    Even after the two latest airstrikes attributed to Israel in Syria, on April 9 and April 29, and despite Iran’s threats of revenge, there has been no sign of any change in Israeli policy.
    The person spearheading this activist policy in the north is Israel Defense Forces Chief of Staff Gadi Eisenkot, whose position is backed by Prime Minister Benjamin Netanyahu and Defense Minister Avigdor Lieberman. Reportedly, no cabinet minister has voiced opposition to the IDF’s stance, despite the risks it entails.
    According to the defense establishment’s analysis, Iran continues to send advanced weapons systems to Syria. But these arms are no longer necessarily slated to be passed on to Hezbollah in Lebanon. Instead, they are being used to bolster Iran’s military deployment in Syria, and may even be meant to prepare an Iranian military response against Israel.

    For now, however, Tehran seems to be debating over the nature of its promised retaliation against Israel, and even more, over its timing.
    One theory being advanced is that Tehran may be reluctant to respond prior to Lebanon’s parliamentary elections this coming Sunday and U.S. President Donald Trump’s expected announcement on May 12 as to whether his country is quitting the nuclear agreement with Iran. Israel’s announcement of the theft of Iran’s nuclear archive by Mossad agents is likely to increase Iranian leaders’ embarrassment.

    A music video celebrating Azerbaijan’s border guards and showcasing the Azeri army’s military capabilities has revealed that advanced weapons systems made by the Israeli defense industry are being used by the Azeri army.

    The video, which clocks in at 4 minutes and 15 seconds, shows local singer Narmin Karimbayova exalting the Azerbaijan State Border Service in song, accompanied by footage of all the military systems the Azeri military has to offer. It also shows two additional advanced weapons systems manufactured in Israel by Israel Aerospace Industries and Rafael Advanced Defense Systems.

    At 1:55 the video shows a launch of the IAI Harop loitering munition system. The Harop is an anti-radiation drone that can autonomously zero in on radio emissions. It can be operated from land or sea and rather than carrying a separate warhead, the drone itself is the main munition – also known as a suicide drone. The Harop is fired from a 12-missile launcher, usually carried on a truck, and has a relatively high flying time of 6 hours.

    At 3:18 in the video, the Typhoon weapon system is seen firing Spike missiles from an Azeri navy ship. The system, called Typhoon MLS-NLOS, was developed at Rafael and is carried on a warship. It allows for full control of the launched missiles, up to the point of impact; the missile can be diverted from its course in case the operator aborts the mission. The system is based on Spike missiles, electro-optical missiles that have been used by Israeli Defense Forces since the 1980s, although upgraded version were made over the years.

    STEPHEN BANNON, President Donald Trump’s chief strategist, famously promised the “deconstruction of the administrative state”. On March 16th, the Trump administration took its first step toward achieving Mr Bannon’s vision by proposing a budget that makes steep cuts to domestic programmes.

    Not all departments would suffer. Mr Trump’s budget proposal, which covers $1.1trn of discretionary spending for the 2018 fiscal year, requests an additional $52bn for the Department of Defence and $2.8bn for the Department of Homeland Security. The majority of this additional spending would go towards what the administration calls “urgent warfighting readiness needs” including fighter jets, drones, missiles and weapons systems. At least $2.6bn would be spent on the construction of a wall on the southern border, a project which could eventually cost as much as $22bn. An additional $1.5bn would go towards the expanded detention, transport and removal of illegal immigrants.

    A separatist representative to east Ukraine peace talks said on Wednesday an agreement signed with Kiev this week to withdraw more weapons could mean an end to the war with the Ukrainian government, separatist website DAN reported.

    It said rebel leaders had signed the agreement to extend a pull-back of weapons to include tanks and smaller weapons systems, as part of a 12-point peace plan designed to end a conflict that has killed over 8,000 people since April 2014.

    This could mean the end of the war,” rebel representative Denis Pushilin was quoted as saying.

    The agreement with the government was struck on Tuesday during talks in Minsk, Belarus, on the ceasefire, which has seen regular accusations of violations from both sides.

    For two decades, Israeli defense contractor Elbit Systems has designed some of the world’s leading weapons systems. But now it has its sights set on a somewhat different market – electric buses.

    This venture from Israel’s largest listed defense company, whose drones and surveillance systems are top sellers around the world, is part of a broader strategy to use its military expertise to break into civilian markets.

    It may seem a risky foray into a competitive market, but Elbit has a strong track record for adapting its technologies – often developed in secretive labs that employ cutting-edge research – into new applications.

    Last year, for example, it unveiled a commercial product for airline pilots, a wearable head-up display called Skylens that assists in take-off and landings in low visibility conditions. It was based on a technology used by air force pilots.

    This time the electronics company has landed on high-performance batteries suitable for electric buses, a growing market as public transport networks boom in places like China and providers look for alternatives to fossil fuels.

    What electric buses need are supercapacitor batteries – efficient storage devices that can be rapidly charged, can deliver high power and have a long lifespan.

    But the bus route had an unlikely starting point.

    “We had looked into developing energy weapons, like high power lasers that would use supercapacitors. And from there we looked to branch out with other applications that have potential for financial growth,” said Yehuda Borenstein, head of the company’s energy systems unit.

    Elbit would not disclose how much it is investing in the buses venture, or revenue forecasts, but it plans to have a commercially viable version ready by the end of 2016.

    It is also working on a similar-style battery for a car starter motor, for which a pilot production line will be finished by the end of the year.

    Since buses run along fixed routes for fixed amounts of time, the key is to be able to charge their batteries rapidly in the down-time, even in the pauses along a route.

    The problem with supercapacitors, however, is their cost and their weight, which can be prohibitive.

    Yet for those that manage to crack the problem, there is money to be made: the hybrid and electric bus market is still in its early stages, but it is expected to boom over the next decade to over $100 billion a year in terms of revenue, according to IDTechEx, a group that researches emerging technologies.

    Around half of that revenue will come from batteries sales, Borenstein said.

    A range of companies are already in the market, taking varying approaches to the challenge.

    Swiss firm ABB has developed technology that can charge a full-sized electric bus during ordinary stops, though it requires the installation of chargers along the route.

    Chinese smartphone maker ZTE Corp is planning pre-commercial trials of wireless charging for public transportation in 50 to 100 Chinese cities this year.

    Another Chinese company, BYD, which is backed by U.S. investor Warren Buffett, recently unveiled a long-range electric coach bus.

    Elbit’s solution to the battery weight problem is a hybrid supercapacitor – combined with a lithium ion battery – giving it both the high energy density of a conventional battery and power of a supercapacitor.

    Borenstein said the battery will weigh just one ton, making it less expensive and freeing up room for more passengers.

    Elbit, which was founded in 1996 and is one of several companies in Israel looking to use their military capabilities to compete in civilian markets, wants to raise the revenue it generates from civilian commercial products from 10 percent of total revenue to about 20 percent within five years.

    Its total sales rose 1 percent in 2014 to $2.95 billion and as of the end of the year it had a backlog of orders totalling $6.3 billion, most from abroad.

They have been working in shifts, 24 hours a day, to ensure a regular supply of 5.56 mm bullets to Israel Defense Forces soldiers. Others have been hard at work turning out highly sophisticated Kalanit and Hatzav tank shells for the Artillery Corps. The shells, which are fired above the heads of militants armed with anti-tank weapons, exploding in midair above them and releasing shrapnel, were both used on a massive scale for the first time in Operation Protective Edge.

    For some years now the state-owned IMI has had an image problem, in part due to it enormous debts and management’s cozy ties with the union locals and the political establishment. Next to the two other big government-owned defense companies, Rafael Advanced Defense Systems and Israel Aerospace Industries, until recently IMI looked decided dowdy, low-tech and crony-ridden. Three months ago the state signed a recovery accord with IMI, which offered a generous severance package of 1.3 million shekels ($370,000) to any employee who took voluntary early retirement. Early next year the government plans to hold a tender to privatize the company, and by early 2016 IMI should be in private hands.

    Image aside, for several years IMI has very quietly been developing more sophisticated products than bullets, rifles or hand grenades. For example, its new, super-smart MPR-500 multipurpose rigid bomb, which is designed to penetrate reinforced concrete structures and other difficult targets, was first used operationally in Protective Edge. Today, back orders for the bomb total 5.6 billion shekels.

    IMI has built the foundations for a more successful business, and in a market where violence erupts every few years a new round of violence erupts, a dependable customer with the IDF and a classroom to test its equipment.

    “IMI cooperates with the IDF and the defense establishment in adapting quick solutions for changing needs,” says UMI chairman Maj. Gen. (res.) Udi Adam. “The defense industry is in a perpetual learning mode together with the IDF and the Defense Ministry to examine the weapons systems that were introduced for initial operational use in Operation Protective Edge, as well as weapons systems that have been in operational use for a long time.”

    One unit of IMI has already been privatized. Israel Weapon Industries, which makes the Tavor assault rifle that is used today by most of the infantry, is owned by Samy Katsav and is considered one of the world’s six leading light-weapons manufactures. The SK Group comprises several companies that supply the IDF.

    Israel Shipyards, for example, makes missile boats and the Shaldag patrol boat for the Israeli military, while Meprolight manufactures sights for sniper rifles and night-vision equipment. As is the case for all companies in the group, Meprolight’s most important customer is the IDF, even if 90% of the company’s sales are to foreign countries,.

    “After every campaign of the kind that is now taking place in Gaza, we see an increase in the number of customers from abroad,” says Meprolight CEO Eli Gold, adding, “Of course, we marketing abroad aggressively, but IDF operations definitely affect marketing activity.”

    Protective Edge’s marketing edge

    “Battle-tested” is the best marketing slogan for defense industries the world over, so for Israeli military manufactures Operation Protective Edge has yielded a major competitive edge.

    “For the defense industries this campaign is like drinking a very strong energy drink — it simply gives them tremendous forward momentum,” says Barbara Opall-Rome, Israel bureau chief for the U.S. magazine Defense News. “Combat is like the highest seal of approval when it comes to the international markets. What has proven itself in battle is much easier to sell. Immediately after the operation, and perhaps even during, all kinds of delegations arrive here from countries that appreciate Israel’s technological capabilities and are interested in testing the new products.”

    That was also the opinion of veteran military correspondent Amir Rapaport, editor of Israel Defense, which covers the local defense industry. “From a business point of view, the operation was an outstanding thing for the defense industries,” he says. “There are two main reasons for that. First, the cloud of budget cuts and project cancellations has been lifted. I believe that after the operation, Israel’s defense budget will be increased and projects that were frozen will be revived. Second, during the weeks of the war, new products were introduced for the army’s use. The war is an opportunity to cut red tape. Weapons systems that have long been under development suddenly became operational during the course of the fighting.

    “The operation has a potential to promote defense exports, mainly systems that have proven themselves,” says Maj. Gen. (res.) Danny Yatom, who now deals in defense equipment and other business. “The industry will also benefits as the [Israeli] defense establishment rebuilds inventories. Also, in this war we saw that the army has new needs, especially in regards to tunnels. In my opinion, there will now be an accelerated process of development for that. There’s a financial incentive both for the developers and the manufacturers.”

    Yatom contends that the course of Operation Protective Edge shows that future weapons systems must be designed to combat guerrilla organizations rather than conventional armies. One example of the likely change is increased demand for thermal-imaging night-vision equipment, rather than the Starlight technology, based on available light, that is currently more common in the IDF. “Thermal-imaging night-vision equipment is not affected by glow of bombs and by urban lighting, so it makes identification easier,” he explains.

    Gold confirms that the army is already thinking about this issue. “During the war the IDF took an interest in this subject,” he says. “But still it’s hard to estimate how things will turn out, because the IDF has yet to formulate a view on the matter. The product itself is not new, and we’ve already sold it to various armies worldwide.”
    On the other hand, not everyone thinks that a successful campaign means an increase in defense exports. Maj. Gen. (res.) Isaac Ben Yisrael, a former director of the Defense Ministry’s Research and Development Directorate, cautions that the success in Israel of a certain military system does not necessarily carry over to foreign sales.

    “Iron Dome, for example, is one of the main developments in this war,” he says, “but there’s no demand for it in the world, because other countries don’t face a similar threat. Besides, after the war most of the money channeled into the defense budget will be used for restocking inventories, so that the money that would normally be directed toward developing combat systems will decrease.”

    He says that despite the criticism being heard about the size of the defense budget, Israel has no choice but to increase the army’s R&D spending. That should be done by channeling profits from the government defense industries into the IDF’s R&D units, he says, rather than handing them over to the Finance Ministry, which funnels this money into the general state budget.

    The administration’s response has been a cave-in. Last week it announced that it would transfer 10 Apache helicopters to Cairo that it held up last year, reversing its previous position that the delivery of major weapons systems depended on “Egypt’s progress toward an inclusive, democratically elected civilian government.” Separately, it notified Congress that it was proceeding with $650 million of the $1.5 billion in aid for Egypt in this year’s budget to fund ongoing contracts and items connected to counterterrorism, border security and nonproliferation.

    In broader terms, the regime’s attempt to eliminate all opposition — including peaceful, secular and democratic forces — is doomed to failure. The United States only abets further chaos in Egypt by backing it. Mr. Leahy said that he would hold new U.S. funding “until we have a better understanding of how the aid would be used and we see convincing evidence that the government is committed to the rule of law.” Those are appropriate tests.

    The US Department of Defense recently promulgated a new “defense” guidance document: “Sustaining US Global Leadership: Priorities for 21st Century Defense.” I use scare quotes because it just doesn’t seem quite right to use “defense” to describe a document that — like its predecessors — envisions something like an American Thousand-Year Reich.

    The greatest shift in emphasis is in the section “Project power despite Anti-Access/Area Denial Challenges.” The “threat” to be countered is that China and Iran “will continue to pursue asymmetric means to counter our power projection capabilities.”

    That refers to a long-standing phenomenon: What Pentagon analysts call “Assassin’s Mace” weapons — cheap, agile weapons that render expensive, high-tech, weapons systems ineffective at a cost several orders of magnitude cheaper than the Pentagon’s gold-plated turds. In the context of “area denial,” they include cheap anti-ship mines, surface-to-air missiles, and anti-ship missiles like the Sunburn (which some believe could destroy or severely damage aircraft carriers).

    Thus the Pentagon defines as a “threat” a country’s ability to defend itself effectively against attack or to prevent an enemy from putting offensive forces into place to attack it. Yes, you read that right: To the American national security establishment, it’s considered threatening when you prepare to defend yourself against attack by the United States.
