The city’s plan to take responsibility for all the Palestinians living in the city, including refugees, might in other circumstances be welcomed, but even with UNRWA in place, the municipality barely supplies the necessary services to its Palestinian residents.

The plan calls for the city to increase the number of classrooms available for residents of East Jerusalem, where there is already a shortage in early childcare clinics as well welfare and sanitation services.

“Instead of establishing infrastructure where needed, Barkat wants to take over existing infrastructure,” says Nazreen Elayan, an attorney who recently worked with the Association for Civil Rights in Israel and is knowledgeable about UNRWA’s activities in East Jerusalem.

“We are fighting for years with the city to open more mother-child centers in East Jerusalem and it hasn’t done so. So now they’re going to take over the good clinics run by UNRWA,” she said.

Close to 100,000 refugees from countries ravaged by war and violence have fled to Greece in the past six months — all of them seeking the safety of Europe. Two thirds of them have landed on the shores of the Greek island of Lesbos.

The International Rescue Committee’s Tyler Jump shares photos from Kara Tepe, a “transit” camp built just outside the island’s capital Mytilene, where the exhausted refugees are stopping before continuing their journey to mainland Greece and other countries to the north.

The IRC is delivering clean water, constructing showers and providing sanitation services to improve living conditions for hundreds of refugees staying in the overcrowded camp.

In spite of international commitments, 1,600 million people all over the world are living in deficient housing, and in the developing South 828 million lack adequate water and sanitation services. In the Social Watch Report 2012, experts warn that these problems are aggravated by inequalities between and within countries, privatization, the disappearance of communal property, migration, forced eviction, land speculation and climate change.

According to UN data cited in the chapter “Housing, land and sustainable development”, by Miloon Kothari, ex United Nations Special Rapporteur on Adequate Housing, and Shivani Chaudhry, associate director of the Indian Network of Housing and Rights to Land, since 2000 the world’s urban population has swelled by some 60 million marginalized people, and the slum population is increasing by 10% a year.
