    Lyft is the latest brand trying to build market share by posing as a “progressive” corporation. But the fight can’t be good corporations against bad ones — it’s working people against capitalism.
    In early 2017, liberals hit on a new strategy to resist the nascent Trump administration: #DeleteUber.

    It started when New York City’s taxi drivers refused to service JFK airport to protest Trump’s travel ban targeting Muslim-majority countries, and Uber was spotted leveraging the ensuing crisis for profit. Then Uber CEO Travis Kalanick came under fire for accepting an appointment to Trump’s economic advisory council. He announced his resignation from the council, but only weeks later a video leaked of Kalanick reprimanding a driver for his company.

    Amid various ensuing scandals, Kalanick stepped down as CEO of Uber, but by then millions of consumers had turned on the brand in protest, deleting the Uber app from their phone and opting instead for the rideshare giant’s rival Lyft.

    Lyft leaned in, eagerly branding itself as the progressive alternative to Uber by pledging a $1 million donation to the ACLU and trotting out celebrities to promote it as a company committed to “doing things for the right reasons.” Lyft, of course, operates on the same labor model as Uber — its drivers are not employees but independent contractors, and are therefore denied all the benefits and protections that workers receive under more ideal circumstances. Nevertheless, a new refrain rang out across liberaldom: “I don’t use Uber, I use Lyft.”

    What socialists understand that liberals don’t is that brands are corporate enterprises, and corporate enterprises are fundamentally motivated by the pursuit of profit — even in their ostentatious acts of charity and wokeness.

    Three surefire ways to maximize profit are: suppressing labor costs by paying workers as little as you can get away with, lobbying the state for deregulation and lower taxes, and opening new markets by finding new things to commodify and sell. Businesses will always pursue these avenues of profit maximization where they can. It’s not a matter of ethics but of market discipline: if they don’t, they run the risk of losing out to the competition and eventually capsizing.

    Sometimes corporations do things for publicity that make it seem like their interests are not fundamentally misaligned with those of the working-class majority, who rely on decent wages and well-funded public services. But those efforts are meant to sustain public confidence in a given corporation’s brand, which is occasionally necessary for keeping up profits, as Uber’s losses in 2017 demonstrate. When corporate profits come into direct conflict with active measures to improve people’s wellbeing, corporations will always select the former. Case in point: Lyft just donated $100k to the campaign against a ballot measure that would create a tax fund to house the homeless in San Francisco, where the company is based.

    Why did the progressive alternative to Uber do this? Well, because the company doesn’t want to pay higher taxes. Because high taxes imperil profits, and profits are the point. Another likely rationale is to build stronger bonds with pro-business advocacy groups in San Francisco, so that the company will have allies if the city decides to implement regulations against ride-sharing services, which is rumored to be a possibility.

    Lyft has already mastered the art of suppressing labor costs and opening new markets. Next on the wish list, low taxes and deregulation. It’s pretty formulaic when you get down to it.

    San Francisco is home to an estimated 7,500 homeless people. Proposition C would tap the large corporations that benefit from the city’s public infrastructure to double the city’s homelessness budget in an attempt to resolve the crisis. The corporations opposing Proposition C say that the move would imperil jobs. This is not an analysis, it’s a threat. What they’re saying is that if the city reaches too far into their pockets, they’ll take their business elsewhere, draining the region of jobs and revenue as punishment for government overreach. It’s a mobster’s insinuation: Nice economy, shame if something happened to it. Meanwhile thousands of people sleep in the streets, even though the money to shelter them is within the city’s borders.

    Of course, in every struggle over taxes and industry regulation there may be a few canny corporate outliers looking to ingratiate their brand to the public by bucking the trend. In the case of Proposition C, it’s Salesforce, whose CEO Marc Benioff has made a public display of support for the ballot measure. But before you rush to praise Benioff, consider that only two months ago he lauded Trump’s tax cuts for fueling “aggressive spending” and injecting life into the economy.

    You could spend your life as an engaged consumer hopping from brand to brand, as liberals often do, pledging allegiance to this one and protesting that one to the beat of the new cycle drum. You could delete Lyft from your phone the same way you did with Uber, and find another rideshare app that you deem more ethical, until that one inevitably disappoints you too.

    Or you could press pause, stop scrambling for some superior consumption choice to ease your conscience, and entertain the socialist notion that deep down all corporations are objectively the same. They all exist to maximize return on investment for the people who own them. They are all in competition with each other to plunder our commons most effectively, with the lowest overhead, which means compensating the least for employees’ work. And when the rubber meets the road, they will all prioritize private profits over the wellbeing of those who own no productive assets, which is the vast majority of the people on the planet. They will demonstrate these priorities on a case-by-case basis, and on a massive global scale so long as capitalism prevails.

    “We’re woke,” said Lyft CEO John Zimmerman at the height of the Uber scandal. It was horseshit — it always is. And until liberals stop believing than any brand can be truly “woke,” or can offer a genuine alternative to the predatory behavior they observe in other “unwoke” brands, they’ll be unable to mount a meaningful resistance to anything.

    Whether we want to ensure clean drinking water for the residents of Flint or to shelter the homeless of San Francisco, we have to draw clear battle lines that are up to the challenge. The fight can’t be good corporations against bad corporations. It has to be working people against capitalism.

    How do we imagine the climate changing?

    Some scenarios involve techno-fixes like cloud-seeding or new kinds of carbon sinks. Cool tech, usually backed by even cooler entrepreneurs, saves the day — Iron Man plus Al Gore plus Steve Jobs. In green.

    Other scenarios are apocalyptic: blizzards, floods, tsunamis, and droughts; crashing planes; millions of migrants moving from south to north only to be shot at armed borders. The poor fight and starve; the rich enclave themselves in shining domed cities as they document the extinction of charismatic species and convince themselves they aren’t next.

    And there is climate change as unconscious: the stuff of stress, inconvenience, anxiety, and repression; the relief at not having to manage anymore; the enjoyment of change, destruction, and punishment. There will be a last judgment after all. Here those of us who follow the reports of emissions, temperature increases, and political failure get to enjoy being in the know, being those with access to the truth. We can’t do anything about it, but we can judge everyone else for their blind, consumerist pleasures. We can name our new era, marking our impact as the Anthropocene (hey, we have changed the world after all.) Anticipatory Cassandras, we can watch from within our melancholic “pre-loss,” to use Naomi Klein’s term, comforted at least by the fantasy of our future capacity to say we knew it all along. We told you so.

    The hardest thing is doing something about it. Coming together. Fighting against the multiple centrifugal forces that have produced us as individuals preoccupied with our particular freedoms, preferences, conveniences, and choices. It’s no wonder in this setting that market approaches to climate change have appeared as popular options. They affirm the selves we’ve become and promise to solve the problems all in one new light-bulb or electronic car.

    Some of our present difficulty comes from the challenge of imagining a better future. Does it involve a kind of re-peasantization? The elimination of all industry, of all the advantages accrued to some of us under late capitalism? Or is it closer to what we have now, but with windmills and bicycles, the Dutchification of everything? Or is it really not that big a deal at all, a few tweaks here and there so that society looks pretty much like it did in the 70s (Taxi Driver? New York told to drop dead?).

    Naomi Klein’s bold attempt in This Changes Everything is to take up the challenge of creating an alternative to the grim inequalities of our present trajectory by using climate change as a frame for galvanizing left politics. What the economic crises of the seventies and eighties were for the right (opportunities to deepen and extend neoliberalism), climate change can be for the left (an opportunity to “pull huge swaths of humanity out of poverty”). If the left fails to take this opportunity, that is, if we don’t take advantage of the “existential urgency” that climate change provides to develop a more focused left strategy, we are doomed to “climate-change-fueled disaster capitalism—profiteering disguised as emission reduction, privatized hyper-militarized borders” etc (154). What we need, she tells us, is a People’s Shock.

    Rejecting narrow market-based approaches like cap and trade, Klein argues that climate change

    could be the best argument progressives have ever had to demand the rebuilding and reviving of local economies; to reclaim our democracies from corrosive corporate influence; to block harmful new free trade deal and rewrite old ones; to invest in starving public infrastructure like mass transit and affordable housing; to take back ownership of essential services like energy and water; to remake our sick agricultural system into something much healthier; to open borders to migrants whose displacement is linked to climate impacts; to finally respect Indigenous land rights — all of which would help to end grotesque levels of inequality within our nations and between them. (7)

    Just as Marx and Engels linked communism to the workers movement, making communism the mission of the working class, so does Klein link a vision of a progressive future to the climate movement. If the only way to eliminate the exploitation of the workers is the abolition of capitalism, the only to eliminate the exploitation of the planet is .... multiple, dispersed activities combined within a diffuse policy framework oriented toward long-term planning and inspired by an essentialist, overly romantic vision of locality, indigeneity, and democracy (that is to say, populism).

    Klein’s attempt to make climate change the basis for a stronger left politics is a crucial political move. But she weakens it. She fails to see it through. At the site of this failure is a red hole, a missing communism that distorts her vision. She invokes radical politics, but ultimately pulls back into the formula of the alter-globalization movement: in a movement of movements, multiple communities can solve their problems democratically.

    Klein presents the “core problem” preventing adequate response to climate change as “the stranglehold of market logic” and “unfettered corporate power.” She says that “our economy is at war with many forms of life on earth, including human life.” (21) We are in the midst of a battle between capitalism and the planet. If capitalism wins, and at this point it is winning, extremely dangerous warming will lock-in, threatening the habitability of the planet. What is to be done? We have to change everything.

    Everything rides on how we understand “everything.” Klein seems to understand it in terms of neoliberalism, where neoliberalism involves privatization, deregulation of the corporate sphere, lowering of taxes within a broader setting of global trade. By rendering the problem in terms of neoliberalism, she doesn’t have to advocate the abolition of capitalism, even when her arguments tend in that direction. So her solution is a kind of global Green Keynesianism, a step back into the time before neoliberalism dismantled the welfare state. It is hard to say exactly what Klein has in mind, though, since she offers so many options in a giant menu of change. It’s like she thinks “everything” should be on the table and we (each “community”) should be able to pick what we want (perhaps in a truer, more democratic market).

    Klein’s sense of “everything” is limited by the absence of a communist alternative. For example, even as she criticizes market fundamentalism, she sometimes seems fully ensconced in it. She wants to “buy time for clean energy sources to increase their market share and to be seen as more viable alternatives, weakening the power of the fossil fuel lobby” (349). But if we have to change everything, why not just nationalize the fossil fuel industries and undertake a 5-10 year process of dismantling them? Or why not nationally fund clean energy and inject so many taxes and regulations into the carbon economy that it withers away? It’s like Klein feels so fully trapped within the economic system we have that she can’t break free even as she insists we must break free. There has been and still is a name for this break — communism.

    Some of the components of Klein’s new Green Keynesianism would likely include: a carefully planned economy; basic annual income; big public sector expenditures; higher taxes on the rich; and tougher business regulations. The Green justification for the higher taxes on the rich is that they are the ones who need to curb their consumption. The big expenditures would include better public transit, energy efficient housing, and changes in land use to encourage local agriculture. Klein also favors doing a lot with taxes, following the “polluter pays” principle applied to corporations and the rich. It was never clear to me who or what was engaged in the long-term planning she advocates and what sort of force these plans would have. I expect that planning would occur on multiple levels. Given Klein’s insistence on local, decentralized communities, it also isn’t clear to me how the plans would be integrated.

    Klein opposes the nationalization of energy. She advocates instead the model of democratically run, community-based utilities — let a thousand renewable energy providers bloom! She treats this as a project of the commons (her models are Germany and Denmark). Governments provide a national framework within which decentralized, small-scale, local providers supply renewable energy.

    Accompanying the core problem of market fundamentalism is a cultural narrative regarding human domination of the earth. This narrative, Klein argues, underlies much of the left as well as the capitalist right. The former Soviet Union, Mao’s China, and contemporary extractivist left-wing governments in Latin America are clear examples, but so are trade unions fighting for “dirty” jobs instead of clean ones, and so are any left Keynesians who continue to think in developmentalist terms. In place of this narrative of domination, Klein’s Green Keynesianism would emphasize regeneration, “relationships of reciprocity and interconnection with the natural world” (182).

    How, then, can we make the change we want to see? Not with big Green: “the ’market-based’ climate solutions favored by so many foundations and adopted by many greens have provided an invaluable service to the fossil fuel sector as a whole” (199). These include consumer-based solutions (buy Green!) as well as carbon trading schemes, and fracking as a clean energy bridge to renewables. In addition to having done little to nothing to lower emissions over the last twenty years, these approaches, she argues, make the problem worse by failing to challenge the hegemony of the market.

    Klein has more confidence in the “movement of many movements” that she calls “Blockadia.” These include anti-fracking, anti-extractive industry, and pipeline protests all over the world. Klein rightly emphasizes how the contemporary resistance movement is more than a NIMBY struggle. Across multiple sites, activists share the conviction that fossil fuels must remain in the ground. They use local issues (health, safety, livelihood) as instruments for getting at the global problem of climate change.

    The struggles of Blockadia are the flip side of the extreme energy boom going on for the last decade (the one with Sarah Palin’s tagline, “drill, baby, drill!”). In the US and Canada, this boom has made more visible the war that the fossil fuel industry has long tried to hide, namely, that the carbon economy—and the capitalist economy more generally—relies on sacrifice zones. Klein writes:

    for a very long time, sacrifice zones all shared a few elements in common. They were poor places. Out-of-the-way places. Places where residents lacks political power, usually having to do with some combination of race, language, and class (310).

    With the “extreme energy frenzy,” the sacrifice zone has expanded. More people—and more people in the north and west, in areas formerly privileged enough to think they were entitled to turn their heads—are now in the zone of allowable sacrifice. From the vast reach of the Bakken, Marcellus, and Utica shale plays, to the Alberta tar sands, to the continent crossing pipelines, to deep-water oil rigs, to the exploding bomb trains, the intensification of the carbon economy has extended the range of expendable people and places.

    Although Klein doesn’t use these terms, climate change makes clear the scale of expropriation underpinning the carbon economy. The surplus value captured by the top— by the owners, shareholders, and executives of the fossil fuel industry — is expropriated not just from the workers in the industry (which it is), and not just from those living nearby (which it is), but from those living hundreds and thousands of miles away (which is a characteristic also of nuclear power). “Sacrifice zone” has the capacity to be a key concept for knitting together anti-capitalist and climate struggles.

    It’s correlative concept could then be the “commons.” For example, we would want to eliminate sacrifice zones and treat the entire planet as a commons. Having disallowed communism, Klein can’t get us to this point. More specifically, in the place in her argument where Klein could — and should — point to an internationalist egalitarian vision such as that championed by communists she appeals to a vague notion of democracy understood as multiplicity combined with a romantic vision of indigenous people. This combination embeds unresolved tensions in her argument.

    The first problem is the equation of the Blockadia movements with a struggle for democracy. Klein writes: this emergent network of resistance is “driven by a desire for a deeper form of democracy, one that provides communities with real control over those resources that are most critical to collective survival—the health of the water, air, and soil” (295) and “the fight against violent resource extraction and the fight for greater community control, democracy, and sovereignty are two sides of the same coin” (309). Klein displaces particular struggles (pipeline, fracking, climate) into the political field rather than seeing how the struggles themselves change the field by contesting its terms. Most of the time, activist groups aren’t majorities. They are small groups trying to force a position and bring more people over to their side — as well they should!

    Additionally, Klein implies that communities are somehow unified and that they encounter an external force (state or corporation) that is violently extracting resources from them. But division goes all the way through communities. The communities themselves are divided. The deadlocked political system that we have is both a cause and an effect of this division. Marxists refer to this division as class conflict (which works well enough if we have a loose understanding of ’class’). By omitting the constitutive place of division, Klein can suggest that community sovereignty is a goal, again, as if the community were united against fossil fuels — but the fact that we are not united is precisely the problem the book, and the movement, encounters.

    To use a local example, in the battle against the expansion of methane gas storage and LPG storage in the fragile salt caverns adjacent to Seneca Lake, the Town of Reading — where the facility is located — endorses the gas storage plan. Schuyler County — where the facility is located — also supports the plan, although the vote came down to 1 person in their local board and the community is clearly divided. All the other counties surrounding the lake oppose the plan, but most of this opposition came from votes by city or county boards after petitions from activists. The state is considering the issues, and will make a decision. The federal government has already agreed to let the methane storage proceed, but might reconsider. Which level counts as the community? Why? And what sense does this make in a global setting? No one involved has said that the process has not been democratic. This is what democracy looks like. We just don’t think it has yielded the right outcome.

    The second problem is Klein’s association of communities with indigeneity and land. Klein writes, “communities with strong ties to the land have always, and will always, defend themselves against businesses that threaten their ways of life” (309). Here again she denies division, as if everyone in a community agreed on what constituted a threat, as if they were all similarly situated against a threat, as if they were never too deluded, tired, or exploited to defend themselves, as if they could never themselves constitute a threat to themselves. Cities, towns, states, and regions make bad decisions all the time; they stimulate industries that destroy them. Klein, though, has something else in mind, “a ferocious love” that “no amount of money can extinguish.” She associates this love “with an identity, a culture, a beloved place that people are determined to pass on to their grandchildren, and that their ancestors may have paid for with great sacrifice.” She continues, “And though this kind of connection to place is surely strongest in Indigenous communities where the ties to the land go back thousands of years, it is in fact Blockadia’s defining feature” (342).

    Participants in my seminar found this description racist or fascist. Even though this is not Klein’s intent, her rhetoric deploys a set of myths regarding nature, and some people’s relation to nature, that make some people closer to nature (and further from civilization) than others. It also justifies an intense defense of blood and soil on the part of one group’s attachment to a place such that others become foreign, invaders, rightly excluded as threats to our way of life, our cultural identity. Given that climate change is already leading to increased migration and immigration and that the US and Europe are already responding by militarizing borders, a language of cultural defense and ties to the land is exactly what we don’t need in a global movement for climate justice.

    Klein’s argument, though, gets worse as it juxtaposes indigenous people’s love of place with the “extreme rootlessness” of the fossil fuel workforce. These “highly mobile” pipefitters, miners, engineers, and big rig drivers produce a culture of transience, even when they “may stay for decades and raise their kids” in a place. The language of rootless echoes with descriptions of cosmopolitan Jews, intellectuals, and communists. Some are always foreign elements threatening our way of life.

    In contrast, I imagine climate politics as breaking the link between place and identity. To address climate change, we have to treat the world itself as a commons and build institutions adequate to the task of managing it. I don’t have a clear idea as to what these institutions would look like. But the idea that no one is entitled to any place seems better to me as an ethos for a red-green coalition. It requires us to be accountable to every place.

    I should wrap this up. The final tension I want to address comes in Klein’s conclusion, as she emphasizes mass social movements. Invoking the abolition movement, Klein is inspiring, properly crediting Chris Hayes for his influential Nation article linking climate change and the emancipation of the slaves in the US. Nonetheless, her argument is strange. She calls for societal transformation but refuses the term “revolution.” Throughout the book, she has said that we are running out of time to stop a warming trend so severe as to destroy civilization as we know it if not eliminate the human species altogether. She invokes Brad Werner’s famous paper announcing that earth is basically fucked. But she writes:

    And let’s take it for granted that we want to do these radical things democratically and without a bloodbath, so violent, vanguardist revolutions don’t have much to offer in the way of roadmaps (450).

    This lets her completely discount the revolutionary movements of the 19th and 20th centuries, as if there is nothing to learn from any of the large scale organizing undertaken by communists, socialists, wobblies, and unionists. Her model for the left thus relies on extracting from the left a central component of our history. Frankly, at the level of tactics alone, this is a bad call: why sign on to a political project premised on the rejection of working class achievements (a move which repeats a ubiquitous gesture of erasure since 1989). Wouldn’t incorporating these achievements be fundamental to any effort to reinvent “the very idea of the collective, the communal, the commons, the civil, and the civic after so many decades of attack and neglect” (460)? Klein is trying to open up a collective desire for collectivity, but without communism.

    It is also without revolution, which Klein dismisses as vanguardist, as if her Blockadians weren’t themselves at the vanguard of climate struggle. But what does it mean to reject revolution? If the movements are mobilized as she suggests, what will stop them? What would block or hinder the people after they are moving? Perhaps the state, since Klein hasn’t said anything about seizing it. Perhaps each other, since she thinks of us as divided into local communities. Perhaps the capitalist system, since she hasn’t called for its abolition. Or perhaps this isn’t the worry, since we are unlikely to be mobilized enough in time at all — and for enough of us in the north, that will be okay, at least for a while.

      How the Merkel government is risking Germany’s future by underinvestment and other ill-applied policy approaches.

      “Poor Germany?“ Really? Is that not a crass overstatement? Isn’t Germany the powerhouse of Europe, boosting a huge export surplus, historical low unemployment and shrinking government debt? Yes, it is.

      But this view is superficial and overlooks what is happening behind the shiny facade of a booming economy. The country is wasting its future by consuming too much and not investing in the future. To blame are the various governments led by Angela Merkel.

      In their sum total, the individual causes of this under- and malinvestment, as detailed below, explain much of the sense of profound frustration that voters feel with Germany’s major political parties. They explain a widening sense of national malaise that extends far beyond the oft-cited issue of migration.
      The fetish of the “black zero”

      It all starts with the politics of the so-called “black zero” in government finances, which is nothing else than the commitment to a permanent budget surplus for the government at the national level.

      Achieving this goal was quite easy over the last years. Thanks to ECB policy and the unresolved crisis of the Eurozone, interest rates on German government bonds fell below zero. Due to this effect alone, the German finance minister has saved 300 billion euros in interest expenses since 2009.

      In addition, the economic boom fueled by the low interest environment and the relatively weak euro reduced costs for unemployment support and led to record high tax revenues in Germany.

      Still, the “black zero” is an illusion created by politicians, notably former finance minister Wolfgang Schäuble, to boost their own image. A closer look reveals that the “black zero” comes at a high cost and, if one applies proper accounting, is even not true.
      Crumbling infrastructure

      Fixated on the goal of the budget surplus, the German government continued its practice of taking a very high share of the incomes of the average German citizen (Germany has the highest fiscal burden of all OECD countries behind Belgium). It also cut expenditures in certain areas, notably infrastructure spending.

      As a result, the public infrastructure of Germany is deteriorating. About 50% of Germany’s highway bridges were built between 1965 and 1975. They are in urgent need of replacement. In addition, 17.5% of all motorways need to be urgently reconstructed, as well as 34% of country roads.

      This casts a dark shadow over the long-held idea that Germany has world-class infrastructure. To be sure, the deteriorating quality of German infrastructure is hindering private investment and undermines the country’s future economic growth potential.

      To make up for the underinvestment of the past years, an immediate investment of more than 120 billion Euro is required. Long term, Germany would need to invest at least on the level of the OECD average of 3.2% of GDP, implying additional spending of 33 billion per year, or 1,000 billion over a period of 30 years.

      This one dimension of severe underinvestment alone demonstrates that the “black zero” is pure political fantasy. Instead of addressing these issues, the current government has announced it will reduce investments in the coming years even further.
      Lacking digitalization

      But it is not just country roads and highways that are falling apart. German schools suffer from chronic underinvestment in buildings, never mind the stunning lack of digitalization and tens of thousands of missing teachers. This is in spite of this shortfall having long been visible, given the impending retirement wave of public-school teachers.

      Only 2% of all German households have fast internet via fiber, compared to the 22.3% average in the OECD. In Spain, not as rich as Germany, more than 50% of households have access to fast internet. This not only hinders economic development, but gives German companies a clear-cut incentive for investing outside of Germany.

      The German military, the Bundeswehr, is suffering from outdated and non-functioning equipment. Many of its fighter jets, tanks and ships are not ready for combat. The soldiers do not even have adequate clothing for winter time.

      One would think that this would be a matter of embarrassment for the country’s politicians, but they remain rather nonchalant about it. Perhaps they see it as a politically convenient way to avoid being asked to support the West’s joint international missions.

      Fixing this shortfall will require another 130 billion euros just to get the German military working again. In the long run, the country will need to fulfil the NATO target of spending 2% of GDP on defence. This would imply a budget increase of roughly 26 billion euros per year, or 750 billion over a 30-year period.

      But despite paying lip service to these needs, the junior partner in the government, the SPD, remains opposed to making the required funds available.

      At the same time, the governments of Angela Merkel increased the spending on social welfare to a new record of nearly 1,000 billion euros per year. This is remarkable given that Germany currently experiences record low unemployment and a booming economy.
      Pushing savings abroad

      The obsession of German politicians with the “black zero” not only has significant negative implications for the economic outlook due to lacking investments, but also in light of global trade tensions. The export surplus notably is not only the result of a weak euro and hyper-competitive German industries, as is argued so often (falsely), but significantly also the result of insufficient spending and investment within Germany.

      The corporate sector, private households and the government itself are all net savers, pushing savings abroad and contributing to the significant trade surplus of more than 8% of GDP. A significant trade surplus and excess savings go hand in hand.

      Contrary to folklore, this surplus is not even in Germany’s own interest. For one, Germany’s track record of investing its savings abroad is downright bad. During the financial crisis, German banks, insurance companies and pension funds lost in the range of 400 to 600 billion euros. Today, a significant part of our savings ends up as non-interest bearing receivables of the Bundesbank as part of the ECB system (the so-called Target 2 balance).

      Overall, it is not a good idea, to be a creditor in a world awash with more and more debt. But Germany continues to disregard this fundamental insight, to its own detriment.

      The German government is also blind to the fact that the trade surplus leads to increasing frustration in other countries, not just in the case of U.S. President Donald Trump, but also in France and Italy. The risk of protectionist measures especially targeted against the automotive industry, which German government politicians are otherwise overly keen on protecting, is high.
      There is an alternative

      It would be much smarter if the German government would use the excess savings of the private sector to fund the urgently needed investments in the country. This would:

      • Offer the private sector a safe and attractive opportunity to save within Germany

      • Improve German infrastructure in all dimensions

      • Reduce the country’s trade surplus and therefore reduce the risk of protectionist measures

      • Reduce the exposure of German savers to doubtful creditors abroad.

      Obviously, it would be in everybody’s interest if Germany were to change its policies.

  • Ready for the future? A survey on open access with scientists from the French National Research Center (CNRS)

    The French survey uncovers attitudes, needs and behaviours similar to other countries, except for OA publishing with APCs where French scientists appear more reluctant and hesitantthan their colleagues from other European countries. One explanation may be the fact that France globally spendsless for scientific information than other similar countries; also APCs may appear less affordable. However, these differences should not be over-interpreted. Since 2014, the situation has changed in France as well as in other European countries, and openaccess to scientific information is fast becoming the dominant model of academic communication.
    Today, the debate is no longer on pros and cons of open access. In 2016 the French parliament will probably adopta new law (“Loi pour une République Numérique”) granting secondary exploitation rights to scientists, similar to German, Austrian andDutch legislation. Together with the other EU Member States, France is committed to Open Science and will continue to increase the availability of French research results. The challenge today is how to get there. For more than 15 years, France has developed an open access infrastructure with national operating agents, a large open repository (HAL) and public OA journal and book platforms especially in social sciences and humanities. This public infrastructure is now in competition with OA publishing and APCs mainly controlled by large corporate publishers.
    One challenge is the control over dissemination, access and preservation of research results, and over innovation in the field of academic publishing. Another challenge is the exploitation of the growing volume of research results through content mining, and the control of these technologies and tools. Will the research community maintain (or regain) control overits data, overusage, impact, evaluation etc.? Who will add value to content, who will provide metrics forresearch output, fornetworks, experts, emerging topics etc.? Will the dysfunctional scientific information market survive, with its oligopolies, mergers and benefits? Should it?

    Summary
    The aim of Unlike Us is to establish a research network of artists, designers, scholars, activists and programmers who work on ‘alternatives in social media’. Through workshops, conferences, online dialogues and publications, Unlike Us intends to both analyze the economic and cultural aspects of dominant social media platforms and to propagate the further development and proliferation of alternative, decentralized social media software.

    Whether or not we are in the midst of internet bubble 2.0, we can all agree that social media dominate internet and mobile use. The emergence of web-based user to user services, driven by an explosion of informal dialogues, continuous uploads and user generated content have greatly empowered the rise of participatory culture. At the same time, monopoly power, commercialization and commodification are also on the rise with just a handful of social media platforms dominating the social web. These two contradictory processes – both the facilitation of free exchanges and the commercial exploitation of social relationships – seem to lie at the heart of contemporary capitalism.

    On the one hand new media create and expand the social spaces through which we interact, play and even politicize ourselves; on the other hand they are literally owned by three or four companies that have phenomenal power to shape such interaction. Whereas the hegemonic Internet ideology promises open, decentralized systems, why do we, time and again, find ourselves locked into closed corporate environments? Why are individual users so easily charmed by these ‘walled gardens’? Do we understand the long-term costs that society will pay for the ease of use and simple interfaces of their beloved ‘free’ services?

    The accelerated growth and scope of Facebook’s social space, for example, is unheard of. Facebook claims to have 700 million users, ranks in the top two or three first destination sites on the Web worldwide and is valued at 50 billion US dollars. Its users willingly deposit a myriad of snippets of their social life and relationships on a site that invests in an accelerated play of sharing and exchanging information. We all befriend, rank, recommend, create circles, upload photos, videos and update our status. A myriad of (mobile) applications orchestrate this offer of private moments in a virtual public, seamlessly embedding the online world in users’ everyday life.

    Yet despite its massive user base, the phenomena of online social networking remains fragile. Just think of the fate of the majority of social networking sites. Who has ever heard of Friendster? The death of Myspace has been looming on the horizon for quite some time. The disappearance of Twitter and Facebook – and Google, for that matter – is only a masterpiece of software away. This means that the protocological future is not stationary but allows space for us to carve out a variety of techno-political interventions. Unlike Us is developed in the spirit of RSS-inventor and uberblogger Dave Winer whose recent Blork project is presented as an alternative for ‘corporate blogging silos’. But instead of repeating the entrepreneurial-start-up-transforming-into-corporate-behemoth formula, isn’t it time to reinvent the internet as a truly independent public infrastructure that can effectively defend itself against corporate domination and state control?

    Agenda
    Going beyond the culture of complaint about our ignorance and loss of privacy, the proposed network of artists, scholars, activists and media folks will ask fundamental and overarching questions about how to tackle these fast-emerging monopoly powers. Situated within the existing oligopoly of ownership and use, this inquiry will include the support of software alternatives and related artistic practices and the development of a common alternative vision of how the techno-social world might be mediated.

    Without falling into the romantic trap of some harmonious offline life, Unlike Us asks what sort of network architectures could be designed that contribute to ‘the common’, understood as a shared resource and system of collective production that supports new forms of social organizations (such as organized networks) without mining for data to sell. What aesthetic tactics could effectively end the expropriation of subjective and private dimensions that we experience daily in social networks? Why do we ignore networks that refuse the (hyper)growth model and instead seek to strengthen forms of free cooperation? Turning the tables, let’s code and develop other ‘network cultures’ whose protocols are no longer related to the logic of ‘weak ties’. What type of social relations do we want to foster and discover in the 21st century? Imagine dense, diverse networked exchanges between billions of people, outside corporate and state control. Imagine discourses returning subjectivities to their ‘natural’ status as open nodes based on dialogue and an ethics of free exchange.

    To a large degree social media research is still dominated by quantitative and social scientific endeavors. So far the focus has been on moral panics, privacy and security, identity theft, self-representation from Goffman to Foucault and graph-based network theory that focuses on influencers and (news) hubs. What is curiously missing from the discourse is a rigorous discussion of the political economy of these social media monopolies. There is also a substantial research gap in understanding the power relations between the social and the technical in what are essentially software systems and platforms. With this initiative, we want to shift focus away from the obsession with youth and usage to the economic, political, artistic and technical aspects of these online platforms. What we first need to acknowledge is social media’s double nature.

    Dismissing social media as neutral platforms with no power is as implausible as considering social media the bad boys of capitalism. The beauty and depth of social media is that they call for a new understanding of classic dichotomies such as commercial/political, private/public, users/producers, artistic/standardised, original/copy, democratising/ disempowering. Instead of taking these dichotomies as a point of departure, we want to scrutinise the social networking logic. Even if Twitter and Facebook implode overnight, the social networking logic of befriending, liking and ranking will further spread across all aspects of life.

    The proposed research agenda is at once a philosophical, epistemological and theoretical investigation of knowledge artifacts, cultural production and social relations and an empirical investigation of the specific phenomenon of monopoly social media. Methodologically we will use the lessons learned from theoretical research activities to inform practice-oriented research, and vice-versa. Unlike Us is a common initiative of the Institute of Network Cultures (Amsterdam University of Applied Science HvA) and the Cyprus University of Technology in Limassol.

    An online network and a reader connected to a series of events initially in Amsterdam and Cyprus (early 2012) are already in planning. We would explicitly like to invite other partners to come on board who identify with the spirit of this proposal, to organize related conferences, festivals, workshops, temporary media labs and barcamps (where coders come together) with us. The reader (tentatively planned as number 8 in the Reader series published by the INC) will be produced mid-late 2012. The call for contributions to the network, the reader and the event series goes out in July 2011, followed by the publicity for the first events and other initiatives by possible new partners.

    Topics of Investigation
    The events, online platform, reader and other outlets may include the following topics inviting theoretical, empirical, practical and art-based contributions, though not every event or publication might deal with all issues. We anticipate the need for specialized workshops and barcamps.

    1. Political Economy: Social Media Monopolies
    Social media culture is belied in American corporate capitalism, dominated by the logic of start-ups and venture capital, management buyouts, IPOs etc. Three to four companies literally own the Western social media landscape and capitalize on the content produced by millions of people around the world. One thing is evident about the market structure of social media: one-to-many is not giving way to many-to-many without first going through many-to-one. What power do these companies actually have? Is there any evidence that such ownership influences user-generated content? How does this ownership express itself structurally and in technical terms?

    What conflicts arise when a platform like Facebook is appropriated for public or political purposes, while access to the medium can easily be denied by the company? Facebook is worth billions, does that really mean something for the average user? How does data-mining work and what is its economy? What is the role of discourse (PR) in creating and sustaining an image of credibility and trustworthiness, and in which forms does it manifest to oppose that image? The bigger social media platforms form central nodes, such as image upload services and short ulr services. This ecology was once fairly open, with a variety of new Twitter-related services coming into being, but now Twitter takes up these services itself, favoring their own product through default settings; on top of that it is increasingly shutting down access to developers, which shrinks the ecology and makes it less diverse.

    2. The Private in the Public
    The advent of social media has eroded privacy as we know it, giving rise to a culture of self-surveillance made up of myriad voluntary, everyday disclosures. New understandings of private and public are needed to address this phenomenon. What does owning all this user data actually mean? Why are people willing to give up their personal data, and that of others? How should software platforms be regulated?

    Is software like a movie to be given parental guidance? What does it mean that there are different levels of access to data, from partner info brokers and third-party developers to the users? Why is education in social media not in the curriculum of secondary schools? Can social media companies truly adopt a Social Network Users’ Bill of Rights?

    3. Visiting the Belly of the Beast
    The exuberance and joy that defined the dotcom era is cliché by now. IT use is occurring across the board, and new labour conditions can be found everywhere. But this should not keep our eyes away from the power relations inside internet companies. What are the geopolitical lines of distribution that define the organization and outsourcing taking place in global IT companies these days? How is the industry structured and how does its economy work?

    Is there a broader connection to be made with the politics of land expropriation and peasant labour in countries like India, for instance, and how does this analytically converge with the experiences of social media users? How do monopolies deal with their employees’ use of the platforms? What can we learn from other market sectors and perspectives that (critically) reflect on, for example, techniques of sustainability or fair trade?

    4. Artistic Responses to Social Media
    Artists are playing a crucial role in visualizing power relationships and disrupting subliminal daily routines of social media usage. Artistic practice provides an important analytical site in the context of the proposed research agenda, as artists are often first to deconstruct the familiar and to facilitate an alternative lens to understand and critique these media. Is there such a thing as a social ‘web aesthetics’? It is one thing to criticize Twitter and Facebook for their primitive and bland interface designs. How can we imagine the social in different ways? And how can we design and implement new interfaces to provide more creative freedom to cater to our multiple identities? Also, what is the scope of interventions with social media, such as, for example, the ‘dislike button’ add-on for Facebook? And what practices are really needed? Isn’t it time, for example, for a Facebook ‘identity correction’?

    5. Designing culture: representation and software
    Social media offer us the virtual worlds we use every day. From Facebook’s ‘like’ button to blogs’ user interface, these tools empower and delimit our interactions. How do we theorize the plethora of social media features? Are they to be understood as mere technical functions, cultural texts, signifiers, affordances, or all these at once? In what ways do design and functionalities influence the content and expressions produced? And how can we map and critique this influence? What are the cultural assumptions embedded in the design of social media sites and what type of users or communities do they produce?

    To answer the question of structure and design, one route is to trace the genealogy of functionalities, to historicize them and look for discursive silences. How can we make sense of the constant changes occurring both on and beyond the interface? How can we theorize the production and configuration of an ever-increasing algorithmic and protocological culture more generally?

    6. Software Matters: Sociotechnical and Algorithmic Cultures
    One of the important components of social media is software. For all the discourse on sociopolitical power relations governed by corporations such as Facebook and related platforms, one must not forget that social media platforms are thoroughly defined and powered by software. We need critical engagement with Facebook as software. That is, what is the role of software in reconfiguring contemporary social spaces? In what ways does code make a difference in how identities are formed and social relationships performed? How does the software function to interpellate users to its logic? What are the discourses surrounding software?

    One of the core features of Facebook for instance is its news feed, which is algorithmically driven and sorted in its default mode. The EdgeRank algorithm of the news feed governs the logic by which content becomes visible, acting as a modern gatekeeper and editorial voice. Given its 700 million users, it has become imperative to understand the power of EdgeRank and its cultural implications. Another important analytical site for investigation are the ‘application programming interfaces’ (APIs) that to a large extent made the phenomenal growth of social media platforms possible in the first place. How have APIs contributed to the business logic of social media? How can we theorize social media use from the perspective of the programmer?

    7. Genealogies of Social Networking Sites
    Feedback in a closed system is a core characteristic of Facebook; even the most basic and important features, such as ‘friending’, traces back to early cybernetics’ ideas of control. While the word itself became lost in various transitions, the ideas of cybernetics have remained stable in fields such as artificial intelligence, robotics and the biopolitical arena. Both communication and information theories shaped this discourse. How does Facebook relate to such an algorithmic shape of social life? What can Facebook teach us about the powers of systems theory? Would Norbert Wiener and Niklas Luhmann be friends on Facebook?

    8. Is Research Doomed?
    The design of Facebook excludes the third person perspective, as the only way in is through ones own profile. What does this inbuilt ‘me-centricity’ imply for social media research? Does it require us to rethink the so-called objectivity of researchers and the detached view of current social research? Why is it that there are more than 200 papers about the way people use Facebook, but the site is ‘closed’ to true quantitative inquiry? Is the state of art in social media research exemplary of the ‘quantitative turn’ in new media research? Or is there a need to expand and rethink methods of inquiry in social media research? Going beyond the usual methodological approaches of the quantitative and qualitative, we seek to broaden the scope of investigating these media. How can we make sense of the political economy and the socio-technical elements, and with what means? Indeed, what are our toolkits for collective, transdisciplinary modes of knowledge and the politics of refusal?

    9. Researching Unstable Ontologies
    Software destabilizes Facebook as a solid ontology. Software is always in becoming and so by nature ontogenetic. It grows and grows, living off of constant input. Logging on one never encounters the same content, as it changes on an algorithmic level and in terms of the platform itself. What does Facebook’s fluid nature imply for how we make sense of and study it? Facebook for instance willingly complicates research: 1. It is always personalized (see Eli Pariser). Even when creating ‘empty’ research accounts it never gives the same results compared to other people’s empty research accounts. 2. One must often be ‘inside’ social media to study it. Access from the outside is limited, which reinforces the first problem. 3. Outside access is ideally (for Facebook and Twitter) arranged through carefully regulated protocols of APIs and can easily be restricted. Next to social media as a problem for research, there is also the question of social research methods as intervention.

    10. Making Sense of Data: Visualization and Critique
    Data representation is one of the most important battlefields nowadays. Indeed, global corporations build their visions of the world increasingly based on and structured around complex data flows. What is the role of data today and what are the appropriate ways in which to make sense of the burgeoning datasets? As data visualization is becoming a powerful buzzword and social research increasingly uses digital tools to make ‘beautiful’ graphs and visualizations, there is a need to take a step back and question the usefulness of current data visualization tools and to develop novel analytical frameworks through which to critically grasp these often simplified and nontransparent ways of representing data.

    Not only is it important to develop new interpretative and visual methods to engage with data flows, data itself needs to be questioned. We need to ask about data’s ontological and epistemological nature. What is it, who is the producer, for whom, where is it stored? In what ways do social media companies’ terms of service regulate data? Whether alternative social media or monopolistic platforms, how are our data-bodies exactly affected by changes in the software?

    11. Pitfalls of Building Social Media Alternatives
    It is not only important to critique and question existing design and socio-political realities but also to engage with possible futures. The central aim of this project is therefore to contribute and support ‘alternatives in social media’. What would the collective design of alternative protocols and interfaces look like? We should find some comfort in the small explosion of alternative options currently available, but also ask how usable these options are and how real is the danger of fragmentation. How have developers from different initiatives so far collaborated and what might we learn from their successes and failures? Understanding any early failures and successes of these attempts seems crucial.

    A related issue concerns funding difficulties faced by projects. Finally, in what ways does regionalism (United States, Europe, Asia) feed into the way people search for alternatives and use social media.

    12. Showcasing Alternatives in Social Media
    The best way to criticize platform monopolies is to support alternative free and open source software that can be locally installed. There are currently a multitude of decentralized social networks in the making that aspire to facilitate users with greater power to define for themselves with whom share their data. Let us look into the wildly different initiatives from Crabgrass, Appleseed, Diaspora, NoseRub, BuddyCloud, Protonet, StatusNet, GNU Social, Lorea and OneSocialWeb to the distributed Twitter alternative Thimbl.

    In which settings are these initiative developed and what choices are made for their design? Let’s hear from the Spanish activists who have recently made experiences with the n-1.cc platform developed by Lorea. What community does this platform enable? While traditional software focuses on the individual profile and its relation to the network and a public (share with friends, share with friends of friends, share with public), the Lorea software for instance asks you with whom to share an update, picture or video. It finegrains the idea of privacy and sharing settings at the content level, not the user’s profile. At the same time, it requires constant decision making, or else a high level of trust in the community you share your data with. And how do we experience the transition from, or interoperability with, other platforms? Is it useful to make a distinction between corporate competitors and grassroots initiatives? How can these beta alternatives best be supported, both economically and socially? Aren’t we overstating the importance of software and isn’t the availability of capital much bigger in determining the adoption of a platform?

    13. Social Media Activism and the Critique of Liberation Technology
    While the tendency to label any emergent social movement as the latest ‘Twitter revolution’ has passed, a liberal discourse of ‘liberation technology’ (information and communication technologies that empower grassroots movements) continues to influence our ideas about networked participation. This discourse tends to obscure power relations and obstruct critical questioning about the capitalist institutions and superstructures in which these technologies operate. What are the assumptions behind this neo-liberal discourse? What role do ‘developed’ nations play when they promote and subsidize the development of technologies of circumvention and hacktivism for use in ‘underdeveloped’ states, while at the same time allowing social media companies at home to operate in increasingly deregulated environments and collaborating with them in the surveillance of citizens at home and abroad? What role do companies play in determining how their products are used by dissidents or governments abroad? How have their policies and Terms of Use changed as a result?

    14. Social Media in the Middle East and Beyond
    The justified response to downplay the role of Facebook in early 2011 events in Tunisia and Egypt by putting social media in a larger perspective has not taken off the table the question of how to organize social mobilizations. Which specific software do the ‘movements of squares’ need? What happens to social movements when the internet and ICT networks are shut down? How does the interruption of internet services shift the nature of activism? How have repressive and democratic governments responded to the use of ‘liberation technologies’? How do these technologies change the relationship between the state and its citizens? How are governments using the same social media tools for surveillance and propaganda or highjacking Facebook identities, such as happened in Syria? What is Facebook’s own policy when deleting or censoring accounts of its users?

    How can technical infrastructures be supported which are not shutdown upon request? How much does our agency depend on communication technology nowadays? And whom do we exclude with every click? How can we envision ‘organized networks’ that are based on ’strong ties’ yet open enough to grow quickly if the time is right? Which software platforms are best suited for the ‘tactical camping’ movements that occupy squares all over the world?

    15. Data storage: social media and legal cultures
    Data that is voluntarily shared by social media users is not only used for commercial purposes, but is also of interest to governments. This data is stored on servers of companies that are bound to the specific legal culture and country. This material-legal complex is often overlooked. Fore instance, the servers of Facebook and Twitter are located in the US and therefore fall under the US jurisdiction. One famous example is the request for the Twitter accounts of several activists (Gonggrijp, Jónsdóttir, Applebaum) affiliated with Wikileaks projects by the US government. How do activists respond and how do alternative social media platforms deal with this issue?

    To believe the U.S. military could export democracy quickly and cheaply required a degree of hubris that is still breathtaking to recall.[...]
    At the risk of stating the obvious, we do know what doesn’t work, and we have a pretty good idea why. What doesn’t work is military intervention (aka “foreign-imposed regime change”). The idea that the United States could march in, depose the despot-in-chief and his henchmen, write a new constitution, hold a few elections, and produce a stable democracy — presto! — was always delusional, but an awful lot of smart people bought this idea despite the abundant evidence against it. [...]
    So if promoting democracy is desirable, but force is not the right tool, what is? Let me suggest two broad approaches.
    The first is diplomacy.[...]The United States has done this successfully on a number of occasions (e.g., South Korea, the Philippines, etc.) by being both persistent and patient and using nonmilitary tools such as economic sanctions. In these cases, the pro-democracy movement had been building for many years and enjoyed broad social support by the time it gained power. Relying on diplomacy may not be as exciting as the “shock and awe” of a military invasion, but it’s a lot less expensive and a lot more likely to succeed.[...]
    The second thing we could do is set a better example. America’s democratic ideals are more likely to be emulated by others if the United States is widely regarded as a just, prosperous, vibrant, and tolerant society, instead of one where inequality is rampant, leading politicians are loudmouthed xenophobes, the prison population is the world’s largest, and airports and other public infrastructure are visibly decaying, yet no one seems able to do much about it. When millions of qualified citizens are excluded from voting, or when a handful of billionaires and other moneyed interests exert a disproportionate and toxic effect on U.S. politics, it is hardly surprising that other societies find America’s professed ideals less appealing than they once were. Add in Guantánamo, targeted killings, Abu Ghraib, overzealous NSA surveillance, and the reluctance to hold powerful people accountable for their misdeeds, and you end up with a pretty tarnished brand.

In Cuba, Turkey and Saudi Arabia are competing to build a mosque in Havana. Iran, too, seeks to spread its ornate, Safavid-style mosques to other countries, including Lebanon and Iraq but also western countries like Denmark. All three regional powers are seeking to promote their versions of Islam, with Turkey emerging as a player in the decades-long rivalry between Tehran and Riyadh.

Once devoted solely to financing low- and medium-income housing projects, TOKI has grown into an all-encompassing entity that oversees many of the highest-profile infrastructure projects in the country. It rewards contractors with public land to build real estate developments and earns a percentage of profits. It spends its revenues, totaling $1.73 billion in 2014, on public infrastructure projects such as hospitals, mosques, and stadiums, which are granted to well-connected construction companies.     It’s been called the Dubai of northern China, showered with wealth, packed with public infrastructure and located near to precious natural resources in a region plagued by water-supply troubles. But the urban center of Ordos City, known as ‘Kangbashi New Area’, has been mostly deserted for five years. Kangbashi isn’t a ghost town due to economic issues, contamination or any other common cause of such abandonment – the government simply can’t convince people to move there.
