The Trump administration on Thursday eased safety rules on offshore oil and gas production put in place after the deadly 2010 BP Plc #Deepwater_Horizon disaster, as part of its effort to slash regulations and boost the energy industry.

The Interior Department revised the 2016 oil and gas production safety systems rule, part of a series of regulations the Obama administration enacted on offshore drilling and production after the drilling well disaster that killed 11 oil rig workers, led to the worst environmental disaster in U.S. history and cost BP about $65 billion.

The final rule will appear in the federal register as soon as Friday, according to a document seen by Reuters.

It eliminates or changes some safety standards for when a well is producing oil or gas, such as requiring that independent third parties certify devices. Other changes involve when operators have to notify the government about beginning oil and gas production and what they have to report about equipment failures.

Vietnam has halted an oil drilling project in the “Red Emperor” block off its southeastern coast licensed to Spanish energy firm #Repsol following pressure from China, three sources with direct knowledge of the situation told Reuters on Friday.

#Red_Emperor, known in Vietnamese as the #Ca_Rong_Do field, is part of Block 07/03 in the #Nam_Con_Son basin, 440 km (273 miles) off the coast of Vietnam’s southern city of Vung Tau.

The $1-billion field of moderate size by international standards is seen as a key asset to help slow the decline of Vietnam’s stalling oil and gas production.

But the block lies near the U-shaped “#nine-dash_line ” that marks the vast area that China claims in the sea and overlaps what it says are its own oil concessions.

Located in waters around 350 metres (1,148 ft) deep, it is considered to be profitable from around $60 per barrel. Current Brent crude oil prices are almost $70 per barrel.

Statoil ASA, Norway’s biggest petroleum company, will change its name to Equinor as it seeks to broaden its energy reach beyond oil and gas production.

“The world is changing, and so is Statoil,” said Chairman Jon Erik Reinhardsen in a statement. “The biggest transition our modern-day energy systems have ever seen is underway, and we aim to be at the forefront of this development.”

The name reflects the starting point for equal, equality and equilibrium, and “nor,” to signal the company’s Norwegian origin, according to Statoil, which is 67 percent controlled by the government.

The Trump administration is poised to roll back offshore drilling safety regulations that were put in place after the 2010 Deepwater Horizon oil rig disaster in the Gulf of Mexico that killed 11 people and caused the worst oil spill in American history.

A proposal by the Interior Department’s Bureau of Safety and Environmental Enforcement, which was established after the spill and regulates offshore oil and gas drilling, calls for reversing the Obama-era regulations as part of President Trump’s efforts to ease restrictions on fossil fuel companies and generate more domestic energy production.

Doing so, the agency asserted, will reduce “unnecessary burdens” on the energy industry and save the industry $228 million over 10 years.

“This proposed rule would fortify the Administration’s objective of facilitating energy dominance” by encouraging increased domestic oil and gas production, even as it strengthens safety and environmental protection, the proposal says.

In April Mr. Trump signed an executive order directing the Interior Department to “reconsider” several oil rig safety regulations. Ryan Zinke, the interior secretary, at the time did not specify which specific equipment regulations would be reviewed, saying only the review would apply “from bow to stern.”

Egypt has recently ramped up efforts to attract foreign investment in its oil sector to boost its struggling economy.

Along with Eni, and Royal Dutch Shell also have significant operations in Egypt in offshore gas production, which is consumed domestically although Cairo aims to become a gas exporter.

Congressional Republicans have found a way to use the federal budget to open the Arctic National Wildlife Refuge to oil drilling — and they don’t plan on stopping there. 

GOP leaders in the House and Senate are exploring ways to also expand drilling in the Gulf of Mexico as well as the Arctic and Atlantic Oceans through congressional budget rules that allow them to pass major policy changes on a simple majority vote.

“There are other opportunities for us,” Alaska Senator Lisa Murkowski, the chairman of the Senate Energy and Natural Resources Committee, said in an interview. “There is a significant way that we can help with the budget process.”

Money from selling drilling rights and royalties from oil and gas production would be a revenue-raiser that could help offset some of the tax cuts Republicans are proposing. The House has instructed its Natural Resources Committee to find ways to generate $5 billion in revenue over the next decade. And the Senate is set to vote as soon as this week on a budget plan imposing a $1 billion target on Murkowski’s natural resources committee.

The U.S. Interior Department this week will try again to delay parts of an Obama-era rule to limit methane emissions from oil and gas production on federal lands, a rule Congress upheld earlier in the year, a document showed on Wednesday.

The rule, finalized by the Interior Department’s Bureau of Land Management (BLM) two months before former President Barack Obama left office, requires oil and gas operators on public lands to prevent leaking, venting and flaring of methane, a potent greenhouse gas.

The administration of President Donald Trump views the rule as excessive environmental regulation, and the BLM issued a new proposal on Wednesday that would delay the rule’s implementation until Jan. 17, 2019, giving the agency time to review it.

They focussed on Norway because it has long been a supporter of ambitious global reduction targets and has used part of its oil revenues to develop renewable technologies and tackle deforestation. If it cannot leave fossil fuels in the ground and make the transition to a carbon-free economy, the authors ask, then how can any of its rivals in less developed nations be expected to do so?

“This is uncharacteristically irrational behaviour for Norway,” said Hannah McKinnon of Oil Change International. “The Paris climate goals mean the world has to stay within a finite carbon budget. Norway’s current plans for fossil fuel production, expansion, and exploration are dangerously out of line with these budgets. Norway can’t be a climate leader at the same time as depending on new oil and gas production.”

The government says such accusations are unfair because they run against the convention at international climate talks for the responsibility for emissions to lie with consumers rather than producers. In this regard – of purely domestic carbon use – it is doing better than most nations because it gets 97% of its electricity from renewable sources, has a high carbon tax, is a leader in promotion of electric vehicles, and is pioneering carbon capture and storage at waste plants and cement factories.

It also notes that oil and gas output is flat, it is unrealistic to assume that all exploration will be successful and the trend for overall production is away from carbon-heavy oil and towards cleaner gas, which is important as a “transition fuel” for countries that are trying to move away from coal. Officials point out that without Norway’s gas the UK would be far further behind in meeting its climate goals.

“We are part of the solution, not the problem,” the deputy minister for petroleum and energy, Ingvil Smines Tybring-Gjedde, told the Guardian. “This government is investing more in renewables and energy efficiency than any other. But renewables are not yet at a level where we can switch off oil and gas. We need a bridge.”

The government argues that its oil and gas reserves are the most efficiently extracted in the world and that, so as long as there is demand for these fuels, it is better that they come from Norway. It also puts the number of newly offered exploration blocks closer to 50.

The clash between growing communities and oil and gas production in northeastern Colorado, heightened by a deadly home explosion last spring, will only intensify in coming years, a Denver Post analysis of drilling permits suggests.

The Post analyzed pending and approved drilling permits in and around the sprawling Wattenberg Field in Weld, Larimer, Boulder, Adams and Broomfield counties, and found that permits are being taken out in and near towns and other populated areas twice as often as in more remote rural areas.

The new final version does not conclude that there is widespread #pollution of drinking water, cautioned Robert Jackson, professor of environment and energy at Stanford University. The available data do not support that either. Rather, the report helps to characterize and assess risk throughout the fracking process, from the withdrawal of water to be mixed with chemicals, through the mixing stage, injection of fracking fluid into an oil or gas well, handling of the water that returns up the well and the eventual disposal of the waste.

“These activities can impact drinking water resources under some circumstances,” the report said.

“Cases of impacts were identified for all stages of the hydraulic fracturing water cycle,” it continued. “Identified impacts generally occurred near hydraulically fractured oil and gas production wells and ranged in severity from temporary changes in water quality to contamination that made private drinking water wells unusable.”

Jackson said the new report more closely reflects what other fracking research has found. “The revised summary much more accurately captures the content of the original report and the state of science today,” he said. “Fracking writ large doesn’t usually contaminate water but it has and the report acknowledges different ways that that happens.”
