer Méditerranée a chuté de manière spectaculaire.
      « Les morts s’empilent »

      Fin mai, dans une prise de parole publique inédite, dix ONG internationales intervenant en Libye dans des conditions compliquées – dont Danish Refugee Council, International Rescue Committee, Mercy Corps, Première Urgence Internationale (PUI) – ont brisé le silence. Elles ont exhorté l’UE et ses Etats membres à « revoir en urgence » leurs politiques migratoires qui nourrissent selon elles un « système de criminalisation », soulignant que les migrants, « y compris les femmes et les enfants, sont sujets à des détentions arbitraires et illimitées » en Libye dans des conditions « abominables ».

      « Arrêtez de renvoyer les migrants en Libye  ! La situation est instable, elle n’est pas sous contrôle ; ils n’y sont en aucun cas protégés ni par un cadre législatif ni pour les raisons sécuritaires que l’on connaît », a réagi ce mercredi à l’AFP Benjamin Gaudin, chef de mission de l’ONG PUI en Libye. Cette ONG intervient dans six centres de détention dans lesquels elle est une des seules organisations à prodiguer des soins de santé.

      La « catastrophe ne se situe pas seulement en Méditerranée mais également sur le sol libyen ; quand ces migrants parviennent jusqu’aux côtes libyennes, ils ont déjà vécu l’enfer », a-t-il témoigné récemment auprès de l’AFP, dans une rare interview à un média. Dans certains de ces centres officiels, « les conditions sont terribles », estime M. Gaudin. « Les migrants vivent parfois entassés les uns sur les autres, dans des conditions sanitaires terribles avec de gros problèmes d’accès à l’eau – parfois il n’y a pas d’eau potable du tout. Ils ne reçoivent pas de nourriture en quantité suffisante ; dans certains centres, il n’y a absolument rien pour les protéger du froid ou de la chaleur. Certains n’ont pas de cours extérieures, les migrants n’y voient jamais la lumière du jour », décrit-il.
      Human Rights Watch, qui a eu accès à plusieurs centres de détention en 2018 et à une centaine de migrants, va plus loin dans un rapport de 2019 – qui accumule les témoignages de « traitements cruels et dégradants » : l’organisation accuse la « coopération de l’UE avec la Libye sur les migrations de contribuer à un cycle d’abus extrêmes ».

      « Les morts s’empilent dans les centres de détention libyens – emportés par une épidémie de tuberculose à Zintan, victimes d’un bombardement à Tajoura. La présence d’une poignée d’acteurs humanitaires sur place ne saurait assurer des conditions acceptables dans ces centres », a déploré M. Raickman de MSF. « Les personnes qui y sont détenues, majoritairement des réfugiés, continuent de mourir de maladies, de faim, sont victimes de violences en tout genre, de viols, soumises à l’arbitraire des milices. Elles se retrouvent prises au piège des combats en cours », a-t-il dénoncé.

      Signe d’une situation considérée comme de plus en plus critique, la Commissaire aux droits de l’Homme du Conseil de l’Europe a exhorté le 18 juin les pays européens à suspendre leur coopération avec les gardes-côtes libyens, estimant que les personnes récupérées « sont systématiquement placées en détention et en conséquence soumises à la torture, à des violences sexuelles, à des extorsions ». L’ONU elle même a dénoncé le 7 juin des conditions « épouvantables » dans ces centres. « Environ 22 personnes sont décédées des suites de la tuberculose et d’autres maladies dans le centre de détention de Zintan depuis septembre », a dénoncé Rupert Colville, un porte-parole du Haut-Commissariat de l’ONU aux droits de l’Homme.

      MSF, qui a démarré récemment des activités médicales dans les centres de Zintan et Gharyan, a décrit une « catastrophe sanitaire », soulignant que les personnes enfermées dans ces deux centres « viennent principalement d’Érythrée et de Somalie et ont survécu à des expériences terrifiantes » durant leur exil. Or, selon les ONG et le HCR, la très grande majorité des milliers de personnes détenues dans les centres sont des réfugiés, qui pourraient avoir droit à ce statut et à un accueil dans un pays développé, mais ne peuvent le faire auprès de l’Etat libyen. Ils le font auprès du HCR en Libye, dans des conditions très difficiles.
      « Enfermés depuis un an »

      « Les évacuations hors de Libye vers des pays tiers ou pays de transit sont aujourd’hui extrêmement limitées, notamment parce qu’il manque des places d’accueil dans des pays sûrs qui pourraient accorder l’asile », relève M. Raickman. « Il y a un fort sentiment de désespoir face à cette impasse ; dans des centres où nous intervenons dans la région de Misrata et Khoms, des gens sont enfermés depuis un an. » Interrogée par l’AFP, la Commission européenne défend son bilan et son « engagement » financier sur cette question, soulignant avoir « mobilisé » depuis 2014 pas moins de 338 millions d’euros dans des programmes liés à la migration en Libye.

      « Nous sommes extrêmement préoccupés par la détérioration de la situation sur le terrain », a récemment déclaré à l’AFP une porte-parole de la Commission européenne, Natasha Bertaud. « Des critiques ont été formulées sur notre engagement avec la Libye, nous en sommes conscients et nous échangeons régulièrement avec les ONG sur ce sujet », a-t-elle ajouté. « Mais si nous ne nous étions pas engagés avec l’OIM, le HCR et l’Union africaine, nous n’aurions jamais eu cet impact : ces 16 derniers mois, nous avons pu sortir 38.000 personnes hors de ces terribles centres de détention et hors de Libye, et les raccompagner chez eux avec des programmes de retour volontaire, tout cela financé par l’Union européenne », a-t-elle affirmé. « Parmi les personnes qui ont besoin de protection – originaires d’Érythrée ou du Soudan par exemple – nous avons récemment évacué environ 2.700 personnes de Libye vers le Niger (…) et organisé la réinstallation réussie dans l’UE de 1.400 personnes ayant eu besoin de protection internationale », plaide-t-elle.

      La porte-parole rappelle que la Commission a « à maintes reprises ces derniers mois exhorté ses États membres à trouver une solution sur des zones de désembarquement, ce qui mettrait fin à ce qui passe actuellement : à chaque fois qu’un bateau d’ONG secoure des gens et qu’il y a une opposition sur le sujet entre Malte et l’Italie, c’est la Commission qui doit appeler près de 28 capitales européennes pour trouver des lieux pour ces personnes puissent débarquer : ce n’est pas viable ! ».

      Pour le porte-parole de la marine libyenne, le général Ayoub Kacem, interrogé par l’AFP, ce sont « les pays européens (qui) sabotent toute solution durable à l’immigration en Méditerranée, parce qu’ils n’acceptent pas d’accueillir une partie des migrants et se sentent non concernés ». Il appelle les Européens à « plus de sérieux » et à unifier leurs positions. « Les États européens ont une scandaleuse responsabilité dans toutes ces morts et ces souffrances », dénonce M. Raickman. « Ce qu’il faut, ce sont des actes : des évacuations d’urgence des réfugiés et migrants coincés dans des conditions extrêmement dangereuses en Libye ».

    • « Mourir en mer ou sous les bombes : seule alternative pour les milliers de personnes migrantes prises au piège de l’enfer libyen ? »

      Le soir du 2 juillet, une attaque aérienne a été signalée sur le camp de détention pour migrant·e·s de #Tadjourah dans la banlieue est de la capitale libyenne. Deux jours après, le bilan s’est alourdi et fait état d’au moins 66 personnes tuées et plus de 80 blessées [1]. A une trentaine de kilomètres plus au sud de Tripoli, plusieurs migrant·e·s avaient déjà trouvé la mort fin avril dans l’attaque du camp de Qasr Bin Gashir par des groupes armés.

      Alors que les conflits font rage autour de Tripoli entre le Gouvernement d’union nationale (GNA) reconnu par l’ONU et les forces du maréchal Haftar, des milliers de personnes migrantes enfermées dans les geôles libyennes se retrouvent en première ligne : lorsqu’elles ne sont pas abandonnées à leur sort par leurs gardien·ne·s à l’approche des forces ennemies ou forcées de combattre auprès d’un camp ou de l’autre, elles sont régulièrement prises pour cibles par les combattant·e·s.

      Dans un pays où les migrant·e·s sont depuis longtemps vu·e·s comme une monnaie d’échange entre milices, et, depuis l’époque de Kadhafi, comme un levier diplomatique notamment dans le cadre de divers marchandages migratoires avec les Etats de l’Union européenne [2], les personnes migrantes constituent de fait l’un des nerfs de la guerre pour les forces en présence, bien au-delà des frontières libyennes.

      Au lendemain des bombardements du camp de Tadjourah, pendant que le GNA accusait Haftar et que les forces d’Haftar criaient au complot, les dirigeant·e·s des pays européens ont pris le parti de faire mine d’assister impuissant·e·s à ce spectacle tragique depuis l’autre bord de la Méditerranée, les un·e·s déplorant les victimes et condamnant les attaques, les autres appelant à une enquête internationale pour déterminer les coupables.

      Contre ces discours teintés d’hypocrisie, il convient de rappeler l’immense responsabilité de l’Union européenne et de ses États membres dans la situation désastreuse dans laquelle les personnes migrantes se trouvent sur le sol libyen. Lorsqu’à l’occasion de ces attaques, l’Union européenne se félicite de son rôle dans la protection des personnes migrantes en Libye et affirme la nécessité de poursuivre ses efforts [3], ne faut-il pas tout d’abord se demander si celle-ci fait autre chose qu’entériner un système de détention cruel en finançant deux organisations internationales, le HCR et l’OIM, qui accèdent pour partie à ces camps où les pires violations de droits sont commises ?

      Au-delà de son soutien implicite à ce système d’enfermement à grande échelle, l’UE n’a cessé de multiplier les stratégies pour que les personnes migrantes, tentant de fuir la Libye et ses centres de détention aux conditions inhumaines, y soient immédiatement et systématiquement renvoyées, entre le renforcement constant des capacités des garde-côtes libyens et l’organisation d’un vide humanitaire en Méditerranée par la criminalisation des ONG de secours en mer [4].

      A la date du 20 juin 2019, le HCR comptait plus de 3 000 personnes interceptées par les garde-côtes libyens depuis le début de l’année 2019, pour à peine plus de 2000 personnes arrivées en Italie [5]. Pour ces personnes interceptées et reconduites en Libye, les perspectives sont bien sombres : remises aux mains des milices, seules échapperont à la détention les heureuses élues qui sont évacuées au Niger dans l’attente d’une réinstallation hypothétique par le HCR, ou celles qui, après de fortes pressions et souvent en désespoir de cause, acceptent l’assistance au retour « volontaire » proposée par l’OIM.

      L’Union européenne a beau jeu de crier au scandale. La détention massive de migrant·e·s et la violation de leurs droits dans un pays en pleine guerre civile ne relèvent ni de la tragédie ni de la fatalité : ce sont les conséquences directes des politiques d’externalisation et de marchandages migratoires cyniques orchestrées par l’Union et ses États membres depuis de nombreuses années. Il est temps que cesse la guerre aux personnes migrantes et que la liberté de circulation soit assurée pour toutes et tous.

    • Migrants say militias in Tripoli conscripted them to clean arms

      Migrants who survived the deadly airstrike on a detention center in western Libya say they had been conscripted by a local militia to work in an adjacent weapons workshop. The detention centers are under armed groups affiliated with the Fayez al-Sarraj government in Tripoli.

      Two migrants told The Associated Press on Thursday that for months they were sent day and night to a workshop inside the Tajoura detention center, which housed hundreds of African migrants.

      A young migrant who has been held for nearly two years at Tajoura says “we clean the anti-aircraft guns. I saw a large amount of rockets and missiles too.”

      The migrants spoke on condition of anonymity for fear of reprisal.

      The release of the detainees remaining in the Tajoura detention centre, hit by a deadly attack on 2 July, is a positive step by the Libyan authorities. All refugees and migrants have to be released from detention and provided with all the necessary assistance. In this context, we have supported the creation of the Gathering and Departure Facility (GDF) in Tripoli and other safe places in order to improve the protection of those in need and to provide humane alternatives to the current detention system.

      We will continue to work with International Organisation for Migration (IOM) and UNHCR (the UN Refugee Agency) in the context of the African Union-European Union-United Nations Task Force to support and protect refugees and migrants in Libya. We call on all parties to accelerate humanitarian evacuation and resettlement from Libya to third countries. In particular, we are supporting UNHCR’s work to resettle the most vulnerable refugees with durable solutions outside Libya, with around 4,000 individuals having been evacuated so far. We are also working closely with the IOM and the African Union and its Member States to continue the Assisted Voluntary Returns, thereby adding to the more than 45,000 migrants returned to their countries of origin so far.

      The European Union is strongly committed to fighting traffickers and smugglers and to strengthening the capacity of the Libyan Coast Guard to save lives at sea. Equally, we recall the need to put in place mechanisms that guarantee the safety and dignity of those rescued by the Libyan Coast Guard, notably by ending arbitrary detention and allowing the UN agencies to carry out screening and registration and to provide direct emergency assistance and protection. Through our continuous financial support and our joined political advocacy towards the Libyan authorities, the UNHCR and IOM are now able to better monitor the situation in the disembarkation points and have regular access to most of the official detention centres.

      Libya’s current system of detaining migrants has to end and migration needs to be managed in full compliance with international standards, including when it comes to human rights. The European Union stands ready to help the Libyan authorities to develop solutions to create safe and dignified alternatives to detention in full compliance with the international humanitarian standards and in respect of human rights.

    Mikael Thalen— Dec 11 2018 - Former NSA contractor Edward Snowden has joined numerous human rights groups in condemning Google over its plan to launch a censored search engine in China.

    In an open letter published Monday, Snowden and more than 60 organizations including Amnesty International, the Electronic Frontier Foundation, and Human Rights Watch, called on the tech giant to cease its work on the secretive “Dragonfly” project.

    “Facilitating Chinese authorities’ access to personal data, as described in media reports, would be particularly reckless,” the letter states. “If such features were launched, there is a real risk that Google would directly assist the Chinese government in arresting or imprisoning people simply for expressing their views online, making the company complicit in human rights violations.”

    First revealed last August by the Intercept, the search app, made in an attempt by Google to re-enter the Chinese market, would not only surveil users but blacklist results for search queries such as “student protest” and “Nobel Prize” at the behest of Beijing.

    “New details leaked to the media strongly suggest that if Google launches such a product it would facilitate repressive state censorship, surveillance, and other violations affecting nearly a billion people in China,” the letter adds.

    Describing the project as “reckless,” the letter also warns that deploying Dragonfly would likely “set a terrible precedent for human rights and press freedoms worldwide.”

    Monday’s statement comes just weeks after more than 600 Google employees signed a similar letter demanding the company cancel Dragonfly’s development.

    Google CEO Sundar Pichai, who was confronted about Dragonfly during testimony in front of the House Judiciary Committee Monday, has repeatedly alleged that there are no plans “right now” to launch the project.

    A leaked meeting transcript from July, however, revealed Google’s search chief Ben Gomes had said the company intended to launch Dragonfly somewhere between January and April of 2019.

Previous media reports have hinted at a link between Almog-Assouline and Black Cube, but Levitt’s Feb. 21 claim before Ontario’s Superior Court of Justice is the first attempt to substantiate the connection by requesting receipts and surveillance footage.

    Black Cube has previously acknowledged doing work on the Catalyst case, which centers on allegations of stock market manipulation. In an email, Black Cube’s Canadian lawyer, John Adair, said he had no comment on Levitt’s filing. Almog-Assouline also didn’t immediately return messages Wednesday.

    Levitt made his claim after reading the AP’s account of how Almog-Assouline was caught trying to extract information from an employee of Citizen Lab, a cybersecurity research group, at the Peninsula Hotel in New York on Jan. 24. Levitt declined to comment for this article, but in his 115-page filing he said the photograph published by AP bore a powerful resemblance to a man he knew as Victor Petrov.

A senior employee in one of these organizations told Haaretz that if Israel has abused the network of international or local aid groups, it could undermine the critical activities of organizations large and small: The Hamas government that controls the Gaza Strip might take precautions that will interfere with their entry into the Strip and their work.
    “No one will listen to the protest of a small organization on the exploitation of humanitarian activity,” he said. “Large organizations need to make their voices heard.”

    Foreigners who entered the Gaza Strip last week reported more exacting questioning than usual at Hamas’ border control position and strict identity checks of passengers at checkpoints within the Strip.

    A Westerner who visits the Strip frequently told Haaretz they sense some suspicion on the part of ordinary Gazans toward foreigners — and not for the first time.
    What is interesting is that Palestinian media outlets did not publish the suspicions about the Israel special force impersonating aid workers: In other words, Hamas did not raise this claim publicly.
    According to versions heard in the Gaza Strip, the members of the unit carried forged Palestinian ID cards, presumably of Gazans, and said they had food distribution coupons. It also seems they spent a number of days in the Strip before they were exposed.
    Working for an aid organization is a logical and convenient cover story. As part of the strict limits on movement by Israel, foreigners and Palestinians who are not residents of the Strip, who work for international aid organizations (and foreign journalists) are among the few who receive entry permits into the Gaza Strip.

    Hamas senior official Moussa Abu Marzouk was quoted as hinting that the entry of the unit was made possible through a checkpoint of the Palestinian Authority, at the Erez border crossing.
    His statement fed the constant suspicions against the PA’s security services of cooperation and help for the Israeli security forces. But knowing how the official entry process into the Gaza Strip from Israel works raises doubts about the feasibility of this scenario.
    In addition to navigating the bureaucracy of Israel’s Coordinator of Government Activities in the Territories to obtain an entry permit from Israel, foreigners seeking to enter the Gaza Strip must also coordinate their travel in advance with the Hamas authorities.
    To enter officially through the Erez crossing, you must submit full identification details, including details on the purpose of the visit and the organization and identity of contact persons inside the Gaza Strip.

    On entry to the Gaza Strip, those who receive permits go through four checkpoints: On the Israel side of the crossing, at the first registration position of the PA on the other side of the crossing, at the checkpoint of the PA police, which was once the Hamas checkpoint and was handed over to the PA about a year ago when it was attempted to establish a reconciliation government, and at the new registration position of Hamas, which has restarted operations these last few months.
    Even those bearing Palestinian identity cards — which according to reports the members of the unit carried — must pass through the posts of the PA and Hamas and answer questions. At the Hamas position, suitcases are not always checked, but a person who often enters the Gaza Strip told Haaretz that the check — even if only to search for alcohol — is always a risk to be taken into account.
    It is hard to believe that the members of the Israeli military unit would have entered Gaza without weapons, on one hand, or would have risked exposure, on the other, he said. 
    One gets the impression from media reports that Hamas and the IDF are both busy competing over who was humiliated more by the exposure of the unit’s operations. What is certain is that making humanitarian aid into a tool in the service of Israeli military intelligence contributes to the feeling of vulnerability and isolation of the Strip.

    One reason for Israel’s exceptional caution in dealing with Hamas in the Gaza Strip is its growing concern over the northern front. Though it may sound like a threadbare excuse, this seems to be one of the considerations driving Prime Minister Benjamin Netanyahu to decide, time after time, to try to reach a cease-fire in Gaza.

    The problem Israel faces in the north, in a nutshell, is the real danger that its operational window of opportunity is closing. In recent years, Israel has exploited the upheaval in the Arab world to expand its offensive activity, most of which is secret.

    Via hundreds of airstrikes and special operations, the army and the intelligence agencies have worked to distance the danger of another war and reduce the enemy’s operational capabilities in the event that war does break out.

    In Syria and Lebanon, the campaign initially focused on preventing Iran from smuggling advanced weaponry to Hezbollah. But over the last year or so, a new mission has been added – preventing Iran’s military entrenchment in Syria. This peaked with a flurry of incidents between the Israel Defense Forces and Iran’s Revolutionary Guards last winter and spring.

    A problem may also be developing in Lebanon. In his address to the United Nations General Assembly in September, Netanyahu warned of efforts by Iran and Hezbollah to set up missile production facilities in the Beirut area. Given the problems its smuggling operations had encountered, the Revolutionary Guards’ Quds force apparently decided it had to shorten the distance between the manufacturer and the customer by moving its efforts to improve the accuracy of Hezbollah’s rockets to Lebanon.

    Netanyahu’s speech did its job. In the three days between that speech and the tour of Beirut the Lebanese government conducted for diplomats to rebut it, someone worked hard to get rid of the evidence. But over the long run, Iran seems unlikely to abandon this effort.

    What’s even more worrying is that Putin has recently displayed increased interest in events in Lebanon. In the worst-case scenario, the defensive umbrella — both real and symbolic — that Russia has spread over northwest Syria would be expanded to Lebanon, further complicating Israel’s calculus.

    Even now, at least according to Arab media reports, Israel hasn’t conducted an airstrike in Lebanon since February 2014, when the IAF, apparently pursuing an arms convoy that had crossed the border from Syria, bombed a target in Janta, a few hundred meters to the Lebanese side of the Lebanon-Syria border.

    Hezbollah, which was willing to pretend the spit was rain as long as its convoys were being bombed on the Syrian side, immediately responded with a series of attacks by Druze residents of the Syrian Golan Heights.

    The cell’s commander, Lebanese terrorist Samir Kuntar, and his successor, Hezbollah’s Jihad Mughniyeh, were both subsequently killed in attacks attributed to Israel. Since then, Israel has confined its attacks to Syria.

    But playing chess with Hezbollah is one thing. Trying to figure out what Putin wants, in Syria and perhaps also in Lebanon, even as Hezbollah is trying to manufacture weapons there, is a challenge of a completely different order of magnitude.

    Netanyahu was presumably hinting at this problem, among others, when he spoke about security considerations that he can’t share with the public, at the memorial for Paula Ben-Gurion earlier this week.

    A Norwegian Navy frigate returning from a NATO exercise collided with an oil tanker off Norway’s coast. Eight people received light injuries in the incident while the warship started slowly sinking.
    The early morning collision, which involved the frigate KNM Helge Ingstad and the tanker Sola TS, happened off Norway’s western coast near an island chain on which the municipality of Øygarden is located.

    Unlike the warship, the tanker, which carries around 625,000 barrels of crude, was mostly undamaged in the incident and no signs of an oil spill were reported. The ship was still ordered to return to port for inspection.

    The frigate, which reportedly received a long tear in the hull’s starboard side, started to take on water and listed dangerously. A tank of helicopter fuel was damaged and leaked some of its content, local media say. The crew of 137 was ordered to abandon ship, which was moved closer to land to prevent it from capsizing.

    The incident also triggered the shut-down of several oil industry sites in the vicinity, including a North Sea crude export terminal, Norway’s largest gas processing plant and several offshore fields.

      C’est un accident spectaculaire qui risque bien de sceller le sort de la frégate norvégienne Helge Ingstad.       Heureusement, il n’y pas de victimes à déplorer pour les deux navires. Seuls huit marins de l’Helge Ingstad ont été légèrement blessés et c’est un miracle à la vue des images diffusées par les autorités. L’abordage a eu lieu sur tribord. Le pétrolier, probablement lourdement chargé de pétrole, a vu son écubier littéralement déchirer la coque de la frégate sur la moitié de sa longueur au niveau de la ligne de flottaison. Une importante voie d’eau n’a pas pu être maîtrisée. Sur les photos de la télévision publique norvégienne NRK1, on peut observer que le tanker a été très faiblement endommagé au niveau du bordé et de l’écubier tribord. Ce dernier est très proéminent sur ce bateau et est probablement renforcé pour soutenir son ancre et sa chaîne.

      Prior to her collision with the Suezmax tanker Sola TS on Thursday, the Norwegian frigate KNM Helge Ingstad was repeatedly called over VHF, both by the approaching vessel and by the nearby Fedje VTS center, according to a new report. However, the bridge team on the frigate allegedly responded that they had the situation under control. The Ingstad and the Sola TS collided shortly thereafter. 

      Norwegian defense outlet Aldrimer first reported the radio exchange in an update Friday, citing “five sources” with independent knowledge of the accident.

      According to the report, the Sola TS spotted the Helge Ingstad visually shortly after departing the Sture petroleum terminal outside Bergen. The Ingstad was inbound, heading for the Haakonsvern Naval Base at Mathopen. The Sola’s bridge team called the Ingstad to determine her intentions. The Fedje VTS center also noted the situation and called the Ingstad repeatedly to warn that she was on a collision course. 

      Shortly after 0400 on Thursday, the two vessels collided. The impact tore a large hole in the Ingstad’s starboard side, spilling fuel, injuring eight crewmembers and rendering her unable to maneuver. Aldrimer’s sources reported that the Ingstad’s crew turned on her AIS transponder after the collision so that she could be easily located by rescuers, thereby corroborating the sudden appearance of her AIS signal on commercial tracking services shortly after the collision. 

      On Friday, Fedje Maritime Transport Center confirmed that it had played a role in a VHF exchange with the Ingstad. The Norwegian military declined requests for comment, citing an ongoing investigation.

      NORTHWOOD, United Kingdom (November 08, 2018) HNoMS Helge Ingstad was involved in a collision with the Maltese oil tanker Sola TS in Norwegian waters around 0400 this morning (8 Nov) while sailing inner Fjords for navigation training.

      Due to the damage to the frigate it was moved to a safe place and the crew was evacuated in a professional manner. There are no reports of damages or leaks from the oil tanker and no report of serious injuries, though eight crewmembers are being treated for minor injuries.

      The Norwegian Armed Forces are working with the Norwegian Coastal Authority to address the situation. The Norwegian frigate HNoMS Helge Ingstad is part of the Standing NATO Maritime Group One (SNMG1). The group was sailing in and around the Fjords, following their participation in exercise Trident Juncture 2018 which concluded on November 7th.

      The Royal Norwegian Navy was dealt a devastating blow in the early morning hours of November 10 when one of its five capital Nansen-class frigates collided with a fully loaded oil tanker more than 10 times its size while returning NATO’s Trident Juncture exercise.

      The frigate Helge Ingstad lost steering and drifted at five knots onto the rocky shore near Norwegian port of Sture, north of Bergen, saving the ship from sinking in the Fjord, according to media reports. The crew of 137 was forced to abandon ship. Ingstad is now resting on its side on three points while crews move to secure it.

      The disaster has far-reaching consequences for the Norwegian Navy, which is facing the loss of one of its premier warfighting assets,

      This is a huge blow to the Norwegian navy,” said Sebastian Bruns, who heads the Center for Maritime Strategy and Security at the University of Kiel in northern Germany. The loss of the $400 million ship, which appeared likely, leaves the Norwegian Navy with a 20 percent cut to its most advanced class of ship, Burns said.

      The situation is made all the more painful as evidence mounts that Ingstad was repeatedly warned to alter course before the collision and failed to take corrective action to avoid the collision.

      Local media reported that the Maltese-flagged tanker Sola TS identified Ingstad and tried to avoid the disaster. The reports also revealed details that show that Ingstad did not have a firm grasp of the surface picture it was sailing into.

      The disaster developed quickly, with Ingstad transiting the channel inbound at 17 knots and Sola TS traveling outbound at 7 knots.

      Sola TS raised the Ingstad multiple times and was discussing the emerging danger with shore-based Central Station, according to the Norwegian paper Verdens Gang. The responses from Ingstad appear confused, at one point saying that if they altered the course it would take them too close to the shoals, which prompted Sola TS to respond that they had to do something or a collision would be unavoidable.

      Contributing to the confusion, the Ingstad appears to have been transiting with its Automatic Identification System switched off. That seems to have delayed recognition by central control and the other ships in the area that Ingstad was inbound and heading into danger, the account in VG seems to indicate.

    • Mon interprétation, au vu des échanges – et des dégâts provoqués par la collision (la capture de la visualisation de l’écran radar n’est pas vraiment lisible) : il semblerait que le Helge Ingstad après avoir accepté d’infléchir sa trajectoire vers la droite (à tribord) ait, en fait, viré vers sa gauche, d’où l’impact à tribord, au deux tiers de sa flottaison.

      On voit la déchirure provoquée par l’écubier, il n’est pas possible de savoir si le bulbe du pétrolier a entrainé des dégâts sous la flottaison. Sans doute, non puisque le Solas TS a pu reprendre sa route sans trop de problème et à vitesse normale.

      Sous le choc (17 noeuds entrant vs 7 noeuds sortant, presque 45 km/h de vitesse relative) le Helge Ingstad a pivoté sur sa droite est s’est retrouvé, désemparé, sans propulsion, ni gouvernail, à dériver vers la côte à 5 noeuds ; la manœuvre n’a pas du tout été délibérée, mais entièrement subie.

Quant au Monde, aucun signe de l’affaire ; la dernière mention de la frégate norvégienne est de janvier 2014, où elle opérait à Chypre dans le cadre du contrôle des livraisons d’armes chimiques en Syrie…

    • Une version officieuse qui circule en défense de la marine norvégienne : le Sola TS n’était pas sur le rail du trafic sortant, il est plus à l’ouest. À quoi, il est répondu :
      • il venait d’appareiller, sa vitesse n’était que de 5 noeuds, alors que le flux sortant était à 10 noeuds,

      … qui lui a, sans doute, été accordée (ce n’est pas dit). Et c’est là, que l’absence d’information AIS prend toute son importance. L’écho radar était visible, mais pas l’identification, ni la vitesse (17 noeuds, ce qui n’est pas rien dans un détroit (un fjord, en fait,…) Le centre de contrôle ne devait certainement pas suivre manuellement (à l’ancienne !…) l’écho radar, se reposant sur les informations visualisées.

      Skipsmeglere avisen har kontaktet anslår med noen forbehold at det kan koste 30.000-35.000 dollar per dag å leie inn taubåt og lekter som trengs for jobben. Altså mellom 250.000 og 300.000 kroner.

Son trajet permet, en creux de suivre celui du KNM Helge Ingstad, sur laquelle viennent s’agglutiner les remorqueurs. Malgré la localisation AIS, du navire de guerre de l’OTAN, F313 qui apparaît brusquement (à 0’09"), après la collision, derrière le Sola pour ne plus bouger ensuite, la MàJ de la position ne se faisant plus.

      A Norwegian navy frigate that collided with an oil tanker last week was almost completely submerged on Tuesday despite efforts to salvage the sinking vessel, pictures taken by the Norwegian Coastal Administration showed.

      The ship’s plight off the Norwegian coast is, however, not disrupting the nearby Sture crude oil export terminal. “We are in normal operations,” said a spokeswoman for the plant’s operator, Equinor.

      The Norwegian military has been working since Thursday to salvage the ship by tethering it with several cables to the shore. Some of these had broken.

      The ship sunk a meter further and, as a result, two wires broke. They were replaced with two stronger ones. We worked until midnight on this. After midnight, we realized it was not safe for our staff to carry on the work further,” said Haavard Mathiesen, the head of the salvage operation for the Norwegian Defence Materiel Agency.

      Around 0600 (0500 GMT), more wires broke and the ship sank further. It is now in deep water and stable,” he told a news conference.

      The ship was stranded off Norway’s west coast early last Thursday after it collided with the tanker that had left the Sture terminal. The facility was shut for several hours as a result.

      Eight Navy staff, out of a total crew of 137, were slightly injured in the incident.

      Da KNM « Helge Ingstad » ble grunnstøtt etter kollisjonen forrige uke, ble fregatten sikret med ti stålvaiere festet til land. Sikringsjobben var ferdig lørdag morgen. Slik lå skipet fram til mandag kveld, da vaierne foran på skipet begynte å ryke. Tirsdag morgen hadde alle festepunktene foran på fartøyet røket, og « Helge Ingstad » sank nesten helt under vann.

      Den mislykkede sikringen av fregatten til en verdi av fire milliarder har fått hard kritikk i ettertid.

      Mon analyse est très voisine, mais j’aurais tendance à augmenter la responsabilité du centre de contrôle du trafic.

      • la frégate va vite, très vite, trop vite : 17 noeuds, c’est pratiquement le double de la vitesse de l’ensemble des bateaux environnants, la vitesse de rapprochement est donc de 44 km/h, soit 11 m/s
      • son AIS est éteint, alors que le navire est en vue des côtes, dans un trafic dense, ça n’a pratiquement que des inconvénients (c’est une des conclusions des analyses des accidents des destroyers de la marine états-unienne l’année dernière). D’un autre côté, on comprend que l’état-major soit réticent à ce que tout le monde (y compris les méchants) puisse connaître en une connexion à MarineTraffic ou VesselFinder la position des navires de sa flotte, du moins ceux qui sont en eaux côtières

      • le centre de contrôle du trafic échoue totalement dans sa mission et commet une très lourde faute. Quand le pétrolier lui demande qui il a en face de lui, le VTS ne le sait pas d’emblée. C’est proprement ahurissant. Il est probable que cela vient du fait que le suivi des navires se fait uniquement sur la base de l’AIS ; position, cap et vitesse sont affichés automatiquement. Il n’y a probablement pas (ou alors pas au même endroit) de suivi manuel du navire sans AIS ; celui-ci mobilise une charge mentale intense, une grande concentration et génère un stress non négligeable (souvenirs précis de service militaire en Iroise,…)
      • d’après ce que j’ai lu, le VTS doit autoriser l’appareillage des navires du port pétrolier. Si c’est exact, alors il a donné un clear pour une situation qui ne l’était pas du tout et était hautement problématique. En demandant de retarder l’appareillage d’une demi-heure, ça laissait le temps à la frégate de défiler et de dégager le terrain

      • je ne vois pas trop ce que le Sola TS aurait pu faire d’autre, il est à 5 noeuds, en phase d’accélération pour atteindre les 10 noeuds qui lui permettront de s’injecter dans le rail sortant, ce qui fait qu’il est décalé vers l’ouest par rapport à ce rail, fermant une partie du passage pour le Helge Ingstad. Ses capacités de manoeuvre sont très limitées, c’est d’ailleurs pour ça qu’il a toujours un remorqueur au cul (le Tenax).
      • sans doute, lui aussi, pouvait (aurait pu…) maintenir une veille radar et suivre les échos, y compris sans AIS, – cf. supra – mais, il est possible que son radar ait été masqué par les structures du port et, donc, que la frégate n’ait pas été perçue au départ du quai (par ailleurs, elle était encore « loin ») et, surtout, c’est normalement le boulot du VTS.

      À mon sens, à partir du moment où le pétrolier a appareillé, la situation est plus que problématique et il aurait fallu un enchaînement exceptionnel pour éviter la catastrophe (perception ultra-rapide de la situation et de sa gravité, manoeuvre sans hésitation de la frégate dès la prise de contact radio).

      On the morning of Thursday 8 November 2018, the Accident Investigation Board Norway (AIBN) was informed of a collision between the frigate ’KNM Helge Ingstad’ and the Maltese registered tanker ’Sola TS’ in Hjeltefjorden, outside the Sture terminal in Øygarden Municipality in Hordaland County, Norway. The AIBN contacted the Defence Accident Investigation Board Norway (DAIBN) and it was decided to initiate a joint investigation into the accident, led by the AIBN. The AIBN then contacted the Marine Safety Investigation Unit of Malta (MSIU), which is also a participating party in the investigation; cf. Chapter 18 Section 474 of the Norwegian Maritime Code.

      29 November 2018 the AIBN publishes a preliminary report on the accident and two interim safety recommendations. This preliminary report is published to communicate the information obtained during the initial phase of the ongoing investigation. The purpose is to provide a brief update on how the investigation is progressing as well as a preliminary description of the sequence of events and disseminate safety-critical issues identified at this stage of the investigation. This preliminary report also identifies areas that need further investigation and describes lines of investigation that will be followed up.

      • le Sola TS avait laissé ses feux de ponts allumés le rendant difficile à distinguer des lumières du terminal pétrolier dont il s’éloignait doucement et ne permettant pas le repérage rapide de ses feux de navigation et donc la lecture de sa trajectoire
      • dans la version de la passerelle du KNM Helge Ingstad où venait de s’effectuer la passation de quart, cette masse lumineuse a été prise pour un obstacle fixe non identifié et c’est cette perception qui justifie l’absence de manoeuvre d’évitement vers la droite, justement pour éviter de percuter cet obstacle fixe

    • À noter surtout dans les recommandations préliminaires la mention d’un grave défaut de conception de ces frégates (et peut-être d’autres issues des chantiers espagnols Navantia.

      En effet, les dégâts provoqués par la collision ont noyé 3 compartiments étanches mettant en péril la stabilité du bâtiment mais lui permettant de se maintenir à flot, conclusion initiale à bord, conforme aux documents décrivant la stabilité du navire, ceux-ci mentionnant que l’envahissement d’un quatrième compartiment entrainait la perte du bâtiment.

      Or, l’eau s’est rapidement infiltré dans un quatrième compartiment en passant par les passages des arbres d’hélice, puis aux autres compartiments à travers les cloisons.

      To start with, flooding occurred in three watertight compartments on board KNM Helge Ingstad: the aft generator room, the orlob deck’s crew quarters and the stores room. There was some uncertainty as to whether the steering engine room, the aftmost compartment, was also filling up with water. Based on this damage, the crew, supported by the vessel’s stability documents, assessed the vessel as having ’poor stability’ status, but that it could be kept afloat. If more compartments were flooded, the status would be assessed as ’vessel lost’ on account of further loss of stability.

      Next, the crew found that water from the aft generator room was running into the gear room via the hollow propeller shafts and that the gear room was filling up fast. From the gear room, the water then ran into and was flooding the aft and fore engine rooms via the stuffing boxes in the bulkheads. This meant that the flooding became substantially more extensive than indicated by the original damage. Based on the flooding of the gear room, it was decided to prepare for evacuation.

      The AIBN considers the vessel’s lack of watertight integrity to be a safety issue relating to Nansen-class frigates and therefore issues the following two safety alerts.

      The statement went on to say that the company has not received any official notice or fielded any consultations about the cause of the accident.

      Ce rapport remet en cause la version des autorités norvégiennes : la semaine dernière, le bureau norvégien d’enquêtes sur les accidents maritimes avait pointé du doigt le chantier naval espagnol. Selon le rapport espagnol, « il existe des preuves claires que les dommages initiaux ont touché 4 compartiments étanches, et des indices que 5 aient été réellement endommagés dans la collision, ce qui dépasse les critères de survie fixés pour ce navire. »

      Le rapport interne de la marine espagnole explique que « la longueur de la déchirure visible sur les photos est de 15% de la longueur à la ligne de flottaison (18,2 m), soit 3 tranches contigües inondées. »

      Il ajoute aussi que l’avarie pourrait avoir aussi touché d’autres compartiments. « L’analyse des images indique que, probablement, sous la ligne de flottaison, un 4è compartiment étanche ait été éventré. »

      Pour la marine espagnole, une erreur humaine est la seule cause de l’accident. Une suite d’erreurs ont été commises : navigation à vitesse excessive (environ 17 nœuds), non-utilisation de l’AIS, non-respect du règlement international de prévention des abordages en mer, et non-prise en compte des avertissements du pétrolier.

      Le rapport conclut que « aucun navire ayant des caractéristiques similaires à la frégate n’aurait été capable de contrôler la voie d’eau et d’éviter le naufrage ».

      Remarque : que la cause de l’accident soit une erreur humaine ne fait guère de doute, ce qui est en cause est la suite, l’issue finale de l’accident : le naufrage…

    Traumatized Afghan child soldiers who were forced to fight in Syria struggle to find protection in Europe’s asylum lottery.

    Mosa did not choose to come forward. Word had spread among the thousands of asylum seekers huddled inside Moria that social workers were looking for lone children among the general population. High up on the hillside, in the Afghan area of the chaotic refugee camp on the Greek island of Lesbos, some residents knew someone they suspected was still a minor. They led the aid workers to Mosa.

    The boy, whose broad and beardless face mark him out as a member of the Hazara ethnic group, had little reason to trust strangers. It was hard to persuade him just to sit with them and listen. Like many lone children, Mosa had slipped through the age assessment carried out on first arrival at Moria: He was registered as 27 years old. With the help of a translator, the social worker explained that there was still time to challenge his classification as an adult. But Mosa did not seem to be able to engage with what he was being told. It would take weeks to establish trust and reveal his real age and background.

    Most new arrivals experience shock when their hopes of a new life in Europe collide with Moria, the refugee camp most synonymous with the miserable consequences of Europe’s efforts to contain the flow of refugees and migrants across the Aegean. When it was built, the camp was meant to provide temporary shelter for fewer than 2,000 people. Since the European Union struck a deal in March 2016 with Turkey under which new arrivals are confined to Greece’s islands, Moria’s population has swollen to 9,000. It has become notorious for overcrowding, snowbound tents, freezing winter deaths, violent protests and suicides by adults and children alike.

    While all asylum systems are subjective, he said that the situation on Greece’s islands has turned the search for protection into a “lottery.”

    Stathis Poularakis is a lawyer who previously served for two years on an appeal committee dealing with asylum cases in Greece and has worked extensively on Lesbos.     Asylum claims on Lesbos can take anywhere between six months and more than two years to be resolved. In the second quarter of 2018, Greece faced nearly four times as many asylum claims per capita as Germany. The E.U. has responded by increasing the presence of the European Asylum Support Office (EASO) and broadening its remit so that EASO officials can conduct asylum interviews. But the promises that EASO will bring Dutch-style efficiency conceal the fact that the vast majority of its hires are not seconded from other member states but drawn from the same pool of Greeks as the national asylum service.

    Asylum caseworkers at Moria face an overwhelming backlog and plummeting morale. A serving EASO official describes extraordinary “pressure to go faster” and said there was “so much subjectivity in the system.” The official also said that it was human nature to reject more claims “when you see every other country is closing its borders.”

    Meanwhile, the only way to escape Moria while your claim is being processed is to be recognized as a “vulnerable” case. Vulnerables get permission to move to the mainland or to more humane accommodation elsewhere on the island. The term is elastic and can apply to lone children and women, families or severely physically or mentally ill people. In all cases the onus is on the asylum seeker ultimately to persuade the asylum service, Greek doctors or the United Nations Refugee Agency that they are especially vulnerable.

    The ensuing scramble to get out of Moria has turned the camp into a vast “vulnerability contest,” said Poularakis. It is a ruthless competition that the most heavily traumatized are often in no condition to understand, let alone win.

    Twice a Refugee

    Mosa arrived at Moria in October 2017 and spent his first night in Europe sleeping rough outside the arrivals tent. While he slept someone stole his phone. When he awoke he was more worried about the lost phone than disputing the decision of the Frontex officer who registered him as an adult. Poularakis said age assessors are on the lookout for adults claiming to be children, but “if you say you’re an adult, no one is going to object.”

    Being a child has never afforded Mosa any protection in the past: He did not understand that his entire future could be at stake. Smugglers often warn refugee children not to reveal their real age, telling them that they will be prevented from traveling further if they do not pretend to be over 18 years old.

    Like many other Hazara of his generation, Mosa was born in Iran, the child of refugees who fled Afghanistan. Sometimes called “the cursed people,” the Hazara are followers of Shia Islam and an ethnic and religious minority in Afghanistan, a country whose wars are usually won by larger ethnic groups and followers of Sunni Islam. Their ancestry, traced by some historians to Genghis Khan, also means they are highly visible and have been targets for persecution by Afghan warlords from 19th-century Pashtun kings to today’s Taliban.

    In recent decades, millions of Hazara have fled Afghanistan, many of them to Iran, where their language, Dari, is a dialect of Persian Farsi, the country’s main language.

    “We had a life where we went from work to home, which were both underground in a basement,” he said. “There was nothing (for us) like strolling the streets. I was trying not to be seen by anyone. I ran from the police like I would from a street dog.”

    Iran hosts 950,000 Afghan refugees who are registered with the U.N. and another 1.5 million undocumented Afghans. There are no official refugee camps, making displaced Afghans one of the largest urban refugee populations in the world. For those without the money to pay bribes, there is no route to permanent residency or citizenship. Most refugees survive without papers on the outskirts of cities such as the capital, Tehran. Those who received permits, before Iran stopped issuing them altogether in 2007, must renew them annually. The charges are unpredictable and high. Mostly, the Afghan Hazara survive as an underclass, providing cheap labor in workshops and constructions sites. This was how Mosa grew up.

    “We had a life where we went from work to home, which were both underground in a basement,” he said. “There was nothing (for us) like strolling the streets. I was trying not to be seen by anyone. I ran from the police like I would from a street dog.”

    But he could not remain invisible forever and one day in October 2016, on his way home from work, he was detained by police for not having papers.

    Sitting in one of the cantinas opposite the entrance to Moria, Mosa haltingly explained what happened next. How he was threatened with prison in Iran or deportation to Afghanistan, a country in which he has never set foot. How he was told that that the only way out was to agree to fight in Syria – for which they would pay him and reward him with legal residence in Iran.

    “In Iran, you have to pay for papers,” said Mosa. “If you don’t pay, you don’t have papers. I do not know Afghanistan. I did not have a choice.”

    As he talked, Mosa spread out a sheaf of papers from a battered plastic wallet. Along with asylum documents was a small notepad decorated with pink and mauve elephants where he keeps the phone numbers of friends and family. It also contains a passport-sized green booklet with the crest of the Islamic Republic of Iran. It is a temporary residence permit. Inside its shiny cover is the photograph of a scared-looking boy, whom the document claims was born 27 years ago. It is the only I.D. he has ever owned and the date of birth has been faked to hide the fact that the country that issues it has been sending children to war.

    Mosa is not alone among the Hazara boys who have arrived in Greece seeking protection, carrying identification papers with inflated ages. Refugees Deeply has documented the cases of three Hazara child soldiers and corroborated their accounts with testimony from two other underage survivors. Their stories are of childhoods twice denied: once in Syria, where they were forced to fight, and then again after fleeing to Europe, where they are caught up in a system more focused on hard borders than on identifying the most damaged and vulnerable refugees.

    From Teenage Kicks to Adult Nightmares

    Karim’s descent into hell began with a prank. Together with a couple of friends, he recorded an angsty song riffing on growing up as a Hazara teenager in Tehran. Made when he was 16 years old, the song was meant to be funny. His band did not even have a name. The boys uploaded the track on a local file-sharing platform in 2014 and were as surprised as anyone when it was downloaded thousands of times. But after the surprise came a creeping sense of fear. Undocumented Afghan refugee families living in Tehran usually try to avoid drawing attention to themselves. Karim tried to have the song deleted, but after two months there was a knock on the door. It was the police.

    “I asked them how they found me,” he said. “I had no documents but they knew where I lived.”

    Already estranged from his family, the teenager was transported from his life of working in a pharmacy and staying with friends to life in a prison outside the capital. After two weeks inside, he was given three choices: to serve a five-year sentence; to be deported to Afghanistan; or to redeem himself by joining the Fatemiyoun.

    According to Iranian propaganda, the Fatemiyoun are Afghan volunteers deployed to Syria to protect the tomb of Zainab, the granddaughter of the Prophet Mohammad. In reality, the Fatemiyoun Brigade is a unit of Iran’s powerful Revolutionary Guard, drawn overwhelmingly from Hazara communities, and it has fought in Iraq and Yemen, as well as Syria. Some estimates put its full strength at 15,000, which would make it the second-largest foreign force in support of the Assad regime, behind the Lebanese militia group Hezbollah.

    Karim was told he would be paid and given a one-year residence permit during leave back in Iran. Conscripts are promised that if they are “martyred,” their family will receive a pension and permanent status. “I wasn’t going to Afghanistan and I wasn’t going to prison,” said Karim. So he found himself forced to serve in the #Fatemiyoun.

    His first taste of the new life came when he was transferred to a training base outside Tehran, where the recruits, including other children, were given basic weapons training and religious indoctrination. They marched, crawled and prayed under the brigade’s yellow flag with a green arch, crossed by assault rifles and a Koranic phrase: “With the Help of God.”

    “Imagine me at 16,” said Karim. “I have no idea how to kill a bird. They got us to slaughter animals to get us ready. First, they prepare your brain to kill.”

    The 16-year-old’s first deployment was to Mosul in Iraq, where he served four months. When he was given leave back in Iran, Karim was told that to qualify for his residence permit he would need to serve a second term, this time in Syria. They were first sent into the fight against the so-called Islamic State in Raqqa. Because of his age and physique, Karim and some of the other underage soldiers were moved to the medical corps. He said that there were boys as young as 14 and he remembers a 15-year-old who fought using a rocket-propelled grenade launcher.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    “I knew nothing about Syria. I was just trying to survive. They were making us hate ISIS, dehumanizing them. Telling us not to leave one of them alive.” Since media reports revealed the existence of the Fatemiyoun, the brigade has set up a page on Facebook. Among pictures of “proud volunteers,” it shows stories of captured ISIS prisoners being fed and cared for. Karim recalls a different story.

    “One prisoner was killed by being hung by his hair from a tree. They cut off his fingers one by one and cauterized the wounds with gunpowder.”

    The casualties on both sides were overwhelming. At the al-Razi hospital in Aleppo, the young medic saw the morgue overwhelmed with bodies being stored two or three to a compartment. Despite promises to reward the families of martyrs, Karim said many of the bodies were not sent back to Iran.

    Mosa’s basic training passed in a blur. A shy boy whose parents had divorced when he was young and whose father became an opium addict, he had always shrunk from violence. He never wanted to touch the toy guns that other boys played with. Now he was being taught to break down, clean and fire an assault rifle.

    The trainees were taken three times a day to the imam, who preached to them about their holy duty and the iniquities of ISIS, often referred to as Daesh.

    “They told us that Daesh was the same but worse than the Taliban,” said Mosa. “I didn’t listen to them. I didn’t go to Syria by choice. They forced me to. I just needed the paper.”

    Mosa was born in 2001. Before being deployed to Syria, the recruits were given I.D. tags and papers that deliberately overstated their age: In 2017, Human Rights Watch released photographs of the tombstones of eight Afghan children who had died in Syria and whose families identified them as having been under 18 years old. The clerk who filled out Mosa’s forms did not trouble himself with complex math: He just changed 2001 to 1991. Mosa was one of four underage soldiers in his group. The boys were scared – their hands shook so hard they kept dropping their weapons. Two of them were dead within days of reaching the front lines.

    “I didn’t even know where we were exactly, somewhere in the mountains in a foreign country. I was scared all the time. Every time I saw a friend dying in front of my eyes I was thinking I would be next,” said Mosa.

    He has flashbacks of a friend who died next to him after being shot in the face by a sniper. After the incident, he could not sleep for four nights. The worst, he said, were the sudden raids by ISIS when they would capture Fatemiyoun fighters: “God knows what happened to them.”

    Iran does not release figures on the number of Fatemiyoun casualties. In a rare interview earlier this year, a senior officer in the Iranian Revolutionary Guard suggested as many as 1,500 Fatemiyoun had been killed in Syria. In Mashhad, an Iranian city near the border with Afghanistan where the brigade was first recruited, video footage has emerged of families demanding the bodies of their young men believed to have died in Syria. Mosa recalls patrols in Syria where 150 men and boys would go out and only 120 would return.

    Escaping Syria

    Abbas had two weeks left in Syria before going back to Iran on leave. After 10 weeks in what he describes as a “living hell,” he had begun to believe he might make it out alive. It was his second stint in Syria and, still only 17 years old, he had been chosen to be a paramedic, riding in the back of a 2008 Chevrolet truck converted into a makeshift ambulance.

    He remembers thinking that the ambulance and the hospital would have to be better than the bitter cold of the front line. His abiding memory from then was the sound of incoming 120mm shells. “They had a special voice,” Abbas said. “And when you hear it, you must lie down.”

    Following 15 days of nursing training, during which he was taught how to find a vein and administer injections, he was now an ambulance man, collecting the dead and wounded from the battlefields on which the Fatemiyoun were fighting ISIS.

    Abbas grew up in Ghazni in Afghanistan, but his childhood ended when his father died from cancer in 2013. Now the provider for the family, he traveled with smugglers across the border into Iran, to work for a tailor in Tehran who had known his father. He worked without documents and faced the same threats as the undocumented Hazara children born in Iran. Even more dangerous were the few attempts he made to return to Ghazni. The third time he attempted to hop the border he was captured by Iranian police.

    Abbas was packed onto a transport, along with 23 other children, and sent to Ordugah-i Muhaceran, a camplike detention center outside Mashhad. When they got there the Shia Hazara boys were separated from Sunni Pashtuns, Afghanistan’s largest ethnic group, who were pushed back across the border. Abbas was given the same choice as Karim and Mosa before him: Afghanistan or Syria. Many of the other forced recruits Abbas met in training, and later fought alongside in Syria, were addicts with a history of substance abuse.

    Testimony from three Fatemiyoun child soldiers confirmed that Tramadol was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time.

    The Fatemiyoun officers dealt with withdrawal symptoms by handing out Tramadol, an opioid painkiller that is used to treat back pain but sometimes abused as a cheap alternative to methadone. The drug is a slow-release analgesic. Testimony from three Fatemiyoun child soldiers confirmed that it was routinely used by recruits to deaden their senses, leaving them “feeling nothing” even in combat situations but, nonetheless, able to stay awake for days at a time. One of the children reiterated that the painkiller meant he felt nothing. Users describe feeling intensely thirsty but say they avoid drinking water because it triggers serious nausea and vomiting. Tramadol is addictive and prolonged use can lead to insomnia and seizures.

    Life in the ambulance had not met Abbas’ expectations. He was still sent to the front line, only now it was to collect the dead and mutilated. Some soldiers shot themselves in the feet to escape the conflict.

    “We picked up people with no feet and no hands. Some of them were my friends,” Abbas said. “One man was in small, small pieces. We collected body parts I could not recognize and I didn’t know if they were Syrian or Iranian or Afghan. We just put them in bags.”

    Abbas did not make it to the 12th week. One morning, driving along a rubble-strewn road, his ambulance collided with an anti-tank mine. Abbas’ last memory of Syria is seeing the back doors of the vehicle blasted outward as he was thrown onto the road.

    When he awoke he was in a hospital bed in Iran. He would later learn that the Syrian ambulance driver had been killed and that the other Afghan medic in the vehicle had lost both his legs. At the time, his only thought was to escape.

    The Toll on Child Soldiers

    Alice Roorda first came into contact with child soldiers in 2001 in the refugee camps of Sierra Leone in West Africa. A child psychologist, she was sent there by the United Kingdom-based charity War Child. She was one of three psychologists for a camp of more than 5,000 heavily traumatized survivors of one of West Africa’s more brutal conflicts.

    “There was almost nothing we could do,” she admitted.

    The experience, together with later work in Uganda, has given her a deep grounding in the effects of war and post-conflict trauma on children. She said prolonged exposure to conflict zones has physical as well as psychological effects.

    “If you are chronically stressed, as in a war zone, you have consistently high levels of the two basic stress hormones: adrenaline and cortisol.”

    Even after reaching a calmer situation, the “stress baseline” remains high, she said. This impacts everything from the immune system to bowel movements. Veterans often suffer from complications related to the continual engagement of the psoas, or “fear muscle” – the deepest muscles in the body’s core, which connect the spine, through the pelvis, to the femurs.

    “With prolonged stress you start to see the world around you as more dangerous.” The medial prefrontal cortex, the section of the brain that interprets threat levels, is also affected, said Roorda. This part of the brain is sometimes called the “watchtower.”

    “When your watchtower isn’t functioning well you see everything as more dangerous. You are on high alert. This is not a conscious response; it is because the stress is already so close to the surface.”

    Psychological conditions that can be expected to develop include post-traumatic stress disorder (PTSD) and attention deficit hyperactivity disorder (ADHD). Left untreated, these stress levels can lead to physical symptoms ranging from chronic fatigue syndrome (CFS or ME) to high blood pressure or irritable bowel syndrome. Also common are heightened sensitivity to noise and insomnia.

    The trauma of war can also leave children frozen at the point when they were traumatized. “Their life is organized as if the trauma is still ongoing,” said Roorda. “It is difficult for them to take care of themselves, to make rational well informed choices, and to trust people.”

    The starting point for any treatment of child soldiers, said Roorda, is a calm environment. They need to release the tension with support groups and physical therapy, she said, and “a normal bedtime.”

    The Dutch psychologist, who is now based in Athens, acknowledged that what she is describing is the exact opposite of the conditions at #Moria.

    Endgame

    Karim is convinced that his facility for English has saved his life. While most Hazara boys arrive in Europe speaking only Farsi, Karim had taught himself some basic English before reaching Greece. As a boy in Tehran he had spent hours every day trying to pick up words and phrases from movies that he watched with subtitles on his phone. His favorite was The Godfather, which he said he must have seen 25 times. He now calls English his “safe zone” and said he prefers it to Farsi.

    When Karim reached Greece in March 2016, new arrivals were not yet confined to the islands. No one asked him if he was a child or an adult. He paid smugglers to help him escape Iran while on leave from Syria and after crossing through Turkey landed on Chios. Within a day and a half, he had passed through the port of Piraeus and reached Greece’s northern border with Macedonia, at Idomeni.

    When he realized the border was closed, he talked to some of the international aid workers who had come to help at the makeshift encampment where tens of thousands of refugees and migrants waited for a border that would not reopen. They ended up hiring him as a translator. Two years on, his English is now much improved and Karim has worked for a string of international NGOs and a branch of the Greek armed forces, where he was helped to successfully apply for asylum.

    The same job has also brought him to Moria. He earns an above-average salary for Greece and at first he said that his work on Lesbos is positive: “I’m not the only one who has a shitty background. It balances my mind to know that I’m not the only one.”

    But then he admits that it is difficult hearing and interpreting versions of his own life story from Afghan asylum seekers every day at work. He has had problems with depression and suffered flashbacks, “even though I’m in a safe country now.”

    Abbas got the help he needed to win the vulnerability contest. After he was initially registered as an adult, his age assessment was overturned and he was transferred from Moria to a shelter for children on Lesbos. He has since been moved again to a shelter in mainland Greece. While he waits to hear the decision on his protection status, Abbas – like other asylum seekers in Greece – receives 150 euros ($170) a month. This amount needs to cover all his expenses, from food and clothing to phone credit. The money is not enough to cover a regular course of the antidepressant Prozac and the sleeping pills he was prescribed by the psychiatrist he was able to see on Lesbos.

    “I save them for when it gets really bad,” he said.

    Since moving to the mainland he has been hospitalized once with convulsions, but his main worry is the pain in his groin. Abbas underwent a hernia operation in Iran, the result of injuries sustained as a child lifting adult bodies into the ambulance. He has been told that he will need to wait for four months to see a doctor in Greece who can tell him if he needs another operation.

    “I would like to go back to school,” he said. But in reality, Abbas knows that he will need to work and there is little future for an Afghan boy who can no longer lift heavy weights.

    Walking into an Afghan restaurant in downtown Athens – near Victoria Square, where the people smugglers do business – Abbas is thrilled to see Farsi singers performing on the television above the door. “I haven’t been in an Afghan restaurant for maybe three years,” he said to explain his excitement. His face brightens again when he catches sight of Ghormeh sabzi, a herb stew popular in Afghanistan and Iran that reminds him of his mother. “I miss being with them,” he said, “being among my family.”

    When the dish arrives he pauses before eating, taking out his phone and carefully photographing the plate from every angle.

    Mosa is about to mark the end of a full year in Moria. He remains in the same drab tent that reminds him every day of Syria. Serious weight loss has made his long limbs – the ones that made it easier for adults to pretend he was not a child – almost comically thin. His skin is laced with scars, but he refuses to go into detail about how he got them. Mosa has now turned 18 and seems to realize that his best chance of getting help may have gone.

    “Those people who don’t have problems, they give them vulnerability (status),” he said with evident anger. “If you tell them the truth, they don’t help you.”

    Then he apologises for the flash of temper. “I get upset and angry and my body shakes,” he said.

    Mosa explained that now when he gets angry he has learned to remove himself: “Sometimes I stuff my ears with toilet paper to make it quiet.”

    It is 10 months since Mosa had his asylum interview. The questions he expected about his time in the Fatemiyoun never came up. Instead, the interviewers asked him why he had not stayed in Turkey after reaching that country, having run away while on leave in Iran.

    The questions they did ask him point to his likely rejection and deportation. Why, he was asked, was his fear of being persecuted in Afghanistan credible? He told them that he has heard from other Afghan boys that police and security services in the capital, Kabul, were arresting ex-combatants from Syria.

    Like teenagers everywhere, many of the younger Fatemiyoun conscripts took selfies in Syria and posted them on Facebook or shared them on WhatsApp. The images, which include uniforms and insignia, can make him a target for Sunni reprisals. These pictures now haunt him as much as the faces of his dead comrades.

    Meanwhile, the fate he suffered two tours in Syria to avoid now seems to be the most that Europe can offer him. Without any of his earlier anger, he said, “I prefer to kill myself here than go to Afghanistan.”

  • Finland considers building border wall to block wild boars from Russia

    Finland is considering the construction of a wall on the Finnish-Russian border to prevent wild boars that can bring the African swine fever to Finland, media reports said on Monday.

    Sirpa Thessler, a senior official at the Finnish Natural Resources Agency, told public broadcaster Yle that the agency would figure out how long the wall could be and consider also the ecological impact of such a wall and the repercussions on other animals.

    The investigation has been ordered by the Ministry for Agriculture and Forestry of Finland and should be completed by the end of the year.

    The highly contagious disease has reached some Russian areas that border on Finland. It is no danger to people though.

    Finland has stepped up prevention measures to keep the swine pest out of Finland. Hunting of wild boars has been encouraged and pork production farms have been required to install additional fences if pigs are kept outdoors during summer.

    The swine pest can also be transferred via food carried by travelers. Finland has campaigned in ports with posters against meat products brought in by tourists. There are no formal customs controls for passengers entering Finland, except directly from Russia.

    “Even one sausage brought from the infected area can be fatal,” Katri Levonen, a senior official at the Ministry of Agriculture told the newspaper Maaseudun Tulevaisuus.

    She explained the infection spreads with long leaps via food, while the spreading based on direct contact with animals progresses slowly.

    Finnish officials and the pork industries were alarmed about the news that the swine fever had reached Belgium last week.

    The most western reported infection before Belgium had been the Czech Republic. Levonen said the leap from the Czech Republic to Belgium must have been with food. The infection of the Czech Republic had resulted as wild boars had been able to open a waste container, she said.

    Jukka Rantala, the production animal ombudsman of the Organization of Finnish Agricultural Producers, told Maaseudun tulevaisuus that detection of African swine fever can cause the pork exports to a standstill.

    “Much pork would remain a burden for the European market. Problems are to be expected on the European pork market,” Rantala said.

    • Pour la première fois depuis 2009, un navire italien ramène des migrants en Libye

      Une embarcation de migrants secourue par un navire de ravitaillement italien a été renvoyée en Libye lundi 30 juillet. Le HCR a annoncé mardi l’ouverture d’une enquête et s’inquiète d’une violation du droit international.

      Lundi 30 juillet, un navire battant pavillon italien, l’Asso Ventotto, a ramené des migrants en Libye après les avoir secourus dans les eaux internationales – en 2012 déjà l’Italie a été condamnée par la Cour européenne des droits de l’Homme pour avoir reconduit en Libye des migrants secourus en pleine mer en 2009.

      L’information a été donnée lundi soir sur Twitter par Oscar Camps, le fondateur de l’ONG espagnole Proactiva Open Arms, avant d’être reprise par Nicola Fratoianni, un député de la gauche italienne qui est actuellement à bord du bateau humanitaire espagnol qui sillonne en ce moment les côtes libyennes.

      Selon le quotidien italien La Repubblica, 108 migrants à bord d’une embarcation de fortune ont été pris en charge en mer Méditerranée par l’Asso Ventotto lundi 30 juillet. L’équipage du navire de ravitaillement italien a alors contacté le MRCC à Rome - centre de coordination des secours maritimes – qui les a orienté vers le centre de commandement maritime libyen. La Libye leur a ensuite donné l’instruction de ramener les migrants au port de Tripoli.

      En effet depuis le 28 juin, sur décision européenne, la gestion des secours des migrants en mer Méditerranée dépend des autorités libyennes et non plus de l’Italie. Concrètement, cela signifie que les opérations de sauvetage menées dans la « SAR zone » - zone de recherche et de sauvetage au large de la Libye - sont désormais coordonnées par les Libyens, depuis Tripoli. Mais le porte-parole du Conseil de l’Europe a réaffirmé ces dernières semaines qu’"aucun navire européen ne peut ramener des migrants en Libye car cela serait contraire à nos principes".

      Violation du droit international

      La Libye ne peut être considérée comme un « port sûr » pour le débarquement des migrants. « C’est une violation du droit international qui stipule que les personnes sauvées en mer doivent être amenées dans un ‘port sûr’. Malgré ce que dit le gouvernement italien, les ports libyens ne peuvent être considérés comme tels », a déclaré sur Twitter le député Nicola Fratoianni. « Les migrants se sont vus refuser la possibilité de demander l’asile, ce qui constitue une violation des accords de Genève sur les sauvetages en mer », dit-il encore dans le quotidien italien La Stampa.

      Sur Facebook, le ministre italien de l’Intérieur, Matteo Salvini, nie toutes entraves au droit international. « La garde-côtière italienne n’a ni coordonné, ni participé à cette opération, comme l’a faussement déclarée une ONG et un député de gauche mal informé ».

      Le Haut-Commissariat des Nations unies pour les réfugiés (HCR) a de son côté annoncé mardi 31 juillet l’ouverture d’une enquête. « Nous recueillons toutes les informations nécessaires sur le cas du remorqueur italien Asso Ventotto qui aurait ramené en Libye 108 personnes sauvées en Méditerranée. La Libye n’est pas un ‘port sûr’ et cet acte pourrait constituer une violation du droit international », dit l’agence onusienne sur Twitter.

    • Libyan Coast Guard Takes 611 Migrants Back to Africa

      Between Monday and Tuesday, the Libyan Coast Guard reportedly rescued 611 migrants aboard several dinghies off the coast and took them back to the African mainland.

      Along with the Libyan search and rescue operation, an Italian vessel, following indications from the Libyan Coast Guard, rescued 108 migrants aboard a rubber dinghy and delivered them back to the port of Tripoli. The vessel, called La Asso 28, was a support boat for an oil platform.

      Italian mainstream media have echoed complaints of NGOs claiming that in taking migrants back to Libya the Italian vessel would have violated international law that guarantees the right to asylum and does not recognize Libya as a safe haven.

      In recent weeks, a spokesman for the Council of Europe had stated that “no European ship can bring migrants back to Libya because it is contrary to our principles.”

      Twenty days ago, another ship supporting an oil rig, the Vos Thalassa, after rescuing a group of migrants, was preparing to deliver them to a Libyan patrol boat when an attempt to revolt among the migrants convinced the commander to reverse the route and ask the help of the Italian Coast Guard. The migrants were loaded aboard the ship Diciotti and taken to Trapani, Sicily, after the intervention of the President of the Republic Sergio Mattarella.

      On the contrary, Deputy Prime Minister Matteo Salvini has declared Tuesday’s operation to be a victory for efforts to curb illegal immigration. The decision to take migrants back to Africa rather than transporting them to Europe reflects an accord between Italy and Libya that has greatly reduced the numbers of African migrants reaching Italian shores.

      Commenting on the news, Mr. Salvini tweeted: “The Libyan Coast Guard has rescued and taken back to land 611 immigrants in recent hours. The NGOs protest and the traffickers lose their business? Great, this is how we make progress,” followed by hashtags announcing “closed ports” and “open hearts.”

      Parliamentarian Nicola Fratoianni of the left-wing Liberi and Uguali (Free and Equal) party and secretary of the Italian Left, presently aboard the Spanish NGO ship Open Arms, denounced the move.

      “We do not yet know whether this operation was carried out on the instructions of the Italian Coast Guard, but if so it would be a very serious precedent, a real collective rejection for which Italy and the ship’s captain will answer before a court,” he said.

      “International law requires that people rescued at sea must be taken to a safe haven and the Libyan ports, despite the mystification of reality by the Italian government, cannot be considered as such,” he added.

      The United Nations immigration office (UNHCR) has threatened Italy for the incident involving the 108 migrants taken to Tripoli, insisting that Libya is not a safe port and that the episode could represent a breach of international law.

      “We are collecting all the necessary information,” UNHCR tweeted.

The figure was provided by the foreign ministry during a debate in parliament over what the Left party said were “inhumane conditions” of returns of migrants to Libya.       As of 14 November, the Libyan Coast Guard (LCG) has rescued/intercepted 14,595 refugees and migrants (10,184 men, 2,147 women and 1,408 children) at sea. On 10 November, a commercial vessel reached the port of Misrata (187 km east of Tripoli) carrying 95 refugees and migrants who refused to disembark the boat. The individuals on board comprise of Ethiopian, Eritrean, South Sudanese, Pakistani, Bangladeshi and Somali nationals. UNHCR is closely following-up on the situation of the 14 individuals who have already disembarked and ensuring the necessary assistance is provided and screening is conducted for solutions. Since the onset, UNHCR has advocated for a peaceful resolution of the situation and provided food, water and core relief items (CRIs) to alleviate the suffering of individuals onboard the vessel.

    • Rescued at sea, locked up, then sold to smugglers

      In Libya, refugees returned by EU-funded ships are thrust back into a world of exploitation.

      The Souq al Khamis detention centre in Khoms, Libya, is so close to the sea that migrants and refugees can hear waves crashing on the shore. Its detainees – hundreds of men, women and children – were among 15,000 people caught trying to cross the Mediterranean in flimsy boats in 2018, after attempting to reach Italy and the safety of Europe.

      They’re now locked in rooms covered in graffiti, including warnings that refugees may be sold to smugglers by the guards that watch them.


      This detention centre is run by the UN-backed Libyan government’s department for combatting illegal migration (DCIM). Events here over the last few weeks show how a hardening of European migration policy is leaving desperate refugees with little room to escape from networks ready to exploit them.

      Since 2014, the EU has allocated more than €300 million to Libya with the aim of stopping migration. Funnelled through the Trust Fund for Africa, this includes roughly €40 million for the Libyan coast guard, which intercepts boats in the Mediterranean. Ireland’s contribution to the trust fund will be €15 million between 2016 and 2020.

      Scabies

      One of the last 2018 sea interceptions happened on December 29th, when, the UN says, 286 people were returned to Khoms. According to two current detainees, who message using hidden phones, the returned migrants arrived at Souq al Khamis with scabies and other health problems, and were desperate for medical attention.


      On New Year’s Eve, a detainee messaged to say the guards in the centre had tried to force an Eritrean man to return to smugglers, but others managed to break down the door and save him.

      On Sunday, January 5th, detainees said, the Libyan guards were pressurising the still-unregistered arrivals to leave by beating them with guns. “The leaders are trying to push them [to] get out every day,” one said.

    • Migrants calling us in distress from the Mediterranean returned to Libya by deadly ‘refoulement’ industry

      When they called us from the sea, the 106 precarious travellers referred to their boat as a white balloon. This balloon, or rubber dinghy, was meant to carry them all the way to safety in Europe. The people on board – many men, about 20 women, and 12 children from central, west and north Africa – had left Khoms in Libya a day earlier, on the evening of January 19.

      Though they survived the night at sea, many of passengers on the boat were unwell, seasick and freezing. They decided to call for help and used their satellite phone at approximately 11am the next day. They reached out to the Alarm Phone, a hotline operated by international activists situated in Europe and Africa, that can be called by migrants in distress at sea. Alongside my work as a researcher on migration and borders, I am also a member of this activist network, and on that day I supported our shift team who received and documented the direct calls from the people on the boat in distress.

      The boat had been trying to get as far away as possible from the Libyan coast. Only then would the passengers stand a chance of escaping Libya’s coastguard. The European Union and Italy struck a deal in 2017 to train the Libyan coastguard in return for them stopping migrants reaching European shores. But a 2017 report by Amnesty International highlighted how the Libyan authorities operate in collusion with smuggling networks. Time and again, media reports suggest they have drastically violated the human rights of escaping migrants as well as the laws of the sea.

      The migrant travellers knew that if they were detected and caught, they would be abducted back to Libya, or illegally “refouled”. But Libya is a dangerous place for migrants in transit – as well as for Libyan nationals – given the ongoing civil conflict between several warring factions. In all likelihood, being sent back to Libya would mean being sent to detention centres described as “concentration-camp like” by German diplomats.

      The odds of reaching Europe were stacked against the people on the boat. Over the past year, the European-Libyan collaboration in containing migrants in North Africa, a research focus of mine, has resulted in a decrease of sea arrivals in Italy – from about 119,000 in 2017 to 23,000 in 2018. Precisely how many people were intercepted by the Libyan coastguards last year is unclear but the Libyan authorities have put the figure at around 15,000. The fact that this refoulement industry has led to a decrease in the number of migrant crossings in the central Mediterranean means that fewer people have been able to escape grave human rights violations and reach a place of safety.
      Shifting responsibility

      In repeated conversations, the 106 people on the boat made clear to the Alarm Phone activists that they would rather move on and endanger their lives by continuing to Europe than be returned by the Libyan coastguards. The activists stayed in touch with them, and for transparency reasons, the distress situation was made public via Twitter.

      Around noon, the situation on board deteriorated markedly and anxiety spread. With weather conditions worsening and after a boy had fallen unconscious, the people on the boat expressed for the first time their immediate fear of dying at sea and demanded Alarm Phone to alert all available authorities.

      The activists swiftly notified the Italian coastguards. But both the Italian Maritime Rescue Coordination Centre, and in turn the Maltese authorities, suggested it was the Libyan coastguard’s responsibility to handle the distress call. And yet, eight different phone numbers of the Libyan coastguards could not be reached by the activists.

      In the afternoon, the situation had come across the radar of the Italian media. When the Alarm Phone activists informed the people on board that the public had also been made aware of the situation by the media one person succinctly responded: “I don’t need to be on the news, I need to be rescued.”

      And yet media attention catapulted the story into the highest political spheres in Italy. According to a report in the Italian national newspaper Corriere della Sera, the prime minister, Giuseppe Conte, took charge of the situation, stating that the fate of the migrant boat could not be left to Alarm Phone activists. Conte instructed the Italian foreign intelligence service to launch rapid negotiations with the Libyan coastguards. It took some time to persuade them, but eventually, the Libyans were convinced to take action.

      In the meantime, the precarious passengers on the boat reported of water leaking into their boat, of the freezing cold, and their fear of drowning. The last time the Alarm Phone reached them, around 8pm, they could see a plane in the distance but were unable to forward their GPS coordinates to the Alarm Phone due to the failing battery of their satellite phone.
      Sent back to Libya

      About three hours later, the Italian coastguards issued a press release: the Libyans had assumed responsibility and co-ordinated the rescue of several boats. According to the press release, a merchant vessel had rescued the boat and the 106 people would be returned to Libya.

      According to the survivors and Médecins Sans Frontières who treated them on arrival, at least six people appeared to have drowned during the voyage – presumably after the Alarm Phone lost contact with them. Another boy died after disembarkation.

      A day later, on January 21, members of a second group of 144 people called the Alarm Phone from another merchant vessel. Just like the first group, they had been refouled to Libya, but they were still on board. Some still believed that they would be brought to Europe.

      Speaking on the phone with the activists, they could see land but it was not European but Libyan land. Recognising they’d been returned to their place of torment, they panicked, cried and threatened collective suicide. The women were separated from the men – Alarm Phone activists could hear them shout in the background. In the evening, contact with this second group of migrants was lost.

      During the evening of January 23, several of the women of the group reached out to the activists. They said that during the night, Libyan security forces boarded the merchant vessel and transported small groups into the harbour of Misrata, where they were taken to a detention centre. They said they’d been beaten when refusing to disembark. One of them, bleeding, feared that she had already lost her unborn child.

      On the next day, the situation worsened further. The women told the activists that Libyan forces entered their cell in the morning, pointing guns at them, after some of the imprisoned had tried to escape. Reportedly, every man was beaten. The pictures they sent to the Alarm Phone made it into Italian news, showing unhygienic conditions, overcrowded cells, and bodies with torture marks.

      Just like the 106 travellers on the “white balloon”, this second group of 144 people had risked their lives but were now back in their hell.
      Profiteering

      It’s more than likely that for some of these migrant travellers, this was not their first attempt to escape Libya. The tens of thousands captured at sea and returned over the past years have found themselves entangled in the European-Libyan refoulement “industry”. Due to European promises of financial support or border technologies, regimes with often questionable human rights records have wilfully taken on the role as Europe’s frontier guards. In the Mediterranean, the Libyan coastguards are left to do the dirty work while European agencies – such as Frontex, Eunavfor Med as well as the Italian and Maltese coastguards – have withdrawn from the most contentious and deadly areas of the sea.

      It’s sadly not surprising that flagrant human rights violations have become the norm rather than the exception. Quite cynically, several factions of the Libyan coastguards have profited not merely from Europe’s financial support but also from playing a “double game” in which they continue to be involved in human smuggling while, disguised as coastguards, clampdown on the trade of rival smuggling networks. This means that the Libyan coastguards profit often from both letting migrant boats leave and from subsequently recapturing them.

      The detention camps in Libya, where torture and rape are everyday phenomena, are not merely containment zones of captured migrants – they form crucial extortion zones in this refoulement industry. Migrants are turned into “cash cows” and are repeatedly subjected to violent forms of extortion, often forced to call relatives at home and beg for their ransom.

      Despite this systematic abuse, migrant voices cannot be completely drowned out. They continue to appear, rebelliously, from detention and even from the middle of the sea, reminding us all about Europe’s complicity in the production of their suffering.

    • Libya coast guard detains 113 migrants during lull in fighting

      The Libyan coast guard has stopped 113 migrants trying to reach Italy over the past two days, the United Nations said on Wednesday, as boat departures resume following a lull in fighting between rival forces in Libya.

      The western Libyan coast is a major departure point for mainly African migrants fleeing conflict and poverty and trying to reach Italy across the Mediterranean Sea with the help of human traffickers.

      Smuggling activity had slowed when forces loyal to military commander Khalifa Haftar launched an offensive to take the capital Tripoli, home to Libya’s internationally recognized government.

      But clashes eased on Tuesday after a push by Haftar’s Libyan National Army (LNA) back by artillery failed to make inroads toward the center.

      Shelling audible in central Tripoli was less intense on Wednesday than on previous days. Three weeks of clashes had killed 376 as of Tuesday, the World Health Organization said.

      The Libyan coast guard stopped two boats on Tuesday and one on Wednesday, carrying 113 migrants in all, and returned them to two western towns away from the Tripoli frontline, where they were put into detention centers, U.N. migration agency IOM said.

      A coast guard spokesman said the migrants were from Arab and sub-Saharan African countries as well as Bangladesh.

      Human rights groups have accused armed groups and members of the coast guard of being involved in human trafficking.

      Officials have been accused in the past of mistreating detainees, who are being held in their thousands as part of European-backed efforts to curb smuggling. A U.N. report in December referred to a “terrible litany” of violations including unlawful killings, torture, gang rape and slavery.

      Rights groups have also accused the European Union of complicity in the abuse as Italy and France have provided boats for the coast guard to step up patrols. That move has helped to reduce migrant departures.

    • Returned to War and Torture: Malta and Frontex coordinate push-back to Libya

      On Saturday, 14 March 2020, RCC Malta coordinated a push-back operation from the Maltese Search and Rescue (SAR) zone to Libya in cooperation with the EU border agency Frontex and the so-called Libyan coastguards.[1] Similar to the events we documented on 18 October 2019, the Maltese authorities instructed the so-called Libyan coastguards to enter a European SAR zone in order to abduct about 49 people and force them back to Libya.[2] Instead of complying with refugee and human rights conventions, the Maltese authorities coordinated a grave violation of international law and of the principle of non-refoulment, as the rescued must be disembarked in a safe harbour.[3] Clearly, Libya is not a safe harbour but a place of war and systemic human rights abuses. Every week, the Alarm Phone receives testimonies of torture, rape and other forms of violence against migrants detained in Libyan camps and prisons.

      On the same day, we alerted the Armed Forces of Malta to a second boat in distress in the Maltese SAR zone with 112 people on board.[4] Before their eventual rescue, the people spent about 48 hours at sea. Malta delayed the rescue for more than 18 hours, putting 112 lives at severe risk. Non-assistance, delays, and pushbacks are becoming the norm in the Central Mediterranean, causing trauma in survivors, disappearances and deaths, both at sea and in Libya.

      Europe continues to delegate border enforcement to the Libyan authorities to evade their responsibility to rescue the distressed to Europe. We hold Europe accountable for the abuses and suffering inflicted on migrants at sea and in Libya. We condemn the role of European institutions and member states, including Malta and Italy, in these human rights violations through bilateral agreements as well as the financing, equipping, and training of the so-called Libyan coastguards.

      Summary of the push-back by proxy case:

      On Saturday 14 March 2020, at 15:33h CET, the Alarm Phone received a distress call from 49 people, including one pregnant woman and three children, who were trying to escape from the war in Libya. They had left Tripoli the evening before on a white fiberglass boat. They shared their GPS position with us, which clearly showed them within the Maltese SAR zone (34° 26′ 39 ” N, 14° 07′ 86″ E, at 15:33h). The people on board told us that they had lost their engine and that water was entering the boat. We immediately informed RCC Malta and the Italian coastguard via email. We received updated GPS positions from the people in distress at 16:22h (34° 26 81′ N, 014° 08′ 56″ E) and at 17:07h (N 34° 27′ 12″, E 014° 09′ 37″), both confirming once more that they were drifting within the Maltese SAR zone.

      At 17:42h, RCC Malta confirmed via phone that they had sent two patrol boats for the two SAR events in the Maltese SAR zone to which we had alerted them: one for the boat of 49 people and another one for the rubber boat with 112 people on board. Soon after, at 17:45h, we talked to the 49 people on the boat who told us that they could see a boat heading in their direction. Unfortunately, the conversation broke off and we were not able to clarify further details. This was our last contact to the people in distress after which we could not reach them any longer. Since then, we have tried to obtain further details from RCC Malta, but they claim to not have any information.

      However, confidential sources have informed us that a Frontex aerial asset had spotted the migrant boat already at 6:00h when it was still in the contested Libyan SAR zone. At 18.04h, the Libyan coastguard vessel Ras Al Jadar intercepted the boat in the Maltese SAR zone at the position N34° 26’, E 14° 07’. This means that the European border agency Frontex, MRCC Rome as well as RCC Malta were all aware of this boat in distress and colluded with the Libyan authorities to enter Maltese SAR and intercept the migrant boat.

      On Sunday 15 March 2020, at 7:00h, we were called by relatives of the people on board who told us that the people in distress had just informed them that they had been abducted by a Libyan vessel from within the Maltese SAR zone and returned to Libya, where, according to their testimonies, they were imprisoned and battered. In the afternoon, we were called by the people who were on the boat, and they testified that before the push-back occurred they saw a helicopter circling above them. About 30 minutes later, according to their testimonies, a vessel of the so-called Libyan coastguard arrived on scene. The people stated that the Libyan officers behaved brutally toward them, beating them repeatedly. They also stated that they were prevented from filming and documenting these abuses as their phones were confiscated. Moreover, the people reported that they had travelled together with another boat, a white rubber boat with around 60 people on board (including 7 women and 1 woman with a nine-month-old infant). Also this second boat[5] was intercepted and returned to Libya and its passengers experienced similar forms of violence and abuse.

    The world’s largest initial public offering is on hiatus. The spending it was to enable may not be.

    Saudi Arabia planned to take its giant oil company, Saudi Aramco, to the public markets. It was to be the linchpin of a grand economic vision, generating billions of dollars to pay for future-proofing the kingdom’s economy, including huge investments in technology.

    It is now postponed, leaving a large funding shortfall. But Saudi Arabia is pursuing alternative transactions that could ensure its dreams aren’t dashed:

    • Saudi Aramco is in discussions to buy a large stake in Sabic, a publicly traded chemical company. Sabic’s controlling shareholder is Saudi Arabia’s sovereign wealth fund, the Public Investment Fund. While the size of that potential acquisition is unclear, media reports say it could be as big as $70 billion.

    • The Public Investment Fund is in talks to raise $11 billion in bank loans from international lenders, according to The Financial Times. It would be the first time the sovereign wealth fund borrowed money.

    • Saudi Aramco could still sell a stake in itself. Big companies in China and Russia reportedly expressed interest in an investment in the past. It isn’t clear how much a sale would raise, but it would almost certainly run to billions of dollars.

    The Saudi government planned to sell about 5 percent of Saudi Aramco on public stock markets. If the oil giant could have fetched a $2 trillion valuation — and there has been skepticism over that figure — the kingdom would have received roughly $100 billion.

    The three new moves, if they were to happen, could yield almost as much as Saudi Aramco’s I.P.O. would have. The Saudi government would then have the financial firepower to pursue its grand economic goals, collectively known as #Vision_2030.

    That means money to invest in Silicon Valley start-ups. Or to create a giant new city that runs on clean energy and robots.

    Or to even help Elon Musk take Tesla private. Saudi Arabia already has a nearly 5 percent stake in the carmaker, and Mr. Musk has said it is interested in helping fund a buyout. But the Public Investment Fund has yet to send such a signal, and is reportedly in talks to invest in a Tesla rival.

    The past two years have been a time of reckoning for pharmaceutical manufacturers over their role in promoting opioid drugs that have fed a national epidemic.

    Lawsuits and media reports have accused Purdue Pharma, the maker of OxyContin, of aggressively marketing the powerful narcotic even after it knew the drug was being misused. Prosecutors have charged the founder of Insys Therapeutics and several of the company’s sales representatives and executives for their roles in an alleged conspiracy to bribe doctors to use its fentanyl spray for unapproved uses. State and local governments have sued a host of drugmakers, alleging they deceptively marketed opioids and seeking to recoup what it costs to treat people addicted to the drugs.

    But as public attention increases, the marketing tide may finally be retreating, a new ProPublica analysis shows. Pharmaceutical company payments to physicians related to opioid drugs decreased significantly in 2016 from the year before.

    In 2016, drug makers spent $15.8 million to pay doctors for speaking, consulting, meals and travel related to opioid drugs. That was down 33 percent from $23.7 million in 2015 and is 21 percent less than the $19.9 million in spent in 2014. Companies are required to report the payments publicly under the Physician Payment Sunshine Act, a part of the 2010 Affordable Care Act.

    A number of studies have shown a correlation between marketing of opioids and doctors’ prescribing of the drugs. Hadland and his colleagues reported in May that for every meal a physician received related to an opioid product in 2014, there was an increase in opioid claims by that doctor for Medicare patients the following year. And a report from the New York State Health Foundation published this month found that physicians who received payments from opioid makers prescribed more opioids to Medicare patients than doctors who didn’t receive the payments.

    The sharp drop in marketing is more pronounced than the much slower reduction in the use of prescription opioids. The number of opioid prescriptions in Medicare, the public health program for seniors and the disabled, peaked at 81.7 million in 2014, and then dropped to 80.2 million in 2015 and 79.5 million in 2016, according to the Centers for Medicare and Medicaid Services. (Enrollment in Medicare’s prescription drug program continued to grow during that time, so the rate of opioid prescriptions per beneficiary dropped even more.)

    Still, the toll of opioid overdoses continues to grow. Some 42,000 people died of opioid overdoses in 2016, the most recent year available, and about 40 percent of those involved a prescription opioid. The epidemic has shifted somewhat away from prescription drugs as more people die of heroin and synthetic opioids like fentanyl.

    Purdue Pharma, which has received the most attention because of its one-time blockbuster OxyContin, has ratcheted back its spending on doctors, especially for programs in which doctors talk to their peers over lunch or dinner to help companies market their products. Purdue ended its speaker program for OxyContin at the end of 2016 and for Hysingla ER in November 2017. Earlier this year, it ended all direct promotion of its opioids to prescribers and last week, the company laid off its remaining sales representatives.

    Purdue spokesman Robert Josephson said in an email that payments to doctors related to opioids have decreased since 2016 and that there would be very little such spending in 2018.

    ”Pharmaceutical manufacturers are legally permitted in the U.S. to promote all FDA-approved products to physicians in accordance with the subject product’s label,” Endo said in a statement. “This includes opioid products, which are safely used by millions of Americans to improve their quality of life.”

    That said, Endo said it stopped promoting Opana ER in the United States in January 2017 before voluntarily withdrawing the drug in September. “Today, Endo does not promote any opioid products to U.S. physicians,” the company said in a statement.

Numerous eyewitnesses corroborate that barrel bombs were dropped from these helicopters, a tactic used to target civilians indiscriminately throughout the war. Photos of barrel bombs dropped in Duma closely match those used previously by the regime. These barrel bombs were likely used in the chemical attack. Reliable intelligence also indicates that Syrian military officials coordinated what appears to be the use of chlorine in Duma on April 7. Following these barrel bomb attacks, doctors and aid organizations on the ground in Duma reported the strong smell of chlorine and described symptoms consistent with exposure to sarin.

    In this case—as with previous instances of regime chemical weapons use—United States experts considered alternative explanations beyond the Syrian regime’s culpability for chemical weapons use. It is the only actor in Syria with both the motive and the means to deploy nerve agents.     The U.S. Marines have fired a long-time Navy Chaplain who was caught on video having sex with a woman a New Orleans bar, USA Today reported Wednesday.

    On March 20, the Marines fired Navy Capt. Loften Thornton due to “loss of trust and confidence,” a spokesman for Marine Reserve said in a statement to the media. Thornton, a Navy Chaplain since 1992, had been chaplain for Marine Forces Reserve based in New Orleans.

    According to media reports, Thornton was captured on video having sex with a woman at a British pub across the Mississippi River from the French Quarter. DoD officials are in the process of reviewing the tape, reports said.

    The pub is about a five-minute drive from the Marine Reserve base.

    A 3-day Australian cruise aboard a Carnival cruise ship turned into a trip from hell for some as an unruly group allegedly spent two days terrorizing other passengers on board, culminating in a violent brawl with ship security.

    Police in New South Wales say they are investigating the alleged fight aboard the Carnival Legend, which occurred just after midnight on February 16 as the ship was about 220km off Jervis Bay during a cruise out of Melbourne.

    According to media reports, the hooligans behind the melee were all members of the same group, described as a large Italian family. The situation onboard was so bad in fact that the ship had to make an emergency stop in Eden where six men and three teenagers were kicked off the ship, according to police. Fourteen others, reportedly from the same group, also disembarked.

    The ship arrived back in Melbourne on Sunday, where passengers described just how bad it was onboard.

    The whereabouts of former Chief of Staff Sami Anan, who was arrested and brought before the military prosecution after announcing his presidential bid, remain unknown, his son Samir Anan told Mada Masr on Wednesday.

    After attending a six-hour interrogation with Anan on Tuesday, his lawyer from the Dina Hussein Law Firm was told that he would be released and sent home. However, Anan’s family has been unable to reach him since, according to Samir.

    The former chief of staff was arrested from his car and brought before the military prosecution early on Tuesday, right before the Armed Forces’ statement on Anan’s “violations and crimes” was broadcast, Mostafa al-Shal, the head of his personal office, previously told Mada Masr.

    Samir’s comments follow Tuesday evening media reports that the National Elections Authority (NEA) removed Anan’s name from the national electoral register due to his contested military status, citing an NEA statement, rendering the former chief of staff ineligible to participate in the 2018 electoral process as a candidate or as a voter. The NEA spokesperson confirmed in statements to the media that Anan’s name had been removed from the register, adding that copes of the statement in question were not available to the press.

    In its televised statement broadcast on Tuesday afternoon, the Armed Forces accused the presidential candidate of announcing his bid for office without first acquiring a permit from the military, aiming to incite a rift between the Armed Forces and the public, as well as forging his end of service documents. A few hours after the statement was aired, Anan’s official campaign Facebook page announced that the campaign was suspended until further notice. 

    The Cairo Court of Urgent Matters ruled on Tuesday in favor of lawsuit filed by lawyer Samir Sabry requesting the release of documents proving that Anan is enlisted as a military reserve officer, according to the privately owned Al-Shorouk newspaper.

    Anan formally announced his intent to run for presidency via an online video on Friday night, released on the heels of President Abdel Fattah al-Sisi’s announcement that he intends to seek a second term in office. In the video, Anan demanded that civilian and military state institutions refrain from showing an “unconstitutional bias toward a president who might leave his chair in a few months.”

    Ousted President Mohamed Morsi forcibly retired Anan from his position as chief of staff of the Armed Forces in August 2012, using the same decree which saw Sisi replace former Defense Minister Hussein Tantawi.

    Presidential candidates have until 2 pm on January 29 to submit the necessary paperwork to be officially recognized as candidates by the NEA. To be eligible to run in the 2018 presidential election, Egypt’s Constitution and presidential elections law stipulate that candidates must collect endorsements from at least 20 members of Parliament, or from 25,000 eligible voters from 15 different governorates, with a minimum of 1,000 endorsements from each governorate.

    • Libya return demand triggers reintegration headaches

      “This means that the strain on the assistance to integration of the country of origin has been particularly high because of the success, paradoxically of the return operation,” said Eugenio Ambrosi, IOM’s Europe director, on Monday (12 February).

      “We had to try, and we are still trying, to scale up the reintegration assistance,” he said.

      Since November, It has stepped up operations, along with the African Union, and helped 8,581 up until earlier this month. Altogether some 13,500 were helped given that some were also assisted by African Union states. Most ended up in Nigeria, followed by Mali and Guinea.

      People are returned to their home countries in four ways. Three are voluntary and one is forced. The mixed bag is causing headaches for people who end up in the same community but with entirely different integration approaches.

      “The level of assistance and the type of reintegration assistance that these different programmes offer is not the same,” noted Ambrosi.

      It noted that in 2014, the maximum amount of the in-cash allowance at the point of departure/after arrival varied from €40 in the Czech Republic and €50 in Portugal to €3,750 in Norway for a minor and €3,300 in Sweden for an adult.

      Anti-migrant Hungary gave more (€500) than Italy (€400), the Netherlands (€300) and Belgium (€250).

      However, such comparisons on cash assistance does not reveal the full scope of help given that some of the countries also provide in-kind reintegration support.

    • For Refugees Detained in Libya, Waiting is Not an Option

      Niger generously agreed to host these refugees temporarily while European countries process their asylum cases far from the violence and chaos of Libya and proceed to their resettlement. In theory it should mean a few weeks in Niger until they are safely transferred to countries such as France, Germany or Sweden, which would open additional spaces for other refugees trapped in Libya.

      But the resettlement process has been much slower than anticipated, leaving Helen and hundreds of others in limbo and hundreds or even thousands more still in detention in Libya. Several European governments have pledged to resettle 2,483 refugees from Niger, but since the program started last November, only 25 refugees have actually been resettled – all to France.

      As a result, UNHCR announced last week that Niger authorities have requested that the agency halt evacuations until more refugees depart from the capital, Niamey. For refugees in Libya, this means their lifeline to safety has been suspended.

      Many of the refugees I met in Niger found themselves in detention after attempting the sea journey to Europe. Once intercepted by the Libyan coast guard, they were returned to Libya and placed in detention centers run by Libya’s U.N.-backed Government of National Accord (GNA). The E.U. has prioritized capacity building for the Libyan coast guard in order to increase the rate of interceptions.       The report is based on February 2018 interviews conducted with asylum seekers and refugees who had been evacuated by UNHCR from detention centers in Libya to Niamey, Niger, where these men, women, and children await resettlement to a third country. The report shows that as the EU mobilizes considerable resources and efforts to stop the migration route through Libya, asylum seekers, refugees and migrants continue to face horrendous abuses in Libya – and for those who attempt it, an even deadlier sea crossing to Italy. RI is particularly concerned that the EU continues to support the Libyan coast guard to intercept boats carrying asylum seekers, refugees and migrants and bring them back to Libyan soil, even though they are then transferred to detention centers.

    • #Return_migration – a regional perspective

      The current views on migration recognize that it not necessarily a linear activity with a migrant moving for a singular reason from one location to a new and permanent destination. Within the study of mixed migration, it is understood that patterns of movements are constantly shifting in response to a host of factors which reflect changes in individual and shared experiences of migrants. This can include the individual circumstance of the migrant, the environment of host country or community, better opportunities in another location, reunification, etc.[1] Migrants returning to their home country or where they started their migration journey – known as return migration—is an integral component of migration.

      Return migration is defined by the International Organization for Migration (IOM) as the act or process of going back to the point of departure[2]. It varies from spontaneous, voluntary, voluntary assisted and deportation/forced return. This can also include cyclical/seasonal return, return from short or long term migration, and repatriation. Such can be voluntary where the migrant spontaneously returns or assisted where they benefit from administrative, logistical, financial and reintegration support. Voluntary return includes workers returning home at the end of their labour arrangements, students upon completion of their studies, refugees and asylum seekers undertaking voluntary repatriation either spontaneously or with humanitarian assistance and migrants returning to their areas of origin after residency abroad. [3] Return migration can also be forced where migrants are compelled by an administrative or judicial act to return to their country of origin. Forced returns include the deportation of failed asylum seekers and people who have violated migration laws in the host country.

      Where supported by appropriate policies and implementation and a rights-based approach, return migration can beneficial to the migrant, the country of origin and the host country. Migrants who successfully return to their country of origin stand to benefit from reunification with family, state protection and the possibility of better career opportunities owing to advanced skills acquired abroad. For the country of origin, the transfer of skills acquired by migrants abroad, reverse ‘brain drain’, and transactional linkages (i.e. business partnerships) can bring about positive change. The host country benefits from such returns by enhancing strengthened ties and partnerships with through return migrants. However, it is critical to note that return migration should not be viewed as a ‘solution’ to migration or a pretext to arbitrarily send migrants back to their home country. Return migration should be studied as a way to provide positive and safe options for people on the move.
      Return migration in East Africa

      The number of people engaging in return migration globally and in the Horn of Africa and Yemen sub-region has steadily increased in recent years. In 2016, IOM facilitated voluntary return of 98,403 persons worldwide through its assisted voluntary return and re-integration programs versus 69,540 assisted in 2015. Between December 2014 and December 2017, 76,589 refugees and asylum seekers were assisted by humanitarian organisations to return to Somalia from Kenya.

      In contexts such as Somalia, where conflict, insecurity and climate change are common drivers for movement (in addition to other push and pull factors), successful return and integration of refugees and asylum seekers from neighbouring countries is likely to be frustrated by the failure to adequately address such drivers before undertaking returns. In a report titled ‘Not Time To Go Home: Unsustainable returns of refugees to Somalia’,Amnesty International highlights ongoing conflict and insecurity in Somalia even as the governments of Kenya and Somali and humanitarian agencies continue to support return programs. The United Nations has cautioned that South and Central parts of Somalia are not ready for large scale returns in the current situation with over 2 million internally displaced persons (IDPs) in the country and at least half of the population in need of humanitarian assistance; painting a picture of returns to a country where safety, security and dignity of returnees cannot be guaranteed.

      In March 2017, the Kingdom of Saudi Arabia ordered all undocumented migrants to regularize their status in the Kingdom giving them a 90-day amnesty after which they would face sanctions including deportations. IOM estimates that 150,000 Ethiopians returned to Ethiopia from Saudi Arabia between March 2017 and April 2018. Since the end of the amnesty period in November 2017, the number of returns to Ethiopia increased drastically with approximately 2,800 migrants being deported to Ethiopia each week. Saudi Arabia also returned 9,563 Yemeni migrants who included migrants who were no longer able to meet residency requirements. Saudi Arabia also forcibly returned 21,405 Somali migrants between June and December 2017.

      Migrant deportations from Saudi Arabia are often conducted in conditions that violate human rights with migrants from Yemen, Somalia and Ethiopia reporting violations. An RMMS report titled ‘The Letter of the Law: Regular and irregular migration in Saudi Arabia in a context of rapid change’ details violations which include unlawful detention prior to deportation, physical assault and torture, denial of food and confiscation of personal property. There were reports of arrest and detention upon arrival of Ethiopian migrants who had been deported from Saudi Arabia in 2013 during which the migrants were reportedly tortured by Ethiopian security forces.

      Further to this, the sustainability of such returns has also been questioned with reports of returnees settling in IDP camps instead of going back to their areas of origin. Such returnees are vulnerable to (further) irregular migration given the inability to integrate. Somali refugee returnees from Kenya face issues upon return to a volatile situation in Somalia, often settling in IDP camps in Somalia. In an RMMS research paper ‘Blinded by Hope: Knowledge, Attitudes and Practices of Ethiopian Migrants’, community members in parts of Ethiopia expressed concerns that a large number of returnees from Saudi Arabia would migrate soon after their return.

      In November 2017, following media reports of African migrants in Libya being subjected to human rights abuses including slavery, governments, humanitarian agencies and regional economic communities embarked on repatriating vulnerable migrants from Libya. African Union committed to facilitating the repatriation of 20,000 nationals of its member states within a period of six weeks. African Union, its member states and humanitarian agencies facilitated the return of 17,000 migrants in 2017 and a further 14,000 between January and March 2018.[4]
      What next?

      Return migration can play an important role for migrants, their communities, and their countries, yet there is a lack of research and data on this phenomenon. For successful return migration, the drivers to migration should first be examined, including in the case of forced displacement or irregular migration. Additionally, legal pathways for safe, orderly and regular migration should be expanded for all countries to reduce further unsafe migration. Objective 21 of the Global Compact for Safe, Orderly and Regular Migration (Draft Rev 1) calls upon member states to ‘cooperate in facilitating dignified and sustainable return, readmission and reintegration’.

      In addition, a legal and policy framework facilitating safe and sustainable returns should be implemented by host countries and countries of origin. This could build on bilateral or regional agreements on readmissions, creation of reception and integration agencies for large scale returns, the recognition and assurance of migrant legal status, provision of identification documents where needed, amending national laws to allow for dual citizenship, reviewing taxes imposed on the diaspora, recognition of academic and vocational skills acquired abroad, support to vulnerable returnees, financial assistance where needed, incentives to returnee entrepreneurs, programs on attracting highly skilled returnees. Any frameworks should recognize that people have the right to move, and should have their human rights and dignity upheld at all stages of the migration journey.

      D’après des témoignages recueillis près du #centre_de_transit des #mineurs_non_accompagnés du quartier #Bobiel à Niamey (Niger), des rixes ont eu lieu devant le centre, ce mardi 18 septembre.

      A ce jour, le centre compterait 23 mineurs et une dizaine de femmes avec des enfants en bas âge, exceptionnellement hébergés dans ce centre en raison du surpeuplement des structures réservées habituellement aux femmes.

      Les jeunes du centre font régulièrement état de leurs besoins et du non-respect de leurs droits au directeur du centre. Certains y résident en effet depuis plusieurs mois et ils sont informés des services auxquels ils devraient avoir accès grâce à une #charte des centre de l’OIM affichée sur les murs (accès aux soins de santé, repas, vêtements - en particulier pour ceux qui sont expulsés de l’Algérie sans leurs affaires-, activité récréative hebdomadaire, assistance légale, psychologique...). Aussi, en raison de la lourdeur des procédures de « #retours_volontaires », la plupart des jeunes ne connaissent pas la date de leur retour au pays et témoignent d’un #sentiment_d'abandon.

      Ces derniers jours certains jeunes ont refusé de se nourrir pour protester contre les repas qui leur sont servis (qui seraient identiques pour tous les centres et chaque jour).
      Ce mardi, après un vif échange avec le directeur du centre, une délégation de sept jeunes s’est organisée et présentée au siège de l’OIM. Certains d’entre eux ont été reçus par un officier de protection qui, aux vues des requêtes ordinaires des migrants, s’est engagé à répondre rapidement à leurs besoins.
      Le groupe a ensuite rejoint le centre où les agents de sécurité du centre auraient refusé de les laisser entrer. Des échanges de pierres auraient suivi, et les gardiens de la société #Gadnet-Sécurité auraient utilisé leurs matraques et blessé légèrement plusieurs jeunes. Ces derniers ont été conduits à l’hôpital, après toutefois avoir été menottés et amenés au siège de la société de gardiennage.

      L’information a été diffusée hier soir sur une chaine de télévision locale mais je n’ai pas encore connaissance d’articles à ce sujet.

      Des migrants ont manifesté lundi matin au centre de transit de l’Organisation Internationale pour les Migrations (OIM). Ce centre est situé au quartier #Sabon_Gari à Agadez au Niger. Il accueille à ce jour 800 migrants.

      Parmi eux, une centaine de Maliens. Ces migrants dénoncent la durée de leurs séjours, leurs conditions de vie et le manque de communication des responsables de l’OIM.

  • The secret to North Korea’s ICBM success
    Kim Jong-un celebrates ICBM success

    North Korea’s missile programme has made astounding strides over the past two years. An arsenal that had been based on short- and medium-range missiles along with an intermediate-range Musudan that repeatedly failed flight tests, has suddenly been supplemented by two new missiles: the intermediate-range Hwasong-12 and the intercontinental ballistic missile (ICBM), Hwasong-14. No other country has transitioned from a medium-range capability to an ICBM in such a short time. What explains this rapid progression? The answer is simple. North Korea has acquired a high-performance liquid-propellant engine (LPE) from a foreign source.

    Available evidence clearly indicates that the LPE is based on the Soviet RD-250 family of engines, and has been modified to operate as the boosting force for the Hwasong-12 and -14. An unknown number of these engines were probably acquired though illicit channels operating in Russia and/or Ukraine. North Korea’s need for an alternative to the failing Musudan and the recent appearance of the RD-250 engine along with other evidence, suggests the transfers occurred within the past two years.

    Tests reveal recent technical gains

    North Korea ground tested a large LPE in September 2016, which it claimed could generate 80 tonnes’ thrust. The same LPE was again ground tested in March 2017. This test included four smaller, steering engines. On 14 May 2017, with Kim Jong-un overseeing test preparations, North Korea launched a new intermediate-range ballistic missile, the Hwasong-12. The single-stage missile flew on a very steep trajectory, reaching a peak altitude of over 2,000km. If the Hwasong-12 had used a normal flight path, it would have travelled between 4,000 and 4,500km, placing Guam, just 3,400km away, within range.

    The success of the Hwasong-12 flight in May gave North Korean engineers the confidence needed to pursue a more ambitious goal: the initial flight testing of a two-stage missile capable of reaching the continental United States. Less than two months after the Hwasong-12 test, the two-stage Hwasong-14 was launched on 4 July. A second Hwasong-14 was tested on 28 July. The Hwasong-14 launches flew on very steep flight paths, with the first shot reaching an apogee of 2,700km. The second test peaked at about 3,800km.

    North Korea’s announced results were independently confirmed by the Republic of Korea, Japan and US. In both tests, the mock warheads plummeted towards the East Sea, 900–1,000km from the launch point. If flown on a trajectory that maximises range instead of peak altitude, the two missiles would have reached about 7,000km and 9,000km respectively, well exceeding the 5,500km minimum distance for a system to be categorised as an ICBM.

    The dimensions and visible features of the Hwasong-12 indicate an overall mass of between 24,000 and 25,000kg. The Hwasong-12’s acceleration at lift-off, as determined by the launch video aired by KCNA, is about 8.5 to 9.0m/s2. Assuming North Korea did not manipulate the launch video, the thrust generated by the Hwasong-12’s complete engine assembly is between 45 and 47 tonnes’ thrust; the main engine contributes between 39 to 41 tonnes’ force, and the auxiliary engines about 6 tonnes’ force. The Hwasong-14 has an estimated mass of 33,000–34,000kg, and an initial acceleration rate of about 4–4.5m/s2, resulting in a total thrust of 46–48 tonnes’ force.

    Identifying the new LPE and its origins

    The origins of the new engine (see Figures 1 and 2) are difficult to determine with certainty. However, a process of elimination sharply narrows the possibilities.

    There is no evidence to suggest that North Korea successfully designed and developed the LPE indigenously. Even if, after importing Scud and Nodong engines, North Korea had mastered the production of clones, which remains debateable, this does not mean that it could design, develop and manufacture a large LPE from scratch, especially one that uses higher-performance propellants and generates 40 tonnes’ thrust.

    Claims that the LPE is a North Korean product would be more believable if the country’s experts had in the recent past developed and tested a series of smaller, less powerful engines, but there are no reports of such activities. Indeed, prior to the Hwasong-12 and -14 flights, every liquid-fuelled missile launched by North Korea – all of the Scuds and Nodongs, even the Musudan – was powered by an engine developed and originally produced by the Russian enterprise named for A.M. Isayev; the Scud, Nodong and R-27 (from which the Musudan is derived) missiles were designed and originally produced by the Russian concern named after V.P. Makeyev. It is, therefore, far more likely that the Hwasong-12 and -14 are powered by an LPE imported from an established missile power.

    If this engine was imported, most potential sources can be eliminated because the external features, propellant combination and performance profile of the LPE in question are unique. The engine tested by North Korea does not physically resemble any LPE manufactured by the US, France, China, Japan, India or Iran. Nor do any of these countries produce an engine that uses storable propellants and generates the thrust delivered by the Hwasong-12 and -14 LPE. This leaves the former Soviet Union as the most likely source.

    Given North Korea’s reliance to date on technologies originating with the Isayev and Makeyev enterprises, one might suspect one or both as the probable supplier. However, neither enterprise has been associated with an engine that matches the performance of LPE used by Hwasong-12 and -14.

    An exhaustive search of engines produced by other manufacturers in the former Soviet Union yields a couple of possibilities, all of which are associated with the Russian enterprise named after V.P. Glushko, now known as Energomash. The RD-217, RD-225 and RD-250 engine families use high-energy, storable-liquid propellants similar to those employed by engines tested by North Korea. Neither the RD-217 nor RD-225 have external features matching those of North Korea’s new engine. The RD-250 is the only match.

    The RD-250 engine is normally configured as a pair of combustion chambers, which receive propellant from a single turbopump, as shown in Figure 3. When operated in tandem, the two chambers generate roughly 78–80 tonnes’ thrust. This level of thrust is similar to the claims North Korea made when the first ground test was conducted and publicised in September 2016.

    It gradually became clear, however, that the Hwasong-12 and -14 used single-chamber engines. Note, for example, that Pyongyang claimed that a new pump design was used for the September ground test. This makes sense, because operating the RD-250 as a single chamber LPE would necessitate a new or modified turbopump. Having no demonstrated experience modifying or developing large LPE turbopumps, Pyongyang’s engineers would have been hard pressed to make the modifications themselves. Rather, the technical skills needed to modify the existing RD-250 turbopump, or fashioning a new one capable of feeding propellant to a single chamber would reside with experts with a rich history of working with the RD-250. Such expertise is available at Russia’s Energomash concern and Ukraine’s KB Yuzhnoye. One has to conclude that the modified engines were made in those factories.

    The alternative hypothesis, that Russian/Ukraine engineers were employed in North Korea is less likely, given the absence of any known production facility in North Korea for such engines. In addition, Western experts who visited KB Yuzhnoye Ukraine within the past year told the author that a single-chamber version was on display at a nearby university and that a local engineer boasted about producing it.

    Why single-chamber engines were transferred rather than the more powerful double-chamber original versions is unclear. One possible hypothesis is that the exporters, for whatever reason, exercised restraint in what they were willing to transfer to North Korea. Combined with a second stage, however, the single-chamber RD-250 engine is powerful enough to send an ICBM to cities on the American West Coast at least.

    The RD-250 was originally designed by the Glushko enterprise of Russia, and produced and incorporated into the first stage of the R-36 (SS-9) ICBM and the Tsiklon-2 satellite launcher by KB Yuzhnoye of Ukraine. The Tsiklon-2 carrier rocket lofted its first satellite into orbit in 1969, with the last of 106 launches occurring in 2006. While Yuzhnoye was responsible for producing the Tsiklon-2 rocket, Russian entities launched the satellite. The relationship survived the break-up of the Soviet Union in 1991 primarily because of long-standing institutional linkages, and the commercial interests of both enterprises and countries. However, despite the Tsiklon-2’s unsurpassed reliability record, Russia stopped purchasing the Yuzhnoye rocket in 2006 in favour of an indigenous system. Yuzhnoye’s repeated attempts to market the rocket and related technologies to other potential customers, including Boeing and Brazil, yielded little. The once vaunted KB Yuzhnoye has been near financial collapse since roughly 2015.

    The total number of RD-250 engines fabricated in Russia and Ukraine is not known. However, there are almost certainly hundreds, if not more, of spares stored at KB Yuzhnoye’s facilities and at warehouses in Russia where the Tsiklon-2 was used. Spares may also exist at one or more of Energomash’s many facilities spread across Russia. Because the RD-250 is no longer employed by operational missiles or launchers, facilities warehousing the obsolete LPEs are probably loosely guarded. A small team of disgruntled employees or underpaid guards at any one of the storage sites, and with access to the LPEs, could be enticed to steal a few dozen engines by one of the many illicit arms dealers, criminal networks, or transnational smugglers operating in the former Soviet Union. The engines (less than two metres tall and one metre wide) can be flown or, more likely, transported by train through Russia to North Korea.

    Pyongyang has many connections in Russia, including with the illicit network that funnelled Scud, Nodong and R-27 (Musudan) hardware to North Korea in the 1980s and 1990s. United Nations sanctions imposed on Pyongyang have likely strengthened the Kim regime’s ties to these criminal networks. North Korean agents seeking missile technology are also known to operate in Ukraine. In 2012, for example, two North Korean nationals were arrested and convicted by Ukrainian authorities for attempting to procure missile hardware from Yuzhnoye. Today, Yuzhnoye’s facilities lie close to the front lines of the Russian-controlled secessionist territory. Clearly, there is no shortage of potential routes through which North Korea might have acquired the few dozen RD-250 engines that would be needed for an ICBM programme.

    How did North Korea acquire the RD-250 engine?

    When and from where RD-250 engines may have been shipped to North Korea is difficult to determine. It is possible the transfers occurred in the 1990s, when North Korea was actively procuring Scud- and Nodong-related hardware, as well as R-27 technology and its Isayev 4D10 engine. But this seems unlikely for three reasons.

    Firstly, the network North Korea relied on in the 1990s focused on products originating from Russia’s Makeyev and Isayev enterprises. Energomash and Yuzhnoye had limited connections to Makeyev or Isayev; indeed, they were rival enterprises competing for contracts as the Soviet Union crumbled. It is, therefore, a stretch to assume the illicit channels Pyongyang was using in the 1990s had access to products manufactured or used at either Yuzhnoye or Energomash two decades ago.

    Secondly, until recently, North Korea appeared to focus on exploiting R-27 hardware for its long-range missile ambitions. Pyongyang’s first intermediate-range missile, the Musudan, which was first displayed in a 2010 parade, is derived from the R-27 technology acquired in the 1990s. Moreover, until the Hwasong-12 launch in March 2017, Pyongyang’s design concepts for a prospective ICBM featured a first stage powered by a cluster of two Isayev 4D10 LPEs. Photographs taken while Kim Jong-un toured a missile plant in March 2016 captured the back end of an ICBM prototype that appeared to house a pair of 4D10 engines, not a single RD-250 LPE. A month later, Kim attended the ground test featuring a cluster of two 4D10 engines operating in tandem, a clear indication that North Korea’s future ICBM would rely on this configuration. There is no evidence during this period to suggest that North Korea was developing a missile based on the RD-250 engine.

    Thirdly, the Isayev 4D10 engine, which relies on staged combustion, is a complicated closed-cycle system that is integrated within the missile’s fuel tank. If the open-cycle, externally mounted RD-250 engine had been available in 2015, engineers would have likely preferred to use it to power a new long-range missile, as it shares many features with the engines North Korea has worked with for decades.

    However, when North Korean specialists began flight testing the Musudan in 2016, the missile repeatedly failed soon after ignition. Only one flight test is believed to have been successful. The cause of the string of failures cannot be determined from media reports. That many failed very early in flight suggests that problems with either the engine itself, or the unique ‘submerged’ configuration of the engine, were responsible. If this was the case, North Korea’s engineers may have recognised that they could not easily overcome the challenges. This might explain why the Musudan has not been tested since 2016.

    The maiden appearance of the modified RD-250 in September 2016 roughly coincides with North Korea’s decision to halt Musudan testing. It is reasonable to speculate that Kim’s engineers knew the Musudan presented grim or insurmountable technical challenges, which prompted a search for an alternative. If North Korea began its quest to identify and procure a new LPE in 2016, the start of the search would have occurred in the same year Yuzhnoye was experiencing the full impact of its financial shortfalls. This is not to suggest that the Ukrainian government was involved, and not necessarily Yuzhnoye executives. Workers at Yuzhnoye facilities in Dnipropetrovsk and Pavlograd were likely the first ones to suffer the consequences of the economic misfortunes, leaving them susceptible to exploitation by unscrupulous traders, arms dealers and transnational criminals operating in Russia, Ukraine and elsewhere.

    North Korea’s ICBM still a work in progress

    Acquisition of the modified RD-250 engine enabled North Korea to bypass the failing Musudan development effort and begin work on creating an ICBM sooner than previously expected. The Hwasong-14, however, is not yet an operationally viable system. Additional flight tests are needed to assess the missile’s navigation and guidance capabilities, overall performance under operational conditions and its reliability. Empirical data derived from tests to validate the efficacy of warhead re-entry technologies is also needed. Pyongyang could elect to deploy the Hwasong-14 as early as 2018, after only a handful of additional test launches, but at the risk of fielding a missile with marginal reliability. The risks could be reduced over time by continuing flight trials after the missile is assigned to combat units.

    Further, the Hwasong-14 employs an underpowered second stage, which could limit Kim Jong-un to threatening only those American cities situated along the Pacific Coast. Arguably, Pyongyang will want a more powerful ICBM, one that can target the entire US mainland. The modified RD-250 engine can be clustered to provide a basis for an improved ICBM, but development of a new missile will require time.

    It is not too late for the US and its allies, along with China and perhaps Russia, to negotiate an agreement that bans future missile testing, and effectively prevents North Korea from perfecting its capacity to terrorise America with nuclear weapons. But the window of opportunity will soon close, so diplomatic action must be taken immediately.

    BETHLEHEM (Ma’an) — Palestinian citizens of Israel took to the streets in the Palestinian-majority city of Jaffa in Israel to protest against police brutality and racial profiling, after a man was shot dead in a police chase early Saturday morning, according to Israeli media reports.

    Another man was reportedly moderately wounded by gunfire during the police chase. According to Israeli police, the two fled the scene of a criminally-motivated shooting on Yefet Street in Jaffa on motorcycles and were shot while being pursued.

    Arab48 news reported that clashes broke out Saturday afternoon between outraged local protesters and Israeli police.

    Demonstrators denounced Israeli police for using excessive force with impunity, and vowed not to remain silent to prevent unjustified police killings from becoming normalized.

    A family member of the slain man, who was identified by Arab48 as 22-year-old Mahdi al-Saadi from Jaffa, told the news site that al-Saadi was killed “in cold blood” and posed no threat to police when he was shot dead. “They could have shot him in the foot and arrested him,” they said.

    Masked protesters reportedly closed the main road in Jaffa with burning tires and garbage containers and smashed a police car windshield, according to Israeli news site Ynet.

    Israeli police spokesperson Luba al-Samri wrote in a statement that a group of young men threw stones at police officers, and that two suspected stone throwers were detained.

    She said that as of Saturday evening, police continued to deploy heavily on Yefet street and the surrounding area to “maintain security and to respond to any possible scenario.”

      JERUSALEM (Ma’an) — Israeli police assaulted Israeli journalists and detained eight Palestinian citizens of Israel, six of them minors, as hundreds participated in a funeral march Saturday night in Jaffa city in southern Israel for 22-year-old Mahdi al-Saadi who was shot dead by police early Saturday morning.

      Mourners in the Palestinian-majority town condemned what they said was an unjustified killing. According to Israeli police, the man was suspected of taking part in a criminally-motivated shooting and was shot dead, alongside another who was shot and injured, in a police chase as the two allegedly fled on motorcycles.

      However, locals argued that al-Saadi posed no threat to Israeli police when he was fatally shot and that he could have been detained without using lethal force.

    BETHLEHEM (Ma’an) — The Israeli security cabinet has approved a 40 percent reduction in Israel’s electricity supply to the besieged Gaza Strip, where Palestinians are already coping with a crippling power crisis and daily, hours-long blackouts, according Israeli media reports.

    While Gaza’s electricity company said it had not received an official order regarding the impending power cut, it called upon Palestinians in Gaza to prepare for the worst, while human rights groups urged Israel to reconsider the move — expected to have immediate and disastrous effects on the medical sector in particular.

    The approval came after Israeli authorities announced plans to make the cuts last month, upon request of the Palestinian Authority (PA) in occupied West Bank, which foots Gaza’s monthly electricity bill from Israel, by subtracting from taxes collected by Israel on behalf of the PA.

    Palestinian President Mahmoud Abbas had reportedly informed Israel that the PA only intended to pay 60 percent of the 40 million shekel ($11.19 million) monthly bill, as Hamas, the de facto ruling party in Gaza, and the Fatah-led PA continued to blame each other for a deepening crisis in Gaza.

    Meanwhile, the Gaza electricity company said on Monday that it had been informed by Egypt’s power company that it could cut off power lines feeding Gaza at any time, without providing further details.

    On Sunday, The Wall Street Journal reported that North Korea had detained an American citizen at the Pyongyang international airport. According to CBS News, Tony Kim is one of three American citizens currently in North Korean custody.

    It was not clear on Sunday if North Korean officials had confirmed Kim’s arrest, but the Swedish embassy in North Korea said that the incident occurred as Kim was trying to board a flight out of North Korea’s capital city. The Swedish embassy represents American interests in North Korea, since the U.S. does not formally maintain relations with Kim Jong-Un’s government.

    It also wasn’t clear on Sunday exactly when the incident took place. CNBC reported that Kim was detained on Friday, while CNN and CBS News reported his arrest as occurring on Saturday. Also unknown were Kim’s charges, if any.

    What is clear, though, is Kim’s reason for being in the controversial country. According to various media reports, Kim is a Korean-American professor who had been teaching accounting at the Pyongyang University of Science and Technology (PUST). Kim, who is reportedly in his 50s, also goes by his Korean name, Kim Sang-duk.

      After spending a week in North Korea as part of a Statistics Without Borders program, George Washington Elliott School of International Affairs Lecturer Justin Fisher is sure his summer students now have a better understanding of survey sampling, computer analysis and how (some) Americans greet each other.

      They were quick to pick up the fist bump,” said Mr. Fisher, who taught it to students one day over lunch. “They probably think Americans greet each other like that all the time!”

      Mr. Fisher, B.A./B.S. ’97, was one of 13 professors who recently taught a combined seven courses for the Pyongyang Summer Institute (PSI) in survey science and quantitative methodology in North Korea. PSI is an international teaching program at the Pyongyang University of Science and Technology (PUST).

      In the mornings, Mr. Fisher, who is also a senior statistician at the U.S. Government Accountability Office, led a survey sampling class and, in the afternoons, he taught computer analysis. He said that, although he didn’t initially know what to expect from his students, he found commonalities with GW students, and they were friendly, eager and curious about Americans “despite the usual rhetoric between the U.S. and North Korea.”

      My biggest surprise was how similar the students were to those at GW: just a group of kids working hard to understand the material and get good grades to secure the best job for their future,” Mr. Fisher said.
